Council slashes costs By Serena Seyfort Almost $1 million will be cut from Macedon Ranges council’s administration, consultants and employee costs to reinvest back into the community. Macedon Ranges council adopted its 2017-18 budget last week – with a reduction of $925,000 of internal costs. “Savings such as these, while uncomfortable for any executive team … are intended to provide further services for our community,” Cr Andrew Twaits said. The council had postponed signing off on the budget at a special meeting on June 21, at the request of Cr Twaits to further examine potential savings in consultation and administration costs.

“Consultation fees are self-explanatory in that they are costs incurred when there are skills gaps and outside expertise needed, but it sits $600,000 higher than at the beginning of the last council,” Cr Twaits said at the time. “Administration costs can be anything from postage, bank fees or uniforms – they are costs outside of staffing or services.” After investigation, $925,000 worth of suggested cuts were identified and tabled last week, including in the areas of administration ($175,000), consultants ($250,000) and employee-related costs ($500,000). Cr Twaits moved that the revised budget, including the cuts, be adopted. Cr Mandy Mees said: “It’s important to test the efficiency gap.” After receiving 79 budget submissions from the community and advice from the federal and state governments, the council’s adopted budget includes a number of changes from the draft. The $80 million budget allocates $80,000 to the construction of female changerooms at Gardiner Reserve in Gisborne, $500,000 to incorporate female-friendly facilities at the Pavilion at Kyneton Showgrounds and more than $1 million for the development and upgrade of footpaths across the shire. ■

St Brigid’s Primary School in Gisborne is streaming ahead as the region’s first water-only school. Choosing tap water as the No.1 option for hydration is being encouraged within the school to benefit the health of the community and the environment. The water-only school policy, which is being supported by local supplier Western Water, ensures students have easy access to drinking water. The company has installed an extra drinking fountain on the school grounds and has given all pupils and teachers reusable drink bottles. Deputy principal Kathleen McCann said the school would also work towards reducing the sale of sugary drinks in the canteen, which already did not sell fizzy drinks. Staff, parents and carers are being encouraged to become role models by not bringing sugary drinks into the school. The water-only schools concept has already flowed through some schools in the Goulburn Valley and Geelong regions. LUCY

Deal sealed for roads upgrades By Serena Seyfort Macedon Ranges roads are set to get more than $7 million of upgrades. About $7.3 million has been allocated to road rehabilitation in the council’s 2017-18 budget, which was passed last Wednesday. Resealing is on the agenda for a number of roads, including Tylden Springhill Road, Portingales Lane in Romsey and Hamilton Road in New Gisborne. Councillor Andrew Twaits, speaking about

the budget at a special council meeting on June 21, said roads hadn’t received adequate funding in previous years. “I think over the last decade, there’s been an under-investment in areas like our sealed roads network,” Cr Twaits said. Results from Macedon Ranges’ Community Satisfaction Survey 2017 showed that respondents were dissatisfied with the region’s roads. Maintenance of sealed local roads received an index score of 48 out of 100, higher than the

large rural shire average of 43, but lower than the statewide average of 53. Maintenance of unsealed roads got a score of 42 – a four point drop from last year’s 46. The maintenance of unsealed roads was identified as the area that required the most

attention – its importance was given a score of 79. Northern Victoria MP Wendy Lovell has called for Roads Minister Luke Donnellan to “provide additional funding to the Macedon council – as well as other local councils in Northern Victoria – to help with much-needed local road maintenance”. “During a recent meeting, Macedon council raised with me that it is struggling to cover the cost of maintenance of their local road network,” she said.

Cancer crew to shine on the catwalk This Sunbury mother is one of 12 breast cancer warriors who will model in a fashion show fundraiser alongside Western Bulldogs AFL players. The women, who all received treatment at Western Health, will take to the catwalk at BreastWest Night of Nights to raise funds to assist other women of the west facing breast cancer. Last year, mother-of-two Andrea Moiler

(pictured) was diagnosed with an aggressive form of breast cancer – she was just 31 and her sons were one and five years old. Andrea went through six months of chemotherapy and had a double mastectomy in April. She said she was fortunate that the cancer was caught early. She’s looking forward to being dressed up by the stylists for the fashion show.

