Face masks mandatory By Tate Papworth Brimbank residents will be forced to wear face masks from Wednesday night as COVID-19 case numbers continue to grow. Premier Daniel Andrews made the announcement on Sunday based on advice from the chief health oicer. From 11.59pm on Wednesday, people living in metropolitan Melbourne and Mitchell Shire will be required to wear a face mask when in public. hose who don’t risk a ine of $200. People will be exempted if they have a medical reason, a professional reason, or if it’s not practical, like when running. Children under 12 years of age will also be exempted. Mr Andrews said it was a drastic, but necessary step. “I understand this is a big shit and that not being able to see each other’s faces might be confronting. But this virus is incredibly infectious – and this is about keeping people safe,” he said. “By covering our faces, we’re protecting ourselves, our families and every single Victorian. So please – just as you remember your house keys, please remember something to cover your face.” It comes as active cases in Brimbank soared to 252 at the weekend. Two major outbreaks – 38 cases linked to Ardeer-based aged care provider Estia Health and 35 cases linked to JBS abattoir in Brooklyn – remain cause for concern. Victoria’s Chief Health Oicer Brett Sutton warned that as numbers rose, so would the number of people requiring hospital treatment. “here’s oten 10 to 20 per cent of all coronavirus infections who require hospitalisation, so that’s a couple of hundred individuals at least who will require hospitalisation in the next couple of weeks,” professor Sutton told reporters last week. Western Health’s Footscray and Sunshine hospitals have both been stretched with coronavirus patients and are bracing for more. Western Health acting executive director operations Lebe Malkoun said more than 7500 staf and all clinical and non-clinical staf are supporting the COVID-19 response. “We are caring for a considerable portion

of the patients hospitalised in Melbourne with conirmed COVID-19,” he said. “As COVID-19 cases keep rising, Western Health remains at the epicentre of outbreaks and the response to managing these. “hese patients are being cared for in appropriate ward settings and in the Intensive

Care Units at both Footscray and Sunshine hospitals.” He said the hospitals have the capacity to open additional acute and ICU beds if needed. Minister for Health Jenny Mikakos said: “We’ve extended the State of Emergency because we know our coronavirus ight is far

Two thirds of Victorians say they need help to understand what can go into their recycling bins. The Recycle Right campaign aims to help and increase awareness about what goes in our recycling bins. Albion ‘death trap’ set to go By Tate Papworth A notorious Albion “death trap” is set to undergo safety works following a lengthy community push. he federal government will invest $4 million towards upgrading and improving the Ballarat Road and Hulett Street intersection in Albion. he stretch of Ballarat Road between the M80 Ring Road, McIntyre Road and Anderson Road has been the scene of 18 crashes, including two fatalities, in the ive year period between 2015 and 2019 (inclusive).

Eighteen people have been seriously injured in crashes during the same period. VicRoads, Brimbank police and the Brimbank council all agreed that safety upgrades were required, but funding had long been a sticking point. Residents of aged care facility Federation Residential Village Sunshine have labelled the intersection a “death trap” and led the push for safety measures, holding numerous rallies. Brimbank mayor Georgina Papafotiou last week said it was good the community had been listened to.

“his is a major inancial commitment by the federal government towards ixing a treacherous stretch of road that has experienced too many near misses, accidents and fatalities,” Cr Papafotiou said. “he local community’s campaign for road safety improvements, including by Federation Retirement Village residents and Albion residents, has been pivotal in helping council secure this funding.” Cr Papafotiou said the investment would also help support local economic growth and create jobs during uncertain times.

he inal funding detail and project scope has yet to be revealed, however it comes on top of $1.13 million that Brimbank was provided as part of the federal government’s inancial assistance grant program in response to COVID-19. he government had also already committed $50 million for improvements along the Calder Freeway corridor, and made a $5 billion contribution towards the Melbourne Airport Rail Link via Sunshine. Cr Papafotiou lauded the council’s advocacy work in securing the funding.

