Djerriwarrh Health may not be the biggest health service going around, but it is punching above its weight in the ight against COVID-19. Last week, DJHS conducted its 10,000th test from its drive-through clinic, a mighty achievement for a service that employees 700 health workers across Melton and Moorabool. The drive-through testing in Melton was one of the irst such sites in the state, and locals have responded to calls to get tested in huge numbers. Djerriwarrh Health chief executive Belinda Scott said the milestone was a testament to the hard work of staff, and thanked everyone for doing their part. “Djerriwarrh Health Services has played a signiicant role in the Victorian government’s testing blitz,” she said. “The drive-through clinic is one way we can ensure maximum testing among our community, all from the comfort of their own cars. “The service was designed for people who were mildly unwell, work in high-risk situations or who just wanted to get tested for peace of mind during the statewide testing blitz.” Ewen McRae

Budget rates freeze By Ewen McRae Melton council is planning to freeze rates in its 2020-21 budget, as the impact of the COVID-19 pandemic continues. hough many councils have considered a freeze on rate increases in their drat budgets, Melton is one of the few to have formally adopted the freeze in their drat budget. Melton mayor Lara Carli said that not increasing rates in the next inancial year was the council’s way of supporting the community

as much as possible through a diicult time for many. “We always strive to do what’s best for our community and this year that meant taking into account the hardship many residents have experienced as a result of the COVID-19 crisis,” Cr Carli said. “I’m really proud that we’ve been able to plan so many high quality services and facilities while also minimising the cost to ratepayers. A zero per cent rate rise will make a considerable diference to our residents.” he drat budget, endorsed at last week’s

council meeting, also includes plans for $105.6 million in capital works, including a diverse mix of buildings ($44.6 million), leisure and community facilities ($18.5 million), road upgrades ($31.9 million), footpaths and cycle-ways ($1.3 million), library books ($518,000), and public art ($200,000). his includes construction of the Eynesbury Station Early Learning Centre, extension of the Caroline Springs Community Facility, construction of Boundary Road from Mount Cottrell Road to the Outer Metropolitan Ring

Supermarket limits reinstated By Ewen McRae Local supermarkets have re-imposed limits on certain items, as panic buying resumed amid the ongoing pandemic. Coles and Woolworths announced last week that they would place a limit on certain items, including toilet paper, hand sanitiser, paper towel, lour, pasta and mince, with scenes reminiscent of the start of the pandemic being seen in supermarkets in recent days. of residents in those suburbs. “If people are visited and they’re asked to participate in an unprecedented suburban testing blitz, I would expect that most people’s answer will be ’yes’, and we will look to get as many tests as we possibly can from those communities,” he said. Mr Andrews cautioned that the number of tests being done would bring about a spike in numbers. “We will see numbers going up in the coming days, but that will be a measure of the success of this strategy,” he said. “his is no less serious than a bushire … this is a public health bushire.“

Food waste recycling is go Melton residents can now do even more to help the environment, with a new initiative in kerbside bins helping to reduce waste. his week marks the start of Melton council’s FOGO (Food Organics. Garden Organics) initiative, which allows residents to dispose of food and garden waste in green bins for kerbside collection. Under FOGO, loose (not bagged) fruit and vegetable scraps, egg shells, meat, bones, ofcuts and letovers will all be accepted into the green bin, in addition to the already accepted garden waste such as grass clippings, branches and

weeds. It is hoped that household waste sent to landill will be halved under this plan. Melton mayor Lara Carli encouraged residents to start using their green bin for food scraps and to order a green bin if needed. “Diverting household food scraps from landill will help halve the amount of waste we send to landill. his will have a positive and lasting impact on the environment,” she said. “Simply throwing our food scraps and garden clippings into the green bin is an easy step towards a greener future.

“We’ll not only be reducing greenhouse gas emissions and relieving pressure on landill space, we’ll also be helping to create compost that gives back to the earth.” Food scraps in plastic bags will not be accepted, so residents must ensure that any food waste is loose in the bin. Households with green bins can apply for a free kitchen caddy (limited supply) from July 1, while those without a green bin can call council to order one.