Plans for growth and development in Woodend, Kyneton and Riddells Creek have been given the green light by the state government. The town structure plans will now be included in the Macedon Ranges Planning Scheme to protect the towns’ unique characteristics and guide future land use until 2036. In line with new statewide guidelines, the town plans rezone most General Residential Zone land to Neighbourhood Residential Zone, meaning the height of new houses must not exceed nine metres. The plans introduce policies for residential areas in each town, including design requirements to ensure new development fits in with local neighbourhoods. Design guidance for new development in Woodend and Riddells Creek commercial centres to protect views, local character and improve connectivity has also been put in place. North-east of the current Riddells Creek township, land has been rezoned to facilitate the town’s future growth. An area south of the railway line has been marked for future investigation. Land in central Riddells Creek has been rezoned to facilitate a health, education and community precinct. A small area in central Kyneton has been rezoned for commercial use. These plans had been in the works for more than four years and the council sought community input. This process is separate from the Kyneton South Draft Plan. Goonawarra Primary School pupils have put their creativity to work in a campaign to encourage better care of the school environment. Each class at the primary school, from grade three up, decorated a rubbish bin for the schoolground. “The idea behind the bins was to beautify the yard to encourage students to use them rather than litter,” teacher Rhiannon Lo Bosco said. Jacksons Hill vision takes shape By Serena Seyfort Accommodation, school facilities, a food precinct and a gallery are high on the list of future possible uses as the Victorian Planning Authority builds towards a master plan for Sunbury’s Jacksons Hill. Performance and event space, a community shed and recreation space are also among uses suggested by nearly 1200 people who responded to a call for community feedback. The VPA released its community engagement report after months of consultation.

The importance of access and movement, open spaces, a mix of uses, maintenance and security were common themes among responses. Feedback also identified a strong desire for recognising and preserving the site’s Aboriginal

and heritage values and for protection of the site’s heritage buildings. Future use of the former Victoria University site has been up in the air since the university stopped using it as a campus at the end of 2009. There has been a community push for the heritage-listed buildings to be retained for education and community uses. “If the current vandalism continues, there will be nothing left to develop,” said a participant at an ideas workshop in Sunbury. The VPA is working with Hume council and government departments to develop a draft

master plan for Jacksons Hill. State Planning Minister Richard Wynne said the draft plan’s goal would be to protect and enhance what locals love about Jacksons Hill. “It’s important the community has its say over what is an iconic part of Sunbury,” he said. “We’ve listened, and now we’ll put together a draft master plan with those views in mind.” The VPA said the community would have opportunities to comment on the draft plan later in the year. Hoopla over day games The first daytime sports competition for women in the Sunbury and Macedon Ranges region wrapped up its opening season with last week’s grand final. Two of the competition’s three basketball teams, Bubbly Bandits and Run Like the Winded, played at Gisborne’s The Stadium last Thursday, completing the program’s first season. Macedon Ranges aquatics and leisure co-ordinator Luke Beattie said the basketball competition had been a social winner. Stay-at-home mums, semi-retired women and a mother and daughter were among the 25 players who signed up. Mr Beattie said the competition was the only organised ladies sporting event for socialisation and enjoyment, that he was aware of, between Sunbury and Bendigo. Women travelled from Romsey and Lancefield to be part of the weekly action.

The program aimed to help stop women from feeling isolated, Mr Beattie said. A second season will start after the school holidays. Women of all ages and abilities are encouraged to get on board. “If players are mothers, the children can come down and play alongside the court,” Mr Beattie said. “If there’s greater interest, there’s the option to expand it to two other mornings and introduce other sports like volleyball.” Details: 5428 1619 Serena Seyfort

Council pay a ‘bargain’

Macedon Ranges council has defended its decision to increase councillor salaries. The allowance was described as “a very, very good bargain” by mayor Jennifer Anderson, in response to a question at a recent council meeting. “I think you get good value from your money from hard-working councillors,” she said. Former councillor John Letchford had questioned why “councillors decided to give themselves a pay rise from the public purse whilst at the same time expecting saving from the operational side of council’s administration”. The council has approved a mayoral allowance of $83,790.50 (including superannuation) for the next four financial years, beginning in 2017-18. Each of the eight councillors will be paid $27,079.35 a year for the four years – a 20.9 per cent increase. The mayoral allowance for the past four years was $69,325 a year; councillors were paid $22,405 a year. Cr Anderson later told Star Weekly the hours the current councillors were working was “astronomical”. Council chief executive Peter Johnston said the new pay figures were put forward at a council meeting on April 26. He said public submissions were invited, but none were received regarding allowances.

