Virus cases a ‘challenge’ By Esther Lauaki Wyndham has reached a grim new milestone with 941 active coronavirus cases recorded this week – a jump of nearly 300 in under two weeks. Wyndham is the most infected area in Victoria, according to Department of Health and Human Services active COVID-19 data. Of the active cases recorded on Monday, 477 were from Hoppers Crossing, Tarneit and Truganina while 342 were from Cocoroc, Point Cook, Quandong, Werribee and Werribee
South. he 3024 postcode, which takes in Mambourin, Manor Lakes, Mount Cottrell and Wyndham Vale, had 108 active cases. Victorian chief health oicer, Brett Sutton said on Friday that the postcodes with the most signiicant transmission and highest case numbers would be the government’s biggest challenge. “We’ll have to work especially hard in those areas,” he said. “We know where they are and we know that we need to engage very closely with the
communities to make sure that they can turn it around.” Wyndham’s largest daily increase in infections was on August 6, when the number of cases rose by 94. A member of the Wyndham Our Community Facebook group called for greater enforcement of COVID-19 restrictions across the municipality. “I just went to Point Cook Town Centre ater working all day, thinking it wouldn’t be busy … I was wrong.

Another 49 cases have been linked to the Linfox warehouse in Truganina.

Call for increased arts funding By Esther Lauaki Arts in Wyndham will sufer in the wake of the pandemic if funding is not increased, a local advocate has warned. Various arts and cultural groups presented to last week’s council meeting putting forward projects in need of funding as part of the 2020-21 budget. he 15 submissions included a call to make a move on the proposed acquisition of Melbourne Water Discovery Centre to use as a regional art gallery, a bid for $10,000 inancial assistance for the L2R dance school, and a
cultural arts hub to showcase diverse artforms. Angela Hickey, of Wyndham Arts Advocacy Group, believed the council needed to spend more in the ield to make Wyndham a desirable destination for artists to live in. “I’m of the view that funding of the arts in Wyndham is being reduced in real terms and the arts in Wyndham will sufer if funding is not increased,”Ms Hickey wrote in her submission. “At some point, these cuts in real funding to the arts has to hurt the provision of the arts in Wyndham. “Wyndham has an opportunity to grab the
artist population with its afordable housing and great quality of life… a strong arts sector will help drive that.” Jacinda Richards, of not-for-proit L2R Dance, asked the council to allocate $10,000 to reduce the school’s reliance on private philanthropy. She said the money would support the delivery of free weekly dance workshops to vulnerable children and young people living in Wyndham, as well as assist core operations of L2R. “his money will be crucial in the wake of the COVID-19 pandemic and ensure we can continue to support the Wyndham community
with our various activities and programs,” Ms Richards said. Werribee resident Sumitra Puri proposed a Wyndham ‘Culture Hill’, modelled on Ballarat’s Sovereign Hill, which would be a place to celebrate all cultures, their art forms, textiles, lifestyles, traditions, customs and the festivities across the diverse community. “I run an Indian theatre in Wyndham and while working on cultural themes of India in our drama shows and I thought it would be great to have a space, one particular space, to which our artists can call their home.”

