Toxic shock for residents EXCLUSIVE By Tate Papworth More than 80 properties built on and around the closed Sunshine landfills are sitting on buried waste and are being exposed to methane gas. A comprehensive EPA and Brimbank council investigation has revealed 82 properties are affected, including 75 privately owned. Of those, 69 are residential and six are businesses. The site in question encompasses Energy Park and is in the heart of the state government’s designated priority precinct. It covers a large area, including existing homes located on Denton Avenue, Karen Place and Toora Court. According to confidential documents seen by Star Weekly, a “high risk” to the health of “off-site workers and the public in the commercial or recreational facilities, including the Bocce Club” [near Carrington Drive Reserve], has also been identified. A review of the health risks, including an assessment of explosion and asphyxiation from bulk landfill gas accumulation, is being undertaken. Up to seven government-owned properties are also impacted, including four community groups occupying sites on council land, open spaces and the M80 Ring Road. The council began informing affected residents last week. The Sunshine landfills were used through the 1960s, ’70s and ’80s to dispose of household waste and large amounts of liquid and solid industrial waste. It is believed the landfill sites accepted a range of waste products including liquid waste (such as acids, caustic, alkalis, engine oil, paint residue, solvents) and “spent radioactive” waste. Brimbank council has insisted the risk to human and animal health is low and is expected to keep reducing over time. Monitoring of the affected sites is ongoing. However, the council could be liable for clean-up costs, remediation of the sites and even the demolition of some homes. The council could also be liable for a claim of negligence, for failing to amend the Brimbank Planning Scheme since 1999 to disclose the location of the Sunshine landfills to innocent purchasers. The council’s chief executive Helen Morrissey said: “Full disclosure places our community first, allowing everyone to make properly informed decisions about the future. “We will continue to monitor the closed Sunshine landfills under the guidance of the EPA to maximise the safety of our

community and look after their health and wellbeing. “Introducing an Environmental Audit Overlay will give greater certainty on the use and development of impacted land.”

Star Weekly has been told a valuation of the privately owned properties impacted by the buried waste is up to $60 million, not including government-owned land. The latest reports add to a long history of

contamination across the municipality. According to the EPA there are 19 sites within Brimbank that have been identified as requiring monitoring, clean up and management to protect community health.

Pool push gets green light By Tate Papworth Brimbank council will close the doors to the St Albans Leisure Centre in April and push ahead with plans to build a multi million dollar health and wellbeing hub, despite having no external funding for the project. It means that ratepayers are increasingly likely to solely foot the bill for the hub, which was last projected to be more than $60 million. Designs of the hub have now been finalised and the council has put the contract for the project out to tender. An application has been put forward to the

state government for funding, but if successful would only bring $2 million to the project. While the council won’t reveal current costing estimates, a council officer report into the project suggests it will top the current $60 million allocated in the council budget. The report said that given construction costs are continuing to increase at a significant rate across the board, it is anticipated additional funding will be required to deliver the current adopted scope of the project and will be referred to the annual budget process. Regardless, the council will now finalise the current tender process and appoint a contractor

to demolish the current facility and construct the hub. Cr John Hedditch lamented the lack of funding from both state and federal governments and said the council should reconsider pushing ahead at this time. “We go into this project, go to tender, with ratepayers of this community coughing up the lot and that in my view is inappropriate. We should not be doing this,” Cr Hedditch said. “I wanted to be going into this position with $25 million from the state and federal governments in the bank. “We had a project that we originally agreed

should have that sort of money in it from other partners, but which now has none and for me that is not the way you do good business with these major projects. “You have to have financial parameters around them from the start that say if you don’t achieve your goals around partnership funding and things like that, you wait until you get that.” He argued the financial burden of the project would limit the next council’s ability to deliver major projects like libraries, sports stadiums and women’s facilities. The leisure centre will be permanently closed to the public from April 14.

Three men have been charged with murder after a man was allegedly bashed to death outside a Kealba Primary School on Thursday night. Emergency services were called to St Paul’s Kealba Catholic School on Sunshine Avenue where it is alleged the man was seriously assaulted at about 6pm. Paramedics worked on the 24-year-old Werribee man, however he died at the scene. Three St Albans men aged 22, 22 and 20 have been charged with murder and faced Melbourne Magistrates Court on Friday. Police said the incident is linked to an earlier alleged road rage, assault and theft, which occurred about 4pm on Thursday on Walters Street, St Albans. St Paul’s Kealba Catholic School principal Denis Daly wrote to the school’s parents on Thursday night and advised the school would be shut on Friday. “As the site is still a major crime scene and likely to remain so throughout the night and into tomorrow morning, there is no access to the school. The major crimes squad and the homicide division of Victoria Police have secured the site, with no access possible,” he said. Final plans for Australian-first hub as construction nears St Albans Leisure Centre will close its doors for the last time in April after about 60 years serving the community, to make way for a world-class health and wellbeing hub.