Sunbury paramedics will be among the first in the state to try out body cameras designed to improve safety when responding to volatile medical emergencies. From this week, paramedics from the Sunbury and Point Cook ambulance branches, and from St Vincent’s and Epworth hospitals, will wear cameras in a six-month trial that will record incidents where paramedics feel they are at risk or have been threatened. The cameras are activated when a paramedic presses a button on the device twice, and records both the incident at hand and the 90 seconds before the button has been pressed. The trial will be rolled out this month to 27 branches that have experienced the highest incidence of violence, involving up to 550 paramedics and about 150 cameras. Premier Daniel Andrews said that in the past financial year paramedics attended more than 5000 emergencies where they were exposed to violence or aggression – an average of 13 cases each day. “These body-worn cameras will allow our ambulance paramedics to collect the footage that is necessary to prosecute anybody who does the wrong thing,” Mr Andrews said. MICA paramedic Dale Armstrong said he’s lost count of the number of times he’s been threatened during his 16 years with Ambulance Victoria. Mr Armstrong said on one occasion, a patient’s family member had pushed him back into the house and “kept me basically a prisoner in the house until police arrived”. On another occasion, a patient pulled a knife on him. “For me, one of the biggest anxieties I have being a paramedic is occupational violence and aggression towards me,” Mr Armstrong said.

MY PLACE Kyneton swimming and water safety teacher Joan Foote-Jackson was awarded the 2017 Swim Teacher for Infants, Toddlers and Preschool Award by Aquatics and Recreation Victoria. She speaks with Serena Seyfort. What’s your connection with the Macedon Ranges? I live in Kyneton – I’ve lived in the Macedon Ranges for the last 13 years. My sons go to school at Sacred Heart College in Kyneton. I’ve worked for the Macedon Ranges council for 11 years. I started off at Gisborne Aquatic Centre for five years and now I’ve been at Kyneton Toyota Sports & Aquatic Centre for six years. I also teach ballet at Steps Studios in Kyneton. What is the best thing about the area? The diversity of the entertainment for all ages. There are pools and sporting clubs for younger people through to arts for the oldies. And location, location, location. I used to travel to Melbourne for work when I moved up here and it was a manageable distance.

My family loves visiting the mineral springs, particularly Kyneton springs and Daylesford springs, and we like to do a lot of local camping. We were up looking at Warburtons Bridge recently and we’re looking forward to heading there to camp soon. Have you noticed much change in the 13 years that you have been in the area? A lot more people from the city are moving to this area and realising how amazing it is. I think it’s great – it’s only increasing the number of

The relief was obvious for Woodend Hesket netballers on Saturday after they broke through for their first win of the season. After some close calls in recent weeks they finally got on the winners’ list with a commanding performance over Sunbury Kangaroos, who were also winless this season. The final margin of 67-29 showed the gap between the two sides. It was a result that gave Hawks coach Wendy Roberts immense satisfaction. “After nine rounds where we’ve played some very good sides we were very happy to get our first win of the season,” Roberts said. “The lessons we’ve learnt over the first nine rounds really allowed us to take ownership of our individual play and limit our unforced errors. “We really focused on defence and mixing up the speed of play when we had possession and it all came together for us.” The Hawks shot out of the blocks with 19

