Second wave surges By Benjamin Millar and Goya Dmytryshchak Almost 70 active coronavirus cases have been conirmed in Maribyrnong and Hobsons Bay as metropolitan Melbourne enters its second week of stage three “stay at home” restrictions. Maribyrnong had 43 active cases and a total of 84 on Monday, while Hobsons Bay had 26 active cases and a total of 57. Victoria’s overall coronavirus cases reached 4224 on Monday and the death of a man in his 70s took the death toll from the virus to 24. Victoria Police has established vehicle checkpoints across nine major arterial roads intercepting vehicles at random to ensure people are complying with restrictions. A Victoria Police spokesperson said automatic number plate recognition technology would also be used at these sites to detect vehicles registered to owners in restricted areas. “here will also be mobile police vehicles across the state enforcing the chief health oicer restrictions for the metro Melbourne and Mitchell Shire,” the spokesperson said. Nine coronavirus cases have now been linked to Cenvic Construction’s Riverina Apartments building site in Footscray, four cases have been linked to JBS Abattoir in Brooklyn and 14 have been linked to Somerville Meats in Tottenham. An Altona Meadows aged care worker tested positive last week. he employee at Benetas St George’s residential aged care last worked there on July 3 and was asymptomatic. he home to about 150 residents has been locked down and cleaning, testing and contact tracing are under way. hree more cases have been linked to the Woolworths Customer Fulilment Centre in West Footscray, taking the total to four – three staf members and a household contact of a staf member. A Woolworths spokesperson said the centre has undergone deep cleaning. “We will continue to ensure all relevant health and safety measures are in place regarding testing and social distancing to protect our team members.” Melbourne’s largest Islamic school, Al-Taqwa College in Truganina, has been linked to the state’s biggest cluster with 144 cases.

Victorian students in prep to year 10 have had their school holidays extended until this Friday ahead of a return to remote learning for the start of term three. Premier Daniel Andrews announced on Sunday that year 11 and 12 VCE students will return to face-to-face learning however all other students will be remote learning until at least August 19.
“Keeping kids home from school was a vital part of slowing the spread of coronavirus before, and it will be vital to our eforts again,” he said. Mr Andrews has also asked all Victorians living in metropolitan Melbourne and Mitchell Shire to wear face masks in situations when they are leaving their home and physical distancing is not possible, such as at the supermarket or on
public transport. he recommendations apply to adults but they will not be enforced. “he chief health oicer has now given us the clear advice that wearing face masks makes a tangible diference when it comes to reducing the transmission of coronavirus within the community – and that is why we are issuing this new recommendation,” Mr Andrews said.

Concern over civic centre upgrade By Goya Dmytryshchak A $7.6 million dollar upgrade to the Hobsons Bay Civic Centre has been questioned as businesses struggle to survive the impact of COVID-19. he “biophilic design” of the centre will include two ponds connected by “a river” in the foyer. Hobsons Bay council awarded Rork Projects a contract worth $7.15 million plus GST for the Altona Civic Centre, Customer Service and Community Meeting Space Project.
A council report states “the two pond fountains are also included as both a visual and aural connection to water, but also in symbolic connection with local coastal and inland waterways”. “A key feature is a meeting room overlooking a 100mm deep body of water.” Altona Village Traders Association liaison oicer Sharon Walsh said the expenditure on the civic centre was badly timed as businesses were struggling to survive the coronavirus crisis. “Businesses are going to the wall and they’ve
got a bloody river running through their foyer,” she said. Trader president Kim Walsh said he had been approached by many people concerned that it was “an absolute extravagant waste of ratepayers’ money”. “I am aware that a number of people are extremely concerned about the amount of money that has been spent on the renovations at council when there are so many people who are doing it tough out there,” he said. “I am very very much aware of a heap of people who are shaking their heads.”

