Constitution and Bylaws

ARTICLE 1
Par. A) This Corporation shall be known as the New Jersey State League of Master Plumbers, Inc.
Par. B) The Seal of this corporation shall be a square within a square, and shall have inscribed thereon the following words "New Jersey State League of Master Plumbers, Inc. Organized 1931". In the inner square there shall be inscribed the word "HEALTH".
Par. C) The Executive Office of this corporation shall be in the municipality where the President resides and shall be changed, as conditions require. The office and place of business shall be at the address of the Secretary.
Par. D) The object of this corporation and for which it was formed are as follows: For the encouragement of sanitary laws and the enforcement thereof, for the advancement of sanitation, for the improvement of plumbing fixtures and the installation thereof, for the education of the craft in sanitation and better methods of doing business, for the establishment of harmonious relations between master plumbers, journeymen plumbers, manufacturers, wholesalers and the public, and for the education of the apprentice in the plumbing business.
Par. E) In furtherance thereof, and not in the limitation of the general powers conferred by the law of the State of New Jersey, and the objects and purposes herein stated, it is expressly provided that this corporation also has the following powers. Acting through its Executive Board, subject to the powers and restrictions of the certificate of incorporation and its By-Laws, this corporation is empowered to do all and only such acts as are necessary or convenient to the attainment of the objects set forth herein, and to the same extent and as fully as any natural person might or could do. In general to have all the powers conferred upon a corporation by the laws of the State of New Jersey, except as herein prohibited, or forbidden, by the By-Laws of the Corporation.
Par. F) The laws governing meetings shall be as laid down in the newest edition of Roberts Rules of Order, unless in conflict with the By-Laws of the League.
Par. G) Should any of the foregoing articles, in these By-Laws conflict with any State or Federal law they shall be changed to comply with same.
Par. H) This Corporation shall not have any capital stock, and be free from any association or affiliation with any other state as member thereof, and conditions for membership shall be as follows. Only individuals who hold a master plumber's license may become members of this corporation and must be subordinate to the laws of this corporation; and if a member or local of thus corporation resigns, he or they forfeit all benefits of this corporation.
Par. I) There shall be no initiation fee into this corporation, but the per capita tax for members at large shall be two times (double) the prevailing per capita tax.
Par. J) There shall be only one Certificate of Incorporation, and this certificate shall be in the hands of the Executive Board. There will not be individual certificates issued to individual members. Incorporation refers to N.J.S.L.M.P., Inc. (New Jersey State league of Master Plumbers)
Par. K) The private property of the members of this corporation shall not be subject to the payment of any corporate debt to any extent whatsoever.
Par. L) The officers of this corporation shall be provided with the bylaws of this corporation.
Par. M) The purpose of The State League is to unify the State League and local associations and individual members only within the limits of its declared purposes. It shall not assume the burden of unauthorized acts of its locals or individual members.
Par. N) The meetings of the Executive Board shall be held on the first Thursday of each month except in July. Date and time of the monthly meeting will appear in the Pipeline. Association co-hosting a meeting will choose the location. If the first Thursday falls on a national holiday, the meeting is pushed to the second Thursday of that month. If a state of emergency or other disrupting circumstance occurs on a scheduled date, the president, at his discretion cancel the meeting or reschedule it to the following Thursday. All requests for hosting a State League meeting, other than the July open meeting, will be made 60 days prior to the date requested. Any meeting sponsored by the State League will cost the League no more than $4000.00. Any cost over this amount will be paid by the hosting association. Should the hosting association fail to pay the overage it will lose the hosting date.
Par. O) The quorum shall consist of fifteen members of the Executive Board, representing at least seven associations. No local Association will be allowed to host two State League Meetings in one year July to June.
The July New Jersey State League of Master Plumbers’ Executive Board meeting will be an open meeting for which bids for co-hosting July open meetings must be received by no later than the March New Jersey State League of Master Plumbers’ Executive Board meeting. Bid submissions shall be sent to the secretary of The New Jersey State League of Master Plumbers in writing and via email. If two (2) or more local associations ask for the same open meeting the local association paying the most per-capita will be given the July open meeting. If no bids for the July open meeting are received by the conclusion of the March New Jersey State League of Master Plumbers’ Executive Board meeting, the First Vice President shall choose a local association to co-host the July open meeting after the conclusion of the March New Jersey State League of Master Plumbers’ Executive Board Meeting. Any association already assigned a monthly meeting shall not be eligible to host the July open meeting. If the First Vice President’s local association has not been granted an assigned monthly meeting, the First Vice President’s local association has first right

of refusal for the July open meeting regardless of per capita. Open meeting assignments must be made and published 60 days prior to the July open meeting. Any association co-hosting the July open meeting shall not be eligible to co-host an open meeting until the third year after hosting the July meeting, unless chosen by the first vice president under the condition that no other association applied for the July open meeting.