Police are investigating the death of a 21-year-old Kurunjang man, after an incident in the Melbourne CBD last week. Grants for groups open Community groups across Melton and Moorabool have the chance for a inancial boost, with grants from Australia Post opening for applications last week. Grants of up to $10,000 are available to not-for-proit organisations, with the focus this year on mental health and supporting projects that help improve connection and mental wellbeing in local communities. Australia Post head of community Nicky Tracey said organisations that support the community were more important than ever. “Being part of a community and feeling a sense of belonging has become more important than ever before,” Ms Tracey said. “Our grants program aims to help strengthen the support network and relationships between

individuals and their community, which is greatly needed at this time. “We know that when people in communities connect, they naturally feel better – which will oten improve mental health – which is why we want to support the organisations that are helping make this happen. “Ultimately, when people look out for each other and talk openly about mental health – we can build stronger, more resilient communities.” Applications close July 17. Police are reminding the community to remove items of value and lock their vehicle after the Melton Volume Crime Reduction Team executed a search warrant last week in relation to a series of thefts from motor vehicles across Melton, Brimbank, Melbourne, Maribyrnong and Moonee Valley between February and June this year. A 15-year-old boy from Delahey and a 17-year-old boy from Maribyrnong were arrested and charged with 128 offences. Police allege the youths were targeting unlocked vehicles, stealing valuables and using the victim’s stolen credit cards to obtain property by deception. WRFL cancels season By Ewen McRae here will be no senior football played in the Western Region Football League this season, with the board putting a line through 2020 last week. he board announced that all seniors, reserves and under 18.5 men’s and women’s competitions would not go ahead this year, with too many clubs expressing reservations about returning to play. he league said that concerns had been growing from clubs in recent weeks, with a signiicant majority of senior clubs conceding that their longer-term viability would be best served by not competing in a senior premiership season. Other primary concerns raised by senior clubs included the health and safety of members and patrons and the inability to efectively manage crowds to comply with current social distancing rules and crowd restrictions at open public reserves. he league still plans to run a junior football season, as well as a netball season, kicking of on July 26. League chief executive Matthew Duck said ensuring all clubs survived the current pandemic and were in good shape for 2021 and beyond was their top priority. “he WRFL has maintained a view throughout this process that 34 clubs went into 2020, and we need to do whatever we can to ensure 34 clubs come out,” Duck said. “Clubs expressed concerns about their inancials, older volunteers, crowd restrictions and an overall inability to manage crowds at open public spaces.” he league said it was open to exploring club interest in a shortened, more informal opt-in/opt-out ofering should circumstances allow later this year.

Clubs get grant boost Five local sports clubs are among the irst in the state to get a boost from a new state government grants program. he Bacchus Marsh Lawn Tennis Club, Darley Cricket Club, Caroline Springs Hockey Club, Melton South Football & Netball Club and Melton Broncos Rugby League Club will each receive $1000 as part of the government’s COVID-19 community sport survival package. hese are the irst grants from the package that will help clubs to support players and volunteers as teams start to train together again and look to a return to competition. Melton MP Steve McGhie said local sports clubs played a vital role in the community and hoped more clubs would beneit from the program in the future. “All these sporting clubs are an integral part of our community and this support will help them pay the bills and make an eventual return to play that little bit easier,” Mr McGhie said. “Ensuring community sport and active recreation organisations survive this crisis and come back better than ever is critical to our economic and social recovery, and to our community’s physical and mental wellbeing. “We know that people in the Melton electorate want to get out on the park and represent their local club more than ever – we’re working hard to make that happen and give local clubs the help they deserve.” Ewen McRae

