Teens takeover Melton council has partnered with the national broadcaster to tell the stories of local teens – and they’re calling for storytellers. The ABC is going across the state to tell the stories of high school students as part of Takeover Melbourne. Melton has joined 31 other councils to help ind amazing stories to tell. High school students, and those outside of formal education aged 12 – 18, are encouraged to share a written or recorded short story about part of their life. Judges will then select 32 winners to have their stories featured on the ABC. Melton mayor Lara Carli urged local teenagers to share a story about an interesting part of their life or an issue that affects them. “It’s a wonderful opportunity for local young people to have their perspective represented in the media and to help shape our city’s future,” she said. Entries to Takeover Melbourne are open until Friday, June 26. Entrants are advised to submit either 300-400 words or 2-4 minutes of audio/video. Details: abc.net.au/takeover

Soil bid: Council ‘shut out’ By Ewen McRae Moorabool council says it has been shut out of the decision-making process, ater Maddingley Brown Coal asked the state planning minister to amend its permit to allow it to store contaminated soil. MBC has made an application to Planning Minister Richard Wynne to approve its proposal to store, categorise and dispose of contaminated soil from the West Gate Tunnel project. he move efectively bypasses the council, with Mr Wynne to decide whether to approve or deny the permit.
Moorabool mayor David Edwards said the council has felt shut out of the decision-making process by MBC since the proposal was irst conirmed. He said further consultation was needed before any decision could be made. “he lack of transparency shown by the proponents to date has put the minister in an impossible position,” he said. “he minister has long been a supporter of council and community consultation and it will be extremely disappointing if he chooses to intervene without further input. “Council has been professional throughout this process and has never stated a position for
or against this project. We simply want to be aforded the right of proper consultation so that we can understand the risks to our community and our assets. Instead, the minister now risks making an ill-formed judgment, under a highly pressurised environment, based largely on information provided by project proponents and government agencies tasked with getting the West Gate Tunnel project built.” Western Victoria MP Bev McArthur has also slammed MBC’s decision and called on Mr Wynne to listen to the local community. “his is a shocking development, yet again MBC have gone behind the backs of the
Bacchus Marsh community and Moorabool Shire Council,” she said. “It is clear that no proper consultation can happen while current social distancing restrictions remain, and MBC haven’t even tried. “Instead of delaying the application, they have gone straight ahead in their demand to Minister for Planning Richard Wynne, efectively asking him to bypass the local decision-making process. It would be a sham. I’ve seen at irst-hand how strongly the community in Bacchus Marsh feels, and to see that overridden by a politician … would make a mockery of the whole process.”

McDonald’s closes restaurants By Ewen McRae Two McDonald’s restaurants in Melton are among 12 across Melbourne’s north-west to be shut down for deep cleaning following a truck driver testing positive to COVID-19. Restaurants closed are Melton East, BP Rockbank Service Centre outbound, Taylors Lakes, Calder Highway northbound/ outbound and southbound/inbound, Sunbury, Campbellield, Riverdale Village, Laverton North, Yallambie, Hoppers Crossing and Sandown.
A McDonald’s spokesperson on Sunday night said the truck driver was employed by an external service provider and had made deliveries to the 12 restaurants, interacting with a small number of employees at each store, while asymptomatic. No other employees had tested positive for the virus. “Out of an abundance of caution, we have made the decision to close and conduct a deep clean of 12 restaurants,” the spokesperson said. Meanwhile, Grant Lodge remains in lockdown, however no new cases of COVID-19
have been found since a staf member tested positive recently. he Bacchus Marsh aged care home went into lockdown on May 6 following conirmation that an asymptomatic staf member had tested positive. A statement from Djerriwarrh Health Services said no further positive cases have been detected at the home. “All Grant Lodge employees and residents have been tested, and all the results have come back negative for COVID-19,” the statement said. “While Grant Lodge remains in
lockdown, we are continuing to closely monitor the situation and care for our residents.” Lockdown measures are expected to be eased this week, provided no further positive tests are returned. he staf member remains the only active case detected in Moorabool, which has had two cases since the pandemic began. In the Melton municipality, there were seven active cases out of 35 total positive tests as of Sunday. Victoria’s chief health oicer Brett Sutton said the battle against COVID-19 was far from over.

