Rate ight unites traders By Goya Dmytryshchak Hobsons Bay’s four main trader associations have united in an unprecedented move to jointly object to proposed rates rises. Under Hobsons Bay council’s drat 2020-21 budget, it is proposed to increase rates by 3.89 per cent for commercial properties and 8.78 per cent for industrial properties. Newport Traders Association president Gill Gannon, Williamstown Chamber of Commerce president Nikki Eyes, Altona Village Traders Association president Kim Walsh and Laverton Traders Association president Mahesh Garg have lodged a joint objection.
Budget submissions will be considered at the August 11 council meeting, with the inal budget to be adopted on August 18. Ms Gannon, speaking on behalf of the four associations, said COVID-19 had many businesses “on their knees with much uncertainty on how long restrictions would last”. “We would like Hobsons Bay to reconsider their proposed increase because, obviously, with COVID-19 all of the traders are impacted,” she said. “We would like us all, together, to come up with a way that Hobsons Bay will [deliver] their assistance package to traders. “At the moment, they have announced some relief but those relief packages are not being
received by every single business. “We would like something that every single business beneits from.” he drat budget allocates nearly $2 million to business and economic recovery this inancial year, including: rebates for food registration ($595,000), public health fees ($63,000), and footpath trading permit fees ($150,000); extending the waiver of paid parking in Nelson Place until December 31, 2020 ($520,000); rent relief in council buildings ($210,000); town planning rebates ($177,000); and rolling out a business precinct support campaign ($250,000). But Ms Gannon said some businesses had “missed out on every single bit of opportunity”. “To give you an example, the allied health
[professionals] – a lot of them don’t have anything out the front of their business, so don’t pay for footpath trading, don’t have any registrations,” she said. “hey haven’t opened their doors – a lot of them – since March. “Pilates studios, yoga studios, beauty salons, nail places and places like that also don’t have tables and chairs outside. hey don’t have goods outside … they have received no relief. “What we’re suggesting is a rates reduction, or to stablise the rates [to] afect everyone evenly. “We would just like to see every business, and in particular the ones who have been more heavily impacted by not being able to trade, looked ater a little more.”

We want to ensure the facilities improve community wellbeing and encourage healthy and active lifestyles for many years to come. Council is also seeking feedback on the Draft Climate Emergency Plan. It identifies strong, overarching goals that Council can take to prevent further contribution to climate change, and to transition to zero emissions and beyond. This Plan is the first strategic document for Council regarding the Climate Emergency. I would also encourage all residents and local businesses to complete the COVID-19 Community Survey. Conducted by an independent researcher, this survey will help Council learn about the issues faced by people in our community relating to COVID-19 and assist to plan our municipal relief and recovery effort.

Lockdown blow for local jobs By Benjamin Millar and Goya Dmytryshchak housands of jobs could be permanently lost in Maribyrnong and Hobsons Bay ater the state government introduced stage four restrictions this week in a bid to halt the spread of coronavirus. All retail businesses have been ordered to close for at least six weeks, leaving thousands of employees without work. Under the lockdown, residents must obey an 8pm to 5am curfew, unless they are going to or from work, or to give or receive essential care.
But it is local businesses that will be hardest hit, with the shutdown to afect the retail, manufacturing and construction sectors. “As heartbreaking as it is to close down places of employment … that is what we have to do in order to stop the spread of this wildly infectious virus, this deadly virus,” Premier Daniel Andrews said. Under the new restrictions, which take efect from midnight on Wednesday, shops, some manufacturing and administration must close. Cafes and restaurants can still serve takeaway and local stores such as butchers, fruit and vegetable and bakeries can still operate.
Supermarkets, bottle shops, pharmacies, petrol stations, banks, post oices and news agencies will stay open, but most other shops, including department stores, hairdressers, and furniture and homeware stores, will close their doors from midnight on Wednesday, with trading limited to click-and-collect services for online shoppers. Abattoir workforces, which continue to be among the state’s most highly infectious sectors, will be cut by a third and remaining workers will be kitted out in full PPE and subject to routine coronavirus testing. As of Monday, Somerville Retail Services
in Tottenham was linked to 129 cases of coronavirus, followed by 86 cases linked to JBS in Brooklyn. A new case has been discovered at Cedar Meats in Brooklyn, an earlier epicentre of a major cluser. Victoria had more than 6300 active cases. More than 130 people have died, with most recent deaths associated with aged care as authorities struggle to keep down transmissions. Two new cases were linked to Uniting AgeWell in Kingsville and a further two to James Barker House in Footscray. Another case has also been uncovered in Doutta Galla Yarraville Village.