Son’s CPR skill saves father By Tate Papworth To say Maninder Shergill is lucky to be alive would be doing a disservice to the team that worked tirelessly to ensure he lived to tell his story. On March 22, 2019 the 48-year-old Keilor Downs man was preparing for bed when he began to experience discomfort in his chest. “At about 11.15pm I walked in to my bedroom and told my wife I was struggling to breathe,” Mr Shergill said. “She got up straight away and started massaging my chest. That’s all I remember. I just collapsed and woke up four days later in the hospital.

- Paramedic “I felt a little uncomfortable in the chest and that was it; I dropped to the floor.” His distraught wife screamed out to the couple’s 20-year-old son Arshdeep, who immediately sprang into action, calling triple-0 and administering CPR until emergency services arrived. “I saw a CPR video on YouTube and remembered it, so that’s what I did,” Arshdeep said. Paramedic Mark said Arshdeep’s actions saved his father’s life. “Any CPR is better than no CPR, none of us would be here today celebrating this if it wasn’t for CPR at home,” Mark said. “Even when we do things really well … normally you talk about when the heart is stopped for 25-30 minutes people don’t survive

… Maninder’s heart was stopped for 45 minutes.” Firefighters were the first to arrive on the scene and worked to stabilise Mr Shergill before paramedics were able to attend.

Mr Shergill credits the collaborative effort with saving his life. Almost a year after the event he said his life is getting back to normal. “I’m back to work now and doing a lot of

walking. I watch what I eat now too,” Mr Shergill said. “My family depend on me. All of you did a good job and that’s why I’m here telling my story. Without you guys I wouldn’t be here.”

Brimbank detectives are investigating an aggravated burglary in Sunshine North during which a BMW was stolen and then used to steal petrol earlier this month. Know your neighbours There’s more of an incentive than ever to get to know your neighbours. Brimbank council is offering grants of up to $250 for residents to host an event with their neighbours. Brimbank mayor Georgina Papafotiou said up to 20 small grants are on offer to help with running an event that celebrates community as part of Neighbour Day. “We have such a vibrant and diverse community here in Brimbank, and Neighbour Day is the perfect day to celebrate all that brings us together through enjoyable activities,” she said. “Grants can be used for anything from a neighbourhood barbecue, to a game of street

cricket, a picnic in the park – or just a cup of tea with a few people.” Grant applications need to show how the activity will connect people and encourage neighbourhood participation at a local level. Applications must also detail how the money will be spent and cannot be used to purchase some items, such as alcohol. Sunshine court expansion looms By Tate Papworth An expansion of the Sunshine Magistrates court could be on the cards. A Court Services Victoria spokeswoman said it was reviewing the functional requirements of the Sunshine Magistrates Court after a tenant vacated the building, freeing up space within the court. The review is part of a broader statewide strategic asset planning review being undertaken by Court Services Victoria. In December, the Steve Bracks-led West of

Melbourne Economic Development Alliance (WoMEDA) called for the Sunshine court area to become a legal services hub. Mr Bracks told Star Weekly that redevelopment of the area into a legal services hub could tap into both the expected growth in professional, scientific and technical services, as well as public administration and safety.

“I’ve been calling for a while for parts of the Department of Justice to relocate from Melbourne to Sunshine,” Mr Bracks said. “It would make it a real hub, bringing in all that comes with it, such as contractors and support provisions.” WoMEDA believes it would be possible to locate the Family Violence Agency, the Adult Parole Board, a new research centre into recidivism, and the Department of Corrections, to Sunshine. It comes as the neighbouring Werribee Magistrates Court is bursting at the seams and

struggling to keep up with demand. In January, Wyndham councillor Kim McAliney said that with only two courtrooms – including one for the Victorian Civil and Administrative Tribunal – the Werribee court was often “overcrowded”. “The building cannot accommodate the sheer number of people requiring legal intervention, without compromising safety,” Cr McAliney said. Wyndham has been earmarked as a “high priority region requiring a new purpose-built court”.

Fete for the ages Residents of Burnside Retirement Village are gearing up for their biggest day of the year. Council rues VCAT decisions By Tate Papworth Former Brimbank mayor Lucinda Congreve has lamented the council’s lack of power when it comes to refusing planning permits. The Victorian Civil and Administrative Tribunal (VCAT) determined seven Brimbank planning appeals in December and January. Of those, two of the council’s decisions were upheld, two were overturned, two consent orders were reached and one appeal was withdrawn. Another 13 appeals are pending.

