Pandemic portraits Sunshine artist Ashley Ellis began a series of portraits to document her lockdown experience earlier this year. She said the first few portraits captured scenes from the daily press conferences led by Premier Daniel Andrews. “One portrait, in particular, seems to have captivated people more than the others – [chief health officer] Brett Sutton,” Ellis said. “A few friends jokingly suggested I should make it available on mugs, socks, tea towels, etc. So I obliged. “Did it go off or what! Someone shared the products on Twitter and the next thing I knew, I was getting calls from TV, radio, newspapers ... and the sales went bananas.” Despite the popularity, Ellis stressed her portraits are in no way politically motivated. “I really want to stress that by capturing them in portrait, I in no way endorse them. Lockdown extended By Tate Papworth Brimbank will be in stage four lockdown for at least another two weeks from September 13 as part of the state’s roadmap out of COVID-19. On Sunday, Premier Daniel Andrews announced a “steady and safe” plan to what he described as a “covid normal”. He said Victoria risked a third wave of coronavirus by Christmas if restrictions were lifted too quickly. “I want to get the place open, and I want to keep it open,” Mr Andrews said. “There is no

choice for us, there is only one option. “I want a Christmas that is as close to normal as possible, and this is the only way.” Much of Brimbank has been in lockdown for weeks longer than metropolitan Melbourne as part of the state government’s initial postcode ‘hot spot’ lockdowns. From September 13, stage four lockdown for metropolitan Melbourne will be extended by two weeks with several changes. The curfew will be extended to 9pm, daily exercise will be increased to two hours, social bubbles will be created for people living alone,

playgrounds will reopen and public outdoor gatherings for two people will be increased to two hours. Further restrictions will be eased from September 28, subject to public health advice and if average daily cases are 30 to 50 in metro Melbourne over the previous 14 days. There will be a return to face-to-face teaching for junior pupils, VCE and VCAL and specialists schools from October 12. Childcare will reopen, outdoor pools will reopen and outdoor gatherings could increase to up to five people.

On October 26, the curfew and a cap on the number of reasons you can leave your home will be dropped, if daily average cases of coronavirus is less than five new cases, and less than five cases from unknown sources over the previous 14 days, statewide. Some hospitality would recommence with outdoor dining. In Brimbank, the number of active COVID-19 cases have continued to fall over the past weeks. There were 199 active cases within the municipality on Sunday, down by 70 from the previous week.

Mayor cleared by inspectorate By Tate Papworth The Local Government Inspectorate has informed the Brimbank council that no further action will be taken in relation to a complaint regarding the conduct of mayor Georgina Papafotiou. Cr Papafotiou last week said the decision didn’t surprise her. “I am very disappointed to have been the victim of what I believe to be a politically motivated attack,” she said. Star Weekly previously reported that Cr Virginia Tachos had raised a complaint with the inspectorate, claiming she was ordered to take a COVID-19 test by the mayor following receipt

of an anonymous email. Cr Tachos missed a council meeting and an important confidential vote while taking the test on April 29. “I did not order Cr Tachos to have a COVID-19 test, and any suggestion it was done to prevent her vote being cast at a council meeting is ridiculous,” Cr Papafotious said last week. Star Weekly has sighted a leaked email from Cr Papafotious, to Cr Tachos, which indicates the mayor did ask Cr Tachos to undergo a test. In the email, the mayor cites a letter with no contact address or email address as the basis for asking Cr Tachos to receive a test after she was photographed in St Albans shopping. “I am concerned that your non-essential

contact, and that there is several photos available in social media, may have put you at risk and also your family and fellow councillors. “I am asking you if you could go to the local clinic and have a COVID test done ASAP – to protect us all. Especially as we are not doing virtual meetings yet and have a number of councillors at high risk,” the email states. Cr Papafotious said the email proved her innocence. “The email clearly shows I asked if she could, in order to protect us all, especially those councillors at high risk,” Cr Papafotiou said. “While I asked that it be done as soon as possible, it cannot possibly be interpreted as trying to prevent her presence at a council

meeting that same night.” Cr Tachos said the council needs to review its anonymous letter policy and has asked the inspectorate to address what she sees as “a lack of procedural fairness”. “I have been the target of anonymous letters and other internal and external harassment for the last four years with little to no investigation by council,” Cr Tachos said. “The inspectorate has made the recommendation that ‘the customer service charter should be updated to advise how council will deal with anonymous complaints.” Star Weekly is not implying that the mayor sent Cr Tachos to get a test in order to prevent her attending the April 29 meeting.

