FiftyOne Commons Ribbon Cutting For New Housing Development, Built by Cheever Construction On July 23, 2026 FiftyOne Commons celebrated their new development in Northeast Lincoln with help from Cheever Construction. The development includes eight affordable rowhouse rentals, a community garden and the STEAM Activity Center. The new Science, Technology, Engineering, Art and Math (STEAM) Activity Center at FiftyOne Commons completes a one-of-a-kind neighborhood development that co-locates educational opportunities for young people and families. BUSINESS NEWS HazToGo Business Waste Collection Event The Back Nine Lincoln South Celebrates One Announced for November 19th Year Anniversary The Lincoln-Lancaster County Health Department, through its HazToGo program, has partnered with a federally licensed contractor to provide periodic collection of business-generated hazardous waste at volume pricing. The next event will be Thursday, November 19. You must have an appointment to participate in this event. This program reduces barriers for businesses to properly manage their hazardous waste. HazToGo bridges the gap for businesses to work with a hazardous waste contractor and access waste disposal at reduced costs. Businesses that generate low volumes of regulated hazardous wastes such as medical offices, dental offices, print shops, auto shops, school systems, general contractors, non-profits, painters, churches, childcare centers and home occupations may find this event helpful for managing their waste. Examples of wastes that are accepted include: Aerosols, corrosives, pesticides, flammable solids or liquids, adhesives, asbestos, mercury, poisons, paint, solvents, cylinders, oxidizers, photo fluids, PCB ballasts and mineral spirits. Together for Awareness: LNK Hosts 3rd Annual Human Trafficking Event On July 31, Lincoln Airport (LNK) welcomed 120 attendees to its 3rd Annual Human Trafficking Awareness Event, providing a free opportunity to learn, connect and take action against human trafficking. The event brought together 10 expert speakers from organizations dedicated to educating the public, preventing human trafficking and supporting those impacted by it. LNK Board Member Nicki Behmer moderated the panel, which featured Nebraska State Senator Carolyn Bosn and Maraya Lasinsky, Chief Engagement Manager for the U.S. Department of Homeland Security’s Blue Campaign, representing the Blue Lightning Initiative (BLI). LNK has partnered with the Blue Lightning Initiative since 2023, joining airports and airlines across the country in working to recognize and prevent human trafficking. Through this partnership, all LNK personnel complete specialized BLI training to better identify and respond to potential signs of trafficking. Beyond the panel, attendees connected with local organizations explored informational booths and learned about resources available in the community. Local food trucks were also on-site, and attendees participated in the Red Sand Project, a global public art initiative designed to draw attention to people who fall through the cracks of society and remain vulnerable to exploitation. With thousands of travelers passing through LNK each year, the airport plays an important role in recognizing potential signs of human trafficking. NeCPG Introduces Education Has the Best Odds Campaign for 2026-27 School Year As gambling behavior becomes more normalized and easily accessible, more Nebraskans are engaging in a variety of gambling activities. This normalization has produced the greatest negative influence on youth, teens and young adults. With this in mind, the Nebraska Council on Problem Gambling (NeCPG) has focused their programming to reach youth, teens and young adults by partnering with high schools and colleges through the Education Has the Best Odds Campaign. “It is imperative that NeCPG focuses on reaching Nebraska students with resources that reduce gambling-related harm amongst themselves and their peers,” stated NeCPG Executive Director Mike Sciandra. Currently, NeCPG has partnerships with nearly twenty colleges along with secondary school districts and youth-based organizations, to offer insight and resources to reduce gambling-related harm. The campaign includes presentations, problem gambling information, screening table sets, campus messaging and recovery group presentations. Also included are referral services and teacher, staff and Resident Assistant training. Problem gambling is any gambling behavior that can harm a person’s wellbeing, relationships or financial stability. While statistics are incomplete, it is estimated that at least 5 to 8 million U.S. adults suffer mild to moderate gambling problems, with at least 2.5 million U.S. adults meeting the criterial for severe gambling problems annually. September is the ANOC Month Annual Notice of Cornhuskers??? And Now…. Our Cornhuskers!! For most of us in Nebraska, September is the month that marks the beginning of another Husker football, volleyball, soccer, golf or cross-country season. For those of us in the health insurance industry, it is the final month of preparation before enrollment season begins. For everyone with Medicare it’s time to look for the Annual Notice of Change (ANOC) letters! When the ANOC letters arrive this month, OPEN YOUR LETTER and you will likely notice: 1. A change in premium: This may reflect an increase from the 2026 premium for the same plan. 2. Change in formulary: This means that the plan may be reducing the number prescriptions it covers for 2027. 