Briefly ‘Ninoy Day’ THE policy of “no work, no pay” will apply to the special non-working holiday pay for daily-paid workers on August 21 dubbed Ninoy Aquino Day. This is pursuant to Labor Advisory No. 06, s. of 2012, which was issued by Secretary Rosalinda Dimapiles-Baldoz of the Department of Labor and Employment (DOLE), concerning the computation of the worker’s pay during special non-working days in 2013. The said advisory specifies that if the employee did not work on that day, the “No work, No pay’” principle shall apply, unless there is a favorable company policy, practice or collective bargaining agreement (CBA) granting payment on a special day.

Oil depot COTABATO City -- A Malaysian oil firm has expressed intent to establish an oil depot in the coastline of Parang, Maguindanao, the Autonomous Region in Muslim Mindanao– Regional Board of Investments (ARMM-RBOI) revealed. Larry Santos, ARMMRBOI senior investments specialist, said a feasibility study is underway for the setting up of the Iron Blaze Petroleum Company depot facility in a strategic section of Polloc Port, the region’s premier seaport, situated in Barangay Landasan, Parang town. “Everything is in the pipeline,” Santos said. He noted that the ARMM and Malaysian oil firm have agreed to a 60/40 revenue scheme in favor of the regional government.

Power supply gets better as Steag completes repair By IRENE DOMINGO, Reporter

THE Mindanao grid gets back the 105-megawatt supply from Steag State Power, Inc. after the completion of the coal-fired power plant’s maintenance works on one of its two units. In a statement yesterday, Steag said it started connecting the 105MW of Unit 1 of its 210-MW plant at 2:00 p.m. Wednesday, or 34 hours ahead of schedule. Steag Power shut down Unit 1 last July 27 for a scheduled preventive maintenance. Resumption of Unit 1’s operations halved Mindanao’s

power supply deficiency to 75 megawatts, according to the National Grid Corp of the Philippines (NGCP). However, maintenance work on Unit 2, which went offline last July 29, continues due to “some technical problems,” Steag Power plant manager Carsten Evers said, adding that repairs were “on track and on schedule.” He said repairs on Unit 2 would be completed by September 15. “[P]arallel maintenance works for Unit 2 are now being carried out side by steag/PAGE 10

THE Land Bank of the Philippines (Landbank) and Smart e-Money, Inc. (SEMI), a wholly-owned mobile financial services subsidiary of Smart Communications, Inc. (Smart), have jointly launched on Wednesday a pioneering partnership that will benefit over four million Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries and more than five million small farmers and fisher folk in the agricultural sector. The partnership is for a mobile-based incentivized credit, voluntary savings, insurance and livelihood program. Dubbed Panalo SIKAP (Sa Ipon at Kabuhayan Aahon ka Pinoy, which roughly translates to “through credit and livelihood, Filipinos will grow”), the program is the largest public-private partnership for inclusive growth, financial inclusion and financial literacy in the mobile arena and a world’sfirst out of the over 40 conditional cash transfer deployments worldwide. The policy agenda was e n d ors e d to Pre s i d e nt Benigno Aquino through the Mindanao Development Authority (MinDA) during the closing ceremonies of the 22nd Mindanao Business Conference (MinBizCon) held here last week. “Through this policy agenda, we intend to work closely with key government agencies in attaining a seamless Mindanao economy as the country enters into free trade agreements with its fellow ASEAN membernations,” said John Gaisano, J r. , 2 2 n d M i n B i z C o n

M I D S A Y A P, N o r t h Cotabato—Cotabato First District Representative Jesus Sacdalan is advocating the development of municipal ports in at least three towns in the district. Sacdalan, through his legislative staff here, disclosed that he already submitted documents regarding the project to the Department of Tr ans p or t at i on an d Communication (DOTC). Under the project, at least 10 ports would be built in the towns of Pikit, Midsayap, and Pigcawayan, the areas in North Cotabato considered part of the Liguasan Marsh, and the Rio Grande de Mindanao. The cost of the projects is estimated to reach at least P100 million, according the Cotabato lawmaker. According to Sacdalan, the DOTC assured him that the project would undergo evaluation and assessment. It was learned that the DOTC has also instructed the congressman to coordinate with the local government units (LGUs) of Pi k it, Midsayap, and Pigcawayan to submit to them the needed documents regarding the port project. Guv unveils landmark in Lanao Norte

