by Charlene Strong Special to the SGN Finding the sweet spot in the manifold definitions of “Progressive” in Seattle politics can at best be elusive and at worst the ignition source to endless divisive wrangling. It’s almost as if we are falling all over ourselves to see who can out “progress” the others’ Progressive scruples. Arguments

and perceptions are a deafening racket that is difficult to ignore, much less decipher in this city. The scrutiny and judgment that goes into the endorsement of willing candidates is not for the weak of heart. During my run for office I observed the efforts of many who offered themselves up to be the next civic leader for our city. In

Birmingham enacts LGBTQ-inclusive nondiscrimination ordinance

Applaud journalism by Mark Segal Philadelphia Gay News [Earlier this month, over the weekend of September 7-10,] NLGJA: The Association of LGBT Journalists [had] its annual convention, held this year in Philadelphia. The organization and its membership may not be what you’d expect. For the most part, the focus is not on LGBT media, but rather the organization serves as a place for LGBT journalists who mostly work in mainstream media, in places like CNN, MSNBC and news divisions of the three major networks – NBC, ABC and CBS – as well as print media like New York Times, Washington Post and, of course, Philadelphia Inquirer. NLGJA is a place for those in media to network and discover how they can bring their identities and their community’s voice into the newsroom. And when a story breaks with an LGBT angle, NLGJA helps guide them on how they can be the person in that newsroom to point out the importance and particulars of that story. For any of us who grew up in a time when our community was literally invisible in the newsroom, and on TV, radio or even in newspapers, we know how important these people are, and how hard it was for them to be out and fighting for our community in their profession. And if you ever wonder how important that is, here’s a way to look at it. In just the last nine months, we in the media have had to report on the president’s ban on transgender people in the military, the anniversary of the Pulse Nightclub tragedy, the fight against conversion therapy, the onslaught of bathroom legislation aimed at our trans sisters and brothers, efforts to have us as a community wiped off the 2020 census, the “compromised” legislation on HB 2 in North Carolina, the murder of LGBT

people in Chechnya, the anti-Semitism at the Chicago Dyke March and the racism in our community … and those are just a few of the stories. Our sitting Mayor, struggling with personal histories that were proving formidable, caused needless distraction and questions about city leadership. It was Jenny’s entry into the race that gave me great hope that our city would indeed endure and prevail in the (here’s that word again) “Progressive” and compassionate city that I have been so proud to call home for 30 plus years. Jenny’s equanimity, legal and civic discernment I believe will keep our city moving forward, addressing extraordinarily complex issues that demand a laser focus and legal and civic understanding that I know Jenny possesses. The unexplainable was only part of the story; I was grappling with a house that was destroyed and my life ripped apart in an instant by what I witnessed and endured that night; the unimaginable pleas by Kate to rescue her that haunted me over and over that I then had to come to grips with because I was helpless in saving Kate that night. To compound the agony of the loss, I then had to beg to be by Kate as she lay dying in the hospital that night, being looked upon as a mere stranger. I could do nothing to address the discrimination I navigated that night with any immediacy, but I was left to unravel the next steps of trying to survive and put my life back together. I sought legal advice on how to address the ongoing flooding in Madison Valley that plagued a neighborhood for decades. I desperately wanted to address, not just my loss, but I never wanted anyone else to die due to the flooding that went on far too long in Madison Valley. It was after many interviews I made the decision to ask Jenny to help me with my claim. Jenny instilled in me an assurance that my life would be restored and the flooding would be addressed, once and for all. It was her compassion that struck me first and foremost, and her confidence that the city would understand what needed to happen, what needed to be restored for the safety of not just me, but a community that was shaken by a tragic loss and devastation. As difficult as this is to write I feel it is important that we take note of the unflappa-

ble leadership that Jenny has provided over and over to so many who have been helped by her smarts and her ability to get real and significant results for at times extraordinarily difficult and pain filled losses and issues. So, we are down to the top “2” for the top seat in our city to be the management and Executive leadership of the fastest growing city in the nation. So, what does our city need today? It needs immediacy from a proven talented leader who can get into the office of Mayor and address the needs of our vibrant metropolis on day one. This I believe is only going to be accomplished by one candidate and that is Jenny Durkan. The notion and assertion that Jenny is the “establishment” candidate is, while a convenient label for her detractors, is neither accurate, nor reasonable and speaks very little of the long and exemplary career that Jenny has gracefully executed. Here is a list of her more notable accomplishments and leadership:

