We have assembled a team of additional consultants, all with equal specialization within their fields and together we understand the challenges that are at the core of your project, the concerns of multiple stakeholders often involved, and how to design for the future of the performing arts and the new role of the library. To achieve this goal, the process and subsequent solutions will require extraordinary attention, and innovative thinking from an experienced Design Team to clarify and translate the visions of the Tavares leadership, stakeholders, and community. It demands a team familiar with bringing complex projects to fruition under the constraints of time and budget. Collaborating with clients to uncover exciting, elegant, and functional solutions is what we do. Per the request of the RFQ, we have included the Benefactor Group on our team as Fundraising Consultants, and their impressive credentials can be found within this submission. Although allocated costs for a study such as this are in the general range of similar project studies, Fundraising Consultants are typically not within this scope. ABOUT US Our focus on architecture for the arts is the product of our directors’ 30+ year careers designing performance and cultural facilities. With this singular focus, WBA can bring our clients an unsurpassed wealth of knowledge regarding this particularly complex building type, while successfully leading projects from the programming/master planning phases through construction and occupancy. To understand the history of this success, you should know more about WBA’s history prior to its founding. WBA’s founding directors, Scott Wilson and Scott Butler, began their careers working for Benjamin Thompson + Associates, the nationally-recognized and award-winning firm that emphasized buildings are about creating a “setting for an enriched way of life.” Having spent a decade working under Ben’s design influence, they proudly continue that approach as they design facilities which meet each client’s unique requirements, respond to the individual physical context of each site, and celebrate the joy embodied in the arts. The Request for Qualifications outlines the key tasks for this study, each of which requires experience and innovation:

The Project outlined in the Request for Qualifications presents an exciting opportunity for the City of Tavares to develop a cultural arts project within the context of a vibrant and engaged community that will not only strengthen its relationship with its current residents but will also strengthen its relationship with the greater artistic community. Wilson Butler Architects (WBA) recognizes that this project has the potential to redefine the arts experience in Tavares. We look forward to developing a solution that exceeds the expectations of the City, its residents and, the greater community. Through a collaborative approach to design, the WBA team will strive to deliver new ideas, creative solutions, and innovative design techniques while respecting the development principles the City has developed over time. We believe our design philosophy and the City’s goals are well-aligned – each focused on the connections between urban redevelopment and improving the arts within a community. We are pleased to submit the following response to the Request for Qualifications for the Performing Arts and Library Study.

Our firm is an energized and interdisciplinary group of designers dedicated to the improvement of the quality of life in American cities through rigorous planning, exceptional design, and strong community partnerships. In recent years, this shared mission has manifested in working relationships with many great Florida communities including, Fort Lauderdale, Jacksonville, and Miami. We also recognize that every City is unique and requires a fundamentally different design response. Through the exploration ideas, WBA, working with the City, will create a locally-grounded yet nationally-significant new performing arts center and library. We envision a space for both residents and visitors, where public life is vibrant year-round. The new Performing Arts Center and Library have the powerful potential to further knit the City and the residents of Tavares to the downtown urban core.

Site Selection: Conduct a site selection analysis and “best location” recommendation

Program & Uses: Given the two sites, identify the program (uses/users and square footage of the uses - Performing Arts Center, Black Box Theater, Library, Parking Garage, Studio Rooms, Gallery, HVAC, dressing rooms, Roof Top Meeting Area etc.….)

Construction Budget: Develop a budget for design and construction of the proposed facility based on the City Council’s selected one location and program to pursue

Funding Sources For Construction: Identify all potential sources of funding for the facility (Grants, City, County, State, Tax Incremental financing, and Tourist and Development Council (TDC) “Heads in beds tax”, Economic Development Administration funds, Investors, Philanthropy etc.….)

Annual Operating Budget: Develop an operating budget that includes annual anticipated revenues and annual anticipated expenses. Identify a cost sharing program for the continued and ongoing operations and maintenance of the facility

Presentations: Present the report to the City Council and Library boards

Final Report: Develop a final report entitled “Performing Arts Center & Library Study”

3 The process that follows represents our proposed approach for this effort. We anticipate refining and tailoring the process, scope and schedule to best align with the needs, timeframe, working patterns, and culture of the City. A strong working partnership between our team and the City will be critical to the plan’s success. Our experience on similar projects of this scope and scale will ensure we lead a precise and coordinated effort.

