Nature strip garden gongs Two Hobsons Bay residents are runners-up in a competition to ind Victoria’s best nature strip garden. Open Gardens Victoria named Susanna Starr of North Fitzroy as the winner, with six close runners-up including Anne Thompson from Newport and Peter Weaver from Seaholme. Competition judge Karen Sutherland said gardeners were increasingly seeing nature strips as an under-developed resource. “This competition has been a joy to be part of, sharing each gardener’s enthusiastic work on their nature strip gardens, bringing lowers for local insects, birds and wildlife, joy to passers-by and connection with their local communities, as well as herbs and edibles.” Ms Thompson’s garden has yellow Helianthus angustifolius (swamp sunlower) and other bright lowering plants. Mr Weaver’s garden provides food with olive and cumquat trees, fennel, daikon, rhubarb, borage, nasturtium edible lowers, strawberries, parsnips, broad beans, zucchini, Japanese taro, sweet potato, garlic and herbs for the community to pick.

he alleged mastermind behind the illegal dumping of millions of litres of chemicals in a Tottenham warehouse that erupted in 2018 faces more than 30 criminal charges over the incident. Graham Leslie White and his company Delacor Pty Ltd face a combined 34 criminal charges over the industrial ire that burnt for days and sent thick smoke billowing across the western suburbs during August 2018. Environment Protection Authority Victoria has iled a total of 17 charges against Delacor Pty Ltd and a further 17 against White, alleging that they permitted the dumping of industrial waste at the site, caused or permitted the pollution of a local waterway and caused an environmental hazard. he company also faces charges for multiple counts of aggravated pollution, the most serious charge available under the Environment Protection Act. EPA chief executive Cathy Wilkinson said that the charges were iled following a thorough investigation into the complex circumstances surrounding the ire. “he charges that EPA has iled include the strongest charges EPA has at its disposal,” she said. “We take this matter extremely seriously and will always look to hold those who pollute to account.” White was also charged earlier this year with 55 ofences under the Dangerous Goods Act, consisting of 11 ofences for each of four warehouses he occupied in Epping and one in Campbellield. WorkSafe alleges that White failed to take all reasonable precautions to prevent any ire or explosion of dangerous goods that were under his control, despite knowing this failure could endanger the safety or health of people, property or the environment. Investigations into the 14,000 square metre Tottenham ire have revealed it was fuelled by a chemical cocktail of toxic waste and scrap metal. A police investigation remains ongoing, while a coronial inquest is also under way at the request of ire authorities and the union representing ireighters who sufered from ill health ater ighting the blaze. Taxpayers are likely to foot the multimillion dollar clean-up bill for the site ater a court ruled its owner was uninsured at the time of the blaze.

Driver licence testing resumes By Goya Dmytryshchak Driver licence testing resumed on Monday with more than 200 staf employed to meet the coronavirus backlog. Tests were suspended on March 25, putting on hold more than 100,000 licensing appointments including 55,000 drive tests. Learner permit and licence testing will proceed in stages at all VicRoads’ sites, with those forced to postpone due to restrictions given irst priority.
Six new temporary testing sites will be established in coming months to increase capacity, with locations yet to be determined. Minister for Roads, Road Safety and the TAC, Jaala Pulford said the chief health oicer had outlined a range of measures to allow drive testing. “It will take a little bit of time to get through the list of those waiting to take a test,” she said. “We’ve got a plan for doing this safely and as quickly as possible and are grateful for everyone’s continued patience.”
Safety measures taken include cleaning of vehicles used in tests, “proper comprehensive hygiene” for applicants, instructors and testing oicers, and disposable seat covers. Australian Services Union secretary Lisa Darmanin said additional safety measures included no more than three people in a test vehicle and the wearing of surgical masks and non-contact temperature testing for at least the next four weeks. “he Australian Services Union has been consistent that drive tests should not
recommence until it was safe for VicRoads workers and the public,” she said. “Reopening drive tests with these safety measures is good news for VicRoads staf and for everyone wanting to get a drivers licence.” Since restrictions in March, VicRoads approved more than 2700 licence tests for people who would have faced undue hardship. his exemption will continue to be available. Heavy vehicle testing and motorcycle tests will continue as they have been during the past two months.