A resume that must not be ignored or discounted, Jenny’s legal acumen makes her the most qualified candidate for the next Mayor of Seattle. Our next Mayor needs to be about our future, we are witnessing an instability in the other Washington that cannot be ignored and for many I am sure it is unsettling. You want to “Trump proof Seattle,” then we need a Mayor who has already stood up to Trump. Want to talk about a leader who protects the rights of others? Who was in a back room at SeaTac making those planes stay on the ground in Seattle? It was Jenny along with Courtney Gregiore that kept those planes in Seattle. It’s that level of leadership that we need and, as a bonus, legal understanding that will be best for a world-class city. We tout ourselves as the first in the nation. I believe this to be true, and in my opinion the best way to continue to be so is to elect a compassionate, smart person who will work in the best interest of Seattle, regardless of the pressures looming from the Oval Office. I, for one, believe that Jenny should be leading Seattle into the future and as a Mom and someone who has loved and called this city my home for 35 years I know Jenny Durkan will be the best candidate for Seattle.

Serving as mayor of Seattle is an honor, but it is no easy job. Take it from me: It requires a combination of experience and leadership to oversee the day-to-day management of one of the nation’s largest municipal budgets and over 11,000 city employees. That’s why I’m endorsing Jenny Durkan to be Seattle’s next mayor: Jenny has the vision, experience, and leadership to make our city a better place – not only for us but for the next generation. From affordable housing to keeping our community safe to transportation, there’s no shortage of complex, challenging issues that our next mayor must address. Jenny’s experience and background is unmatched in this race to make sure the city delivers on the issues. At the same time, Seattle has the opportunity to lead the nation and put our progressive values into action. One of the most urgent challenges our next mayor

must confront is the threat of climate change. As Mayor of Seattle, I rallied mayors from around the country to come together and act on climate protection. We were able to join together, and our actions made a bold statement to the Bush and Obama administrations that cities were ready to lead on climate issues. Today, with a twoyear old grandson, I understand just how the stakes are in this fight. Unfortunately, our country’s commitment to the rest of the world to fight climate change is once again at risk. Mayors must again lead, and so must Seattle. I have no doubt that with Jenny Durkan as mayor, Seattle be a global leader in the fight to protect the climate for our children and grandchildren. As U.S. Attorney, Jenny prosecuted those who illegally dumped waste into our water and defended our State’s clean air and water. She has specific policies to reduce greenhouse gas emissions, increase the number of electric vehicles (that would

rely on the nation’s greenest utility), and accelerate the transition to a clean energy economy through a wide range of policy initiatives and budget decisions. Mayors remain on the front lines of climate protection and must continue to work at the local level for positive global impact. We must continue working together to unlock innovation, create new businesses and new jobs in the clean energy economy. Jenny is the candidate who I trust to deliver on her promises to address one of the most consequential challenges facing our country and world and to address the many other challenges facing the City we love. Being Mayor of Seattle is not for the faint of heart, nor is it a place for on the job training. It requires strong progressive vision, experienced leadership and the ability to bring people together to solve challenges and create positive change. It also requires someone with integrity and an unwavering commitment to justice and equality. We speak from experience. We each have deep ties to Seattle: to its people, its challenges and its intense politics. It was a remarkable moment in our state when we served as Governor, King County Executive and Mayor of Seattle at the same time – an historic time when all three executive positions were held by people of color. We all had come through legislative bodies – and went on to serve in future positions. While we have not always agreed on every issue (and even ran against each other), today we all support Jenny Durkan for Mayor of Seattle. We know she will meet the challenges facing Seattle and help lead us to a better, more equitable future. Despite our successes, our political times were not easy. We saw our region vote to end “affirmative action” while two of us were still in office. We fought it and lost. But we kept fighting to advance justice – to protect LGBTQ rights, to find alternatives to mass incarceration, and to increase police accountability for shootings. On each of these issues, Jenny Durkan was in the fight with us, and knew how to get results. And she continues to fight to create positive progressive change. At the state level, she worked to help pass the LGBT non-discrimination bill, finally signed into law in 2006. Recognizing it was just one important step, over the next several years, Jenny worked with elected leaders and activists to move our state forward to recognize full marriage equality. Jenny was with us when we faced the real outcome of the “war on drugs” – as a criminal defense attorney she saw firsthand the devastating impacts on people of color and their families. She tried to have state sentencing laws changed to offer treatment alternatives. When that failed, she