OUR APPROACH

TASK 1 – SITE SELECTION

We believe that an approach establishes the working style of an individual, a team, and a process. It is an opportunity to plan a coordinated effort that will directly link those that share a common goal to an engaged programming and design dialogue with the City of Tavares. It is essential to understand your history, learn your culture, and embrace your aspirations. We believe this process will lead to innovative and thoughtful design approach – inspired by the history and mission of the City.

Selection of the most suitable location for the Tavares Performing Arts Center and Library is not only one of the initial tasks but is also one of the most important. An architectural design solution is greatly impacted and informed by the specific site on which it is located. Not only will the design be influenced by the physical attributes of the site, the perception of the site within the “whole” and community context but it will also embrace the current development activity in Tavares.

WBA’s approach to design problem solving is one that is based on our extensive experience leading diverse and multi-faceted clients and stakeholders, while tailoring the specific procedures to your unique project. However, at its fundamental core, it is a process of inclusion. We expect and encourage our clients, and in your case when appropriate, the Tavares community, to get involved. We are there to challenge their assumptions and ask them to challenge ours. We pose provocative questions, often exposing overlooked or unknown issues. Through this process, the best planning concepts emerge not from preconceived notions, but from a thoughtful, collaborative process. It is a process that is fundamentally sequential and at every step of the design process, we bring the project back to the broader context to ensure that it connects to the whole. A successful outcome is only possible through a rigorous investigation of the design problem, innovative solutions for the performing arts and library programs, and collaboration among all team members and stakeholders. After all, we often say that it is hard to vote against something that one has helped to create.

SCOPE To complete the Performing Arts Center and Library Study, we propose a four to a six-month planning process that commences in April 2018 and concludes in August of 2018. Please note that this schedule is flexible and is dependent on required review times. Please reference the accompanying schedule for the specific timeframe of required tasks. While the schedule is somewhat linear, we see the process as iterative and realize there may be overlap between phases as we refine and retest ideas. The schedule is organized to provide a deliberate and interactive process with the Tavares community.

BIG PICTURE VISIONING. Before embarking on the following tasks, we will conduct a high-level

visioning session with the City, Stakeholders, and the broader Tavares Community. This visioning session is intended to be explored hand-in-hand with Problem Definition. It is an intensive session with stakeholders and users where the collecting of ideas begins to inform an inspirational future – “Where should we be headed?” Combining statements from core values to operational objectives to aspirations, we will collectively begin to define and delineate the Guiding Principles of the project. This will establish the Guiding Principles of the project and will aid the team in solution evaluation.

Each of the Tasks 1 through 7 may be initially seen as distinct efforts, but they cannot necessarily be treated independently. There are interrelationships and concurrent efforts that inform one another to result in the most grounded decisions and solutions. However, in the interest of responding to your RFQ, the below describes our approach to each of the Tasks while at the same time, defining what additional Task exercises and research will be conducted during specific tasks. As stated earlier, site evaluation is more than what can be found in underground utility drawings, site surveys or zoning ordinances. It is about the perception of the site. As part of our evaluation, we will be “experiencing” the sites – walking the area at various times of the day and night and understanding existing activity zones – in order better understand and evaluate what the sites have to offer to the project and what the project offers the neighboring context. It is about the Opportunities and Constraints that work towards creating a sense of place for the Performing Arts and Library within Tavares and alignment with the Guiding Principles. We will approach our analysis without pre-conceived notions and present our findings, experiences, and the preferred site recommendations to the Tavares City Council in clear, graphics and written formats for consensus and approval. The Task 2 programming exercise will be orchestrated by WBA with the Library programming spearheaded by our Library Specialist Consultant, Kimberly Bolan, and Associates (KBA). KBA’s approach revolves around “rethinking, re-envisioning, and redesigning” and includes everything from understanding 21st-century services and services models and how they impact physical design to creating flexible and creative library spaces that can adapt into the future; meeting library and community needs as they continue to evolve and change.