Marching band united by music Finding ways to stay connected during lockdown can be diicult … for a large scale marching band it’s almost impossible. But don’t tell the MMG Concert Band of Victoria, a community marching and concert band based in Brimbank that. he band has been unable to run rehearsals during this time, but have taken to Zoom for catch ups on a weekly basis, during its normal rehearsal time to check in on its members. Just as impressive is the fact that the band was able to construct a virtual performance of a Maltese march called Ma Taghmlu Xejn (also

known as First Anniversary) while in isolation. Band member Rebecca Xuereb said it was a fantastic way to stay engaged with each other and the music. “It’s very diicult for a band to adapt to something like this … typically we’d be out in the community performing,” she said. “he virtual performance was a lot more tedious than it may look … we actually each recorded our own piece from home, sent it through to the conductor, who weaved it into the virtual performance. “I actually found it challenging because in my 20 years of experience I’ve learned to wait for an

intro and other parts of the song, whereas this was just me.” While it was a challenging assignment, it more than paid of with feedback to the performance overwhelmingly positive. “It was a huge efort to put it together, but the reaction we have gotten has been fantastic … people have told us they loved it and really enjoyed it. “We’d love to do another one, so keep your eyes peeled.” To watch the performance visit: https://youtu.be/xpacFwwGnA4

he Victorian Building Authority (VBA) is urging Victorians to take extra precautions when using a builder or plumber during the COVID-19 pandemic. Builders, plumbers and other trades are still carrying out jobs in homes, buildings and on construction sites, but must comply with the COVID-19 guidelines for the industry. Tradies can continue to work in private homes and buildings if the owner or tenant is not self-isolating or in quarantine. However, if the owner or tenant has coronavirus, feels unwell with a fever or has cold or lu-like symptoms, any non-urgent work should be postponed. An exception exists for any building or plumbing issues that pose a serious risk to health or safety. For urgent or emergency cases, homeowners are permitted to call a builder or plumber, but they must inform the tradesperson they are self-isolating, so the trade can take all necessary safety precautions. Urgent works include blocked or burst pipes, blocked stormwater drains, roof leaks, collapsed balconies, ceilings or walls, faulty heaters, gas leaks, no hot water and non-functional smoke alarms. Kealba development ight not over By Tate Papworth he developers of a controversial townhouse estate in Kealba have hinted they will again take their ight to VCAT if the Brimbank council knocks back its planning application. he ight over the Driscolls Road development began last year with residents concerned that the proposal was excessive. he council also had a number of issues with the proposal, however the developer decided to have the matter heard at the Victorian Civil and Administrative Tribunal (VCAT) before

councillors could vote on the matter. VCAT member Tracey Bilston-McGillen said a number of items needed to be addressed, including the need for a carparking plan, which identiies roads, pedestrian, cycles and vehicle access locations. At a planning forum last week, developers said they had addressed the issues and expected proposals to be approved. “Hopefully council will be able to approve and the necessity for any VCAT intervention may be avoided,” a spokesman for the developer said.

“At a time of economic uncertainty, such an infusion could be expected to help the resilience and enhancement of services and facilities such as schools and child care, health services, sporting clubs and local business.” he spokesman said the project would provide about 110 full-time jobs on site over three years of construction and hundreds more providing specialist skills during the life of the development. Work could start by early next year. he proposal seeks a mix of 196 detached

and semi-detached homes and terrace-style housing on the land, with landscaped reserves. A spokeswoman for the Kealba Residents Against over Development said the plans were still a signiicant cause for concern. “We’re just as concerned about this proposal this time around, if not more so,” the spokeswoman said. “here’s still a number of signiicant issues when it comes to parking and the density still isn’t suitable for the area.” he council is expected to vote on the matter this month.

