One Darley woman is doing her bit to help the community stay safe during the coronavirus. Karen Pinder started making face masks for friends and family who wanted them – she has now made nearly 400 masks for those in need in recent weeks. “When I saw people advertising masks and making a proit out of it I thought that was wrong, so I started with a few and just kept going,” Ms Pinder said. “People are struggling, and I had material here and I’m a basic sewer so I thought ‘why not’?” “They’re pretty easy to make, but people have been very thankful for them. A lot of people can afford to buy them, but there’s a wait now so this works well for them.” Ms Pinder has donated all the masks she has made, including some to local charities that have been providing hot meals for those in need. “So long as my stocks of material and elastic holds up I’ll keep making them I think,” Ms Pinder said. “Making a mask is a small way of helping and hopefully it makes a difference in the community.” Ewen McRae

Mr Andrews said stage 3 restrictions were being reinstated in regional Victoria because there was “a real and growing threat in some regional communities”. he number of virus cases in Moorabool has climbed from just three
cases in the irst three months of the pandemic to 17 as of Sunday. “he thought of this virus getting into regional aged care – and wiping out entire generations within our regional communities – is something that keeps me up at night. I know I’m not alone,” Mr Andrews said. he return to stage 3 restirctions means there will once again be only four reasons for Moorabool residents to be outside their homes: shopping for food and essential items; care and caregiving; daily exercise; and work or study if it can’t be done from home. Station upgrade approved By Ewen McRae Melton station has been approved for an upgrade, with the state government announcing a number of improvements last week. As part of a building stimulus package to boost economic activity during the pandemic, Melton was one of 11 stations across the state approved for upgrades, including new passenger information screens, public address equipment and disability shelters, as well as extra car parks, toilet facilities and bike parking racks.

Upgrades will also make the stations and public transport network safer and more accessible, with 600 jobs expected to be created across the state to complete the projects. Public Transport Minister Ben Carroll said the improvements would be a welcome boost for commuters and workers.
“We’re hitting the ground running with these projects – creating hundreds of new jobs in the coming months to support local communities across Victoria that need it most,” Mr Carroll said. “Every dollar spent as part of this extra investment will support jobs and families, and improve our public transport network for everyone who relies on it.” Melton MP Steve McGhie told Star Weekly in June, when improvements for Melton station were irst mooted, that they were long overdue and much-needed. “We heard what people were saying about
the changes of the platforms and the condition of the station, and I’m pleased that the minister for public transport has listened,” Mr McGhie said. “It’s great to have conirmation that there will be improvements at the station, because it is the busiest station along the line and this is much-needed for its users.” he upgrades will not be on the same scale as recent works at nearby stations in Rockbank and Bacchus Marsh, however a future electriication of the train line could lead to the station being upgraded further, in-line with those stations.