Eager golfers lock to the green Brimbank golfers locked to the greens of the Keilor Golf Course last Wednesday as the state government started winding back COVID-19 restrictions. Last Monday, Premier Daniel Andrews announced the irst “small steps” in relaxing measures. Under the new rules, people can have ive visitors to their house, as long as they are close family and friends. Ten guests are now allowed to attend weddings, while funerals have been expanded to 20 mourners. he new rules are also good news for the real estate sector, with 10
people now allowed to attend an open house inspection. Outdoor recreational activities have also been expanded to groups of 10, and ater a very public debate, golf is back. Keilor Golf Club manager Jack McDonald said golfers were chomping at the bit to get back onto the green. “he demand for golf has certainly gone up … the phone was ringing of the hook that irst day and our tee times were illed up for the Saturday,” Mr McDonald said. “We’ve had to implement a no walk-in policy, so people have
to book, which has been going quite well.” Mr McDonald said a number of distancing measures had been put in place around the club. “We’ve set up hubs around the course to help people keep distance and make sure groups aren’t congregating in places,” he said. “If players are bored before their tee time we ask them to wait in their cars … it’s all about managing traic.” he new restrictions will remain in place until at least the end of May.
Moorabool council has launched a new campaign to get locals to share what they love about their area. he #MyMoorabool campaign is aimed at getting people to share what they love about the region and encouraging others to explore Moorabool once COVID-19 restrictions are lited. Council is looking for community input into this social media campaign. Moorabool mayor David Edwards said it was important for residents to appreciate all the good things in their own backyard, and to support them when lockdown measures ease. “In future, once people are able to go back to their favourite café, go for a walk in our state parks and visit art galleries again,” Cr Edwards said. “We want people to tell us what their favourite thing about Moorabool is. Whether it’s cherry picking in Bacchus Marsh or visiting Lal Lal Falls, we have so many great attractions. “Not to mention amazing cafes, restaurants and local shops. Lockdown lowers pokies losses By Ewen McRae More than $10 million has been saved from gaming machines in Melton since the statewide COVID-19 lockdown came into efect. he Alliance for Gaming Reform said that $10.5 million, or about $185,000 a day, had been saved in Melton since the closure of gaming venues on March 23. Alliance chief advocate Tim Costello said while the widespread impact of the pandemic had been terrible, one positive had been more
money in the pockets of regular poker machine users. “We feel tremendously deeply for the people of Melton who have lost their jobs through this devastating crisis,” Reverend Costello said. “But the shutdown of poker machines in Melton has undoubtedly improved lives for many people for the better, and perhaps even saved local lives. “We’re hearing some great stories of how people are no longer worrying about how to pay their bills because they now have money in
their bank accounts instead of them being bled by poker machines. “his is the reality of the devastation poker machines wreak in Melton. hey are machines of addiction designed speciically to leech money from people, and also our economy.” Reverend Costello said it stood to reason that at least some of those savings were being spent locally, and said the situation presented a unique opportunity to create long-lasting changes. “Poker machines are an efective drain on

the Melton economy,” he said. “hey prevent people from having the money to not only pay their bills but to also do the little things in their community like buy a cofee and cake or a book from a local shop. “COVID-19 is presenting us with a unique opportunity to rethink the dire situation Australia has gotten itself into with the prevalence of gambling. “We can come out of this crisis with a real positive if we can signiicantly reduce gambling harm.”
COVID waste water project
Vandals have struck Moorabool sporting and recreation facilities, causing thousands of dollars damage in recent weeks. While all sports facilities are currently closed due to the COVID-19 pandemic, Maddingley Park and the Moorabool Regional Sports Hub (Bacchus Marsh Racecourse and Recreation Reserve) have both been damaged. At Maddingley Park, there has been damage to two rotundas, a seat and the rose garden. A chain mesh fence around the tennis club was cut, with rubbish and broken glass strewn everywhere. At the Regional Sports Hub, extensive damage has been inlicted on the new BMX track, leaving some sections requiring resurfacing. Moorabool mayor David Edwards condemned the damage, and said while the total cost was still being calculated it was an expense that could have been avoided. “Leaving aside the fact that the people doing this were breaking the state lockdown rules in place, to cause such damage and behave in this way is disgusting and idiotic,” Cr Edwards said. “I’d implore residents who witness anyone behaving in a suspicious manner or blatantly causing wilful damage to phone police and report it. “his is money that could be spent elsewhere. It’s incredibly frustrating to have to spend money ixing assets that are damaged or destroyed through these despicable acts.” A post on the Bacchus Marsh BMX Club’s Facebook page said while the restrictions on recreation activity across the state were easing, the track would be closed until repairs could be undertaken. “People have taken it upon themselves to visit our facility with remote-control cars and motorbikes destroying our track surface making it unsafe and unusable for BMX activities,” the post said. “As a club our volunteers will be holding many working bees to rectify the damage that is estimated at $15,000-$20,000 so we can resume club activities in the near future. Police are investigating both incidents.
Samples of wastewater from Sunbury and surrounding suburbs are being used in a project to monitor coronavirus. Western Water is taking weekly water samples from the Sunbury and Melton recycled water plants to be sent to a Melbourne laboratory where they will be stored until testing methodology is developed. According to Western Water, the project could provide health authorities with evidence of how efective measures to slow the spread of coronavirus have been. he Sunbury and Melton treatment plants cover a large cross-section of the Western Water service region including Sunbury, Diggers Rest, Melton, Eynesbury and Rockbank. Western Water’s acting chief operating oicer Paul Clark said although worldwide and local research indings had shown that detected traces of COVID-19 found in sewage and recycled water networks are not infectious, the project would provide key data for scientists to better understand the virus. “he community beneits of this project cannot be underestimated,” he said. “his research will help track and monitor the virus across our service region and allow scientists to gather information on how it behaves in the wastewater network. “It’s important that we use all the tools at our disposal to determine how this virus works and what we can do to protect customers and communities we serve.” Details: westernwater.com.au/ COVID-19 Jessica Micallef

