1 INTRODUCTION Select Engineering Consultants (SEC) has been retained by The Ownership Group to provide planning and engineering consulting services for the Neighborhood Structural Plan (NSP) and Supporting Technical Documents for the Sturgeon County. Green Plan Ltd. (Green Plan) has been retained by SEC to prepare a Biophysical Impact Assessment (BIA) to assist with planning and regulatory permitting for the residential development within the NSP in the southwestern corner of the Sturgeon Valley Area Structure Plan (ASP) (herein referred to as the Project). 1.1
BACKGROUND
The Project encompasses approximately 400 hectares and is located south of Sturgeon Road, west of 127 Street, north of the City of Edmonton, and east of the City of St. Albert (Figure 1). This BIA is required to fulfill municipal and provincial regulatory requirements and provide the planning team with criteria to assist with environmental protection planning for the remaining stages of the development. The scope of work included: •
Mapping and taking inventory of biophysical features, including ecosites, wetlands, and watercourses, and sampling and classifying soils at representative locations throughout the Project area;
•
Providing recommendations for preserving or enhancing ecologically significant features within the Project area; and
•
Identifying potential adverse environmental effects resulting from the development of the site and surrounding lands, and providing general recommendations to mitigate these effects.

Figure 1 - Project Location
2 PROJECT AREA The Project area is located within the Central Park Subregion of the Parkland Natural Region of Alberta (NRC 2006). The Central Park Subregion encompasses over 50,000 km2 within Alberta, much of it under cultivation. It includes all or parts of Alberta’s three largest cities, and is the second largest Natural Subregion of Alberta, covering 85,321 km2 (approximately 13% of the province). Cropland covers roughly 80% of the plains and about 65% of the hummocky uplands within the subregion; the remaining area is grazing land. A major portion of this subregion has been converted to agricultural use with a variety of annual and forage crops. Other land use includes commercial, industrial, recreational, and residential. Wetlands cover approximately 10% of the subregion and are very productive. Marshes, willow shrublands, and seasonal ponds are the typical types of wetlands found in the southern part of the subregion. Many municipalities’ are located within close proximity to the Project area, including St. Albert and Edmonton. The two cities are within a kilometre of the Project area, located immediately to the west and south. The largest watercourse in the area is the Sturgeon River, located directly west of the Project area. The majority of surface water flow within the Project area travels west through unnamed watercourses that drain toward the Sturgeon River.

3 METHODS 3.1
AERIAL IMAGERY REVIEW
Historical aerial photography at various scales was obtained from the Air Photo Distribution center in Edmonton, CIR was obtained from Valtus and remaining imagery is from Google Earth Pro, and reviewed to observe any change in land use and conditions over time. The imagery can also be used to infer longterm wetland presence and coverage within the Project area. Imagery from approximately every 10 years was chosen for review. False Colour Imagery was also obtained from Valtus Imagery Services to assist in identification and delineation of wetland boundaries. This band combination allows for easier detection of vegetation due to the fact that green vegetation readily reflects infrared light energy. Different vegetation will be displayed with various shades of red. Appendix A summarizes the historical aerial photographs. 3.2
BACKGROUND REVIEW
Several database searches were conducted to identify potential environmental sensitivities and/or areas of operational constraints that may apply to the project. ABACUS DATAGRAPHICS (ABADATA 2.0) AbaData is an oil and gas mapping software tool that enables the user to access information regarding pipelines and other oil and gas activity. AbaData was consulted to access this information, as well as datasets for review of other surface land uses that may have an impact on the Project. AGRICULTURAL REGIONS OF ALBERTA SOIL INVENTORY DATABASE (AGRASID) AGRASID is a soil distribution database from the Alberta Soil Information Centre (ASIC) that provides digital and spatial representation of soil landscape information in Alberta. FISHERIES AND WILDLIFE MANAGEMENT INFORMATION SYSTEM (FWMIS) FWMIS is the Fisheries and Wildlife database administered by the Government of Alberta. A search of this database was completed using the Fish and Wildlife Internet Mapping Tool to note historical fish and wildlife occurrences within the Project boundary and surrounding areas. ALBERTA CONSERVATION INFORMATION MANAGEMENT SYSTEM (ACIMS) ACIMS is a provincial government organization that maintains a database and tracks information on species, communities, and sites of conservation interest. A search of the ACIMS online database was completed for rare plant species and/or communities in, or adjacent to, the Project. ENVIRONMENTALLY SIGNIFICANT AREAS IN ALBERTA (FIERA, 2014) The Environmentally Significant Areas (ESA) report and associated map identifies areas within Alberta that are important to maintaining biological diversity, landscape features, and other natural processes over the long-term, on both local and regional scales (Fiera 2014). The most recent update of the ESA report and mapping was completed in 2014, which updated the 2009 ESA data and incorporated the 2010 Aquatic Environmentally Significant Areas (AESA) to eliminate overlap and incorporate new data (Fiera 2014). The GIS output product for the 2014 update provides the ESA scores for each quarter section in Alberta, and this information was reviewed to determine the score of the subject property. Scores given in the ESA map

