he number of active cases of COVID-19 in Brimbank dropped by 47 during the past week. As of Sunday night, there were 831 cases in the municipality, however Brimbank continues to have the second-highest number of active cases in the state, behind Wyndham (888). More than 155 cases have been linked to an outbreak at the Estia Aged Care Facility in Ardeer. Despite the high number of cases some residents continue to lout stage four lockdown restrictions. Last week police arrested a woman for allegedly operating an illegal brothel at a residence in St Albans. Oicers from the Public Order Response Team and Sex Industry Coordination Unit attended two addresses in Mintaro Way, Seabrook and Alfrieda Street, St Albans, as part of an ongoing investigation. A 44-year-old woman was arrested at the Seabrook address and was interviewed and released pending summons. Police found several people at the St Albans premises, including two women who were both issued a formal warning. Several males were also located on the premises. hree of the men, a 32-year-old hornhill man, a 26-year-old Delahey man and a 50-year-old Keilor Downs man were all found to be in breach of the Chief Health Oicer’s directions and each received a ine of $1652. Meanwhile, a man in Brimbank was caught breaching curfew restrictions. When he was asked why he was out ater 8pm, he claimed he was researching where to buy cheaper groceries in the area. It comes as Premier Daniel Andrews on Sunday announced the state of emergency in Victoria would be extended another four weeks, taking it to September 13. he Premier was optimistic the coronavirus case numbers were trending in the right direction. “hese numbers are heading in the right direction, but this is an endurance race, not a sprint,” Mr Andrews said. “While these numbers are positive, we don’t want Victorians to relax. “We need to be united to get to the other side of this.”
Taylors Lakes’ own Jax and Lulu have joined Australia’s irst-ever charity doggie dress-up competition and they’re barking out for more entrants. The event calls for all canine fashionistas and their humans to get dressed for a good cause – raising funds and awareness for assistance dogs for children in need. Entrants from across the country will take on weekly costume challenges throughout September in a bid to win prizes and score themselves special treats. Money raised goes to Assistance Dogs, a lifeline for children in need. Last inancial year, Variety – the Children’s Charity Victoria funded nine assistance dogs to help improve the lives of children with Autism Spectrum Disorder, Sensory Processing Disorder, anxiety and epilepsy. This year the charity has received applications for dogs totalling more than $195,000, with eight children on their waiting list. Variety chief executive Mandy Burns said it was a great cause. “We know how much pets are loved, but for our children in need, an assistance dog will change their life and that of their family. “When specially trained seizure-alert dogs pull a child into the recovery position or a highly skilled Autism assistance dog keeps a child from running on the street, it is life-saving and gives a gift of independence and safety that has been missing.” Details: www.petember.com.au Tate Papworth

Writers and Readers Festival online 2020! Like everything else that’s been diferent than anticipated in 2020, so too is our Brimbank Writers and Readers Festival! This year we are bringing the festival to you online, over three weekends in September – so get ready and book yourself in! Slippery ind on bridge By Tate Papworth hree venomous Eastern brown snakes discovered on the Western Ring Road last week gave a group of road workers the shock of their lives. he workers opened up a manhole near the EJ Whitten Bridge and discovered the trio of deadly reptiles curled up at the bottom. Not wasting any time, they called veteran snake catcher Raymond Hoser who made short work of the situation. Mr Hoser said snakes aren’t uncommon in the area and they were likely hibernating. “It’s somewhat unusual to see them in a group like that, but they were in a good spot to hibernate for the winter,” he said. “hey were pretty placid, they were more interested in each other than me, so I was able to remove them with my hands pretty easily. “Removing them with my hands rather than tools is a method I prefer because it’s less likely to injure the animal. I catch over 500 deadly snakes a year, I’ve been doing this for decades … I know if a snake poses a risk, like a mechanic when he looks at car.” Mr Hoser said the COVID-19 lockdown has resulted in more call-outs than usual this winter. “With the lockdown, people are at home cleaning and moving stuf and they’re inding them. I’ve been getting calls for three to four a week when it’s normally one a week in winter. I had three in three days last week.” Mr Hoser had one piece of advice for anyone who encounters a snake at their property. “If you see one, just leave it alone. You’ll only need a catcher if it’s hanging around or if you’ve got dogs or something.” he snakes uncovered at the bridge were released in an area away from houses.