Dimaporo headed the cutting of ribbon ceremony and the unveiling of the newly constructed Municipal Treasurer Association of the Philippines (Muntap) Inc. CAGAYAN DE ORO CITY --The Philippine Information Agency region 10 (PIA-10) in partnership with DXIM Radyo ng Bayan, Philippine Broadcasting Service (PBS) launched on August 2, Friday its newest radio program dubbed ‘Lambo Dyes.’ Lambo is a Cebuano term for development which the Agency wants to highlight throughout the duration of the radio program. Dyes on the other hand, connotes the entire Region which the program will cover. It aims to provide adequate information on the efforts of

the government. Likewise it will include involvement of the non-government, private and civil society organizations that support government programs and projects to uphold a better society. During the launching, a Memorandum of Agreement

(MOA) was signed by two parties stipulating its mutual responsibility and scope of association to the program. P r e s i d e n t i a l Communications Operations Office (PCOO) Secretary Sonny Coloma was pleased with the partnership of PIA10 and Radyo Ng Bayan Cagayan de Oro. Better Late Than Never

hink a minute…Harlan was only 5 years old when A Minute his father died. By Jhan Tiafau Hurst When Harlan was just 14 he quit school and started working on farms. At 16, he lied about his age and joined the American army. After serving only 1 year as a soldier he left and tried becoming a metal worker, but he failed at that too. Finally, Harlan got a job working on a train locomotive and liked it. He thought he had finally found his place in life. Harlan married at age 18, but within months he was fired from his job so his bride left him. Over the next years Harlan worked many more jobs. He tried selling insurance and car tires. He tried operating a ferryboat. Then he managed a gas station. But it was no use. Harlan just seemed to be a born loser! Finally, late in life, he became a cook and dishwasher at a restaurant. But soon he was too old and forced to retire. His wife had since returned to him, but he and his family were so poor that they could hardly buy food for their family. IFE’S INSPIRATIONS: “… For we are co-workers in God’s service; you are God’s field, God’s building…” (1 Corinthians 3:9, the Holy Bible). -ooo DRINKING WATER DURING CALAMITOUS TIMES: As our country and the whole world continue to suffer from the destructive and deadly effects of global warming and climate change and of natural calamities like rains, floods and strong winds, clean, potable, and safe drinking water instantly becomes an urgent and primary necessity to allow our people to survive and weather the crisis confronting them. Even if their residences are wrecked and leveled to the ground, or their entire communities are deprived of light and electricity and are isolated because roads leading to their places are completely damaged and destroyed beyond use, they could go on living, and their sufferings and pain become somewhat tolerable, if they continue to have clean and safe drinking water. Unfortunately however, drinking water is among the very first casualties in a town or city that is ravaged by global warming and climate change, and by incessant rains, rampaging floodwaters, and howling winds. Too often, the difficulties brought about by natural calamities become compounded a thousand times when, despite the flooded surroundings, there is not enough

An Emergency: Pancreatitis in Capsule Form

he pancreas is one important organ that is located behind the stomach in the upper abdomen. It is very near the gallbladder and liver, too. Thus, it is not surprising to note that there are instances where, affectations of the pancreas will also affect the stomach, the small intestine, liver. Its functions is related to the secretions of the cells seen in the pancreas: the islet cells , through its insulin and glucagon regulate sugar ( glucose ) metabolism , and the acinar cells are responsible in the secretion of digestive enzymes. Pancreatitis can be acute or chronic. The clinical manifestations of pancreatitis is related to the production of the digestive enzymes while still in the pancreas. Ordinarily, these enzymes once secreted, these are pushed to the small intestines to do what it is supposed to do- help in the digestive process. However, in the presence of gallstones, certain medications, infectious agents, abdominal surgery, smoking and alcohol intake, the functions of the pancreas is compromised. In cases where alcohol is the cause of the pancreatitis, the injury is related to damage and blockage of the pancreatic ducts due to digestive enzyme release and alcohol by products destroying the cell membranes damage to the cell membranes. In general, pancreatitis secondary to alcohol intake will require prolonged and hazardous drinking , which in turn causes a progressive and irreversible damage to the pancreas. It is quite difficult really to quantify how much or how often or how long the drinking must