Urban forest plan for Hobsons Bay Hobsons Bay’s tree coverage will be increased to 30 per cent by 2040 to meet the deinition of an urban forest. he drat Hobsons Bay Urban Forest Strategy, released for community feedback, outlines the council’s plans to increase the number of trees in the municipality from the present 76,000 it manages. About 7.5 per cent of land in Hobsons Bay has canopy cover, most of which (4.7 per cent) is in public parks and streets. he council wants to more than double this number to 12 per cent. Nature strip vacancies could provide an additional two per cent
canopy cover (about 18,000 large trees). Hobsons Bay councillor Sandra Wilson said a 30 per cent target by 2040 was a realistic target. “We are ranked the fourth worst – 28 out of 31 – of the metropolitan local government areas [for canopy cover],” she said. “I suppose we have to qualify that with noting that we are in the western plains, so it’s not like the eastern suburbs that have got the gum forests and a diferent set of vegetation, so we are playing catch-up in many ways.” he council also wants the number of trees in private residential gardens to increase from 1.5 per cent to 12 per cent and on industrial land
from 0.45 per cent to six per cent. Cr Jonathon Marsden said the council aimed to plant 8500 trees a year for the next ive years. “he main advantage for the city, when taken in aggregate, is the reduced heat island efect,” he said. “Trees throw shade and shade means less energy required for heating and cooling. “hey’re also beautiful. hey’re also a habitat for natural creatures. here’s enormous potential in private residential gardens and the goals that are set for those areas are really bold.” he strategy will be on display for six weeks.
No active case of COVID-19 remain in Hobsons Bay or Maribyrnong, with the total number of conirmed cases in the two municipalities totalling 35. Victoria’s Chief Health Oicer Professor Brett Sutton said the low rate of community transmission has allowed some restrictions to be eased, but he urged people to practice safety measures. “Practice good hygiene – wash your hands regularly and cough and sneeze into a tissue or your elbow and try to avoid touching your face,” he said. “And if you do feel unwell with any symptoms of coronavirus you should get tested. his includes fever, chills, cough, sore throat, shortness of breath, runny nose or loss of sense of smell.” Hobsons Bay council has reopened a number of its community buildings, with entry to some requiring temperature checks and other precautions. he Altona civic centre is open weekdays from 11am-2pm, with a dedicated community hour from 10-11am for the elderly and those needing additional assistance. Libraries are open 2-6pm weekdays with a community hour from 1pm, and on Saturdays from 10am-1pm. Hand sanitising and temperature checking is a condition of entry. Maribyrnong council is yet to announce opening dates for council-run facilities. he council has announced an end to its pause on enforcing timed ‘green zone’ parking restrictions, due to more cars returning to roads as restrictions ease. Food scrap plan revisited

Maribyrnong residents could soon be sending their food scraps to their green waste bins under a plan hit by delays due to the COVID-19 crisis. he council plans to introduce a food organics into garden organics bin (FOGO) program similar to that already operating in Hobsons Bay, accepting cooked and raw food waste in residential green waste bins. Audits have shown food waste accounts for about 40 per cent of household waste generated each week in Maribyrnong. A food waste recycling service was initially due to be ofered to existing green waste bin users this month, covering about 9000 homes, with a broader rollout of the service to all detached residential dwellings to follow later in the year. However the impact of the pandemic, including the increased stress and disruption to residents, has prompted the council to defer the irst phase until August. A further report will go to July’s council meeting suggesting the preferred timing for the second phase of the rollout, including the distribution of new bins. A council report on the food waste service rollout noted that the changes require strong community engagement, communication, education and stringent contamination management. he state government has provided a $472,500 grant to the council to help get the program of the ground.
Seabrook residents ighting to stop motorists using local streets as a ‘rat run’ to dodge Point Cook Road traic are celebrating a win. Hobsons Bay council last week voted to install the municipality’s irst remote-operated bollards at the southern entrances to Seabrook Boulevard and Shane Avenue from Point Cook Road. he automated bollards will prevent traic entering from Point Cook Road during morning peak times.

A petition to council, with 169 signatures, had opposed the construction of a permanent barrier between the north and south sections of Seabrook Boulevard. Lead petitioner Peter Gavaghan, who lives in a street running of Seabrook Boulevard, said motorists had been using the thoroughfare to jump the queue in Point Cook Road during peak hours. He said most Seabrook residents would be happy with the bollard solution, but not all. “he Homestead Run part, which is the southernmost part of Seabrook, are not going to be very happy because they’re going to have to go into Point Cook Road,” he said. “As far as the real Seabrook is concerned, people will be happy. “he council deserve a pat on the back – they’ve been everything you could wish a council to be.

