Lockdown jobs blow By Alesha Capone housands of jobs could be permanently lost in Wyndham ater the state government introduced stage four restrictions this week in a bid to halt the spread of coronavirus. All retail businesses have been ordered to close for at least six weeks, leaving thousands of employees without work. Under the lockdown, residents must obey an 8pm to 5am curfew, unless they are going to or from work, or to give or receive essential care. But it is local businesses that will be hardest hit, with the shutdown to afect the retail, manufacturing and construction sectors. “As heartbreaking as it is to close down places of employment … that is what we have to do in order to stop the spread of this wildly infectious virus, this deadly virus,” Premier Daniel Andrews said. Under the new restrictions, which take efect from midnight on Wednesday, shops, some manufacturing and administration must close. Cafes and restaurants can still serve takeaway and local stores such as butchers, fruit and vegetable and bakeries can still operate. Supermarkets, bottle shops, pharmacies, petrol stations, banks, post oices and news agencies will stay open, but most other shops, including department stores, hairdressers, and furniture and homeware stores, will close their doors from midnight on Wednesday, with trading limited to click-and-collect services for online shoppers. Committee for Wyndham chief executive Barbara McClure said the stage four lockdown will have “an enormous impact” on the municipality’s businesses, many of which would see a reduced number of customers or have to shut down completely. “I think it’s going to be a really, really diicult time ahead,” Ms McClure said. She said that while a lot of businesses were starting to use online methods to keep trading, others would see a drop in foot traic in main shopping areas. “It’s going to be all the incremental things that will make a diference, whether it’s that $3 cup of cofee or a $50 plate of sandwiches … which we won’t be ordering now,” she said. Ms McClure said that the uncertainty of what lies ahead was also a major factor in the business world.

Wyndham mayor Josh Gilligan said: “hese latest restrictions sum up why 2020 will be the toughest year of our lives.” “he economic and social shock of this virus will live with us for a generation.” Cr Gilligan said that since the beginning of the pandemic, the council “has placed the health of our residents and the resilience of our business community at the heart of every decision we have made”. “We’re delivering online health and educational services to residents, as well as

direct food support through our Community Kitchen with over 8500 ready-made meals delivered to hundreds of residents particularly those who have caught the virus,” he said. “Councillors are actively considering further measures we can implement to support households and businesses through this crisis.” As of Monday, there were 744 active COVID-19 cases in Wyndham. According to the Department of Health and Human Services, a total of 185 virus cases have been linked to Al-Taqwa College in Truganina.

Sixty-two cases have been linked to the Glendale Aged Care Facility in Werribee and 55 cases to BaptCare Wyndham Lodge. hirty-one cases have been linked to the Linfox Warehouse in Truganina and 13 to Diamond Valley Pork in Laverton North. A Mercy Health spokesperson said that Werribee Mercy Hospital was collaborating with other public hospitals in Melbourne’s west to provide isolation wards and treatment for COVID-19 patients, and patients who are suspected of having the virus.

Pride in Wyndham on show By Alesha Capone Reports of rubbish dumping, abandoned vehicles and eyesore properties within Wyndham have increased since the irst coronavirus pandemic lockdown in March. Wyndham council’s director of city operations, Steven horp, has praised residents for reporting the matters. “During COVID-19 restrictions we have seen the emergence of positive community behaviour, including residents reporting more incidents of rubbish dumping,” he said.