During our Site Selection Task 1, identified Tasks 4 and 5 would need to begin to provide information for the Programming Task 2. AMS Planning & Research (AMS) will start initial Market Analysis and User Assessment, while the Benefactor Group will begin their initial investigations of potential funding sources.

Once we have had the opportunity to translate information gathered from interviews and research, we can begin looking at building organization concepts. By utilizing both 2-D graphics and 3-D block representations of the program spaces, all stakeholders can grasp a better understanding of the scale of spaces and the potential interrelationships. These simple block tools enable us together to examine possible alternate configurations from adjacency and massing standpoints on each of the two preferred sites. These studies then inform the site organization for the development of Conceptual Site Plans.

TASK 2 – PROGRAM & USES As we begin the programming and needs assessment portion of the project, we delve deeper into the more specific requirements of both the performance (front-of-house and back-of-house) and library spaces through meetings with all primary stakeholders. This will entail information gathering sessions with both distinct user groups and City officials. This is a time for all voices to be heard. It is a challenging task, and throughout our extensive experience, and proven methodologies, we simplify the process by breaking the program into more manageable parts. We are expert distillers, and with the help of stakeholders, we can together build consensus of what’s most important and develop the driving space goals and systems to guide the project. The programming effort builds upon the breadth and depth of the previous and ongoing findings of AMS, most specifically the size of the House or number of seats that would best be supported by the local and regional market, united with the specific types of performances to be accommodated, the design team can address programing with a more focused purpose. The Public Presentation Workshop One is a critical first exposure of the project to the Tavares community, and it will purposely be organized to bring the community up to speed on the decision making process to date – Guiding Principles, Site Analysis, Market Research, Programming, and options. During this workshop, the community will be exposed to the early design process through drawings and models, with resident input in this open forum is paramount. The workshop format consists of initial presentations by the WBA team on various related topics and small group work sessions that allow specific topics to be examined in greater detail. It is when early buy-in, support, and excitement begins to build. Following this meeting, input can be incorporated and prepared into a score matrix forming the basis for recommendation and City Council approval.

Although during the Programming Phase, we may have assigned an approximate per square foot cost to the project, it is not until the Conceptual Design is well underway that true conceptual pricing can be accomplished. Our cost consultant, Cost+Plus, specializes in this complex building type and we have worked together for years on multiple projects. More accurate definition of areas, materials selection, and systems descriptions will all gel to provide the basis for conscientious cost estimating. Upon completion, the Conceptual Cost Estimate will be presented to the City Council before any public release for review. Public Presentation Workshop Two will present to the Tavares community Conceptual Design to date and include both 2-D and 3-D representations of the design. These presentation materials are intended to excite the community but are also presented in a way that still allows for input and comment. Following the public meeting, the Design Team will respond to appropriate community comments and present the Conceptual Design and Cost Estimate to the City Council.

TASK 3 – CONCEPTUAL DESIGN AND CONSTRUCTION BUDGET Up to this point in the process, we have purposely focused our collaborative design efforts on defining of needs, analysis, and the pragmatic functional requirements of the Performing Arts Center and Library. Because of the differing characteristics of each of the sites, venturing into the architectural aesthetic character and response would be premature. However, now that we have a program and site, the fun can really begin.

Conceptual Design is without question the most exciting part for all involved. It is a time to explore all the possibilities to translate practicality of function into a stirring architectural expression – Solutions that cause the future visitor from near or far to say “Wow!” The Stakeholder Workshop Charrette at the beginning of the Conceptual Design phase will be about the walls of our meeting space covered with examples of inspiration and precedents. What are the best examples of similar facilities elsewhere in the world? What makes them inspiring? What makes them memorable? What makes them forward thinking? This exploration opens the eyes of the team and stakeholders to what could be. With our program blocks and simple “floor plate” models, we can quickly test and evaluate options as we re-evaluate site decisions to date. Our study models are especially helpful to laypeople to better understand spacial relationships. During Conceptual Design the Design Team is further expanded to include engineering consultant, TLC Engineering who will bring their experience and insights to define the most appropriate structural and mechanical systems. Economics, constructability, and sustainable design will be integral evaluation tools throughout the Conceptual Design Phase. TASK 4 – FUNDING SOURCES FOR CONSTRUCTION OUR APPROACH Successful fundraising is built on a foundation that includes the following essential elements. 1.