Par. P) Any motion involving up to three thousand dollars can be voted on at that meeting and any amount from $3,000 to $5,000 cannot be voted on at that meeting but will come up at the next meeting for vote with previous notice given and any amount over $5,000 must go to the Advisory Board.
Par. Q) The fiscal year of the State League shall be from January to December to coincide with the calendar year and membership.
Par. R) Questions pertaining to religion shall not be discussed at any Meeting conducted by the State League.
Par. S) No special Advisory Board meeting shall be held during Executive Board meeting.
Par. T ) A motion passed by the Executive Board shall not be terminated at the end of the fiscal year but shall continue until the action on the motion is completed.
Par. U) There shall be no alcoholic beverages permitted during the State League meeting.
Par. V) At each meeting the attending members must sign in with name, license number and association.
Par. W) At no time is a chairman, committee member or any member of the State League authorized to represent the State League in a court of law. All letterhead, business cards and advertisements will contain the State League Logo only. No other logos will be permitted on any document or advertisement generated by the NJSLMP
Par. X) The State League accountant will prepare a basic financial statement (compilation) to be presented at our annual convention. President shall receive copies of all Tax Returns and compilations done for the year that he/she presided. Presentation to the

President or Past President shall be by the Secretary at the next regular Executive Board Meeting and shall be recorded in the minutes for that meeting. Members of the executive board may request copies of financial reports for years serving as a member of the board. This request however shall be in writing, being sent to the Secretary no later than 6 months, from the completion of all said documents.
Par. Y) The presiding president shall appoint 3 members from different associations to form a committee to audit the financial reports supplied by the accountant and treasurer for the calendar year of his term. The committee shall present a report of their finding at our annual convention. Members of this committee must have been a member in good standing for a minimum of 5 years and shall not serve on this committee for more than 3 consecutive years.
Par. Z) Emergency Executive or advisory board meetings can be held by Zoom or other similar means if the president or committee feel it is necessary for health or safety reasons with 48-hour notice by email. The president would be responsible to arrange or delegate this meeting.
ARTICLE 2
Par. A) The Executive Board shall consist of the President, First, Second, Third, Fourth Vice Presidents, Secretary, Financial Secretary, Chaplain, Treasurer, Sergeant At Arms, Five Trustees, Parliamentarian, Life Members, Past Presidents, State League Committee Chairmen. The Presidents, Secretaries and State League Representatives of all local affiliated local associations.
Par. B) Any officer missing three Executive Board meetings during a term year, regardless of the reasons, may be subject to removal by the Executive Board by majority sealed ballot vote at the next meeting, with notice being sent by the Secretary for the call of that meeting.
Par. C) If a vacancy occurs in any office between conventions, the Executive Board has the power to fill that vacancy and said office shall be occupied until next convention.
Par. D) The Advisory Board shall consist of all elected State League Officers, Past Presidents of the State League, Parliamentarian of the State League, and Life Members. The chairman of the Advisory Board shall be the immediate Past President of the State League
Par. E) There shall not be more than 2 officers from one association at the head table and not more than 2 trustees from one association.
Par. F) All officers and committee chairmen shall present verbal reports on their activity at the monthly Executive Board Meeting and a yearly summary at the annual NJSLMP Convention when called upon. In addition, a written copy of their report shall be submitted to the secretary at or before the monthly Executive Board Meeting and the annual NJSLMP Convention
ARTICLE 3
Par. A) The Presidents shall be the Chief Executive Officer of the State League and shall direct all actions of the Executive Board, preside at all Board meetings and at the annual convention. He may remove the chairman of any committee for the negligence of duty, and shall fill the vacancy in like manner.
Par. B) The Vice Presidents shall visit at least four different associations assigned to him each year giving the association such advice and assistance as may be needed from time to time, thereby bringing about a closer feeling of cooperation, understanding and good fellowship between local associations and the State League. These visits shall be noted in the monthly VP reports. Failure to visit required association will be a 50% reduction of annual stipend. These visits are to be reported to the president and read into the minutes.
Par. C) The Secretary shall collect all money due the association and immediately turn same over to the Financial Secretary. His books are to be open at all times to the members of the Executive Board, and he shall submit a report in full at the annual convention of his official acts. He shall keep the minutes of the board meetings and an attendance record of such meetings. . The State League Secretary shall be the chairperson of the Printing Committee.
Par. D) It shall be the duty of the Executive Board to bond the Secretary and Treasurer in an amount sufficient to cover all money carried at all times.
Par. E) The following elected officers and appointed committee chairmen will receive annual compensation for their efforts as follows.
Compensations will be increased by the amount of taxes due. These compensations will be subject to required deductions for federal, state and/or local taxes and social security. The State league will issue a W-2 to any officers/chairmen/member receiving compensation
Par. F) The duties of the Trustees shall be to approve all bills, purchases, and have general supervision of all properties of the League.
All contracts must be must be presented and approved by the Trustees, the Head Table, and the Chairman of such committee. Such contracts shall be held by the first year trustee and Secretary for one year for future reference. No contracts can be signed or approved until reviewed by said committees and brought to vote to the members.
The Trustees have in their power, with the guidance of the presiding officer to retrieve all monies, check book and records of debts and income of the convention committee chairman, if he or any one of his committee does not turn in a written report by the September meeting following the convention, and it will then be in the

