Winter play here to stay There’s even more reason for families to brave the cold this winter with a new playground at Green Gully Reserve. The massive playground is complete with two slides, swings, balancing and climbing posts, nature play areas and a picnic setting. It also includes native bird sculptures, new toilets and fitness stations, canopy trees and low cover garden beds. Brimbank mayor Lucinda Congreve said she hopes to see the new equipment getting lots of use. “Council is committed to creating high quality, attractive open spaces that are good for our physical and mental health, and support people to get outside and be active. “Future plans include a full basketball court and half netball court to be constructed in the next two months.” The upgrades are part of the council’s Creating Better Parks Policy which has brought about improvements to 105 parks, totaling almost $32 million since 2008. Notably, a $3.34 million transformation of The Lakes Reserve flagship park began in May this year. The upgrades will create a new activity and leisure area with exercise equipment, an obstacle course, a new irrigated picnic lawn, shelter, barbecue and improved views of the lake. LUCINDA CONGREVE

Speed limit not enough By Tate Papworth Albion residents will continue to campaign for traffic lights at a dangerous section of Ballarat Road. The residents claimed a partial victory last week when the state government announced it would lower the speed limit between McIntyre Road and Glencairn Avenue to 70km/h from 80km/h, while new line marking will also be installed at high-risk locations along Ballarat Road between Adelaide Street and Holt Street. led by the Albion Action Group and residents of Federation Residential Village. Last Thursday Minister for Roads, Road Safety and the TAC Jaala Pulford announced the safety improvements, saying that community sentiment had won out. “We heard loud and clear that something

needed to be done to make Ballarat Road safer and that’s exactly what we’re doing,” she said. However those that have lobbied for change say it’s not enough. Federation Residential Village is on a notorious stretch of road and village chairperson David Richardson said traffic lights were needed. “This is the third best option – the first would be traffic lights, the second would have been a reduction to 60km/h, and this was the third … the fourth option would be to do nothing at all,” he said.

The Albion Action group has also pushed for lights to be installed, notably at the Perth Avenue and Ballarat intersection. Albion Action group president Dinesh Jayasuriya welcomed the speed reduction, but agreed more needed to be done. “We want it even lower, but 70 is better than 80,” Mr Jayasuriya said. “We’re talking about crossing six lanes – if you’re an elderly person, would you be able to cross those lanes with cars coming at 70km/h? Probably not. “We still need traffic lights.”

Soccer site for Sydenham Park By Tate Papworth Sydenham Park has been identified as Brimbank’s best location for the new home of Australia’s national women’s soccer team. Earlier this year Football Victoria (FV) released an expression of interest process to develop a “home of football”. The facility will house the Matildas and offer a range of other options for community use. Last June FV identified Sydenham Park as one of five sites listed for further evaluation. Council officers sought clarity as to what

community benefit would be available if chosen, but FV said the community benefit would be fully articulated should Brimbank proceed to the next stage. However Green Gully Soccer Club football operations manager Raymond Mamo said there were obvious benefits. “The Matildas are one of Australia’s most loved teams,” he said. “If we are to be successful, it will put Brimbank up there on the world map. “It will also put women’s football on world map.”

Mr Mamo said there were also significant opportunities associated with the Australia’s bid to host the next women’s world cup. “The FFA [Football Federation Australia] are currently campaigning to host the 2023 world cup. “Given the close proximity to the airport, there’s plenty of accommodation around, can you imagine the tourist attraction that will become when they’re training?” The council anticipates a host of job opportunities would also be created during construction, which is estimated to

cost $50-$80 million. The facility will also house an estimated 100 Football Victoria positions. However the close proximity to the airport poses some problems. The planned third runway places restrictions on the possible uses of much of the land that makes up Sydenham Park with the main consideration surrounding lighting in the vicinity of the flight path or the runway. Other sites shortlisted are Casey, Darebin, a new sports park planned at La Trobe University’s Bundoora campus and Maroondah.

Council drops plan to appeal tip decision

All aboard to clean up Albion station Albion station will receive regular love and care following a lengthy community push. The Albion Action Group has been granted permission to do regular rubbish pick-ups at the station following almost two years of lobbying. Dinesh Jayasuriya, a regular user of the station, said community intervention was needed. “I use Albion station and I started noticing rubbish grow and grow and grow. After a while I figured someone should do something about it because it’s our station,” he said.