3. Pharmacy network changes: These alignments change annually, and it is always good to know that your pharmacy and your plan will work together. Mail-order pharmacy service is also available with every Part D plan and may be the most convenient option for some seniors. 4. Review of the Medicare Prescription Payment Program (M3P) introduced in 2025 that allows members to spread out their prescription expenditures for high-ticket items over the entire policy year. The maximum limit for prescriptions that was introduced in 2025 continues, and in 2027 Medicare enrollees will pay no more than $2,400 during the calendar year for all prescriptions. There will also be a notice of the fifteen additional price-negotiated drugs in 2027. However, even with the estimated 44% discounts on these prescriptions, the prices remain high and the drug may not be covered by your plan. It’s that time of year. Cornhuskers and ANOCs. Watch for both this month and get ready to review, or help the seniors in your life review, the Annual Notice of Change for stand-alone Part D coverage or Part D coverage combined with a Medicare Advantage plan. Amy Dirks is the Hazardous Waste Center Coordinator at the Lincoln-Lancaster County Health Department. Tell us a little about your business. - I work at HazToGo – Lincoln’s Hazardous Waste Center. We help manage Lincoln and Lancaster County hazardous waste to protect health and the environment. We have weekly hours for residents to bring their household hazardous waste. We also have business waste collections four times each year. We bridge the gap between businesses and our licensed hazardous waste contractor by paying the mobilization fee, which helps businesses reduce waste disposal costs. For these business events, I’ll often work with businesses like general contractors, medical offices, non-profits, churches and home occupations to manage waste like aerosols, corrosives, pesticides and flammables. How did you get started in the business? - I started my career in natural resources with an emphasis on land management. While working for the State, with the National Guard, I had the opportunity to transition to a compliance role with specific emphasis on waste and water. This gave me exposure to hazardous waste regulations, management, shipping and disposal, which eventually led me to my current role with the City as the Hazardous Waste Center Coordinator. Tell us a little about your family. - My husband and I have been married for almost 15 years. We have two kids – Jacob, 10 and Wren, 7. We also have two dogs (heeler mixes). Our active kids and dogs keep us busy when we’re not at work! What do you see as one of the biggest turning points in your life? - Looking back, I see that my move from Michigan to Nebraska after high school to attend Concordia University in Seward was a major turning point. The decision had a lot to do with continuing in track & field. I knew almost no one at the outset. I wanted to move home after my first year but was convinced to stick it out. I’m so glad I did and I ended up loving my time there. What is the most unique or interesting thing about you that most people probably don’t know? - I broke the high-jump record during my senior year of high school with a jump of 5’5.” I medaled individually and was part of our team taking 1st place at state. Who inspires you? - My parents. They are two of the hardestworking and selfless people I know. What is your favorite quote or the best piece of advice you’ve ever received? - Attitude is a decision. You can’t control every circumstance, but you can control how you respond to it. If you had a theme song, what would it be? - “Mr. Blue Sky” by ELO. How did you get started in the business? - I’ve always been fascinated by how the human body works and the incredible ability it has to heal when given the right environment. What has been your most important professional achievement? - Without question, it’s the people. It was certainly a leap of faith, but it gave me the opportunity to build a practice around a philosophy I deeply believed in rather than simply following the status quo. Kelley Scheet is the Owner at Lawn Pride of Lincoln. How did you get started in the business? - My mom, my brother, and I decided we wanted to build something together as a family. After a lot of reflection, research, and honest conversations, we made the decision to open a franchise. What is your favorite thing to do on a day off? - On my days off, I like to reset and get everything back in order. It’s my chance to ground myself, refocus, and make sure my priorities are aligned. I’m one of those people who really enjoys organizing — drawers, closets, calendars, you name it, so I spend a good deal of my time off doing just that as I find there is something very satisfying about having everything in its place. Who inspires you? - My mom. She has shaped who I am at my core — the way I carry myself, the way I treat people, and the standards I hold for my own life. She’s incredibly strong and independent, the kind of woman who leads quietly but unmistakably by example. She’s caring, endlessly capable, and smart as a whip. So much of my confidence, resilience, and sense of self comes directly from her. What is your favorite quote or the best piece of advice you’ve ever received? - The best