Gongs for leadership programs he Brimbank council has won the 2020 Susan Grace Benny Award for two women in leadership programs – Brimbank First Nations Women’s Leadership and the Brimbank Muslim Women’s Leadership Program. he award is part of the state government’s National Awards for Excellence in Local Government, and recognises female leaders and initiatives in local government which support women in community decision-making and management. Mayor Georgina Papafotiou said the council was thrilled that the programs have been recognised for helping women make a diference in the community. “he programs have provided opportunities for the First Nation and Muslim women to strengthen their community leadership skills, connect with Brimbank’s diverse community, all while recognising women as emerging and current leaders,” she said. “As one of the most culturally and religiously diverse communities in Victoria, this has been a great way to support and encourage Aboriginal and Torres Strait Islander and Muslim women to play an active role in local government.” he council says it delivered the programs to build capacity and conidence of women leading their communities. Top teacher recognised By Tate Papworth One of Caroline Chisholm Catholic College’s teachers is oicially hot property. Careers and VET co-ordinator Julie Pilioglou has been named in he Educator’s Hot List for 2020. Ms Pilioglou said she was thrilled to be named on the list. “It’s an honour to be recognised by the education industry. Our students are supported and encouraged to be the best they are called to be, and to be included with other great educators relects the strong commitment we have to our young people and preparing them for their future,” Ms Pilioglou said. he Educator magazine is Australia’s only publication and news site for the most senior educational professionals and decision-makers. he Hot List 2020 names the movers and shakers of Australian K-12 education. Ms Pilioglou launched the college’s irst dedicated careers website for students and parents – a one-stop-shop that connects to tertiary providers and their pathways. It also provides post-school options for those looking to gain employment. he site has dedicated resources speciically for parents and encourages them to have meaningful conversations with their child. During the period of remote learning, Ms Pilioglou established and ran a virtual careers and pathways channel using Microsot Teams that included access to university and TAFE courses, subject selection, apprenticeship opportunities, and virtual tours of campuses. She also moved the college’s annual careers week online, which included live talks with industry experts, pre-recorded videos with former students, and daily quizzes and information to maintain engagement with

Changing times for real estate Real estate oices may be shut due to COVID-19 restrictions, but property sales and rentals haven’t ground to a halt. Real Estate Institute of Victoria said real estate agents are still able to prepare properties that are due to settle for sale or those that are under a lease that ends during this six-week lockdown period. People who were already planning to move can still do so. REIV chief executive Gil King said it was important for certain services to continue operating. “It is critical that services related to contract settlements and end of lease continue as people have signiicant inancial commitments tied to these activities,” Mr King said. “Any contracted rentals or sales will not be disrupted; new buyers and renters will still be able to get into their new home. “At this stage, new listings will be impacted, but we are continuing to work with the state government to create provisions that will allow new transactions to proceed safely.” Final inspections, key collections, inal cleaning and any other services directly related to the settlement of property are able to proceed under strict safety measures.

Taylors Lakes mum on a mission By Tate Papworth Anita Aherne is a mum on a mission. he Taylors Lakes resident is a mum of four children – two girls and one son, aged 19, 17 and 15-years-old. Her fourth child passed away as a baby. Her son was diagnosed with autism when he was 12 years old. “Because he was diagnosed at an older age, we were thrown into a world not knowing where to get information,” Ms Aherne said. “So I started looking online and found some amazing organisations that really helped … but

it occurred to me that there needed to be one place for all these resources.” Ater much work, Ms Aherne launched Australia’s irst national autism directory last December. “With an estimated one in seven children being autistic there was an overwhelming need to consolidate all the fantastic resources
available into one spot, so I formed Kids on the Spectrum - Australian Autism directory, Australia’s irst national autism directory,” she said. “We’ve had an enormous amount of people coming to us telling us fantastic things and we’ve grown the network to 240 organisations listed at the moment.” In recognition of her work, Ms Aherne has been nominated for four AusMumpreneur Awards. he awards celebrate and recognise Australian mums in business achieving outstanding success in areas such as business