New-look Watergardens here may not be as many shoppers, but Watergardens Town Centre is continuing to grow. Centre manager Joe Galea said the latest works will expand the mall’s retail ofering signiicantly. “As part of our commitment to the ongoing evolution of Watergardens, we are undertaking upgrade works in the eastern mall, near Woolworths, which will see us introduce a number of exciting retailers to Watergardens,” Mr Galea said. “We are thrilled to announce that we will welcome Best & Less just in time for Christmas this year. “While it is still too early to share details regarding any other new retailers, we look forward to making some further announcements as our plans are inalised over the coming months.” he latest expansion comes fresh of the

heels of a $50 million transformation which created the Marketplace – a new modern food marketplace which includes a combination of fresh produce, speciality providores, multicultural street food vendors and a new Aldi supermarket. Mr Galea said the centre remained committed to evolving with the community. “We remain committed to regularly refreshing and enhancing the retail mix at Watergardens in order to deliver a dynamic shopping, entertainment and leisure experience that meets the changing needs of our diverse and growing local community,” he said. New captain for CFA By Ewen McRae Caroline Springs Fire Brigade has elected Craig Freshwater as its irst captain in 18 years. Following the integration of career and volunteer ireighters at the station in 2002, the position of captain did not form part of the volunteer rank structure. However, as ire services reform came into efect on July 1, the position became necessary to make up the volunteer leadership structure. Mr Freshwater was successfully elected. “I’m privileged and overwhelmed with the title and I hope to be a good custodian of the red helmet,” Mr Freshwater said. “I hope to lead this brigade well and eventually pass it to someone who can take on the brigade in a stronger position.” Mr Freshwater began his time in the CFA at just 16 years of age, where he joined his family in the Bairnsdale Fire Brigade for many years before relocating to Melbourne. He joined Caroline Springs brigade about six years ago. He said he wants to use his new leadership role to continue to pass on the valuable experience he’s gained through the CFA over the past 20 years. “[he] CFA has made me the person I am today; the people who I have met along the journey have shaped me into who I am,” he said. “here’s no point holding on to the experience I’ve gained, it would be wasted if I didn’t pass it on to the younger members of the brigade. “I hope they get the opportunity to pass on their experience in time as well. If I can help other members coming up the ranks then that would be a success for me.” he state government recently established Fire Rescue Victoria, which will replace the

Metropolitan Fire Brigade (MFB) and will operate in urban areas and major regional centres. he CFA is now a community-based, solely volunteer ireighter organisation. Mr Freshwater said he was looking forward to taking on the challenge of leading his brigade through historical changes for the CFA in Victoria. “he people are everything and giving back to the community is so important for me,” he

said. “I’m optimistic about the future of our brigade. We will go through this change equipped with some very strong relationships with our former career CFA members who have gone into key positions within Fire Rescue Victoria. “Our volunteers have been serving the community for around 75 years and we have no intention of stopping at all.”

