Substation’s funding lifeline The Substation arts venue has secured a record $1.2 million in national arts funding during the coronavirus lockdown to ensure its survival. The Newport-based organisation has also appointed a community ambassador to the committee of management, local resident Luke Isaacs, who has been instrumental in Indigenous reconciliation in sport and culture. The Substation artistic director Brad Spolding said expressions of interest would soon be announced for a community reference group comprising local people. “The idea being to bring local knowledge and expertise to inform our planning and decision-making, and to provide community representation and pathways for input, feedback and participation in the organisation,” he said. The $1.2 million funding from Australia Council for the Arts will be awarded over four years. Double digit crime rise By Benjamin Millar and Goya Dmytryshchak A surge in thet and burglaries over the past 12 months has fuelled a 14.5 per cent spike in Maribyrnong crime rates, while Hobsons Bay has bucked the statewide trend to experience its lowest crime rate in a decade. Data released by the Crime Statistics Agency last week showed there were 9382 ofences recorded in Maribyrnong in the 12 months to March, a large jump from the 8192 ofences recorded in the previous year. Hobsons Bay’s recorded ofences, meanwhile,
fell 4.2 per cent from 6315 to 6048 for the year. Maribyrnong’s steep rise was driven by a big jump in the number of thets, up 19.4 per cent from 3456 to 4126. Burglaries also jumped 20.6 per cent, from 651 to 785. he sharp rise in overall crime reversed the steady decline in ofences over recent years. he top ive ofences were thet from a motor vehicle (1550), other thet (883), criminal damage (610), thet from a retail store (595) and breaching a family violence order (543). Houses were the most common scene of ofences (1915), closely followed by streets
and footpaths (1913), units (708), shopping complexes (646) and other retail (411). Ofence hotspots were Footscray (2636), Maribyrnong (1890), Braybrook (1750), Maidstone (997) and Yarraville (861). Altona North was Hobsons Bay’s most crime-ridden suburb, with year-on-year ofences rising to 1242. Other suburbs in the top ive hot spots were Altona Meadows (1003 ofences), Williamstown (977), Altona (683) and Newport (608). he most detected crimes were stealing from a motor vehicle (887), other thet (756), breaching a family violence order (521), criminal damage
(508) and drug possession (306). Most crimes occurred at houses (1714), followed by in the street (1002), at service stations (368), in unit-type dwellings (321) and in driveways (195). he ofence rate per 100,000 people was 6134 compared with Maribyrnong’s 9809 and the Victorian rate of 8091. he number of criminal incidents across Victoria increased by 6.1 per cent or 23,430 incidents to 409,841. CSA chief statistician Fiona Dowsley said that the number of family incidents recorded by Victoria Police was the highest on record.

Ferguson Street rail line win By Goya Dmytryshchak Fears of a sky rail at North Williamstown station have been quashed, with the state government on Friday announcing the rail line will be lowered under Ferguson Street. As reported by Star Weekly in September, Hobsons Bay council had formally endorsed rail under road as the community’s preferred option for the level crossing removal at Ferguson Street. More than 800 submissions were made during two rounds of community consultation in November and March, with strong support for a rail-under-road design.

