Conduct hearing ‘flawed’ A Hume councillor at the centre of a probe into alleged misconduct has called for a review into the process that led to a fellow councillor being handed a one-month suspension. But community leaders say there is no need for changes and maintain that both councillors ‘‘got off lightly’’. Cr Jack Ogilvie last week urged other councillors to support a motion about writing to the Municipal Association of Victoria outlining concerns about the way code of conduct hearings are held. The motion was defeated, but the Sunbury-based councillor said many questions about the panel set-up remained unanswered. As reported by Star Weekly Weekly, Cr Jack Medcraft plans to appeal the suspension handed down to him after an inquiry into claims the pair breached the code of conduct during a heated meeting about Sunbury’s separation from Hume. Cr Medcraft is barred from taking part in all council meetings, briefings and events until the suspension is complete. Cr Ogilvie was reprimanded. He and Cr Medcraft have described the two-person panel as ‘‘a kangaroo court’’, complaining that no witnesses from an independent investigation held earlier this year were questioned as part of the hearing. They said those present for the latest hearing were not required to take an oath. With a stone-faced Cr Medcraft sitting in the gallery, Cr Ogilvie told last week’s council meeting it was ridiculous that the panel was not required to outline reasons for the decision until after the suspension was completed. ‘‘These people don’t have to justify their decision for 28 days,’’ he said. Cr Ogilvie, who was first elected in 1990, said councillor conduct panels were set up to deal with major breaches of the code. ‘‘This wasn’t gross misconduct; this isn’t what the panels were set up for,’’ he said.

The conduct hearing followed complaints made after a meeting at Broadmeadows Town Hall last September. It was alleged Cr Medcraft tussled with a Broadmeadows Progress Association (BPA) supporter over a sign and yelled at a number of people. Cr Ogilvie was accused of intimidating behaviour. BPA secretary John Rutherford said a review was not necessary. ‘‘They got off lightly,’’ he said. ‘‘As elected officials of the city of Hume, they behaved disgracefully. They were rightly pulled up by members of the community and now they are complaining about it. They haven’t learnt anything.’’ A spokeswoman for Local Government Minister Natalie Hutchins said the framework for councillor conduct panels was set out under the Local Government Act. ‘‘The Andrews government is committed to conducting a review of the act and in doing so will consult with stakeholders, including the MAV,’’ she said.

Bullets bloom into art Bullets found in the mud of an abandoned Macedon Ranges shooting range once used by soldiers preparing for war are being transformed as a remarkable tribute to the Anzacs. Trentham leadworker Ron Davis says the chance discovery of a bullet inspired him to begin a project that is helping the RSL. That first bullet dated back to 1906. In the four years since his first discovery, Mr Davis has collected thousands of bullets to re-fashion into commemorative poppies. The poppies are being sold for $75, with proceeds going to the RSL. Stray cats feed feral boom By Matt Crossman Macedon Ranges residents are being urged to ensure their cats are desexed and kept indoors at night, with stray and feral animals regularly mowing down native marsupials. Research shows domestic cats contribute to a stray population that can increase at a rate of 50 per cent a year. Newham and District Landcare group president Penny Roberts said small and sometimes endangered marsupials were especially at risk. She said Hanging Rock was a problem area, with cats regularly roaming at
night and harming native animals. Ms Roberts said while she personally saw merit in a ban on cats being kept as pets, it was up to animal owners to do the right thing. ‘‘Any time you have domestic cats that aren’t ‘fixed’, you’re going to have an issue,’’ she said. ‘I don’t have a major problem with pet cats as long as they’re controlled and not allowed to wander.’’ Macedon Ranges council said it was difficult to measure the extent of the problem, with no records kept of feral cats in its reserves. Planning and environment director Sophie Segafredo said the number of cats euthanased

especially at night, to minimise predation of wildlife and unwanted breeding.’’ Robyn Wawn, of Kyneton pest control business It’s A Trap, said she had sold cat traps to landholders from most towns in the Macedon Ranges. She said with a population of up to 20 million in Australia, feral cats that preyed on native wildlife should be humanely killed. ‘‘Things like quolls and other small marsupials don’t stand a chance,’’ she said. ‘‘I’ve even seen footage of cats springing down, jumping and snatching flying birds out of the sky.’’