Cr Congreve said the council’s seeming lack of power was frustrating. “It goes to show that at the end of the day, council can make a decision, but it can be easily

overturned. It’s a really difficult position for us to be in and I’m sure that it’s frustrating for the residents who thought they may have been out of the woods with this development, but now find themselves back in that situation.” The report into VCAT decisions comes as development in Brimbank continues to boom. The council received 87 planning permit applications in December and 33 in January, with a total value of $145.9 million. Cr Bruce Lancashire said it showed the strength of the development occurring in Brimbank.

A passion for cricket Jodie Brown has always had a passion for cricket, and she is turning that passion into a new career. The Caroline Springs woman has stepped into the world of player representation in the past two years, working to place international players into local clubs and give them opportunities to experience a summer of cricket in Australia. “Cricket has always been a big part of my life,” she said. “My first client was Danza Hyatt at Darley Cricket Club. “He was looking for an agent and he was coaching my sons … it’s gone from there with bringing players over to play here. “There’s a lot of good players who never get the chance to experience playing in Australia, and vice-versa, placing players in clubs overseas as well.” Ms Brown now looks after players with international experience from India, Sri Lanka

and Canada, but her new path has not been without its challenges. “I’ve had a lot of clubs who are interested in players but say they don’t want to deal with a female agent,” Ms Brown said. “It’s a huge challenge, and people need to realise that these are good players who deserve a chance. “I’m just as good as male agents and [I] know talent and have an eye for detail. “I think I’m the only female cricket agent in Australia, I could be wrong on that, but it is a hard industry for women to break into.” Ms Brown said she was committed to making her new venture work. “I don’t want to stay small, I want to be a big fish in the ocean,” she said. “To be recognised as one of the best player agents, female player agents, in Australia. Council makes noise over noise By Tate Papworth Aircraft noise and flight paths are among Brimbank council’s major concerns regarding future operations at Melbourne Airport. In a submission to Airservices Australia, the council flagged a number of issues, including health impacts on residents underneath flight paths and night operations. The council’s biggest concern related to the impact of aircraft noise. The potential impact of aircraft noise on schools and other learning environments, and the need for appropriate

Not only is it inadequate for our community, the methodology around the online surveys provided was not suitable for our general community,” Cr Tachos said. “It’s as if our communities, our voice, our views, our lives don’t seem to matter. “The survey was so technical, so skewed and not really interested in eliciting views on flight principles, but a tool developed for people who would need some background and knowledge in aviation. “We aren’t pilots, but I feel like I’m becoming one with all the knowledge that’s required

from me to grasp the complexity of flight path design.” Cr Tachos said more needed to be done to keep airlines accountable. “Concerns continue to grow with the regulation of airspace and lack of information about repercussions, if any, when aircraft don’t adhere to noise abatement procedures. “It appears increasingly that the needs, the growth and the profits of the aviation industry are prioritised over and against the safety, amenity and environmental impacts of our community here in Brimbank.”

New road to terminal Melbourne Airport has begun construction on its $60 million express road. The new elevated loop road will connect the Tullamarine Freeway to the Terminal T4 carpark. Melbourne Airport chief commercial officer of landside access Lorie Argus, said the project, the largest road investment by the airport, will make it faster for drivers to reach Terminal 4. The express road is forecast to carry 5000 vehicles a day when completed in early 2021. A further $260 million is earmarked for stage two of the road upgrade, which would include a second elevated link to facilitate better connections to Terminals 1, 2 and 3. “We’re investing $60 million in this component and $260 million in the next … we’ll have an entirely elevated forecourt and development straight in and out of the terminals,” Ms Argus said. She said both road projects would

significantly cut traffic congestion for drivers. “We see 120,000 vehicles in and out of this precinct every day … Our data shows that if we do not add more roads by 2025, drivers could be stuck in traffic for around 30 minutes on the doorstep of the airport. “Our elevated loop road upgrades will future-proof Melbourne Airport for international and domestic traveller growth while reducing stress for passengers. “We see this road taking us well into the 2050s for capacity.” Tate Papworth

Land acquisition on the table By Tate Papworth Brimbank council is open to compulsorily acquiring land to address a lack of open space in Sunshine North. The council recently adopted an officer’s report which listed compulsory acquisition as one option to provide more open space in the suburb. Reserve in Sunshine North. It also wants developers to include a large suburban park in the River Valley estate. However Cr John Hedditch said the work needed to be done now to prepare for the future. “For a long, long time there has been gaps

in open space and parks and playground provisions in North Sunshine,” he said. “The population is going to significantly increase over time and we’re going to have enormous pressures on our parks, playgrounds and open space as we go along. “We will need to think about various things like reclassifications of parks, land procurement where gaps exist and we’ll need to think about school partnerships.” The council report advised that compulsory acquisition had its shortcomings.