“More people are walking around their neighbourhoods for their daily exercise … and more people have noticed dumped rubbish, dogs of lead, unsightly property and abandoned vehicles in our city. “hey have been doing the right thing and reporting it to council.” An “unsightly property” is deined as a house or other building which has grass or weeds at least one metre high; litter; dead trees or motor vehicles in the yard. Mr horpe said that while council data did not show “any signiicant increases” in

non-compliance or ofences such as rubbish dumping since March, the council was getting more reports from community members. Wyndham’s safer communities portfolio holder, Cr Heather Marcus, said residents should be able to enjoy a clean and beautiful environment as they take their daily exercise. “Wyndham City is delighted that so many residents are taking pride in keeping their properties and gardens clean. We ask you to pay attention to overgrown grass and trees or any branches or roots blocking footpaths and loose rubbish that may pose a hazard or health

risk.” Cr Marcus said now was “the ideal time to do a clear out of unwanted household items” with the council allowing homeowners to exchange their annual tip voucher for an extra hard waste collection. “Every Wyndham household, whether you are a homeowner or a tenant has access to three free green and hard waste collections every year,” Cr Marcus said. Ms Czajkowski has a recording of her uncle singing at BaptCare Wyndham Lodge, where he was a resident. “He entertained a lot of the people at BaptCare and a lot of the nurses really loved him,” she said. “He was such an icon and he was full of information, and so interesting to listen to.”

An icon of the Wyndham community, John (Giovanni) Portogallo, passed away last week. Mr Portogallo’s niece, Marie Czajkowski, said that her uncle died about three weeks ater contracting the coronavirus. Mr Portogallo, 93, was born in Sicily, Italy in 1926. He and his parents migrated to Australia and moved to Werribee South in 1934, becoming one of the irst farming families of the area. Mr Portogallo opened up the irst espresso cofee business in Werribee – Don Giovanni, in Watton Street.

Wyndham council will conduct a review into ways it could hold short-term rental accommodation providers to account following breaches of COVID-19 restrictions. A council spokesperson last week said: “We will be reviewing what legal avenues Wyndham as a local government authority can draw on to regulate this sector as well as examining how other councils have responded.” Wyndham mayor Josh Gilligan said the review followed “a series of unruly incidents” including an illegal party which was held in a short-stay accommodation premises in Point Cook last month, in breach of pandemic regulations. Police ined 11 partygoers who attended the event at an apartment. Footage of the event, which was posted on Snapchat and obtained by Channel Nine news, showed people dancing to music under disco lights. Cr Gilligan described the party as “totally unacceptable”. “he majority of the regulated accommodation industry is doing the right thing but it is imperative that the state government cracks down on those who aren’t,” Cr Gilligan said. “I will not accept holiday houses across Wyndham louting the law and putting the health of our residents at risk. “We’re in this together and only if we do the right thing will we be able to stop the spread of coronavirus.”

On track for upgrades “We are pleased to see the government has announced accessibility upgrades to the station as we know this was one of the biggest issues raised by respondents, but we believe there is more work to be done over time.” A state government spokesperson said works were still in the planning phase. “hese upgrades are about improving accessibility for the passengers that use Aircrat station every day,” the spokesperson said. “he improvements will make our train network more accessible for all Victorians, while creating jobs for local workers and businesses in the area. “As part of the car parks for commuters program, we’re also building 100 new and upgraded spaces at Aircrat station for passengers to ind a carpark more easily.” Works, which also include CCTV and lighting, are expected to be completed next year.

Aircrat station at Laverton is one of 11 metropolitan stations being upgraded, the state government announced last week. he station was ranked the second worst train in Victoria in the RACV’s latest On Track survey, with crowding, diiculty inding a carpark and inadequate shelter cited as the top concerns. Accessibility upgrades will include handrails, improving existing carparks, raised boarding pads, platform shelters and a rubber-track pedestrian crossing. RACV transport senior manager Peter Kartsidimas welcomed the announcement but said more work could be done. “Aircrat was the second lowest-rated station in the state for the 2019 On Track survey, having been voted third lowest in 2017 and the worst in 2015,” he said. “RACV saw that there was a consistent theme of accessibility for commuters, like poor bus connections and carpark issues.

