‘Outright sale’ mulled for Agus hydro plants T
DAVAO City -- The Davao City Chamber of Commerce and Industry, Inc. (DCCCII) in cooperation with the D e p a r t m e n t o f Tr a d e and Industry (DTI) XI is set to establish a Young Entrepreneur Center in the city. “This will serve as an incubation center for young entrepreneurs who may want to experiment on their products or perfect their existing business ideas,” DCCCII president architect Daniel T. Lim said. Lim said there is a need to help young people become entrepreneurs to become financially independent from their parents. This will also help them establish a foothold in business arena even at such a young age, he added.

Use of alternative fuel, new energy technologies urged
TWO hundred fiftynine (259) victims were rescued through the help of the government’s human trafficking action line 1343 as of July 31, this year. Ariel T. Cruz of the Commission on Filipino Overseas (CFO) said 241 actual cases were brought to the action line and handled by the members of the Inter Agency Council Against Trafficking (IACAT). H e s ai d 71 of t he cases were on human trafficking, 66 cases on illegal recruitment while eight were mail-order bride cases. The 1343 action line, he said, is a 24/7 hotline that attends and responds to calls requesting for assistance or reporting suspected human trafficking activities.

HE technical working group of the Power Sector Assets and Liabilities Management Corporation (PSALM) has proposed an “outright sale” for the Agus hydropower complex in Mindanao, as culled from its study outcome.
“ T he A g u s T WG recommended that the only option for privatization is an outright sale by way of public bidding in compliance with EPIRA (Electric Power Industry Reform Act) and
its IRR (implementing rules and regulations,” a document submitted by PSALM to the Department of Energy (DOE) has noted. The recommended privatization mode a lso

Petron, Total hike fuel prices anew M A N IL A -– Pet ron Corporation hiked its fuel prices effective 6:00 a.m. Tuesday. In a text advisory, Petron said it increased gasoline price by 45 centavos per liter and 70 centavos per liter for diesel. However, Petron noted that calamity-affected areas such as Aklan, Bohol, Leyte, and Samar are excluded in the oil price hike. ”This (price adjustment) ref lects movements in the international market,” the oil company said. As of November 19, prices of diesel ranged from P 39.70 to P 44.60 per liter while gasoline prices ranged from P 49.25 to P 53.40 per liter according to the energ y department. In a letter to the Philippine Stock Exchange, t he oil exploration company said it would defer its IPO to early next year. The targeted privatization timeframe for the Agus complex is year 2017, and it will be done together with the 255-MW Pulangui hydropower facility. The PSALM report said it “took into consideration the technical/operational concerns brought about by the cascading nature of water releases from L ake L anao to the Agus hydroelectric power plants.” The company similarly factored in the construction of the proposed Agus 3 hydropower facility, which has long been eyed earnestly by some project sponsors. PSALM cautioned though that it “did not consider the legal review of conflicting provisions, if any, of other pertinent laws such as the Renewable Energy Law vis-à-vis PSALM’s mandate under EPIRA.” The other edict that might conflict with the Agus privatization plan will be the proposed insertions in the B a n g s a m o r o Fr a m e w o r k Agreement as to the ownership of Lake Lanao, the source of water being utilized for power generation at the Agus plants. The divestment to the private sector of the Agus facility is being opposed by array of stakeholders in Mindanao on fears that this might raise the electricity rates they have been paying for – which might really be the case because the government’s dole-out of subsidies may finally end. The business groups in the area, however, are more re c e pt i ve of t h e a s set ’s privatization as they are more inclined to giving more permanent solution to the grid’s recurring power supply woes.

He explained that the government has created the Alternative Fuels and Energy Technologies Program where they intend to reduce and diversify the country’s fuel resources while providing solutions to air pollution caused by vehicle emissions. These programs include the Auto-LPG or Liquefied Petroleum Gas, Electric Tricycle Project or E-trike and Natural Gas Vehicle. Engr. Loreto Moncada of DOE said Auto-LPG is beneficial in the environment and health since it has lower photo-chemical smog or “ozone” forming potential which usually causes cancer and respiratory problems such as asthma, bronchitis and so on, lower greenhouse emissions affecting climate change and less urban pollution. On the other hand, the Electric Tricycle Project or E-trike is designed with the goal to save 90 million liters of petroleum per year, a total of 260, 000 tons of less carbon dioxide per year, and much better quality of life for drivers and operators and passengers. Further, E-trike is estimated to increase driver’s daily net
income to 34%, since there is no need to pay for fuel said Engr. Moncada. To implement these programs in cities and provinces, the Local Government Unit (LGU) must coordinate with the DOE and send them letter of intent, he added. Meanwhile Natural Gas Vehicle program will ensure the stable supply of energy in the transport sector, according to Jeannie Dy. In line with this commitment, Collery said a wide range of environmental projects and initiatives, in collaboration with concerned government agencies and community groups, had been initiated. Environmental safety is one of the issues being looked into by the inter-agency working group created by the Mining Industry Coordinating Council (MICC). The MICC established the special inter-agency working group to coordinate with SMI (the Tampakan project manager) to thresh out issues and challenges facing the project. Frontier Oil is raising as much as P2.21 billion from
the sale of up to 883.63 million common shares at a maximum price of P2.50 apiece. The company holds interests in four of the 26 active exploration service contracts in place, including wholly owned SC 52 covering the Nassipping field, and SC 50 covering the Calauit field. Frontier Oil also has a 15 percent working interest in SC 69, an offshore block in the Visayan Basin that is operated by Australia’s Otto Energy. Frontier Oil has an arrangement with Trans-Asia Oil and Energy Development Corp for a five percent back-in option for SC 55, a highly prospective ultradeep water block.

DUO International available is available in the US, Korea, and the United Kingdom. UK Globetel Limited, on the other hand, offers voice, SMS, MMS, and mobile data services to Filipinos in the UK. Globe’s subscriber base increased 14 percent to 36.5 million as of end-September. Prepaid subscribers of Globe inched up by five percent to 16.96 million followed by TM subscribers with 23 percent to 17.57 million, and postpaid subscribers rose 19 percent to 1.98 million.

he youth of Xavier Ecoville are taking center stage on Nov 30 for a grand showcase of talents in cultural dance, theater, guitar playing, chorale, photography, visual arts and storytelling. The talent show, set at 4 pm at the Little Theater, is the culmination of “Sining Galing,”a Xavier Ecoville Arts Program for the Youth initiated by the Xavier Center for Culture and the Arts (XCCA) and funded by the National Commission for Culture and the Arts (NCCA) through its Cultural Education Committee's Bugkusan. Sining Galing ran from August to November this year offering workshops in dance, children and teen’s theater, music, photography and visual arts, and storytelling. XU students, who were also talents of XCCA, helped the Ecoville youth find their artistic side so they could creatively express their emotions and tell their stories to the world.