A transport worker died after he was crushed while unloading steel light tower segments from a semi-trailer at Altona North on June 5. It is believed the 56-year-old man was preparing to remove some of the 10-12 metre long segments, when the load shifted and two fell on him. WorkSafe is investigating.

Ride-in bike repairs Cyclists caught out with a lat tyre or needing urgent repairs can get back on track thanks to three new bike maintenance stations being installed along Hobsons Bay’s shared trails. Hobsons Bay council is rolling out the new stations at McBain Street in Altona, Burgoyne Reserve in Williamstown and the Lan Avenue Bridge across Skeleton Creek at Ravenswood Court in Seabrook. Each station features a tyre pump as well as basic tools including screwdrivers, wrenches and tyre levers. hey feature hanger arms allowing bikes to be elevated if required and are able to service two bikes at a time. he idea to install stations in Hobsons Bay was loated by keen cyclists Patrick Walsh and
John Stirk during the council’s 2019-20 ‘Pitch your Idea’ budget process. Mr Walsh said he had seen the repair stations in the east of the city when cycling and thought they should be installed in the west as well. “We have a great network of trails, but minimal rail lines as backup, so it’s a long walk home if my bike sufers an injury,” he said. “he stations ofer the ability to repair almost every problem a rider would encounter.” Hobsons Bay mayor Colleen Gates said the area had an extensive shared trail network that takes riders through some of the most beautiful sections of coastline and waterways in the city.

Meal app on the menu for patients
By Benjamin Millar Former workers at Kinnears Ropeworks and the wider Footscray community are being invited to share their recollections as part of a project to preserve an important slice of the area’s industrial life. Almost 20 years since closing its doors following more than a century of making rope and related products, the Kinnears site on Ballarat Road is being redeveloped into apartments. As part of the R&F Property Australia’s redevelopment, three historically signiicant buildings are being retained and restored. Stories about the site are being welcomed from past workers, their families and Footscray residents, and will be incorporated into interpretive features of the site. Design and management of the site’s restoration and work on the oral history project is being carried out by heritage architecture group Lovell Chen. R&F Property Australia vice president homas Chiu said the company is determined to preserve the site’s history and carry out appropriate heritage restoration works. “Storytelling is a huge part of the fabric of any community, and as part of this project, we want to gather as many irst-hand accounts as possible of life at the Ropeworks factory,” he said. “We would love to hear from former staf at all levels and their families, as well as anyone else connected with Kinnears Ropeworks in order to help us create a rich, living history.” Mr Chiu said the project has been designed to embrace the past while creating a vibrant future, setting apartment living amid heritage laneways, cafes, convenience shopping and open spaces.

Western Health has become Australia’s irst public health service to use an app allowing COVID-19 patients to choose and order their meals. Without the app, patients in isolation as a result of coronavirus or other infectious diseases are given the “default” meal, because food services staf are unable to enter their rooms. Western Health nutrition manager Kathryn Pierce said the app improved the hospital stay for patients. “he CBORD Patient app has been growing in popularity because it gives patients an element of control and a more positive experience,” she said. “It’s not just about patients selecting their own meals, it adds to their overall satisfaction with their stay in hospital. “While it’s been particularly good during the COVID-19 pandemic because it has allowed our isolated patients to select their own meals, it’s a service we ofer to all of our patients. “Another important aspect of the app is that family and carers can also assist the patient in hospital to make preferred meal selections and this can be done from outside the hospital at a convenient time.” With the app, patients can order their meals at a time that suits them rather than 24 hours in advance. Days of independence By Goya Dmytryshchak Robbie Cordier can’t wait for gigs to restart at the Altona Bowling Club, a stone’s throw from the home he can inally call his own. Born with benign tumours behind his eyes resulting in vision loss, and on the autism spectrum, Mr Cordier, 37, has realised his dream to live independently. His mother, Mandy, credits the National Disability Insurance Scheme with playing a vital role in supporting the family to live lives of their choosing. “Robbie recently moved into his own unit and I can see it’s sparked a new joy in him,” she said. “hrough the NDIS, we were able to engage our preferred support services – Gateways Support Services, Mambourin and Mable – who have been able to work with us to tailor supports to suit Robbie, and the results have just been incredible. “Robbie was shy, and a bit timid, but now he’s so much more social.” Robbie works ive days a week as a gardener with Mambourin at Werribee, catching the train as he is legally blind so can’t drive. “We do gardening for child care centres,” he said. “We do an aged care facility up at Werribee. “I’m based up at Sunshine at the moment because I’ve been doing city jobs – special jobs that they’ve got on because they’ve got that much work on, they can’t cope with it.” Born and raised in Altona, Mr Cordier said living on his own had changed life for the better. “It gives me more freedom,” he said. “I gotta pay the bills on my own. “I gotta watch how much I spend, especially with the rent on this joint.”