Daya runs out each morning to check on her growing spoon family, which includes an alien, a lion and a person wearing a mask. Dad Jason Perry put a post on social media to notify neighbours that a small spoon family had moved into the bottom of Fourth Avenue and that his daughter would be delighted if anyone added a spoon “person”. “We thought that it would make people smile
when they walked past,” he said. “We thought we’d put a few spoons out and I thought that it would be nice for the neighbourhood to contribute if they wanted to because we saw lots of people, grown-ups and kids, stopping and having a look and putting smiles on their faces. “It’s just a fun thing to do and we want to share it with the neighbourhood.” He and Daya have also hung spoons on a tree with a sign inviting people to take one to decorate to make their own contribution to Altona North’s most interesting new family. Home invasion charges

A Yarraville partnership is putting its best foot forward in warming up the winters of those hardest hit by the coronavirus crisis. For the second year running, clothing company Underworks has been donating an item of essential clothing to Yarraville’s Foodbank Victoria for every silly sock photo on social media tagged with #IGiveASock. he company has so far donated almost 10,000 socks and items of essential clothing, putting the campaign nearly halfway to its 20,000 target. Underworks founder and chief executive Sam Todaro said the initiative is on top of a program donating unsold, discontinued or sample socks to charitable organisations in Australia.

On track for upgrades By Goya Dmytryshchak Aircrat station at Laverton is one of 11 metropolitan stations being upgraded, the state government announced last week. he station was ranked the second worst in Victoria in the RACV’s latest On Track survey, with crowding, diiculty inding a carpark and inadequate shelter cited as the top concerns. Accessibility upgrades will include handrails, improving existing carparks, raised boarding pads, platform shelters and a rubber-track pedestrian crossing.

RACV transport senior manager Peter Kartsidimas welcomed the announcement but said more work could be done. “Aircrat was the second lowest-rated station in the state for the 2019 On Track survey, having been voted third lowest in 2017 and the worst in 2015,” he said. “he biggest issues raised by respondents at Aircrat were overcrowding on trains, diiculty inding a car spot and inadequate shelter, and RACV saw that there was a consistent theme of accessibility for commuters, like poor bus connections and carpark issues. “We are pleased to see the government has announced accessibility upgrades to the station as we know this was one of the biggest issues raised by respondents, but we believe there is more work to be done over time to ensure everyone using Aircrat station can experience a safe, reliable and timely commute.” A state government spokesperson said works

were still in the planning phase with details to be inalised. “hese upgrades are about improving accessibility for the passengers that use Aircrat station every day, including creating space for wheelchair users under brand new shelters,” the spokesperson said. “he improvements will make our train network more accessible for all Victorians,
while creating jobs for local workers and businesses in the area. “As part of the car parks for commuters program, we’re also building 100 new and upgraded spaces at Aircrat station for passengers to ind a carpark more easily.” Works, which also include CCTV and lighting, are expected to be completed next year.