“This approach necessitates a strategic assessment to justify the need for open space, and a separate piece of analysis to identify the specific parcels of land to be acquired,” the report stated. “This approach is not guaranteed to achieve the intended outcome, [and] is likely to take many years to complete.” It is also anticipated that compensation costs would be considerably more than the value of the properties acquired.

Expansion takes shape Watergardens’ $50 million expansion is taking shape with the first round of new retailers announced. Dubbed ‘The Marketplace’ the expansion will largely be used as a food precinct. It will include a host of fresh food traders such as The Butcher Club Direct, Taylors Lakes’ own Lucia’s Euro Deli, San Andres – a market which offers seasonal fruit and vegetables, groceries and smallgoods and IRO Seafood. Watergardens Market Flowers, The Nut Bar and East West Asian Grocer, The Beauty Circle, Elephone, and Sunline Alterations are also among the first tenants. The precinct is also set to welcome major brands ALDI Supermarket, TerryWhite Chemmart and House. Watergardens centre manager Joe Galea said The Marketplace will make Taylors Lakes a real food capital. “Melbourne is renowned for its fresh food markets and dining scene, and we’re bringing a taste of this to Watergardens with an exciting

new fresh food and dining offer, carefully tailored to the people of Taylors Lakes,” he said. “The Marketplace will be a magnet for food that reflects the diversity of our community, a buzzing and vibrant hub where locals know they can find the best possible fresh produce every day. “The food precinct at The Marketplace will become the epicentre of casual dining here in the north-west, designed with street food in mind. “Food is a common ground, and taste preferences aside, it’s something that connects us as human beings.” The Marketplace is scheduled to open later this year. Four of Sunshineâ€™s most patronised child care centres are under threat because of a new set of government building regulations. The new regulations, which will reduce the number of children in the centres, could force many of them to close, leaving dozens of families with two parents working in dire straights.

An explosion in a metre-square metal container caused havoc in Deer Park last Thursday afternoon, stopping traffic and causing passenger trains to be banked up at Ardeer. The late-afternoon explosion happened in one of four containers on the land at the corner of Station Road and Tilburn Road, diagonally opposite the ICI explosives factory in Deer Park and close to a transport depot where liquid gas transporters are regularly parked.

Soaring temperatures in Melbourne have nothing on the residents of Sunshine whose tempers have reached boiling point over the unknown fate of the Sunshine Swim and Leisure Centre. A group of residents have launched an aggressive campaign to keep a swimming pool in Sunshine following the leaking of a confidential document recommending the centre be closed as one of a number of options.

What’s your connection to Brimbank? I lived in Sunshine for 20 years and moved to Sunshine West two years ago. I was originally from Thornbury, but I have a lazy husband who is from the west, so I was the one who had to move. And how’d that pan out? I love the area. When we first moved here, we moved to Maidstone. Later we decided to move to Sunshine and everyone bagged us because it has a bad reputation, but I’ve loved watching it grow. it’s always improving. It’s much better now than it was 20 years ago and it’s only getting better. What could be improved? We need a Kmart and a Target. The Sunshine Plaza when it first opened was really lovely, but so many of its stores are closing down. I feel like the stores opening up are only catering to one sort of person and it could be so much bette if a bit of thought was put into what sort of stores are put forward. Tell us about your role at Caroline Chisholm Catholic College. I’m in my 20th year at the school and I’ve always been in accounts.

You’d see a lot of different people in that position. You have no idea. And over the years I’ve seen a lot of different faces come and go. A lot of people live local, so I often bump into them

Recognising inspiring Australians in Brimbank Two inspiring Australians have been recognised on Australia Day for contributions to the Brimbank community in their respective fields of medicine and local community sport. The 2020 Brimbank Australia Day Awards were presented across two categories on 26 January at the Brimbank Australia Day Citizenship Ceremony and Community Breakfast at the Kevin Wheelahan Gardens in Sunshine. Dr Selvanayagam Selvendra received the Citizen of the Year Award, while Mr Eangano Singehebhuye was named Young Citizen of the Year. These awards recognise the exceptional contributions, hard work, and determination of individuals making a positive difference within Brimbank. The football field and the field of medicine may seem worlds apart, yet Dr Selvendra and Mr Singehebhuye have both inspired the Brimbank community through their selfless actions.

