Rates rebate slammed By Alesha Capone A Wyndham council decision to ofer rates relief for some residents due to the coronavirus pandemic has been criticised by dissenting councillors. A majority of councillors last week voted in favour of a motion put forward by Cr Intaj Khan, giving residents receiving JobKeeper the ability to apply for a $100 rebate on this year’s rates bill. For pensioners, the council will ofer an additional $50 of their rates, on top of the state government’s existing rebate.

Cr Khan said the rebate would not cause “a big hole” in the budget, while Cr Mia Shaw said the amendment would strengthen the council’s hardship policy “in a responsible way”. However, councillors who voted against the idea, including Heather Marcus and Henry Barlow, questioned why some residents, such as those receiving a JobSeeker payment, would not receive a rebate. Cr Marcus said she voted in favour of a previous motion by Cr Khan a month ago to give all residents rates relief, but that she could not support his latest idea. She said the latest motion would discriminate

against many residents and she was “very, very angry about it”. Cr Barlow described the motion as “irresponsible”. He said the council had seen no costings on the amendment, or eligibility guidelines. “We cannot allocate ratepayer’s money without guidelines,” he said. “his is, in my view, a dereliction of our duty as councillors.” Cr Tony Hooper said that giving an individual a one-of $100 rates rebate would amount to them beneiting by less than $36 per quarter. “Quite honestly, if we are going to be going down the track of supporting our community,

whittling away at our cash reserves is the craziest thing we can do,” Cr Hooper said. “his short-sighted political exercise, I think, will be seen for what it truly is.” Mayor Josh Gilligan said one rebate would be permitted per Wyndham household. “We know that COVID-19 has led to many members of our community doing it tough, and we want you to know that we’re here for you,” Cr Gilligan said. Overall, rates revenue collected by the council under the 2020-21 budget will increase by two per cent, in line with state government policy.

City Deal blueprint for recovery By Esther Lauaki Wyndham council is calling for the federal government to fast track funding for the vital East Werribee Employment Precinct, the Western Rail Plan and Westlink projects to aid the area’s recovery in the wake of COVID-19. he council has backed the North and West Melbourne City Deal Plan 2020-2040, a blueprint for the region to respond to the impacts of the pandemic in the immediate and medium-term by creating a job-generating plan, launched this week.

he City Deal Plan includes 66 transformative and enabling projects – many of which are shovel ready or have business cases already in development – and targets the creation of 300,000 new jobs by 2040. Wyndham mayor Josh Gilligan said Melbourne’s north and west have been among the hardest hit by the economic and social impacts of COVID-19, and council was keen to be part of a government-led recovery that would bring forward much-needed funding, job creation and infrastructure for the region. “We are in an unprecedented position

On Monday, there were 380 active cases recorded in the municipality, compared to 864 active cases the previous Monday. Department of Health and Human Services postcode data released on Friday revealed there are 278 active cases in the 3029 area (Hoppers Crossing, Tarneit and Truganina), while 3030 (Werribee, Point Cook, Werribee South and Quandong) recorded 210 cases. he 3024 postcode (Mambourin, Manor Lakes, Mount Cottrell and Wyndham Vale) recorded 48 cases, 3027 (Williams Landing) recorded 25 cases and 3211 (Little River) recorded six cases. According to the department, 210 cases have been linked to Al-Taqwa College in Truganina. BaptCare Wyndham Lodge Community in Werribee has been linked to 160 cases, while 65 cases have been linked to the Linfox warehouse in Truganina and 28 to Coles distribution centre in Laverton. On August 21, Woolworths stated a team member at the Werribee Central supermarket had tested positive for COVID-19. he team member last worked on Saturday, August 15. Police have issued a number of ines to people breaching the Chief Health Oicer’s pandemic directions, including a group of males driving from Werribee to Dandenong to visit friends. Police also ined a Tarneit man who was at Heidelberg station without a valid reason to be out.