Brimbank loses Matildas bid Australia’s women’s soccer team, the Matildas, won’t be calling Brimbank home. Brimbank’s Sydenham Park was one of five locations shortlisted to become the new home of one of the country’s most loved sporting sides, but the bid fell short. La Trobe University’s Bundoora Sports Park was last week announced as the preferred site securing $1.5 million in Victorian government funding to start planning works for the home for the Matildas, as well as space for a State Rugby Union Centre. Brimbank mayor Georgina Papafotiou congratulated the Matildas and La Trobe University on the announcement. “A big thank you to everyone involved in Brimbank’s bid to help make Sydenham Park the Home of the Matildas in the lead-up to the Women’s World Cup in 2023,” Cr Papafotiou said. “We can proudly say that our advocacy work has put Sydenham Park on the map for future investment opportunities, including around sport, active recreation, eco-tourism and more.” She said the site had a bright future. “We would not have been one of the final sites considered without the enthusiasm of our community in Brimbank and the hard work of council staff, and this is to be commended,” Cr Papafotiou said. “Council’s ongoing work has helped to outline the opportunities – strategic, economic, employment, indigenous, environmental, conservation and biodiversity enhancement – for Sydenham Park, and create a pathway forward to activating the potential of this precinct.”

We’re a top dog Melbourne has been named the 15th dog-friendliest city in the world, according to an international study. The online survey, by pet insurance company Coya, focused on canine-friendly infrastructure such as parks, pet stores, veterinary practices and hotels; the costs involved with looking after an animal; abandonment rates; and the number of people fined for not picking up their dog’s poo in public. San Francisco placed first in the study, achieving a score of 100 per cent. Melbourne scored 87.10, while Sydney placed 34th with a score of 78.19. Melbourne ranked second-highest in the world for the amount and quality of its dog parks, behind New York. Founder and chief executive of Coya, Andrew Shaw said, said that while dogs were usually happy if they were well-cared for by their owners, canines also enjoyed plentiful green spaces and other places they could socialise with puppy pals. “We conducted this study to help inform dog lovers and owners alike about the dog-friendliness of their local cities, and how they may compare to others around the world. “As dog lovers ourselves, we were surprised at the results and hope that it adds to the conversation about how to make cities happier places for our furry friends.” Alesha Capone

Sunshine key to Brimbank’s future transformation Brimbank is set to boom and the council is preparing for a vastly different future. The council is developing a draft “Transforming Brimbank” policy to set out the priorities and future needs of the municipality. The draft was developed by undertaking an assessment and consolidation of more than 50 council and state government policies and strategies. Park and Sydenham Park, and the Calder Park Drive interchange upgrade. A council officer report tabled to the council in August stated it was imperative key priorities were put in place early. “Brimbank and the Sunshine precinct are both strategically positioned to undergo

extensive transformation over the coming decades,” the report stated. “The Sunshine precinct has been identified as a state significant area for considerable jobs and housing growth, supported by once-in-ageneration government investment across the precinct, including unprecedented investment in transport infrastructure. “In particular, the creation of a thriving Sunshine CBD, where a substantial increase in jobs, housing and community services is focused, will be the key outcome that brings

Big wins for Brimbank projects By Tate Papworth Brimbank has secured more than $7.4 million for sports and recreation facilities to help create jobs and support COVID-19 recovery efforts. Mayor Georgina Papafotiou welcomed the funding which is the result of a number of advocacy outcomes secured over recent months. A major win for the council is a $4 million state government commitment towards the redevelopment of More Park in Ardeer to support more women and girls to get fit, healthy and active. Association. The upgrade will enable a future winter sport tenant to be located at the site which will help address the high demand for new sports facilities in Brimbank. The More Park project alone will create 84 direct jobs and 55 indirect jobs and help support local economic activity, businesses and workers.

The project was set to start last month and is due for completion by December 2021. Other major wins include; $2 million in state funding for the St Albans Health and Wellbeing Hub; $625,000 for the Errington Reserve sportsground reconstruction and Delahey Sport Pavilion redevelopment; $500,000 in state funding for new female-friendly change rooms at Keilor Park Reserve; and $320,000 in federal funding for a ‘Change Makers’ Sport Initiative for newly arrived migrant and multicultural communities. “These are all significant financial commitments by the government that will help support local economic activity in the short