Retired doctor and surgeon Dr Selvendra served as a general practitioner at practices in West Sunshine and North Sunshine for 45 years of his 59 year medical career. He would regularly go above and beyond to help his patients. Mr Singehebhuye organises events that aim to inspire and empower young people from disadvantaged communities across Brimbank, through his work with two not-for-profit organisations. This includes soccer programs for children, young women and young men. The Brimbank Australia Day Awards are open each year to all Australian citizens who live, study, work or volunteer in Brimbank. As part of the Australia Day ceremony, 180 residents also took the oath to become some of Australia’s newest citizens. I’m pleased to say we’re making progress on plans to build an Australian-first health and wellbeing hub that will replace the outdated St Albans Leisure Centre. Detailed designs are in and they look absolutely amazing. I’m extremely pleased that this significant project is on track. You’ll find more information on the next page. Thank you to everyone who contributed to our bushfire relief fundraising for the communities devastated by bushfires in Victoria. Council kicked off support by donating $10,000 to the Gippsland Emergency Relief Fund on behalf of the Brimbank community. 100 per cent of donated funds will go directly to the communities in need. International Women’s Day is around the corner. This is an important time to remember that an equal world is an enabled world. Gender equality is not a women’s issue – it is something our communities and economies need to thrive. I am proud to be serving as Brimbank Mayor alongside six other women out of 11 Councillors, our CEO Helen Morrissey and all the wonderful women who work for Brimbank City Council. Final plans revealed for Australian-first hub as construction nears St Albans Leisure Centre will permanently close its doors to the public from 14 April 2020 to make way for a world-class health and wellbeing hub. Final designs for the health and wellbeing hub have been completed and include an indoor aquatic and leisure facility with: • Two water slides • A 50m, ten lane competition pool with access ramp • Leisure water/Learn to Swim program pool • Warm Water Program Pool with adjoining spas • Water play unit and splash pad • Dry and steam saunas • A gym with 24-hour access • Group fitness/function rooms • A wellness centre/Community program room Other features include a café, multiple wet and dry change rooms, including family change, and a crèche.

Once the St Albans Leisure Centre closes, a pop-up gym and relocated group fitness classes will be available at the nearby Keilor Downs Community Centre to support the community to stay active throughout the construction phase.

Make sure you come and say goodbye To make sure the community has an opportunity to say a proper goodbye to St Albans Leisure Centre - a facility that has played a part in the lives of many locals Council will host a special farewell event on Thursday 9 April 2020. More details will be available soon.

What happens next? The next step in the project will be for Council to finalise the current tender process and appoint a contractor to demolish the current facility and construct the hub. Capital Works Hampshire Road upgrade continues Hampshire Road will be temporarily closed to vehicles between Bennett Place and Devonshire Road while works are being completed. Access to shops, businesses and residences will be maintained throughout construction. Detours will be in place and the community is asked to look out for and follow the detour signs. Works are expected to be completed in the last quarter of 2020.

MB Lynch Memorial Gardens Work has started on a new $5.85 million project to create a beautiful civic green on Hampshire Road between Devonshire Road and Bennett Place, as Council continues to transform the heart of Sunshine. The Stage 3 works will feature trees, lawns, and create more space for community events and footpath trading on Hampshire Road. Our vision for the heart of Hampshire Road is to create a much loved area where shoppers can stay a little longer, meet friends and enjoy community events.

Business as usual We encourage people to continue supporting their favourite traders and local businesses while works are underway along Hampshire Road – remember all the shops and restaurants will remain open for business during this time.

Recent improvements • Sportsground lighting projects - Lighting at six sports grounds has been upgraded to competition standard 100 LUX with LED. The sites are Ainsworth Reserve, Sunshine; Ralph Reserve, Sunshine West; Ardeer Reserve, Ardeer; Larissa Reserve, St Albans; Keilor Lodge Reserve, Taylors Lakes; and Churchill Reserve, St Albans. All projects were completed at the end of 2019. • The Lakes Reserve Flagship Park, Taylors Lakes - Works at the Lakes Reserve playground and picnic area are complete. The public now has access to a new playground, shelters and BBQ areas, new lawn area, new pathway network, fitness equipment, Parkour Ninja Warrior equipment, Hot Shots tennis court, basketball key, ping pong table and shared user path on the southern side of Taylors Creek. A shared user path on the northern side of Taylors Creek is scheduled for construction in March and is set to be completed by mid-2020.

Further along Hampshire Road, Council is upgrading the MB Lynch Memorial Gardens, with a new design that retains key historical features while acknowledging the needs of current users.