School to lease part of reserve By Ewen McRae Melton South Primary School will lease a portion of council land at a nearby reserve ater the huge growth in enrollments led to a loss of recreation space at the school. he school has grown from 427 students in 2015 to over 1000 students in 2020, with enrolments continuing to increase. his has led to a number of portable classrooms being placed on ovals and open space at the school. school to be given access to a portion of the Northcott Street Recreation Reserve at the rear of the school, which would be fenced of at a cost to the school. Council’s community services manager Maurie Heaney said the high growth was

driven by a lack of other options, but some relief was on the horizon. “he reason for this excessive student accommodation is the lack of primary schools at the moment,” Mr Heaney said. “In saying that, there will be an additional primary school built to the south of the school by 2022 … which is a commitment of the state government, and there’s also the Eynesbury Primary School which is being built for next year which will ease some numbers, no doubt. “here is no issue with accommodating this

request.” he land will be leased to the school for three years with the school responsible for the maintenance of the land within the fenced zone. he fence around the land is expected to cost the school roughly $17,000. Mr Heaney said he hoped that if enrolment numbers dropped at the school when the two nearby schools open, the portables would be removed and the school could utilise their own playground space fully again.

With local walking groups able to start up activities again, a Melton group had some special guests at its event recently. One June 20, the Heart Foundation Melton Library Walkers welcomed Heart Foundation chief executive Kellie-Ann Jolly, and state minister Jaala Pulford as they re-launched their 2020 walking activities. While social distancing was still in place, Ms Jolly said it was important for groups like this to get active again and promote a healthy and sociable lifestyle. “Walking is a free tonic for good heart health,” Ms Jolly said. “Being physically active at least 30 minutes on most days helps reduce risks like high blood pressure, cholesterol or weight issues that can lead to heart disease, Australia’s single biggest killer. “We have worked tirelessly to encourage people of the couch and to get moving through Heart Foundation Walking, Australia’s largest walking community, since it was irst

Eynesbury land snapped up

By Ewen McRae Heart surgery can be stressful at the best of times, but surgery during a pandemic creates a whole new range of headaches. Melton man Kevin McCarthy, 70, faced exactly that back in March, when his doctors discovered a faulty valve in his heart that had been there since birth. He was quickly booked in for an aortic valve replacement before hospitals closed elective surgeries. It was a discovery that almost lay dormant. “I was booked in for some other tests, and my doctor decided to do a stress echo test as well, which showed the faulty valve,” Mr McCarthy said. “hey told me something like this generally becomes an issue in men around the age of 50-55, so I got well past that. “hey found it on March 17, and the operation took place on the 30th. hey weren’t sure what the outcome would be if I had to wait because of the pandemic.” Following the surgery, Mr McCarthy had to undertake all his rehab remotely through Medibank’s Heart Health at Home program which conducted appointments with nurses and mapped out his progress and recovery. Already a it man before the surgery, he said the ability to slowly build his way back to full health while taking less risks during the pandemic was crucially important. “It’s all about itness, you’ve just got to get that back,” he said. “Doing appointments with nurses over the phone was obviously a much better way of doing it, being able to keep social distancing while also letting the nurses track my progress was important for my recovery. “I was initially able to do a walk around

the block once or twice a day, and then I just progressively built it up as I felt better. I’m now walking ive kilometres twice a day, lat out. “I’ve been a long-time swimmer and have just got back into that as well which is fantastic.” Mr McCarthy said there was a simple message out of his experience, as his health and wellbeing improves.

“I’m deinitely doing things much easier,” he said. “I’m not puing. I guess the warning I’d say is that I just ignored things because it built up gradually, and I didn’t pay attention to my body. “he message I’d say to people, especially older men, is don’t put it of and get yourself checked out if you feel something.”