“The best way to get people to stop littering is by showing people that it’s a community owned station – we care about it and keeping the area clean.” Mr Jayasuriya then began what would become a nearly two-year process to allow the Albion Action Group to conduct regular rubbish pickups at the station. “It took me a little while to work out how to go about it because there’s not a lot of information. “Friends of Kororoit are doing Sunshine station, so I asked them what to do, but approval

took about 15 months and we needed two MPs to get involved to help push us through. I don’t know why that was the case, but the main thing is we got the community behind it and finally we’ve got here.” Mr Jayasuriya said he plans for the cleanups to expand into other projects. “Long term we’ll do more complicated things like plantings, lobbying for bins … there’s an extended list of things to do,” he said.

The Brimbank council will not appeal a Victorian Civil and Administrative Tribunal (VCAT) decision to allow a large expansion of the Melbourne Regional Landfill at Ravenhall. Brimbank mayor Lucinda Congreve said the council came to the decision not to appeal after legal advice. “As a council we share the extreme disappointment of our community with the decision by VCAT to grant approval for the expansion,” she said. “We understand there will be people in our community who will be disappointed with our decision not to appeal. “We share this disappointment, however after considering all options council could not justify the legal costs involved, for a case we are unlikely to win.” The council has been fighting the proposal for two years. Cr Congreve said they will now turn their attention to advocacy. “Our focus now is to advocate on behalf of our community to the EPA and the state government to ensure Landfill Operations Pty Ltd meets the conditions of its licence. “As the authority who exists to protect the environment from adverse impacts of waste and unwanted noise, the EPA has a key responsibility to regulate compliance of the Landfill Operations Pty Ltd, and to make sure it meets its licence conditions.” The Melton council, which is also against the proposed expansion, is still considering its options. Stony silence on creek funding By Tate Papworth

Young sprinter is off and running A Sunshine pupil is gearing up to compete on the national stage after being selected for Victoria’s track and field team at the School Sport Australia Championships. Our Lady of the Immaculate Conception pupil Joshua Djatschenko, 11, will compete in the 100m and 4 x100m at the championships, which are being held in Darwin in September. Joshua said he was relishing the chance to test his speed against runners from around the country. “I am so excited and happy and can’t wait to compete against all the other kids,” he said. “I like the intensity of the build-up to the race and that it’s over in a flash. I just like the feeling of running as fast as I can.” Joshua secured a place on the Victorian track and field team after going through a selection process. The trip is expected to cost about $3000 and Joshua has set up a fundraising page to help him get to the Northern Territory. Brimbank council says it could be left with an $11.3 million hole in the ground and is in need of urgent state government funding. The Upper Stony Creek Transformation Project is a joint initiative between all levels of government, alongside private enterprise, to transform a 1.2 kilometre section of Upper Stony Creek from a concrete drain, back to a natural state. However Brimbank mayor Lucinda Congreve said work came to a halt after it was discovered the ground was contaminated with asbestos, which blew out the budget. “As with many projects in Brimbank, shortly after breaking ground it was discovered that the site was contaminated,” she said. “The cost of remediation work means the original budget has been exhausted and works on site have now stopped.” She said the project will meet a premature end if there isn’t further funding. “What was once a beacon of hope for the west – a transformational project that was destined to be a first in the Southern Hemisphere – is fast becoming an issue of environmental injustice for the west,” she said. Cr Congreve said the issue extends beyond creating a waterway. “Brimbank contributes millions of dollars in levy fees to the Sustainability Fund, we carry the burden of landfill and toxic waste issues and get little back in support for environmental projects. We need to finish the job at Stony Creek. “This is about more than simply rehabilitating a waterway. This is about the west and its people. It’s about cleaning up the historic endemic waste issues that continue to impact on our community.”