Teen’s heartfelt donation Luana is using her passion for fashion and design to give back to the community. he Aintree teenager has been busy sewing up a storm, creating handmade masks for residents and local organisations. In a month, she had made about 600 masks and she recently decided to donate about $450 worth of masks to health service Sunbury Community Health. “I always wanted to give to the Sunbury community because my dad is a pastor of a church there and everyone is so friendly,” Luana, 14, said. “So I thought, why not make those masks for the people who need them? “I have all this free time and it is a great opportunity.“ Luana has also donated her colourful masks to churches across Melbourne and to nurses working on the front line.
“Just being able to sew and know it is for a good cause makes me happy,” she said. “I have always loved sewing when I was growing up, especially with my grandmother. “Ever since I was very little, I have always wanted to be a fashion designer or a stylist. Detectives arrested three people last week and allegedly uncovered a clandestine laboratory as part of an ongoing drug traficking investigation. Police executed warrants in Cairnlea, Keilor, Maidstone and Sunshine and allegedly located manufacturing equipment, precursor chemicals, documents and proceeds of crime. A 49-year-old man from Cairnlea, a 40-year-old man from Maidstone and a 48-year-old man from Sunshine have been charged with drug-related offences.

Contact tracing in-store Woolworths Supermarkets is trialling a QR code scanner to help health authorities with rapid contact tracing to stop the spread of COVID-19. he QR Code Contact Tracing system is being trialled at 11 Woolworths stores statewide, including at Sunshine Market Place. When a customer with a smartphone walks in the store, they can can use their QR code at the entrance to check in and register their contact details. Victorian general manager Andrew Hall said customer details would be encrypted, securely stored and only used to inform customers of a conirmed case in the store or to notify relevant health authorities and their nominated agencies for the purpose of contact tracing.
“Contact tracing is an essential step in preventing the spread of COVID-19 and we want to do our bit to support the broader public health efort,” he said. “While checking in and sharing contact details will be voluntary for our customers, we encourage shoppers to make use of it in our trial stores. “Doing so will enable health authorities to make rapid contact with potentially impacted customers in the event of a conirmed case of COVID-19 in our stores.” Woolworths also has a web tool called Q-Tracker, which shows customers in real time whether there is a queue at the entrance so they can maintain social distancing and avoid crowds.
Fire crews were called to an Eames Avenue property in Brooklyn earlier this month and found a single storey home well alight. Fireighters donned breathing apparatus and attacked the ire from all sides in an effort to contain the blaze. The incident was declared under control in just over an hour. At the height of the incident, there were 10 ireighting appliances on scene, including an aerial appliance.

