Introduction
Arcadis was retained by Pinnacorp Investments Inc. to prepare a Traffic Memorandum (August 2026 Memo) as an update to the 2025 Traffic Impact Assessment (TIA) in support of the Pinnacle Village Outline Plan (OP). The proposed single-family residential development is located on the north side of Trestle Ridge Road, immediately east of Starkey Road. Since completion of the 2025 TIA, the development program has been reduced from 144 dwelling units to 92 dwelling units. The purpose of this memorandum is to confirm that the revised development will generate lower traffic demand on the adjacent road network than was previously assessed and that the traffic analysis completed for the original 144-unit scenario remains applicable as a conservative basis for assessment. In this context, the reduced development proposal is not expected to result in greater transportation impacts than those identified in the 2025 TIA, and a re-run of the traffic operations analysis is not considered necessary.

Trip Generation
With the reduced total development units, site-generated trips were recalculated using the same guidance provided by the County applied in the 2025 TIA, as outlined below: • • •
Daily Trip Generation Rate = 12 trips / unit AM Peak Hour Trip Rate = 0.89 trips / unit with 25% traffic entering and 75% traffic exiting the site. PM Peak Hour Trip Rate = 1.19 trips / unit with 63% traffic entering and 27% traffic exiting the site.
It should be noted that these rates are approximately 27% higher than those specified in the Institute of Transportation Engineers (ITE) Trip Generation Manual – 11th Edition for ITE Land Use Code 210 Single Family Detached Housing. The approach provides a more conservative estimate of site-generated traffic. Table 2-1 summarizes the daily trip generation for the original 2025 TIA development scenario and the revised August 2026 Memo development scenario. With the reduction in dwelling units, site-generated traffic is expected to decrease from 1,728 vehicles per day (vpd) to 1,104 vpd, representing an approximately 36% reduction in daily traffic.

Table 2-2 summarizes the projected two-way AM and PM peak hour trips for full build-out of the proposed development under the original 2025 TIA and revised August 2026 Memo scenarios. Similarly, peak hour site-generated traffic is expected to decrease by approximately 36%, resulting in approximately 82 two-way trips during the AM peak hour and 110 two-way trips during the PM peak hour. On average, this is equivalent to less than two vehicles per minute across both directions of travel during each peak hour. Table 2-2: Peak Hour Trip Generation Comparisons Total Development (DUs)

Traffic Operations
Based on the existing 2025 TIA prepared for the original 144 development units, traffic operations assessment indicates that most study intersections operate within acceptable standards in the near term, with several locations continuing to function acceptably through the 2045 horizon. Future operational concerns are identified primarily at: • • •
Starkey Road / Range Road 251 and East Estate Way / Trestle Ridge Road | Overall intersection expected to operate at LOS A with critical movements at LOS F during 2045 background forecast scenario. Starkey Road / Range Road 251 and Bellerose Drive / Pinnacle Way | Overall intersection expected to operate at LOS B with critical movements at LOS F during 2035 background forecast scenario. Starkey Road / Range Road 251 and Highway 37 | Overall intersection expected to operate at LOS C with critical movements at LOS F during 2035 background forecast scenario.
The 2025 TIA determined that these future operational concerns are driven primarily by regional background traffic growth, rather than by traffic generated by the proposed development. Roundabout mitigation reviewed at

key intersections demonstrated that acceptable future operations can be achieved through broader network improvements. Given the reduced development yield, site-generated traffic is expected to be lower than the volumes assessed in the 2025 TIA. The revised trip generation represents an approximate 36% reduction in daily, AM peak hour, and PM peak hour trips, resulting in approximately 82 two-way trips during the AM peak hour and 109 two-way trips during the PM peak hour. As such, the reduced development is expected to have a limited incremental effect on the external roadway network and would not materially change the operational findings or mitigation needs identified under the more conservative 144-unit assessment.

Recommendations/Conclusions
Based on the updated trip generation review and the traffic operations findings summarized in this memorandum, the reduced Pinnacle Village development is expected to result in lower transportation impacts than those previously assessed in the 2025 TIA. The reduction from 144 to 92 dwelling units decreases the projected daily site-generated traffic from 1,728 vpd to 1,104 vpd and reduces both AM and PM peak hour traffic by approximately 36%. The revised peak hour volumes equate to approximately 82 two-way trips in the AM peak hour and 110 two-way trips in the PM peak hour, or less than two vehicles per minute in both directions of travel. The traffic operations concerns identified in the 2025 TIA are driven primarily by background traffic growth, rather than by the proposed development. Therefore, despite the reduced trip generation associated with the revised development program, the findings and mitigation recommendations of the 2025 TIA remain applicable, and no additional analysis is required, as the recommended measures address future operational deficiencies related to background growth.