piece of advice I follow is to always know your Why and make sure your daily actions reflect it. When your Why is aligned with how you show up every day — the decisions you make, the pace you keep, the way you communicate — you move through the world with intention instead of reaction. If you could choose only one descriptive word to be remembered as, what would it be? - Kind Which talent would you most like to have? - I’ve always wished I had a creative talent. I’m endlessly impressed by people who can sew, paint, or bring something artistic to life from scratch. With life suddenly at a standstill, I had the opportunity to be the person I would be if I had no responsibilities. I spent almost every waking moment watching TV. One night, a thought occurred to me that this is where my life is heading. I didn’t like the person I was becoming. So I took the opportunity to reflect on my life and ask the difficult question: “Is this really how I want to use my life?” That season changed the way I think about stewardship. I began to recognize that my time, abilities, opportunities, relationships, and even the challenges I’ve experienced are things I’ve been entrusted with. I have a responsibility to develop them and use them well. While we can’t control everything that happens to us, we do have the responsibility and the ability to do what we want with what we’ve been given. That is why I am passionate about helping my clients take action from their core values and steward the life they have. Kyle Nienaber is the Oper a tions Supervisor at Lincoln Airport Authority. Tell us a little about your business. - The Lincoln Airport Operations Department helps take care of the airport property and ensures that the airport remains Part 139 compliant. This means that we are a federally certificated airport that can handle passenger aircraft. We’re in charge of the airfield pavement markings, pavement repairs, landscaping, and snow removal among other things. How did you get started in the business? - I started part time cutting grass while I was in college 16 years ago. It was supposed to be just a summer job but here we are all these years later and I still get to do new and exciting things almost every day. What is the biggest challenge you’ve faced professionally? Delegating. I’m often one to put my head down and get a job done by myself, so I’ve always struggled with trusting someone else to get something done. What has been your most important achievement professionally? - When I got the opportunity to step into a supervisory role. My mindset changed from this being my “job” to it being my career. Tell us a little about your family. - My fiancé and I have a 13-yearold son and an 8-month-old daughter. We also have two beagles. Fun fact: We each had a beagle when we met and I will forever credit Henry and Marshal as a reason we fell in love. We’re getting married in September of 2027 and I couldn’t be happier! What do you see as one of the biggest turning points in your life? - Having kids. To know that someone is watching and learning from every single thing that you do just makes you want to be the very best version of yourself all the time. What is your favorite thing to do on a day off? - Life is mostly baby bottles and diapers these days, but when I’m able to I love working on my lawn. Who inspires you? - My fiancé. She is the best mom on the planet, and she is the most selfless person I know. She makes me want to be better every day. What is your favorite quote or the best piece of advice you’ve ever received? - My dad said to me before I started my first job stocking shelves at a grocery store: “Work as hard as I know you can. Run to your next task. If you have to walk, walk fast.” If you had a theme song, what would it be? - “What You Give” by Tesla. If you could have a super power, what would it be? - Time travel. Being able to go back and spend some more time with a grandparent or dog that has passed would be so nice. Which talent would you most like to have? - I wish I was more musically inclined. I love playing electric guitar, but I am horrible at it. What is your favorite book or the last good book you read? - The Giver. I was very excited when it was adapted into a movie, but that was when I learned the movie is never as good as the book. What is your favorite TV show? - Definitely The Office. I quote it all the time at home, and usually only my 13 year old laughs. What is your favorite local Lincoln restaurant? - I think I could eat Huhot for every meal and never get tired of it. Tell us a little about your business. - Our business is Tredz Central Tire and Trailer Sales with locations in Cortland and Lincoln, NE. Located in the heart of the Midwest, we built our business on selling high-quality tires and wheels for unbeatable prices and fast, dependable service. Today we manage over 50,000 square feet of space, dedicated to selling and shipping tires, trailers and truck beds to all 50 states. We have one of the largest inventories in the Midwest for agricultural tires, commercial tires, OTR tires and rubber tracks, along with trailers and truck beds. We inventory and sell more than eight different brands of trailers and truck beds, ranging from livestock, tilt bed, dump and utility trailers. How did you get started in the business? - My passion for cars, trucks, tractors and trailers when I was young attracted me to the tire and trailer business. In 