GROUNDWATER WELLS The Alberta Water Wells Database contains information on groundwater wells in Alberta. The database was accessed to determine if ground water wells exist in the vicinity of the Project area. GEOLOGY The Alberta Geological Survey Map 600 was accessed online to determine the basic geological structure of the area in which lies the location of the development. The map was accessed online via the Alberta Energy Regulator and Alberta Geological Survey website. The map represents the compilation of existing geological maps and original geological mapping completed by the Alberta Geological Survey staff (Prior et. al. 2013) LANDSCAPE ANALYSIS TOOL (LAT) The LAT is a spatial tool that allows users to plan activities on public land. This tool allows users to identify any areas of operational constraints that may apply to the project. HISTORIC RESOURCES The Alberta Online Permitting and Clearance (OPaC) database contains listings of historic resources within Alberta. The database was consulted to determine if the study area contains historic resources, and to determine the need for a Historic Resource Application prior to construction. TOPOGRAPHY A high accuracy, high-resolution Digital Elevation Model (DEM) for the respective township was obtained from SEC. DEM technology enhances the quality of relief, hydrological features, sub-catchment boundaries (basins and watersheds), and drainage networks. In addition to the DEM, LiDAR with 2 m resolution was purchased for portions of N 12-054-25 W4M and W and NE 13-054-25 W4M, to add additional topography detail for wetland areas. 3.3
FIELD SURVEY
A field survey was conducted on August 26 and 27, 2020 by Green Plan Professional Agrologists. Soils, vegetation, hydrology, topography, and water chemistry were all examined. Locations of all significant points (i.e., vegetation and soil plots, wetlands, and other environmental features) were recorded using a handheld GPS and representative photographs were taken at each location (Appendix C). Each vegetation plot assessed percent cover for species at each stratum (1 m by 1 m plots at the ground stratum, 5 m by 5 m plots at the shrub stratum, and 10 m by 10 m plots at the tree stratum). Percent cover of dominant vascular species, total vascular species, litter, bare ground, and open water were also recorded. Topography of site and evidence of ponding were used as evidence to assess hydrology. Depth of water and water chemistry was taken at all wetlands with water present. Surface water chemistry (i.e., pH, conductivity [µs/cm], and temperature [°C]) was measured where open water was present using a Hanna HI98129 Combo Tester water quality meter. Soils were examined using Survey Intensity Level 1 (SIL1) in undisturbed area and Survey Intensity Level 5 for disturbed areas (SIL5). Criteria for SIL1 and SIL5 are specified in the Alberta Soil Survey Handbook (Agriculture Canada 1987). Soils were examined within upland areas and unsaturated outer zones of wetlands, and the horizons, depths, textures, and colours were recorded. Soil colour was classified for 7

mineral soils using the Munsell Soil Color Chart. Presence of redox features were also recorded, specifically observations where abundance was ‘common’ or ‘many’, and contrast was ‘distinct’ or ‘prominent’ within the upper 30 cm, which can be an indicator of hydric soils. Observed mottling was described and recorded following the criteria outlined in Table 2. On April 20, 2021, additional soil plots were completed to supplement the soil data from the previous field visit. Abundance

ECOSITE CLASSIFICATION Ecosites were described using the ecosite classification rubric (Figures 2 and 3) provided by the Alberta Biodiversity Monitoring Institute (ABMI) (2014). Ecosites capture localized soil moisture and nutrient regime, along with effects of topography and climate. Classification methodology is described below. Typically, variations in moisture and nutrients are closely related to understory composition. Thus, Ecosite classifications are based on dominant shrub/herb/ground cover before determining the tree species modifier and structural stage. Emblematic species for each nutrient-moisture code are highlighted in red (Figure 2). The emblematic species help to differentiate between ecosites that appear to straddle classifications. To move through the rubric displayed in Figure 2, the following steps were implemented in the field. 1.
2.
Determine moisture nutrient category using the indicator species in the first column.
Determine tree species composition using both the dominant/co-dominant (canopy) and
intermediate/suppressed (sub-canopy) trees, giving more weight to the dominant and co-dominant
trees. Tree species compositions in the tables are the “simplified categories” - these may not fit
3.
4. 5.
perfectly with what is seen at the site.
Determine the structural stage by first determining if the site is tree-dominated, non-tree
dominated, or open-water dominated. Then choose the appropriate code combination paying careful attention to the descriptors.
Determine what percent of the plot is covered by the identified ecosite, exclude ecosites occupying <20% of the plot.
Use 7b (NT-Flood) for sites at the edge of rivers, streams, lakes and wetlands where vegetation is
disturbed frequently by flooding. The area is either non-vegetated or dominated by grasses, sedges, and forbs, with trees/shrubs absent. Note that areas with water present seasonally, often with small
6.
permanent pools, but with trees/shrubs present, are classified as Swamp.
Use category 7f (NT-Human) only when other ecosite classifications are not appropriate. Note that NT-Human CANNOT be used for historical conditions.