goals in the first quarter as Alex Watkins and Madeline Staresina made the most of the good supply coming their way under the ring. Watkins in particular shone, shooting at 90 per cent for the opening term as the visitors opened up an 11-goal buffer at the first change. The game evened up in the second quarter as the Hawks took a 15-goal lead into the break, but they blew the game open in the third quarter. Defensively, the Hawks kept the Kangaroos to just three goals from six shots in the third quarter, while at the other end there were 19 goals scored. The big lead allowed Roberts to mix things up in the final quarter, trying players in new positions safe in the knowledge they could not be beaten. In a second v third match-of-the-round, Rupertswood got the jump on Diggers and set up the commanding 17.11 (113) - 6.9 (45) victory, leapfrogging into second place in the process. Sharks coach Kevin Fitzgerald said his side had spoken of the importance of the match in the lead-up and his troops delivered. “We knew that we had a big job ahead of us, and the boys knew where we stood going into this game,” Fitzgerald said. “This was an opportunity to rectify some of our poor games against teams earlier in the season and start to head towards where we think we should be going. “We’ve got high expectations of ourselves, and what we put out earlier in the year wasn’t what we’re about … this game was a good example of what we’re capable of.” Rupertswood shot out of the blocks early, kicking seven first-quarter goals to two to set up the game and open up a 33-point buffer at the first change. Diggers Rest contained the home side in the second quarter as both sides kicked three goals, but the visitors would not get any closer for the rest of the day. The Sharks lost Sean Hetherington to concussion just before half-time, but it did little to stifle their attacking prowess. Spreading the ball around and creating multitude of avenues to goal became the hallmark of the game for the Sharks as 10 players registered majors and the lead ballooned. With a 52-point lead at the final change the result was all sewn up, but true to the form of a side which now boasts a percentage of 258, they didn’t slow down the scoring rate. A further four goals in the final quarter gave them a resounding 68-point win. Todd and Dylan Podolczak did the bulk of the damage with seven goals between them, while the defensive showing was equally impressive as Diggers scored just one goal after half-time. “The defensive side of our game was a big focus coming up against Diggers,” Fitzgerald said. “We thought to win we would have to be good defensively, and really it stands up every week if you can beat a side defensively you go a long way towards winning the game. “We had a very even contribution from all the boys today which is always nice to see.”

Long makes short work of Jackaroo selection Sunbury Bowling Club’s Mikayla Long continues to show why she’s seen as one of the country’s best young lawn bowlers. Having taken out the Victorian under-18 title in 2015, Long is starting to build an impressive resume. She’s part of the Victorian under-18 team and has been selected in the Australian Junior Jackaroos 2016-17 squad, which is a development squad for the best six male and female under-18 players in the country. The 17-year-old was shocked by her results at the Australian Open in the under-18 girls event late last month. She made the final, before losing to Jessica Srisamruaybai, 21-6. Long entered the event wanting to get through to the knockout stage of the competition, but well and truly exceeded expectations. “I wasn’t expecting to go that well,” she said. “I just wanted to get through the sectional stage of the competition where you play three other girls. It was pretty exciting when I kept winning.

“I was pretty nervous in the finals, I’d never played her before. She made the final last year.” The result caps off a big 12 months for Long. She finished runners-up at the Victorian under-18 titles in singles and won the pairs title with fellow Sunbury bowler Lisa Trewarne earlier this year. It’s the second straight year the two girls, who have both played for Victoria, have taken out the pairs title. “I had been expecting to go well in the Victorian Open,” Long said. “I knew I had a tough sectional draw, but was hoping to get through that. It was pretty exciting to win the pairs again.” Long also made the move from Glenroy Bowling Club to Sunbury before the start of last season, along with her brother Paul and father Wayne. It’s because of her dad she took up the sport as an 11-year-old, with many people still surprised someone so young is playing bowls. All three played in Sunbury’s top side. Long said there was a couple of good reasons why they moved from Glenroy to Sunbury.

“Carla Kriznaic plays there and she’s a world champion,” Long said. “My Victorian coach Mark Cowan also plays at Sunbury. It means I can get more coaching.” Long term, Long, who is juggling bowls with completing year 12, wants to play for Australia and make a Commonwealth Games Australian team. Next she’ll compete in the Junior Golden Nugget competition, where she’s hoping for another good result. In other results at the Australian Open, former Kyneton bowler Chloe Stewart was part of the winning women’s fours team. She also made the semi-finals in the pairs. Young Cat comes back By Tara Murray When Matt Dick was delisted by Carlton last year, aged just 21, he wanted to take a step back with his football. After four years in the AFL system – two with Carlton and two with Sydney – Dick decided his time in the AFL system was over. He had a number of options to continue his career but it was his junior club, Macedon, where he decided his future lay. “I wasn’t too keen on going back into the AFL system so it made the decision a little bit easier,” he said. “I’d had four great years in the AFL and things didn’t work out. I was really happy with my time and I gave it my all. “I wanted to go back to a relaxed style of footy, so I then had to weigh up whether I’d go and play VFL again. “It’s been nice to come back to the local club … it’s just like it was when I played juniors.” Coming up through the juniors, Dick was one of a number of talented players at Macedon. In a two-year period, three Cats players were drafted to AFL clubs: Daniel Markworth was drafted by St Kilda in 2011 and Lachie Plowman (Greater Western Sydney) and Dick were selected 12 months later. Only Plowman remains in the AFL system, making a name for himself as a backman at Carlton. Markworth, like Dick, is back playing for Macedon. Dick was selected at pick 64 in the 2012 national draft by the then reigning premiers Sydney. It was always going to be a challenge to break into the side and after two years he was delisted without playing a senior game. Carlton provided a lifeline, signing Dick as a delisted free agent. He spent two years at the Blues, playing six games in year one. “I had four great years,” he said. “The two years in Sydney was a great learning curve. I went up there just after a premiership in 2012, so it was really tough to break into the team. “But I learnt a lot up there and I could apply that when I came down to Carlton. “I had a fun time at Carlton. I played a couple of games; obviously I would have liked to play more but that’s how it worked out.” It was a tough last season at the Blues for Dick, who couldn’t break into the senior side despite some strong VFL form. He said while it was frustrating, there were no hard feelings. “The club went on a path of redevelopment and I’m not the only one on the other end of that.” Now studying exercise science at university, Dick has settled into the Cats without a hitch. time in the middle and said the challenge of playing further up the ground had been fun. With the club firmly headed towards the top of the ladder, Dick and his teammates have their sights set on a premiership. “There’s a lot of guys that I’ve played junior