Williamstown MP Melissa Horne said the government had listened to the community. “A rail under road design is what the community wants and now it’s time to get rid
of this dangerous and congested crossing for good,” she said. he project will include a new North Williamstown station with lowered platforms, plaza areas and landscaping, the government said. Community feedback is being sought on “the look and feel of the new station precinct, how spaces around the new station can be improved, landscaping options, design themes, fencing preferences and ideas for public art”. Williamstown Crossing Group spokesman Lorenzo de Falco, who is also on the council’s Ferguson Street Williamstown Level Crossing Community Interest Group, said the
Pollution checks a win for residents A $120 million waste-to-energy plant at Laverton North will publish real-time emissions and implement other pollution-monitoring measures under a settlement reached before an appeal to the state’s planning tribunal. Community group Zero Waste Victoria (ZWV) last week reached a settlement with Recovered Energy Australia and the Environment Protection Authority on strict new conditions, before an appeal to the Victorian Civil and Administrative Tribunal. REA’s proposed plant in Alex Fraser Drive will take up to 200,000 tonnes of residual household waste annually to convert into electricity. he plant, the irst of its kind in Australia to be built in an urban area, will produce energy using a process known as gasiication where waste is converted into a gas that then heats water into steam that drives a turbine to create electricity. ZWV president Kirsty Bishop-Fox said the settlement was a “big win” for people concerned about the health and environmental impacts. “One of the biggest concerns that the public has about this is that there are going to be air emissions and to have the information of these air emissions publicly available is a real win,” she said. “We’ve also got clauses in place such that if the monitoring isn’t achieving certain results and if there’s better facilities in the future to ilter them, that they must be put in.” Laverton resident Carolina Aguirre, who started a change petition calling for more community consultation with western suburbs’ residents, particularly in Hobsons Bay, Wyndham, Maribyrnong and Brimbank, welcomed the more stringent controls. “here were some gaps, especially when it came to what particulates were going to be released into the air,” she said. “One of the main ones was carbon, and the amount of carbon being emitted – that actually wasn’t being measured.” EPA director Richard Marks said an amended Works Approval for the plant “provides greater

clarity in some sections”. “Recovered Energy Australia will need to comply with the requirements of this approval in constructing the facility and will require an EPA licence for its operation,” he said. New conditions REA must comply with also include only accepting waste that would otherwise go to landill, monitoring an increased range of pollutants and meeting the lower end of the European emission limits. REA director Ian Guss said he agreed it was a

Makeup free for a cause Miss World Australia state inalist, Altona Meadows’ Lakshana Soopaul, is part of a campaign to go makeup free on July 3 to raise money for Variety – the Children’s Charity. Variety’s national Makeup Free Day will raise funds for children across Australia who are sick, disadvantaged or have special needs. For Ms Soopaul, who is studying a bachelor of science with the aim of becoming a doctor of physiotherapy, the fundraising is part of her “beauty with a purpose” mission. She and her family migrated from Mauritius about seven years ago. Ms Soopaul said the campaign not only helped Variety at a time when COVID-19 had made fundraising diicult, but aimed to send a message. “It’s going to initiate being comfortable in your own skin and make it more normalised … not always have that pressure to be dolled up,” she said. Ms Soopaul is one of 17 state inalists through to the next stage of the Miss World pageant, which is currently on hold. Altona’s new $18 million police station is due to open this month despite a planning glitch forcing Victoria Police to rent the property it planned to buy. he Galvin Street site, at the western end of Civic Parade, will be a 24-hour station housing the divisional highway patrol along with the uniform section and crime investigation unit from Altona North. he land is owned by Axxcel Management Services and is part of what’s known as the 73.66-hectare Ajax Road Industrial Subdivision. Hobsons Bay council said the police station was located on unsubdivided land. “No subdivision has been approved for the Ajax Road land,” the spokesperson said. “he police station is located on part of the Ajax Road land that has yet to be subdivided. “he building permit has been issued by a private building surveyor. Private building surveyors are required to provide council with relevant building permit information within seven days of issuing the documents. “Council received a copy of the occupancy permit on 16 June, 2020.” A Victoria Police spokesman said remaining lease arrangements were being inalised with the landowner. “[his] will allow Victoria Police to occupy the site as the matter of subdivision is inalised,” he said. “Victoria Police has met all of its obligations under the contract for sale of land and continues to support the developer to meet their obligations, including the subdivision. “Our planning remains focussed on relocating members to the new Altona Station site by the end of June.”

From this area, the short-tailed shearwater migrates each year to Siberia and Alaska – one of the longest migrations of any life form on earth.