Ms Ahern says an increasing number of councils are asking Edgar’s Mission to take in rescued animals, realising that ‘‘there are other options other than death’’. The sanctuary has also upped its re-homing program and is caring for close to 300 rescued animals. Ms Ahern says that while the scope of the mission’s work has changed since it began in 2003, the purpose remains simple. ‘‘We’re just trying to make the world a better place,’’she says. Rescued pigs, sheep, cows, goats, and even rabbits, are again on show at animal sanctuary Edgar’s Mission, which is receiving visitors for the first time in close to two years. The mission’s shift to Lancefield from Willowmavin has been a lengthy process, but it’s now open to the public after being given the green light from the council for farm visits. Founder Pam Ahern says school and community groups have been among those to take guided tours in the past two weeks. Crisis expertise could be lost By Matt Crossman A former director of the Australian Emergency Management Institute at Mount Macedon says there’s a “real danger” the organisation will lose its ability to run courses that allow people from various backgrounds to share experiences. Roger Jones, who spoke at a valedictory dinner held at AEMI last week, said graduates had been a key part of emergency incident responses, such as the Granville train disaster, Ash Wednesday and the Black Saturday fires. As reported by Star Weekly, the federal government announced last May that the institute would be transformed into a “virtual” centre and moved to Canberra. The government said some of the centre’s 60 jobs would be relocated to Canberra, but the tender process for its replacement continues. Mr Jones said AEMI, which offers a diploma of emergency management to public servants and members of the CFA and SES, had earned respect around the world over the past 40 years. ‘‘If they lose that residential aspect, they’ll lose a lot,’’ Mr Jones said. ‘‘It’s so easy these days to ask people to apply for a course and then they do it in their own time, but whether they truly learn anything, you can never really know. The future of the Mount Macedon site will be decided by the federal finance department at a later date.

Raids net drugs, guns Seven men and three women were arrested following raids in Sunbury last Thursday morning. Police said drugs, weapons and chemicals used in the production of methamphetamine were also seized. Police executed 10 warrants on properties from 6.30am as part of Operation Screenplays, a local campaign targeting firearms possession and drug trafficking in the area. Detective Senior Sergeant George Vale said the raids sent a clear message that police would continue to crack down on drugs and weapons offences. At the rising of the sun The centenary since the Gallipoli landings will be marked by some of the largest Anzac Day services ever held in Sunbury and the Macedon Ranges. Organisers expect close to 5000 people to make the trip to Mount Macedon’s giant memorial cross, which will again be the stunning backdrop for the annual service. The 21-metre cross has been cleaned for the first time in 20 years ahead of this year’s commemoration, which starts at 6am, Saturday. With the mount closed to traffic, committee chairman Bruce Mildenhall said buses would shuttle people from outlying towns. This year’s service will feature the scripts of family letters and historical records, music written for the centenary, and prayers from people of different faiths.
Sunbury’s first-ever dawn service will be held at Memorial Hall in Stawell Street at 6.15am. A traditional commemoration service, including a march from Brook to Barkly streets, starts at 10.30am. A dawn service will also take place at Riddells Creek’s war memorial gates, next to the primary school, at 6am. Another dawn service will be at the Kyneton cenotaph in Mollison Street, with a march at 9.45am and commemoration service at 10am. Woodend’s town march will be held in High Street from 11.30am. Detectives have made an appeal for information about the ramming of a police car by a stolen 4WD on Kyneton-Trentham Road near Kyneton in February last year. Police said that after being pulled over, the driver of a silver 1999 Toyota Land Cruiser turned the vehicle around, accelerated at high speed and rammed the police car, pushing it several metres off the road and into a fence. Two male officers were taken to hospital.

Environmentalists have welcomed a four-year, $3.2 million commitment to ensure funding for 68 Landcare facilitators across the state. Macedon MP Mary-Anne Thomas said the state government’s promise provided certainty for the 14 groups in the area.

A new two-court stadium at Gisborne will open with a community ‘‘tip-off match’’ next Monday, April 27. Two teams made up of members of Macedon Ranges Netball Association and Gisborne Bulldogs Basketball Club will take part in a mixed basketball-netball match from 4.20pm. The stadium at Gisborne Secondary College will be used by the school, basketball club, MRNA and Gisborne Soccer Club.

Thieves have been targeting commercial properties on the outskirts of Sunbury, making off with petrol, tyres, GPS units and tools. Police said a large number of thefts had been reported in the Vineyard Road area since April 5. It’s not clear if the burglaries are linked.