But, this doesn’t excuse one from doing harm to one’s pancreas. Diagnosing the disease will require clinical history: pa i n is sudden i n onset, se vere a nd is felt i n t he upper abdominal area, that may rad iate to t he back, and worsens after eating. Characteristically, the pain is somewhat relieved by bending for ward. Ot her manifestations include nausea and vomiting, and if it is chronic, the pain is recurrent, associated with passage of oily and smelly stool, indigestion and weight loss. Once seen in the clinic or emergency room, and pancreatitis is the initial impression, blood tests for digestive enzymes, amylase and lipase will be requested. Ultrasound and XRAY are likewise ordered. C ompl ic at ion s i nc lu d e a p at i e nt ’s i nc re a s e d vulnerability to infections, kidney failure, diabetes, pseudocyst formation and ma lnutrition. Kids Learn Why Money Matters

t has been more than a week since the Bangko Sentral ng Pilipinas (BSP) launched its Money Matters for Kids exhibit at the Activity Area of the Gateway Mall in Cubao, Quezon City. Hundreds have already gone and enjoyed its fun and interactive approach in explaining to children the importance of money and how to use it wisely. The exhibit, which will be brought to different cities and municipalities nationwide, is a project of BSP’s Financial Consumer Affairs Group, and a component of t he Bank ’s integrated Economic and Financia l Learning Program. It aims to instill discipline in saving among children, and also to teach them how to be conscious and smart consumers at an early age. Let me give you a quick tour of the exhibit. Designed for school children 12 years and below, the exhibit has two main attractions: a grocery shop and a make-believe bank, where they are introduced to the concepts of spending and saving. At the grocery store, a child can play the role of cashier while the other kids are the shoppers. Toting their mini-baskets, the young ones learn how to prioritize needs over wants as they shop within a strict budget. At the bank, the kids get to try common transactions such as deposits and withdrawals while they pretend to be the bank manager, teller, or client. There is also a mock-

up ATM (Automated Teller Machine) where children can O ut learn how to use the machine By Ignacio Bunye and what it is for. After going to the grocery and the bank, the kids can check out a collection of coins from around the world, and a machine t hat identif ies the currencies in different countries. There are a lso activ ities and games t hat can sharpen their counting sk i l ls a nd creat iv it y, a nd one that teaches them how to spot counterfeit money. What can probably interest even the adult companions of the kids are the informative displays on the history and characteristics of our currency. Trivia and sayings about money are also posted all over the area to give both information and inspiration to the exhibit-goers of all ages. Davao City Chamber of Commerce and Industry (DCCCII) President Daniel Lim said the island-region also needs to enhance its infrastructure and logistics support in key production areas to improve Mindanao’s intra-connectivity as well as its national and international market reach. At t h e M i n B i z C o n opening ceremonies, President Aquino announced that the Department o f P u b l i c Wo r k s a n d Highways (DPWH) has so far allocated P61.54 billion for road, bridge, and other infrastructure projects in Mindanao for2011 to 2014. The amount is expected to increase with the proposal of P34.29 billion for the 2014 budget. “We also support the development of Mindanao growth corridors and export gateways, which is being espoused by MinDA in preparation for the ASEAN integration,” said Lim, while adding that the establishment of growth corridors is a development strategy aimed to enhance the efficiency and comp etitiveness of

Mindanao’s infrastructure support. The export gateways and growth corridors, which include the Southern Mindanao Economic Cluster (Tagum-Davao, GenSan Gateway); Northern Mindanao Economic Cluster (CDO-Iligan Gateway); and the Western Mindanao Economic Cluster ( Z amb o ang a Pe n i nsu l a Gateway), intend to achieve physical integration among key economic clusters in Mindanao in its bid to become self-reliant and internally dependable. Other points raised in the policy agenda include the amendments in the Cabotage law to reduce transport cost of products coming from Mindanao; improvement of tourism infrastructure; addressing of jobs and skills mismatch; the amendment of the tariff and customs code of the Philippines; and putting in place the policy framework for responsible and sustainable mining practices in Mindanao. Department of Tourism Secretary Ramon R. Jimenez Jr. graces the opening event of Kumbira 2013 tagged as 17th Culinary Show and Live Competitions. This culinary event finally opened August 14 at the Limketkai Mall, Cagayan de Oro City. It is Secretary Jimenez’s first time to witness the Kumbira event which is on its 17th year of showcasing culinary arts. In his speech, he commended the city of Cagayan de Oro for realizing this event. Kumbira 2013, according to him, is a happening that brings out the creativity of the people. Ms. Eileen San Juan, chair of the fiesta events, also showed her support to Kumbira 2013. She said that it is very successful and she hopes that the city will still be able to sustain it and get the