Zero emissions the target Brimbank Council is pushing forward with its quest to go green. he council has committed to zero net emissions in its operations by 2030 and to pursue zero net emissions for the whole municipality by 2040. he council adopted its climate emergency plan in June, becoming one of the irst Victorian councils to outline how it will implement its climate emergency declaration, and the irst in Melbourne’s west. he plan commits to zero net emissions for council operations by 2030; an interim aspirational target for Brimbank municipality of 70 per cent less net annual emissions by 2030; and zero net emissions for Brimbank municipality by 2040. Mayor Georgina Papafotiou said the mood relected community sentiment. “Our community has sent a strong message about the importance of local action on this global crisis and the need to act urgently to help restore a safe climate,” Cr Papafotiou said. “Our consultations with the community have been overwhelming supportive of council taking an active leadership role by declaring a climate emergency and there was general praise for the plan.” he council will submit the plan to the Victorian government as a pledge in accordance with the provision of the Victorian Climate Change Act 2017. Diamond anniversary for Taylors Lakes couple Taylors Lakes husband-and-wife Joseph and Philomena Ellul are celebrating six decades of love. he couple, who celebrated their 60th wedding anniversary on July 16, both migrated from Malta to Australia as teenagers. Mr Ellul said he travelled to Australia at the age of 17, to join his father, who had previously migrated in 1951. Mr Ellul said he irst saw Philomena when he and his father moved into a boarding house in Barkly Street, Carlton. “I fell in love at irst sight, I said – ‘his girl is the one for me’,” he said. he couple married in North Melbourne and went on to have three sons and three daughters. As their children grew up, Mr and Mrs Ellul purchased a caravan and took the family on a summer holiday every year, to locations including Bright, Sydney and Broken Hill. Today, the couple have 13 grandchildren and six great-grandchildren. Mr Ellul said the secret to a successful and long-lasting marriage was “to be patient with each other and understand each other”. He said he and his wife moved into Taylors Lakes about 35 years ago. “here were no roads then, only Chichester Drive and Apollo Road,” he said. “It was all paddocks, and kangaroos and rabbits. “You couldn’t plant anything out the front of your house, or it would get eaten.” Nowadays, Mr Ellul – who grew up on a farm in Malta – proudly grows vegetables including cabbages, broadbeans, silverbeet and onions in the garden. By Tate Papworth Western Health staf working on the frontline in the ight against COVID-19 won’t lack personal protective equipment. St Albans’ generous Quang Minh Temple community recently donated 10,000 medical masks, 5000 gloves and 50 plastic protection masks to Western Health and local nursing homes. Dr Nhan Phuc Pham said the community didn’t want doctors, nurses or health care workers to go without masks and were concerned when they heard about a lack of supply.

Rethinking a return to the sky By Tate Papworth While the skies might be quiet, Keilor residents are under no illusions as to what may be coming. Despite taking a signiicant economic hit as a result of the COVID-19 pandemic, Melbourne Airport is steadfast in its commitment to building its third runway. Melbourne Airport Community Action Group member Hannah Robertson said a return to the skies would be diicult for the community. “We all expected the tranquillity we are

experiencing with the grounding of planes, but many residents have also remarked on how clear and vibrant our skies are and how much they are enjoying the increased birdsong,” she said. “It is going to be very diicult to go back to what we had before.” While operations will return to normal, Ms Robertson said she hopes the airport can use this time to reassess how it engages with the community. “Stop blaming residents and be honest about history and impacts … residential communities were established long before noise impacts were evident and runway plans have changed over

time, making planning decisions obsolete,” she said. She said a more hands-on approach would be a good starting point. “Come and hear the noise as we hear it in our homes, gardens and sports clubs … formally acknowledge aircrat noise is not merely annoying, but afects physical and mental health and learning and work meaningfully with us to address these impacts. “Engage in meaningful community consultation … public participation is based on the belief that those who are afected by a decision have a right to be involved in the

decision-making process.” Ms Robertson said it could be a win-win for both airport and community. “Realistically, unless there is a vaccine COVID will change the way we travel for years if not decades, and given the reality that there will be future pandemics this should serve as a warning to plan for versatility and adaptability in the air transport industry,” she said. “his is an exciting opportunity to re-imagine how we travel and create a more sustainable model that would see a lowering of aircrat noise and emissions impacts on communities and the environment.”

Masks through the ages By Goya Dmytryshchak Masks might come to symbolise 2020 but they have an intriguing history, as one can discover from Scienceworks’ Museum at Home. While the Spotswood venue remains closed, its Museum at Home and other virtual resources are keeping children and adults entertained and informed, particularly as many engage in home schooling during lockdown. A dive into the vaults of Museums Victoria has resulted in photos and stories of ‘10 peculiar and splendid masks’, showcasing masks through the ages. From the Golden Mask of Tutankhamun to dust masks worn by ireighters in the 2009 Black Saturday inferno, multiple masks and their purposes are featured. From the Museums Victoria collection emerge photos of a glamour mask by fashion designer Prue Acton and blizzard masks made in the 1950s in Richmond for Australian research expeditions to Antarctica. Other photos reveal masked men and costumed boys dressed up for entertainment at the Ballarat Gala Day in 1935. Wartime photos show gas masks worn by nurses standing in front of the 7th Australian General Hospital in Palestine during WWII and a British WWI small box respirator with haversack. Another shows a mask of a mask –the moulded and painted face mask of ventriloquist doll Gerry Gee. here are also cane masks from Papua New Guinea – some covering the whole body – that were used in initiation rituals. A timely addition that’s part of Museum at Home is called ‘Collecting the Curve’, a compilation of photos and stories capturing Victorian experiences of the