Keilor kid rocks Korea An 11-year-old Keilor East boy is rocking out on an international stage. Brendan Rutledge is currently playing a lead role in the South Korean season of School of Rock. Rutledge plays guitarist Zack Mooneyham in the Andrew Lloyd Webber production and said it’s been a whirlwind experience. “For six weeks before opening night we started learning and rehearsing the show scene by scene,” he said. “Now that the show is on we do rehearsals for polishing scenes and making sure everything is the best it can be. “Before shows we will always have a band warm-up which is a lot of fun.” Rutledge initially auditioned to be part of

the Melbourne season and thought his chance might’ve passed when he narrowly missed out on the role. “I originally auditioned for the Melbourne season of School of Rock but just missed out, but earlier this year I was contacted to see if I was interested in the Korea and Sydney seasons, so I sent in a video audition. “I’m really excited to have been offered the same role for the Sydney season too, which starts in November. “It’s been fun to see fans come and see us at the stage door after a show and send us messages on social media too.” Tate Papworth

Brimbank Highway Patrol officers say they were astounded to clock a P plate driver at 156km/h in an 80 km zone, in a prohibited high powered vehicle and on a wet road. They said the driver is familiar with the impound process, this being his third.

Swift arrest

On Thursday, July 16 police responded to an armed robbery that occurred at a service station in St Albans. A man was arrested within seven hours. Detectives charged him with armed robbery and remanded him in custody.

Brimbank charges toward green power Major Brimbank facilities and street lights will soon be powered by renewable electricity. Brimbank council – through the Local Government Power Purchasing Agreement – will now be able to take control of the energy supply component of its electricity costs. Brimbank mayor Lucinda Congreve said the move will help the council secure better prices and is the single biggest step it can take to meet its 2023 greenhouse gas emissions reduction target. “It’s important we create a more sustainable Brimbank through programs that not only benefit the environment through reduced greenhouse gas emissions, but also deliver cost savings to our community,” she said. “Our Revised Greenhouse Reduction Strategy 2013-2023 targets a 50 per cent reduction in our 2011 greenhouse emissions by 2023.” Cr Congreve said the move also ties in with the council’s recent decision to declare a climate emergency. “The Power Purchasing Agreement will help further shape our transition to a low carbon city. This initiative also aligns with council’s declaration of a climate emergency.” Councils are required to commit to the tendering process for the Power Purchase Agreement by early August 2019.

Cats clubroom concern By Lance Jenkinson Albion Football Club is concerned about what a proposed master plan for a revamped JR Parsons Reserve will mean for the future of its own space at the ground. The Cats are one of the major tenants at the Sunshine-based ground and are currently housed in clubrooms funded and built by their members. Cats president Maty Bettin is impressed by council proposals for the community space. However, he feels his club is being

short-changed, estimating the clubroom space it has now will be more than cut in half. “The overall plan is brilliant and we don’t object to that,” he said. “It’s just the space that we’ve got [allocated] and if it was like-for-like there’d be no issue. “The fact they’re giving us way less space and we can only access the building six months of the year, it’s a bit of a sticking point for our club.” Albion’s preference is to retain the clubrooms, but would not object to new clubrooms if the current size was retained. “We think we’ve got a perfectly good

building, so why knock it down?” Bettin said. If the clubroom space Albion has is dramatically reduced, Bettin fears it could impact on the club’s future. “Looking at the rooms, it’s probably one of the best building facilities in the WRFL,” Bettin said. “It’s a bit of a waste of money to knock it down. “The extra revenue you make for hiring out the rooms for functions and things like that, we rely on that to keep us going. “If we don’t have that 12 months of the year, we might not be financially sustainable.”

Ms Jennison said it did little to quell concerns. “We were given a form where we could put down our concerns, then we had to put a numbered circle on a map. “Being asked to put a sticker on a map isn’t

really going to leave people feeling like their concerns have been heard, is it?” The Keilor Residents and Ratepayers Association met days after the Keilor workshop to discuss its next strategy. A public meeting is expected to be planned. Meanwhile, the airport will continue with its planned workshops, which will run in a number of different suburbs up until early August. It hopes to inform the community on a decision by Christmas and says the earliest possible date a third runway could be open is 2025.