Eynesbury continues to experience high demand and growth, with the latest ofering of properties snapped up quickly. Developer Resimax released 18 lots of the latest stage of the development recently – and all 18 were sold on the opening weekend. Therapy moves online

Building to ‘boost’ centre

By Tate Papworth he COVID-19 pandemic has impacted the entire community, few more so than Burnside mum Fran homas. Ms homas’ daughter Casey has Down syndrome, epilepsy and a moderate intellectual disability. When restrictions came in, she worried about how it would afect her daughter. “When COVID-19 hit I thought ‘how are we going to continue to work towards Casey’s goals when we are so restricted in what we can do, and where we can go’?” she said. “Immediately, I contacted Interact Australia [her chosen provider] and organised a meeting with all four of Casey’s regular support workers. “hey have all worked with her for years. hey know her likes and dislikes, and what she is and isn’t capable of, so we all met to discuss what alternative activities we could put in place so Casey’s goals would stay on track so she wouldn’t regress.” With a bit of creativity and imagination, they came up with an alternative daily routine. “We also involved Casey’s therapists so she had a whole new home-based program to work on, which kept her moving forward,” Ms homas said. “Casey hadn’t used her iPad for online therapies before so we thought a good irst step was to introduce her to Skype to get her familiar and comfortable with using it. “When she irst saw her friends pop up on her iPad, right in front of her, you should have seen her reaction. It was priceless.” Ms homas said Casey’s entire support team had gone above and beyond during the pandemic. “hey were instrumental, all working collaboratively, with Casey’s best interests at

Melton council has approved plans for a multi-storey development which it hopes will revitalise a commercial zone in the municipality. An application to develop land on Scott Street, Melton, which currently houses a tattoo parlour and martial arts studio, came before council last week. he plans included demolishing the existing building and replacing it with a three-storey building that would include apartments, a food and beverage premises, and a childcare centre with space for 33 children. he application received six objections, with most centring around concerns about congestion created by the additional businesses and residents, as well as whether a three-storey building was appropriate for the area. However council planning services manager Bob Baggio said oicers were comfortable with the proposal and hoped it would give the surrounding area a boost. “It is considered that a well-designed building, with articulated inishes across the frontage would, if anything, assist in revitalising this particular centre,” Mr Baggio said. “It is recommended by oicers that the application be supported.” Council added provisions to the application to improve lighting and install security cameras at the site, and approved the application unanimously. Fingers crossed for funding lift By Ewen McRae Melton council has applied for state government funding for three major projects, under a new stimulus scheme. he state government recently announced a $68 million Community Sports Infrastructure Stimulus Program, designed to create jobs and growth in local councils by fast tracking projects for community sport. Local councils were able to apply for funding for up to three projects. Melton

council has submitted applications for its three highest priority sport infrastructure projects that had yet to be funded. In order of priority, council submitted applications for the Melton Recreation Reserve pavilion ($2.7 million funding for a $3.5 million project), the MacPherson Park soccer pavilion ($2.5 million funding for a $3 million project), and the Diggers Rest Recreation Reserve oval 2 ($1.5 million funding for a $2.2 million project). Council’s community services manager Maurie Heaney last week said that all three

projects had been on the council wish list for some time. “he reason we have put these three up is that they have been supported by council strategically in some form in the past years,” he said. “he Diggers Rest project is in the capital works program, and has been the subject of an approved master plan, MacPherson Park is the subject of an approved master plan and renewal program, and Melton Rec Reserve is linked to the Hannah Watts master plan.” Councillor Sophie Ramsey said these

projects and upgrades were desperately needed for the community and clubs that use the facilities. “I’m so happy to see the Melton Reserve pavilion up there as the number one drawcard, it’s been a hot potato for many years,” she said. “he crew at MacPherson Park have also been waiting with bated breath for this, it’s like a lifeline for them, and these are vital projects for all those communities. “During COVID-19, when the dollars are tight, it’s great to see these announcements.”