2008, I was 16 years old when my family started Tredz Central and began selling tires. I went to college at UNL and majored in Ag Business. Following college, we expanded the tire business and started the trailer sector of Tredz Central. What is the biggest challenge you’ve faced professionally? - The biggest challenges we face are navigating trade tariffs when purchasing tires and wheels from around the globe, as well as delegating responsibilities as the business grows. We focus on providing our employees with the tools and training they need to be successful. What has been your most important achievement professionally? - The addition of trailer sales brought a significant amount of responsibility to my plate right out of college. Building this part of the business from the ground up required learning a new industry, developing supplier relationships, understanding customer needs and figuring out how to effectively manage and grow the operation. One of my most important professional achievements has been taking trailer sales from nothing to becoming one of the largest distributors of trailers and truck beds in Nebraska and the Midwest. Tell us a little about your family. - My wife Molly and I live near Hickman, NE, and have been married for 9 years. We have three children: Eleanor, 6; Kallie, 3; and Colt, 4 months. What do you see as one of the biggest turning points in your life? - Building our 25,000 square foot facility in Cortland, Nebraska was a huge turning point for our business in 2018. This allowed us to inventory more products and improve our efficiency as a company. Most importantly, it allowed Tredz Central to grow into the company it is today, and we continue to strive to be better and do better. What is your favorite thing to do on a day off? - During my time off, I enjoy working outside with my family and spending time with our livestock. If you could have a super power, what would it be? - Predicting the future. It would be pretty useful to know what’s coming next and be prepared for whatever life throws my way. Crist brings more than 35 years of utility experience to the role, including more than two decades in leadership positions at LES. Since joining the utility as a distribution design engineering aide in 1990, he has served in a variety of leadership roles spanning operations, technology and energy delivery. Most recently, he served as vice president of Energy Delivery. Throughout his career, Crist has played a key role in strengthening the reliability, security and performance of LES’ electric system. As chief operating officer, he oversees LES’ core utility operations, including generation, transmission and distribution. Additionally, Crist helps guide the utility’s efforts to deliver affordable, reliable and sustainable electric service while preparing for evolving customer expectations, emerging technologies and continued infrastructure investment. Scheuler is New Membership Vice President of the Nebraska Chamber The Nebraska Chamber of Commerce & Industry welcomes Mitch Scheuler this month as Vice President of Membership Development. Scheuler, of Lincoln, has vast experience in sales and customer success. Aiden Krumwiede, their newest carpenter, began with Willet in 2024 as an apprentice. He is working his way up the ranks and improving every day. This new collaboration will serve 100 babies a month, bringing NDB’s total monthly reach in Lincoln to 950 babies through five partnerships. Diaper need is a basic need not covered by most public assistance programs. Through its partnerships, NDB supplies diapers to trusted organizations that distribute them directly to families they already serve. “We know thousands of babies in Lincoln remain at risk of diaper need, and we are committed to reaching more of them,” said Tegan Reed, executive director of Nebraska Diaper Bank. “Adding trusted partners like Educare of Lincoln brings us closer to ensuring families can access the diapers they need.” An estimated 4,018 Lincoln babies under age 3 are at risk of diaper need. NONPROFIT NEWS Youth for Christ Plans for World of Fun Trip People’s City Mission Invites Individuals, on September 26 Families, and Workplace Teams to Volunteer Youth for Christ Lincoln will host This Fall a day trip to Worlds of Fun on Saturday, September 26, for students involved in its Campus Life and City Impact programs. The trip offers local youth an opportunity to enjoy a day of fun, friendship and community with fellow students and Youth for Christ leaders. Students and leaders will meet at 6401 Pine Lake Road at 7 a.m. before departing for the park and are expected to return to Youth for Christ at 10 p.m. What to bring: Spending money for lunch and extra games or souvenirs. WOF ONLY ACCEPTS CARDS. They have machines to change cash into WOF Only Cards (estimated amount to send: $20-$50). When your student arrives at the parking lot Saturday morning, your student must first check-in. Students will do this by locating their Campus Life leader in the parking lot. In the case of rain, the trip still goes on. You may want to send rain gear or a dry change of clothes. Their staff to student ratio is approximately 1:6. Each student will be accountable to their leader and will check in with his/her leader each time they board the vans and once at Worlds of Fun. Students are required to stay in groups of three or more at Worlds of Fun and are encouraged to hang