Powerline ight continues A plan to build a series of transmission towers through Melton and Moorabool will destroy livelihoods, according to some afected landowners. Barbara and Glenn Ford farm land in Plumpton, and are in the area of interest for the Western Victoria Transmission Network Project, a proposed 190 kilometre stretch of power lines from Sydenham to Ballarat. he Ford’s produce grain crops, make hay, and produce prime lamb on their property, which is one of several in the area that would be afected by the project. hey say if the towers are put in as they are
currently planned, it will make their farming unpractical. “We are in a green wedge zone, which is supposed to be protected from development,” Ms Ford said. “Putting high voltage power lines right through our property would be a disaster for us. Every day we would have to go underneath these powerlines, and we will not be able to use equipment more than three metres tall. “Well, all our vehicles are more than three metres tall, so that’s a huge impact on us. Even if we got permits to allow us under, that’s a safety issue for us that we shouldn’t have to deal with.” Community groups and local councils have
pushed for underground lines to be investigated to preserve farming land and the appearance of the area but AusNet – the company running the project – has said that is not being considered. Ms Ford said community support for underground lines was strong. “I know it has to go somewhere, but I think generally most locals think it should go underground,” she said. Melton jobseekers are encouraged to apply for more than 100 new jobs on ofer at Melton council, under a statewide program to keep Victorians in work. he Working for Victoria fund, part of the state’s COVID-19 response package, focuses on new jobs that are needed to provide critical services across the municipality, including administrative support, waste management, environmental works, cleaning and sanitation of buildings, public spaces and transport, outdoor maintenance, data collection and input, and human resources. Melton mayor Lara Carli said the Working for Victoria fund would provide six-month employment opportunities to those in the community who needed it most. “he efects of the COVID-19 pandemic are far-reaching and we know many locals have been signiicantly impacted and now ind themselves in inancial hardship,” Cr Carli said. “We are very pleased to be partnering with the Victorian government through this important initiative. It will help locals who have lost their jobs due to the pandemic or have been without work longer, to get back to work.” Melton council is one of 10 councils to have signed up to the $500 million program. Jail for knifepoint robbery By Ewen McRae A man who robbed a mother and her child at knifepoint last year has been sentenced to more than two years behind bars. Todd Carter plead guilty in the County Court to armed robbery and thet following two incidents in the Woodgrove Shopping Centre carpark last year which let his victims distraught. he court heard that on October 30, 2019, Carter approached a woman in her car while
she was putting on her four-year-old daughter’s seatbelt. Carter sat in the passenger seat beside her and pulled out a fold-out knife. Carter then told the woman that he needed $800, and if she didn’t have it on her they would have to go and get it. he woman ofered Carter the car, saying she just wanted to take her daughter out irst. When Carter said he would not take the car, the woman gave him her wallet and phone. he court heard that three days later Carter stole another mobile phone from a woman,
ater asking her to borrow it to make a call. A shopping centre security guard and a member of the public chased Carter to his car and were able to take photos of his number plate. Police arrested him three days later. Carter later admitted he stole the phones and wallet to try and pay of a drug debt. A victim impact statement from the irst woman said that she now sufers from anxiety and is afraid to take her daughter with her to the shops. Her daughter also struggles to sleep. Judge Trevor Wraight said the impact on
Carter’s victims would be ongoing, and a strong message of deterrence had to be sent in the sentence. “In my view this a serious example of this type of armed robbery,” he said. “hat is, an armed robbery on a sot target, in this instance a woman with her daughter, simply going about her daily business in a public space. “here can be no doubt that this would have been a terrifying experience for both the victim and her daughter.” Carter was sentenced to two years and six months in prison.
Home care a winner A local health initiative that helps positive COVID-19 cases with their recovery could be rolled out to other municipalities. Djerriwarrh Health has started a ‘Hospital from Home’ program to help patients who test positive to the virus get healthy from their home. About 100 people are currently being cared for in their home, with that number quickly increasing. Almost three-quarters of those taking up the initiative have been in the past few weeks. Once a patient has come back with a positive coronavirus result, contact is made by the health service to ofer Hospital in the Home. If the patient agrees, packs are sent to patients that include masks, gloves, a thermometer and a portable machine to measure their oxygen levels. Djerriwarrh Health Services doctors or nurses will contact the patients on a daily basis to see how they are going, and monitor
symptoms as well as mental health. DJHS chief executive Belinda Scott said: “he core of any health service is to provide care to the communities we serve. “Djerriwarrh Health Service identiied the need to ensure the care for positive covid patients could transfer into their homes during isolation periods.” With many patients struggling with isolation in their recovery, Ms Scott said the packs provide means for each patient to efectively monitor their health and also provides physical and emotional monitoring and support for patients when they are at their most vulnerable. “Feedback to date from the patients we are caring for has been extremely positive,” she said. he Department of Health and Human Services is investigating replicating the program in other services areas across the state. A 28-year-old Melton West man who evaded police last month has been arrested and charged. Police allege that the man evaded police while driving a silver Nissan Navara in a manner which posed a “signiicant risk to the public” about 2.30pm on July 23. The man was arrested by police on July 27 following a brief foot chase. Police allege that a subsequent search of the man’s house uncovered a sawn-off .22 calibre rile and ammunition. He will face court at a later date.