Children, including two-year-old Arlo, are being encouraged to put down their game controllers, turn off the TVs and go outside. Research shows one in 10 Australian children play outside just once a week or less. Kids in Nature Network co-founder Cecile van der Burgh said it was time parents gave youngsters a gentle push to truly experience the outdoors. About 40 groups were involved in 65 events across the state as part of last week’s Nature Play Week. Visiting Malmsbury Botanical Gardens last Tuesday, children’s author Alison Lester said it was important that children connect with the real world. ‘‘They love feeling the wind in their hair, the sun on their backs,’’ Lester said. ‘‘They love seeing and hearing all the wonderful sights and sounds that are going on every day.’’ Ms van der Burgh said playing outside could improve mood and concentration and reduce anxiety. Sunbury-Hume Transition The Victorian Government recently moved to ensure a proper process is in place for the upcoming separation of Sunbury from Hume. There were many issues raised by Hume City Council that were unresolved with the former government, including staffing, services and splitting assets. We’re working through these issues. Until then, the Victorian Government has decided to delay the separation of Sunbury and Hume by 12 months. The decision has not been made lightly, but it has been made with the best interests of residents in mind. The local community shouldn’t face unnecessary disruption to Council services as a result of inadequate consultation. To ensure a separation plan is developed properly, I have appointed the Hon Frank Vincent QC AO and Mr John Watson as Transition Auditors. Together they combine a wealth of experience in issues of governance and local councils. Their Terms of Reference will be released next week, and I have highlighted that there needs to be sufficient consultation and transparency in this process. To further ensure that this happens, I have also written to local residents to advise them of this news and to seek their feedback.

Great outdoors wired for sound Outdoor speakers are finally getting clever. It used to be they were ugly things that were mounted under the eaves or ugly things that sat in the garden like giant mushrooms. Some were even made to look like rocks, an appearance so obviously fake it was laughable. I’ve never come across an outdoor speaker disguised as a garden gnome but I’d be willing to bet someone’s made one. Now outdoor speakers are getting small enough – and tough enough – to hide among the plants. They’re weatherproof, UV-resistant, sprinkler-proof, spider-proof and will even take some pretty hard knocks. And if you don’t feel like hiding them, they’re interesting enough to sit in the fork of your lemon tree, proudly on display. Who knows, the lemons might even be juicier with all those good but subtle vibrations happening. Sonance is a well-known speaker maker that’s been around since 1981 and it has developed an outdoor speaker system that can keep you and your neighbours happy. But note that word system; these are not speakers you buy individually, this is an integrated package of eight small satellite speakers and a tubular subwoofer that is buried, with only the topmost part visible. The idea is to mount the eight satellite speakers around the perimeter of the garden, facing inwards. They are on spikes and have a speaker housing about the size of a drink can that contains a single full-range driver. Sonance suggests 1.8 to 2.4 metres between each one, with the subwoofer approximately in
the middle. This way you cover an area of 180 square metres, indicating a medium to large garden. The attraction here is that the speakers all face inwards, towards where the people are, so it minimises impact on the neighbours. It also means an even spread of music across the whole outdoor area, without hot spots where it’s too loud and dead spots where the music struggles to be heard. The satellite speakers can also be mounted on walls or in trees if necessary, making the system flexible.

While the satellites can be set up for stereo with individual left and right channels, the recommended positioning of alternate left and right speakers suggests a result that would give an overall mono sound. This can obviously be changed by the installer if true stereo is needed but I doubt that many folk would be much worried in such an outdoor setting. The company has made a four-minute installation video that is easy enough for anyone who knows their hi-fi but, if you need help, any installer could do the job quickly and easily. And it’s user-friendly. All the speakers have an eight-ohm resistance, which means the system connects straight into the vast bulk of stereo amplifiers and receivers, taking up just one right and left speaker output.