Petition saves Aleppo tree

A planned roundabout at the western end of the Esplanade in Altona has been redesigned to save an historic Aleppo pine tree. It follows a petition to Hobsons Bay council signed by nearly 300 people. Lead petitioner Jessica Kidd wrote that she had a family photo featuring the tree. “here is a photo of the Kidd family of Altona taken 58 years ago that displays the tree already fully established in the background,” she wrote. “his means the tree could be over 100 years old [Aleppo pines can live to 150 years old]. “To cut this tree down would be such a tragedy for Hobsons Bay as once the tree is gone you cannot replace it, as no other tree would have the same history and memories.” A report to the council states that a review of the design has resulted in the retention of the tree and incorporates the arborist assessment recommendation for a ive-metre protection zone around it.

Tree vandal attack ‘despicable’ By Goya Dmytryshchak Vandals have destroyed multiple elm trees in the Williamstown Botanic Gardens in what has been labelled a “despicable and senseless act”. Friends of Williamstown Botanic Gardens president Betsy Dunne said hundreds of people had commented about how mindless and upsetting the vandalism was. “It’s really upsetting to ourselves, as the Friends, and also to the wider community that value the garden,” she said.
“Over the period of the lockdown, people have really enjoyed the gardens … and this means that possibly this whole avenue of trees has to be pulled out and replanted because all the trees have been damaged and the rates of growth will be quite diferent. “Even the trees that are let standing have had branches broken.” Ms Dunne said the vandals had stood on industrial guards put in to protect the trees and swung on the branches to break them. “We’d also like to point out that this is ratepayers money,” she said.
“As a community, it’s really discouraging that we work to create this little area of beauty that people obviously really enjoy and then something like this happens.” he gardens have Victorian and National heritage listing for their signiicance to the state. Hobsons Bay mayor Colleen Gates said the attacks were “a drain on the public purse, and let down the entire community”. “Replacing vandalised and stolen plants and trees costs council around $10,000 every year – this money could be used on a range of things including planting more trees,” she said.

Victoria University’s Picturing Footscray Photography Prize, now in its ith year, will move to an entirely online exhibition in response to COVID-19 and social distancing requirements. Across Melbourne’s west, we’ve removed four dangerous and congested level crossings with seven more to go, making it easier and safer to get around.
Melbourne’s west is growing and Victoria’s Big Build is delivering massive new infrastructure to get people to and from the west safer and sooner. The West Gate Tunnel Project will slash travel times from the west to the CBD with more lanes on the West Gate Freeway, twin tunnels under Yarraville and a new bridge over the Maribyrnong River, taking thousands of trucks off local roads in the inner west. The Western Roads Upgrade is adding extra lanes and removing bottlenecks on eight key arterial roads in the west to make it easier and safer to get to where you need to go. The project is delivering better road maintenance across the west as well as new walking and cycling paths from Williamstown to Werribee.

The Metro Tunnel will free up space in the City Loop to run more trains, more often on the Sunbury, Werribee and Williamstown lines, by running our busiest train lines through a new tunnel under the city. New underground stations will provide direct access to Parkville’s education, health and research precinct and St Kilda Road’s commercial district. The Sunbury Line Upgrade will allow bigger, more modern trains to run on the busy Sunbury Line by improving tracks, upgrading power infrastructure and delivering platform extensions at eight stations between Sunbury and Footscray.