Bringing kinder home With playgrounds out of bounds and childcare and kindergartens closed to most families, childhood has been looking very different under the COVID-19 crisis. But a group of Victoria University students is doing its best to deliver isolated children an enriching experience from home. VU student teachers have been trialling online ‘kindergarten-at-home’ sessions, tailoring the experience to the interests of the child involved. Early education lecturer Sarah Jobson said VU has been one of the only universities in Australia offering such one-on-one remote placements for its pre-service teaching students (PSTs), giving them practical experiences despite the COVID-19 closure of kindergartens and childcare centres. “The virtual placement is an innovative way for VU’s bachelor of early childhood education and graduate diploma in early childhood education students to learn directly from parents of young children about the joys and challenges of having a new person in the family,” she said. The first group of students started their remote placements a few weeks ago, mainly with VU staff families. Ms Jobson said the program is now searching for hundreds of other host families for more VU students preparing to become early childhood teachers. After collaborating with each child’s parents and VU mentors, the students design activities customised to the child’s interests and strengths. Activities might include reading stories, singing or drawing together, or discussing favourite toys. Ms Jobson said families whose first language is not English have been using the sessions to focus on English communication. Virtual sessions generally run a few times each week, but their duration and frequency are determined by each family. Second-year student Phoebe Wong has been conducting regular sessions with Sadie,

Western Water customers could be missing out on savings on their bill if they haven’t completed an account ‘health check’ recently. The company’s chief operating officer Graham Holt said every customer can opt to pay their bill fortnightly or monthly, which reduces the cost to a manageable amount. “We often have customers who aren’t applying the relevant concessions to their accounts which means they are missing out on a saving,” he said. “Utility Relief Grants funded and given by the Victorian government are also a great support, allowing customers to access up to $650 to go towards their bills.” The grant is available to concession card holders, but customers can also apply if they’re part of a low-income household. Mum in a million A Caroline Springs teenager has nominated her “hero mum” for an award as her special way of saying thanks a million. Ivanka Portelli’s mum, Maria, is a frontline health care worker at a local respiratory clinic and has been working long days for the past four months protecting the community. Ivanka, 13, recently nominated her for “The Thanks A Million Campaign” to honour and celebrate her heroism. “Mum’s commitment as a nurse during this pandemic has been truly heroic,” she said. “During this time that mum has been working at the COVID-19 respiratory clinic, I have looked up to her as a role model and somebody who I want to aspire to be, a person who makes heroic sacrifices and works to protect and keep members within the

community safe. “The efforts of my mum and our frontline healthcare workers means we all live in a happy, healthy society.” Ivanka said the past three months have been extremely hard on Maria, but she would wake up early each and every morning and go off to work with a positive mindset. Carjacking charges

House fire Firefighters were called to a fire at a single-storey weatherboard house on Ferndale Road, Sunshine North last week. Crews arrived on the scene within five minutes and worked to knock down the blaze which had taken hold of the front of the house and roof. The cause of the fire is not yet known but will be investigated.

Swooping season begins Spring is in the air and so are swooping birds. The Department of Environment, Land, Water and Planning (DELWP) is reminding the community to take care in at-risk areas following reports of birds such as magpies and masked lapwings swooping at locations around Melbourne. Native birds swoop humans (and their dogs) to defend their young for the six to eight weeks between when they hatch and when they leave the nest. DELWP senior wildlife management officer Rebecca Dixon said swooping occurs every year during breeding season and is largely a defensive manoeuvre. “For some species, including magpies, this is carried out primarily by males; swooping birds account for less than 10 per cent of the population,” Ms Dixon said.

“Being swooped by a territorial bird is no fun, but this is just normal bird behaviour. “The best way to avoid being swooped is to avoid the area altogether, though this isn’t always possible. “If you do end up in an area where there is a swooping bird, try to protect your head and eyes and move quickly through the area without running.” Some hotspots in previous years include public spaces beside the Maribyrnong River from Yarraville, north-west to Taylors Lakes, and in and around suburban parks with tall eucalypts. Police have charged four teenagers and one woman following two incidents in Sunshine. Police allege that an armed robbery and robbery occurred at Sunshine train station on August 29 and 31 respectively. A 16-year-old Deer Park girl, a 17-year-old St Albans girl, a 17-year-old Craigieburn girl, a 16-year-old West Footscray girl, and an 18-year-old Fitzroy woman were charged. The four teenagers were remanded to face a children’s court at a later date. The Fitzroy woman was bailed to face Sunshine Magistrates Court on September 10. Support for Pasifika youths By Tate Papworth Pasifika young people and their families in Brimbank will have access to more support following a funding boost from the Victorian government. Crime Prevention Minister Natalie Hutchins recently announced $400,000 for two programs aimed at providing early interventions and mentoring for Pasifika young people. It follows recent tensions within the community which escalated in June

following the death of 15-year-old Solomone Taufeulungaki at Deer Park. Police believe the teen’s death was linked to a gang feud. Under the investment, $200,000 will go towards the Pasifika Thrive program, which will be delivered in collaboration with local schools to provide early intervention mentoring for young people. The program has been developed by Charis Mentoring, a Pasifika-led organisation with extensive cultural knowledge and

strong relationships with young people in Brimbank. The Village Response Plan program, also led by Charis Mentoring and community partners, will also receive $200,000 to provide support for Pasifika young people who have had contact with the justice system and to help reduce reoffending. “This funding is an important part of our ongoing work to reduce the over-representation of Pasifika young people in our justice system,” Ms Hutchins said.