Council faces ‘bushire moment’ By Tate Papworth Brimbank council has called for “unprecedented support” from the state government to help the municipality through its “bushire moment”. he council has again called for the establishment of a rapid response team and joint government and council taskforce to respond to the growing health, safety, wellbeing and economic impacts of the ongoing pandemic. Mayor Georgina Papafotiou said the current situation was concerning. “he numbers of coronavirus cases is
incredibly concerning. Brimbank continues to be one of the municipalities at the epicentre of Victoria and Australia’s COVID-19 pandemic crisis,” she said. Cr Papafotiou said the council was continuing to work with the Department of Health and Human Services, but despite the best eforts of council, community leaders, the majority of residents and the state government, many people were still not staying home, not adhering to social distancing restrictions, and not wearing face masks. She said the current approach needed to be elevated and bolstered.
“his is well and truly Brimbank’s bushire moment, and now with the impact of stage 4 restrictions we need unprecedented support from government to help us combat and suppress the spread, keep people home, save lives, and help our community through the economic consequences of the pandemic,” Cr Papafotiou said. Brimbank has experienced some of the most signiicant COVID-19 clusters including in the aged care and meatworks sectors. “What is happening across Brimbank is absolutely tragic. he fact is the virus is now
spreading through working-class, blue-collar, migrant, culturally diverse and vulnerable communities in a way that is unsustainable, unfair, and unacceptable,” Cr Papafotiou said. “We now have some of our most vulnerable, frail and elderly residents in highly dangerous and precarious situations.” Cr Papafotiou said the economic impact of the pandemic would be felt for a long time in Brimbank. “Now is the time for the federal government and state government to partner with council to help us ight this before it is too late.”
Siblings help refugees Two Delahey siblings have been given a leg-up in settling into Australian life thanks to a STEM scholarship provided by Western Chances and Toyota. Joseph and Julie Alkarra, originally from Damascus, Syria, moved to Melbourne in 2016. he brother and sister have both settled into Australian life, with Julie undertaking a bachelor of pharmacy (honours)/master of pharmacy at Monash University and Joseph studying a bachelor of science/master of engineering (mechatronics) at the University of Melbourne. Joseph said the scholarship had gone a long way to helping them achieve their dreams. “Our Western Chances scholarships are more than just money … we also got the opportunity to get involved with community camps through Western Chances where we now volunteer yearly.” Julie also had the opportunity to participate
in a mentorship program as a mentee through Western Chances, and also participated in a Victorian Multicultural Commission meeting and helped provide advice to the government departments and agencies on how best to ensure critical information is available to multicultural communities. Ater receiving a helping hand, Julie said the siblings are keen to give back. “We try our best to help new arrivals experience the best things about being here,” she said. “It is very scary to leave one’s country and come to a new place where you do not know anyone or the language … therefore we take part in a camp called ATLAS with an organisation called the Lord Somers Camp & Powerhouse. We volunteer with amazing other people to help those kids settle in and feel welcome in their new community.”
Contaminated soil from the West Gate Tunnel Project could be dumped in our area if a proposal by Cleanaway, operators of the Melbourne Regional Landfill, is approved. This means that 2,900,000 metric tonnes of contaminated soil would be taken to the Ravenhall landfill site, which neighbours Caroline Springs, Burnside, Rockbank, Mount Cottrell, Albanvale, and Deer Park. It would add 460 truck movements to local roads every day, for 16-18 months. That’s one every three minutes! Developers hit back at council By Tate Papworth Developers have hit back at the Brimbank council for again refusing to grant a planning permit for a controversial townhouse estate in Kealba. A stalemate over the Driscolls Road development erupted last year with residents holding concerns that the proposal was excessive and would create multiple problems. Brimbank council also had a number of issues with the proposal, however the developer decided to have the matter heard at the Victorian Civil and Administrative Tribunal before councillors could vote on it.

- Driscolls Road developers he proposal was knocked back at VCAT with a number of items needing to be addressed. A revised application was put before councillors last month, who again rejected it. In a lengthy blog post created for the project, developers have since said there was little ground to knock back the proposal. “As of today it is now three years since the land owner initiated discussions with Brimbank
council oicers regarding a development plan application for the site,” the post read. “At that time, at an initial pre-application meeting, council’s urban design oicer commented: “ … the more the better …” in response to preliminary ideas for a proposed yield of 240 dwellings being suggested including some low-rise (three storey) apartments. Ultimately the applicant proposed fewer numbers of dwellings without any apartments. “In the time subsequently the applicant has assiduously followed the ‘letter of the law’ by way of the Planning and Environment Act and the Brimbank Planning Scheme including adopting the guidance of the Victorian Civil
and Administrative Tribunal (VCAT) in its determination on the development plan previously proposed.” It went on to say that the current proposal met all requirements. “his development plan is an appropriate proposal to deliver on state and local planning policies that will provide needed housing options at afordable price points for a wide range of prospective new members of the community of Brimbank. “It appropriately respects the existing residential neighbourhood character and is a reasonable response to the requirements of the planning scheme and VCAT in that regard.”

