HE country’s image may have been tarnished by continued fighting between government troops and a faction of the Moro National Liberation Front, but the financial market shows no sign of hiccup from the ongoing crisis.

Entering its tenth day since the fighting erupted last week, about 80,000 people have been displaced while hundreds of homes, a nd severa l publ ic a nd commercial buildings have been destroyed. Flights and ferry services are suspended. Yesterday, the Philippine stock market continued its

GENERAL SANTOS CITY -- Distribution utility South Cotabato I Electric Cooperative (Socoteco I) is pushing for the development of two hydropower plant projects with combined maximum capacities of 25 megawatts (MW) in Lake Sebu town in South Cotabato. Santiago Tudio, Socoteco I general manager, said they are currently working for the issuance by the Department of Energ y (DOE) of the service contracts for the proposed hydropower plant

projects, which would be built in two major waterfalls in Lake Sebu. “We’re now processing the requirements for the service contracts and we’re hoping to get them before the end

of the year,” he told PNA. Tudio said the proposed hydropower projects comprise a 5-MW plant at the Lanon waterfalls, which is the third of Lake Sebu’ famed seven waterfalls, and another 10 to 20-MW plant in a waterfalls in Barangay Lamfugon. Based on their initial assessment, he said t he required investments for the project’s full development

would reach around P145 million per MW or a total of P3.625 billion. Last year, Socoteco I tied up with renewable energy f irm Euro Hydro Power (Asia) Holdings Inc. for the development of the Lanon plant but the project has yet to proceed due their failure to acquire its service contract. Oil prices fell further in Asian trade Tuesday on receding fears of a disruption in Middle East supply after a US-Russia deal to avert a Western military strike on Syria, analysts said. New York’s main contract, West Texas Intermediate (WTI) for delivery in October eased 68 cents to $105.91 in mid-morning trade, while Brent North Sea crude for November declined 35 cents to $109.72. “Crude oil prices fell after a Russia-United States agreement was established to gather and destroy Syria’s chemical weapons,” Teoh Say Hwa, head of investment at Phillip Futures in Singapore, said in a note.

“This helped to ease investor (concerns) as the risk premium attached to possible US military intervention in Syria is now being removed,” she said. WTI dropped $1.62 in New York trade Monday, while Brent eased $1.63 as investors reacted to the weekend deal between US Secretary of State John Kerry and his Russian counterpart Sergei Lavrov to dismantle Syria’s chemical weapons by mid-2014. Legitimate text blasts approved by regulator are properly identified and do not carry 11-digit numbers. Te x t b l a s t s c o m i n g from 11-digit numbers are not properly sanctioned by t he N TC , much less by the network provider concerned, Castelo said. He sa id leg it i mate promotional text messages or subscriber advisories coming from Globe do have special three- or four-digit numbers like 4438, 8888, or 290. These messages are free and do not eat up prepaid load credits.

Private sector urged to offer crop insurance THE INSURANCE COMMISSION (IC) aims to extend the reach of crop insurance in the country by tapping the private sector. “We would like the private sector to be active in providing the insurance because right now it’s dominated by the Philippine Crop Insurance Corp. (PCIC),” Insurance Commissioner Emmanuel F. Dooc said. The IC chief said the PCIC, a government agency under the Department of Agriculture, has very limited risk capacity, adding that it can only cover up to 5% of the total insurable crops. “The capacit y of t he PCIC to cover is very limited because it is lowly capitalized at P2 billion only,” Mr. Dooc said. “It can only cover up to 5% of the insurable crops which is very low since we are an agricultural country.” As of February, the PCIC’s crop insurance coverage increased by almost 9% to P2.04 billion from P1.88

billion in the same period last year as more farmers joined the government agency’s programs. Mr. Dooc said private insurers have expressed interest in the initiative and have already begun to offer crop insurance products in the market. However, these are still under a “trial phase” as the companies try to determine whether they are viable. These players include Malayan Insurance, Pioneer Insura nce a nd CLIMBS Life & General Insurance Cooperative. M r. D o o c s a i d t h e insurers will help those from the agricultural sector secure loans extended by microfinance institutions since they typically require crop insurance as a safeguard. Four more banana growers eye more shipment to US AT least four more banana growers are interested in exporting bananas to the United States a f ter t he country’s successful maiden sh ipment of C avend ish ba na nas to t he US last week, the Philippine Banana Growers a nd E x por ters Association (PBGEA) said. “We are expecting other companies to export bananas to the US and four companies have expressed interest,” executive director Stephen Antig said. These four companies include the Dizon Group, Nader & Ebrahim S/O Hassan Phils., Inc., Lapanday Foods Corporation and Tagum Agricultural Development Co., Inc. of Anflo Group of Companies. Antig said “everyone is interested” in the US, which is an untapped market for Philippine bananas. “We’ l l se e what t he demand in the US will be. We’re waiting for feedback. NFA seeks security for rice ‘rolling stores’ in Zambo City THE Nationa l Food Authority has requested the Department of Interior and Local Government to provide security escorts for its rolling stores, which will provide rice to t he residents of Zamboanga City affected by the armed hostilities between government forces and the Moro National Liberation