A cup of kindness Sometimes a small act of kindness can go a long way, even if it’s just a cup of cofee. Moderators of the Melbourne & Western Suburbs Coronaforum Facebook group – Point Cook’s Adrian Chng, Aradhana Arya and Naz Carmichael – have started an online fundraising campaign titled the ‘Digital Cofee Shout’ for community members afected by the COVID-19 pandemic. Mr Chng said the GoFundMe campaign was aiming to raise funds to purchase e-git cards for people whose jobs or businesses have been lost or negatively afected by the pandemic. “Our hope is that these e-git cards of between $20 and $50 value will be able to spread some encouragement and cheer to those who are doing it tough at the moment,” Mr Chng said.

“It’s like shouting a mate a cofee, although the recipients can spend the git cards on anything they choose. I believe that these small acts of kindness add up and even if these small sums of giving won’t change lives [they] …will touch lives and show that there are people who care.” Mr Chng said many Melbourne & Western Suburbs Coronaforum members have shared accounts of having lost their jobs or being forced to close businesses due to the pandemic. he fundraiser has a target of $5000 and will run until mid-September, but may be extended. A 28-year-old Hoppers Crossing man has been charged with traficking a large commercial quantity of a drug of dependence, as well as proceeds of crime and irearms offences following an investigation into alleged drug traficking in Melbourne’s inner south-east. A 37-year-old Werribee man was also charged with multiple counts of possessing a drug of dependence and bail offences.

Trafic camera attack Police are investigating an incident on Mossiel Drive, Hoppers Crossing about 11.40am on August 6. Two men approached the operator of a trafic camera car, attempted to open the vehicle’s locked doors and demanded the vehicle be moved. Call for new school By Alesha Capone A Wyndham councillor has accused the state government of resisting a feasibility study for a new school because it doesn’t want to fund the school. Wyndham council wrote to the Minister for Education James Merlino in June, requesting a feasibility study to “locate available sites for new schools in Williams Landing and Point Cook”. However, a state government spokesperson has said there is “no need” for a study to be conducted.

Cr Aaron An – who is a representative of the Harrison ward, which includes Williams Landing – disagreed. He questioned why the state government has committed funding to build a new primary school in Docklands, due to open next year, when igures showed there are more children living in Williams Landing. Cr An said there is an estimated 1753 residents in Williams Landing who are aged between ive and 18-years-old, including 884 youngsters aged between ive and nine. In comparison, there is an estimated 788 school-aged children in Docklands, including 557 aged between ive and nine years old. “here are more children in Williams Landing than there are in Docklands,” Cr An said. “Why are we then not seeing funding for a dedicated school in our suburb?”

“I believe the Victorian government are resisting a study because they know the demand is there but don’t want to fund the school,” Cr An said. “All we’re asking for is a feasibility study to conirm demand for a school for Williams Landing.” Cr An said there was also six bus routes serving Williams Landing, and that building a local school would help to ease congestion on busy roads in peak hours. A state government spokesperson said: “Annual reviews are conducted into the need

for new schools using demographic modelling of residential growth, demographic change and enrolment trends at schools across Victoria – as such there is no need for a feasibility study as this work is ongoing”. he spokesperson said the state government consulted with stakeholders, including local government and the Victorian Planning Authority, “to ensure demographic modelling is in line with the real experience, and that identiied sites are appropriate for school development”.

Ideas sought for reserve Wyndham council is calling on residents to help shape the future of a new sporting reserve being planned for Manor Lakes. Wyndham’s sports development portfolio holder, Cr Peter Maynard, said the Manor Lakes North Active Open Space drat design concept was now open for public feedback. “We know that in order to build healthy communities, we need to build the relevant infrastructure to support exercise, so council plans to transform an eight-hectare parcel of land next to the site of the future P-6 school on Holyoake Parade to a sporting hub,” Cr Maynard said. “We have provision to develop a sporting reserve with a pavilion, a sports oval, cricket nets, tennis courts, shared pathways, a playground, a barbecue area, public toilets and a car park, just to name a few of the possible features we can create during this development.” Cr Maynard said Wyndham residents have demonstrated a desire to stay it and healthy through community sport and leisure facilities, walking, cycling and recreational activities. “To fulil this need and encourage residents to exercise, council has a plan to ensure sport and recreation facilities are accessible to all residents,” he said. “hat’s why council is keen to gather community input on our Manor Lakes North Active Open Space drat concept design, which incorporates all of this.” See https://theloop.wyndham.vic.gov. au/manor-lakes-aos for details.