WETLAND CLASSIFICATION A wetland is an ecosite that is saturated with water for a long enough period of to promote the formation of water-altered soil, growth of water-tolerant vegetation and various kinds of biological activities that are adapted to wet environments (Goa 2015a). Identification and delineation of wetlands was done in accordance with the Alberta Wetland Identification and Delineation Directive (GoA 2015b). Wetlands identified were classified in accordance with the Alberta Wetland Classification System (AWCS) (GoA 2015a). Further methodology regarding the wetland assessment can be found in the associated Wetland Assessment and Impact Report (WAIR; Appendix D). WATERCOURSE FIELD OBSERVATIONS Watercourses were assessed for watercourse type to determine the presence and width of a defined channel (i.e., bed and banks). All defined channels were assessed for the presence of fish habitat within the assessment area and general observations and measurements were recorded. Several factors were used to determine the overall habitat rating of available fish habitat within the surveyed section, including habitat features as they relate to fish life processes (i.e., spawning, foraging, rearing, overwintering, and migration) for various fish species. Channel and riparian vegetation characteristics that contribute to fish habitat were described and representative photographs were taken (Appendix C). INCIDENTAL WILDLIFE OBSERVATIONS All observations indicating the presence of wildlife within the assessment area were recorded. Wildlife observations may include, but are not limited to, tracks, scat, dens, nests, vocalizations, and visual sightings.

AERIAL IMAGERY INTERPRETATION
Aerial imagery from 1962 to 2019 was interpretated. The majority of the Project area was disturbed prior to 1962 and has remained agricultural land, excluding the forested area within NE 11-054-25 W4M. In addition, the presence of the railway line through NE 11 and NW 12-054-25 W4M are visible in the 1962 imagery. Prior to 1982, Valour Road (i.e., Township Road 542) and small neighbouring communities were developed. A well within the forest in NE 11-054-25 W4M, an industrial area in NW 12-054-25 W4M, and additional farmhouses in NE 12-054-25 W4M were all developed prior to 2003. There was also further residential development visible on the lands surrounding the Project area in the 2003 imagery. The industrial area within the previously forested NE 11-054-25 W4M was first present in the 2008 imagery, and no further disturbances or developments were observed within the Project area in the images taken after this date. The 2013 imagery shows continued residential development in the surrounding area, specifically to the west and northeast of the Project area. False Colour Imagery from 2017 displayed the margins between the upland areas and the surrounding marsh wetland with the different vegetation displayed by various shades of red. The deciduous and marsh areas were displayed by a pink colour, and the crop was a lighter tan (Appendix A). 4.2
BACKGROUND REVIEW ABACUS DATAGRAPHICS (ABADATA 2.0)
A desktop review of AbaData was conducted and found that multiple pipelines and wells are within the Project boundary (AbaData 2020; Appendix B). The utilities are located along the road rights of way. Pipeline crossing agreements will be obtained prior to land development. AGRICULTURAL REGIONS OF ALBERTA SOIL INVENTORY DATABASE (AGRASID) A desktop review using the AGRASID Soil Viewer indicated the majority of the Project area is located within polygon 14182, with a small portion in the southeast within polygon 14191, a small portion in the northwest within polygon 14199, and bordering polygon 14233 on the north. Polygon 14182 consisted of fine textured (C, SiC) Eluviated Black Chernozem soils (ASIV 2020; Appendix A). The landscape is described as an undulating, high relief landform with a limiting slope of 4% (U1h) (Appendix B). FISHERIES AND WILDLIFE MANAGEMENT INFORMATION TOOL (FWMIT) Fish A desktop search through the Alberta’s Fish and Wildlife Internet Mapping Tool (FWMIT 2021) identified two unnamed watercourses within the Project boundaries; Watercourse WC-1 (ID: 43012; Figure 4) and Watercourse WC- 2 (ID: 43080; Figure 4). Additionally, a third, ephemeral watercourse (WC- 3) was indicated using topography mapping. According to FWMIS, fish have not been historically observed within the study area; however, the nearby Sturgeon River is a fish-bearing water body. As specified in Alberta’s Code of Practice for Watercourse Crossing (CoP) (GoA 2013a), a uncoded water body that enters a Class C water body within 2 km (i.e., Sturgeon River) is classified the same as the water it enters. As such, WC-1, WC-2, and WC-3 were classified as unmapped Class C water bodies. Similar to water body classification, the Restricted Activity Period (RAP) for the Sturgeon River (April 16 to June 30) 12