Front (MNLF). The NFA is currently repacking rice for the project. It has also issued 200 bags so far to the Department of S o c i a l We l f a re a nd Development (DSWD) for its relief operations. A c c o r d i n g to Administrator Orla n Calayag, the agency has also

established a command post in Dipolog to help residents affected by the conflict. Outlets in the barangays of Sta. Cruz, San Jose Gusu and Putik in Zamboanga City are also still selling subsidized rice despite the armed conflict in the area, the NFA said. Region IX has a total rice inventory of some 370,000 bags, of which 250,000 are stored in Zamboanga City. The NFA sells regularm i l led r ice at P 27 per kilogram and well-milled rice at P32 per kilogram.

hocking the audience with an unexpected display of chills and thrills, The Xavier Stage (TXS) opened its third Theatre Season entitled “Realizing Shakespeare” on September 4, 2013 at the XU Little Theater. The theatre company’s third set of productions for this academic year will feature three adaptations of iconic playwright William Shakespeare’s works: “A Midsummer Night’s Dream,” “Titus Andronicus,” and “Hamlet.” Though Shakespeare fans may expect completely faithful versions in the playwright’s trademark language, the productions will be unique interpretations of the original plays. “A Midsummer Night’s Dream” will be based on the adaptation by the Sining Kambayoka Ensemble of MSU Marawi. It will be performed in Cebuano and set in pre-Islamic Maranao, fusing the local lore among the Maranao and the exciting plot of Shakespeare. It will premiere on September 21 and run until September 27 at the XU Little Theater. “Titus Andronicus” and “Hamlet” will be presented in Filipino as adapted by Layeta Bucoy and will involve politics; the former on political clan wars, the latter on political dynasties. “Titus Andronicus” will be staged on December 4 to 7 while “Hamlet” will be presented on February 24 to 28, 2014. “We chose Shakespeare because of timeless themes that have truths even in our world today,” explains Mr. Hobart Savior, Creative Director of TXS and Director of the Xavier Center for Culture and the Arts. “His plays defined the immortal tragedies and the perfect philosophy of life, [as well as] its ironies and collocations… The Xavier Stage would like to embark on engaging with theatre as a craft through the paradigms of Shakespeare, who somehow alluded and presented man and his life through tragedies and comedies of errors.” TXS is a repertory theatre company of the University that mounts educational productions and promotes Filipino culture and the arts in contribution to the development of Philippine theatre.

But then again, posting too much selfies on social media platforms like Facebook and Instagram is sometimes frowned upon and considered to be caused by low morale and a dire need for appreciation by peers and online friends. Others find it necessary to get the approval of others to make themselves feel valued and then dive into frustration if what they posted did not illicit the kind of reaction they expected. Some have gone to lengths of posting selfies from the moment they wake up to the time they are about to doze off. It is okay and cute for a while but it can flood newsfeeds with nothing much but similar faces and becomes a bit bothersome. I personally have nothing much against selfies but there must be self-control on the kind of pics posted and how these might send the wrong signals to people on the net. Community-driven projects implemented in Poona Piagapo included farm-to-market roads and a level 2 water system. For its part, DSWD granted the municipality P11.7 million while the provincial government gave P1.7 million as its cash counterpart. Of the 7 barangays of Tagoloan, 3 of these are beneficiary-barangays of KALAHI-CIDSS these are Barangays Dalanas, Kiazar and Panalawan. Project identified by concerned barangay officials is farm-to-market road. A total of P

3.15 million has been turned-over by DSWD to the barangay LGU while the provincial LGU gave P472.5 thousand for its share in the infrastructure projects. “In behalf of the people of Poona Piagapo, we would like to thank DSWD and Governor Khalid (Dimaporo) for listening to our concerns and in helping us realize these projects in our barangays”, expressed Poona Piagapo Mayor Farhana Palawan during her speech at the turn-over ceremony.

Three truckloads of non-food relief items that include hygiene packs, cooking utensils, mosquito nets, sleeping mats and buckets were4 distributed to residents taking shelter at evacuation centers set up by the city government of Zamboanga. ARMM sends additional help to displaced families in Zamboanga City