A cycling connection will be created through the pocket park to help link the local street network. While it would be available for use by St Augustine’s Primary school, it will remain open to the public at all times. Construction is expected to begin in late 2021 and be completed early in 2022. Access to the school will be maintained during the construction period, with works scheduled to minimise disruption to the school as much as possible. House prices rebound By Goya Dmytryshchak Local real estate agents say the market has rebounded since rates revaluations were undertaken in January, partly due to lack of available stock. Greg Hocking Elly Partners director Wayne Elly said some property prices in the Williamstown area had increased. “Across the board, prices between $1-$1.5 million held steady or possibly could have risen,” he said. “Some properties have probably come of a little bit in price because people are a little bit fussier.
“For example, properties that require substantial work or are in less desirable locations. “Because of the lack of supply around at the moment – because not many people are selling as they’re not quite sure where things are at, regardless of the low interest rates – there has been really good demand.” January’s revaluations showed the average residential property value fell by 1.7 per cent in Williamstown ($1,198,283 to $1,177,865) and rose by a marginal 0.01 per cent in Williamstown North ($738,793 to $738,850). January’s igures showed Altona dropped 1.56 per cent ($786,698 to $774,42).
But Barlow McEwan Tribe First National agent Peter Weaver said there had since been a “huge rush” on properties in the Altona area. “Everything we had pre-COVID has sold,” he said. “A lot of them are subject to inance because the banks are a lot tougher and they’re looking at people diferently now. “If you’ve got a partner who works in hospitality or anything like that, the banks won’t lend to you, just about, so that’s been a bit tougher.” “My view is Altona and Seaholme are still being discovered … and there’s a lack of property on the market at the moment.”
People are being invited to ‘Plot My Produce’ by marking on an interactive map what they are growing at their homes across Hobsons Bay. he initiative between the council, My Smart Garden and Slow Food Melbourne, aims to explore urban agricultural biodiversity. he council says the map will help it better understand the type of productive gardens and spaces in Hobsons Bay and gain insight into how local growers would like to connect. More than 30 people have already contributed to the map. Joanna in Laverton said she had loquat (aka Japanese plum) in her front yard, herbs on her nature strip and lemon, lime, apricot, plum, ig, pear and cherry trees in her backyard. “I collect seeds and excess produce and share it within community garden swap groups,” she said. “I love to cook and try new dishes by using seasonal fruits, vegetables and herbs growing in my garden.” Others commented they had bee hives, worm farms, laying hens and various compost systems. Information gathered will be used by the council to develop further activities for the community, such as cooking and preserving workshops, community networking events, swap and share events and plant identiication fact sheets and more. People are also being invited to complete the short online survey to provide an indication of the skills and knowledge within the community and how local growers can be supported. Man jailed 27 years for ‘brutal’ murder An Altona man who murdered a woman in the Ballarat suburb of Canadian and buried some of her remains at Altona North was sentenced to 27 years’ jail on hursday. Shaye Kotiau, 23, pleaded guilty in the Supreme Court to murdering Tamara Farrell, 31, on February 17 last year. Her burnt body was found near Sale days later, while some of her remains, including teeth, were unearthed by railway workers at Altona North on May 6 last year. he court heard Kotiau had used a hammer and chisel to remove Ms Farrell’s upper teeth and entire lower jawbone in an attempt to
conceal her identity if her remains were found. In May this year, Kotiau’s younger sister, Kieahn Kotiau, was sentenced to a 12-month community corrections order for assisting in disposal of a body. he Kotiau siblings had grown up with Ms Farrell and they all referred to each other as cousins. he court was told that on February 16, 2019, the Kotiau brother and sister had driven from their Altona family home to Ms Farrell’s house in Canadian. he three, together with Ms Farrell’s house mate, stayed up playing drinking games until

about 6am the next day. Kotiau was feeling unwell from excessive drinking so Ms Farrell brought him a bucket and three bottles of water, before going to her bedroom. While everyone else was asleep, Kotiau killed Ms Farrell in her room. He has never revealed the circumstances in which Ms Farrell was killed, only describing the killing as “brutal”. While the local leagues across the region had already pulled the pin on senior football this year, Werribee and Williamstown were inalising preparations for a seven-team VFL season beginning in August. But the latest lockdown measures for metropolitan Melbourne meant a season became impossible, with the league oicially cancelling the season on July 8.