“The Pasifika community in Brimbank is strong, resilient and vibrant. I congratulate Brimbank Pasifika community leaders on these fantastic grass-roots initiatives, which will ensure young people are continuing to be supported during the coronavirus (COVID-19) pandemic.” The initiatives will build on existing programs, including the Youth Umbrella Project, which aims to increase resilience and build on the strengths of young people from Pasifika and African backgrounds.

Passion for Brimbank A Brimbank marriage celebrant will put the love stories on hold as she focuses her attention on the local government election next month. Emma Langoulant is nominating for the Horseshoe Bend ward and believes as a local resident, mum of two young children and small business owner, she has a good hand on the issues faced by local residents. “I am a proud local resident and I want to see Brimbank thrive and grow,” Ms Langoulant said. “This year has been particularly challenging and it has never been more important to have a strong local voice focused on local issues.” Ms Langoulant said her top priorities are to invest in families, support small business and advocate for Brimbank. “As a sole trader, I have a deep understanding of the challenges faced by small businesses, particularly in light of the COVID-19 pandemic. Local businesses are the heart of any community, they drive our local economy,

provide jobs for local residents and support local sporting clubs and organisations. “They need our help as we battle the realities of an economic recession.” As the western region of Melbourne continues to grow, she believes there is opportunity for Brimbank to invest in local infrastructure and local services, cementing the area as a great place to live, work and grow. Soil storage plans get EPA tick By Ewen McRae Maddingley Brown Coal’s plans to store and process contaminated soil from the West Gate Tunnel Project is a step closer after the state environment watchdog ticked off on the site. The Environment Protection Authority Victoria (EPA) has approved Environment Management Plans (EMP) for the MBC site, as well as Hi Quality in Bulla. Both sites now need separate approvals from the state planning minister. In a statement on September 1, the EPA said it assessed the plans for potential environmental

EPA executive director of regulatory standards, assessments and permissioning, Tim Eaton, said the sites would continue to be monitored. “These EMPs will ensure the health of the local community and the environment is

protected,” Mr Eaton said. “EPA will closely monitor these sites to make sure that they are complying with their EMP and best practice safety measures to protect the local community and environment.” Moorabool mayor David Edwards said it was disappointing that council and the community had not had a bigger say in the EPA decision. “Moorabool Shire Council is extremely disappointed to hear that the EPA has approved the Environmental Management Plan for Maddingley Brown Coal to accept, store and categorise contaminated soil from the West Gate Tunnel Project,” Cr Edwards said.

“Council has been stonewalled and blocked from receiving the environmental documentation that outlines the potential impact to the community, environment and food bowl. “Now a decision has been made with no consultation with council or the community.” The EPA is yet to make a decision on plans lodged by Cleanaway for its site in Ravenhall, which is also bidding to receive the tunnel project soil. Transurban, the operators of the West Gate Tunnel Project, will decide which site is contracted to process the soil.

Kitten season is here The RSPCA is expecting to need to find homes for thousands of bundles of joy as kitten season gets under way. Generally running from September through to the end of autumn, kitten season refers to the warmer months when there’s an increase in cats breeding. RSPCA Victoria head of operations Tegan McPherson says there are a number of ways the community can address the issues associated with kitten season. “It’s so important to desex your cats – desexing your cat is an important part of responsible cat ownership and there are many possible benefits. “Not only does desexing reduce the number of unwanted cats and kittens that will need to go through animal welfare organisations to find a new home, desexing has many health benefits and can also reduce nuisance behaviours.

“It’s also important to know there is no benefit in letting females have one litter before they are desexed.” Ms McPherson said if your cat isn’t desexed, it’s important to keep them contained. Kittens under 12 weeks old are the most vulnerable animal population at RSPCA Victoria. Cats and kittens are adopted at a much slower rate than dogs and are less likely to be reclaimed, putting more pressure on animal welfare organisations such as the RSPCA. Tara Murray

