Helping the community A ixture of Brimbank’s trade community is offering a helping hand in trying times. Family-owned D. & H. Hardware has been located on Glengala Road, Sunshine for 40 years. During that time there’s been plenty of ups and downs, but store manager Arthur Palioudis said the philosophy remains the same. “We’ve been here for 40 years and we want to be around for another 40 years,” he said. “There’s probably not a house in the western suburbs that doesn’t have at least a screw in it that came from here. We want to continue to help the community, even through these trying times.” The store has adapted its service model to continue trading during the COVID-19 pandemic. It’s offering customers in the western suburbs free delivery on items with no limits, online and phone ordering, and a dedicated drive-through pick-up service. McDonald’s closes stores By Tate Papworth hree McDonald’s restaurants in Brimbank are among 12 across Melbourne’s north-west to be shut down for deep cleaning following a truck driver testing positive to COVID-19. Restaurants closed are Taylors Lakes, Calder Highway northbound/outbound and southbound/inbound, Sunbury, Melton East, Campbellield, Riverdale Village, BP Rockbank Service Centre outbound, Laverton North, Yallambie, Hoppers Crossing and Sandown. A McDonald’s spokesperson on Sunday

night said the truck driver was employed by an external service provider and had made deliveries to the 12 restaurants, interacting with a small number of employees at each store, while asymptomatic. No other employees had tested positive for the virus. “Potential close contacts and employees who have worked speciic shits during and ater the truck driver’s delivery have been instructed not to return to work for 14 days and advised to be tested,” a McDonald’s spokesperson said. “Out of an abundance of caution, we have

made the decision to close and conduct a deep clean of 12 restaurants.” According to Department of Health and Human Services igures, the number of active COVID-19 cases across Brimbank had dropped to eight as of Sunday, bringing the overall total of cases within the municipality to 60. he number of cases linked to the outbreak at Brooklyn-based abattoir Cedar Meats hit 99. Last week, Victoria’s chief health oicer Brett Sutton conceded the cluster, which included 90 infections of 64 staf and 26 close, contacts could have been handled better.

“It’s pretty clear it’s been an explosive outbreak in terms of numbers,” Professor Sutton told 3AW. “I think two linked cases is enough to shut a place down. Maybe we shouldn’t have waited for a third linked case.” It followed conirmation that WorkSafe would be investigating the site, looking speciically at whether social distancing measures were in place and if workers were provided with appropriate personal protective equipment. Cedar Meats general manager Tony Kairouz said he welcomed the WorkSafe investigation.

Sunshine alliance’s call to arms By Tate Papworth A new community activist group is hoping to harness the power of the people to tackle shared issues and improve the Sunshine community. he Greater Sunshine Community Alliance (GSCA) encompasses Sunshine and neighbouring suburbs; Sunshine North, Sunshine West, Albion and Ardeer. Sunshine has been identiied as a priority precinct and the alliance wants to be sure that the voices of those that live in and around Sunshine are not lost during the development and rapid growth of the area. Mr Torsi encouraged people and groups from across the political spectrum to consider becoming a member, but said it was important they leave their politics at the door and focus on community-led priorities and actions. “We are local people that want to help build a greater Sunshine. We really believe that the only way we can do that is by leaving politics at

the door and working together,” he said. “here is a gap and a real need for greater community voice and inluence over the big decisions that are being made about the future of Sunshine.” he alliance is supported by founding groups, Albion Action Group, Albion and Ardeer Community Club, Duke St Neighbourhood House, Friends of Maribyrnong Valley and the Melbourne Airport Community Action Group. Cafes offer ray of sunshine Local cafes and restaurants may be doing it tough, but that hasn’t stopped Sunshine traders banding together to help out Brimbank’s healthcare workers. he #URMYSUNSHINE campaign aims to send 500 lunches to healthcare workers across May and June. As part of the campaign, which runs for 10 weeks, 50 lunches will be delivered to the staf at Sunshine Hospital every Tuesday. Each meal will be prepared, packed and delivered by huan An Restaurant and Cafe Mambo, two local restaurants who have thrown their full support behind the campaign.