hands of the Trustees to collect and disburse same and bring in a final report by January meeting following the convention. After final convention chairman report, if there are any outstanding debts or income of the convention, it will be their duty to collect and pay same.
It shall be the duty of the Trustees to see that all property of the State League is stamped Property of the New Jersey State League of Master Plumbers, Inc. This would also include all charters of the local associations of the State League.
The Trustees will not approve any bills off the floor or from committees that have a bar bill on them; officers included.
All bar bills at meetings of committees should be Dutch treat except for a few pitchers of beer and soda.
Par. G) If a trustee is a chairman or co-chairman of a committee and a financial request comes from his committee, he shall excuse himself from the trustee table, take no part in the discussion, or voting of his committee's financial request. The one-year trustee cannot succeed himself, but can run again for trustee after a period of one year.
Par. H) A trustee in good standing will receive annual compensation for their efforts. (see Art 3-Par E) Trustees will use their own vehicles, gas, and tolls without any additional compensation. Former Trustees who fill in at Executive Board meetings will not be compensated.
Par. I) There shall be a minimum of three trustees at all times at State League Executive meetings. If less than three trustees show for a meeting the former trustees in reverse order shall step up and fill in. The first year trustee will still be trustee in charge, or the President of the New Jersey State League of Master Plumbers shall be required / directed to take nominations off the floor for the election of as many Temporary Trustee as are deemed necessary, and that/those "Temporary Trustee/s-be elected for only that one month's service, and that their/his obligation be filled and their/his position be terminated once that meeting has been adjourned.
Par. J) The Financial Secretary shall keep a complete record of all the receipts and expenditures of the league. Keep a complete record of all members of the State League and see that all their per capita tax is paid. He shall send out bills to all associations and see that per capita tax is paid not later than April l, of same year. He is to notify the assembly of any associations that are delinquent.
The Financial Secretary shall renew the NJSLMP incorporation papers each and every year on the date due. File all State and Federal Tax forms when due. Hire a certified accountant to help in preparing such forms and to file necessary forms required to receive the status of a nonprofit corporation.

Par. K) The Treasurer, Financial Secretary Trustees together, being elected to their office at convention by the executive board, have in their power to invest and re-invest the monies of The New Jersey State League. The investments shall not be criticized by lengthy discussions.