A highly regarded institution that has earned the respect of stakeholders and the community for exceptional services and prudent administration.

A compelling case for support that describes fundraising goals as sound philanthropic investments that will appeal to prospective funders.

Generous financial commitments that account for the majority of the goal and inspire generosity from others.

Committed leaders who will devote their time and talent to achieve the fundraising results.

Ample financial potential within your prospect pool.

Sufficient technology, infrastructure, and personnel within the organization to carry out the appropriate fundraising tactics.

The preliminary case for support offers compelling arguments for completing the campaign vision with a sense of urgency. It will serve as the basis of a conversation between Benefactor Group consultants and potential funders during discovery interviews. DISCOVERY Individual Interviews Benefactor Group will speak with past, current, and potential supporters whose involvement in this project can make it successful. To that end, we will seek 15 to 20 interviews. Each prospective interviewee will receive the preliminary case for support and a letter of invitation to participate in the feasibility study. This allows interviewees to be prepared for a productive conversation. Benefactor Group will work with City staff to determine the best approach to scheduling interviews. We attempt to conduct interviews in person; however, we would conduct telephone interviews when schedules preclude personal meetings. Through these discussions, we will accomplish the following. • Assess the appeal of the proposed goals among potential funders • Evaluate the likelihood of attracting strong leaders and funding to support the project.

• Identify external factors such as competition and the general economic climate that may affect the timing and strategy of the effort. FOCUS GROUP DISCUSSIONS (OPTIONAL) While the personal interviews are being conducted, Benefactor Group can organize and schedule focus groups. We will prepare a letter of invitation and develop the questionnaire for distribution at the conclusion of the focus group discussions. All data collected from the discussions will come directly to Benefactor Group and be held in confidence. BENCHMARKING AND RESEARCH We gather publicly available data from sources such National Center for Charitable Statistics, Giving USA, GuideStar, and similar sources. We will also utilize existing data and research from organizations that have done similar work. The result of this research will establish a baseline and benchmarks for a successful project.

Our study will examine each of these elements and factor them into our findings, recommendations, and financial forecast. ORIENTATION Benefactor Group will initiate this phase of the project by planning a kickoff meeting with City officials and related partners to establish rapport; identify stakeholders to be interviewed (e.g., City officials, community leaders, corporations, foundations, etc.); and identify the individuals that will define the case for support. Benefactor Group consultants will create the agenda and lead the meeting. PRELIMINARY CASE FOR SUPPORT To assess the fundraising potential of the project, we must first define and document the case for support. Benefactor Group will work with the City of Tavares staff, and/or other individuals identified in the kickoff meeting, to develop a two- to three-page document that provides a powerful and succinct articulation of the project’s goals. Staff will review a draft of the document and provide feedback to Benefactor Group, who will make two revisions to the document. CITY OF TAVARES, FL - PERFORMING ARTS AND LIBRARY STUDY

FAST/SLOW CAMPAIGNS TODAY’S CAMPAIGNS CAN RANGE FROM A SINGLE DAY EVENT, SUCH AS #GIVINGTUESDAY, LOCAL GIVING DAYS, OR A ONE DAY RUN/WALK/RIDE EVENT, TO A TEN YEAR COMPREHENSIVE CAMPAIGN MARATHON.