Melton ready for build By Ewen McRae Melton council says it is ready to build, ater a recent state government announcement about kick-starting the economy post-COVID-19. he government recently said it would look to fast track major infrastructure projects across the state once it was safe to do so, as a way of helping the economy recover and get more people back to work. Melton mayor Lara Carli welcomed the news, and said there were several projects within the municipality that deserved consideration.

“We appreciate that the government is doing what it can to plan for the future, to stimulate the economy, and to create jobs at a time when these things are so greatly needed,” Cr Carli said. “here are so many important projects for the government to consider as part of this plan and among them are a number of critical priorities within the City of Melton. “As a council, we’re preparing for our rapidly growing population to reach half a million people in the next 30 years. “Right now and indeed in the future, our community needs more schools, more jobs, greater access to healthcare, and improved transport and road connections.” Council unveiled a long list of advocacy priorities in late-2019, and said many of these should be priorities for state government investment. “We are ready to help plan and deliver key projects including the Western Rail Plan,

Melton Hospital, Western Highway and Melton Highway upgrades, new and upgraded schools, and level crossing removals,” Cr Carli said. “Indeed, some of our projects can be shovel ready in just six months. growth and development, where services and infrastructure are planned and delivered in line with population growth. “I hope the state government will take this chance to invest in projects … which we know will transform Melbourne’s west into a thriving and diverse economic centre.”

No sign of media grants A federal government grants program aimed at supporting regional and community media outlets during the COVID-19 pandemic has been labelled as “inadequate” by Labor. Last month, the federal government announced a $50 million Public Interest News Gathering (PING) grants program in response to the economic impact of the coronavirus crisis on newsrooms across the country. But Labor’s communications spokeswoman, Michelle Rowland said the grants program – and its administration – proved the government was out of touch with the needs of the media industry. “he PING is late, it is inadequate, it is confused and it undermines press freedom and the public’s right to know by putting the minister at the centre of grants approvals for the fourth estate,” Ms Rowland said. Ms Rowland said the PING grants program was established almost a year ater the Australian Competition and Consumer Commission (ACCC) recommended the government replace its Regional and Small Publishers Innovation Fund with a targeted grants program. “he opening of the PING also comes over ive weeks ater Labor wrote to the deputy prime minister requesting COVID-19 relief funding for regional and community media. It will again be weeks before successful applicants are announced and funding lows,” she said.

Drivers not up to speed on risks By Tate Papworth here may be fewer cars on the road, but it hasn’t translated to drivers taking fewer risks, the Australian Road Safety Foundation (ARSF) has revealed. One third of drivers have admitted to taking increased road risks since the implementation of COVID-19 lockdowns, according to ARSF research into regional driver behaviour. ARSF believes the risk-taking is likely driven by the fact that half of the surveyed drivers believe the roads are safer under current conditions. According to the research, speeding is already the most common road rule broken, with three quarters of the drivers admitting to being heavy-footed. Under COVID-19 lockdown conditions, speeding ofences have increased by 18 per cent. Brimbank Highway Patrol Sergeant Bill Joannidis said while less cars on the road meant less ofenders, it had also resulted in a spike in excessive speeding. “he main thing we’ve seen is when traic is very low and the freeways are nice and clear, particularly in what is normally peak hour, people are going incredibly quick,” Sergeant Joannidis said. “We’ve had a number of impounds and very high speeds detected.” According to the ARSF, other risks being taken during lockdown include using a mobile phone while driving (14 per cent higher) and running a stop sign (six per cent higher). ARSF founder Russell White warned there is never an excuse to be taking risks on or around the roads. “Sadly, with fewer cars on the roads during coronavirus, we’re seeing an increase in bad driver behaviour, which is unacceptable,” Mr