out with leaders as much as possible. People’s City Mission depends on community volunteers to help meet essential daily needs. Two of the greatest ongoing needs are serving meals to guests at the shelter and helping sort, organize and distribute donated food, clothing and household goods at the Help Center. PCM relies on more than 25,000 hours of volunteer service each year, demonstrating how deeply the Lincoln community participates in caring for its neighbors. Individuals can volunteer on their own, while families, churches, service organizations and workplace teams can select a shift and serve together. At the shelter, volunteers help with lunch and dinner meal service. At the Help Center, they may sort donations, stock distribution areas or assist people receiving donations. People’s City Mission needs volunteers year-round, but especially this fall and winter when they are at their busiest. Volunteers should register for an available shift in advance. Current volunteer opportunities and available shifts can be found through PCM’s online volunteer portal. Walk -in volunteers are not accepted. NONPROFIT NEWS Branched Oak Observatory Hosted Their First AstroCon On August 15 Branched Oak Observatory welcomed space enthusiasts of all ages for its first annual AstroCon on August 15, bringing together astronomy, science, history, art and a little bit of science fiction for an evening of exploration. One of the evening’s special guests was Nebraska astronaut Clay Anderson, who met with attendees and signed books. Guests also had the chance to meet legendary comic artist Bob Hall, along with artists Nate Hamel and Marshal Parrish, who created live sketches throughout the event. Members of the 501st Legion joined in on the fun, while attendees were encouraged to get creative themselves during an AstroCon cosplay costume contest. The event also offered a look back at America’s fascination with space exploration through a collection of Space Age artifacts from the 1950s and 1960s. The Museum of American Speed contributed vintage rocket-themed pedal cars to the display. Families could take part in space crafts and STEM activities, meet “Mike the Meteorite” and browse work from local artists, makers and vendors. As the sun went down, Branched Oak Observatory turned its attention to the real night sky, giving guests an opportunity to experience astronomy through its telescopes. This fall, The Arc of Lincoln is creating new opportunities for connection, belonging and community through two exciting initiatives that invite everyone to have a seat at the table. Beginning Sept. 2, The Arc of Lincoln will launch Socialize & Sizzle, a new program made possible through a generous grant from the Community Health Endowment. The program was created to address a challenge many individuals with intellectual and developmental disabilities (IDD) face—social isolation. While many people with IDD participate in day programs or community activities, they often spend time with the same small circle of people. Socialize & Sizzle is designed to expand those circles by bringing people with and without IDD together in an inclusive environment where participants prepare meals, share conversations, and build genuine friendships. The program will offer four six-week sessions, using cooking and shared meals as a catalyst for confidence, social wellness and meaningful connections. Registration is now open. 5, 2026, 110 TeamMates mentors and guests gathered at Northeast High School to kick off the new school year. Arby’s graciously provided delicious sandwiches for the event. Jim Bennett, TeamMates of Lincoln Coordinator, shared highlights of an amazing year in which 366 new mentors were trained. LPS Superintendent, Dr. John Skretta gave a motivating speech about the impact of TeamMates and his personal experience in the program. Rising TeamMates seniors reflected on their TeamMates experience in a very moving way after their long-time mentors introduced them. Mentor and staff member, Christine Davis said, “As mentors, we are cautioned in training not to take up the role of provider – no giving gifts or money or jobs. We are the gift, we are told. What isn’t clear at the start, is what a gift the mentee is for each of us.” To help us build on the strong recruiting year, mentors received a new resource called the Mentoring Activity Book and took home a yard sign to showcase their TeamMates pride. NONPROFIT NEWS The Sowers Club of Lincoln Donates $10,000 Generations Gather for Second Annual Nebraska Community Foundation’s Youth to Lincoln Crimestoppers Connection Summit Keeping with their motto of Sowing goodwill through charitable giving, The Sowers Club of Lincoln donated $10k to Lincoln Crimestoppers in April. The Crimestoppers Board of directors accepted the check from The Sowers Club including Foundation president Dick Stephenson, and one of our newest members, Sherriff, Terry Wagner. Crimestoppers says they will be using the new funding towards a new event tent and swag to hand out to the community. Their program directly contributes to the safety of our community by helping get tip information to the proper agency and solving criminal cases, thereby making Lincoln and Lancaster a safer place. Goodwill’s Cat Connection Becomes Lincoln’s First Cat Café Last month, Goodwill Industries Serving Southeast Nebraska, Inc. officially established Cat Connection as Lincoln’s first cat café.