ANALYSIS Once all interviews, focus group discussions, and benchmarking research have been completed, Benefactor Group consultants will analyze the data gathered during discovery. We gather quantitative information—data, statistics, and responses to yes-no and multiple-choice questions on our questionnaires. We also collect qualitative information—stories, anecdotes, and the answers to open-ended questions from the interviews. We enter the quantitative data into a common source that allows us to collate and cross tabulate the information. We will also add the qualitative information from our interviews and discussions, and perform text analysis of this information. FINDINGS, RECOMMENDATIONS, AND PRO FORMA REVENUE FORECAST Our final deliverable is a comprehensive report of findings and recommendations that includes the following. • Executive Summary—a concise synopsis of the report. • Method—documentation of the study process, including the timeframe, tasks accomplished, and the individuals we engaged on your behalf. • Findings—analysis of the data we gathered to assess the likelihood of a successful campaign, interpretation of the interviews to evaluate support for your fundraising objectives, and potential leadership and leadership giving for a campaign; we will include selected quotes, without attribution, that represent comments made during the discovery interviews. • Recommendations—our advice, based on the findings, and our suggested strategies for such elements as potential funding sources, fundraising strategy, campaign leadership recruitment, timing, funding goal, staffing and infrastructure refinements, and the resources needed to guide and manage the fundraising campaign. • Pro forma revenue forecast – based on the assumptions defined in the findings and recommendations, we will create a pro forma forecast that illustrates anticipated revenue flow for the project.

TASK 5 – ANNUAL OPERATING BUDGET

In order to determine potential events and programs hosted at the Tavares PAC, AMS will use proven standardized protocol, and together with the project team, AMS would survey potential users (including known and/or prospective users) regarding their current patterns of use, desired spaces and systems, and the frequency and nature of any potential enhanced or additional activity, and willingness-to-pay for rental space. This would include other venues utilized and current rental rates. Based on stakeholder and public feedback gained in Task 2, and potential user assessment data, with steering committee input, AMS will outline type and quantity of space needed in a proposed facility for performing arts programming, estimate the number of performances, classes, exhibits, and other activities, which would inform the development of the building program and operating pro forma. Based on project goals, research findings and the proposed activity profile, AMS will recommend an appropriate governance and management structure for the project including staffing and recommended volunteer structure. AMS will then prepare a pro forma operating forecast for the arts component and collaborate with the library and fundraising team members to prepare a normalized year of operations, typically the third year following a facility’s opening and then build a model out for the first five years of operation. This will include: projected income including program fees, rentals, leases, concessions, and contributed revenue and endowment earnings; and forecast operating expenses, including staffing level with associated salaries and wages, payroll costs, advertising, administration, maintenance and repairs, utilities, presentation costs, equipment leases/rentals, insurance, overhead and capital reserves and an analysis of net gain/loss. Deliverable to conclude the study’s work, AMS will submit a comprehensive final planning report, including an executive summary and relevant appendices. The final report will identify a series of recommended next steps to advance the project, and timeline for implementation. Although not identified as part of Task 5, if the Performing Arts Center is meant to be a rental facility or whether they are looking to increase PAC programming and it goes beyond identified user needs, AMS suggests a community survey on program priorities and gaps.

1 Potential Users Assessment

AMS would issue a web-based survey to potential users (including known or prospective users) regarding their interest in using a new performing arts center.

2 Local Market Conditions AMS would inventory existing performance spaces, rental rates, programmatic content and facility users to assess opportunities and understand how current conditions may inform operating recommendations.

3 Comparable 3 Facilities Research

AMS would research three comparable facilities to form a basis for assumptions regarding program content, rental policies, staffing and other operational considerations.

4 Activity Profile AMS would outline a base year of activity for the proposed facility for performing arts programming, estimating the number of performances, classes, exhibits, and other activities, which would inform the development of the operating pro forma.

Management and Staffing Recommendations

AMS would recommend an appropriate governance and management structure for the project including staffing and recommended volunteer structure.

6 Operating Pro Forma

AMS would prepare a pro forma operating forecast for the arts components and collaborate with the library and fundraising team members.

TASK 6 & 7 – FINAL REPORT AND PRESENTATIONS As indicated in our proposed Project Schedule that follows, the sequence of Tasks 6 & 7 will be flipped, for we believe that before the final report can be assembled, it is important to have an opportunity for a last review and buy-in by stakeholders. In essence, what is presented to the Board, Staff, and Tavares City Council will be the culmination of the Team’s recommendations and include Conceptual Design material, Cost Estimate, Market Analysis and Operating Budget, Potential Funding, together with recommendations for the reuse of the Library Block Site should it not be the selected site for the new Performing Arts Center and Library. Minor content make-up or document order can be discussed and finalized before printing. We might also recommend the preparation of two final documents; one is the comprehensive report that assembles both Team recommendations along with support material delineating the process of arriving at these decisions, and the second devoted to exciting images and “bottom lines” used expressly for marketing and fundraising.