White said. “Claims research from Suncorp Insurance between 2015 and 2019 shows that approximately 30 per cent of accidents occur in the driver’s own postcode, proving that even a short trip to the shops can be disastrous. “For every road death, another 35 Australians are hospitalised.”
he research also revealed that only two per cent of the surveyed drivers think about the safety of other road users when behind the wheel. In addition, more than three quarters of regional Victorian drivers admit to breaking a road law, with the most common excuses including not paying attention (39 per cent), a
brief lapse in judgement (35 per cent), or simply believing it was ‘safe’ to do so (20 per cent). While it is expected that the road toll would relect the minimal vehicles on the road, the national year-to-date road toll has only declined by 12.5 per cent compared to the same period last year.

A 20-year-old Tarneit man was last week clocked driving a Toyota Camry at 170km/h in an 80 km/h zone on Mount Cottrell Road in Mount Cottrell. Despite plenty of uncertainty in the real estate market, the Woodlea estate has a lood of prospective buyers. he estate released 11 new townhouses to the market recently – six were snapped up on the day of release, and more than 100 buyers are now on the waitlist for the remaining ive. Woodlea marketing manager Lora Armstrong said the level of demand experienced was unexpected in the current climate. “We expected the townhouse release to be a popular choice amongst buyers but this release exceeded our expectations and deied market conditions,” Ms Armstrong said. “We experienced the highest number of
registrations for any townhouse release to date.” In addition to the strong townhouse release, Woodlea has also had a 300 per cent increase in titled land sales. “We are seeing an increasing trend of people wanting to get in now and secure titled land as they have their inances ready to go and want to start building; they don’t want to wait for the block to settle which can take 12-18 months for untitled land,” Ms Armstrong said. Our volunteers are always special to us, particularly during times of crisis when Council programs such as food services and social support are in high demand – and as part of National Volunteer Week, we say thank you. The work of our volunteers makes a big difference to so many people’s lives, from helping someone learn English, to encouraging a young person to reach their full potential through our youth mentoring program. Some even share their creative and cultural skills at our Neighbourhood Houses, or provide transport or assistance at our seniors’ centres or Men’s Sheds. In the past year, more than 120 Council volunteers have given 5000 hours of their time to help ensure these meaningful programs can reach our residents. Every day, our volunteers add value to Council programs with their expertise, compassion and dedication. Similarly, other volunteers, including those in emergency services, food banks, sporting clubs, service clubs, and charities, have an immeasurable impact on life in the City of Melton.

Lake Street refresh Reconstruction works to Lake Street, between Caroline Springs Boulevard and Garretty Road, have just been completed under Council’s road renewal program. The project included replacing the road pavement with a thicker asphalt surface which has created a

Triple-0 always on duty Ambulance Victoria is urging people not to be afraid to call triple-0 in an emergency, following a signiicant drop in demand for paramedics as a result of the COVID-19 pandemic. Ambulance Victoria metropolitan regional director Chris James said that while people should be applauded for seeking help from their GP or pharmacist when they are unwell and don’t need an ambulance or hospital care, those in the community with pre-existing conditions should not let the pandemic deter them from calling for help. “We are concerned, particularly for the elderly and those with pre-existing heart or respiratory conditions who may need us but aren’t calling triple-0,” Mr James said. “We’ve seen around a 30 per cent decrease in call-outs in recent weeks and are concerned that members of the community may be frightened

