SITE DESCRIPTION
2.1.
LOCATION & INFRASTRUCTURE
The Site is located within 12-25-054-25 W4M, approximately 8.1 kilometres (km) northeast of St. Albert, Alberta on Freehold Land. The Site is located within the Sturgeon County, approximately 377 meters (m) southeast from the corner of the intersection of Township Road 554B and Range Road 251. According to the survey, the lease is 106.68 m x 106.68 m and covers an area of approximately 1.14 hectares (ha). The lease was accessed via a 15 m wide, 47 m long, access road that approached the Site from the north. According to a note written on the survey plan on February 14, 2008, the access road was cut off by the County and there is no longer access to the Site (Midwest Surveys Ltd., 1986). A survey plan is included in Appendix I. The Site is an abandoned oil well site. An aerial photograph showing the Site and surrounding area is included in Figure 1. 2.2.
PHYSIOGRAPHIC SETTING
2.2.1
Land Use
The Site is currently classified as agricultural as defined by AEP (Alberta Environment and Parks, 2019), with Agricultural Land use bordering the lease to the north, and east, and Residential Land within 300m of the lease to the west, and south. The land use surrounding the Site, and future land use at the Site is classified as Agricultural and Residential (Figure 1). 2.2.2
Topography & Drainage
The surface elevation at the Site is approximately 689.2 metres above sea level (masl). The topography at the Site and surrounding area is undulating and low relief (Agriculture and Forestry, Government of Alberta (AGRASID), 2021). The closest surface waterbody is an unnamed creek located approximately 332 m southeast of the Site. The creek flows south into the Sturgeon River (Figure 1; AbaData, 2021). 2.3.
HYDROGEOLOGIC SETTING
2.3.1
Surficial Deposits
Soils at the Site are represented by the Malmo (MMO) and Ponoka (POK) soil series. MMO soil series is characterized as well-drained eluviated black chernozem, developed on fine textured clay, silty clay, and sandy clay parent material, with a second parent material consisting of fine textured water-laid sediments. POK soil series is characterized as a well-drained eluviated black chernozem, developed on medium textured loam, silt loam, and very fine sandy loam parent material, with a second parent material consisting of medium textured sediments deposited by wind and water (AGRASID, 2021).

Drilling Waste Compliance Option(s) used and attached: Has this site been used for drilling waste disposal more than once?
On Lease
☐ Option 1 ☒ Option 2 ☐ Option 3 No
A Notification of Drilling Waste Disposal document was not available for review. However, the Daily Drilling Reports and Tour Reports identify that the well was drilled with a gel chemical drilling fluid system. A mud list was available/prepared from the Tour Reports/Daily Drilling Reports/etc. Where there were discrepancies, the more conservative volumes were used. There is no information regarding the drilling waste disposal location so the drilling waste was assumed to be disposed of on site by Mix-Bury-Cover (MBC) method. The AER’s Assessing Drilling Waste for Regulatory Compliance Option 2 Checklist (AER, 2014) and associated calculations are included in Appendix III. The AEP Compliance Option 2 was used to assess drilling waste, and the following was determined: •
A water-based gel chemical drilling fluid system was used during the drilling event.

Phase 1 Environmental Site Assessment 12-25-054-25 W4 (100)
•
There is no information regarding the location of the drilling waste disposal, so it has been assumed to be on site.
•
The salt equivalency calculations resulted in sodium hydroxide (NaOH) equivalent sacks/m depth, which is below the allowable NaOH equivalent sacks/m depth for wells drilled prior to October 22, 1996.
•
There is no evidence that fluid returns from the three Drill Stem Tests (DSTs) were disposed of correctly.
•
The Daily Drilling Reports identified hydrocarbon mud additives being added to the drilling mud.
•
Hydrocarbon was added to the drilling fluid, a total of 50 bbl was used during the drilling event.
The drilling waste did not satisfy the AEP Compliance Option 2 requirements due to the presence of hydrocarbon mud additives and lack of evidence of proper disposal of DST fluid returns, therefore further investigation is required to determine the drilling waste management practices that were conducted on the Site. 3.4.
PRODUCTION, STORAGE & ENVIRONMENTAL INFORMATION