Werribee president Martin Carter said while it was disappointing for players and fans not to have any games this year, the club understood the decision. “It is understandable in many ways but still a very hard pill to swallow for the board, our staf, the coaches and players, our members, sponsors and supporters,” Mr Carter said. “Our football club is a vital part of the community, providing a hub for sport and recreation, employment, volunteering, social interaction and community spirit. “he impact of no Werribee Football Club games will have social and economic efects. A man has been sentenced to two and a half years’ jail for growing 1500 cannabis plants in shipping containers bought in Brooklyn. Quoc Dong Pham, 28, pleaded guilty in the County Court to one charge of cultivation of cannabis. Judge Michael Tinney told the court Pham was part of a large syndicate of Vietnamese nationals who were mostly unlawfully in Australia. “hat syndicate was renting factories and setting up those factories in such a way as to have the facade of conducting a legitimate business,” he said. “he premises were however being rented to establish dedicated cannabis growing facilities. “Ultimately seven properties were searched under warrant and 10 people including you were charged.” Pham’s crime related to three factories. No one else has been charged in relation to those premises. he court heard Pham bought three shipping containers for $7500 cash from a Somerville Road site in June last year. he containers were delivered to three factories. Last July, the factories were raided, along with Pham’s home. Bank documents for deposits of more than $1 million were found at his home, along with $136,000 cash and documents and equipment for cannabis set-ups. Two men arrested for dumping a stolen car at Laverton on Thursday have also been ined for breaching stay at home restrictions. Lure of the road recalled By Goya Dmytryshchak he roar of the motorcycle engine, lure of the road and smell of leather was strong in Melbourne’s west in the ’60s and ’70s. Now, the history of a western suburbs’ bikie club, the Angels, has been documented in a new book. Angels is an autobiographical account of life in the motorcycle club in the 1960s and ’70s, co-written by Altona couple, former member David King and historian Maureen Lane. Mr King was just 10 years old when he met one of the original members, Johnny Wilde, now living in Melton. Ms Lane said she felt it was important to preserve the history of the club, which at its peak boasted 305 members. “All the boys are getting old now and we didn’t want the Angels to be forgotten,” she said. “So, as a historian, I felt it was my duty to record it in some way. “We never meant for it to become available to the public – it was just going to be a book for the ex members of the bikie club.” But the book’s popularity grew through word of mouth, leading to more reprints. he Angels started hanging together about 1954, when Altona’s Cherry Lake was a race track and “Marlon Brando ‘wanna-bes’ locked there in droves”. Later, Calder Park Raceway would be established in the Diggers Rest farming community, beginning as “a dirt track carved into a paddock by a group of like-minded, motoring enthusiasts wanting to create a place to race their FJ Holdens,” the book states. he Angels and the Vikings were two of Melbourne’s major clubs. Angels would meet at Williamstown beach or at Mama’s deli in Footscray or in one of the paddocks in Laverton where they would “party with the local ladies”.