Budget cash for road upgrades By Alesha Capone Wyndham council’s 2020-21 budget includes $106 million in capital works, including more than $23 million for road projects. Mayor Josh Gilligan said the council continuously heard from the community that the area’s roads were in need of investment. “hat’s why we’re proud to be investing $8.7 million on the reconstruction of local roads, and $3 million to resurface others,” Cr Gilligan said. “One road that will soon be upgraded is Tarneit Road between Sayers and Leakes

roads. We’re providing $1 million to begin the duplication of this stretch of road.” he council has also included $1.8 million for the Bethany Road bridge; $2 million to upgrade Bulban Road between McGraths Road and Edgars Road; and $1 million to widen Little River roads. Other major investments in the budget include $4 million to replace Eagle Stadium’s roof and $13 million to design and construct two new cells at the Werribee tip. Cr Gilligan said the council would provide $3.5 million for new soccer facilities at Galvin

Park, and $950,000 for a new car park, pavilion and landscaping at Bensonhurst Parade Reserve. Another key focus of the budget was to provide access to essential council services. “he new Riverdale Community Centre in Tarneit is currently under construction, on track to open by early 2021,” Cr Gilligan said. “We’re allocating $4.8 million this inancial year towards the construction of this important facility, which will ensure residents have access to early childhood education, maternal and child health services, and a wide range of

programs and community spaces. “We’ve also allocated $10.2 million to commence construction of two new children’s centres in Truganina and Tarneit North.” Cr Heather Marcus said the COVID-19 pandemic would likely have a “signiicant impact” on council operations. Cr Peter Maynard said the council’s 2020-21 budget surplus would be about $2 million. He said $158.4 million surplus listed in the budget documents was an “accounting view” including funds and gited assets the council was expecting to receive in the future.

Helping kids ‘beam’ he paediatric ward at Werribee Mercy Hospital is celebrating its irst anniversary this month. he 24-hour ward works closely with he Royal Children’s Hospital (RCH) and has been a welcome addition. Director of the Werribee paediatric ward and special care nursery, Dr Kathy McMahon, said she was keen to raise the proile of the ward within the wider community. She said the ward treated children with illnesses such as infections, asthma, seizures, jaundice, poor weight gain and undiagnosed illnesses. “We work in collaboration with the Royal Children’s Hospital, to ensure that where possible we can treat our patients closer to home,” Dr McMahon said. “he next step is expansion of our outpatients … and hopefully expansion of our surgical program.

“We are here to help our Wyndham families, and would love families to consider us their local paediatric service.” he ward’s nurse unit manager, Simone Danaher previously worked at the Royal Children’s Hospital for 22 years. “Living in the western suburbs I’ve ‘always’ looked forward to the opening of a local paediatric service,” she said. “It was exciting last year to see a position emerge to lead the set-up and opening of the service.” Ms Danaher said the Werribee ward has “been inundated with positive feedback” from families who have had their youngsters treated there. “he community is amazingly grateful,” she said. “Of course, they’re delighted and relieved when they see their children ‘beaming again’ and back to full health.” Alesha Capone

Extended hours denied A Tarneit hotel’s bid to extend its opening hours to 3am every day has been quashed by Wyndham council. he council considered the proposal from Hotel 520, which is located within a commercial complex on the corner of Sayers and Derrimut roads, last week. he council received 10 objections to the proposal from residents who live near the hotel. he objections cited concerns such as “unacceptable noise” from the hotel including sound from music and vehicles, “anti-social behaviour of patrons” and “patrons disturbing residents on their properties”. he council refused the hotel’s request to extend its opening hours on grounds including that it would result in “unacceptable amenity impacts” and “signiicant adverse social efects”. Hotel 520’s current opening hours are 9am to 1am, Monday to Wednesday; 9am to 2am from hursday to Saturday; and 10am to 1am on Sunday. A council report into the hotel’s proposal