May 2021
also applies to any watercourses within the Project area that are within 2 km from their confluence with the Sturgeon River (GoA 2012). Should any instream work occur, the presence of fish habitat and the potential for adverse effects on fish within or downstream of the watercourses may trigger the need for an authorization pursuant to the Fisheries Act by the Department of Fisheries and Oceans Canada (DFO). Furthermore, Alberta Environment Water Act approvals or a Code of Practice Notification may be required for any instream work related to potential crossings or outfalls. WILDLIFE Historical wildlife observations within a 3 km radius of the project included bald eagle (Haliaeetus leucocephalus) and cougar (Puma concolor) (Appendix A). Bald eagles are currently listed provincially as ‘Sensitive’ (GoA 2015c) and federally as ‘Not at Risk’ (GoC 2021). Cougars currently do not have any federal listing status, however it is provincially listed as ‘Secure’ (GoA 2015c). Note: the data accessible from the FWIMT site does not represent a complete record of all fish and wildlife observations available. Information accessible through the site is not intended to be a definitive statement on the presence, absence, or status of a species within a given area, nor as a suitable substitute for on-site surveys. ALBERTA CONSERVATION INFORMATION MANAGEMENT SYSTEM (ACIMS) A search of the ACIMS database was completed for this Project. One non-sensitive element occurrence was found within Section 14-054-25-W4M; flat-topped white aster (Doellingeria umbellate var. pubens). Riverlot 56 (Section 11-054-25-W4M) was indicated a protected area within 100 m of the assessment area, (ACMIS 2020; Appendix A). ENVIRONMENTALLY SIGNIFICANT AREAS (ESA) The Project area falls within several quarter sections, none of which are classified as an ESA (i.e., ESA Score <0.189; Table 3).

ALBERTA WATER WELLS A search of Alberta Water Wells was completed for records of water wells within the study area. According to the database, there are eight wells located within study area and multiple in the surrounding area (2020; Appendix B). GEOLOGY As per the Alberta Geological Survey Map 600, Bedrock Geology of Alberta (2013), the study area is located in the Horseshoe Canyon Formation, consisting of pale grey, fine to very fine grained, feldspathic sandstone interbedded with siltstone, bentonitic mudstone, carbonaceous mudstone, concretionary sideritic layers, and laterally continuous coal seams. The formation includes white, pedogenically altered sandstone and mudstone interval at top (formerly assigned to the whitemud formation) and is nonmarine to locally marginal marine (Prior et. al, 2013). LANDSCAPE ANALYSIS TOOL (LAT) A desktop review using the Landscape Analysis Tool (LAT) was completed (LAT 2020). The report identified that the study area is located within a Sensitive Raptor Area and Sharp-tailed Grouse Survey Area (Appendix B). The produced report indicated the study area is in an area that requires a Historical Resource Application prior to development. See Section 4.2.9 for further information regarding historical resources (Appendix B). HISTORICAL RESOURCES Government of Alberta’s, Online Permitting and Clearance (OPaC) database was reviewed to determine locations of known historic resources within the Project area (OPAC 2020). Results of the database search indicated historical resources have been known to occur within the vicinity of the Project. 14

May 2021
A Historical Resource application was submitted for review of the Project area. There are no archaeological, paleontological, aboriginal traditional use and historical structure concerns with future development activities in Section 14, SW 13, and the south half of NE 12-054-25 W4M. The remaining portions of the ASP in NW 12, NE 11, NW 13, and SW 24-054-25 W4M exhibit high potential to contain archaeological resources. In addition, the activities proposed for NE 11-054-25 W4M may affect traditional use sites of a historical resource nature. The Historical Resources is unable to provide a definitive decision until such time that a detailed plan can be provided regarding number of lots, structure footprints, and appropriate depths of the remaining lands (i.e., NW 12, NE 11, NW 13, and SW 24-054-25 W4M). The NSP application may proceed with the understanding that the remaining lands require the additional detailed information to be provided in a Historical Resource application for review prior to any ground disturbance or development. If a location is planned to be developed, the applicant can submit the required information and receive a response regarding the specific area of concern and whether a historical impact assessment is required (Appendix B). TOPOGRAPHY AND DRAINAGE Topography of the landscape within the Project boundary and surrounding area is undulating, with elevations ranging from 662 to 696 m above sea level that slope from the center of the Project area (NW 13-054-25 W4M) towards the Sturgeon River to the west (Figure 4). The majority of the Project area and wetlands are located within the Sturgeon River watershed and the southeast corner of the Project is located with in the North Saskatchewan River watershed. The two watersheds lie within the North Saskatchewan River Basin of Alberta. Low-lying wetland areas are situated in lower elevations throughout the Project area. Figure 4 - Topography and Drainage