COVID-19 pandemic. Chief executive Lynley Crosswell said stories and items would continue to be shared in the weeks and months ahead as they were added to the “living” state collection. “Collecting the Curve will also include a series of spirited discussions that will present the virus and its impact from diferent viewpoints, ranging from prominent scientists and researchers to families experiencing forced quarantine,” she said. Museum at Home learning facilitator Marie Kinsey said the online platform contained articles, videos and activities for families and children to experience at home. Routine beneits of lockdown By Tate Papworth It’s okay to feel alone and anxious, especially during these strange times. In fact if you ask leading doctor and psychiatry resident Kieran Kennedy, it’s incredibly normal. Dr Kennedy said that as Melbourne moves through its second lockdown period, many will feel overwhelmed and isolated. “he mental health impacts of this lockdown have been signiicant and we’re starting to see this trickle through,” he said. “People are struggling with mood, anxiety and other things, which is perfectly normal. “We’ve just entered an extended period of lockdown again and people are feeling like that light at end of tunnel has been snatched away.” While we may not be able to control government decisions, Dr Kennedy said simple things can do wonders for your mental health. “One of the big things I’ve been talking about is routine,” Dr Kennedy said. “It sounds so simple, but it really has a signifcant impact on mental health. “If you’re working from home, continue getting up as you would for work, shower at the same time, ind jobs around the house … plot these things ahead of time and keep them as a schedule.” While a schedule works wonders, Dr Kennedy also encouraged people to “switch it up”. “If you had an event like a dinner or movie night with friends, don’t cancel it and spend the night at home by yourself, switch it up. “Watch the movie over Zoom or Facetime with each other, keeping that social interaction

up is very important.” here are many things we can do to improve our mental health, but one of the most important is knowing when it’s time to seek help. “here’s absolutely nothing wrong with feeling these things, but if you’re asking if you’re handling it as well as you could, or wondering if you should get some help, then that’s a bit of a red lag that it’s time to reach out,” Dr Kennedy said. “here’s also other subtle signs such as not enjoying things usually do, lat on energy, keeping up, work feeling diicult, and obvious ones like thoughts of self harm.” Dr Kenendy urged anyone who may need help to reach out to their local GP or mental health bodies. End of Millennium Man he reign of Sunshine’s much loved giant Zeus-like statue is over. Millennium Man was removed from his post outside the Sunshine Marketplace by Vicinity Centres last week. Vicinity are preparing to signiicantly upgrade the Marketplace and had initially promised to restore the statue, however assessments concluded it would cost too much. Despite a plea from the community, he was torn down. But Brimbank resident Dinesh Jayasuriya, who has been a tireless advocate for returning the statue to the community, believes there is still hope. “Vicinity agreed to do a 3D scan of him before they pulled him down, which was done, so we’d like that scan released to the community as soon as possible,” Mr Jayasuriya said. “From there we can work out our next

steps … to see if we can build him again … ideally this should be Vicinity, but I didn’t get a sense they’ve even considered doing this. “If they don’t plan to do it, someone else needs to and I believe the Sunshine Business Association is best placed to do it.” But Sunshine Business Association president Carson Luk said the association would take an advisory approach. “Sunshine Business Association is happy to provide general advice and referral as the community works through the issues with Vicinity,” Mr Luk said. While not everyone was a fan of the statue, Mr Jayasuriya said his importance shouldn’t be underestimated. “he point is what he means to people and the fact he means so much to so many makes him valuable.” Tate Papworth

Council’s online offering continues to grow and it’s great to see many of you trying our interactive kids’ sessions such as story times; as well as cooking and fitness classes for all ages; and special Facebook groups for seniors, parents, and carers. Joining in local activities online is a positive way to maintain some routine, have fun, and make positive connections with the community.