to call an ambulance for fear of COVID-19, or just don’t want to be a burden on us during a pandemic. “If people have health concerns, such as an onset of shortness of breath, chest pains, facial drooping or weakness, for example, they must dial triple-0. “Every second counts when it comes to respiratory or cardiac conditions, or stroke. If a patient doesn’t need a lights and sirens ambulance, we will ind the right care for that patient at that time.” Mr James said Ambulance Victoria has been
preparing for COVID-19 since mid-January and had enough ambulances and paramedics to meet demand. “Remember that our paramedics have the right equipment to keep themselves and their patients safe from all types of infection, including COVID-19, as do our hospitals. Our ambulances and emergency departments are safe places to be,” he said. Mr James also encouraged people to check in on elderly relatives, neighbours or friends via the phone and make sure they know that Ambulance Victoria is here for them. “he bottom line is, people with serious conditions need to call triple-0. Ambulance Victoria has always and will always be there for people in their time of need,” he said. “here’s a time to be stoic, and it’s not during a health emergency.”
Funding boost to tackle family violence Djerriwarrh Health will receive a funding boost to help combat family violence in the region as a result of the COVID-19 pandemic. Melton MP Steve McGhie announced on his Facebook page last week that the health service would receive the funding as part of the state government’s response to the crisis. “Djerriwarrh Health Services have been given extra funding of almost $38,000 for family violence services during this diicult time,“ Mr McGhie said. “For some in our community, home is already an unsafe place. Sudden unemployment, extended periods of isolation and the family at home together can contribute to a heightened risk of family violence. “he Andrews Labor government is ensuring women and children escaping family violence have a safe place to go and the support they need during the coronavirus pandemic.” he funding is part of $3 million which will be provided to health services across the state over the next two years to help them deal with increased demand for support. Family Violence Minister Gabrielle Williams said that the funds were a vital part of the government’s broad coronavirus response. “Research shows that during times of crisis, family violence can increase,” Ms Williams said. “It is more important than ever that the health services that support women and families continue to have the resources they need to keep Victorians safe.” Ewen McRae

Nurses answer the call Western Health has bolstered its nursing staf as it continues to help battle the COVID-19 pandemic. More than 100 nurses at Western Health have taken part in a series of training programs giving them the skills to work in the intensive care unit. A further 20 nurses completed a course to work in emergency department triage and more than 50 subacute nurses refreshed their skills to care for more acute patients. She’d previously worked as an ICU nurse and used the program to refresh her skills. “I’d worked in ICU for about 13 years – it’s like riding a bike, I don’t think you really forget it,” Ms Lennon said. “I’d always wanted to go back to help … I’ve got skills why not use them? “When this opportunity came up I jumped at it.” Ms Lennon said the one thing that struck her was how much better equipment has become. “Medicine moves so quickly, but one thing I’ve noticed is that the equipment that’s used
now is more modern and is actually easier to use. I’m just so happy to be able to get out there and help.” Fellow nurse Jessica Wren works in acute aged care at Western Health. When the COVID-19 pandemic hit, she enrolled to expand her skills for both the emergency department and ICU. “I’m the kind of person who likes to keep learning so this was a great opportunity,” Ms Wren said. “I’d actually been looking into doing some postgraduate training just as the pandemic started.”
Moorabool council will investigate if it can carry a zero rate increase in its 2020-21 budget. A drat budget was put to council at its May 6 meeting, with plans to begin community consultation following the meeting. However, a motion from Cr Tom Sullivan to see what efects retaining the current rates would have on the budget bottom line was passed by council. Council oicers will now investigate before a new drat budget is put forward. he initial budget included a two per cent rate increase, in line with the current rate cap from the state government. “he two per cent, I know it may be small, but at least it shows faith with the community that we are tightening our belt as well,” Cr Sullivan said. An estimate from council oicers predicted a reduction in rate revenue of about $630,000 if a zero rate increase was adopted. he drat budget included plans for a number of capital works projects over the next 12 months, including the Ballan Recreation Reserve Pavilion ($3.25 million), the Bacchus Marsh Indoor Recreation Facility ($2.6 million) and stage one of construction on the Ballan Depot ($1.75 million). Changes to recycling disposal across the state and an increase in landill levies will result in an increase in the overall waste collection charge, from $187 to $211. Ewen McRae

the Koleos compared to many vehicles in this class may prove a bit of a hassle for some people when getting in and out. On a positive side, once you’re in there the view out is very good. On the road Koleos is a capable enough vehicle with good, but unexciting, performance. We found it needed a bit of urging to climb steepish hills without losing momentum. Suspension is a little harsh and relatively irm without making the ride uncomfortable. Steering is light and direct. Handling is good. On the motorway Koleos cruises comfortably despite its fairly modest outputs and with enough pulling power to cope comfortably with the occasional hills. Fuel consumption is listed at 8.3 litres per 100 kilometres for the Intens AWD. We averaged 10.3 L/100 km during our week-long test, acceptable enough for a fairly large SUV.