This draft budget shows our response to current circumstances by balancing the delivery of high quality services and facilities with the need to minimise the cost to ratepayers. We’re proposing a significant and diverse capital works program worth $105.6 million. It would deliver an exciting mix of buildings, leisure and community facilities, road upgrades, footpaths and cycle-ways, library books, public art, and more for our growing community. Zero per cent rate rise planned in draft budget At last week’s Ordinary Meeting, Council announced plans for a zero per cent rate rise for the next financial year. Council put forward the zero per cent rate rise in consideration of the hardship caused by the COVID-19 crisis. The 2020/21 Draft Budget is now available for feedback from the community. While keeping costs to a minimum for ratepayers, Council is still planning to deliver a significant capital works program worth $105.6 million including: • buildings ($44.6 million) • road upgrades ($31.9 million) • leisure and community facilities ($18.5 million)

• footpaths and cycle-ways ($1.3 million) • street tree planting program ($550,000) • library books ($518,000) • public art ($200,000) • street lighting improvement program ($150,000) Some highlights include: • construction of Eynesbury Station Early Learning Centre • extension of the Caroline Springs Community Facility • construction of Boundary Road from Mount Cottrell Road to Outer Metropolitan Ring Road • extension of Taylors Hill Youth and Community Centre • continued works to develop the Cobblebank Indoor Stadium

How to survive hotel quarantine Star Weekly reporter Esther Lauaki recently returned from New Zealand and is under strict quarantine for 14 days at Melbourne’s Crown Metropol hotel. his is her story. “Lucky!” – so I’ve been told when I tell people that I’m under quarantine at this ive-star hotel. Unfortunately, it’s not the glamorous existence we all think it is. his week marks my sixth in complete isolation since March and my third round of 14 day quarantine periods. My irst was a voluntary home quarantine upon arrival from a trip overseas when Victoria was irst gripped by COVID-19 and all returned travellers were put into mandatory isolation to slow the spread of the virus. I lew to New Zealand in May for a family emergency, while the country was still in stage three lockdown, and was quarantined at he Grand Mercure hotel in Auckland. And now, here we are. Victoria’s chief health oicer Brett Sutton estimates about 200 overseas travellers arrive at Melbourne Airport each day, with the number getting closer to 1,000 on some days. I returned on a full light from Auckland on June 17. Ater a border security brieing, we were handed masks before walking a gauntlet of government agency checkpoints: fever checks, documents, customs, luggage and a light snack for the bus ride to a government managed hotel. Most travellers were alone so we were processed in single ile at reception before a security guard escorted us to the lit, then to our rooms down a silent corridor. “See you in 14 days,” he said to me as I shut the door. he rules are straight forward.

You can not leave your room; three basic meals are delivered to your door each day and a nurse calls your room daily to check for developing symptoms. On day three and day 11, everyone must have a compulsory COVID test which involves a very uncomfortable swab of your throat and nostrils. here is no swanning around in the hotel spa, gym facilities, no meals at Crown’s up-market bistros and no visitors. he 2020 pandemic has made me quite the survivalist. While I appreciated the breakfasts of rice bubbles, milk, yoghurt, piece of fruit and a fridge cold pastry, I was glad to top up on pantry staples of two minute cup noodles, tuna snack packs and some extras via an online Coles delivery. UberEats and food deliveries are also allowed but can get pricey if you over indulge. Keeping occupied with work, music, movies, video calls with friends and a token yoga session have been my saving graces while isolated. Writing a gratitude diary was another helpful strategy suggested to me by the mental health nurse who is also on call for those feeling overwhelmed. As bleak and unsettling as some days have been over the past few months, gratitude is something I’ve clung to in order to get through. 1/ he most important thing is if you are going to get serious about gardening you need to test your soil to see if it’s acidic or alkaline. Most soils would be acidic – probably a bit too acidic to suitably grow plants in the soil. So a PH test kit is probably not much more than $20 and it’s a very good investment in getting your soil in good condition. And the reason for getting the right soil is part of creating the right conditions for successful gardening. We grow mostly exotic plants that prefer fertile, compost rich, freely draining soil that has been PH adjusted. he process of PH adjustment is really straight forward, it’s explained in the kit and once you’ve got that adjusted it means you get the full beneit of any additional manures or fertilisers or compost that you add to the soil.