Sewing masks for a cause Year 12 VCAL students at homas Carr College in Tarneit, who are making reuseable face masks, will donate any money they raise through the venture to a good cause. he students are making the masks as part of their Personal Development and Work-Related Skills project this semester, which develops employability skills, including skills which can be transferred between diferent industries. As part of the college’s long-standing partnership with the local St Vincent de Paul
Group, and to help support those within the community who are in need and struggling due to the COVID-19 pandemic restrictions, the students will donate money they raise from selling the masks to the St Vincent group. he homas Carr students have been supported in their mask-making by the textiles staf at the college, who have looked at mask prototypes for suitability and ease of construction. he staf are also are providing materials required for the masks.
he college’s textiles staf, led by Joanne Grujovski, have also sewn more 150 masks for other employees at the school. Community groups will save on expensive power bills now that Wyndham has completed its switch to more sustainable lighting. Wyndham council has wrapped up its Large-Scale Solar and Lighting the West programs for 2019-20 with the aim of driving down emissions. Environment and sustainability portfolio holder Heather Marcus said council had installed solar panels on 13 community buildings and replaced the bulbs of almost 1500 street lights with sustainable LED globes this inancial year. “hese 13 new solar panel systems will save community groups – including sports groups, kindergartens and childcare operators – $2 million in power bills over their 20-year lifespan,” Cr Marcus said. “In addition, they will prevent a whopping 443 tonnes of carbon dioxide from being released into the atmosphere each year. “As for the 1500 street lights we have replaced with sustainable LEDs, they will reduce council’s carbon emissions by 486 tonnes per year. “hese crucial programs are playing an essential role in helping us reach our long-term goal of being carbon neutral.” he Lighting the West and Large-Scale Solar programs have been running for ive and six years respectively. he $8.4 million Lighting the West program is mostly funded by council, in addition to $1.5 million in federal funding. he $3.5 million Large-Scale Solar program is largely funded by a federal government grant, with Wyndham council contributing $400,000. Plea for asylum seeker support By Alesha Capone More than 2900 asylum seekers on a bridging visa were living Melbourne’s northern and western suburbs, as of March this year. Figures from the Department of Premier and Cabinet showed that out 5466 asylum seekers on a bridging visa in Victoria, 2974 were residing in the north and west. Out of this total, 1043 asylum seekers moved to Brimbank and 801 asylum seekers moved to Whittlesea. Another 435 asylum seekers have moved to Hume, 246 to Wyndham, 185
to Maribyrnong, 103 to Melton, 85 to Moonee Valley and 45 to Hobsons Bay. Some asylum seekers on bridging visas are able to live in the community while awaiting a government decision on whether they will be allowed to remain in Australia or not. Earlier this month, the Footscray-based Asylum Seeker Resource Centre (ASRC) made a submission to the federal government’s COVID-19 senate inquiry. he submission said the ASRC has seen a three-fold increase in demand for food, health and employment services during the COVID-19
crisis, due to asylum seekers being excluded from JobKeeper, JobSeeker and Medicare. More than 30 councils across the nation, including Wyndham, Brimbank, Maribyrnong, Hobsons Bay and Hume, have joined a campaign calling on the federal government to provide asylum seekers with a “liveable income”. Wyndham’s cultural diversity portfolio holder, Cr Henry Barlow, said: “he COVID-19 pandemic has deepened [asylum seekers’] inancial crisis because their casual work has dried up and they are not eligible for Centrelink beneits.
“Apart from actual homeless people, such as those who you see sleeping in doorways and chairs in Bourke Street, these asylum seekers are the most vulnerable people in Australia.” A Department of Home Afairs spokesperson said there were “a range of support services are available for asylum seekers in Australia”. “Eligibility for support services depends on a range of factors, including the visa that the person holds, any pending visa applications, their individual circumstances, as well as eligibility under Social Security legislation,” the spokesperson said.

Planting blitz improves frog habitat housands of native species have been planted along a key waterway in Melbourne’s west to improve the habitat for one of Victoria’s most threatened frog species. Melbourne Water crews spent a week working along the Davis Creek corridor in Tarneit – a well-known habitat for the endangered Growling Grass Frog – planting an impressive haul of 2300 unique types of plants. hey include aquatic species such as water ribbons as well as River Red Gums, wattles and nardoo ferns.
Melbourne Water’s waterways and land oicer, Tori Vincent, said the large-scale project would restore Davis Creek, which lows into the Werribee River. “his area was almost completely devoid of native vegetation. his extensive planting will provide a rich environment for the endangered Growling Grass Frog and other species, while also vastly improving the area as a green space for the community to use and enjoy,” Ms Vincent said “We also wanted to use plant species that