strategized with then King County prosecutor Norm Maleng to create a county drug court – one of the earliest in the nation. Thousands of people have gotten treatment, instead of jail, in the years since. When Jenny sees a wrong, she tries to right it. After a devastating tragedy when a mentally ill attacker stabbed and killed a man leaving a Mariner’s game with his family, she worked with the victim’s family and the county to help create a mental health court that prioritizes treatment over jail. When President Obama appointed her U.S. Attorney, she worked with the Federal Public Defender and the U.S. District Court to create one of the first-ever federal drug courts to battle addiction. As a key advisor to Attorney General Eric Holder, she pushed to reform sentencing guidelines to eliminate racial disparities, to end mandatory minimum sentences for non-violent drug offenses, and to increase the numbers of presidential pardons for those individuals imprisoned just too long. She has advocated and led the charge for police reform for years. In Seattle, after a tragic police shooting took the life of a young African-American man, Mayor Rice asked Jenny to serve as the first-ever civilian observer on the Firearms Review Board. Her appointment came over strong objections and the police union even filed a labor complaint to block Jenny’s access and participation. Jenny persevered. Seattle took a step towards greater transparency and accountability in police shootings. Importantly, her earlier service set the stage for the court monitored, deeper reforms that Jenny demanded while serving as U.S. Attorney. Those critical reforms ushered in new mandatory de-escalation and crisis intervention policies and training, and created a new process for investigating police shootings overseen by the federal court. Mental health providers now help shape the policies and review how police are interacting with people in mental crisis. Because of Jenny’s efforts with civil rights groups, the community and the court, we have more rigorous internal supervision and civilian and community oversight of police. And the police are finally required to gather data to help identify and combat biased policing. While there is work left

to be done, progress has been made. The federal court monitor recently reported that use of serious force has dropped 60 percent and interactions with the mentally ill have improved significantly. The work for full equality is far from done. These are urgent times for our city, and the list of challenges is long and complex: to deliver on the promise of true police reform; to solve the housing affordability crisis; to protect our people from President Trump’s misguided immigration policies and attempts to erode LGBTQ protections; to help those on the streets find permanent homes and to ramp up mental health services. As we said, it is not a job for a novice. Growth is changing our city rapidly. We need real leadership to steer us through. Seattle needs someone who has been on the front lines of social justice and civil rights, someone with a strong vision for positive progressive change, who can pull us together rather than splinter us apart, who can make real progress. We believe that person is Jenny Durkan.