He described the council’s existing plan to defer rates for some businesses for six months because of the pandemic as “not good enough” and said Wyndham was home to many

extra $2.80 to $4 per week. He said he sent Cr Khan an email on March 31, urging Cr Khan to be transparent about where the cuts would be “otherwise this just looks like blatant electioneering with a council election coming up”. Cr Kim McAliney said Cr Khan had not provided any inancial modelling to support a 10 per cent rate reduction, which would result in “severe cuts” to the council’s capital programs and staf. Cr Peter Maynard said a 10 per cent cut in rates would result in the loss of about $21

million from the council’s annual budget. “his is an ill-conceived and unwarranted notice of motion, that has no sustainability for this council whatsoever,” he said. “I think it’s nothing but a vote-grab.” Cr Tony Hooper described the notice of motion as “grandstanding at best and outright manipulation at worst”. Cr John Gibbons said: “It’s a crazy motion and I oppose it”. Cr Khan was the only councillor to vote in favour of the motion, although Cr Walter Villagonzalo abstained from the inal vote.

School video rocks A music video created by a group of talented staf from Saltwater P-9 College shows that school is beyond cool. Four members of the Point Cook school’s Performing Arts team – Jay Bowen, Lauren Lourdes, Michael Lapina and Phill Haddad – star in the clip, which was posted on the college’s Facebook page last month. More than 6900 people have viewed the video. Mr Lapina said the Saltwater principal, Jackie Daniali, supported children having a well-rounded education, including in the arts, and allowed staf to make creative choices which embraced this. Ms Lourdes said although the video was “very exciting” with costume and scene changes, its lyrics included the important message of encouraging students to do their schoolwork and home learning tasks during

RAAF history uncovered By Alesha Capone A trove of signiicant Royal Australian Air Force documents, many of which have been locked away for 100 years, will be digitally recorded. he project will allow the public to gain online access to about 191 bound volumes of historic documents, many detailing the aspects of the daily operations of the RAAF in Point Cook and Laverton since 1920. he RAAF documents will be digitised through a $300,000 project delivered with the National Archives of Australia. It is expected to take about 12 months. he Point Cook airbase, which was established in 1913, is known as the birthplace of the RAAF. It is the oldest continually operating military airield in the world and served as the RAAF’s only base until 1925, when the Laverton base and another base in New South Wales were established. Deputy Chief of Air Force, Air Vice-Marshal Stephen Meredith, said the RAAF records were regarded as key artefacts in the history of the air force. he documents include the Air Board and Air Council agendas and submissions, along with Chief of Air Staf Advisory Committee submissions. he Air Board was established in 1920 to administer the Australian Air Corps (AAC) and investigate the feasibility of establishing an independent air force. It later oversaw the disbandment of AAC and formation of RAAF. “he Air Board was responsible for all aspects of the daily operations and management of the RAAF, so these documents include intricate details of how the RAAF was initially structured and controlled,” Air Vice-Marshal Meredith said.

Altona MP Jill Hennessy, Werribee MP Tim Pallas and Tarneit MP Sarah Connolly have announced that Wyndham council will receive $58,860 to act as a “community connector” for people sufering anxiety or lacking companionship. he initiative will expand the Victorian coronavirus hotline (1800 675 398) by partnering councils with the Australian Red Cross, whose volunteers have been trained in psychological irst aid, so they can provide emotional support and help callers who may be distressed or anxious. he funding for the hotline will come from a $6 million package titled the Community Activation and Social Isolation initiative. Ms Hennessy said: “We’re really aware of the emotional toll that isolation can have on people, especially those who are already experiencing loneliness; this program is aimed at addressing this problem and prioritising mental health during coronavirus.” Mr Pallas said: “his initiative will help members of our community who are feeling isolated to reach out and seek support through a dedicated hotline.” Ms Sarah Connolly said: “Calling the hotline will connect you to an Australian Red Cross volunteer who can provide you with a friendly ear and information regarding support services near you.”

Man jailed over armed robbery By Alesha Capone A man who pleaded guilty to a charge of armed robbery has been sentenced to six months’ jail. However, ater already serving 177 days in pre-sentence detention awaiting his trial, he will not serve any additional time behind bars. Ryal Yak, 23, was sentenced in the County Court on July 17, following a hearing on July 13. County Court Judge Sarah Leighield said that on January 22 this year, Yak and an unnamed female companion attended a service station in Wyndham Vale.

