Runway fight ramps up By Holly McGuinness Brimbank council will launch a community activation campaign to call on the federal government to conduct an independent health impact assessment of Melbourne Airport’s proposed third runway. Councillors endorsed the campaign during a council meeting on Tuesday, August 16 amid concerns the community isn’t fully aware of the potential impacts of the runway. Melbourne Airport is proposing to build the third runway with a north-south orientation. It is expected this will change the existing predominant flight path. As reported by Star Weekly, an independent
health report commissioned by council found the development of the third runway represented an “unreasonable and unacceptable risk” to the health of the Brimbank community. The research, which formed part of council’s submission to the airport on the runway and its wider master plan, found that guidelines in the World Health Organisation Environmental Noise Guidelines (2018) (WHO Noise Guidance) are exceeded across several parts of Brimbank under the proposed plan, indicating that there is an increased risk of adverse health effects within the exposed population. The runway could include impact sleep disturbance and cause anxiety, depression,
heart disease, and cognitive impairment, as well as poorer educational outcomes in children, the research noted. A report to last week’s council meeting said it was important Brimbank residents fully understood how they could be impacted by the runway. “This is further reason why an independent health impact assessment to be considered by the Australian government is critical. This information then needs to be made widely available,” it stated. Councillor Virginia Tachos said the campaign would galvanise the community behind the council’s submission. “The third runway, if it goes ahead, will

impact the whole of brimbank, not just Keilor … there will be experience of noise where aviation noise was not present before,” she siad. “This will not be a normal type of noise.” Cr Jae Papalia said the health risks associated with the proposed runway were “concerning”. “The health and wellbeing of our community must be fairly considered in the decision making process,” she said. Melbourne Airport has previously reassured the community it has “devoted extensive effort to exploring the health impacts of the new runway as part of the Major Development Plan process”, and understood the concerns of the community.