Healing through art Anyone passing by CS Gallery in Caroline Springs can view a new exhibition installed on the exterior of the building this week. Titled Healing, the work by Aboriginal artist Mandi Barton was commissioned by Melton council to address health and wellbeing messages related to the COVID-19 crisis and the impact on Indigenous connections, narratives and identities. With experience in storytelling and connecting communities through art, Ms Barton created large-scale digital pieces that cover the themes of culture, clan, country, community and connection. he works incorporate images taken at the local Wurundjeri country at Kororoit Creek in Burnside.
he exhibition represents people socialising in video calls; those who are supporting the physical, emotional and mental wellbeing of others; the need for food, health and accommodation; cultural connection and more. Melton mayor Lara Carli said the exhibition signiied connections and changes we could all relate to. “hese pieces tell a story about healing through connections to family, culture and land,” she said. “To have a beautiful exhibition that pedestrians can safely enjoy on their regular walk is really special at a time when such experiences are so limited.”
A man has been charged over a road rage incident in which he allegedly ignited a blow torch. Police attended a Melton South property on July 22, following numerous tips from the public. Police said a man who answered the door led the property on foot and was chased down by oficers. The 25-year-old was arrested and charged with a number of offences, including reckless conduct endangering serious injury, driving in a dangerous manner, assault with an instrument, reckless driving, making threats to kill, and theft of a motor vehicle.

Crossing just the start: Council By Ewen McRae Melton council hopes a level crossing removal is just the start of state government investment in the region. he government recently announced that the Robinsons Road level crossing in the eastern corridor of the municipality would be removed and replaced by a roundabout in the next round of its ongoing projects. Construction begins next year and the project is planned for completion by 2023.

“his was among council’s latest advocacy priorities and something we hoped would be delivered as part of the Western Rail Plan, so to have it begin so soon is very welcome news. “We look forward to this project beginning next year and thank the state government for recognising this need and making it priority. “We’re also hopeful that the state government will consider its economic recovery funding as an opportunity to fast-track other much-needed major projects for our fast-growing community. “Projects such as the Western Rail Plan, in

Explore uni virtually Caroline Springs resident Carla Deale has encouraged future tertiary students to check out a virtual open day experience, which will be launched by Swinburne University next week. Ms Deale recently completed a bachelor of media and communications, including journalism, professional writing and editing, at the university. She said that attending university open days, before she started studying, was a big help in deciding which course she wanted to pursue. his year, due to the coronavirus pandemic, Swinburne will launch an online open day initiative, titled Swintopia. he university will showcase its campus in a virtual format, including an interactive tour of its Hawthorn campus. Taking its cues from popular games such as Animal Crossing, Swintopia will also provide participants with the opportunity to talk to students and graduates, and to score discounts and
vouchers redeemable at its Hawthorn campus stores, by interacting with characters, inding hidden tokens and completing quests. Ms Deale, who now works as a marketing junior for OpenMarkets Australia, said she completed her degree both in-person and online. She inished her studies early, within three years, by taking subjects during the university holidays. “You can use the university how you want to and make it work for you,” Ms Deale said. Ms Deale said she also completed work placements in most of her university breaks. “Swinburne is very vocational, it prompts you to do a lot of real-world stuf,” she said. I’m really pleased to tell you that our focus on capital works for our growing community is set to continue this financial year. In the 2020/2021 Draft Budget, Council has planned a $105.6 million capital works program. This week, Council will hear submissions to the draft budget at a special videoconference meeting, and I look forward to hearing what our residents have to say. We’ll then consider adopting the final budget on 31 August. Speaking of major projects, we’ve had some very welcome news from the Victorian Government that it will fast-track the much-needed level crossing removal at Robinsons Road in the east of our city. It will be great to see this project begin next year and we thank the State Government for recognising this need and making it a priority. With the State Government working towards economic recovery right now, we’re also hopeful that they will take the opportunity to fast-track other much-needed major projects for our fast-growing community. Projects such as the Western Rail Plan, in particular the electrification of the Melton line, as well as construction of the Melton hospital, will not only improve liveability in the City of Melton but will create long term jobs and investment for the west. I’ve seen firsthand the pressures that local health services are experiencing as infection numbers rise. It’s so important right now that we all follow the advice from the Department of Health and Human Services. We’ve seen that this virus does not discriminate, so I urge everyone to please take all precautions to protect you, your family, and of course our most vulnerable community members. I know that COVID-19 and the associated restrictions have impacted everyone in different ways including financially, emotionally, socially and physically. As a Council, we responded with a number of
support measures to help everyone get through this challenging time. We continue to provide payment support for those experiencing hardship, free promotion of local businesses to help them stay open, increased and contactless meals on wheels deliveries, over the phone Maternal and Child Health appointments, over the phone welfare checks, virtual library activities, and more. Last week, we also opened a new exhibition titled ‘Healing’ on the exterior of CS Gallery. This artwork by Aboriginal artist Mandi Barton was commissioned by Council to help address health and wellbeing messages related to the COVID-19 crisis, and I hope those of you passing by the gallery will enjoy the unique opportunity to view an outdoor exhibition in Caroline Springs. Councils unite in soil ight By Tate Papworth Brimbank and Melton councils are joining forces to prevent the movement of contaminated soil across Brimbank. he soil from the West Gate Tunnel Project could be stored at the Ravenhall tip if it’s successful in the tender process. According to the Major Transport Infrastructure Authority, about 1.5 million cubic metres of rock and soil would need to be removed as part of the tunnel project. Testing on the soil has revealed low level contamination of PFAS.