SPORT League’s rule change to help struggling netball clubs “It’s essential that all clubs try to field A-grade netball sides to keep the integrity of the competition,” Bailey said. “Broadford’s Bonnie Cavanagh tried really hard to get an A-grade team up, but it didn’t work so there was no alternative.” Bailey said the league had resolved this season to help “struggling” clubs by allowing under-19 players to play in a higher grade as well. She said other clubs which had struggled for numbers in the offseason, the Sunbury Kangaroos and Kilmore, would have sides take to the court. No easy ride for young Lions The Sunbury Lions were given a football lesson by Darley in the opening round of the Ballarat Football League on Saturday. The wasteful Lions were punished for their mistakes as the Devils slammed home 23 goals for an 80-point, 23.13 (151) - 10.11 (71) win. Lions coach Rick Horwood said that while his side won plenty of ball and the clearance count, once his players had the ball there was too many mistakes. “We were beaten by a much better side and they put us under enormous pressure,” Horwood said. “We won the clearances but our ball retention was poor. United fights for form By Tara Murray Sunbury United’s defenders were made to work hard twice in the space of five days as they fight to recapture form. United’s week started with an FFA Cup round five match against NPL side Melbourne Knights on Tuesday night – the higher ranked team proved too good, winning 3-0. The Knights struck early and led by 2-0 after 13 minutes. United’s defence held tight for the rest of the half and it looked like that would be the final scoreline before a late Knights’ goal in the 85th minute. It didn’t get any easier for United on Saturday facing top side Western Suburbs in FFV state league 1 north west. Scores were 1-1 at half-time, before a goal-scoring fiesta in the second half. United added a second goal but Western Suburbs added four of its own, winning 5-2. United is on the bottom of the ladder after four rounds, with only one point. In state league 5 west, Gisborne and Kyneton District both lost their matches. RMIT lead Gisborne 1-0 at half-time and doubled that lead in the second half. Gisborne got on the scoreboard in the 79th minute with a goal by Nathan Moore. Kyneton District lost to goal-scoring machine Spring Hills. Averaging more than four goals a game, Spring Hills again dominated in front of goal, scoring a 4-1 win over the Rangers. The Rangers’ goal came through substitute Shaun Dukic.

Gisborne and Kyneton will both be looking for answers during the week, after losing their Bendigo Football Netball League matches on Saturday. The Bulldogs trailed at every break against Castlemaine despite Matthew Knox’s five goals and wasted opportunities in the last quarter, kicking 1.7 to lose 12.13 (85) - 10.10 (70). The game was over at half-time for the Kyneton Tigers, thrashed by Eaglehawk 20.21 (141) to 10.8 (68). Ben Weightman continued his good start to the season kicking five goals. In A-grade netball, both the Bulldogs and Tigers were on the winners’ list. The Bulldogs thrashed Castlemaine, winning 75-21, while it was a convincing win for the Tigers, 52-37, against Eaglehawk.
Golf
Dave Muller won Romsey Golf Club’s stableford competition on Saturday from Les Gaunt. In warm conditions, the players had to deal with wet greens, a bit of mud and inconsistent speeds, which meant some putts went away from the hole. Muller won on 40 points, from Gaunt on 39 points and Scott Williams on 38 points. Lyn Robison won the women’s competition.

Sunbury United’s James Hughes and Lance Watts, Romsey’s Chris Burkett and Gisborne’s Jarryd Vernon were named in Central Highlands team of the year. Hughes, United’s premiership winning captain-coach, was named vice-captain of the side of Central Highland’s best players.