5 FIELD SURVEY RESULTS 5.1
VEGETATION COMMUNITIES AND SOILS
The 400 ha Project area predominantly consists of previously disturbed/developed cropland, which makes up approximately 89% of the total Project area. Eight wetlands and their ephemeral buffers were identified within the Project area and make up 2%. The remaining 9% of land within the Project area is deciduous forest. The area of each vegetation community is displayed in Table 4 and Figure 5, and a description for each community is provided below. Complete observations of vegetation and water quality within the Project area are presented in Table 5. Soil data is displayed in Figure 6 and Table 6. Detailed wetland information is provided in the Project’s WAIR (Appendix D). Table 4 - Vegetation Communities Within the Project Boundary

WET MEADOW Data collected for the low-lying and wetland area aligned with a Rich Hydric moisture regime. Shrub and tree cover were less than 25% and consisted predominantly of narrow-leaved willow (Salix exigua) ranging in heights. The areas with natural wetland ground cover indicated reed canary grass (Phalaris arundinacea) and slough grass (Beckmannia syzigachne) were dominant. Other wetland indicator species included common duckweed (Lemma minoe) and common cattail (Typha latifolia) within the open water area, which covered less than 25% of the wet meadow areas. Gleyed mineral soils were observed with the presence of distinct or prominent mottles in the upper 30 cm. It should also be noted that the wet meadow areas appear to be impacted by agricultural practice in years of low precipitation, presenting a higher percentage of weed species (e.g., Canadian thistle and stinging nettle) and vegetation not native to these vegetation communities. DISTURBED AREA The disturbed area was found throughout the Project area, as most of the Project area is cropland, with farmhouse and industry areas included in this vegetation community. This community predominantly consisted of crops such as wheat, canola, and barley. There was limited trace of weeds within this area, likely a result of anthropogenic controls. Orthic Black Chernozem mineral soils made up the majority of the soils found within the disturbed area with an Ap horizon thickness greater then 10 cm. The Ap horizon indicates a plowed or tilled area that incorporates organic stubble into the soil horizon. These agricultural practice of incorporating the horizons have likely reduce the presence of an eluviated Ae horizon, which AGRASID indicated as the dominant soil in this area. Orthic Humic Gleysol mineral soils were also found within the depression areas of the vegetated disturbed area. These Gleysol soils displayed distinct or prominent mottling greater than 30 cm deep. DECIDUOUS FOREST The deciduous forests were found in the southwest corner of the Project area and along the watercourse in the north portion of the Project area. This community predominantly consisted of poplar trees such as trembling aspen (Populus tremuloides) and balsam poplar (Populus balsamifera). Deciduous trees varied in heights and density through the forested area. Green alder (Alnus viridis) and common snowberry (Symphoricarpos albus) were found in the understory throughout this area. The understory ground cover was vegetated with bluegrass (Poa pratenis). Orthic Black Chernozem mineral soils made up the majority of the soils found within the deciduous forest.

May 2021
Notes: Horizon a LFH = An organic horizon containing >17% organic C (approximately ≥30% organic matter) by weight. It is developed primarily from the accumulation of leaves, twigs, and woody materials, with or without a minor component of mosses. It is also normally associated with upland forested soils with imperfect drainage or drier. Ae = An A horizon characterized by the eluviation of clay, Fe, Al, or organic matter alone or in combination. When dry, it is usually lighter coloured (higher in colour value by one or more units) than an underlying B horizon. Aegi = An A horizon dominantly characterized by the eluviation of clay, Fe, Al, or organic matter alone or in combination. When dry, it is usually lighter coloured (higher in colour value by one or more units) than an underlying B horizon. Secondary features include the presence of faint to distinct mottles within 50 cm of the soil surface. Ah = An A horizon enriched with organic matter, that is darker (has a colour value at least one unit lower than the original parent material) and/or has 0.5% more organic C than IC. It contains ≤17% organic C by weight. Some Ah horizons satisfy the criterion for "f" but are not designated this suffix. Ahe =This A horizon is enriched with organic matter that is darker (has a colour value at least one unit lower than the original parent material) and/or has 0.5% more organic C than IC. It has also undergone eluviation of clay, Fe, Al, and/or organic matter as evidenced, under natural conditions, by streaks and splotches of different shades of gray and often by platy structure. Ap = An A horizon that has been disturbed by human activity such as mixing of the upper soil by ploughing in agricultural landscapes. Some Ap horizons satisfy the criterion for "f" but are never designated this suffix. Bg = This horizon is analogous to a Bm horizon but has dull, grayish colours (chroma usually ≤2) and/or prominent mottling within 50 cm of the soil surface, indicating permanent or periodic intense reduction. These horizons are most often found in depressional areas subject to frequent saturation. Bm = A horizon slightly altered by chemical weathering to give a change in colour and/or structure. It has the following properties: 1) higher chromas and redder hues than the original parent materials, 2) removal of carbonates either partially (Bmk) or completely (Bm) and hence little or no reaction with dilute HCl, 3) a change in structure from that of the original material, and 4) very little illuviation, if any. Bt = A Bt horizon is one that contains illuvial layer lattice clays. It forms below an eluvial horizon but may occur at the surface of a soil that has been partially truncated. It usually has a higher ratio of fine clay to total clay than the IC. Btg = A gleyed, illuvial B horizon characterized by dull, grayish colours (chroma usually ≤2) and/or prominent mottling within 50 cm of the soil surface, indicating permanent or periodic intense reduction. It must be enriched with silicate clay and be >5 cm thick, usually having a higher ratio of fine clay to total clay than the original parent material. If soil structural units (peds) are present, it would have clay skins on some of the vertical and horizontal ped surfaces. Btgj = This horizon is mottled but does not meet the criteria of a Btg horizon. This horizon has faint to distinct mottles but does not have prominent mottles or dull gray matrix like Btg horizon. Btj = It is a horizon with some illuviation of clay (i.e., more clay in the B horizon than the overlying Ae or Aim) but not enough to meet the limits of Bt. There are quantitative laboratory criteria for this horizon in the CSSC manual. Btjgj = B horizon with no distinct features. It does have some illuviation of clay (i.e., more clay in the B horizon than the overlying Ae or Aim) but not enough to meet the limits of Bt. As well as faint to distinct mottles within 50 cm of the soil surface. Ck = A horizon with primary calcium carbonate inherited from the soil parent materials. The amount of effervescence when dilute HCl is added is constant throughout the depth of the horizon. Ckg = A horizon with primary calcium carbonate inherited from the soil parent materials. The amount of effervescence when dilute HCl is added is constant throughout the horizon depth. It is characterized by dull, grayish colours (chroma usually ≤2) and/or prominent mottling within 50 cm of the soil surface, indicating permanent or periodic intense reduction. Textureb - C= Clay, CL= Clay Loam, HC = Heavy Clay, Si = Silt, SiC = Silt Clay, SiL= Silt Loam. Mottles c - See Table 2