Mr King, who counted AC/DC’s Malcolm Young among his drinking mates, said he “loved everything” about riding with the Angels. “Just the freedom of riding and just having a good time with your mates,” he said. Members would attend the Sunbury Rock Festival held on a private farm between Sunbury and Diggers Rest on the Australia Day long weekend from 1972 to 1975. “Sunbury was an orgy of sex, drugs and rock and roll with near naked men and women
‘letting it all hang out’,” the book states, as it details members’ antics. Mr Wilde recalls in the book that alcohol was banned so a ‘modiied’ keg of water was brought in by the club. “We had our own marquee at Sunbury – a tent set up for the Angels and for freeloading coppers.” As the teenagers grew into family men, they would hold their own festivals at Mr Wilde’s Mount Doran farm near Ballarat, raising money for sick children.
“he biggest thing, I reckon, is your mateship,” Mr Wilde said. “Because you’ll be riding with a group of blokes that you trust with your life. “Always mates. Never ever was there an argument between anyone in the club, which is a bit rare. “No one had any bad words for anybody … like a big family.” Mr King would go on to join the army and become a chaufeur for Victoria’s Governor Davis McCaughey, including during the presidential visit of George Bush Snr. Legal action cleared for disigurement
By Benjamin Millar he Maribyrnong River’s important role in the history of Melbourne’s colonial settlement has been vividly captured in a new publication. Local historian and author Rick Keam has partnered with the Footscray Historical Society to release a book that details the past two centuries of life along the river as it courses its way through the western suburbs. Keilor to Footscray, Mr Solomon’s Maribyrnong is an account of Melbourne’s northwest frontier from the early 1800s to now, illing in the gaps of what is oten considered an overlooked part of Melbourne history. It charts the early years of exploration, tracing the degradation of the river into an urban-industrial drain and more recent eforts at rehabilitation. Keam’s journey to authoring the book began with regular walks along the banks of the mighty Maribyrnong, during which he noticed there were inconsistencies with what was considered the accepted historical wisdom of the area. he book highlights the role of Michael Solomon in development of the ford near his sheep station, near the west end of where Canning Street today sits in Avondale Heights – for many years the only way to cross the river from Melbourne to Geelong and land west. Footscray Historical Society secretary Steve Wilson said Keam’s two-year labour of love in researching and writing the book brings to life the story of the Maribyrnong river since colonial settlement. “As a long-time resident of Footscray, it is great to see educational books written by locals that future generations can use to understand our history much better,” he said. Historical and Philosophical studies at the University of Melbourne who has a strong interest in Footscray history, said Keam brings his experience as a long-term resident of Melbourne’s inner-west to interrogate earlier accounts of the river fords. “He explores the impact of the white settlers

A man has been granted leave to take legal action for disigurement ater sufering a signiicant abdominal injury while liting 55 kilogram batteries from the back of a truck at a Spotswood store. John Leslie Allen appeared in the County Court in an action against his former employer, Victorian Rail Track. Judge Philip Misso ruled that Mr Allen’s surgery, which let a 15-centimetre abdominal scar, met the statutory test for serious disigurement. Mr Allen’s application for pain and sufering consequences was dismissed. he court heard Mr Allen had been employed as a technical oicer with Victorian Rail Track. In August, 2017, he was at the Spotswood store operated by the defendant when an unexpected delivery of backup batteries arrived. he relevant storeman was away, which meant the responsibility for receiving the delivery fell to Mr Allen. he court heard that Mr Allen could not use a forklit to unload the batteries so he proceeded to do so manually. Mr Allen estimated he was liting the 13th battery when he experienced sudden severe pain, which he described as if something was tearing in his chest. A CT scan revealed he had sufered what was commonly referred to as a hernia. Mr Allen was granted leave to begin common law proceedings. Victorian Rail Track was ordered to pay his costs.

Virtual help for veterans By Goya Dmytryshchak Ater serving nine years in the navy, Sheree Symonds had to adjust to life without a constant crew that she trusted with her life. She and other veterans, some of whom are living with post traumatic stress disorder, have turned to the statewide RSL Active program. With COVID-19 restrictions in place, the program for younger veterans is delivering a range of activities online, such as art therapy and yoga. Ms Symonds co-ordinates the program for Altona RSL and the Melbourne Women Veterans Network.