2/ If you are really unsure how much time and money you are going to put into it and it may only be a temporary project, then I would suggest growing herbs in pots – start small. A lot of people in the normal scheme of things when I’m answering gardening questions get so excited they bite of more than they can chew and then something goes wrong and they panic and if they don’t deal with that before it gets to a crisis then they get depressed and sometimes they move into another hobby. So start small and simple and get more complicated as your experiment grows. 3/ Everything is an experiment – don’t be upset if it doesn’t work out. I have mistakes, I have errors, I lose crops, things do go wrong. how to navigate safely from A to B to reach your destination. here will be all sorts of problems along the way but don’t just give up, just try and work out what went wrong and try again – it is worthwhile trying a second time.

Experiment in propagating your own plants – just the simple act of taking cuttings, sowing some seeds or planting something in

the garden, it connects you with the seasons, it connects you with life outside and that connection with the outdoor world is really fantastic.

5/ he last one is, think about what you can do for animals in the garden around you. It could be bees, it could be birds, it could be growing native plants in your garden. It could

be anything that connects with biodiversity in general. I think that is such a fun thing. I’ve possibly discovered up to six new species of insect in my food garden in Wynnum. Wynnum is a very ordinary suburb – I just think it’s amazing that you can walk out into your garden and by growing food you can bring in something that hasn’t been described by science.

Gifts from the garden By Tania Phillips With people taking up gardening in record numbers during lockdown, Gardening Australia presenter and horticulturalist Jerry Coleby-Williams is a man very much in demand. “I normally answer between eight to ten thousand gardening questions through my website and my Facebook page in a year – that’s doubled,” the Wynnum-based Brit-born garden expert said – and it’s only June! Demand is so high he admits he is having a little trouble keeping up, though with the popular ABC TV show about to go into a budget induced hiatus for a few weeks he will have time to catch up a bit. He said it was ironic that the show wouldn’t be producing new episodes at a time when so many more people were both gardening and needing help – though the hiatus had been telegraphed by the channel before the pandemic and has become a fairly regular occurrence. “here has been such an enormous uptake of gardening because people have had the time to do things in their garden they would normally not consider doing,” he explained. “And there has been the concern about health, so people are growing food when they would normally not do that. “We’ve got an enormous upswing in people who are seeking information about really basic things and some of the things are so basic that you forget how confronting gardening can be for some people. hey just don’t understand what’s going on in some cases. A lot of the time if you can help somebody through a simple problem and they can see a result, that’s oten

what results in people becoming a full-time gardener. “It’s amazing how small tweaks at the beginning of somebodies gardening experience can actually change them into a gardener and alter their career.” And since Jerry has been gardening from the age of four, initially training with the Royal

Horticultural Society, before working at the Royal Botanic Gardens at Kew and qualifying in curation, horticultural estate management, sot landscape design, horticultural and botanical sciences, he is an obvious man for the job. He admits he doesn’t have time to answer multifaceted questions or help with garden

design but if you keep your request to less than 100 words he will get to you as soon as he can – though probably not at his usual “within 24 hours”. As well as giving advice, aimed particularly at those suddenly out of work and still trying to pay bills and feed a family, Jerry also opened up his own collection to people not able to source seedlings or seeds ater the rush on garden centres which let them unable to keep up with demand. “I was in the inal stages of preparing for our annual open day,” he explained. “Every year for the past 15 years I have been opening my garden for two days during the Mother’s Day weekend. It’s actually built a following, about 2000 people each year, and generally I will have 2000 plants – that’s what the demand will be. “During my working year as I lit and divide or save seed, I’ll put aside a surplus (some for myself) but a surplus for other people for my open day. “When the shops were unable to provide what people needed I was lucky enough to have 2250 food plants in pots. I had about 800 packets of home-saved vegetable seed.” he plants were distributed in a socially distanced, safe way from Jerry’s driveway in limited number (the busiest day was about 10 people) but it made enough money for Jerry to turn a small proit and even make his usual donation to a charity – this year the Brisbane Bat Conservation and Rescue.