Last month, high school students M i n d e n , B e r t ra n d , S p e n c e r, Ravenna, McCook and Hebron gathered in downtown Kearney for a full day of connection and community-building. Alongside them were adults from their hometowns’ l o c a l N eb r a s k a C o m m u n i t y Foundation affiliated funds. They had come together for the 2026 Youth Connection Summit, an event designed to encourage high school students from across the state to discover their potential to create positive change in their hometowns. During a walking tour of downtown Kearney, attendees put on their “curiosity glasses” to identify three things: something they liked, something they loved and something they found intriguing. Later, they turned their investigations toward their own communities. Together, the students listed their places’ assets and shared their hometown dreams. As the day came to an end, the students reported their dreams with the group at large. Among those dreams were an activity center, more town gatherings, a centrally located school building, community beautification and more. They discussed how to talk to their neighbors about their projects and how to build consensus to make dreams reality. Before adjourning, NCF’s Director of Asset-Based Community Development Becky Boesen and Youth Engagement Specialist Chloe Carlson announced that each affiliated fund present at the summit would be eligible for Youth Connection Experiment grants. Goodwill opened Cat Connection in March 2026 as a space where members can relax and hang out with adoptable cats from Capital Humane Society. Cats enjoy cozy, temporary housing and social connections while members enjoy the mental health benefits of cat interaction. Now, members can add to their visit by buying a coffee drink from Goodwill’s onsite training kitchen: “Ellie’s.” “We are excited to offer specialty lattes to our Cat Connection members,” said Alana Sesow, Communications Director at Goodwill. “Downtown Lincoln is already home to many amazing coffee shops, so we didn’t need another coffee shop; we needed a cat café.” Ellie’s will also strengthen Goodwill’s mission of “willing workers employed and community resources maximized” by providing food-service skills training opportunities to individuals who qualify for Goodwill’s program. Growing Number of Households Turning to Matt Talbot for Hunger Relief As temperatures soared this summer, so did the number of people turning to Matt Talbot Kitchen & Outreach for meals and food pantry assistance. Between January and July, Matt Talbot saw a 96% increase in visits to its Fresh Choice Pantry, including a 52% increase between June and July alone. Nearly 10,000 onsite meals were served to guests in July, the highest monthly total so far this year. Matt Talbot is a community kitchen and outreach center serving individuals and families experiencing poverty, hunger, and homelessness. More than 3,000 people receive assistance through its hunger relief and outreach programs each year, with service numbers consistently peaking during the summer months. The Lincoln Independent Business Association reviewed the City of Lincoln’s audited financial statements going back the last 10 years. That review has led us to believe that the City of Lincoln’s General Fund budgeting process is broken and deserves a much closer examination – with the explicit objective being transparency with the taxpayers. In every single year of our review – a) actual revenues exceeded budgeted revenues, b) actual expenditures came in below budget, and c) annual surpluses were generated resulting in unrestricted cash balances increased substantially. This is not a one-year issue. It is a clear consistent pattern which has become increasingly disconnected from actual financial outcomes. LIBA recognizes that the Lincoln City Charter requires the City to budget only 90 percent of the property tax revenue it expects to receive. That provision naturally creates some positive revenue variance and serves as a prudent safeguard against future revenue shortfalls. However, that charter requirement explains only a portion of the variance observed between budgeted and actual financial results. For ten consecutive years, not one time did actual General Fund revenues exceed budgeted revenues. The average excess revenue over budgeted of approximately $17 million per year over the last five years. At the same time, General Fund expenditures over those 10 years came in below budget every single year – on average - $40 million per year over the last five years. That equates to average annual surpluses of more than $57 million per