PROJECT SCHEDULE OVERVIEW The proposed WBA Team schedule is based upon an approximate five-month timeline and is fundamentally organized around the coordination of Design Team contributors, together with the synchronization of on-site interview/meeting dates throughout the course of the project. As described earlier, the information and research shared by the Design Team members with one another during the project process is critical for ongoing decision making and is timed accordingly. Additionally, coordination of meetings, presentations, interviews, etc. with stakeholders, Boards, City Council, and the Tavares community have been scheduled to provide both collective disseminating of Design Team conclusions and to reduce costs. The proposed schedule can be modified following review and discussion with the City of Tavares leadership, stakeholders, and the Design Team should a more aggressive completion date be required.

Located at the southern end of campus, Auburn University’s new Performing Arts Center, together with the Julie Collins Smith Museum of Fine Art, defines the Cultural Arts District and establishes the southern gateway to campus.

The 1,200-seat multi-purpose hall has been designed with natural, variable acoustics, orchestra pit/lift, adjustable proscenium, with a stage (and stagehouse) to accommodate a full range of performers: from a small ensemble or dance troupe, to a full symphony orchestra and chorus, to touring Broadway shows.

The performing arts center is organized around two primary venues: a 1,200 seat multi-purpose performance hall, and a 250-seat flexible venue. These two venues are linked with a transparent multi-story lobby oriented towards the art museum and major campus entry roadway, inviting all to join in the celebration of the arts. Efficient back-of-house programming and design adjacencies allow these critical support spaces to serve both venues thus eliminating unnecessary duplication, while still serving the performer’s important pre and post-performance needs.

The second venue is intended to serve a variety of needs from rehearsal space, banqueting/event space (working in concert with the lobby and outdoor “porch”), and of course, performance space. The second venue will not only facilitate the technical needs of a multi-media experimental theatre, but also has the additional feature of operable “hanger-type” doors that allow for performers to play to an outdoor “lawn” with a capacity of over 2,500 concert goers. The bidding for Site Development began in July 2017 with full bidding in September 2017 for an estimated

completion of the project in the Fall of 2019. The project is designed to achieve LEED Silver Certification.

In 2009, WBA was selected to develop the design for the $40 million renovation of the 220,000 GSF Broward Center for Performing Arts (BCPA), originally designed by the firm’s partners, Scott Wilson and Scott Butler in 1986 - 1987 (completed 1991), while working with Benjamin Thompson Associates. BCPA asked WBA to study effective ways to create patron interactions with the Center and performers and to enrich the social experience that ensures long-term patronage and broader support from the community. The project was executed in 3 main phases and the facility remained open during the entire construction period. Phase I focused on the

renovation of the 2,700 seat Au-Rene Theater and the creation of the new Club Level, an allinclusive patron experience modeled after those offered in sports arenas, a first in the performing arts industry. Phase II continued with new and improved patron experiences; the new Intermezzo Lounge, Peck Courtyard, renewed lobbies and vastly improved restrooms.

Phase III concluded the main project with the grand opening of the new Huizenga Events Pavilion which was sited along the New River and the addition of the Rose Miniaci Arts Education Center. During the summer of 2015, BCPA opted to finish what they started and renovate the 590 seat Amaturo Theater as the final chapter in the ambitious project.

Scope of Services: Site Selection

The master plan and conceptual design for a new Cultural Arts Center for Herndon, VA, a suburb of Washington DC, guides the way for a new home for local arts groups and performances, as well as pointing to a transformation of a significant portion of downtown. Located in western Fairfax County, Herndon is the third largest town in Virginia with a population of 22,000: over the past 20 years, the town has become a center for internet technology yet still retains a strong sense of community with a smalltown charm. The design team identified local and regional users and developed a building program for the center that balanced expansive ‘wish lists’ with

more restrictive budgets. Once the building program, which includes a 275-seat theatre, a 100-seat function hall, and an art gallery, was developed, the program was tested with the firm’s technique of “program massing blocks” on a model of downtown sites and studied for urban design strengths and weaknesses.