said the objections from residents “clearly demonstrate that these residents are sufering amenity impacts, particularly around the current closing times of the venue”. “In the early hours of the morning the background noise from Sayers Road is signiicantly reduced and noise from the premises is evidently travelling further and with a much greater relative impact on amenity,” the report stated. he report recommended an investigation into residents’ concerns. he council report stated that Hotel 520 has 65 electronic gaming machines (EGMs). If the hotel was permitted to extend its opening hours to 3am, this would result in 11 extra hours of operation every week. “Any extension of the operating hours of the venue which also allows the use of EGMs will inevitably only result in increased expenditure on EGMs and liquor at the premises,” the report stated. Jamie Calleja-Bailey, Justin Buckler, Tobi Bray, Matthew Palmington, Mark Smith and Aaron Aitken have joined he Black Dog Institute’s Mullets for Mental Health fundraising campaign. he Black Dog Institute supports people with mood disorders, such as depression and anxiety. Mr Calleja-Bailey said he and his mates – who have dubbed themselves the “Low and Slow Mullets Crew” – have raised more than $7600 for he Black Dog Institute, making them the fourth-highest fundraising group in the nation for the mental health campaign. “Ultimately it was something that resonated with me, I’ve lost a few mates to suicide and it is something of a silent epidemic in society, especially among males,” Mr Calleja-Bailey said.

Letter deliveries reduced By Alesha Capone Australia Post has temporarily ramped up its parcel delivery eforts and also reduced the frequency of letter deliveries across six postcodes in Wyndham, Hobsons Bay and Brimbank. he postal service has announced it will be delivering letters to residents every second day in all or part of the postcodes 3024, 3027, 3028, 3029, 3030 and 3038. hese postcodes cover suburbs including Altona Meadows, Derrimut, Hoppers Crossing, Keilor Downs, Keilor Lodge, Laverton, Mambourin, Mount Cottrell, Point

Cook, Seabrook, Taylors Lakes, Tarneit, Truganina, Werribee and Werribee South. he change, which has been introduced due to the impact of COVID-19 on Australia Post’s operations, will apply until June 30 next year (subject to review). However, posties will continue to deliver Express Post, parcels and PO Box mail every business day. Australia Post also announced last week that it will increase parcel delivery in Hoppers Crossing and surrounds. Some local posties will become temporary parcel posties, driving parcel delivery vans from this week onwards, to help shit “the

unprecedented parcel volumes” which Australia Post is receiving, due to the COVID-19 pandemic. In Victoria, the number of online purchases increased by 96 per cent between April and July, when compared to the same time last year. Australia Post general manager deliveries south, Shane Plant, said that signiicant reductions in light capacity, government directions and additional safety measures introduced to protect postal staf had contributed to a delay in delivering some parcels. Mr Plant said delivering letters every

second business day “will free up some of our people to help deliver the increasing parcel volumes spurred on by a boom in online shopping”. “We know people want their parcels quickly and we have been working hard through the pandemic as more and more people turn to online shopping and home delivery,” he said. “By moving some of our posties into vans, it will give them the capacity they need to continue to deliver the essential items that customers have been ordering online while they’re unable to visit the shops.“ Details: auspost.com.au

Point Cook mother Kirsty Alley has started an innovative project to boost community connections and friendships during the COVID-19 lockdown. Ms Alley has started the Facebook group Pandemic Pen Pals – Point Cook, a place for local parents to connect their children with a pen pal located within walking or riding distance, to exchange letters with during the pandemic. Ms Alley said the idea came from a discussion with her husband. “We were talking about how well the kids were coping with lockdown, but we don’t know how long this will carry on,” she said. “Earlier that day I had posted something to a friend in New South Wales and my kids coloured in a picture and wrote a note for her children. “I saw how much they enjoyed it and realised that they would love having someone nearby who they could write to.” Ms Alley said that she hoped the initiative would encourage families to go for a walk or bike ride together to deliver letters, while also reducing the stress of social isolation. She also hopes the project helps to encourage the development of language and social skills in youngsters, while they form new friendships. “I hope that the kids will enjoy building relationships while writing to someone or drawing pictures to exchange, whilst giving them something to do that’s not on a screen,” she said. Ms Alley said that she has received great feedback from residents about the Pandemic Pen Pals – Point Cook project. “So far the response has been very positive with local parents wanting to give their kids a form of connection while they are missing their friends,” she said. AT A GLANCE MODEL RANGE