support of the people who will come to the city. She is also grateful that the department secretary for his support to Kumbira. “We’re very glad that Secretary Jimenez made it finally to our Kumbira. This is his first time also to see our culinary show. We felt that with him gracing the opening program, Kumbira is really given national importance,” she said. This credit facility can be used to avail of a Panalo SIKAP livelihood package that includes a startup phone, a free retailer SIM, merchandising material, selling guide, and an initial P2,500 initial load inventory. Aside from their autosavings, beneficiaries who voluntary participate will pay a maximum amount of P56.61 a month which is just 4 percent applied to loan repayment of the total deduction. The rest goes into savings. They will also be required to set aside a minimum of 20 percent from their gross revenues per month from the Panalo SIKAP livelihood business as additional savings build up. All the income will be stored in mobile savings build-up account enabled by the Smart e-Money platform and linked to the beneficiary’s LandBank ATM cash card. Through the program, beneficiaries will not only enj oy t he auto-s avings features but at the same time have the opportunity to have immediate access to a credit facility for livelihood and in the process, providing them access to financial services and capital. NHTO conducts orientation for LGUs in Region 10 CAGAYAN DE ORO CITY -- The National Household Targeting Office (NHTO) of Department of Social Welfare and Development (DSWD) Field Office 10 will be conducting a series of orientation for the 93 Local Government Units (LGUs) and five provinces of Region 10 from August 22 to 30. This is in line with the preparation for the implementation of the Second Round Regular Household Assessment/Enumeration within this year. DSWD as the lead agency, through the Regional Project Management Office (RPMO) is enjoined to closely coordinate and collaborate with the respective LGUs in the conduct of said household assessment and enumeration in the entire region. The person left to give the consent to minor’s adoption is in the person of his biological father Efren, who is not insane nor intemperate, with full knowledge of petitioner’s intention but left without choice to keep the minor child in his care and custody in the family dwelling because of his wife’s vehement opposition. Petitioner tried to be patient and considerate with her because she is a casualty of a broken home but she seemed to be unhappy and uncomfortable with their relationship as if she was looking for a fatherly affection; 8. There was a time in their pre-marital relationship that petitioner could no longer bear and understand what respondent wanted, that is why at one point in time, petitioner tried to break up from respondent but she did not agree and she even attempted to take her own life by slashing her wrist with a bladed object; 9. Their shaky relationship continued until they decided to exchange I do’s with each other on October 16, 1994; 10. At the onset of their married life, petitioner already found difficulty adjusting with respondent’s behavior. She would not listen to petitioner’s advises and would always disagree with the latter’s decisions. She would not perform the usual household chores of a wife like preparing our food, cleaning our room and washing our clothes; 11. There were instances in their married life which often ended up to heated arguments like respondent’s inability to pay on time their monthly utility bills for reason that the budget intended for said bills was used to buy other with lesser importance; 12. Sometime in the year 1996 petitioner opened a video rental shop business in Tubod, Lanao del Norte with the expectation that respondent would help him run and manage the said business, however, due to her indolence, she just left petitioner alone managing the said business until the latter decided to close the same; 13. Respondent had also the penchant for spending petitioner’s hard earned money for luxury and other less important matters; 14. Sometime in the year 2008 she went to London as tourist against petitioner’s will, hoping that she could get a job leaving with petitioner a huge debt which he personally paid but when she arrived in London she did not find a job simply because she did not exert extra effort to look for one; 15. When she returned to the Philippines, petitioner opened again another business in Maranding, Lala, Lanao del Norte, a novelty or gift shop business, hoping that she had already mend her ways and that she would already help petitioner manage said business; 16. Few days after its opening, said business was doing fine because respondent was helping petitioner manage the same. When petitioner was elected Municipal Councilor of Baroy in May 2010, he left the entire management of the business to respondent because petitioner had to concentrate on his new job as public servant; 17. Few days after leaving the management of our business to respondent, our daily sales dropped as respondent would no longer go to our store and monitor our business, hence, we suffered huge loss until petitioner decided to close the same; 18. In November 2010 respondent again left for London under student visa against petitioner’s will and since then, she did not return home anymore neither did she communicate with petitioner or his close relatives; 19. Lately, petitioner was informed by respondent’s friends that she is now having an affair with another man and in fact they are now living together as husband and wife without the benefit of marriage in London; 20. That said attitude of the respondent is attributable to the latter’s unstable and immature character due to the fact that the respondent is suffering from personality disorder and psychological incapacity to perform her marital obligations of marriage which appears to be grave and permanently incurable; 21. That due to respondents psychological incapacity, immature, unstable, and insecure character resulting from such personality disorder respondent would not and could not provide the proper mutual love, care, support, respect and fidelity as well as mutual help required of her as a wife imposed under the Family Code; WHEREFORE, premises duly considered it is most respectfully prayed of this Honorable Court that after due notice and hearing judgment be rendered declaring the marriage between petitioner and respondent as NULL and VOID from the beginning in accordance with Article 36 of the Family code with all the legal effects and consequences thereof.