Contaminated soil from the West Gate Tunnel Project could be dumped in our area if a proposal by Cleanaway, operators of the Melbourne Regional Landfill, is approved. This means that 2,900,000 metric tonnes of contaminated soil would be taken to the Ravenhall landfill site, which neighbours Caroline Springs, Burnside, Rockbank, Mount Cottrell, Albanvale, and Deer Park. It would add 460 truck movements to local roads every day, for 16-18 months. That’s one every three minutes! I’m delighted to tell you that we have introduced a zero per cent rate rise for all of our ratepayers in this financial year. We were well into our budget planning process when the COVID-19 crisis struck, and we decided to redevelop the budget to take into account the financial hardship many residents were experiencing as a result of the pandemic. I’m really proud that, while minimising the cost to you, we’ve also managed to plan a significant capital works program. I truly look forward to seeing you all make the most of the exciting new buildings, sports facilities and more, as well as the many programs and services we’re continuing to grow and provide. Zero per cent rate rise Ratepayers in the City of Melton can look forward to a zero per cent rate rise in the 2020/2021 financial year as part of part of Council’s response to the hardship experienced by residents during the COVID-19 crisis. Council made the decision to minimise the cost to ratepayers as it adopted the 2020/2021 Council Budget last week.

Creative kitchens By Tara Murray Victorian’s are stepping up in the kitchen and getting creative during lockdown and a new website will make it even easier. The website, Cook Well, Eat Well, has been launched by VicHealth and Nutrition Australia to ensure Victorians are supported in making easy, affordable and nourishing meals. The launch of the website comes after a VicHealth survey revealed one in two Victorians have started meal planning during the coronavirus pandemic, while 28 per cent have been cooking more dinners as they look to save money. Of those surveyed, nearly half were doing more cooking to save money and 57 per cent said it was because they had more time to prepare meals. The site features a range of free healthy eating resources, including simple recipes and videos, for Victorians to use and for organisations to share with their communities. VicHealth chief executive Dr Sandro Demaio said the survey highlights how the pandemic is affecting the eating and spending habits of Victorians. “The coronavirus pandemic has placed enormous financial strain on many Victorians. Households are adapting by planning their meals and cooking more to save money,” Dr Demaio said. “A quick and easy meal can be made from a few simple pantry staples. Lentils are full of vitamins and minerals and can be used in dahl, burgers, soup, bolognese or salad. And rice is another key ingredient used in many delicious dishes, including fried rice, risotto or to accompany a satisfying curry.” Nutrition Australia chief executive Lucinda Hancock said Cook Well, Eat Well will help Victorians with basic cooking tips, food safety and food storage ideas. She said they had collaborated with the likes of Foodbank Victoria and the Asylum Seeker Resource Centre to help reach more people.

1. Drain can of corn kernels into a sieve and rinse under cold water. Set aside 2. Grate the zucchini 3. Add all ingredients except for olive oil into a large bowl and mix until combined. 4. Heat olive oil in a frypan over medium-high heat. Pour 1/4 of mixture into the pan at a time to form a fritter. 5. Fry each side for 2 minutes or until brown. Repeat with remaining mixture. 6. Serve with a dollop of greek yoghurt.

Method 1. Add red lentils, 1 1/2 cups water, turmeric and butter to a medium saucepan over medium-high heat. Bring to boil, then remove from heat and set aside.

2. Meanwhile, peel onion and dice. Dice tomatoes. Set aside. Grate ginger and finely slice chili. Set aside. 3. Heat oil in a saucepan over medium – high heat. Add cumin seeds and ground coriander. Fry for 1 minute. 4. Add onion, tomato, chili and ginger. Fry for 3-4 minutes until the onion is softened and spices are fragrant. Set aside. 5. Return saucepan with lentils to medium-high heat. Add fried spices, onion, tomato, chili and ginger. Add remaining water and stir through to combine. Bring to the boil. Place lid on saucepan and take off the heat and allow to rest for 10 minutes, until lentils are tender and water has absorbed. 6. Meanwhile, cook rice according to packet instructions or refer to our ‘how to cook rice’ video. 7. Plate lentil dhal with rice. Serve with a dollop with Greek yoghurt and fresh coriander.

Budget freezes rates, supports recovery Council’s Annual Budget for 2020-21 supports a robust capital works program valued at $74.6 million, and delivers a zero per cent rate increase for the 2020-21 financial year. Adopted at a Council meeting on Tuesday 18 August, the budget responds to residents’ feedback, reflects community input as well as Council’s vision to support our community and economic recovery from the COVID-19 pandemic. We understand the financial impacts brought on by the global pandemic, and by applying a rates freeze for the 2020-21 financial year this will ease some of the financial pressures facing our residents and their families.