Jeep has book-ended its petrol-powered range of Compass small sports utility vehicles for 2020 with new entry-level Night Eagle front-wheel drive and S-Limited all-wheel drive variants. he second-generation Compass is ofered with six variants and four speciication levels – Sport, Longitude, Limited and Trailhawk – with the choice of diesel or petrol engines and six-speed manual or six or nine-speed automatic transmissions. With a move upmarket, gone are the Sport and Longitude, with the Night Eagle front-wheel drive landing with a price of $36,950, plus on-road costs, while the S-Limited AWD, at $45,950, slots into the Compass world between the Limited and the turbodiesel top model, the Trailhawk ($49,450). In keeping with the substantial increase in prices, Jeep has upgraded safety and equipment across the range. I was given a taste of the top-dog Trailhawk for a stint on and of road.

Jeep has stuck to the styling of the 2018 Trailhawk with the new Compass, carrying many of the design cues of its premium cousin, for example the seven-slot radiator grille and trapezoidal wheel arches. However, the former has been given a fresh look by each individual chrome slot being set in a gloss black background, while LED signature headlamp bezels feature a black outline. A sporty rooline and bold fender lares make for a muscular proile, while all-round glass and the availability of a gloss black roof ($545) add a touch of uniqueness, while dual-glass sunroof ($1950) delivers the open-air hallmark Jeep feeling to the cabin.

he Trailhawk includes leather-appointed seats with power adjustment for driver, plus memory and adjustable lumbar support for driver and front passenger. he trapezoidal centre stack bezel is a characteristic Jeep design. he instrument cluster features a 7-inch LED information display that the driver can conigure. he centre console brings together gear-shit selector, SelecTerrain controls, electronic parking brake, engine stop / start switch, climate and audio control knobs, and easily-reached media charging and connectivity ports.

he diesel motor in Compass is the 2.0-litre MultiJet II with stop / start technology, paired with the nine-speed automatic gearbox. It ofers 125kW at 4000 rpm and peak torque of 350 Nm at a low 1750 rpm in Trailhawk only.

Safety he Trailhawk was given a ive-star ANCAP safety rating when tested a few years ago before autonomous emergency braking came on the scene. It possibly would not have scored so well now. It has seven airbags is added adaptive cruise control, reverse parking camera, front

he turbodiesel Trailhawk was hesitant in spooling up for overtaking slow moving traic, not the ‘prompt response’ promised by the maker. In comparison with modern diesel motors this oldish unit was noisy. Fuel consumption failed to match the maker’s claim of 5.7 litres per 100 kilometres on the combined urban / highway cycle. Ours used 9.4 litres in the city and 6.6 litres per hundred on the open road. In some semi-serious of-roading, in Jeep Selec-Terrain ‘Rock’ setting, the test Trailhawk took advantage of its exceptional suspension rigidity of up to 170mm of articulation in conditions that would have stopped many of its SUV rivals in their tracks.

Colour it MUESLI BARS Ingredients 125ml honey 125g butter 3 cups rolled oats 1 cup Rice Bubbles 1 cup sultanas

1/2 cup apricots (chopped) 1/2 cup desiccated coconut 1/4 cup pepitas 1/4 cup sugar (optional)

Method 1. Preheat oven to 180°C (160°C fan-forced). 2. Grease and line a slice tray (31cm x 22cm) with baking paper. 3. Combine honey and butter in a saucepan over medium heat. Cook, stirring, for 2-3 minutes until butter melts and combines with honey. 4. Bring to the boil and cook for 2 minutes or until syrup thickens slightly. Remove from heat. 5. Combine remaining ingredients in a large bowl. Pour over the hot syrup and stir to combine. 6. Spoon into prepared pan and press irmly to make sure the mixture will stick together. 7. Bake in oven for 15-20 minutes or until golden. Cool and then refrigerate until well chilled and cut into slices (makes 24 slices). TIP: Try making these with diferent fruits. Ingredients 3 parts dishwashing liquid 1 part glycerine 7 parts water Method 1. Pour all ingredients into a container and stir gently. 2. Let the mixture sit for as long as you can - the longer it sits, the better it will work. 3. Use plastic bubble wands, pipe cleaners bent to shape or have a hunt around the house and see what else you can ind to use as your bubble wand (ask a grown up if it’s okay to use it irst though!). 4.