Pop-up park design closer Final designs are almost complete for a pop-up park in the heart of West Footscray’s shopping strip. Clarke Street will be closed to traic to make way for the park, as a way to create additional public open space within Barkly Village. he proposal also includes new tree planting along the east side of Clarke Street and an improved bicycle connection at the intersection of Clarke Street and Carmichael Street, as well as new priority crossing over Cross Street. he Clarke Street pop-up park will be installed on a trial basis for up to 24 months. he northern end of Clarke Street, currently only open to north-moving vehicles, will be closed to traic and two parking spaces will be removed to make space for the park. Artiicial turf and seating will be installed, along with a community news stand, street library, solar lighting and extra greenery including a raingarden. Council will measure the popularity of the park and remove it if it fails to attract enough use. Further improvements to the Barkly Village streetscape are also being prepared for community consultation. Community feedback on the concept design is currently being considered with inal concept plans to be presented to a future council meeting for the green light to proceed to detailed design. Call for entries for art prize
Beach precinct designs By Goya Dmytryshchak A permanent pedestrian plaza with lawns and sand could be developed in the Esplanade at Altona under new concept designs proposed for the beach precinct. Hobsons Bay council is seeking community feedback on all ideas included in three designs it has released for consultation. All three include a pedestrian promenade in the Esplanade, between Bent and Pier streets, but one design proposes a temporary street closure with removable bollards. For the past two years, the council has closed the stretch of road to vehicles over summer and installed street furniture, beach boxes and a
table tennis set to create a pop-up park. Two of the new designs include permanently converting the area into a promenade ranging from four-10 metres, with grass slopes meeting the seawall, and the seawall broadening out to create terraces for sitting and sunbathing. Other ideas include removing some of the parking spaces in Pier Street to widen the footpaths, and the revitalisation of Weaver Reserve. Mayor Colleen Gates said while one of the concepts proposed little change, the other two would signiicantly change the precinct and traic movement in the area. “here may be positives and negatives in each and we want to hear all of it so that the inal
concept is in keeping with how the community want to see and interact with the precinct for years to come,” she said. “hese plans are bold and innovative and our hope is that it will strike the balance of complementing the retail and cafe businesses in this busy precinct, encouraging visitation to the popular Altona beach, all the while maintaining the village feel that makes Altona special.” Other ideas in the plans include creating mounds in Weaver Reserve and creating new entries to Altona beach at the end of Pier Street and at Webb Street. Creatives in Melbourne’s west are being invited to enter the virtual Woods Street Youth Art Prize. his year, shortlisted entries will be shared in a virtual exhibition curated by Laverton’s Woods Street Arts Space from October 16-31. Submissions are being sought responding to the theme of ‘A new power – inding a voice’. Entries are open to people aged 14-25 who live, work, study in or have a connection to Hobsons Bay, Wyndham, Maribyrnong, Brimbank, Melton, Moonee Valley, Geelong or Melbourne. Tower residents get tested By Goya Dmytryshchak Residents of Williamstown’s Nelson Heights public housing tower have been door-knocked to be tested for COVID-19. One resident, amateur boxing champion Stephanie Mfongwot, said the tests were being conducted in the doorway of each apartment in the 13-storey building. going to each and every apartment getting everyone to do their test,” Mfongwot said. “hey’re testing everyone. “If you don’t want to, they will just let you be but they will keep asking until you get it done. “hey [said] that if I don’t want to do it that’s ine but they will keep asking me until I get it
done, because on their list they can see that I still haven’t done it.” Mfongwot said she was tested on Monday and was notiied the next morning by text message that her result had come back negative. “When you do it, they give you a box of masks and a bottle of sanitiser, which is good,” she said. “his morning again, two came to ask me again if I’ve done it. “I said yes, and they asked me if I need anything else. “hey told me if there’s anything I need, I can just go downstairs and talk to one of them.
“And one good thing I’ve noticed is that we have more cleaners in the building now – like every day, all the time, cleaning everywhere. “hey’re really keeping it safe for us.” Mfongwot was photographed by Star Weekly outside the tower in March for a story about her dreams of becoming a professional boxer being on hold due to the pandemic. A COVID-19 suburban testing blitz was developed in June to manage outbreak areas of concern in other parts of Melbourne’s north west, with residents door-knocked and ofered free testing.
Slow food speeds up hings have been moving fast for the Slow Food Melbourne Farmers’ Market. Ater more than 11 years operating at Abbotsford Convent, the monthly market moved to Spotswood Kingsville RSL in February last year. Now another monthly market is popping up at Happy Receptions at 199 Sunshine Road in Tottenham, which has been closed due to the COVID-19 pandemic. Slow Food Melbourne president Alison Peake said the market will feature some of the favourite farmers from Spotswood as well as some fresh faces. “here will be a cofee cart, meat, fresh fruit and vegetables, nuts, dried meats, fermented goods, jams and chutneys, muesli, baked goods and breads,” she said. “It’s very much about the high quality of the produce and the freshness – in most cases for fresh produce it was probably picked on the Friday.

Lengthy lockdown restrictions have been taking a toll on Victorians and grass-roots suicide prevention charity Hope Assistance Local Tradies wants to reach out more than ever. HALT, best known throughout Australia for its Save Your Bacon brekkies, information sessions and other events for tradespeople, is inding innovative ways to get the message to those that need it most. Founder and chief executive Jeremy Forbes says HALT North West Melbourne understands how challenging these times are for all. “More than ever we need to be aware of our mental health and the things we need to support our wellbeing,” he says. “COVID-19 has presented our communities with some unique and interesting challenges, which many may be struggling with. But there is plenty of support out there for people and we want to make sure people are accessing it.” The charity is committed to reducing the stigma associated with anxiety and depression and encourage everyone to seek help if needed. Jeremy says, with lockdown regulations across Melbourne, it’s important to check in with family, mates, colleagues and neighbours. HALT supports workplaces, sporting clubs, apprentices and community groups to have tough conversations. “We give people the tools to support their mate, whoever that is, to seek support and get the help they might need during this tough

A movement towards “good, clean and fair” food production is picking up traction in the west. Slow Food Melbourne is an eco-gastronomy association interested in the ethics and politics of food and the impact food production has on the planet. Slow Food Melbourne’s market in Spotswood has continued trading through the COVID-19 pandemic as an essential service bringing fresh, local produce to shoppers and supporting farmers to continue to earn a living. A small crew of dedicated volunteers run the market, which includes up to 80 farmers and farming families who grow, pick, pack, rear and process fresh fruit and vegetables, salami and meat products, citrus, eggs, olives and olive oils, berries, fermented foods and baked goods throughout the year. Association founder Alison Peake says the organisation is part of a worldwide network which supports the notion of, “think global, act local”. “We believe food should be good, clean and fair which means good quality while also maintaining food cultural traditions and supporting the longevity of rare breeds and crop diversity,” Alison says. “It should be produced with a minimum of chemical inputs and GM free. “he notion of ‘fair’ encapsulates the concept that everyone in the food chain deserves a fair remuneration for their work. “Our message has always been to eat local, keep food miles to a minimum and support local producers. his has never been a more important message than right now.” Alison says a visit to the market is an educational experience as well as an opportunity to meet the people behind the produce. “hey all have a story to tell and meeting