Anzac Day rivals meet at dawn By Tara Murray Football and netball will be second-most in their thoughts when Sunbury Kangaroos and Diggers Rest players put aside their rivalry on Saturday to honour Australia’s war veterans. The two clubs will attend the inaugural Sunbury Anzac Day dawn service on the morning of their Riddell District Football Netball League clash and before a special Anzac Day ceremony at Eric Boardman Reserve. The Kangaroos’ James House said the players had no hesitation in attending the dawn service. “There was no one who batted an eyelid,” he said. “They understood the importance of respecting the nation’s history. “It’s an important day and attending the
dawn service is number one priority … the footy comes second.” Burras president Chris Payne said the leadership group decided in 2012 that the club would support Melton’s Anzac Day dawn service, and the players and officials have attended it every year since. “This year it’s fallen on a Saturday and Sunbury is holding its first dawn service. “We happen to play Sunbury, so we worked out both clubs would attend,” he said. “Over previous years, we’ve had serving members and we want to say thanks to them and everyone else who has served the nation.” Before the seniors’ match, the Sunbury RSL will host a traditional Anzac Day ceremony at 2.10pm. The RSL will be presented by the two clubs with one of 12 especially designed jumpers,
which incorporate the Anzac Day logo and both clubs’ jumpers. The best-on-field in the senior football and A-grade netball will also receive one of the jumpers. The Kangaroos have invited a war veteran to speak to the players on Thursday night after training. The Sunbury Lions will also host an Anzac Day service before its night game against Lake Wendouree in the Ballarat Football League. Lions and Kangaroos club members need only show their membership cards at either game for free entry. Both clubs are hoping this initiative will be something they can extend beyond Anzac Day. James House, who came up with the idea, said it was about trying to get a community feeling back into football.
Jets turn the tide to eye top four After a slow start to the season, the Sunbury Jets are starting to hit their straps in men’s Big V division 1. With a new line-up and having spent most of the opening five rounds on the road, the Jets own a 2-4 record. On Saturday night, they put in their best performance of the season, a 91-56 smashing of Keilor. Jets coach Grant Spencer, who missed Saturday’s game with Vic Metro under-18 girls’ commitments, said the side had put in a lot of hard work over the off-season and during the opening weeks of the actual season. “It’s a completely new group and it takes time to get them all working together, Spencer said. “We’ve got a lot of games on the road in the opening six to eight weeks and the slow start was expected. “The win-loss ratio is on par with where I expected it to be,” he said, “though we could have snuck a few more wins in.” Spencer said he and his players had had their teething problems. “It’s been a testing process, as a coach and for the players,” he said. “Everyone has different styles … I have a set way of doing things and they need to learn that. “There’s been a couple of close games where we’ve fallen short. We’re still learning the game, but we’re getting better as a team.” He said the club had got the right mix of youth and experience. “We can beat any team on our night. From all reports, we destroyed Keilor and I think we would have done that to any team. “We’re very potent. The young kids are explosive and take risks, while the older ones know when they need the ball in their hands and can run the plays.” Having played so many of their early rounds on the road, the Jets will soon be reacquainted with their home court. “We play 10 games in a row at home in the middle of the year, so the results so far aren’t panic stations,” Spencer said. “If we win the next two games against Southern Peninsula and Altona, both away, it will bring us to a 50 per cent record and close to the top four again.” For more photos, go to www.sunbury. starweekly.com.au. “There’s no need for the Kangaroos and Lions to be in competition. I spoke to [Lions president] Jack [Ogilvie] about it and we really want to work together. “From my point of view, the two football clubs can combine things and, hopefully, they’ll come and watch us and our faithful will get down and watch them.” Ogilvie said the Lions were backing the Kangaroos’ plans to work together more often. “I have spoken to the league about the scheduling for next year, so we can work together more often,” Ogilvie said. “We’ve got a lot of games when both sides are at home and, one week, both teams have byes, which is something we would like looked at. “When we have our second bye and they’re playing at home, I’ll be encouraging our boys to get down and watch them play.”
Loss of focus keeps Thunder off the radar Building confidence in their ability to win is the next step for East Sunbury players in the Essendon District Football League. The Thunder has been right in the mix in both opening games against Coburg Districts before lapses in concentration have cost it dearly. Coach Steve Grey said that, on Saturday against Moonee Valley, it was an eight-minute period in the third quarter when the Magpies kicked four goals that made “the difference” between the two sides. The Pies extended that difference in a 14.13 (97) to 7.13 (55) trouncing. Jason King and Kamen Ogilvie were best-on-ground for the Thunder in the loss. Grey believed his side should have won the game. “They [Moonee Valley] got that burst in the third quarter when our guys dropped their guard and they got a run on. That was the difference in the game. “With a young group of guys, they lost concentration, which is bound to happen.” Grey said while fitness levels had improved dramatically in the off-season, fixing concentration lapses was the next challenge. “The young guys need to learn how to concentrate for 120 minutes not just 90 minutes,” Grey said. “Good sides punish you and we have been punished this season. “We controlled the first game and the game this week.” With only one senior win in two years for the club, the ability to win is something players are struggling with. “They dropped their heads when they got behind instead of keeping on backing themselves,” Grey said. “There’s a lot of upside with the team and I think once they get a win, it will help develop some confidence. “We play Jacana and Burnside Heights [next] and I think we could win both of them and get to a 2-2 record.” In his first season as coach, Grey has seen a big change at the club. “They understand that you have to work harder to be able to stay in games longer. The boys can see that what we’re doing at training is working. They’re attacking the ball and there’s a lot more run and carry. There’s a good vibe around the club and all the boys are working hard.” Tara Murray