Par. N) With the authorization of the Executive Board (as defined in Art. 2 Par. A) the elected officers may hire an employee. The Employee shall be an at-will employee of the League. The Executive Board will determine the salary and benefits of the employee and shall be supervised by the President, and officers listed in Bylaws Article 7 Paragraph C. Any person employed by the State League, cannot be related to a State League member, thru family or marriage
Par. O) The secretary and all other officers and employees of the NJSLMP are directed to send all official correspondence and notifications that may result in any hearing or formal action by the State League to be sent certified/registered mail with a return receipt, or in the alternative, if sent by fax a transaction report must be provided.
Par. P)
Par. Q) At the Presidents invitation the State League Lobbyist, Attorney, Accountant, affiliated association representative, trade school senior or last year students and special guest shall be permitted to attend State League Executive Board meetings. Students may only attend 1 state league meeting per year. All guest and students diners to be paid by the state league
Par. R) Officers at the head table of the New Jersey State League of Master Plumbers Inc., at each meeting, shall dress formally in either a suit and tie or a sports jacket and tie. In the event that the officer(s) is not dressed to this prescribed standard, he shall take a seat in the audience at each meeting that he chooses to dress inappropriately. Everyone shall remain dressed appropriately until which time the President removes his jacket, at which others may follow suit
ARTICLE 4
Par. A) The Treasurer shall receive from the Financial Secretary all funds of the assembly and deposit them in a State League bank account as soon as possible and at no time shall hold money longer than a period of fifteen days after receipt. He shall not pay out any money unless he receives a voucher properly signed by the appropriate Committee Chairman and State League Officer. He must submit a yearly budget not later than the first meeting in June and shall act as budget chairman. His budget must be read at convention for adoption. He must file a monthly report with the secretary and the Financial Secretary.
Par. B) All checks must bear three signatures of the Treasurer, Financial Secretary, Secretary, or President. In the absence of any one or more of the officers authorized to sign the checks, any one or more of the Trustees, starting with the Senior Trustee and each respective Trustee thereafter, may be authorized to sign the checks so as to expedite the payment of the bills presented at the Executive Board meetings.
Par. C) Upon completion of each fiscal year, the Treasurer and the Financial Secretary shall obtain a Certified Public Accountant who shall make a complete report of all assets of the State League. This report must be read at convention. (Refer to the Financial Secretary's duties for bookkeeping systems.)
Par. D) The Treasurer is directed to pay all bills under $300.00. Payments will only require signature of the Treasurer. Treasure will turn over copies of all paid vouchers to trustees for review at regular monthly meetings. Treasurer to make sure that this resolution is properly executed and sealed in order to file same with banking institution where general account is held.
Par. E) All accounting and financial information shall be intergraded into an approved book keeping program provided by the NJSLMP. The treasurer shall be designated administrator and read only approved viewers will be authorized by the head table.

ARTICLE 5
Par. A) The Secretary shall maintain and update the membership and e-mail list. Membership and updates shall be distributed to: The State League Secretary, Financial Secretary, Treasurer, Bond Chairman, Pipeline Editor/Chairman, Website Chairman, Promotion Chairman, Membership Chairman, Insurance Committee Chairmen, and Education Committee Chairmen.
Par. B) Dues of this League shall be two hundred dollars ($200.00) per annum, payable in advance, and the same due January 1st of each year. Members whose dues have not been paid by the April executive meeting will be dropped from all State League activities including insurance coverage and bond.
Ten percent of per capita received is to be designated for political contributions. Membership in The New Jersey State League shall be through a local association or membership at large, provided there is no local association in the city or town where the applicant may join. Any member at large that lives in the State of New Jersey is encouraged to join a Local Association that is a member of the New Jersey State League of Master Plumbers.
Each association Certificate of Membership on which shall be inscribed Certificate of Membership. The New Jersey State League of Master Plumbers, Inc., Organized 1931, objects and purposes of the League, name of local association and date of their affiliation with the League, signature of the President and the Secretary of the League and the date the certificate was issued, and any other inscriptions as the Executive Board may deem proper. Each certificate shall be stamped Property Of The New Jersey State League Of Master Plumbers, Inc.
Membership Committee shall form a holding pool, where new members solicited by, the League are brought to the League first, and then given their choice of local to join.
At the beginning of each fiscal year, each association shall submit to the Secretary of the League a complete list of members for whom the per capita tax has been paid.
Par. C) Only one association will be recognized from any municipality, and no individual member can retain membership-at-large with The State League after the forming of a local association in the jurisdiction where he resides. He must affiliate with the newly formed local.
Par. D) Five individual master plumbers in any municipality may form a local association and then make application for membership in The State League. A minimum of five (5) members shall be maintained each year in order to continue to hold a charter in the State League.