The new hub will provide vital infrastructure forming part of our recovery strategy and delivering a range of health, wellbeing, educational and social support services for our community. The budget also invests in a number of capital works projects across Brimbank, including: • $22.8 million on roads, footpaths, drainage upgrades, pedestrian facilities and links • $3.7 million for the continuing upgrade of town centres, including upgrades to pavements, landscaping, street furniture and pedestrian links • $2.6 million for parks, playgrounds, and open space

Recent improvements • Errington Reserve Community Sports Pavilion - Council has recently completed major works at Errington Reserve, in the heart of St Albans, to create a family-friendly space for our community. This exciting project includes a new sports pavilion with a social room, kitchen, change rooms, umpire rooms, first aid room and storage. The four tennis courts onsite were rebuilt and located closer to the new pavilion and mult-sport court added for basketball, soccer, netball and volleyball.

• Alfrieda Street Civic Plaza, St Albans - The construction of the Alfreida Street Civic Plaza has been completed. The $1.87 million civic plaza development has created an important community space for the people of St Albans. $125,000 in funding was provided for the project through the Level Crossings Removals Project. The project has included new road surfacing and feature paving to footpaths, large shade trees and landscaping to create a cooler environment, improved seating, picnic tables and better lighting, public art, safer pedestrian crossing, signage and traffic signals.

Works underway • Hampshire Road Master Plan Stage 3 Upgrade - Civic Green - Work continues to create the new Civic Green on Hampshire Road, Sunshine. Works started in February 2020 and significant progress has been achieved in upgrading and the relocation of underground assets. Budget for this project is $5.85 million. • MB Lynch Memorial Gardens, Sunshine Works are nearing completion on the $1.2 million upgrade to MB Lynch Memorial Gardens in Hampshire Road, Sunshine. The upgrade includes feature lighting, sculptural shelters, refurbished seating, plant arbour, pathways, interpretive signage, irrigation system, 96 trees and approximately 9000 plants. The project received $250,000 in funding from the Department of Justice.

• East/West Shared User Path Works – Station Road to McKechnie Street, St Albans - The ongoing establishment of an East/West Shared User Path (SUP) for cyclists and pedestrians from Kororoit Creek in Deer Park to the M80 freeway has commenced. This will create a much needed connection between McKechnie Street, St Albans (near Victoria University) to Station Road, Cairnlea via the existing transmission line easement. This link will provide a safe and attractive path of travel which encourages alternative modes of transport such as walking and cycling; and connect residents from Cairnlea and Albanvale to Victoria University and St Albans Town Centre. The first stage of construction is at Egret Crescent, Cairnlea. Construction is anticipated to be completed by 30 September 2020. Budget for this project is $500,000. • Road Asphalt Resurfacing Works Program for 2019/2020 has been completed, budget of $5.1 million - The contract consists of asphalt resurfacing works of 102 individual road sections throughout the Brimbank municipality. Contract works commenced in February 2020 and completed in June 2020.

Looking forward • Neighbourhood Park Upgrade at Robinson Court Reserve, Delahey - This $100,000 project is part of the Council’s Creating Better Park Policy and Plan. Once compete this park will have a new triple swing, rocker, climbing units, BBQ, drinking fountain, and a connecting concrete path. Other works include installation of park furniture, nature play elements such as rocks and logs, and additional advanced tree planting. Newton enjoying Vixens ride

By Tara Murray Jacqui Newton has experienced highs and lows this year on the way to making an official debut for the Melbourne Vixens in the Suncorp Super Netball Competition. A training partner with the side for the past three seasons, Newton has been around the team and called in to the match day squad as an injury replacement. But this season she has found herself in the Vixens’ squad every match, as the teams adapt to a changing competition because of COVID-19. Match day squads have been extended to 12 players to deal with shorter breaks in between games as teams compete in a ‘bubble’ in Queensland. Newton stepped onto the court in the second quarter in round one. She said she’s lucky the season is up and going, let alone stepping onto the court for the Vixens. Earlier this year, Newton spent two weeks isolating with her sister, before travelling to Wodonga to be with their parents for several weeks when the lockdown first hit. “It was bleak [when pre-season was cancelled], as that coincided with the news of the cancellation of the Victorian Fury program and Australian Netball League season,” she said. “For me, I thought it was the end of my netball for 2020. “It was a bit of a downer. When we moved forward to the Zoom training I also found that quite hard as I love netball and I love the environment. Going out on your own and not being able to see any teammates was hard. “I guess it’s a catch 22. Obviously if things weren’t the way they are, I would still have the ANL season … but comes a new opportunity.” Newton said there was a time she and her teammates thought that they wouldn’t even get a season up and going, as bigger codes struggled to work around the pandemic. Once the season was announced, Newton wasn’t even sure she would be part of it because she is a training partner. The Vixens eventually decided to take all

four training partners, including Newton to Queensland with the squad. The City West Falcons defender said she didn’t hesitate to say yes when she was given the opportunity. “Being away from home is hard, but I didn’t even hesitate. If that’s what I have to do that’s what you have to do. “My partner was going away for work anyway, so we both said our goodbyes and we were off.” Newton celebrated her official debut in round one, but it’s wasn’t the first time she had stepped on court for the Vixens – she spent less than a minute on court due to the blood rule a couple of seasons ago. “I didn’t do a whole lot [last time], so they’ve made this year the official debut since it’s been extended to that team of 12, so you feel more part of it, which has been really good,” Newton said.