WATERCOURSE FIELD OBSERVATION
During the site visit, three watercourses were identified. Watercourse measurements determined that WC-1 is a small permanent watercourse with intermitted flow and a defined channel. WC-2, and WC-3 were determined to be ephemeral drainages with no defined channel. Therefore, WC-1 requires a minimal setback of 45 m and WC- 2 and WC-3 require only a 15 m buffer. All buffers are measured from top of valley or where undefined, from top of the bank (GoA 2020). WC-1 was surveyed for fish habitat throughout the Project area where a defined channel was present. The riparian area along the watercourse consisting primarily of dogwood, green alder, and sedges, which provided abundant cover for fish. Substrate within the watercourse was uniform and consisted primarily of organics, and the average water depth across the survey area was 0.07 m. Little-to-no aquatic vegetation was observed. The banks were fully vegetated and were moderately stable throughout. The watercourse at the time of assessment was stagnant, with no flow observed. Based on the field assessment, the habitat suitability for fish within the vicinity of the watercourse was considered poor with limited potential for seasonal use only. Pursuant to Section 36 of the Water Act (GoA 2000a), activities that may impact water bodies, regardless of ownership, and the aquatic environment, require an approval unless otherwise authorized by the Water Act. In the Water Act, ‘activity’ is broadly defined to include the following actions: placing construction works within a water body; erosion protection; draining a waterbody; removing or disturbing ground and/or vegetation within the bed and shore that results in altering the flow, level, direction, and/or location of water; and channel realignment. Therefore, any ‘activity’ as defined under the Water Act within the Project area would require a Water Act approval before any work could commence. 5.3
INCIDENTAL WILDLIFE OBSERVATIONS
Wildlife observed in the Project area during the field assessment are indicated in Table 7, which also displays the status in the Alberta Wild Species General Status Listing (GoA 2015c). Other wildlife indicators such as deer laydown areas, stick nests, deer and moose scat, and animal remains where observed through the forested areas within the Project area. The NE 11-054-25 W4M also appears to be used for recreational hunting with the observed wildlife cams and a tree stand. 6 DISCUSSION 6.1
WILDLIFE CONSIDERATIONS
Due to the Project’s proximity to diverse habitat areas including the Sturgeon River, Natural Area (River Lot 56), two large forested areas, and multiple wetlands, the Project area has the potential to support many forms of wildlife including ungulates, amphibians, and migratory birds. Therefore, the following mitigations are recommended to reduce any impact to wildlife. UNGULATES Generally speaking, high-quality habitat for deer consists of spatially heterogeneous areas containing a variety of forage species near areas that provide suitable cover from weather, predators and insects (Runge and Wobeser 1975). The Projects proximity to diverse habitats (i.e., agricultural land, deciduous forest, wetland, and riparian areas) is a positive factor as it relates to ungulates. Deer species benefit from abundant browse and cover along watercourses and may use riparian habitat as travel corridors during seasonal or dispersal movements (Brewster 1988). Deer prefer terrestrial forest, regenerating areas, and riparian areas. However, recent environmental changes including increased forage opportunities in open habitat created by human settlement and industrial activity, and milder weather are hypothesized to underlie white-tailed deer population increases and range expansion in northern regions (Veitch 2001). The following mitigations are recommended in order to reduce negative impacts to ungulates: •
To reduce potential stress or harm to large mammals, no workers shall interact with any wildlife. In
the event an ungulate enters the work area, work will halt until the animal leaves the area. If need be, AEP will be contacted regarding how to appropriately remove the animal. •
All waste produced will be disposed of promptly and appropriately in order reduce attracting
wildlife to the area resulting in the potential for increased predator (i.e., coyote, cougar) and ungulate interactions.
•
Any deep excavations are to be fenced off and monitored regularly (every 2-3 days) in order to reduce the potential for ungulates getting into the holes and being unable to get out.
•
Enforcement of low speed limits (≤30 km/hr) along all access roads and posting signs at wildlife crossings to minimize vehicle-wildlife collisions. BIRDS
Most migrant bird species in Canada are protected under the Migratory Birds Convention Act (MBCA 1994). Compliance through mitigation strategies is required. The MBCA protects against the destruction or disturbance of breeding migratory birds and their nests. Alberta’s Wildlife Act (GoA 2000b) regulates and protects wildlife and wildlife habitat. In addition, under the Wildlife Act, the terms ‘Endangered’ and ‘Threatened’ are reserved for the specific case where species have been formally or legally identified as such. Wildlife species considered to be ‘Endangered’ or ‘Threatened’ are afforded legal protection against harm. Compliance with the Wildlife Act is done through mitigation strategies. In general, a project shall not disturb or destroy a house, nest, or den of prescribed wildlife or a beaver dam in prescribed areas and at prescribed times as noted in the Regulations. Alberta’s Wildlife Act protects the nests of most species not covered under the MBCA, such as gamebirds and birds of prey.
37
Green Plan Ltd. Select Engineering Consultants – Sturgeon Valley NSP BIA
May 2021
The site is subject to the Migratory Birds Convention Act which prohibits disturbances to nesting birds. Nesting periods within this region are typically between April 15 and August 31 for the conservation of migratory birds and the protection of their eggs. As such, any clearing of vegetation during the breeding season should be avoided or requires the employment of a qualified biologist to verify that no nesting migratory birds are harmed, or harmfully disturbed. Owls can nest as early as February, and cavity nesting birds such as woodpeckers may initiate nest building in March. Therefore, nest sweeps for active nests can be required starting in February. Waterfowl also nest relatively early and can be on active nests in late March to early April. Most migratory birds start courtship and nest building by late May and are done nesting by mid-July. Birds on their second or third broods and late nesting species can have active nests through August. Given the above, the most appropriate time to clear vegetation and be in compliance with the MBCA and Alberta’s Wildlife Act is during a period between September 1 and January 31. In addition, the area is located within a Sensitive Raptor Range (i.e., Bald eagle), a Sharp-Tailed Grouse survey and leks and buffers area and a sensitive and endangered species area. Prior to any development activity, a wildlife survey must be conducted by a qualified Biologist to identify all key habitat features, including any leks, nests, or dens within the Project boundary. The results from a Wildlife Sweep must be submitted to the FWMIS and notify the issuing Regulatory Body in writing upon request that the Wildlife Sweep was completed. If any of the key features are identified during the wildlife sweep a minimum 100 m undisturbed vegetation buffer and appropriate activity time restriction must be established. The raptor range specifies no activity can be conduct within 1,000 m of a sensitive raptor active nest, sharp-tailed grouse specifies no activity can be conducted within 500 m of a lek and the sensitive and endangered species area specifies that no activity can be conducted between April 15 and August 15 within 100 m of an active nest site for Federally listed species. AMPHIBIANS Due to the presence of surface water for at least part of the spring/summer season, several common species of amphibians are likely to be present within the wetlands, including boreal chorus frogs (Pseudacris maculate) and wood frogs (Lithobates sylvaticus). These species’ habitat includes woodland, and open meadow with sufficient vegetation. Wetlands would be used for the following life stages (GoA 2013b): •
Breeding (Typically between April 1 and June 15).
•
Eggs hatch (Typically between April 15 and June 30).
As such, wetland impacts during these times should be avoided. Both species are classified as ‘Secure’ in the current Status of Alberta Wildlife report (GoA 2015c) and are considered not to be at risk. Prior to the infilling of any of the wetlands, an amphibian capture and relocation plan should be implemented by a qualified biologist. 6.2
WETLAND IMPACT AVOIDANCE AND MINIMIZATION
SEC was unable to develop a residential development that did not directly impact all the wetlands. SEC has purposefully designed the residential development to use natural drainages and topography, in combination with the development of naturalized stormwater management ponds (SWMP), to minimize the impact of the loss of the wetlands to the surrounding area. The development of SWMP do offer the 38