Alfrieda Street Civic Plaza St Albans residents can look forward to a new civic plaza that will continue the revitalisation of the popular Alfrieda Street town centre. A $1.67 million project is underway to transform the former bus interchange on Alfrieda Street into a vibrant and welcoming civic plaza. Works will include road surfacing, feature paving to the footpaths, tree planting and landscaping, improved seating and lighting, better signage, and a new raised pedestrian crossing. Temporary road closures will be in place during construction. Drivers and pedestrians are urged to look out for and follow detour signs. Access to shops, businesses and residences will be maintained throughout construction. Works are expected to be completed by mid-2020.

Works will include pathways, two new shelters, seating, feature lighting, shade trees, lawn areas, irrigation system, interpretive signage and new garden beds. Construction is expected to be completed by mid-2020. The Stage 3 works and upgrades to the gardens form part of Council’s Hampshire Road Master Plan, which outlines a vision for redeveloping Sunshine’s main street into a unique and vibrant destination. • Albion Station Western Access Improvements - Works adjacent to Albion Station to improve access and safety to the station have been completed. These works include a raised pedestrian crossing with flashing lights, new roundabout and road and footpath upgrades. New tree planting and landscaping will be undertaken in autumn 2020 to complete the project. • West Esplanade Shared User Path (stage 2) - Council has completed a shared user path for cyclists and pedestrians in St Albans. This project is part of the Sydenham Rail Corridor Bicycle track network and runs along West Esplanade, between Ruth Street and Margrave Street. Planting along this path is scheduled for autumn 2020.

Works underway • Errington Reserve, St Albans - Council is constructing a $4.3 million sports and community pavilion and new tennis courts, which will replace the existing pavilion. Brickwork, windows and cladding works are currently being completed on the pavilion. The tennis courts, valued at $1.9 million, are now in the final stages of construction, including lighting, landscaping and planting. • Dalton Street Reserve Stage 2 Suburban Park Upgrade, Sunshine West - Works have commenced at Dalton Street Reserve, including the construction of a circuit path, half basketball court, fitness area, nature based play area, art work installation, additional seating and planting. Works are scheduled for

completion in mid-2020, and these additional facilities are being funded through $200,000 from the State Government’s Community Support Fund. These Stage 2 works are expanding on Stage 1 works which were completed by Council in 2014.

Looking forward • Dempster Park Tennis - Upgrade works will include resurfacing two tennis courts with synthetic grass and extending the courts to provide a walkway between them. The project is going out to tender, with construction starting soon after. • New sports pavilions - Three new sports pavilions will be built at More Park, Ardeer; Delahey Reserve, Delahey and Bon Thomas Reserve, Deer Park. These pavilions will include a social space, kitchen, toilets, change rooms, first aid rooms and storage. All three projects are currently in detailed design. Construction is expected to start in mid-2020. • Roseleigh Reserve Suburban Park - Works to upgrade Roseleigh Reserve Suburban Park in Sydenham are scheduled to start in March. Existing play equipment will be replaced with a tower with slides, swing set, rotating play equipment and a see-saw. Designed around a medieval theme, the play area will be extended with sculptures, including a dragon, and a hedge maze. The upgrade will also include additional seats, a drinking fountain and walkways, along with sheoak forest planting. Works are scheduled to be completed by mid-2020. Solar panels on top of multi-deck car park

The Brimbank multi-deck car park in Sunshine has become the latest Council building to make the move to solar energy.

Offers for kindergarten places in Brimbank in 2021 will commence in July 2020.

Council recently flicked on the switch of an 82-kilowatt solar installation on the top level of the multi-deck car park in George Street, Sunshine.

Parents and carers are reminded to update their contact details to ensure their child receives an offer.

The new solar panels mean the car park is now almost entirely powered by free, clean and renewable energy.

Solar power generated by the panels will provide nearly all of the car park’s requirements for its lifts, lighting and equipment - equivalent to the annual power needs of 26 houses.