“It [round one] was really good. [Coach] Simone [McKinnis] came and said ‘be ready Jacqui as we’re going to look at putting you on’, so I was not too surprised.” Newton has played in several games this season, including playing more than a quarter against the Queensland Firebirds. She said after being part of the Vixens program for three years, she’s starting to feel at home. “Cause I have been around for a little bit, it changes from extreme nerves to anticipation and excitement. Obviously you get the game-day jitters, but if someone was to say that I’m going on I won’t completely freak out. “I love the Vixens, I’m just happy to be part of the program. I’m lucky to be here for three years, I’m enjoying it.” Among her teammates at the Vixens is Australian goal defence Jo Weston. Newton, who plays the same position, said

she tries to learn as much as she can from Weston and new teammate Kate Eddy. “It’s so interesting learning how other people play and what you can bring in from other people’s games, because Jo and I are obviously very different players, I love learning about what I can adapt and alter, so it’s good.” Newton said there was still a lot unknown in the bubble, but it was teaching her how to adapt and cope with different situations. The Vixens have fired early and again look set to be in the finals mix. Personally, Newton isn’t putting any expectations on herself, but like her teammates is focused on a finals appearance. “I’m happy to take any opportunity that comes,” she said. “The moment you expect what you should be getting, you get complacent. “It will be good to build across the season. … Hopefully we build across the season and hopefully time finals come, we are peaking.”

250g butter 4 tbs golden syrup 1 tsp bicarbonate of soda 2 tbs boiling water

Method 1. Turn oven to 160°C. Lightly grease oven trays. 2. Place oats, flour, coconut, sugar in mixing bowl. 3. Melt butter and golden syrup in saucepan. Take off heat. 4. Mix baking soda and boiling water in a cup. Add to melted butter mixture in the pan. Quickly add to mixing bowl. Mix well. 5. Roll tablespoonfuls of the mixture into balls. Place on trays 5cm apart. PE at home doesn’t have to be stuffy and regulated. Consider slipping it in as part of the day and you’ll be well on your way to ticking those education boxes!

Make PE great again by injecting a bit of fun into the routine. PE doesn’t just have to be a class game of cricket or following the provided curriculum in regimented steps. Homeschooling allows for a certain amount of creativity (especially the second time around) Invent games for your kids or make it competitive: who can jump the highest? Who can run the furthest? What’s the latest crazy TikTok dance routine – see what the kids can do with it! Think about what games and sports your kids prefer and encourage them to keep those up. Older children, for example, might like to go for a bike ride or run. For younger kids, break out the chalk and draw some hopscotch on the pavement outside for an outside-the-box activity. Don’t forget to use what the school has

Your kids are used to going out at lunch time and burning off some steam. Don’t let them become couch potatoes just because they’re learning from home. Schedule lunch time in for a consistent time each day and make that the time you head outside. If there’s nothing prepared for lunch, get the kids to jump on their scooters or bikes and head to the shops – not only does this ensure they get their physical activity quote up for the day, but it doubles as an excuse to get some chores done! You can even use PE to break up the day. Finished that maths task? Celebrate with 20 star jumps to get the blood pumping before you get back into the books.

Time for a NAPLAN overhaul An independent review of NAPLAN commissioned by Victoria, New South Wales, Queensland and the ACT is recommending an overhaul of the national standardised assessment to ensure that it meets the needs of schools, parents and students now and into the future. The report was presented at the recent Education Council meeting of state, territory and federal ministers and will now be considered and brought back to a future meeting for a decision on the recommendations. The review, conducted by Emeritus Professor Barry McGaw, Emeritus Professor Bill Louden, and Professor Claire Wyatt-Smith, considered standardised assessment practices across the world, the uses of NAPLAN data, and the content and delivery of the assessment itself. The review’s recommendations address long-standing criticisms and concerns with NAPLAN and provide a blueprint for high quality online national standardised assessment fit for the 21st century. Recommendations included: • The current testing of students in year 9 should move to year 10 to enable greater engagement and to provide students with a more accurate indicator of learning achievement prior to their commencement of senior secondary education. • The test should be brought forward from May to as early as possible in the year, so that results can be used more productively by schools and teachers. • The tests should move beyond literacy and numeracy to include a new assessment of critical and creative thinking in STEM. • Substantial changes should be made to the writing assessment to address long-standing criticisms that the current approach merely encourages formulaic responses. • National standardised tests should continue