Residents, drivers and commuters are again being asked for feedback on Hobsons Bay council plans to make streets one-way and implement two-hour parking restrictions north of Seaholme train station. he station has 10 deined parking bays for commuters, including two disabled parking bays, and limited parallel parking accessed by mounting a kerb on the southern side. As reported by Star Weekly in March, some commuters were angered the changes meant no all-day parking north of the station and could deter people from catching the train. More than 80 submissions from the community were received by the council. he council has since dropped proposed changes to Waratah Street and Wattle Grove. It plans to make Central and Acacia avenues one-way, with two-hour parking on the northern side of Central Avenue weekdays from 9am-5pm. Parallel parking on the southern side of Central Avenue would be unrestricted. he council also plans to mark out 46 on-street parking spaces. Residents of afected streets would be eligible for resident and visitor parking permits, exempting them from time restrictions. A council document states the changes are necessary because the Victorian Road Safety Regulations require three metres of clear space for a car to safely use a road. he council is inviting feedback until Wednesday, July 22. Al-Taqwa College cases pass 140 By Alesha Capone More than 140 coronavirus cases have been linked to an outbreak at Al-Taqwa College in Truganina, making it one of the largest outbreaks in Victoria. he Department of Health and Human Services (DHHS) irst reported cases of the virus at Al-Taqwa of June 29. On Monday there were 144 cases linked to the college. College students, staf and close contacts are among those who have been diagnosed with the illness, according to the DHHS. More than 2000 Al-Taqwa students and 300
school employees have been tested for the virus. Victoria’s chief health oicer Brett Sutton said it is believed there was a link between the Al-Taqwa outbreak and the outbreaks at public housing towers in North Melbourne and Flemington. “hese are communities that cross over between Truganina and these towers,” he said. On Monday, Channel Seven reported that Al-Taqwa would remain closed for an extra week, despite term three resuming for VCE and VCAL students across the rest of the state. It reported that a letter, sent from college principal Omar Hallak to parents said:

“Students, staf or visitors will NOT be permitted to come to the College until further notice.” In a statement released last week, Mr Hallak said: “We have been vigilant since the outbreak of COVID-19 and put in place safety measures to keep all staf, students and the wider
community safe.” Mr Hallak said that the school had implemented daily temperature checks for all staf, students and school visitors. “Any staf or student that presented with even the mildest cold and lu symptoms were sent back home as a safety precaution,” he said. “Good hygiene posters were placed all around the school as were hand sanitisers to ensure everyone was practising good hygiene and told to social distance. “We have taken additional measures since the outbreak, including spending over $100,000 on additional cleaning and hygiene measures.”