Over the past three years, the Clinic has cared for 11,900 patients and provided over $10 million in services. Statistics show patients come to the Clinic from 262 unique zip codes and speak 37 primary languages. Many who seek services (47%) do not have health insurance, are unemployed (49%) or classified as the working poor; and more than 60% of patients are at or below 200% of the Federal Poverty Level. Here is how the Clinic works: • Clinic patients receive treatment on a first-come, first-served basis. • Patients may park free of charge at two Seattle Center facilities, 1st Ave North Garage and Mercer Street Parking Garage, on each day of the Clinic. • Fisher Pavilion at Seattle Center, located on the grounds at the corner of 2nd Ave North and Thomas Street, serves as the ticket waiting and distribution area. Organizers distribute free admission tickets for the day beginning at 5 a.m. Tickets are limited. • Doors to KeyArena open at 6:30 a.m. Patients are admitted by ticket number into the Clinic. • Patients register as they enter. They do not need to show identification or proof of immigration status. • Inside KeyArena, all procedures and services are provided free of charge, and interpretation services are available for those who need them. • Patients may receive services in two areas on each day; however, they cannot receive both dental and eye care in one day. They may return to the Clinic on other days for additional services. Seattle/King County Clinic transforms the form and function of KeyArena. The licensed healthcare professionals and general support volunteers who staff it donate their time and expertise. Palm Center statement on support by Gen. Joseph Dunford, Jr., Chairman of the Joint Chiefs of Staff, for Transgender service Current and former Joint Chiefs Chairman backs inclusive policy SAN FRANCISCO, CA – [On Tuesday, September 26] Palm Center Director Aaron Belkin released the following statement after General Joseph F. Dunford, Jr., Chairman of the Joint Chiefs of Staff, told senators that all transgender troops capable of meeting standards of fitness and deployability should be permitted to remain in service: “President Trump has consistently said that he would listen to the generals when making military policy. The highest ranking member of our armed forces, Gen. Joseph F. Dunford, Jr., could not have been clearer when asked his views about transgender military service: He believes that ‘any individual who meets the physical and mental standards and is worldwide deployable and is currently serving should be afforded the opportunity to continue to serve.’ An estimated 12,800 troops currently defending our country are transgender, and they are no less deployable than their peers. As Gen. Dunford told the Senate, these troops are serving ‘with honor and valor.’ The military does not want to reverse its promises to its service members, or to disrupt readiness by wasting badly needed talent and ripping apart cohesive units. Only the politics of division could take aim at these American patriots.” Gen. Dunford made his comments in response to a question by Senator Kirsten Gillibrand (D-NY), during hearings of the Senate Armed Services Committee, which is considering him for reappointment. A bipartisan bill was introduced in the Senate earlier this month to prevent President Trump from banning transgender troops. Senators John McCain (R-AZ), Jack Reed (D-RI) and Susan Collins (R-ME) joined Gillibrand as co-sponsors. Gen. Dunford’s support for transgender service means that all three of the most recent Joint Chiefs Chairmen have endorsed inclusive policy. Admiral Mike Mullen, citing the “harm to readiness and morale” caused by “don’t ask, don’t tell,” urged political leaders “to respect the military’s judgment and not to breach the faith of service members who defend our freedoms.” He noted that “the military conducted a thorough research process on this issue and concluded that inclusive policy for transgender troops promotes readiness.” General Martin Dempsey said of transgender troops, that “the service of men and women who volunteer and who meet our standards of service is a blessing, not a burden.” Additionally, fifty-six retired generals and admirals recently came out in support

AG Bob Ferguson wants to join suit against Trump’s Trans ban by Mike Andrew SGN Staff Writer Washington Attorney General Bob Ferguson has filed a motion to join a federal lawsuit challenging Donald Trump’s ban on Transgender people serving in the military. Ferguson’s motion, filed September 25, argues that Trump’s ban “constitutes undisguised sex and gender identity discrimination that serves no legitimate purpose, and its implementation will have significant, damaging impacts on the State of Washington and its residents.” “Thousands of transgender individuals serve or have served their country with honor and distinction,” Ferguson said in a statement issued later on September 25. “Barring transgender individuals from serving based on anything other than their ability is wrong.” According to Ferguson’s motion, Washington state would suffer harm if Trump’s ban goes into effect because the presidential order would apply to the Washington National Guard as well as federal troops. This state is home to approximately 60,000 active, reserve, and National Guard members. The Washington National Guard is an integral part of Washington’s emergency preparedness and disaster recovery planning. In August, Lambda Legal and OutServe-SLDN filed a lawsuit on behalf of several Transgender plaintiffs who are