as universal, rather than sample, tests because of the valuable information they provide to schools, as well as students and parents. • The new test will be called Australian National Standardised Assessments (ANSA), to reflect the significant redevelopment of the national standardised assessment. The report’s recommendations reflect the widely held views of educators that substantial reforms are needed to ensure standardised

testing remains a source of important and relevant information on learning progress. Education Minister James Merlino said the review was a big step forward for the future of standardised testing in Australia. “If we’re serious about delivering the best outcomes for our students, these recommendations must be supported,” Mr Merlino said. “This report clearly shows NAPLAN must be overhauled in order to be

genuinely useful to our students, their families and our schools. “The time is right for a new test. A bitter pill to swallow Data from the Pharmaceutical Benefits Scheme (PBS) shows that the rates of polypharmacy (multiple drug prescriptions) are rising in people older than 70 years, which poses risks to health if not carefully monitored. Sometimes people are taking five or more medications at once, which is not at all uncommon and often appropriate for managing multiple chronic conditions. However, the number of extra medication prescriptions can creep up over time, with medical professionals not always on top of this fact, particularly when different GPs are seen. Polypharmacy, incorrectly managed, can lead to an increased risk of falls, hospitalisation, frailty and malnutrition. Researchers who used the PBS data extrapolated to get a representative picture of how older Aussies were using medications. They found that nearly a million of over-70s (more women than men) were affected by polypharmacy in 2017, with this figure showing a steady rise since 2006. The rise is partly explained by more Aussies reaching older ages. But when rates of polypharmacy show an increase of nine per cent, the alarm is sounding – and that percentage is a conservative figure because it doesn’t take into account over-the-counter and alternative medicines. What’s more, people can get into a ‘prescribing cascade’, where drugs are given to treat a side-effect of an earlier drug – and on it goes. The best way to tackle this potential problem is to keep a list of all medications and why they are taken then take it with you to a doctor’s visit, especially if seeing a new doctor. Maintaining continuity of care is the best antidote to a prescribing cascade, with your regular doctor able to easily keep an eye on interactions and usage. Volkswagen’s T-Cross is a small vehicle that’s the German company’s first entrant in the compact SUV segment. It follows the “T” naming of other VWs – Tiguan, Tiguan Allspace and Touareg. The “Cross” on the name indicates that it’s a crossover rather than a SUV, being aimed at tough urban running rather than bush bashing. Volkswagen T-Cross is sold in two versions, 85TSI Life ($27,990) and 85TSI Style ($30,990). The Life rides on16-inch Rochester alloys, the Style gets 17-inch Bangalore alloys.

Styling We find the styling very simple and unfussed in the German fashion, with few frills and no unnecessary curves.

Interior Sharpish edges that aren’t overdone are also a neat feature. The materials are to a high standard, as they should be because this little German is priced quite high when compared with its Asian and Japanese competitors. Seating is good for four adults (five is a real squeeze. The seats in the T-Cross Life are comfortable for long trips, we haven’t had a chance to get my backside into a Style which is said to have sportier seats. Boot space is larger than you would expect and the rear backrest 60:40 backrests fold almost fully flat to give extra versatility. Interestingly you can slide the back seats forward to increase luggage capacity.

App-Connect, wireless charging and four USB ports. The screen is large and easy to see with a minimum of distraction and has extra large dials when you set it to the driving efficiency mode. Sound quality is very good without being in any way outstanding.

Engines / transmissions The T-Cross is powered by a 1.0-litre three-cylinder turbo-petrol engine that puts out 85kW and 200Nm through a seven-speed DSG transmission to the front wheels. The Style model has steering wheel gearshift paddles.

Summing up Volkswagen T-Cross in Life format is an attracting looking small SUV with a solid build that makes it feel like a larger vehicle than it really is. It would be high on our short list if we were shopping in this class.

Engine response is a letdown when you move off the line. The stop/start isn’t as fast to kick in as we like and then there’s some turbo lag. We did find ourselves adapting to this as our test week went on, so its likely owners will learn to get the best from it. Once you’re up and running its fine, with only a hint of turbo lag. The engine is quiet and has a nice purr when you’re cruising, with a purposeful note when you want to get serious. It handles nicely without being in any way sporting. Steering is firm and the feedback is just about right. Fuel consumption was in the five to six litres per hundred in easy paced country driving, rising to eight to nine litres per hundred kilometres in city and suburban running. A further Volkswagen “T” model, the T-Roc, is scheduled to arrive Downunder later in 2020 to complete the line-up.