Deer Park is bullish about its flag chances in the Western Region Football League division 1 this season, despite a number of its premiership stars leaving over the summer. The Lions, seven-time reigning premiers, have had to come to grips with the fact that star onballer/half-forward Kwame McHarg will no longer be in the blue and gold. McHarg is described as â€œirreplaceableâ€? by Lions coach Marc Bullen. The smooth mover has been followed out the door by star goalkicker Jase Perkins, Troy Kelm, Max Bruin and Kevin Klix, along with retirees Jackson Barling and Shannon Byrnes. While the Lions have made some quality acquisitions, including the return of veteran full-forward Brendan Fevola, rebounding defender Ryley Barrack and promising small forward Lachlan Smart, the departures are enough for some to contemplate a grand final without Deer Park for the first time since 2012. Bullen already described last yearâ€™s premiership, including a miracle grand final comeback, akin to â€œclimbing Mount Everestâ€?, so he knows how much harder the task will be without McHarg and co. Despite that, Bullen warned the football public against discounting his side as a serious premiership threat. â€œThereâ€™s no doubt that Altona and Spotswood are very good sides, Hoppers Crossing have recruited well, Werribee Districts is always really good and the likes of Caroline Springs will be trying to get into the five â€“ the competition is very good,â€? he said. â€œKwame McHarg is irreplaceable, but weâ€™ve got everyone else covered, so weâ€™re going to give ourselves every opportunity to win the premiership again.â€?

Jack Purton-Smith has been earmarked to take over McHargâ€™s role as a midfielder/ half-forward. New recruit Smart and young gun Spiros Amarantidis will also play similar roles. Smart is seen as a like-for-like replacement for Byrnes. Jack Redpath will be the focal point of the Lions forward line after the departure of Perkins. Bullen was never totally satisfied with how the Redpath-Perkins combination worked, so he faces a task of meshing Redpath with Fevola and Wong in a three-pronged attack. â€œObviously weâ€™ll have to work on our functionality,â€? Bullen said. â€œHaving Wong, Redpath and Fevola is a challenge for us, but a good challenge to have.â€? Fevola will begin his second stint with Deer Park at the age of 39. The former Carlton and Brisbane Lions spearhead is reportedly the fittest he has been in years. â€œHe could get a hold of a few sides,â€? Bullen said. It was inevitable that McHarg would leave Deer Park one day. So often over the years, McHarg has been subject to attempted raids from local and VFL clubs, but stayed loyal to the Lions. McHarg, who will join Port Melbourne Colts, has left an incredible legacy at Deer Park. â€œHeâ€™ll go down as the best ever Deer Park player and arguably the best ever to play in the WRFL,â€? Bullen said. â€œHeâ€™s going to leave a huge hole because of his ability to score, his ability to win ball. â€œHe had 44 possessions in the grand final. â€œHow do we replace that? We probably canâ€™t.â€?

SPORT Hoppers Crossing teen on target for a big career Georgia Pistone has embraced the pressure of international shooting competition and underlined her potential as a future star in the sport. The 16-year-old from Hoppers Crossing turned heads with an impressive season in 2019, highlighted by her 12th-placed finish in the universal trench world championships against open-age opponents in France. She also took out a bronze medal in a team’s event. Pistone was understandably a little bit nervous about competing on the international stage, but she was certainly not overawed once she pulled her first trigger at the competitions. “It was nerve-racking going over there and representing Australia, but it feels good,” Pistone said. “There is a little bit of pressure, but you have to learn to deal with it. Australian jacket at competitions, I’m proud wearing it.” Pistone is eager to crack into the world top 10 this year. The Werribee Victorian Clay Target Club member has set her sights on representing Australia at the worlds again, this year in Italy. She is on track halfway through qualification, but still needs two big rounds to earn selection. “It will be the top three ladies selected, so I have to put in a good performance in the next two rounds,” Pistone said. “Where we’re shooting, I shoot well, so I’m pretty confident.” The other high priority event for Pistone in 2020 is the national championships. She is the defending Australian champion, so the rest of the field will be aiming to bring her down. “I’d love to go back-to-back,” Pistone said. Pistone earned an Oceania gold medal with

Australia B in the ISSF Olympic trap. The achievements only come Pistone’s way because she is willing to work hard, even though she is busy completing her studies at Hoppers Crossing Secondary College. “There’s a lot of training,” she said. “I’m always down at Werribee practicing. “It’s repetition, I shoot about 100 targets and I’m always repeating the same thing and having the same style. I love it.” Pistone is the Don Deeble Sports Star for February. Sunshine star to miss finals By Lance Jenkinson Sunshine Eagles have suffered a blow with star catcher Allan de San Miguel to miss the Baseball Victoria summer league division 1 finals. De San Miguel, a Melbourne Aces championship winner earlier this month, was hoping to achieve a rare double premiership this summer, but has informed the Eagles that he will not be available. While he intends to continue on as a player with the Eagles next season, the 32-year-old’s professional career in baseball will soon turn from playing to coaching. De San Miguel’s last assignment as a professional player will be with the Australian national team, where he is hoping to be part of a run to the Olympics. In the meantime, de San Miguel will continue his coaching with the Kansas City Royals in Major League Baseball, where he spent the past few seasons as a player in the minor leagues. De San Miguel will be required to report to spring training with the Royals at the same time the Eagles are taking flight in the summer league finals. “I’ve got to head back to the States on the 29th of February and start my Kansas City Royals duties on the 2nd of March,” he said. “It’s a shame that I won’t be here for the playoffs. “It’s going to suck not being a part of it because I missed out on it last year too.” De San Miguel expects Sunshine to be there at the pointy end of the campaign. In his view, the Eagles are better placed to