Ater gathering $165 worth of food and drinks, the female produced a knife and pointed it at the store attendant, demanding the items for free, the court heard. he court also heard that ater the female produced the knife, Yak pulled his jumper over his head in an attempt to conceal his identity. Yak and the female ran from the store with the stolen items. Judge Leighield said she accepted that Yak was unaware that his companion was in possession of a knife. However, Judge Leighield said that when

police spotted Yak and the female in a group later that evening and asked them to stop, they ran away. While being chased by police, Yak tripped and dropped a bag containing the stolen items and the knife. he court heard Yak told police that he had been drinking on the day of the ofence. Judge Leighield said she accepted Yak has good prospects of rehabilitation due to his involvement with his family and sport. he court heard that Yak has been playing football at a senior level with the Power House Amateur Football Club in the VAFA since 2016.

he court also heard that Yak oten assisted his mother around the home and took his younger siblings to school. Judge Leighield said she accepted a neuropsychological assessment which had shown Yak has a “low average level of intellectual functioning and cognitive impairment” which might impact on his ability to comprehend information presented to him and to understand risk in social situations. Judge Leighield also sentenced Yak to a two-year community correction order and ined him $750.

New SES unit for Wyndham Volunteers from the Victoria State Emergency’s Wyndham West unit are ready to help the community. he unit, which is based in Ballan Road, Wyndham Vale, has become the 150th VICSES unit established in the state. Unit controller Cliford Heri said the Wyndham West team included eight members, both new and experienced. “he opportunity to truly shape a VICSES unit whilst developing a strong foundation, culture and future is what we are most excited about,” Mr Heri said. “We are all part of the community, we are all

local, and we are here to help.” he Wyndham West unit covers an area of 340 square kilometres, which is home to 39,585 people and includes parts of Werribee, Wyndham Vale, Manor Lakes, Mambourin and Little River. Mr Heri said the VICSES had been planning to establish the Wyndham West unit for a while, to keep up with demand for services and future population growth. He said that the unit’s members have so far responded to three requests for assistance, two tasks assisting police and one building damage job.

Mr Heri said that the COVID-19 pandemic lockdown meant the unit’s members could not train face-to-face, or train people who have expressed interest in joining up. He said the unit was keen to expand its member numbers to around 20 to 25 in the coming 12 months, and also engage with residents on topics such as lood and storm safety education. “We will continue to be there for the community through these challenging times and into the future as well,” Mr Heri said. A group of Wyndham residents are planning to launch a social enterprise for local businesses to use as an alternative to mainstream food delivery services. he team behind the not-for-proit community WYNBUS project – a mobile ride-share system – has turned its attention to the food industry. Help for homeless Property group Lendlease has launched a program to help not-for-proit organisations provide solutions to housing stress and homelessness. Coinciding with the start of Homelessness Week on Monday, Lendlease has called for organisations to apply for a grant under its FutureSteps program. hrough a combination of grants up to $200,000, Lendlease will look to help disadvantaged people by partnering with established not-for-proit organisations to boost the availability of quality accommodation and support services in the community, and by investing in training and jobs programs. he grants will be open to organisations which are committed to directly increasing the supply of accommodation for individuals or families experiencing homelessness or housing stress in Victoria, New South Wales

and Queensland. Since its establishment in December 2018, FutureSteps has already provided more than $300,000 in grants across Victoria and New South Wales. Milestone for sports centre he Little River Reserve and pavilions have a long and rich history in the Little River Community and the Little River Community and Sporting Centre celebrates its 20th anniversary on hursday, July 30. he Little River Community and Sporting Centre Pavilion has always been a unique facility in Wyndham as the pavilion was constructed in a community partnership between Wyndham City Council and the Little River Community and continues to be run and managed in partnership between the City of Wyndham and the Little River Community and Sporting Centre Committee. he Little River Community and Sporting Centre was born out of the need in the late 1990’s for the cricket club to secure a liquor license in order to stay alive but being unable to secure one as the old club rooms didn’t meet the criteria of having bathroom facilities attached and council wouldn’t agree to provide the required facilities as there were existing public facilities on site. Skinny (Ian Wagstaf) and Peter Crichton (dec) who were involved with the Little River Cricket Club at the time were