What’s your connection to Brimbank? I have lived in Caroline Springs for 10 years and run a fitness boxing program called UCEBOX that started out in St Albans and recently moved to Deer Park. What do you like about living in Caroline Springs? It is an awesome place. I love the community

Things that go bump in the night Students at Caroline Chisholm Catholic College are becoming spooky … and downright kooky. It’s mysterious – and some would even say altogether ooky, but the principal, Marco DiCesare, is far from being concerned. In fact, he’s excited.

r DiCesare is very pleased to unravel the ‘mystery’: “Our students are currently in twice-weekly rehearsals for The Addams Family Musical, a team effort that will explode onto stage in our 800-seat auditorium next month.” The college has produced 22 musicals since its inception in 1997, which has enabled students to experience teamwork and learn performance, technical and visual art skills. “Our student performers love being involved in productions,” Mr DiCesare continues. “During the recent school holidays, they gave up their own time to add a bit of polish to their performance. “Now we’re all looking forward to seeing them transform into the creepy and kooky Addams family through song and dance, with makeup and great costumes created by the entire college community – one of more than 1500 students.” The musical’s director, Damian Bernardo says The Addams Family school edition is one for the ages. “The funny, macabre world of well-known characters Gomez, Morticia, Fester, Wednesday and Pugsley, Grandma and Lurch will come alive on stage,” Damian says. “We can only stage the show by arrangement with ORiGiN Theatrical in New York, with the musical changing things up from the original TV show of the 1960s. The 21st-century storyline reveals an intriguing collision of past and present.”

If they try us, I’m pretty confident they’ll use us again.” Something else that the taxi service does very well is having drivers in uniforms, as pristine as their cars. “A taxi service is a relatively luxurious form of public transport and it should look and act like one,” Will says. “You’re not going to find a grubby car or a slovenly driver in our team. “We’re a friendly bunch who loves a chat – always led by the passenger – on topics as diverse as football to world peace. Building is in the blood for Custovic His father was a builder so Salko Custovic practically grew up on building sites, learning the ins and outs of the building industry.

t sparked a passion in him for the industry so it seemed a natural progression, once completing a residential drafting course and working as a building designer for many years, to set up his own business. New Homes Local governments have the levers to influence house prices a hot issue. Mr Sukkar made headlines in 2017 at the height of the property boom by telling young Australians they needed a “highly paid job” to buy a house. The Greens also proposed a national standard for renters’ rights, an issue which is currently addressed at state level. Even so, one panellist warned that other levels of government needed to step up. “Every level of government and every sector has to do their bit,” Victoria’s Residential Tenancies Commissioner Heather Holst said, adding that this would work better with co-ordination between them. “Local government probably proportionately in many cases does more than its counterparts, because it’s so proximate to the problem.” Social housing was one example of an issue in focus for different levels of government, Council to Homeless Persons chief executive and Homelessness Australia chair Jenny Smith said. “There’s a bit of a ping-pong between local government not feeling empowered to require social housing or affordable housing as part of developments and wanting leadership from state government,” she said. “And state government saying, ‘We can’t really do that, it needs to happen at the local level’. “That’s the only way we’re going to keep [from] slipping further behind.” (iStock)

Local governments are better placed to help solve the housing crisis than the federal government, a key expert says. Changing planning strategies to build more new homes in sought-after areas of major cities would have a bigger impact on affordability than introducing a national housing strategy, according to Grattan Institute fellow Brendan Coates. “[The federal government] can provide funding for social housing, and it can fix aspects of the tax system,” he told a recent Melbourne panel discussion, ‘How governments can help struggling Australians with rising housing costs.’ “That will make a difference, but I think that’s also overrated. I don’t think reforms to negative gearing would have made that much difference to the housing market.” Instead, he said the local government level was the best opportunity to address the cost of housing in Australia. “It’s the planning rules that make it really hard to build housing where people want to live,” he said. Talking about a national housing strategy was giving governments an “out”, whereas the levers for the supply side were at the state and local levels. His comments follow an increased national focus on housing affordability in recent years as eye-watering prices in Australia’s largest cities have left many potential home buyers locked out. Burnside Heights moved back into the top two in Essendon District Football League division 2. While the Bears win against Keilor Park was expected, a couple of other results fell their way. Bears president Justin Peagram said finishing in the top two was their focus. A top-two finish would mean the Bears play finals for the first time. “We spoke about playing finals at the start of the year and definitely thought we could get there,” Peagram said. “[Coach] Aidan [Stott] had a plan. Last year we took some steps and this year we had to move forward. “The ball is now in our court. We want to give ourselves the best chance possible and it would be good to have at least two opportunities in finals.” Peagram said the playing group was sticking to the task at hand, but said there was some excitement at the club about the chance to play