Students call for education reform Overnewton Anglican Community College students Rachel Grimaud, Jasmine huree, Annabelle Rodda, Mitchell Sprague, James Barger and Madison Nicol will introduce a bill at the annual YMCA Victorian Youth Parliament to propose a review of the Victorian education system, which team member Annabelle Rodda said is a long time coming. “he COVID-19 lockdown period highlighted the need for a change in learning,” said Ms Rodda. “Our idea of what learning looks like has been around for hundreds of years, and a lot of individual teaching styles are only now beginning to change – we want to encourage a greater change,” she added. hough the bill is not solely concerned with the academic side of schooling, team member Jasmine huree noted. “A more holistic education looks at every part of our development. he development of sot skills, and the passion of seeking something more. A lot of us just do what we’re supposed to be doing – we take tests, we study for those tests, but we don’t seek to learn more,” she said. “We want every student to feel like they are valued and that their education is valuable.” Further implications of the bill include reviews of teaching, student voice in schools, the VCAL program and university entrance requirements. Since the Youth Parliament program was founded in 1987, over 30 Bills have gone on to become Victorian legislation. Every year, 120 young people aged 16 to 25 participate in the YMCA Youth Parliament program, however, COVID-19 restrictions mean that the event will not take place in person this year. Bills will instead be handed over to Ros Spence, Minister for Youth, and the Victorian Youth Governor, Nicholas Steer, for consideration at the end of September. Park to pop up at Sunshine West A new pocket park is set to pop up in Sunshine West. Brimbank council’s application for state funding for a project titled ‘Reclaim the Traic Island – Glengala Pocket Park’ at the corner of Glengala Road and Gum Street was successful. he council will receive $400,000 to implement the project, which will enable the conversion of an existing traic island and a small portion of Gum Street road reserve, into a pocket park. A council oicer report stated the aim of the project was to create a greener place that
provides a cooler park for local community enjoyment, relaxation and social connection. he preliminary concept plan includes a playful seating/pathway, shelter and seating, drinking fountain, lawn, garden beds and trees, multi-functional space with a giant chess board and bike racks. However in order to deliver the park, a section of Gum Street will have to be discontinued. A traic study found the section of roadway between Glengala Road and Gum Street, is “poorly utilised” and has been assessed as “not reasonably required for general public
use as a roadway”. he study considered that a redesign of the intersection of Marcia Street and Gum Street with Glengala Road would cater for all required traic movements and create a safer traic environment by removing the crossroad with Day Street. An existing overhead electricity supply on the eastern side of the land would also need to be relocated as part of the project, but there are no other utilities/services within the existing road reserve. Councillors approved the plans at their July meeting.

Elevenses proves a hit Victoria University has found a unique way to support the mental health and wellbeing of hundreds of staf members and students during lockdown. As COVID-19 took hold in early March, Victoria University moved switly to ensure the safety, mental health and wellbeing of staf and students remained a number one priority. From there, the Elevenses Program was born. Each week day, Professor Alex Parker, a clinical psychologist and researcher in the Institute for Health and Sport, delivers the VU Elevenses Program to staf and students. It’s a 15 minute online session focusing on a range of topics with only one aim: to improve the wellbeing of participants. Each session is developed in collaboration with university experts in the ield of psychology, physical activity, and mental health. he name was inspired by Michael Bond’s famous Paddington Bear, who enjoyed daily 11am chats with his friend Mr Gruber. While the title of the program is whimsical, the initiative has successfully impacted the audience in profound ways. “We know that the program has signiicantly reduced participant’s experience of depression, anxiety and stress,” Professor Parker said. “he sessions are made up of mini-interventions and strategies to help people manage and maintain wellbeing during this pandemic. “We focus on ways to nurture ourselves and our loved ones, how to better manage such a massive disruption and most importantly, how to avoid being overwhelmed during the … pandemic.” he irst episodes of the VU Elevenses Program are free and available for sharing, with more added each week. Painful journey recalled By Ewen McRae It has been nine years since Alexia Yiangoulli received the news that would turn her adolescence upside down. At just 13, the Frasers Rise girl was diagnosed with Hodgkins Lymphoma, going through months of treatments while juggling school and the at times awkward side efects of her battle. Now 22, Ms Yiangoulli said it was, at times, a painful journey. “I was at my cousin’s place and they kept looking at my neck and saying there was a lump there,” Ms Yiangoulli said. “At irst the doctors just said it was a viral infection, but Mum wasn’t happy with that so we got it checked again. Pretty soon I was in the Royal Children’s getting a biopsy and we found out it was Hodgkins Lymphoma. “I was lucky because they caught it early, but they couldn’t remove about 50 per cent of it because it was wrapped around my neck … we started chemo straight away.”