the initial drivers of the project, advocating to council on behalf of the cricket club to secure a facility that would allow them to operate with a liquor license ensuring a consistent income and therefore the survival of one of the oldest sporting clubs in the district (150 years old this year). Once funding was approved, in no small part thanks to the mayor David McLaren (dec), expressions of interest were sent out to the 40 plus clubs/organisations that were identiied as operating in the town at the time. he clubs to take up the ofer were the cricket club, youth club, Tug of War Club, tennis club and social club. Sports clubs feel pandemic pain By Alesha Capone Sports clubs across the nation will require funding of more than $1.2 billion to help them survive the ongoing impacts of the COVID-19 pandemic, according to a recent survey. he non-proit Australian Sports Foundation (ASF) ive-week survey received more than 4330 responses from clubs involved in sports such as football, netball and cricket. he survey found that Australia’s 70,000 local sports clubs have already lost an estimated $1.6 billion due to the coronavirus and more than 16,000 community sports clubs could be

at risk of closure, if they do not receive funding support within the next six months. Up to 80 per cent of clubs’ main sources of revenue, such as sponsorships and memberships, have ceased or declined due to the pandemic. ASF chief executive Patrick Walker said: “To solve a problem of this scale requires a collaborative approach, so we are calling on all who care about the role of sport in creating healthy, inclusive communities to help us fund grassroots sport’s recovery.” Wyndham council last month announced that it would waive fees for clubs which use

outdoor council-run facilities during this year’s winter season. he council will also ofset some of the costs that sporting clubs operating out of AquaPulse and Eagle Stadium might incur, to meet government regulations regarding lane and court hire. Mayor Josh Gilligan said the council had not charged sporting clubs any fees since facilities closed earlier this year due to COVID-19 restrictions. “hrough this support council has absorbed close to $600,000 in sporting club hire and licence fees, delivering funding support to

local sporting clubs when they need it most,” Cr Gilligan said. Wyndham’s sports development portfolio holder, Cr Peter Maynard, said these measures would give Wyndham’s sporting clubs the inancial reprieve they need to help them get back on the ield, court or pool, once they were able to. “hese clubs are the backbone of our community and for many they provide the social cohesion and community spirit that we as residents want and desire – that’s why we’re working with them to help them get through this pandemic,” Cr Maynard said.

Running for charity Hoppers Crossing resident Bol Mathiang is putting his best foot forward for he Fred Hollows Foundation. Mr Mathiang, 28, is participating in Fred’s Big Run, a campaign to raise funds for the foundation, which is dedicated to treating and preventing blindness and other vision problems across the world. he campaign is asking people to run or walk at least 25 kilometres during August in return for donations. Mr Mathiang is aiming to run 100 kilometres and has already raised $1129. “I just want to see how much I can fundraise. What I like is just the whole idea of being able to contribute to the foundation,” he said. Mr Mathiang, who migrated from South Sudan to Australia in 2006, said he also liked that he Fred Hollows Foundation aids people overseas and in hird World countries.

“When I tell people what I’m doing, I say it’s much bigger than just running, it’s about helping someone and changing their lives. he foundation changes lives,” he said. “So the more I run, and the more money I raise, the more people I can help.” Mr Mathiang said he took up running about four months ago and he hoped to compete in the Melbourne Marathon and ultra-marathons in the future. Western rivers to be cleaned A clean-up program of waterways, including the Werribee and Maribyrnong rivers, has been announced as part of eforts to keep people working during the coronavirus pandemic. Minister for Water Lisa Neville recently announced more than 110 people will take on roles cleaning and protecting Melbourne’s suburban waterways, through the state government’s $500 million Working for Victoria fund. he fund creates employment for people who have lost their jobs due to the impacts of coronavirus, while delivering community