A man accused of breaking into his ex-partner’s Kingsville home and attacking her and her new partner with a crowbar has been refused bail as he awaits trial over the incident. Taylor Griin, 26, appeared in the Supreme Court seeking bail on nine charges arising out of the January 15 incident, including aggravated burglary, intentionally and recklessly causing serious injury, making threats to kill and committing an indictable ofence whilst on bail. he court heard that the accused, a carpenter who has had a methamphetamine addiction since he was 18, entered the Chirnside Street house about 6.45am on January 15 armed with a crowbar. he victims woke up to ind Griin pinning the woman down and threatening to kill the man. He is alleged to have attacked the man with the crowbar, striking him on the head and arms. When the woman tried to intervene, she was grabbed by the throat and thrown aside. he attack let the male victim with fractures to both cheek bones and to his let and right arm, as well as substantial blood loss from lacerations to the head. In refusing Griin bail, Justice Jane Dixon said she was not satisied that a compelling reason existed for letting him go. Two teenagers were arrested after an imitation irearm was located during a routine intercept in Maribyrnong last Wednesday night. Footscray police intercepted an alleged stolen car with ive teenage boys in the car park of a shopping centre on Rosamond Road about 10.20pm. A 16-year-old St Albans boy was allegedly found in possession of an imitation irearm and arrested. The driver, an 18-year-old Seddon man, was arrested in relation to the alleged stolen vehicle. They have both been charged and bailed to appear at court at a later date.

Altona yoga Instructor Shavita Kotak has gained a live audience of 3000 by live streaming from her garage during the COVID-19 lockdown. he former inancial planner started online yoga classes via a Facebook group called ‘Wellness with Shavita’. She said people had tuned in from around the world, including the United Kingdom, United States, India, Canada, Malaysia, New Zealand, Germany, South Africa, Netherlands, Malta, Norway and Singapore. “I think it’s because of the stress and anxiety people were feeling with the uncertainty of things,” Ms Kotak said. “We all have our life planned out and all of a sudden it’s turned upside down and how do we move forward,
how do we navigate ourselves through this? “More than the actual yoga postures, I think with my classes it was more about connecting with other people and the meditation side of things where we addressed the diferent parts of our bodies that deal with diferent parts of our emotions.” Ms Kotak said she received “lots of beautiful messages”, especially at the start of the lockdown. “I had people in the front line who were working at the Royal Women’s or the Royal Children’s hospital, where they were extremely stressed with the situation,” she said. “hey used to put the classes on, all the staf, before they transitioned from work to home so they have a deinite break, mentally.