Computer classes continue Williamstown Community and Education Centre will continue to run computer classes amid the COVID-19 lockdown. Classes will be held at Joan Kirner House on an optional basis. Manager Mark Brophy said although neighbourhood houses had closed, they could stay open as training organisations. “No longer is IT a want – you need to have it,” he said. “You have to have it if you’re on Centrelink beneits, myGov … for health. “here’s a signiicant amount of people out there who just want the basics … and they have to be on the internet because it’s the only way
you can live these days. “Traditionally, we’re dealing with people with compounded disadvantages – they’re isolated, they’re lonely. “Especially in these times, we’ve got to work out how we can remain open so that those feeling isolated have got somewhere to go.” He said the centre had all the mandated and best practice strategies in place, such as signage, hand sanitiser, wipes, room limits, closed kitchens, and gloves and masks available. he Vietnamese Association in Hobsons Bay has donated cloth masks to the centre for staf and students.
Education co-ordinator Lynne Hewet said classes would have safe distancing with restricted student numbers and time limits. “Oicially, the community centre is closed as per regulations but education is one of the four reasons where people can leave home and still be engaged,” she said. “We’re hopefully going to start our term on July 20.” Child care at the centre is also expected to resume on this date. Community causes supported Supporters have been digging deep to help important community causes during the COVID-19 lockdown. West Footscray community space and ‘infoshop’ IRL Infoshop last week launched a fundraising appeal to help raise enough money to avoid permanent closure due to the impact of the public health crisis. Prior to the pandemic, IRL was used to run a range of social activities including a Gomeroi and Gamilaraay language and discussion group. he Ashley Street space has recently been used to organise COVID-19 Mutual Aid food support, putting together and delivering up to 60 food boxes weekly in partnership with Blackfulla Mutual Aid. While IRL quickly raised the $7000 needed to help cover rent until the end of the year, it is still fundraising to help fund the weekly food
boxes it will continue to deliver. Another fundraiser has almost reached its $25,000 target in support of revered Indigenous elder Uncle Larry Walsh, a local cultural leader and Footscray Community Arts Centre elder in residence. he fundraiser is to help Uncle Larry secure accommodation while he receives upcoming medical care. Having a diicult conversation might be uncomfortable, but it could save a life. hat’s the message from project workers at Hope Assistance Local Tradies (HALT) – an organisation that aims to increase mental health awareness. HALT project worker Tom Kenneally said it was all about connecting with people, prominently tradies, in a way they can relate to. “We’re all from trade backgrounds ourselves, so the conversation is relatable … not preachy, but in a language they understand,” Mr Kenneally said. “Since the end of 2019 we’ve been working in the Sunshine, Keilor and Melton area as a catchment for engagement. “We went door-to-door at factories, places with smaller crews … as many as we could and introduced ourselves.” From there the organisation has been hosting a number of events within the community. “here’s one we do called the Save Your Bacon breakfast where we get the guys in and put on a barbecue for the team,” Mr Kenneally said. “We also bring a representative from a health agency and explain the risk factors that might indicate that a mate isn’t doing too well. “We let them know the statistics around suicide and why it’s important to start having these conversations … they don’t have to ix all their mate’s problems, they just have to listen.” Details: www.thehaltbrekky.com. Calling out abuse By Alesha Capone People who call triple-0 to request police help are routinely heaping abuse, threats and inappropriate sexual remarks on employees of the Emergency Services Telecommunications Authority (ESTA). About 70 per cent of calls seeking police assistance involve the operators being abused, according to the ‘I am 000’ podcast. Two call-takers who work at the ESTA centre in Williams Landing, Erin and Kate, were recently interviewed for the podcast, discussing the abuse they receive on a daily basis. Snippets of ofensive and foul-mouthed calls to triple-0 are included in the podcast, and are sometimes harrowing listening. Podcast host Tania Willett said she hoped this particular episode of the ‘I am 000’ series would raise awareness of the abuse ESTA police call-takers receive. “It is diicult to hear that police call-takers, who are there to help in an emergency, are being sworn at and verbally abused by callers,” Ms Willett said. “Hearing those triple-0 calls can be quite confronting but it does show the reality of what these calls can be like.” Amy Kimber has worked at ESTA for more than 13 years. She began as a police call-taker and is now executive manager operations at Williams Landing. Mrs Kimber said that when people called triple-0 they were oten experiencing a traumatic situation, and abuse could come about because they were scared, angry or panicked. But she said the abuse ESTA call-takers received did not always come from callers in risky or emotional situations, and that harassment was “quite common across all calls”. “hreats to call-takers themselves are quite common,” she said. “Oten call-takers might

get asked if they have children and a family and the caller might make threats towards them. “We can also get calls from people making sexually inappropriate comments, which can be quite traumatic for our call-takers.” Mrs Kimber said that ESTA call-takers were provided with customer service and call control training, which she said was important for all employees, both new and experienced. “We do have support services available and we reinforce that if call-takers need, they can use our peer support program and our employee assistance program, which provides access to clinical counsellors,” she said. “We encourage call-takers to take a deep breath, take a few minutes to compose themselves ater a challenging call, and when they’re ready to face another call, then they can

do so.” Mrs Kimber said that for new ESTA call-takers, oten their irst six to 12 months in the job established whether it was the type of work for them or not. “Call-takers get into the role because they want to help the community and work for a purpose,” she said. “In the irst few months they will establish whether they can cope with the role, which does include the constant verbal abuse from callers.” Mrs Kimber said she believed the general public would be surprised to learn of the amount of harassment ESTA call-takers received. “People wouldn’t normally treat others so poorly face-to-face, so our call-takers can be seen as easy targets being only a voice on the phone,” Mrs Kimber said.
“Our call-takers are actual people behind the phone, they are not just a voice. hey all have families and friends, just as all of our callers do, and the abuse doesn’t help the situation at all.” Mrs Kimber said that ESTA received more than 7000 calls per day. “he call-taking process is designed to be streamlined so our call-takers can quickly work through the questions in order to get the right help to the caller, as quickly as possible.” he ‘I am 000’ podcast series is a mix of ambulance, police and ire-related stories highlighting the brave actions of callers in challenging situations, as well as ESTA operators. he podcast is available on Apple Podcasts, Spotify and SoundCloud, or subscribe at www. esta.vic.gov.au/i-am-000-podcast
