Open Space & Pathway Network Plan

1.0 Background Information 1.1 Purpose The purpose of this report is to explore the proposed West Rail Outline Plan through the lens of the multi-use pathway network and explore the open space programming potential within the West Rail Outline Plan area. This report is a requirement for new Outline Plans as identified in the Neighbourhood Area Structure Plan/Outline Plan Terms of Reference.

1.2 Location The subject lands are located within River Lot 57 and River Lot 58. These lots are in the northwest portion of Sturgeon Valley South Planning Area 1 (see Figure 1). The site is located east of Sturgeon Road across from the River’s Gate residential neighbourhood. The legal descriptions for the site are listed in the table below.

1.3 Outline Plan Planning Process The West Rail Outline Plan was guided by the land uses, policies, and transportation network outlined in higher order statutory plans. This includes the Sturgeon Valley South Area Structure Plan (ASP) which was approved in 2021, and the Sturgeon Valley South Planning Area 1 Neighbourhood Structure Plan (NASP) which was approved in 2025. The West Rail Outline Plan is the first detailed Outline Plan to move forward within the Sturgeon Valley South Planning Area 1 NASP area.

1.4 Outline Plan Vision and Concept The vision for the West Rail Outline Plan is a vibrant, well-connected, and sustainable community that acknowledges the traditional country living of nearby existing residents with thoughtful transitions. The plan consists of 48 ha of land that will become a unique community and provide approximately 690 homes. Gradual transitions are planned from nearby neighbourhoods through open space features such as storm ponds and greenways, and compatible housing with larger lots and more landscaping.

Context Plan

Open Space & Pathway Network Plan

2.0 Open Space & Pathway Network 2.1 Open Space The West Rail Outline Plan (OP) proposes an accessible and diverse network of open spaces to create an enjoyable neighbourhood layout. Approximately 4.07 ha of land is set to be dedicated as parks/Municipal Reserve (MR) in the Outline Plan area, totaling 9.1% of the Gross Developable Area (GDA). As demonstrated in Figure 2, there is a 1.28 ha park space (Park A) in the north portion of the plan. A 0.94 ha park space (Park B) is located in the center of the plan area, with a 0.88 ha park space (Park C) at the south of the plan area connecting to a Stormwater Management Facility (SWMF). Though not included in the MR calculations, the SWMFs are considered amenity areas part of the open space system in addition to their storm servicing functions. Along the northeast border of the plan, a 0.43 ha, 15 m wide greenway (Greenway d) provides a connection to the north SWMF and provides a buffer to the adjacent established residential area of Manor Estates II. A 0.54 ha, 20 m wide greenway in the center of the plan (Greenway e) connects Park A and Park B. The park spaces, greenways, and SWMFs in the West Rail Outline Plan area collectively create a connected network of open space for residents to enjoy passive and active recreation opportunities within the neighbourhood. A 23 m vegetated buffer is located west of the Canadian National (CN) Railway right of way and will separate residential land uses from the rail corridor. This buffer provides naturalized, open space; however, it is not considered developable in compliance with Guidelines for Development in Proximity to Railway Operations (2013), and it is not part of the MR dedication. Appropriate building setbacks, noise attenuation measures, and safety measures will be implemented adjacent to the naturalized railway corridor as well.

2.2 Pathway Network The open space land uses are connected to each other through a network of shared use paths, on-street sidewalks, walkways, and greenway corridors. The neighbourhood is planned with a modified grid roadway network, consisting of collector and local roadways. 1.8 m sidewalks are planned along both sides of local roads, and collector roads are planned with 3 m asphalt paths on one side and 1.8 m separate sidewalks on the other side (see Figure 2). Wider road pavement and wider landscaped boulevards will provide West Rail with a unique and enjoyable streetscape design. Additionally, asphalt trails are planned within greenways, parks, and SWMFs where feasible, and will connect to pathways along the major adjacent arterial roadways of Sturgeon Road and the future 127 Street. Priority pedestrian crossings are planned at key trail and road intersections within the neighbourhood to provide clear and safe crossings, also shown on Figure 2. Transportation networks have been designed to facilitate convenient and safe access for multiple modes of transportation both within the West Rail OP area and beyond. The sidewalks, trails, and priority pedestrian crossings create an integrated pathway network for the neighbourhood to provide residents with the opportunity to walk, run, roll, or bike to travel to the open spaces within the neighbourhood. The pathway network also connects to adjacent land uses and trails for easy access to the open space network beyond the neighbourhood, such as the River Lot 56 Natural Area and crossing Sturgeon Road to access the Sturgeon River natural areas.

2.3 Park Concepts/Programming Various potential amenity options for the park spaces are outlined in Figure 3. Each park space must contain a minimum of one of these amenities. The final options and details will be determined closer to development and will be influenced by future residents and identified needs. The park concepts and design will need to adhere to the architectural guidelines created for the West Rail OP area, with a nod to the rural character of the area through naturalized landscaping elements and an overall theme that is strongly influenced by agriculture and the CN Railway. Core principles of Crime Prevention Through Environmental Design (CPTED), particularly natural surveillance, natural access control, and territorial reinforcement, have been integrated into the initial planning for the park spaces. Residential housing backing onto the park spaces will provide natural surveillance by homeowners and create a sense of ownership over the space. There are clear sightlines from arterial, collector, and local roadways and multiple entry and exits points to each site. Additionally, the architectural guidelines help promote the use of CPTED by ensuring that adequate lighting, landscaping, four season design, and amenities like public art, community gardens, and playgrounds will create useable and inviting open spaces. CPTED principles will be utilized in guiding the design of public spaces and ensure effective use of the built environment. The three park spaces are shaped and sized to suit a wide variety of neighbourhood level programming options and are planned to ensure residents have easy access to greenspaces. Each site is integrated with the broader open space network, with the neighbourhood pathway network providing connection and opportunity for multimodal access and recreation. Figure 4 demonstrates a potential future programming option for the park spaces and how the established architectural guidelines can be utilized to create a functional and engaging park site. All landscape and open space development design and work shall incorporate FireSmart principles, where feasible. The FireSmart principle of vegetation management will be utilized by encouraging low-maintenance landscaping and less-flammable species of vegetation, such as deciduous species of trees. When not in a cluster planting, trees will be spaced at least 3 m apart to slow the spread of wildfire.

Park Amenities

Open Space & Pathway Network Plan

3.0 Conclusion The open space and pathway network is intended to create a healthy, natural habitat where residents can easily stay active and connected to nature. It establishes a consistent aesthetic throughout the West Rail Outline Plan area that requires minimal maintenance. Naturalized, lowmaintenance landscaping is an important design element within open spaces, contributing to the rural and natural character of the plan area. The proposed park spaces are envisioned as flexible, well-integrated neighbourhood amenities that will evolve in response to future community needs. These elements as a whole will ensure the West Rail Outline Plan area aligns with the Sturgeon Valley South Planning Area 1 NASP and the values cherished in the Sturgeon Valley.