Marathon eases strain
Deportation appeal denied
By Goya Dmtryshchak A Williamstown business owner, who has witnessed the strain of COVID-19, on Saturday ran an individual marathon to raise funds for mental health in the workplace. Brent Szalay, 40, also achieved a personal goal of running the marathon in under three hours [2h57m], starting and inishing at Williamstown. Mr Szalay has so far raised more than $8000 via GoFundMe towards his $11,000 target, which would enable 50 small businesses to be trained by Mental Health First Aid Australia. His own accounting and advisory business donated the irst $2500, which he had vowed to double if he ran under three hours. Mr Szalay said he was motivated to act ater seeing “a huge amount of stress” among clients sufering the economic impact of coronavirus. “here’s been businesses closing, and some may not open up again,” he said. “here’s been a lot of inancial pressure. here was a lot of pressure before the government stepped in. “here was a period there of a couple of weeks where there was some real downward stress and pressure. “he stimulus from the government has helped a lot to ease that across the board, but there’s deinitely some industries that are still sufering.” Ten years ago, Mr Szalay ran his irst marathon in three hours and 31 minutes. He immediately set a goal of running under three hours. In 2012, he ran the Gold Coast Marathon but 900 metres from the end, at a time of 2 hours and 52 minutes, he mistook a set of traic lights for the inish line and collapsed to be taken away in an ambulance. A New Zealand citizen will be deported ater serving 30 months jail for family violence, including kidnapping and assaulting his former spouse at Altona. he 37-year-old man, identiied as XLML, this month lost a bid to have his mandatory visa cancellation revoked by the Administrative Appeals Tribunal of Australia. he tribunal heard that XLML, who irst arrived in Australia in 2008, had appeared in Australian courts for sentencing over the period spanning from February, 2016 to May, 2019. He was convicted and sentenced to a total of 30 months jail for aggravated burglary, thet, contravention of a family violence intervention order, intending to cause harm/fear, assault with a weapon and false imprisonment. Senior Member heodore Tavoularis, in upholding the visa cancellation, told the tribunal that XLML’s ofending revealed a “predisposition towards violent ofending in a domestic context” against his former spouse, that had afected their young children. A Victoria Police report from 2015 stated that XLML had thrown a baby cot towards the victim and their children resulting in the irst imposition of a Family Violence Safety Notice. In another incident, in 2017, XLML had gone to the victim’s house and then driven her to an Altona boat club. where he stopped her from leaving the car. School holiday ‘festival’ for home A ‘Quarantunes Festival’, live-streamed concert, songwriting competition and an online hip-hop dance class are some of the entertainment being ofered in Hobsons Bay these school holidays. Hobsons Bay UP and Westside FReeZA are hosting free music and audio production workshops where young people can learn basic techniques. Whether you’re into podcasting, music, ilm or just interested in learning a new skill, the workshops provide industry-level techniques. he next two workshops are on Monday, June 29 and July 6, from 4.30-5.30pm. Hobsons Bay UP Instagram will host a free live-streamed concert featuring four favourite local acts including Fruity Lexia. It’s on Saturday, June 27 from 3-4pm. A songwriting competition is also being held, with the winner’s song to be professionally recorded and produced at the Hobsons Bay UP recording studio. he runner-up will receive a $100 JB-Hii git card. Songs will be judged by Westside FReeZA member and local musician Lily Riggs. he competition is open to people aged 12-25 who live, work, study or hang out in Hobsons Bay. Embracing innovation in challenging times Marian College is a progressive Kildare Ministries Catholic School for girls in Sunshine West. Principal Ray Pisani says the school community started the year well prepared to build on growth and achievements. “Our VCE results were strong and, in 2019, for the second consecutive year, we had been recognised as a high-growth school based on NAPLAN results,” Mr Pisani says. “Little did we know that in 2020, COVID-19 would require society to go into isolation. Our school’s ability to move to remote learning quickly and adjust to an unexpected environment highlights our strengths of innovation and planning. “In response to the pandemic, our teachers worked tirelessly and collaboratively to prepare high-quality student learning programs. Teachers have been creative, adapted and learnt new skills to ensure that student learning, underpinned by high expectations, continued.” Mr Pisani commends students too for displaying agility in moving to remote learning, taking responsibility for their learning in a new environment, away from friends and teachers. “his was only possible because our families have adapted to enable students to learn from home. We are enormously grateful to our whole Marian College Community for their support, efort and care over this time,” he says. “In some ways, closing of schools and the sudden pivot to remote learning was like a real-life experiment. Whilst there were challenges, it was also a period of incredible growth and achievement.” Marian College is now honouring this by capturing evidence and data from this period through surveys, focus groups and video diaries. From this, it will be decided what technologies and new ways of working are woven back into the future learning program.

Health lessons take on new importance he health, wellbeing and safety of students and staf has been front of mind for all schools as they returned to on-site schooling this month. Since the beginning of term two, most children were learning remotely in order to limit the number of people moving around the state helping to slow the spread of COVID-19. From June, on the advice of Victoria’s chief health oicer professor Brett Sutton, schools slowly and safely reopened their gates with strict rules in place. Professor Sutton said schools should consider a variety of strategies to support physical distancing and good hygiene practices to reduce the risk of COVID-19. “Perhaps the most important action school communities take to reduce the risk of transmission is to ensure that any unwell staf, children and young people remain at home,� he said. “While the risk of transmission of the virus is very low, staf or students most at risk of severe illness should individually assess appropriateness for on-site attendance at this time with support from their medical practitioner. “As the main risk of transmission in the school environment is between adults, it is important that visitors to school grounds are limited to those delivering or supporting essential school services and operations.� Staf and students are also required to wash their hands and use hand sanitisers where possible and adults should maintain physical distancing at all times. “his careful approach continues, and I trust that you have conidence in my view that it is safe for our community to have school students begin a phased return to classrooms,� professor Sutton said. “I thank teachers, staf and families for their