challenge for the title than they were last season and also set up better for a sustained period at the top. “We’ve scored a lot more runs, the team batting average is a lot higher and everyone is doing their role and improved so much more from last year,” de San Miguel said. “Even though we finished in first place last year [before getting knocked out in the finals], we’re still getting better and that’s really good to see from a club point of view. “We want to try and grow the club and get them bigger and stronger. “We’re trying to enforce one main goal and it’s to not rock up to the field, participate and be satisfied by that, when we go to the ballpark, we’re here to win, we’re here to get better and win a championship for the club.” De San Miguel announced his retirement from Melbourne Aces in the weeks leading up to the ABL finals. Securing the Aces first championship was the perfect way for him to bow out. De San Miguel is a five-time ABL championship winner, including four titles with his hometown Perth Heat. Retirement was a little easier for de San Miguel than most because his body dictated the process. “If you’ve caught 17 years like I have with knees that feel like mine, just let me know how you feel,” he said with a laugh. Sunshine went down 6-1 to Fitzroy Lions at Barclay Reserve on Saturday. The Eagles remain the team with the best record two games out from finals.

Taylors Lakes will live to fight another day in the Victorian Sub-District Cricket Association. The Lions will head into the last round with finals still a possibility after taking care of business with a 47-run win over Croydon at Lionheart Reserve on Saturday. For the Lions to break into the top six, they will need everything to go right on the last Saturday of the regular season. The Lions not only have to beat second-placed Altona in a one-day game at JK Grant Reserve, but will need a hand from Yarraville, to beat sixth-placed Melton, or Balwyn, to beat fift h-placed Noble Park. Should Taylors Lakes, Melton and Noble Park all lose, it will open the door for one of Bayswater or Hoppers Crossing, who square off against each other, to fall into the finals.

Taylors Lakes won a tight, low-scoring affair over Croydon in the penultimate round. The Lions could only muster 8-129 off 45 overs. After crumbling to 6-69, Aamir Raza performed the rescue act for the Lions. Raza made 48 for the second game running. Late runs from Mark McLachlan (16) and Jason Denny (27) moved the score to triple figures. It was more than enough for the Taylors Lakes bowlers to defend. Saints flying in top flight return By Lance Jenkinson A spectacular volley from Adam Hodor has earned St Albans Saints a share of the points in a 1-1 draw on the road against Dandenong City to keep the team undefeated after two games in the National Premier League. The newly-promoted Saints have been a breath of fresh air in the NPL, producing an attacking brand of football that has ruffled the feathers of two established clubs. The Saints have scored five goals and yielded four points in their opening two games back in the top flight. Saints coach Kruni Razov is thrilled with how the team has begun life in a higher division. â€œIf someone said before the season that weâ€™d have four points after two rounds, I wouldâ€™ve taken it with both hands,â€? he said. â€œThe boys have been fantastic. â€œA home win and a very tough away trip to Dandenong City, who just missed out on the finals last year.â€? Incredibly, St Albans is without a recognised striker. The Saints only striker is new recruit Mate Barisic, who is young and learning the ropes at the level. He will be coming off the bench for the foreseeable future. Razov has instead gone with a bit of unpredictability up front, deploying Hodor, Anthony Poljak and captain Matthew Cundari. â€œWeâ€™ve gone into the season without a natural striker,â€? Razov said. â€œWeâ€™re a bit more quicker on the counter-attack and we move the ball a bit more quicker. â€œThereâ€™s probably not that much into the feet for Adam Hodor to hold up, itâ€™s playing between the lines, playing over the shoulder

and using our feet and an aggressive approach in that front third.â€? The strategy is working so far for St Albans. Hodor is the one who is making it work, adapting to a new role with ease. The Saints have prepared for the striker-less team, spending countless hours honing their crossing and cutback skills to make up for the lack of a powerful forward or a skilful striker.

Their balls into the box have been exquisite so far. A prime example was defender David Simmsâ€™ delivery for the equalising goal with his cross well weighted for Hodor to strike first time. â€œWe do a lot of crossing at training,â€? Razov said. â€œUsually every Friday before a Sunday game, we spend at least half an hour to 45 minutes trying to get balls into those areas.
