They’re heeding the advice of Premier Daniel Andrews who on Sunday said it was compulsory for those (humans) living in metropolitan Melbourne and the Mitchell Shire to wear face masks outside of the home. Mr Andrews made the recommendation on advice from the state’s chief health oficer, following new evidence from global medical experts that wearing masks can help reduce the transmission of COVID-19 by about 60 per cent. “Staying at home if you feel unwell is still the best way to slow the spread of coronavirus but wearing a cloth mask provides an additional physical barrier, adding one more layer of protection for you and those around you,” Mr Andrews said. Virus cases hit new high By Ewen McRae Cases of COVID-19 in Melton have hit their highest point since the pandemic began, with dozens of new cases detected in the past week. While Melton has been included in the reintroduction of stage 3 lockdown measures for metropolitan Melbourne and Mitchell Shire, the rise in cases across the state has been relected in local numbers. here were 124 active cases of the virus within the Melton municipality on July 19, up from just 13 active cases at the end of June.

here has now been 210 cases of the virus within Melton since the pandemic began. Despite travel restrictions between the metropolitan ring and Moorabool, there have also been three new cases detected within the shire, bringing its total to ive. It comes as the state government made face masks mandatory in public from July 23, with $200 ines for those who fail to comply. Djerriwarrh Health Services chief executive Belinda Scott said despite the rise in cases she was proud of the response from staf and urged the community to continue to come forward to

Moorabool signs off on budget By Ewen McRae Moorabool council has approved its 2020-21 budget, but not before strong debate on the merits of a rate rise. he budget includes a two per cent rate rise, $38.216 million in capital works and a inancial hardship policy for those impacted by the COVID-19 pandemic. An indoor recreation centre and swimming pool in Bacchus Marsh and upgrades to the Darley Park Recreation Reserve pavilion were among the capital works planned.

Councillors Tom Sullivan and Paul Tatchell voted against the budget, with Cr Sullivan arguing that a rate rise would hurt residents already struggling through the pandemic. “We are basically in a time of unprecedented uncertainty,” Cr Sullivan said. “his COVID-induced recession we are

going through is a private sector recession. People in Moorabool Shire are hurting, and a rate increase of two per cent is a kick in the guts. “I know there will be arguments put forward with respect to the long-term inancial viability of the shire, and the two per cent rate increase is needed for the viability of the shire, the reasoning is sound but the timing is appalling. “Council should have regard and empathy for ratepayers who are doing it tough.” Councillor Lawry Borgelt spoke in favour of the rate rise.

“Nobody likes paying rates, and voting for a rate increase is never popular,” he said. “To do so at this time is a serious decision and one which should not be taken lightly. “But this is a budget for the future, and putting forward this rate increase sets us up to provide infrastructure for our population increase. “his budget also provides actual targeted relief for those individuals and businesses that have been afected by the COVID-19 global pandemic, and not just a token efort that a zero per cent rate rise represents.”

Melton netball rising star Mel Oloamanu may not be hitting the court much lately, but her talents have not gone unrecognised. Oloamanu was recently awarded a School Sports Victoria Blue, the highest award in school sports in the state with just one winner per sport, and she said she was blown away to be recognised. “I was so surprised, I never expected to have something like this,” she said. “My family were so excited. It feels like another accomplishment … playing the sport that I love and good reward for the hard work.”

With movement restrictions once again being enforced, the RSPCA is reminding pet owners not to ignore the needs of their furry friends. he organisation said it had received increased reports of pet owners anxious about providing their pet with the proper care, including vet visits, since stage three restrictions were reintroduced. his included horse owners who had animals outside of the lockdown region. RSPCA Victoria’s head of inspectorate, Terry Ness, said people are required under the law to provide proper care for their animals including feed for horses and livestock and the current COVID-19 situation does not absolve them of these responsibilities. “Our RSPCA inspectors are encountering many people who are unsure about whether they are able to travel to feed their animals or take them to a vet – we want to remind everybody that they are still able to provide proper care for their animals during this time,” Mr Ness said. “Animal owners also need to ensure that they continue to provide all the necessities for their animals including enough food, water, shelter, along with things such as regular hoof care by a farrier, dentistry and appropriate rug wear for horses. “People who agist their horses must also continue to visit and check on them regularly to provide proper care, and people who own or operate agistment facilities must continue to treat and care for the animals … and maintain the facility.”