currently serving or want to serve in the military. In July, Ferguson and 18 other state attorneys general sent a letter calling on members of the US Armed Services Committee to stand with Transgender military service members following Trump’s announcement of the new policy on Twitter. Ferguson has been an active ally for the Transgender community. He filed an amicus brief supporting Transgender student Gavin Grimm in Grimm’s suit demanding rights to use gender-appropriate restroom facilities at his high school. Ferguson also urged a federal court to uphold the federal government’s ability to protect the civil rights of Trans people through Title VII and Title IX, and led a multistate coalition urging the US Department of Veterans Affairs to provide Transgender veterans access to health care. The court will decide whether Washington state can join the suit against Trump’s Trans ban sometime after a three-week “noting period” has elapsed. Washington Gov. Jay Inslee endorsed Ferguson’s move. “Our state will fight any discriminatory order that targets and negatively impacts Washingtonians and pits our state’s inclusive laws against the unjustified and discriminatory federal policies being promulgated by the current administration,” Inslee said in his own statement. An agreement between the two parties that make up Greece’s government means that Transgender Greeks will soon have legal recognition. The left-wing SYRIZA party, the dominant partner in the coalition government, introduced legislation to provide recognition for gender changes in Greek law. The much smaller ANEL party said on September 27 that it would withdraw its objections to the bill. ANEL’s parliamentary spokesman Thanassis Papachristopoulos said that the party would support the bill in Parliament. “We at the Independent Greeks will vote the bill through,” he said, highlighting the effort by the two parties, although ideologically at opposite ends of the political spectrum, to put on a show of unity. Unlike SYRIZA, ANEL is a right-wing party, and it is allied with the left only

because both oppose the fiscal austerity measures forced on Greece by the European Central Bank. In 2015, SYRIZA pushed through a bill legalizing same-sex civil unions, over the objections of the Greek Orthodox Church, the country’s established religion. ANEL leaders are known to be close to church officials and voted against the civil union bill, which passed only because opposition parties supported it. According to Greek media, ANEL backed down on its opposition to recognizing Trans people when Prime Minister Alexis Tsipras of SYRIZA promised not to investigate alleged wrongdoing by ANEL leader and Defense Minister Panos Kammenos. ANEL’s support was necessary because, unlike the civil union bill, opposition parties said they would not vote for the Trans legislation unless all the government’s members supported it too.

Emerald City Softball Association, the NW’s largest Gay-softball organization, invites players of all skill-levels to its Oct. 7 Fall Field Day The Emerald City Softball Association (ECSA) invites players of all types to find their team for 2018 at its Fall Field Day event, Saturday, October 7, at 2pm, at North SeaTac Park, S. 128th St. and 20th Ave. S., in SeaTac. With more than 550 active players, the Emerald City Softball Association is the Northwest’s largest LGBTQ-focused softball league and one of the largest Gaysports organizations in the U.S. As a newplayer clinic and skills assessment, the Field Day is designed for players of all skill levels. Novices are strongly encouraged to attend, as are seasoned pros. Haven’t thrown a ball since childhood? You won’t be alone, league officials say. “It’s a great chance to meet new people from throughout the Seattle area and see what the league is all about,” says James Neely, ECSA membership director. Representatives from many of the ECSA’s 37 teams will be on hand to introduce themselves and invite new players to their teams for the 2018 softball season, which runs from April to June. Games are on Sundays at North SeaTac Park and Petrovitsky Park in Renton. After the season, the ECSA also holds the annual Emerald City Classic tournament in various Seattle-area locations, attracting teams from across the continent. Field Day participants are encouraged to bring a mitt and molded plastic cleats (no metal spikes) but running shoes with good traction are okay and spare mitts will be available. There is no cost and no RSVP required. Players can join the event on the

“ECSA Open Division” Facebook page to stay apprised of event information. In case of rain, Field Day will take place on October 8 at 10am at the same location. About the ECSA The ECSA started in 1980 in Seattle as a group of friends playing ball and has grown to be a welcoming place for LGBTQ and non-LGBTQ players to partake in the competition and spirit of softball. It is now one of the oldest and largest Gay-softball leagues in the nation. As a member of the North American Gay Amateur Athletic Alliance (NAGAAA), which represents more than 13,000 players in 43 member cities in the U.S. and Canada, the ECSA sends its top teams to each year’s NAGAAA Gay Softball World Series. In September 2017 a record 12 teams represented Seattle and the ECSA in the World Series in Portland, Oregon. The sense of community and support that players feel when they are a part of the league is what sets the ECSA apart from other organizations, Neely says.