At a recent meeting, Brimbank councillors agreed to contribute $25,000 to a combined campaign with Melton council opposing the soil being transported to Ravenhall. Cr Virginia Tachos said it was vital that everything was done to prevent the soil coming through Brimbank. “Strong campaigns matter as they educate
people,” Cr Tachos said. “As we know, our community has borne the brunt of Victoria’s rubbish dumping, storage and legacy contamination of toxic-laden chemicals. “his, if it goes ahead, will be another legacy contamination in the making for future generations, except PFAS doesn’t go away.” Cr Tachos also tabled a notice of motion requesting the council write to the ministers for planning and energy, environment and climate change, expressing concerns over the Hi-Quality site at Bulla. Cr Tachos said a community consultation process was needed for communities

Road works grounded by poor weather
Priceline Pharmacy’s Watergardens store is stepping up its community assistance in the wake of the COVID-19 pandemic. he pharmacy has applied for a Victorian government scheme, which will give it the ability to hand out free masks to the most vulnerable people in the community. he store was expecting stock late last week. Watergardens Priceline Pharmacy proprietor Nicole Lentini said it was a terriic feeling to be able to help the community at a time of great need and the pharmacy wouldn’t be limiting the assistance to masks. “I am so grateful to be in a position where improving people’s health outcomes is my main job,” Ms Lentini said. “I think it is so important that people know they can reach out to us, for medication delivery, masks, hand sanitisers, or even just a few items from the local grocery store if they can’t leave the home or are self isolating. “Delivery is free for medications as the government subsidises the cost for people to stay at home and remain safe.” Ms Lentini added that there were some important factors to take into consideration when wearing reusable masks. hey includude; sanitising or washing your hands before using your mask; creating a seal around your face, without any gaps on the sides; cleaning your hands before removing the mask; and removing the mask by touching the ear hoops or straps only.
Improvements along Geelong-Bacchus Marsh Road have been put on hold due to poor weather. he road has been identiied as one of Victoria’s highest-risk rural roads with six fatalities and 32 serious injuries occurring between 2010 and 2017. Works between Little River Ripley Road and Birds Road are now under way, however due to forecast cold and wet weather conditions, construction work will be on hold during July and August as these conditions are not suitable for road construction. An update on the Regional Roads Victoria website said works were expected to resume when the weather improves. “Dry ground and higher temperatures are needed to ensure our road works set correctly,” the statement said. “To ensure the quality and safety of our roads, construction will be delayed during periods of ongoing wet and cold weather. Works will restart in September 2020 and are expected to inish in early 2021. “hree new roundabouts have now been completed at the Ballan Road, Glenmore and Nerowie Road and Parwan-Exford Road intersection.” Improvements have already been completed along a 20-kilometre stretch of road between Elcho Road, Lara and Little River Ripley Road, Balliang, including lexible safety barriers, overtaking lanes, a new roundabout at Elcho Road and intersection upgrades. Lower speed limits are now in place along the road, with 80km/h signs now posted.