Police are appealing to witnesses to a trafic incident in the vicinity of Glen Road and O’Neills Road, Melton. Police say a black Ford Territory pulled in front of a Toyota Hilux before braking heavily. The two vehicles pulled along aside one another, before the Ford performed a burnout and drove at the Toyota, causing a collision. The driver of the Ford has then produced a blowtorch and ignited it before the Toyota led down Glen Road toward Oldershaw Road. The Ford followed, ramming the Toyota multiple times. Another ramming has occurred between the vehicles at the intersection of O’Neill’s Road and High Street. Established in 2010, GAIC is a contribution made by the developer to fund infrastructure that will support the economic, social, and environmental needs in Melbourne’s

expanding fringe suburbs. he project cost $772,300, and reduces the existing commute from Woodlea to the Rockbank station and providing a safe pathway for residents who would otherwise have to traverse along the shoulder of busy Leakes Road. Woodlea project director Matthew Dean said a works-in-kind construction agreement provided greater direct beneits to the Woodlea community. “Due to the speed in which the Woodlea community is growing, a works-in-kind project was a more suitable option as it allowed us to fast-track the construction of the shared path,” he said.

Deception charge pending Melton police arrested a 25-year-old male following an ongoing investigation into the theft of personal papers which were later used in a number of deceptions. Police executed a warrant on a Melton South house on July 14 and located a quantity of methylamphetamine, GHB and an unregistered irearm. The male will face charges of theft and deception as well as charges for the irearm and drugs.

New captain for CFA By Ewen McRae Caroline Springs Fire Brigade has elected Craig Freshwater as its irst captain in 18 years. Following the integration of career and volunteer ireighters at the station in 2002, the position of captain did not form part of the volunteer rank structure. However, as ire services reform came into efect on July 1, the position became necessary to make up the volunteer leadership structure. Mr Freshwater was successfully elected. “I’m privileged and overwhelmed with the title and I hope to be a good custodian of the red helmet,” Mr Freshwater said. “I hope to lead this brigade well and eventually pass it to someone who can take on the brigade in a stronger position.” Mr Freshwater began his time in the CFA at just 16 years of age, where he joined his family in the Bairnsdale Fire Brigade for many years before relocating to Melbourne. He joined Caroline Springs brigade about six years ago. He said he wants to use his new leadership role to continue to pass on the valuable experience he’s gained through the CFA over the past 20 years. “[he] CFA has made me the person I am today; the people who I have met along the journey have shaped me into who I am,” he said. “here’s no point holding on to the experience I’ve gained, it would be wasted if I didn’t pass it on to the younger members of the brigade. “I hope they get the opportunity to pass on their experience in time as well. If I can help other members coming up the ranks then that would be a success for me.” he state government recently established Fire Rescue Victoria, which will replace the

said. “I’m optimistic about the future of our brigade. We will go through this change equipped with some very strong relationships with our former career CFA members who have gone into key positions within Fire Rescue Victoria. “Our volunteers have been serving the community for around 75 years and we have no intention of stopping at all.”

Help to stay connected Locals experiencing loneliness and disconnection during the ongoing pandemic will receive extra support with the establishment of a new hotline. he state government and the Red Cross last week launched the Community Activation and Social Isolation initiative with more than $6 million over six months to support people experiencing loneliness or social disconnection as a result of COVID-19. Minister for Disability, Ageing and Carers Luke Donnellan said the initiative would be an extra tool to assist with mental health support in the community. “he coronavirus pandemic has bought into even sharper focus the importance of community and social connections… his initiative is about people getting the help they need safely and locally,” Mr Donnellan said. “If you’re feeling lonely, give the coronavirus hotline a call on 1800 675 398 and press three to speak to an Australian Red Cross volunteer who will provide a friendly ear and can connect you to supports in your local community.” Red Cross Victorian director Sue Cunningham said reports of those struggling mentally in the community had risen in recent months. “Some have concerns about job loss and inances. Many people are distressed and are needing someone to turn to. We are helping by providing that friendly listening ear and caring voice.” Ewen McRae

Time called on junior football By Ewen McRae Junior football across the west has been cancelled for 2020, with the latest COVID-19 lockdown restrictions making a season unfeasible. he major metropolitan football leagues – including the Western Region Football League and Essendon and District Football League – made a joint decision to call of all junior football and focus on the 2021 season. WRFL chief executive Matthew Duck said a further six weeks of stage three stay-at-home restrictions announced by the state government recently meant the potential window of opportunity for a junior premiership season

was now too small to pursue. “We chased a junior season as far as we could, but ultimately the WRFL determined the challenges of staging a season in the current climate simply too great,” he said. Mr Duck said that club feedback had again been a cornerstone of league decision-making. “Club support for a junior season had until recently remained strong, however recent surveying and considerable club consultation showed that support had understandably waned, with a signiicant majority of junior clubs now desiring a season cancellation and

the certainty that comes with it,” he said. “Whilst clearly a diicult decision to make, we hope this decision allows clubs and volunteers who have done an incredible job to now focus their energies on next season.” he cancellation also includes all under-18.5 and women’s competitions across the two leagues. Many other local sports have also announced season cancellations recently. Hockey Victoria abandoned plans for a three month season starting this week, while Rugby Victoria says it will aim for a community rugby season during spring.