We worked with the Town, the board of directors and the user groups to identify the site that would most successfully incorporate the needs of the facility with the Town’s urban design goals, second to sponsor a design process the articulates and satisfies all of the diverse needs of the Art Center’s many constituents and finally to create an economic plan that would allow the Center to be funded and built in phases.

Scope of Services:

Wilson Butler Architects led the development of a city-wide performance art center master plan for Richmond, Virginia, collaborating with over 15 arts groups along with city and business leadership. The CenterStage complex was Phase 1 of this effort. It joins together two buildings - a 1,800 seat “atmospheric” great theatre of the 1920s with what had been the empty shell of a 1940s department store to create a new performing arts facility. CenterStage now includes the 200 seat Gottwald Playhouse, the popular 150 seat Rhythm Hall, the Brightlights Education Center, and houses the Richmond Symphony Orchestra. The renovation of the Altria Theater is the most recent manifestation of a citywide performance

art center master plan for Richmond. The project is helping to attract people back into the city and be a part of a vibrant arts, entertainment, and cultural reawakening. The 3,600 seat auditorium is purposed for large, Broadway-style shows and music artists. The performance spaces were improved for the patron’s comfort and experience. The artists’ experience and technical support of shows were upgraded via theatrical lighting, new AV systems, stage rigging, stage flooring and dressing rooms. A new box office, creative restoration of lobby entrance, new ‘parlors’ with bars, a new subscriber lounge and an increase of restrooms provide areas of respite and relaxation before, during and after the show. These spaces afford unique opportunities that create an unforgettable audience experience.

The proposed 560-seat, 25,200 SF Empire Theatre will be restored and expanded to include 37,000 SF of new space. The existing theater will be renovated to accommodate the needs of both today’s patrons and performers. This work will also include updated theater rigging and audio systems, improved dressing rooms and a rebuilt scene shop. The new addition will include a new entrance/box office lobby with restrooms and a coat check, rehearsal space, a 200seat studio theater, offices and a new loading dock.

Kimberly Bolan & Associates (KBA) partnered with Providence Associates to develop the program for the new library facility that included a restoration of the 115- year-old Seaboard Building, a new seven-story glass-walled addition, and the renovation of an adjacent commercial building. The 138,000 square foot Slover Library complex— designed by Newman Architects and completed in association with Tymoff & Moss of Norfolk Virginia — reimages the traditional library and provides patrons with an opportunity for creativity, collaboration and research. The new Slover Library embodies the principal roles of today’s library: as a storehouse for the region’s

history and artifacts, as a portal to digital access, and as a community gathering place. Slover Library reflects a relationship between the old and new: the solidity of the restored masonry Seaboard and a transparent and inviting addition. The spaces are structured to link to each other through the Forum, a three-story atrium at its center. Visitors can see the library contents upon entering the building and elect to explore the collection and engage in the programs. The library is a series of spaces and activities displayed off this central space.

From the project’s inception, the architect worked with New Haven-based sculptor, Kent Bloomer, to develop a system of ornament that is an integral, organic part of the architectural whole. Bloomer’s ornament amplifies three distinct points of the building: the ceiling of the Forum, the front entrance, and the third floor terrace of the loggia.

The Tiverton Public Library is located within close proximity to the Town’s middle school and high schools, and it is designed as the primary meeting place and neighborhood focal point for this growing community of 17,000 people. Kimberly Bolan & Associates (KBA) completed a Needs Assessment for the Tiverton Library in 2012. Through the study, it was determined that a new 23,886 SF building would replace the 2,800 SF Essex Library that served the town since 1938. Following this study, KBA worked with Union Studio Architects on schematic design, design development, and FF&E planning. When selecting furniture, we emphasized modularity and mobility. The pieces were designed so they can be easily moved and re-arranged in a variety of different ways for future use.

The new 24,000 SF library includes a community meeting hall, café, children’s library, teen room and exterior public courtyard spaces. Sustainability, flexibility, and delivering excellent service that exceeds expectations were key factors in this new building design. The new library provides a state of the art library while retaining the personality of the small-town library that is beloved by the town. The environmentally-friendly design received LEED Silver designation.