Tick for townhouse development By Benjamin Millar he state’s planning tribunal has overturned Maribyrnong council’s decision to knock back a Footscray townhouse development on the grounds it was an underdevelopment of the site. he owner of Footscray’s iconic 501 Receptions site last year lodged drastically scaled down plans for redevelopment of the site, ditching plans to build almost 200 units over ive levels in favour of 42 three-bedroom townhouses.
A report submitted with the proposal noted that the apartment development initially planned for the site had not proved to be commercially viable. Maribyrnong council refused a permit for the new proposal, however, arguing the townhouses were an underdevelopment of the site. he council claimed that cutting the number of dwellings from the permitted 198 down to just 42 dwellings will “unreasonably impede delivering the council housing and economic development policies”.
But the Victorian Civil and Administrative Tribunal [VCAT] found in favour of the developer, noting that the new proposal needed to be considered on its own merits, not judged against the existing permit. In her written ruling, VCAT presiding member Alison Glynn said that the more modest proposal was acceptable and will not fetter the ongoing delivery of planning scheme objectives for the area. “We must consider the proposal before us, against the current provisions of the planning scheme,” she stated.
“We are satisied that the built form outcome is not an underdevelopment to any extent that it will inhibit the preferred character of the area to be achieved.” Ms Glynn ruled that the proposal provides a diversity of housing in a context that delivers built form and diferent housing sizes to meet diferent living demands. “It also delivers housing at a higher density than conventional suburban housing in a location that has relatively good access to services, although we note that it is not a location that is highly proximate to services.”
Folk festival goes virtual Melbourne’s Newport Folk Festival will be live-streamed into lounge rooms this month. Director Michael Stewart said the program had been adapted for the COVID-19 restrictions to ensure a safe event. As a result, the festival will be 10 hours of entertainment live-streamed on Facebook over the weekend of June 27 and 28. “his format meant that we chose either solo performers, or duos who live in the same residence, and then we structured the program around that,” Stewart said. he program includes Kerryn Fields, Great Aunt, Hannah Acield, Matt Glass, Montgomery Church, Jarrod Shaw, Jordan Brodie, Mickey and Michelle, Robert K Champion and Austral. “hese are all ine musicians and I am sure that everyone who comes along will have a great time – in the comfort of your own couch,” Stewart said.

Bright Sparks helps build social skills We all know play is an important part of a child’s development, but it doesn’t come easily to everyone. Tarneit mother of three, Liane, says her children, Kye, 9, and 6-year-old twins Lyla and Ayva, all struggle with high anxiety and social skills, so when she heard about the Bright Sparks program offered by Gateways Support Services she was quick to enrol. The program works on individual therapy goals in fun, small group recreation sessions. “The fact they are learning while having fun is just perfect,” says Liane, adding that she has already noticed changes in her children. “Some of the things we notice is how they’ll handle a social situation afterwards. They adapt things they’ve learnt and put it into practice. Things as simple as turn taking.” Gateways Support Services developed Bright Sparks to provide a group therapy option for children on the waiting lists to receive one-on-one sessions. Designed around activities including science, craft and cooking, the sessions are structured by a therapist who works with each child’s family to understand the goals within their National Disability Insurance Scheme (NDIS) plan. A therapist customises the program based on each child’s NDIS goals and works with recreation staff to ensure those targets are embedded in each session. The therapist reviews children’s progress throughout the program, all while the
kids are busy having a whole lot of fun. Bright Sparks team member Ellie says she enjoys seeing participants gain conidence and improve social skills. “Some participants were particularly shy to start, but with time they came out of their shells, which was very special to see,” Ellie says. The four, fortnightly sessions run on Saturday mornings for four hours, which also gives parents a bit of a break. Liane says she also appreciated the comprehensive notes supplied at the end of each session. “I often ind that it takes quite a while to see the true beneits of programs and therapy,” Liane says. “You don’t realise how beneicial they are until something happens and your children handle the situation beautifully. “Bright Sparks involves different therapists and works on social behaviours which ticks so many boxes for our family. I loved that it’s every second weekend, so our children still have down-time, but it also gives the parents a break.” Bright Sparks returns in term 3 in a modiied capacity to meet social distancing requirements. Victoria’s state of emergency has been extended to May 11 to help continue to contain the spread of COVID-19. At Altona North, Dr Mukesh Haikerwal and partners run the Blackshaws Road pop-up clinic which was assembled from portables and tents over 10 days. Dr Haikerwal said the respiratory clinic enabled treatment of multiple patients with breathing conditions, including COVID-19, who were unable to be seen in a normal GP practice. Tests can be conducted without a change of personal protective gowns and masks, or shutting down and deep cleaning rooms between patients. he clinic had been the irst in Victoria to start swabbing people for coronavirus in the carpark until it ran out of gear. “here were no masks and then there were no gowns and then there were no swabs, so we had to do something diferent,” Dr Haikerwal said. “What we are doing now is … 50 or 60 tests