year over the last 5 years - an increase of 4.1X the $16 million average over the previous 5 years. In simple terms – over the last five years the City did not spend more than 20% of expenditures that were presented in the city budget. That’s a 222% increase over the previous five years. The result is significant increases in unrestricted general fund cash balances – on average $151 million over the last five years – a 250% or 2.5 x increase from $59 million for the previous five years. The issue is not simply that surpluses exist. The issue is what happens after those surpluses are generated, and at what point does “conservative forecasting” become systematic underestimation? Which is a legitimate public policy question. There are two important factors that every taxpayer needs to understand: 1) The Assessor is required to set the levy at an amount that will bring in sufficient revenue to cover budgeted expenditures. Accordingly, even if an expenditure is not expected to occur – or doesn’t occur, the assessor is required by law to ensure that the funds to pay for those expenditures are collected via the assessed levy, and 2) If those budgeted expenditures don’t occur, the City Council retains the authority to spend those funds in a future period, and with a simple majority vote of the council can – and does re-direct those expenditures to wherever they choose. To put all of this in perspective, the unrestricted general fund cash at the end of 2025 was equal to nearly an entire year of general fund operating expenditures. Frustrating to most taxpayers - year over year, City Hall emphasizes “we didn’t raise taxes”. Which to most people implies an equivalent #PrintProudDigitalSmart

statement that “we didn’t take more of your money”. LIBA believes that argument is not only disingenuous it extremely misleading to taxpayers. What City Hall is really saying is “we didn’t increase the levy”. The truth though is the taxes collected by the city from taxpayers DID in fact increase, as a result of increased property values. Given the size of existing reserves, taxpayers should reasonably ask whether current reserve levels remain appropriate and whether opportunities exist to reduce future tax burdens. Which resurfaces the question of how the downtown library was financed. LIBA raised this question in 2025, but this analysis highlights the need to revisit that funding decision. At the time, LIBA asked – why did the City choose to issue approximately $23 million in debt for the new downtown library when available unrestricted cash balances and annual surplus capacity appeared sufficient to fund the project directly? LIBA is not asserting that borrowing is never appropriate. However, taxpayers deserve a clear explanation of why debt was issued for a $23 million project while the City simultaneously maintains historically high unrestricted general fund cash balances and continues to generate substantial annual surpluses. Transparency matters. What factors led decision-makers to commit taxpayers to repaying bonds and associated interest costs? What specific financial analysis demonstrated that issuing $23 million in debt produced a better outcome for taxpayers than using available cash reserves, reserve balances above policy targets or a combination of cash and financing? The City’s increase in net position, the governmental equivalent of retained earnings, has unsurprisingly also accelerated significantly. Total growth in net position over the last five years was $1.05 billion – more than 2x the growth over the previous five years. LIBA’s Position LIBA is not opposed to prudent reserves, conservative budgeting, or responsible financial management. What concerns our members is the consistent patterns that appear throughout the audited financial data – and the abject lack of transparency over those figures. The question is no longer whether these patterns exist. The audited financial statements demonstrate that they do. The more important question is why these patterns exist and whether adjustments to the budgeting process could improve transparency, accountability and public understanding. Transparency requires more than publishing audited financial statements. When year after year actual revenues exceed budgets, actual spending falls well below budget, and unrestricted cash balances continue to grow, taxpayers are entitled to ask whether budgets should be more closely aligned with actual financial outcomes. LIBA believes taxpayers deserve greater transparency regarding how surplus funds are accumulated, how they are prioritized and how they are ultimately spent.