were local to the area. In the long-term, this will transform into a healthy wetland haven for the local community to enjoy.” he new plants will help improve biodiversity along the creek and provide protection, food and optimum breeding conditions for the Growling Grass Frog population. Ms Vincent said Melbourne Water would continue to explore options to carry out future projects to keep restoring the area.
School community liaison oicers will be appointed at Carranballac College in Point Cook as part of a program which aims to help students of African heritage. he state government is allocating $1.6 million for schools to employ community liaison oicers who will act as culturally responsive advisors to support positive learning outcomes for local students. Eight host schools and up to 23 surrounding schools across Melbourne with a high proportion of students with African heritage will access this funding. his will include students enrolled in schools across north-eastern, southern and western Melbourne, including in Wyndham. Altona MP Jill Hennessy said the oicers would respond and build awareness of African Victorian student needs, ensure parents are included in school processes and foster student engagement and wellbeing. “Wyndham is strengthened by its cultural diversity and I’m proud to know that our local schools are committed to providing support to young people to achieve their potential, particularly during this diicult and uncertain time.” he funding is part of the government’s $8.6 million Victorian African Communities Action Plan. he new initiatives have been designed and delivered in partnership with the Victorian African Communities Action Plan Implementation Committee, which comprises a diverse group of African Victorian community leaders. Contact tracing in-store By Esther Lauaki A new voluntary contact tracing solution using smartphones is being trialled at Wyndham supermarkets to better assist health authorities with tracking coronavirus. he QR Code Contact Tracing initiative is being trialled across Woolworths stores in Tarneit Gardens, Williams Landing, Hogans Corner, Hoppers Crossing, Point Cook Town Centre and Featherbrook. Customers in trial stores can use a QR code at the entrance to check in and register their contact details. All details will be encrypted, securely stored and only be used to let customers know about a conirmed case in the store or to notify relevant health authorities and their nominated agencies for the purpose of contact tracing. State Woolworths supermarkets general manager Andrew Hall said the safety and wellbeing of all customers, teams and communities was the top priority. “Contact tracing is an essential step in preventing the spread of COVID-19 and we want to do our bit to support the broader public health efort,” Mr Hall said. “While checking in and sharing contact details will be voluntary for our customers, we encourage shoppers to make use of it in our trial stores. Doing so will enable health authorities to make rapid contact with potentially impacted customers in the event of a conirmed case of COVID-19 in our stores.” Another digital safety tool Woolworths has recently introduced is the Q-Tracker – a web tool that uses real-time data to show customers whether stores have had to implement a queue at entry to support social distancing and any wait time associated with it. they shop before they leave home, Q-Tracker makes it easier for shoppers to avoid busy periods, save time and shop with health and safety in mind. As part of the Q-Tracker initiative, Woolworths expanded its ‘book my shop’ feature to more than 40 stores following successful trials in its Taylors Lakes, Hampton Park, South Melbourne and St Helena stores.
Mr Hall said that once a booking had been conirmed customers could head straight into the store without needing to stand in a queue. “Based on the positive feedback from customers, we’ve expanded the booking function to a further 40 Melbourne stores. “We’ll continue to look for new and innovative ways to build on our existing COVIDSafe protocols and procedures.”

Art at home on the Grange he Grange Community Centre needs a little creative and cultural lair and Wyndhams artists are the ones to give it. Council is seeking artists to submit an expression of interest to create an artwork feature on the recently redeveloped centre’s south-facing windows. Arts and heritage portfolio holder Tony Hooper said the council was committed to engaging talented, contemporary artists to ensure the centre’s décor represents the culture and heritage of the area as well as the changing culturally diverse community. “We encourage local artists to apply to create a stunning artwork that will become a feature of this important community space,” Cr Hooper said. “he theme of the artwork is acknowledging our municipality’s rich Aboriginal heritage as well as relecting on the vibrant and changing, culturally diverse community. “It should help create a welcoming and inclusive space for residents to enjoy.” Once the artist is selected and the work is completed, Wyndham council will manage the installation of the inal artwork in consultation with the artist. Devy said that she penned Stay Home – Coronavirus song on the second day of a 21-day songwriting challenge which she has set for herself, during the pandemic lockdown. “I do a lot of singing in my day because music is what makes me happy,” Devy said. “I write songs often because it comes naturally to me and it’s my favourite activity to do.” Devy said her dream was to become a popular pop/rap singer-songwriter. “I hope a lot of people will know me because I could bring a smile to their faces and make their day with my music,” she said. He described the council’s existing plan to defer rates for some businesses for six months because of the pandemic as “not good enough” and said Wyndham was home to many
migrants and young families who had already lost jobs or businesses in the current crisis. Several Wyndham councillors criticised the move, one comparing the idea to a Monty Python skit. Cr Henry Barlow, who was irst elected to the council in 1997, said: “his would have to be the worst notice of motion I’ve ever heard in my life”. “It looks as if it comes out of a Monty Python sketch.” Cr Barlow said that cutting rates by 10 per cent would give the majority of residents an
extra $2.80 to $4 per week. He said he sent Cr Khan an email on March 31, urging Cr Khan to be transparent about where the cuts would be “otherwise this just looks like blatant electioneering with a council election coming up”. Cr Kim McAliney said Cr Khan had not provided any inancial modelling to support a 10 per cent rate reduction, which would result in “severe cuts” to the council’s capital programs and staf. Cr Peter Maynard said a 10 per cent cut in rates would result in the loss of about $21
million from the council’s annual budget. “his is an ill-conceived and unwarranted notice of motion, that has no sustainability for this council whatsoever,” he said. “I think it’s nothing but a vote-grab.” Cr Tony Hooper described the notice of motion as “grandstanding at best and outright manipulation at worst”. Cr John Gibbons said: “It’s a crazy motion and I oppose it”. Cr Khan was the only councillor to vote in favour of the motion, although Cr Walter Villagonzalo abstained from the inal vote.