benefit of water storage and potential nutrient retention that that were previously identified as wetland functions. However, constructed SWMP typically have lower soil organic matter, and that deficit limits denitrification abilities (Shaffer and Ernst 1999). To reduce the anticipated effects of limited denitrification, when appropriate, the developer will be incorporating wetland soils into the SWMP. Detailed information on the description, impact avoidance, and minimization of wetlands are provided in the Project’s WAIR (Appendix D). 6.3
MITIGATIONS
Developer will use best management practices, including incorporation of the mitigation strategies detailed in the above section and from the following: •
Surface water and drainage will be inspected and maintained throughout the life of the development.
•
Construction traffic will be limited within the workspace and restricted to a single access trail to reduce the amount of mud tracking onto public streets.
•
Perform construction in a manner that limits soil compaction, rutting, and sedimentation.
•
Environmentally sensitive areas, wetland boundaries, and associated buffers are to be identified and marked prior to start of construction (i.e., nearby water bodies and sensitive vegetation species).
•
Avoid the establishment of weed species by ensuring all equipment is cleaned prior to arriving on site and use native seed mixes including wetland-dependent species to revegetate disturbed areas.
•
Immediately stabilize all disturbed areas using measures that may include, but are not limited to, sloping, using sediment logs, installing geotextile fabric blankets, or re-establishing vegetation.
•
Silt fence is to be installed around soil stockpiles immediately following rough contouring to prevent topsoil loss by erosion and to maintain soil separation.
•
Servicing or washing of construction equipment should be completed a minimum of 100 m from any watercourses and wetlands and will be undertaken on a level ground surface.
•
To prevent contamination of nearby water bodies, petroleum products should be stored a minimum of 100 m from all water bodies, be stored on a level ground surface, and should be kept isolated.
•
Manage the flow of surface water in and around the project during construction.
•
Works should not take place during periods of high precipitation rainfall events.
•
Any accumulations of material resulting from construction should be removed to a location where the materials will not enter nearby water bodies.
•
Any releases of sediment-laden water, or other contaminants to the environment caused by construction activities, must be immediately reported by calling 1-888-222-6514 and immediately addressed by the Applicant following their substance release reporting procedure. All work will be required to stop until the emergency situation is resolved.
•
In the case of an emergency erosion event, the following should be executed: o
Cease work in the affected area; 39
Green Plan Ltd. Select Engineering Consultants – Sturgeon Valley NSP BIA
o o
May 2021
Stop the release, if possible to do so safely, and inform the site supervisor; Continue efforts to control release by deploying ESC materials (e.g., silt fence, fibre rolls, sandbags and plastic sheeting) to prevent sediment from entering water bodies;