This important decision resulted in Council assisting residents experiencing financial hardship by offering eligible ratepayers a $200 rate waiver for the fourth quarter 2019/2020 rates cycle, and a zero percent rate rise for all ratepayers for the new financial year. This support demonstrates that we truly are a Council that’s responsive to our community’s needs. Coronavirus will have a lasting effect on our economy, with unemployment set to rise both domestically and internationally. That’s why it’s important that we look to the future, and establish how we can prepare for what will no doubt be hard times ahead.

Now is the time to focus on our young people, encouraging and supporting them to study in industries that will offer employment opportunities beyond COVID-19. Tribute to our animal volunteers Edgar’s Mission has come a long way since its establishment in 2003. he Lanceield animal sanctuary is now home to more than 400 farm animals including Crocodile Rock the lamb and Sunny the pig. But it was one pig, Edgar Alan Pig, that changed the lives of farm founder Pam Ahern and countless animals. Ater Edgar trotted into Pam’s world, she knew he needed a place to grow and thrive. hat’s when the idea of building an animal sanctuary came about. Pam gave up her full-time job and decided to dedicate her life to protecting farm animals and provide shelter at Edgar’s Mission for homeless, abused, injured and abandoned animals. Seventeen years on and the farm has rescued more than 5000 animals in need, and has turned into a much-loved tourist attraction. In recent times, the COVID-19 pandemic has put a stop to events and visitor tours at the farm. But the staf, volunteers and animals haven’t let the virus dampen their spirits. Time called on junior football By Ewen McRae Junior football across the west has been cancelled for 2020, with the latest COVID-19 lockdown restrictions making a season unfeasible. he major metropolitan football leagues – including the Western Region Football League and Essendon and District Football League – made a joint decision to call of all junior football and focus on the 2021 season. Most leagues also cancelled their netball competitions, however the WRFL says it is

WRFL chief executive Matthew Duck said a further six weeks of stage three stay-at-home restrictions announced by the state government recently meant the potential window of opportunity for a junior premiership season

was now too small to pursue. “We chased a junior season as far as we could, but ultimately the WRFL determined the challenges of staging a season in the current climate simply too great,” he said. Mr Duck said that club feedback had again been a cornerstone of league decision-making. “Club support for a junior season had until recently remained strong, however recent surveying and considerable club consultation showed that support had understandably waned, with a signiicant majority of junior clubs now desiring a season cancellation and

the certainty that comes with it,” he said. “Whilst clearly a diicult decision to make, we hope this decision allows clubs and volunteers who have done an incredible job to now focus their energies on next season.” he cancellation also includes all under-18.5 and women’s competitions across the two leagues. Many other local sports have also announced season cancellations recently. Hockey Victoria abandoned plans for a three month season starting this week, while Rugby Victoria says it will aim for a community rugby season during spring.

Call for junior heroes he Fred Hollows Foundation is calling for nominations for the Fred Hollows Humanity Award, which recognises year 6 students who demonstrate compassion, integrity and kindness towards others. One junior ambassador from each state and territory will be selected. Founding director of the Fred Hollows Foundation, Gabi Hollows said the awards were a way of continuing the legacy of their namesake. “Fred used to say the basic attribute of mankind is to look ater each other,” Ms Hollows said. “He would be so proud to know the Fred Hollows Humanity Award is recognising students who are demonstrating this belief in their own lives. “To see students honouring these words by showing compassion, kindness and integrity during such a challenging year is incredibly

inspiring. I urge people to nominate a year 6 student for the Humanity Award and together we can continue to help spread compassion and kindness.” All nominees will receive a certiicate and be recognised at a virtual presentation ceremony later in the year. A junior ambassador from Victoria will be recognised and will be able to extend their humanity by allocating $5000, donated by the award’s charity partner Specsavers, to one of the foundation’s programs to end avoidable blindness.