MALAYBALAY CIT Y – The provincial government is eyeing to allocate P10 million for Bukidnon’s centennial celebration on September 1, 2014, Gov. Jose Ma. R. Zubiri Jr. said. Addressing the first organizational meeting of the Bukidnon Centennial Committee at the Pine Hills Hotel on Monday, Zubiri said the provincial government will also tap multinational companies operating in the province for sponsorship to help defray the expenses. The proposed P10 million budget for next year’s Kaamulan Festival is about P2 million higher than the annual allocation, he said. Zubiri vowed a grand centennial celebration for the people of Bukidnon, noting it will be “more than just a tourist attraction.” President B enigno Aquino III will be invited as guest of honor, he said. He told the committee meeting that in celebration of the province’s 100th foundation anniversary, the Kaamulan 2014 will be moved from mid February to March to August 1 to September 1. He stressed that the celebration will not only be for the indigenous peoples who originally inhabited the province but also for the migrant residents. Among t he issues tackled include the preparation for awards

and recognition of personalities who gave pride to the province in the last 100 years. Committee member Ludivina Opeña, an 85year old ethnographer and Bukidnon historian, also proposed the marking of three historical landmarks in the province, which Zubiri backed for endorsement by national authorities. Zubiri created the committee through Executive Order No. 10 series of 2013 issued last September 2, allowing the participation of non-government and private organizations in the body. He said there is also a need to rationalize the significance of Bukidnon’s historical links with its neighboring provinces. Zubiri, who chairs the committee, said all the 20 towns and two cities of the province will be asked to join the centennial celebration. In previous years, up to eight towns and the two cities were alternately joining the festivities. But in the case of the Lanon project, Tudio said they asked the DoE to cancel Renouvel’s contract citing the company has not made any effort to develop it in the last several years. “The DoE asked u s to comply w it h t he requirements so we can acquire that (Renouvel’s) service contract,” he said. After the acquiring the service contract for the two projects, Tudio said they will immediately commission their feasibility studies. He said the completed fe a sibi l it y s t ud ie s w i l l be presented later on by t he electric cooperative to potential investors or financiers. As set by the Socoteco I board of directors, Tudio said they are targeting to develop the two hydropower projects within the next four years. “This is actually a long process because we have to hurdle at least 150 permits and clearances just for one project,” he said. He said the requirements include clearances from the Nationa l Electrif ication Administration, Department of Agriculture if the area covers irrigated lands and the National Commission on Indigenous People for project sites in triba l ancestra l domains. Shou ld t he proje c t s eventually become operational, Tudio said the projected 25-MW power supply t hat t hey wou ld generate would cover for the needs of a significant portion of Socoteco I’s franchise area. He said that a Labor Law Compliance Officer (LLCO) who will be trained extensively to capacitate himself so that business establishments adhere to labor laws, especially on the working condition aspect of the employees. “ T h e LLCS re c o g n ize s that some violations occurred because many establishments are not adequately informed and knowledgeable on labor laws.” Macaraya said, adding that “This is where the LLCO comes in to remind employers of their responsibilities under the law.” Macaraya said. DOLE said that before the department used to be regulatory, but the new system would be developmental in its approach to labor related matters and improve work conditions. Macaraya said that the LLCS would encourage that employersemployee and government to a dialogue and thresh out whether labor laws are violated. “The strategy for Implementation of the LLCS would require LLCOs to encourage representatives of the employer and workers at least once a year to sit down and find ways to improve working conditions for the advantage of both parties.” Macaraya said The LLCO would determine w h e t h e r t h e e m p l oye r i s

It was passed during the council meeting on June 24 this year in Butuan City. “The council is considering the alarming alleged mercury pollution from the mining tailings of the small scale mining operations,” the resolution read. It added that through the Environment al M anag ement Bureau, the council learned that using cyanide is a better option than using mercury in processing gold. Arreza said mercury is a toxic chemical that poses danger to the environment. “Although cyanide is also hazardous, it can easily react with sunlight once exposed and also can be treated by chemicals using sodium chloride,” he said. Mat-i is the city’s watershed where small-scale miners have continued to operate. Earlier reports said the miners had cut down several trees in the area for their tunnels and bunkhouses. Arreza said large-scale mining companies in Surigao del Norte also used mercury before. Cecilia L. Consuegra, chief chemist at MGB-Caraga warned the congress participants about the ill-effects of mercury. “Mercury is a silvery-white liquid. At ambient temperature and pressure, it readily vaporizes and may stay in the atmosphere for up to a year,” she said. She said mercury may be fatal if inhaled and harmful if absorbed through the skin. Around 80 percent of the inhaled mercury vapor is absorbed in the blood through the lungs. “It is harmful to the nervous, digestive, respiratory and immune systems,” she said, adding exposure to the chemical “can cause tremors, paralysis, impaired vision and hearing, insomnia, attention deficit, and developmental delays during childhood.” Ansel Espanto, a small-scale miner operating in Bad-as, Placer town in Surigao del Norte said that contrary to accusations he is not using mercury for his gold and silver processing plant. Espanto said he is practicing responsible mining by building waste treatment facilities. According to the International Cyanide Management Institute (ICMI), cyanide is extremely toxic to humans. “Chronic (long-term) inhalation exposure of humans to cyanide results primarily in effects on the central nervous system (CNS). Other effects in humans include cardiovascular and respiratory effects, an enlarged thyroid gland, and irritation to the eyes and

skin. No data are available on the carcinogenic effects of cyanide in humans via inhalation,” information posted in ICMI’s website said. ICMI noted that cyanide came to be widely used in the latter part of the 19th century as a reagent for the leaching of gold because it costs less compared to other reagents like chloride and bromide.