- Alexia Yiangoulli What followed was ive months of chemotherapy and a month of radiotherapy, a huge strain for anyone, let alone someone so young. “At the time I had never really heard about cancer,” she said. “No one in my family had it, no one I knew had it, I just remember the only thing I was worried about was going bald. “It deinitely took a toll on me physically and emotionally, especially at that age. he younger kids at school would ask me about my hair or why I was wearing a beanie or a wig, so it was tough to be a young girl and going through that. “I think people understand it more now, and I don’t think they meant any harm back then, but it was tough when all you want to think
about at that age is going to parties or meeting boys and all that normal stuf.” hrough it all, Ms Yiangoulli received support from the Cancer Council, as well as her school, which organised fundraisers and World’s Greatest Shave events to show solidarity with her ight. Now in remission for nine years, Ms Yiangoulli said she is forever grateful for the support she received. “I’m far more aware of it all now, because my chances of cancer are obviously increased,” she said. “I did some volunteering for the Cancer Council over the years, and help educate people a bit, because I knew nothing before I went through it personally. “Sadly I think more people are getting cancer these days, but also the education is so much better now, so with things like Dafodil Day it’s great to see people wearing the pin or buying the teddy bears to show support for people who are doing it tough.” Details: www.dafodilday.com.au

Grants of up to $5000 for eligible businesses will help them get through the current lockdown and continue to survive as the pandemic continues. Premier Dan Andrews said supporting business was vital for the state’s future. “We want businesses to survive this pandemic – we want people healthy and back at work,” Mr Andrews said. “We want to begin the process of rebuilding our economy and our community and setting us up for the future.” Eligible businesses from metropolitan Melbourne that have received or applied for the initial grant will be eligible for an additional $5000 that will be processed automatically, without previous applicants needing to apply again. he state government has already paid $776 million to 77,600 eligible businesses in the irst round of the Business Support Fund as part of a $1.7 billion economic survival package. RAAF history uncovered By Alesha Capone A trove of signiicant Royal Australian Air Force documents, many of which have been locked away for 100 years, will be digitally recorded. he project will allow the public to gain online access to about 191 bound volumes of historic documents, many detailing the aspects of the daily operations of the RAAF in Point Cook and Laverton since 1920. he RAAF documents will be digitised through a $300,000 project delivered with the National Archives of Australia. It is expected to take about 12 months.

he Point Cook airbase, which was established in 1913, is known as the birthplace of the RAAF. It is the oldest continually operating military airield in the world and served as the RAAF’s only base until 1925, when the Laverton base and another base in New South Wales were established. Deputy Chief of Air Force, Air Vice-Marshal Stephen Meredith, said the RAAF records were regarded as key artefacts in the history of the air force. he documents include the Air Board and Air Council agendas and submissions, along with Chief of Air Staf Advisory Committee submissions. he Air Board was established in 1920 to administer the Australian Air Corps (AAC) and investigate the feasibility of establishing an independent air force. It later oversaw the disbandment of AAC and formation of RAAF. “he Air Board was responsible for all aspects of the daily operations and management of the RAAF, so these documents include intricate details of how the RAAF was initially

BANANA PIKELETS Ingredients 2 cups self-raising lour 1 pinch salt 1/3 cup sugar 1 1/2 tbs butter melted 2 eggs beaten 1 1/2 cups milk 2 bananas mashed Method 1. Sift self-raising lour and salt into a bowl. 2. Whisk in sugar, butter, eggs and milk until smooth. 3. Add mashed bananas and stir mixture well. 4. Heat a frying pan with a little oil or butter and pour batter in small circles. 5. When pikelets bubble on top, lip and cook the other side until brown. Eat warm or cold with your favourite topping.