The expansion of the stormwater treatment wetland at Flinders Crescent in Wyndham Vale has been completed. The project is the irst wetland to be upgraded as part of Wyndham’s $3 million Healthier Waterways program, which will result in a total of nine stormwater treatment wetlands being upgraded by 2022. Once the stormwater has been treated, it will low on to the natural waterways, including the Werribee River and Skeleton Creek, which will then low to Port Phillip Bay.

Make exercise fun Doing something that feels good makes all the diference when it comes to developing a successful exercise routine, a new Victoria University study says. he peer-reviewed research sheds light on how to get the most pleasure out of being physically active. Co-author Matthew Bourke, a Victoria University health and sport researcher, said the research conirms what many have long suspected. “We’re more likely to stay motivated and get results if we participate in any kind of moderate-to-vigorous physical activity if it makes us feel good,” he said. “Due to COVID-19 restrictions, many people have devised their own work-out routines at home, which makes it the ideal time to engage
in physical activities and develop a sustainable exercise regime – so long as it brings you enjoyment. “Admiring a great view on a jog or listening to upbeat music helps distract us from focusing on fatigue or discomfort, which can lead to more consistent workouts.” he paper, ‘Variance in the valenced response to moderate-to-vigorous physical activity: A review of cognitive and contextual factors’, also reveals that while itness goals are important, it’s crucial moderate to vigorous physical activity is achievable to help encourage long term commitment. he paper was co authored by Associate Professor Melinda Craike.
The state government is introducing a maximum pricing cap for households and small businesses in embedded networks in a bid to make energy prices fairer. From September, the maximum price which embedded network customers can be charged for their electricity will be set to the Victorian Default Offer. Residents of apartment buildings, rooming houses, caravan parks and retirements villages could save between $180 and $370 a year on bills, while small businesses in shopping centres could save between $900 and $2200. Election nominations sought By Esther Lauaki Civic-minded residents are being urged to stand for Wyndham council, with elections just around the corner. Wyndham chief executive Kelly Grigsby has backed the Municipal Association of Victoria’s call for residents interested in achieving the best outcomes for the community to put their hat in the ring. Wyndham residents have until September 22 to nominate themselves as a candidate for
the council elections on October 24. “Becoming a councillor is a great opportunity to inluence the future direction of the municipality and most people on Wyndham’s electoral role are eligible to stand for council,” Ms Grigsby said. “Councillors have a demanding but rewarding role in our community – they represent the community at a local government level and see some fantastic initiatives develop from ideas to short, medium, and long-term plans.”
Ms Grigsby said councillors were strong conduits between council and the community and would help on the road to recovery following the economic and social impacts of the COVID-19 pandemic. She said that achieving gender equality in local government was not just an important step towards improving the lives of Victorian women but was “critical for an inclusive, diverse, and cohesive community”. “Our councillors should relect the demographics and diversity of our city, so
we encourage people from every cultural and professional background to come forward,” Ms Grigsby said. Potential candidates must undertake mandatory candidate training sessions run by the state government. he sessions provide prospective candidates with information about the electoral process, local government and the role of a councillor. New vision for Laverton A splash park and art trail are among the ideas put forward in a plan to improve Laverton. Hobsons Bay council has released its drat ‘place guide vision’ for Laverton, which was developed from more than 1500 submissions and will guide future investment and projects. he plan includes grassroots clean-up and greening projects, fast-tracked tree planting, art trails and links between parks. It proposes a master plan for the Aviation Road Village and Woods/Lohse Street precincts to upgrade the streetscape, public spaces and parking. A second master plan has been touted for the Railway Avenue and McCormack Park areas, including development of a water play area, youth centre, community gardens and workshops Other ideas put forward include a Local Leaders Action Group to organise community activities and events, and safety upgrades.
Hobsons Bay mayor Colleen Gates said Laverton’s community spirit had been reinvigorated through people working together. “In 2006, the Laverton Community Renewal Program brought the people of Laverton together to deliver some really powerful stuf, including the Laverton Hub, the school rebuild, Woods Street Arts Space, and seeded the creation of groups such as Friends of Laverton Creek and Laverton Community Garden,” she said. “his is an exciting project, also driven by local people, that has already created a list of projects and great ideas.” An online survey on the plan is being conducted until Friday, August 14. Titan took out the contest with his striking portrait, Strength of Melanin Blues, of a young man of African heritage set against a blue background. he Wyndham City Libraries and Youth Services competition was open to entrants aged between 12 and 25 who live, work, go to school or socialise in Wyndham. here were 166 entries this year from young creatives across the municipality. Judge Jill Velinos said Titan’s image “captivated” the panel with its use of natural light, beautifully balanced tones and expression. Ms Vilinos said the judges faced a tough decision thanks to the high quality of submissions to the competition. “A warm congratulations to everyone that took part in the photo contest, and in particular those who won a category or received a highly commended,” she said. “Keep taking photos as a form of creative expression … Always