Per capita must be paid to the State League no later than the April Executive Board Meeting. This association will be given a one-year grace period to fulfill the five (5) member quota to remain in good standing in the League. At that point, their charter shall be revoked.
An association whose dues are not paid by the April Executive Board meeting shall be denied a vote or rights at all State League functions for a period of one year, commencing from the per capita tax due date, and complete expulsion after a period of eighteen (18) months from due date.
Par. E) Any New Jersey master plumber that joins a NJSLMP association will have his per capita waived for the first year. If this member joins after September 1st the Per capita will be waived for the upcoming year.
Par. F) Removed by Resolution Convention 2025
Par. G) No member has the right to join any other local association of the League until he has paid his indebtedness in full to the association from which he is transferring.
Par. H) In order to maintain their Charter any Local Association that accepts as policy or may otherwise not require their members to hold a membership is still responsible for payment to the State League of the Per-Capita dues for those individuals. A member who drops out of his Local Association to either join another association or become a member at Large shall still be responsible for his/her per Capita Dues, including years "missed", but that amount shall not exceed a 1-year penalty. It is the responsibility of the local association that accepts former members to check if past member, collect this penalty (if any) and forward to the state league. The fee for a member at large "rejoining" as a member at large shall be twice the annual Member at Large dues.
Par. I) NJSLMP will offer continuing education for members in good- standing. Continuing education classes will be available to nonmembers for a cost of $100.00. If nonmember, should become a member at that time then this cost will be credited to toward membership dues.
Par. J) For a member of The New Jersey State League of Master Plumbers to be elevated to the honor of Life Membership in the League, he must be a member in good standing and had been active in a local association and in the State for 20 years and must have been a State League officer or committee chairman for a minimum of 10 years. A two-third vote at convention is needed to pass a resolution granting a Life Membership. A Life Member will have all the rights and privileges of a voting member without paying dues.
Par. K) Life Members of local associations may purchase the licensing bond through the State League even if their per capita tax was not paid.
Par. L) Life Members of any local association shall be entitled to receive a subscription to the Pipe Line after a check covering an agreed upon amount from the respective local association or local Life Member has been made out in full to the NJSLMP. The Chairman of the Pipeline and Publicity Committee shall arrive at a fair cost for that years' publication or portion thereof.
Par. M) The Membership Committee shall take possession of the lapel pins and decals and handle the sale and storage of these items. The Trustees shall be responsible for the transferring of these items from one membership chairman to the next by the month of August following the convention.
Par. N) Each new member coming into a local association shall receive a lapel pin and complete decal, when their per capita tax is paid to the State League.
Par. O) Anyone individual, business, organization, firm, partnership, corporation, or other legal entity who knowingly initiates an adversarial position against the New Jersey State League of Master Plumbers, Inc. shall be banned from participation in any form or degree of any meeting, function, gathering, or recreational outing sanctioned by the New Jersey State League of Master Plumbers, Inc.

ARTICLE 6
Par. A) The annual convention of this league shall be held in the month of June each year. The President, following his election at the June convention, shall no later than the August meeting bring in the location of his convention before the Executive Body to be voted upon.
If the Executive Body votes no, then the President will present his second choice to be voted upon, this shall be no later than the August meeting. If the Executive Body votes no to his second choice, the Executive Body will then vote on their selection of the site for the coming convention.
The convention chairman or any member of his committee, from the immediate Past Presidents convention, must bring in a temporary report starting at the August meeting and every meeting thereafter until the final report is in. The final report must be turned in by the January meeting of the incoming year after his convention even if he has outstanding debts.
Par. B) Each local association of the League shall be entitled to have five delegates plus the President, Secretary and the State League Representative. Each member-at-large is entitled to a voice, but no vote, provided he is in good standing with The State League.
Par. C) All members of the Executive Board shall have the privilege of the delegates to the State Convention provided they are in good standing with their local associations and The State League.
Par. D) The President of The New Jersey State League of Master Plumbers shall instruct the appointed convention committee to cause to be mailed, at least sixty (60) days prior to the date of the convention, to all local associations, members-at-large affiliated with The New Jersey State League of Master Plumbers, delegates and alternates, credential blanks and other information in reference to the convention as they may deem beneficial to the members, such as price per ticket, date and place, etc.
Par. E) No delegate elected to the State Convention shall be represented by Proxy, other than the alternate elected to replace him in the event of his disability.
Par. F) A quorum shall consist of twenty (20) members of this League that have been elected delegates.
Par. G) At the Annual Convention, the order of business shall be as follows:
1. Call to order 7. Reports of Officers.
2. Appointment of Sergeant-At-Arms. 8. Reports of Committees.
3. Appointment of Credential Committee. 9. Unfinished Business.
4. Report of Credential Committee. 10. New Business.
5. Reading of Communications. 12. Election of Officers for the ensuing year.
6. Reading of Resolutions. 11. Adjournment.
Par. H) The President may change the order of business if in his discretion it is necessary.
Par. I) The State League President shall have the right to invite to the Annual Convention, delegates of bodies in similar trades, or manufacturers who may desire to present plans and purposes for cooperation in the advancement of sanitation, for the benefit of the industry in general.
Par. J) The President shall appoint a Credential Committee to consist of three (3) delegates, whose duty it shall be to prepare a report to be presented to the convention of the delegates seated therein.
Par. K) The President shall appoint, to act during convention, two (2) Sergeants At Arms. The President will regulate their duties.