Call for junior heroes he Fred Hollows Foundation is calling for nominations for the Fred Hollows Humanity Award, which recognises year 6 students who demonstrate compassion, integrity and kindness towards others. One junior ambassador from each state and territory will be selected. Founding director of the Fred Hollows Foundation, Gabi Hollows said the awards were a way of continuing the legacy of their namesake. “Fred used to say the basic attribute of mankind is to look ater each other,” Ms Hollows said. “He would be so proud to know the Fred Hollows Humanity Award is recognising students who are demonstrating this belief in their own lives. “To see students honouring these words by showing compassion, kindness and integrity during such a challenging year is incredibly

inspiring. I urge people to nominate a year 6 student for the Humanity Award and together we can continue to help spread compassion and kindness.” All nominees will receive a certiicate and be recognised at a virtual presentation ceremony later in the year. A junior ambassador from Victoria will be recognised and will be able to extend their humanity by allocating $5000, donated by the award’s charity partner Specsavers, to one of the foundation’s programs to end avoidable blindness. Council’s online offering continues to grow and it’s great to see many of you trying our interactive kids’ sessions such as story times; as well as cooking and fitness classes for all ages; and special Facebook groups for seniors, parents, and carers. Joining in local activities online is a positive way to maintain some routine, have fun, and make positive connections with the community.

This important decision resulted in Council assisting residents experiencing financial hardship by offering eligible ratepayers a $200 rate waiver for the fourth quarter 2019/2020 rates cycle, and a zero percent rate rise for all ratepayers for the new financial year. This support demonstrates that we truly are a Council that’s responsive to our community’s needs. Coronavirus will have a lasting effect on our economy, with unemployment set to rise both domestically and internationally. That’s why it’s important that we look to the future, and establish how we can prepare for what will no doubt be hard times ahead.

Now is the time to focus on our young people, encouraging and supporting them to study in industries that will offer employment opportunities beyond COVID-19. We all want jobs generated by new investment to go to locals, and to do that, we need to make sure the next generation of jobseeker has the right skills to take up those positions. Tribute to our animal volunteers Edgar’s Mission has come a long way since its establishment in 2003. he Lanceield animal sanctuary is now home to more than 400 farm animals including Crocodile Rock the lamb and Sunny the pig. But it was one pig, Edgar Alan Pig, that changed the lives of farm founder Pam Ahern and countless animals. Ater Edgar trotted into Pam’s world, she knew he needed a place to grow and thrive. hat’s when the idea of building an animal sanctuary came about. Pam gave up her full-time job and decided to dedicate her life to protecting farm animals and provide shelter at Edgar’s Mission for homeless, abused, injured and abandoned animals. Seventeen years on and the farm has rescued more than 5000 animals in need, and has turned into a much-loved tourist attraction. In recent times, the COVID-19 pandemic has put a stop to events and visitor tours at the farm. But the staf, volunteers and animals haven’t let the virus dampen their spirits. And the chips (small $3) come with gravy or garlic dip, and sweet potato chips (small $5.50) are also on board. Beat the ‘iso’ blues in ways old and new Grandparents all over the country must be mighty happy that they live in the era of Facetime and Zoom, what with the pandemic lockdowns and ‘iso’. Although not able to wrap their grandkids in big hugs, they can at least see and talk to their favourite small people, writes Carole Levy. It seems, now, a bit scary to think that people going through the same quarantine restrictions during the 1918 Spanish lu had no technology to maintain contact, with even (rare) phones oten restricted to emergency calls. But they did write letters. It turns out that this disappearing art of “talking on paper” is a terriic partner for our tech contact with the grandies. In fact, there’s more than one way to keep in dynamic, loving contact with them – and they’re ways that are guaranteed to bring lots of smiles, with neither much talent nor efort required. Here are a couple to think about:

1. Write a letter Post your letter in a large envelope, addressed to your grandchild’s name, and enclose a bundle of smaller unsealed envelopes with an A4 sheet of paper inside each, stamped and addressed to you. Kids love getting letters. And if you make it easy on them (and their parents), you’ll receive back letters – or pictures – from them. hey’re great grandma-type keepsakes, and whacked in a scrapbook, could mark the ‘season of COVID-19’ in years to come. And kids say the funniest things so imagine the laughs come their 21st birthdays.

2. Direct a movie

he point is to give the grandkids a glimpse into your life during enforced separation, by simply ilming yourself or another as you/they go about the day. It might be grandpa in his garden, or tinkering in his shed, or grandma doing

her morning crossword or picking herbs for the night’s dinner. Choose small vignettes, stopping and starting wherever, but keep up a running conversation about what’s happening in front of you. Kids will ind it a) hilarious; b) heartwarming;

or c) be inspired to return the favour. And, again, a wonderful chronicle of family life. Old-fashioned and new-fangled: both great, like anything done with love. Coronavirus will pass, but the need for meaningful communication is forever. 12446850-CG24-20