There were no other waste storage and handling, chemical storage, buried pits and/or landfill infrastructure present on site. 3.4.5
Spills and Releases
A search of the AER field incident list (AER, 2021) and a company file review was completed to determine if any spills may have occurred on site. The records showed no spills were found to have occurred on site; however, a Mud Report by Wilson Mud Service Ltd. (Wilson) on September 8, 1966 identified that an unknown quantity of mud was washing back up from under the conductor pipe onto the lease. The additives mixed into the released mud are not considered to be potential contaminants of concern. 3.5.
PREVIOUS ENVIRONMENTAL DOCUMENTATION
Available historical environmental assessment reports were reviewed by Arletta in order to evaluate the soil and groundwater conditions at the Site based on the data collected. A summary of the available historical assessment information is summarized below. Phase 1 Environmental Site Assessments A Phase 1 Environmental Site Assessment (ESA) was completed in 2006 by Newpark Environmental Services (Newpark). The assessment was incomplete as no site visit was conducted. Newpark identified the following areas of potential environmental concern (APEC): •
Well centre and associated infrastructure.
•
Drilling waste disposal area (DWDA) assumed to be on site.
•
A separator building located south of the well centre.
•
Two AST farms in the southeast and southwest corners of the Site.
•
Pipe yard lay down area, used after abandonment of the well.
Phase 2 Environmental Site Assessments A Phase 2 ESA was completed in 2007 at the Site by Newpark; however, it was unavailable for review at the time of this assessment.

identified in the Phase 1 ESA (Newpark, 2006) and four background boreholes to a maximum depth of 3 metres below ground surface (mbgs). Arsenic and boron concentrations were above the applicable guidelines and one background sample had an EC in the “Fair” rating category. No other salinity or PHC exceedances were noted and no indicators of an on site DWDA was found. Newpark recommended that additional sampling be conducted near the well centre in search of the DWDA area and in the southeast corner of the lease where poor vegetation growth was observed. The 2008 Matrix Supplemental Phase 2 ESA further investigated all of the APEC identified in the Phase 1 ESA and investigated by Newpark in 2007 and consisted of an Electromagnetic (EM) survey of the area. A total of 17 boreholes were advanced on site including one background borehole located on the southwest corner of the Site where the soil appeared to be the least disturbed (Figure 1). The background borehole (08-B1) was drilled in the area of the former AST farm in the southwest corner of the Site as no indications of impacts were observed and established background salinity values. Eight background soil samples submitted for the analysis of salinity parameters were below the applicable guidelines with the exception of pH which had a value of 5.9 from 0 to 0.15 mbgs. No background soil samples were submitted for the analysis of PHC parameters. Six samples from five boreholes in all quadrants of the lease, as well as near the well centre, were submitted for laboratory analysis of salinity parameters and/or PHC to investigate the possibility of an on site DWDA; however, no indications of drilling waste disposal were observed and all soil samples met the applicable guidelines at the time for both salinity and PHC parameters. Several samples north and east of the well centre submitted for the laboratory analysis of trace metals did not meet the applicable guidelines at the time for boron. Four samples from two boreholes from the separator building area were submitted for the laboratory analysis of salinity parameters, PHC, and/or trace metals which all met the applicable guidelines or were within background conditions. Soil samples collected from the area of the southeast corner AST farm did not satisfy the applicable guidelines for EC, SAR and boron to a minimum depth of 7.5 mbgs. Horizontal delineation was achieved to the northwest from borehole 08-B17 which met the applicable guidelines for salinity parameters and trace metals. Matrix estimated the volume of impacted soil in this area to be 2,355 cubic metres (m3) in a 10 m circular radius. One sample was submitted for the analysis of PHC and satisfied the applicable guidelines at the time. Two soil samples collected from the well centre were submitted for the laboratory analysis of salinity parameters and satisfied the applicable guidelines at the time. Two soil samples were submitted for laboratory analysis of metals and satisfied the applicable guidelines, with the exception of boron to 0.3 mbgs. Three soil samples were submitted for the laboratory analysis of PHC parameters, all of which satisfied the applicable guidelines at the time. Matrix indicated that boron concentrations generally appeared to be associated with salinity impacts across the Site and that salinity impacts in the areas of high EM responses were likely localized to those areas. Matrix recommended conducting a Phase 1 ESA with a Site visit during non-winter conditions.