Par. L) The convention committee is responsible for the minutes of the annual convention. At the discretion of the convention committee, president & trustees a certified public stenographer shall be hired to record the minutes of the convention meetings OR procure a recording device and a backup devise to digitally record the minutes of the annual convention. Should the need arise that a typed version of minute be needed the league shall hire a third party to transcribe same as necessary. Two (2) copies shall be made with one copy being given to the out-going President and one copy being given to the State League Secretary for reference if it is so needed. Effective July 1st 2019
Par. M) Convention Chairman will receive compensation for his efforts. (see Art 3-Par E).
ARTICLE 7
Par. A) There shall be ballots printed with spaces left for each office so that write in candidates can be added. The Nominating Committee shall be responsible for the printing of the ballots. All resolutions at convention will be voted by private ballot.
Par. B) Before the close of each convention there shall be appointed a Judge and two (2) Tellers, who shall act during the election of officers for the ensuing year.
The presiding Chairman/President of the State League shall appoint as many Judges as he may feel is necessary and up to three as times as many tellers in order to adequately process all of the ballots when the presiding Chairman/President of the State League shall decide such a decision is necessary. In the event that more than one Judge is appointed, on Judge shall be appointed as the Primary Judge who shall be the higher authority over the other Judges. In the event of automated voting these Judges and Tellers shall act as monitors.

Par. D) These Officers will assume office after they have been duly elected and installed, and they shall retain the same until their successors have been duly elected and installed.

Par. E) Any member of The State League, if in good standing, is eligible to be elected to any office, but a President cannot succeed himself, but can run for office when and if a vacancy occurs.
Par. F) The system of cumulative voting shall not prevail, delegates shall vote individually, and nominee receiving the majority of the votes will be declared elected to respective office.
ARTICLE 8
The following Standing Committee Chairmen, unless noted otherwise by the constitution, must be appointed by the President. He shall also have the right to appoint other committees, as he may deem necessary.