football with, a lot that I played with at Calder Cannons and a few guys I’ve never met before, which has been really good. “It’s really inclusive,” he said, “and it’s nice to get that feel of playing for the local football club again.”

Jets back youth to go all the way Sunbury Jets have their sights set on winning the Big V youth league girls division 2 title this season. The side made a grand final series appearance for the first time in 2015, then backed it up with another finals appearance last season. And they’re keen to keep the momentum going. Things are going to plan so far for the Jets, which sit on top of the ladder with a 13-2 record. On Sunday, they were too strong for Blackburn, running away with a 59-41 win powered by 17 points from Chloe Angove and nine rebounds from Kirby Elliot. Coach Andrew Seidel said this season’s side had a mixture of returning and new players. “Most of the core seven players were there last year. “With the new players our structures and processes [that we] put in place have taken a little longer to gel. “I think we surprised a few teams over the last five to six weeks.” Seidel said Kirby Elliott was one of the new players who had really stood up, taking him and the coaching group by surprise. “She’s only 15 years of age and was one of the last players picked in the side,” he said. “She’s a starting five player now. As far as I’m concerned it’s positive to show other girls in the area if you do the hard work you’ll get the opportunities. “We want to develop the club so the youth and junior players are coming into the senior side. “If you can keep developing juniors and get them to stick with the program and have the right staff and processes in place, you start to have some success.” Nyomi Stowers, has been another standout for the Jets, averaging 16 points a game, the second best in the division. The Jets’ youth league division 1 men’s team is also on track for another finals appearance, sitting third. At the weekend, the Jets went down to second-placed Werribee 91-79 on Saturday night. Kyneton closes on elusive win By Tara Murray Kyneton is using this yearâ€™s Bendigo Netball League season as a new beginning for the club. The Tigers are fielding just two sides this season, A-grade and B-reserve, instead of a full complement of five teams because of a shortage of players. It has meant a number of players have stepped up grades or are playing new roles. Coach of both teams, Dianne Guest-Oakley, said while it had been tough, she had nothing but praise for both sides. â€œCredit to these girls,â€? she said. â€œIt has been a tough gig for both sides as weâ€™re looking to the future. â€œHopefully we can recruit some players leading into next year and get players to fill a full complement of teams. â€œWeâ€™re trying to get solid commitments from players for the next couple of years.â€? Guest-Oakley said the A-grade team, while last on the ladder after 11 rounds, was improving every week. She said the return of Michelle Fletcher in the past few rounds had helped at the attacking end. â€œWeâ€™ve been building and getting closer and closer to a win. Hopefully it comes before the end of the season.â€? She highlighted Tayla Callaway as one of the big improvers. â€œHer defence has definitely improved â€Ś sheâ€™s also been moved into centre and wing attack, which sheâ€™s not used to, and really stepped up to the challenge.â€? On Saturday, the Tigers lost to Maryborough 62-54 The B-reserve side has six wins and sits sixth on the ladder. On Saturday, they smashed Maryborough 56-9.

match for South Bendigo, going down 42-27, but still remain third on the ladder. In football, Gisborne fell just short of South Bendigo, losing 14.14 (98) - 12.15 (87), while Kyneton smashed Maryborough to the tune of 114 points. The 24.15 (159) - 6.9 (45) margin was the biggest of the round.