finals. On Saturday, the Bears beat Keilor Park, 30.14 (194)-6.5 (41). Peagram said the focus was on making sure they were following the right processes, after an up and down month. “We want to stick to a plan,” he said. “We wanted to play disciplined football and it was about sticking to the structures and playing the right way.” The Bears shared the goals around in windy conditions but Anthony Fawcus headed the pack with seven goals. Seven players kicked multiple goals. Adam Sullivan, who kicked three goals, was named best on ground. Peagram said the spread of goal kickers was something they were focused on, making them harder to defend. The Bears have the bye this week, before facing ladder leaders Sunbury Kangaroos. Eagles look for upside By Lance Jenkinson A black cat might have crossed paths with someone from Keilor Park because luck has not been on its side in Football Victoria men’s state league 1. Eagles secretary Eric Psarianos is adamant a run of five games without a win is not a true reflection of his team’s form in the past month. The Eagles have struggled personnel-wise, being struck down by a lengthy injury list. To top off their luckless run, the Eagles hit the crossbar twice and had a shot cleared off the line in Saturday’s 1-0 loss to Yarraville Glory at Keilor Park Recreation Reserve. “We were pretty unlucky not to get a point,” Psarianos said. “We had a very young squad and they showed a lot of spirit, but they couldn’t get the result. He said the winless run had been hard on the players and coaching staff because they had “a winning mentality”. Keilor Park is choosing to look on the bright side of life, despite picking up just two points from its past five games. The Eagles’ long injury list is giving coach Paul Falzon a chance to blood young players in the seniors. The seventh-placed Eagles can do so without the threat of relegation hanging over their heads – there will be no relegated teams in state league 1 when the leagues are re-structured at the end of the season. “The upside of having so many injuries is you give a lot of these young boys a taste of first team senior football,” Psarianos said. “You use what’s left in the year when the opportunities come up to give these guys a bit of a look in. “The [positive] attitude and the closeness of the team is helping us get a few little results here and there. That will set us up for the future.” No matter what Keilor Park tried in its quest to find an equaliser after Yarraville took the lead in the 25th minute, it just could not find the back of the net. The Eagles fashioned some quality chances that found the woodwork or could not get through lunging defenders. Sean Sacco was superb for Keilor Park in the midfield, playing a captain’s game to lead by example for his younger teammates. “He’s been in and out with a lot of injuries this year, but he’s starting to run into a bit of form,” Psarianos said. James Johnson excelled in two roles, firstly in the midfield and then when he was moved into defence. Doug Cunnison was like a rock at centre back, while youngster Mikhael Reid, one of the

Reid, 17, is going to be hard to dislodge from the team on current form. “He came in against Whittlesea United about seven weeks ago and has made that spot his own,” Psarianos said. “He had a great game today playing on a more experienced player. He’s going to keep developing.” Keilor Park will be going for its first win since June 15 when it travels to Ormond Park on Saturday to face Essendon Royals. Cavaliers in second half scoring blitz Green Gully came out with all guns blazing to execute a come-from-behind 5-2 win over Kingston City in the National Premier League at Green Gully Reserve on Saturday. It was a topsy turvy first half for the Cavaliers. They trailed after 13 minutes when Kingston City’s Damian Iaconis drilled a low and hard strike past Cavaliers goalkeeper Lucas Spinella. Barely did the Green Gully fans have a chance to fret before captain Nick Kalmar delivered a cross from the corner to Jordan Hall, who scored an equalising header just a minute after Iaconis’s opener. Iaconis put Kingston City back in front in the 36th minute when a shot ricocheted off Cavaliers defender Timmy Purcell and into his path for the easiest of tap-ins. The second half was a much different story with Green Gully piling on four unanswered goals in a dominant display. The equaliser was a well worked team goal from the Cavaliers with Andy Brennan advancing down the pavilion side and playing an inch perfect ball to Kalmar, who found Alex Salmon unmarked for a relatively easy finish for the league’s leading goal scorer two minutes after the resumption of play in the second half. Green Gully took the lead five minutes later when Matthew Breeze produced a nice stepover to get a defender off balance and deliver an exquisite cross to Jonathan Bounas, who scored with a header at the backpost. Lions on the hunt for big scalps to lock in third spot Any time you have even slightly doubted Deer Park over the past six years in the Western Region Football League division 1, you have ended up with egg on your face. Ask any of the other nine coaches in the competition and they will all tell you straight up that the six-time defending champion Lions are the team to beat until such time as someone knocks them off their perch. Teams have lined up to take a swing at the Lions in finals and even on grand final day, but all have failed. Is 2019 the best chance yet for a side to bring down the mighty Deer Park? It seems so with the most open premiership race in years. The fear factor of the Lions is not like it once was and they have their own issues when it comes to form and fitness. Even Lions coach Marc Bullen is happy to pass on the premiership favourites tag to Altona, the side that beat his team by 16 points at John McLeod Reserve on Saturday.