Legislative and Code Committee: The Chairman of the Legislative and Code Committee will be decided by a majority vote of the President, Vice Presidents, Treasurer, Secretary, Financial Secretary and Trustees. The President will present a candidate for confirmation. If Candidate is not approved by majority vote the each VP in succession will present a candidate until one is confirmed. If neither of the candidates by the VP’s are confirmed, then the President will simply make the
appointment with no further vote needed. Legislative and Code Chairman will receive annual compensation for his efforts. (see Art 3-Par E)
Frank Rizzo Scholarship Fund: The NJSLMP has a scholarship fund known as the Frank Rizzo Scholarship Fund for any member’s Son, Daughter or Grandchild that is attending a secondary school, other than trade school.
This committee (with an annual budget of $15,000) shall recommend to the Executive Board 1 School from each county that offers an approved plumbing apprenticeship program up to, but not to exceed $1,000. This committee with cooperation from the plumbing course instructor shall decide which student or students shall receive the scholarship for the following year. $10,000 for trade related scholarships, and (10) $500.00 scholarships for sons and daughters.
Frank Rizzo Scholarship Fund: Each applicant will apply to a committee of three State League Members for approval. The Committee Chairman will be appointed by the President, The two other members of the Committee will be appointed by the Chairman. Any successful candidate awarded the scholarship will receive a voucher Payment of scholarship will be made directly to the school. All qualified applicants can only receive one scholarship per School Year or semester. Any applicant who has previously received a scholarship can only be eligible for additional scholarships it there are remaining scholarships available after all other qualified applicants have been awarded scholarships. If the program is a success the executive board can vote to increase the number of scholarships awarded. The committee will set guide lines for scholarship.
Duties of PLEC Chairman: The Chairman shall receive all plumbing license enforcement complaints, not handled by local association, submitted in writing with complete information by the complaining party.
The Chairman will review all complaints for completeness. Any complaint submitted with missing information will be returned to complainant, prior to any action being taken. Complaints will be forwarded to the New Jersey Board of Examiners of Master Plumbers. At no time is a Chairman, Committee Member or any Member of the State League authorized to represent the State League in a court of law.
Duties of the Legal Chairman: It is the responsibility of the Legal Chairman to get a price quote in writing from the Attorney for the current year before contact is made. Members requesting to contact the League Attorney for legal concerns must contact the Legal Chairman. The Legal Chairman requires a brief synopsis of the legal matter and estimated time to speak to the Attorney.
Website Committee: This Committee evaluates new technologies and methods of communication and report back to the Executive Board at which time upgrades in communications and methods can be initiated by a majority vote of the Membership.
ARTICLE 9
Par. A) Changes in these By-Laws may be made after the proposed changes meet with the approval of a majority of the delegates and officers having voting power at the State Convention. All Resolutions voted upon at Convention shall be by Private Ballot.
Par. B) All resolutions shall be presented to the Resolutions Committee no later than the March State League meeting. The Resolutions Committee shall review and submit their comments and all resolutions to all local associations for their May meeting. Local associations may submit pertinent comments back to the Resolutions Committee.
Par. C) President shall appoint a Constitution and By-Laws Committee to up-date the ByLaws. The By-Laws Committee in conjunction with the Resolutions Committee shall compile, organize, these resolutions that were approved at convention, either in their original form or in a condensed form but no less including all amendments and addendums passed at the same time as the resolution. These updates are to be completed yearly and published within 2 months of convention.
Par. D) This committee shall not remove any previously passed resolutions from the constitution without being introduced on the convention floor as an amendment and is voted on.
Par. E) Copies of the Constitution and By-Laws, with all the amendments, shall be emailed to the secretary of all affiliated associations to be distributed to their officers and members. All resolutions/ amendments shall be emailed to the secretary of all affiliated associations.
Par. F) The revised bylaws are to be posted to the website and emailed to local secretaries within a two (2) month period of convention.
ARTICLE 10
Par. A) The New Jersey State League shall provide continuing education classes for all State League members required by State law to maintain license. Class will not exceed 50 participants and a minimum of 25 is required. Any association that cannot meet the minimum requirements will have to combine with another association to fulfill the class minimum requirement in order to be reimbursed by the League.
Par. B) All instructors must be State League Members and part of the State League Continuing Education Committee. Each instructor will receive $500.00 per class with a maximum of (2) two instructors per class. The association will pay the instructors and upon submission of a voucher the league will reimburse the association. The voucher must have name of association, copy of attendance sheet with location, and instructor’s names. If location is rented, a copy of the receipt is required. President and VP of association must sign voucher.
Par. C) If an association decides to use a different location other than league provided they will receive a $400.00 reimbursement from the League for rental expense upon receipt of voucher. A copy of the rental receipt is required.
Par.D) Continuing education classes available to nonmembers at a cost of $100.00.
Par.E) The current elected officers, trustees, Financial Secretary and Treasurer shall review the compensation for continuing educations expenses every three (3) years.
ARTICLE 11
Par. A) All insurance carriers that the New Jersey State League of Master Plumbers purchases its insurance from should be rated “A IX” or better by the Best Key Rating Guide, an industry standard. All endorsed insurance agents must be licensed to sell insurance in the State of New Jersey and must reside in the State of New Jersey. The renewal of the Selective Administrative Program will be decided by Majority vote of the President, Vice Presidents, Treasurer, Secretary, Financial Secretary and Trustees on a biannual basis.