Remedial Activities A remedial excavation program was completed by Peregrine Environmental Services (Peregrine) in 2011 to address the impacts identified in the 2008 Matrix Phase 2 ESA. However, correspondence in the well file indicates that the document available for review is an interim report, and a completed report was not identified, therefore, results could not be confirmed or compared to current guidelines. Three excavations were completed at the Site, one in the southeast corner AST farm, one in the well centre area, and one in an area identified during this investigation as a former cement pit in the northeast portion of the Site. According to the interim report, the excavations were extended horizontally and vertically until all confirmatory samples submitted for analysis met the applicable Tier 1 guidelines at the time for residential/parkland land use and fine-grained soils for salinity and/or PHC parameters. The well centre excavation reached a depth of 3 mbgs, the cement pit excavation reached a depth of 1.7 mbgs, and the southeast corner excavation reached a depth of 11 mbgs. The area of the former separator building/EM anomaly south of the well centre and the area east of the well centre/EM anomaly were not remediated during this assessment. The documentation provided was not stamped or signed, and no laboratory documentation was available for review. Data Gap Assessment A data gap analysis was completed in 2021 by Arletta Environmental Consulting Corp (Arletta). Based on a review of the available documents, a Phase 1 and Phase 2 ESA were recommended at the Site. A Phase 1 ESA is recommended, as the 2006 Phase 1 ESA was incomplete and was not professionally certified. A Phase 2 ESA is recommended at the Site as the 2008 Phase 2 ESA did not fully assess Potential Contaminants of Concern (PCOC) at the areas investigated, and the background borehole was advanced within a historical infrastructure area and therefore may not represent background conditions. A Phase 2 ESA is also recommended to assess the remedial excavations completed at the Site, as the final report for the 2011 remedial excavations could not be located, or may not have been completed, and there was no laboratory documentation available pertaining to any samples collected during remediation.

INTERVIEWS
The Site operator, Terry Willoughby, was contacted by Arletta on November 29, 2021 and had no environmental concerns with the Site or the history of operations as he has not operated this Site long. Pinnacorp Investments Inc. (Pinnacorp) is the current registered landowner and was contacted for an interview over the phone. Ed Basaraba, representing Pinnacorp, noted there were no environmental concerns with the Site. He noted that the occupant had changed about 6-7 years ago and advised to contact the new occupant. The occupant, Mr. Lorne Okerman was contacted for an interview over the telephone, and he had no environmental concerns with the Site. He has leased it for approximately 7 years and noted that the Site was formerly used as a pipe and oil well equipment yard for a period after the abandonment before being regraded. About 5 years ago, a company came to do some earthworks and he still finds the odd gasket piece in the dirt while working but otherwise no concerns. Interview summaries are included in Appendix VI. Government databases were searched for relevant documentation, and the relevant results have been discussed in previous sections of this report.

Comments (Please provide any additional comments relevant to the decision process within the checklist. Attach additional pages if necessary.) The Notification of Drilling Waste Disposal document was not available for review; however, Daily Drilling Reports and Tour Reports identify that the well was drilled with a gel chemical drilling fluid system. A mud list was prepared from the Daily Drilling Reports. Where there were discrepancies, the more conservative volumes were used. The location of the drilling waste disposal is unknown and has been assumed to be onsite by Mix-Bury-Cover. The following was determined: •
July 2012
A water-based gel chemical drilling fluid system was used during the drilling vent.
Compliance Option 2 - Drilling Waste Disposal Assessment Checklist
7 of 7
•
There is no information regarding the location of the drilling waste disposal, so it has been assumed to be onsite.
•
The salt equivalency calculations resulted in sodium hydroxide (NaOH) equivalent sacks/m depth, below the allowable NaOH equivalent sacks/m depth limit.
•
There is no evidence that fluid returns from the three Drill Stem Tests (DST)s were disposed of correctly
•
The Daily Drilling Reports identified hydrocarbon mud additives being added to the drilling mud.
•
The drilling waste did not satisfy the Compliance Option 2 Checklist requirements due to the presence of hydrocarbon mud additives and lack of evidence of proper disposal of DST fluid returns, therefore further investigation is required to determine the drilling waste management practices that were conducted on the Site.