Illegal burn-offs prompt warning Wyndham council has encouraged residents to ensure they follow local laws around ire safety this winter. Mayor Josh Gilligan said the number of illegal burns reported to council this year had doubled, compared to the same time last year. “It is illegal to burn of in any residential area, so any outdoor ire in urban areas needs to be conined to a small monitored ire pit or a barbecue – essentially it can only be for the purpose of cooking or warmth,” Cr Gilligan said. “Also, the burning of waste can be harmful to both your health and the environment, due to the toxic fumes and pollution released by plastics, coated papers and other material.” Cr Gilligan said it was important the right type of wood was used. “When using your indoor wood heater make sure you select dry and untreated wood, so it does not cause pollution or damage the health of others around you,” he said.
“You must also maintain your wood heater by ensuring it is inspected and cleaned regularly. “As wood heaters and open ires have a signiicant impact on air quality and contribute to pollution, please consider minimising the use of wood ire heaters unless necessary.” Wyndham residents can get rubbish removed from their property by booking a hard waste collection with the council. Every resident, whether they are a renter or a homeowner, is entitled to three free hard and green waste collections per year. To book visit www.wyndham.vic.gov.au/bookhardwaste he Refuse Disposal Facility (municipal tip), on 470 Wests Road, Werribee is also open to public and commercial operators from 8am to 4pm Monday to Friday and from 8.30am to 4pm on Saturday and Sunday. A range of items can be dropped of there for free including batteries, cardboard, electrical waste, paint and excess recyclables. Discounts apply for the disposal of green waste material.

. . . from the Mayor If you’re anything like me, you’ve probably been watching the daily COVID-19 igures with anicipaion. While none of us wanted to be in a posiion where stage four restricions were necessary, it is promising to see data that suggests we may be passing the peak of the second wave. The future of this pandemic remains very uncertain, but one thing appears to be very clear – we cannot aford to be complacent. To see so many normally busy roads now empty, and people conined to their homes has certainly not been easy. It is a biter pill to swallow, especially when we look at the economic and social impact this virus is having in our communiies. But as the Mayor of Wyndham I am incredibly proud of everyone who has done the right thing and stayed at home, kept their distance, worn a mask, and been tested. We need to coninue working together to help protect our friends, family and neighbours. Only by remaining vigilant and following our health professionals’ advice will we be able to beat this virus and avoid tougher restricions. At the ime of wriing this message there were 941 acive cases of COVID-19 in Wyndham. This is more than any other municipality in the naion and it means that we have a greater responsibility to do everything we can to protect our community and stop the spread. As a Council we’ve reached out to the Department of Health and Human Services to ofer pracical support where we can. We have experienced and qualiied staf that can help on the ground by undertaking tracing of cases, providing welfare checks, and ofering administraive and program support. We’re already providing thousands of meals and care packages to local families, on top of a range of other support services, but we’re willing and ready to step up wherever we are needed. Help to return to work More than 3000 jobs will be created or supported under a scheme called Working for Victoria. he state government and Victorian Council of Social Services (VCOSS) have joined forces to deliver funding to 59 organisations to help support 1100 jobs. Organisations involved include Anglicare, the Brotherhood of St Laurence, Jesuit Social Services, Uniting, Foodbank and migrant resource centres. he new workers will perform roles including employment support, counselling and youth services, community engagement, emergency and food relief, family support and support for culturally and linguistically diverse (CALD) communities. he Minister for Multicultural Afairs
and Youth, Ros Spence, said: “his exciting initiative will provide young people bearing the brunt of the coronavirus pandemic with new opportunities for employment, and valuable experience at the start of their careers”. he state government has also struck agreements with councils to support 1200 Victorians to return to work in roles such as maintaining local parks and community services. Councils including Wyndham, Brimbank, Melton and Greater Geelong councils have joined the Working For Victoria scheme. In addition, the initiative includes a Youth Employment Program which will give up to 800 people, aged between 17 and 29 years old, the chance to complete six to 12-month jobs in the public service.

Camry is the irst sedan to adopt Toyota’s New Global Architecture, resulting in a lower roof and bonnet and improved dynamics due to its lower centre of gravity and greater torsional rigidity.