DLA Q&A: Eli Pickel: Downtown Lincoln’s landscapes are in good hands. Meet Eli Pickel, the Downtown Lincoln Association’s new Irrigation and Horticultural Systems Manager. After starting as an intern and working his way up through the organization as a Crew Leader and Arborist, Eli is bringing his experience and passion for plants to this new role. We caught up with him to learn more about his background, what his day-to-day work looks like and what he’s most excited to accomplish as he helps keep downtown Lincoln vibrant and thriving. Q: Can you introduce yourself and share your new role? A: My name is Eli Pickel, and I’ll be stepping into the role of Irrigation and Horticultural Systems Manager. I started with the Downtown Lincoln Association as an intern, later became a Crew Leader/Arborist, and now I’m excited to take on this new position. Q: What does an Irrigation and Horticultural Systems Manager do? A: Every day is different. I help manage our daily operations by coordinating crews, overseeing irrigation systems, troubleshooting issues and working closely with both the Downtown Lincoln Association and the City of Lincoln. We also design and install seasonal planting projects, manage tree care initiatives and support whatever needs to happen to keep Downtown looking its best. Q: Who decides what gets planted Downtown? A: Brian and I work together on plant selection and bed design. Brian has years of experience, and he’s great about encouraging new ideas while helping me learn what works best. We’ll collaborate on designs, with Brian providing guidance and final approval. Q: Is there a project you’re especially excited about? A: One project I’m really looking forward to is simplifying our irrigation systems. Right now, they’re made up of many separate sections, and we’re working toward creating a more connected and efficient system. Improving that infrastructure will make maintenance much easier in the future. Q: Do you have a favorite flower bed Downtown? A: Yes! My favorite is the bed near the LES substation in the Haymarket. I recently had the chance to spend more time there, and it’s filled with beautiful yarrow and echinacea. It’s a vibrant, full planting that really stands out. Q: What are some of your favorite plants? A: I’m a big fan of bright, colorful perennials like echinacea (coneflowers), yarrow, and sedum. They’re interesting, beautiful, and add a lot of character to our landscapes. Q: Will you be continuing Maintenance Mondays? A: I’ll definitely do my best! My style may be a little different, but I plan to keep the tradition going whenever I can. Some weeks get busy, but I know people enjoy the updates, and I’d like to continue sharing what we’re working on Downtown.

From manufacturing and health care to education, retail, agriculture and office spaces, the company has built throughout the community and continues to be involved in Lincoln’s growth. Erickson Sullivan Architects has several exciting projects underway throughout the State of Nebraska, representing every stage of development from preliminary design through construction. Here in Lincoln, they recently attended the groundbreaking for the new location of The Gathering Place with Community Action Partnership. The project includes the complete renovation and addition to an early 1900s historic building in the Everett Neighborhood. This will provide The Gathering Place soup kitchen with almost double their current space and will be essential in helping them serving the neighborhood and anyone in Lincoln who needs a healthy dinner. In Grand Island, they are wrapping up design and construction documents for a new main entrance, vestibule and assembly space addition to the Bosselman Conference Center on the Heartland Events Center campus. They are also in the preliminary design stages for a major church expansion project and a new restaurant in Norfolk, Nebraska. Most excitingly, Erickson Sullivan A r c h i t e c t s, a l o n g w i t h t h e i r foodser vice design subsidiary, Foodlines, is proud to see their project nearing completion of construction for the completely renovated food court at the University of Nebraska– Lincoln Union. They value the public work that has been an important part of ESA’s history, but they believe a broader balance of project types will strengthen the firm and create new opportunities for their team. They have registered fire protection engineers with our office, setting them apart from other engineering companies in Lincoln. One of their current projects is the Citibank building that’s under construction in south Lincoln, which will be opening within the next year. There’s always new products and new RON GEARY construction techniques that are being integrated into building structures. Some of them appear to be good as far as cost and efficiency, but may have ramifications further on with building maintenance and operation in the future. When owners are looking at value engineering items, they need to look at initial cost and also the long term implications of what that does to the building. “I think it’s important to have good involvement and to match the the size of the project with the size of the engineering company, because a lot of times projects are delegated to the newer people or to a group that’s not familiar with what needs to be done for the building.” Says Ron Geary, owner of Geary Engineering. “If they’re looking at the firm, they also need to look at what individuals in the firm are actually going to be doing the work.” Though Lincoln has been around for a while, it is constantly evolving and becoming greater than it’s ever been. Businesses are beginning to plant their roots in Lincoln, and industrial development has been at an all time high.