Parents warned to be aware of online risks he Australian Federal Police is warning parents to be vigilant in keeping their children safe online amid the return to remote learning in metropolitan Melbourne and a surge in online child exploitation reports. he AFP said parents sit on the front line, alongside police, in ensuring children don’t fall victim to insidious online predators. he AFP said oicers saw sites hosting online child sexual abuse material crashing due to the increased volume of traic during the state’s irst COVID-19 lockdown in March. “We suspect that ofenders will use this second wave of COVID-19 as an opportunity to ind more potential child victims, as young people spend an increasing amount of time online with limited adult supervision,” commander Strauss said. “Between 1 July 2019 and 30 May 2020, 144 people have been arrested/summonsed by the AFP with Commonwealth Child Exploitation ofences with 1078 charges laid. “his compares to 74 arrests/summons and 372 charges laid for the previous inancial year. “Our message to online ofenders has not changed, if you procure, access and transmit child abuse material, you will be found, arrested and prosecuted.”
he AFP said the most important thing families and carers can do is to start the conversation about online safety with children from an early age and to continue talking with them regularly. It also urged parents to stay aware of who their children are interacting with online, check the privacy setting on family devices, and make sure your child feels comfortable talking to you or another trusted adult about issues they might be experiencing online. Lengthy lockdown restrictions have been taking a toll on Victorians and grass-roots suicide prevention charity Hope Assistance Local Tradies wants to reach out more than ever. HALT, best known throughout Australia for its Save Your Bacon brekkies, information sessions and other events for tradespeople, is inding innovative ways to get the message to those that need it most. Founder and chief executive Jeremy Forbes says HALT North West Melbourne understands how challenging these times are for all. “More than ever we need to be aware of our mental health and the things we need to support our wellbeing,” he says. “COVID-19 has presented our communities with some unique and interesting challenges, which many may be struggling with. But there is plenty of support out there for people and we want to make sure people are accessing it.” The charity is committed to reducing the stigma associated with anxiety and depression and encourage everyone to seek help if needed. Jeremy says, with lockdown regulations across Melbourne, it’s important to check in with family, mates, colleagues and neighbours. HALT supports workplaces, sporting clubs, apprentices and community groups to have tough conversations. “We give people the tools to support their mate, whoever that is, to seek support and get the help they might need during this tough

New importance to Red Cross calling Victorians experiencing loneliness or social disconnection due to coronavirus will receive support from the Australian Red Cross and local community organisations with one call to the coronavirus hotline, thanks to a new Victorian government initiative. Disability, Ageing and Carers Minister Luke Donnellan has launched the Community Activation and Social Isolation initiative with more than $6 million over six months to support people experiencing loneliness or social disconnection as a result of coronavirus (COVID-19). he initiative is part of the Victorian government’s $59.4 million mental health and wellbeing package, helping Victorians with additional support to deal with signiicant changes to thier lives as a result of the pandemic. “he coronavirus pandemic has bought into even sharper focus the importance of community and social connections to improve health and wellbeing. his initiative is about people getting the help they need safely and locally,” Mr Donnellan said. ”If you’re feeling lonely, give the coronavirus hotline a call on 1800 675 398 and press three to speak to an Australian Red Cross volunteer who will provide a friendly ear and can connect you to support in your local community.” For many Victorians, physical distancing and social or work-related restrictions have led to feelings of loneliness and disconnection. For those already lonely or isolated before the pandemic, it’s been even harder to get help to
feel happy and well. he Community Activation and Social Isolation initiative will expand the Victorian coronavirus hotline (1800 675 398) by partnering with the Australian Red Cross whose volunteers have been trained in psychological irst aid to provide emotional support and help to callers who may be distressed or anxious. he hotline will also link people in need to community connectors for local practical supports and social activities, such as video chats, online book clubs or itness groups. To help older Victorians stay connected and participate in social activities during the pandemic, a Social Support Hub has also been set up at the Victorian government’s Seniors Online. Seniors can ind out what services and activities are available in their local area via the hub. he hub will be regularly updated with information and links to other community-based organisations ofering support and activities to older Victorians, including information about phone line support and local community connectors.