services. Under the program, more than 90 employees will remove rubbish, undertake invasive weed management and improve vegetation along the Yarra, Maribyrnong and Werribee rivers, as well as throughout the Dandenong and Bayside regions. he improvement works will be delivered in collaboration with the Yarra River Keeper Association, along with community groups and councils along urban waterways. Creating connections Adrian Chng is helping to strengthen community connections during the coronavirus pandemic. Mr Chng is founder and administrator of the Melbourne & Western Suburbs Coronaforum Facebook page. He has also started dropping cofees of to his fellow Point Cook residents. Mr Chng said he began working from home in March and has been missing out on the social connections a workplace provides – an experience which many people are having in lockdown. He said that one of the aims of the Melbourne & Western Suburbs Coronaforum was to connect and support community members during lockdown. Another aim of the page is to inform members about the latest rules, regulations and research related to COVID-19, especially in the west. Within three weeks, the page has grown to

more than 2500 members. “hat’s given me a lot of joy, once you connect to the local community, you feel like you know them, even though you have never physically met them,” Mr Chng said. Mr Chng said he has also started doing cofee runs to Point Cook residents he has connected with on the Facebook forum. To maintain social distancing, he drops the cofees of at people’s front doors, then texts the person to let them know. “I just ind that it’s something nice to do,” he said. Mr Chng said doing the cofee runs was also a way to support local cafes during the lockdown. “Since March, I’ve been starting to re-connect with the local area and local people, which I have really enjoyed,” he said. According to the Melbourne History Research Group, William Taylor was the irst European to settle at Point Cook in 1849. homas Chirnside purchased land from him in 1852 and later constructed the nearby Point Cook Homestead. Mr Chirnside sold the land in 1920, and in 1924 a saltworks was established on the lower reaches of Skeleton Creek. he land was later acquired by the government and, in 1996, was set aside to protect the wetlands and migratory birds. Check in and chat Missing that human connection? Worried about a friend, relative or neighbour doing it tough on their own? As we enter stage four restrictions to reduce the spread of COVID-19, the social and physical isolation can be challenging. Feeling lonely can afect people of all ages, especially when we are missing day-to-day social interactions and may not have support networks around us. Wyndham City Council’s Check in and Chat service is a free phone service available to anyone in the Wyndham community who may be feeling lonely and would beneit from a regular phone check-in and friendly chat. Ater registering for the service, you’ll be paired with a friendly staf member for a regular chat on a scheduled day and time. Check in and Chat is run by staf members from council’s community centres and is available in English, Punjabi, Hindi, Mandarin, Tamil, Tigrinya, Amharic, Gujarati, Konkani, Spanish and other languages via TIS National. Wyndham City Mayor, Josh Gilligan said the service is providing beneit to residents from a range of ages and backgrounds. “Loneliness can afect all of us and it can be especially hard when we’re dealing with other issues in our life,” Cr Gilligan said. “Being able to share your day – good or bad – and to talk through your worries and the things going on in your life with someone is

incredibly important for our wellbeing.” As well as social support, the Check in and Chat service is also helping residents to connect with other local services, from food relief and short-term housing to inancial counselling and mental wellbeing. “People’s needs are oten multifaceted, especially during isolation where there can be a range of pressures and practical needs,” Cr Gilligan said. “We’re seeing that irst-hand, through council’s response to local requests for support via the state government’s Coronavirus hotline.” Wyndham City Council is working closely with the Red Cross, to respond to requests for assistance via the Coronavirus hotline and to connect residents with local support agencies, providers and not-for-proit groups. “From emergency housing options, to inding out which local pharmacies might deliver in their area, council is working together with community providers to help residents ind the support they need,” Cr Gilligan said. Engine response is a letdown when you move of the line. he stop/start isn’t as fast to kick in as we like and then there’s some turbo lag.