Barricade area until site has been remediated; and,
o
Develop and implement a plan to remediate any impacts and prevent future occurrences.

Project Name:
Select
LAT Date: 2020-08-31
09:13:23
Project Description:
Disposition Type:
SML
Purpose Type: SRMT Activity Type:
SRMT02SMLP
Surface Material Lease Surface Materials Gravel
Responsibility of Applicants: It is the applicant͛s responsibility to conduct a full review of the generated LAT Report, ensuring that you are aware and have a full understanding of the identified standards and conditions, and any additional limitations that may also be imposed by an approved higher level plan, reservation or notation or any other law or Order of the Province or the Government of Canada that may impact the placement, construction or operation of the proposed disposition, purpose and activity. The applicant must assess if the proposed disposition, purpose and activity can meet the applicable standards, conditions and any limitations which will subsequently determine if the application can be submitted to the regulatory body. Applicants should complete a thorough review of regulatory and application processes including supporting procedural documents and the generated LAT Reports prior to making this determination. Where the applicant chooses not to meet, or is not able to meet, one or more Approval Standards or higher level plans within the generated LAT Report as submitted as part of the application, or any affected reservations as identified within the land status report, the applicant is required to complete the appropriate mitigation as part of their supplement submission that addresses individually each of the items not being met. The information provided within the LAT Tool is a spatial representation of features provided to the applicant for activity and land use planning. The accuracy of these layers varies depending on the resource value being represented. The regulatory body insists that site visits, wildlife surveys and groundtruthing efforts are completed to ensure that you, the applicant can meet the procedures detailed within the PreApplication Requirements for Formal Dispositions, the identified approval standards, operating conditions and Best Management Practices as represented within the Master Schedule of Standards and Conditions.
Proximity to Watercourse/Waterbodies: Applicants will ensure that standards or conditions for Watercourse/Waterbody features as identified within the generated LAT Report are followed. It is the responsibility of the applicant to ensure the identified setbacks and buffers are properly established through a pre-site assessment and maintained.
NOTE: Be aware that the submission of a LAT Report as part of an application submission does not imply approval of the activity. The standards and conditions identified within the LAT Report may be subject to change based on regulatory review.