It does not appear to be a mind trick from Bullen either, who has watched his side lose to the Vikings in both meetings this season. It is acknowledgement from Bullen of where his side currently stands. “They’re the best team in the competition, we know that,” Bullen said. “Their ability to win contested footy and use

it well through the channels was very good today. “They’re a very good side.” Bullen has seen Altona front and centre on two occasions to come up with an opinion and all the data backs him up that Altona is the best team so far. But Bullen’s comments come with a caveat. He is adamant Deer Park has not scratched the surface of its potential because of its inability to clear the medical room. And no other side has shown it can get the job done against the Lions in a cut-throat final. The bottom line is, write Deer Park off at your own peril. “They [Altona] were ready to go and they played better than us today, and deserved their win,” Bullen said. “When we made a mistake, they capitalised on it. “We still have a lot of upside. “We had about 25 per cent of our side underdone.

“I’m sure we can get ourselves back, ready and prepared going into finals.” Deer Park will need a big finish to secure a top-three spot, which comes with an all-important double chance. The Lions have not had to take the long road to the premiership in this dynasty and will be desperate to avoid a potential elimination final. With trips to Hoppers Crossing, Spotswood and St Albans in the next four rounds with a home game against Werribee Districts in between – all four opponents striving for a top three finish – the Lions will need to take some big scalps to lock up third spot, otherwise they will be taking that long route in the finals. The good news for the Lions is forward Spiros Amarantidis and key defender Jackson Barling could be available for Saturday’s clash with Hoppers Crossing, while a number of others will be better for their runs against Altona. Brewer has not drawn the headlines of some players in the premiership-contending teams, but he is arguably more important because of where Caroline Springs is placed in its top-flight evolution. The 35-year-old was inspirational for the Lakers in a 26-point win over Sunshine Kangaroos at Town Centre Oval on Saturday. For a fourth time in the past six games, Brewer was named the Lakers’ best player. Could a big finish to the season see him get the nod for the Barry Priest Medal for best-and-fairest in the competition? Brewer’s impact in the win over Sunshine was profound as he led one of the youngest Lakers teams ever assembled to a memorable victory. While Brewer was steering the ship, the young Lakers had a front row seat to watch how hard he worked to put the Lakers into a winning position. Lakers football director Marc Raak speaks glowingly of Brewer on a weekly basis. “The way he runs and links up with players is great,” Raak said. “He’ll be in the backline getting a hands off one moment, then he’ll be in the midfield kicking it inside 50. “He’s running 17, 18 kilometres a game, going by his GPS results, which is sensational. “He’s breaking the lines for us and he just keeps going all four quarters. Erin Bollman produced a monumental performance to lead Keilor Thunder to a 97-61 win over Southern Peninsula Sharks in the penultimate round of the Big V basketball women’s state championship at Keilor Basketball Stadium on Sunday. Bollman, one of the star imports of the league, fell just shy of a triple double, finishing with 30 points, 21 rebounds and nine assists in one of the most dominant individual efforts of the season. It was certainly not a one-woman show for Keilor. Ellen Kett was lethal from long range and her 19 points included four three-pointers to go with five rebounds and four assists.