Sunshine local Phong Pham organised the campaign and said it was the least that could be done. “While everyone is staying at home to keep their loved ones safe, our healthcare workers continue to bravely present themselves at hospitals and medical centres across Melbourne to help those who are ill,” he said. “As a gesture of appreciation, there have been many successful campaigns such as Feed Our Heroes and Shout A Meal that gave away free meals to large hospitals like he Alfred or Royal Melbourne Hospital. Inspired by these hopeful stories, the local people and businesses

of Sunshine are bringing the ‘supportive meals’ movement to our beloved Sunshine Hospital.” Mr Pham called on the public to help the project continue by making a donation. “We will provide a full lunch for every $10 donation we receive,” he said. “hat means our goal is to raise $500 every week to buy 50 meals for a whole hospital department.” As of last week, a total of $4305 of the $5000 goal had been raised. More than 600 suburbs across the country now have more than 50 per cent 5G coverage. Brimbank Meals on Wheels doubles deliveries to support vulnerable Council’s Meals on Wheels service delivered more than 5,880 meals in April to homes in Brimbank that needed extra support during the COVID-19 emergency – more than double what was delivered to homes over the same month last year. The meals were sent out to older people and people with disability that were required to self-isolate to stay safe during this health emergency. For 86-year-old St Albans resident Richard Turner

carrying on during COVID-19 has been a lot less stressful thanks to his weekly Meals on Wheels service and support from his family. ‘I’m looked after pretty well. I get four meals a week, 95 per cent of them are great, and home help each fortnight from Council,’ the great grandfather said. Essential services, like Meals on Wheels have been boosted by Council staf whose normal roles have been afected by COVID-19 restrictions.

Since mid-April, 18 Council leisure centre staf have taken on alternative duties including delivering meals and parks and maintenance to help meet the demand for these services. Brimbank Mayor, Cr Georgina Papafotiou recently visited Council’s frontline workers who were delivering these meals to thank them personally.

Lockdown brings pokies savings By Tate Papworth A massive $22.3 million has not been fed into gaming machines at pubs and clubs in Brimbank since the COVID-19 pandemic forced a shutdown of venues. Alliance for Gambling Reform chief advocate Tim Costello said the savings, which equates to almost $400,000 a day, showed what a blight poker machines are on the municipality. “It has been awful reading about the lives lost to COVID-19 around Australia, and my heart goes out to the people who have been afected,”

saved local lives. “We’re hearing some great stories of how people are no longer worrying about how to pay their bills because they now have money in their bank accounts instead of them being bled by poker machines.” He said a rethink of how the industry starts back up ater the crisis is imperative. “COVID-19 is presenting us with a unique opportunity to rethink the dire situation Australia has gotten itself into with the prevalence of gambling,” he said. “Australians lost $25 billion gambling last

year, the highest rate of losses per head in the entire world. “We can come out of this crisis with a real positive if we can signiicantly reduce gambling harm. hat will not only save families and individuals from inordinate pain – including family violence, mental ill-health and homelessness – it will provide billions of dollars to be spent in our economy at a time when we need it most. “We want to see pubs and clubs thriving once more with people gathering for a meal with loved ones, and watching music or comedy.”

Eager golfers lock to the green Brimbank golfers locked to the greens at Keilor Golf Course last Wednesday as the state government started winding back COVID-19 restrictions. Last Monday, Premier Daniel Andrews announced the irst “small steps” in relaxing measures. Under the new rules, people can have ive visitors to their house, as long as they are close family and friends. Ten guests are now allowed to attend weddings, while funerals have been expanded to 20 mourners. he new rules are also good news for the real estate sector, with 10

people now allowed to attend an open house inspection. Outdoor recreational activities have also been expanded to groups of 10, and ater a very public debate, golf is back. Keilor Golf Club manager Jack McDonald said golfers were chomping at the bit to get back onto the green. “he demand for golf has certainly gone up … the phone was ringing of the hook that irst day and our tee times were illed up for the Saturday,” Mr McDonald said. “We’ve had to implement a no walk-in policy, so people have

to book, which has been going quite well.” Mr McDonald said a number of distancing measures had been put in place around the club. “We’ve set up hubs around the course to help people keep distance and make sure groups aren’t congregating in places,” he said. “If players are bored before their tee time we ask them to wait in their cars … it’s all about managing traic.” he new restrictions will remain in place until at least the end of May.

Brimbank council staf members may not be able to carry out their normal jobs, but that hasn’t stopped them lending a helping hand. With the introduction of COVID-19 restrictions, many council-operated facilities such as leisure centres were forced to close, leaving staf in limbo. But rather than stand down the employees, the council has redeployed them. Drivers not up to speed on risks By Tate Papworth here may be fewer cars on the road, but it hasn’t translated to drivers taking fewer risks, the Australian Road Safety Foundation (ARSF) has revealed. One third of drivers have admitted to taking increased road risks since the implementation of COVID-19 lockdowns, according to ARSF research into regional driver behaviour. ARSF believes the risk-taking is likely driven by the fact that half of the surveyed drivers believe the roads are safer under current conditions. According to the research, speeding is already the most common road rule broken, with three quarters of the drivers admitting to being heavy-footed. Under COVID-19 lockdown conditions, speeding ofences have increased by 18 per cent. Brimbank Highway Patrol Sergeant Bill Joannidis said while less cars on the road meant less ofenders, it had also resulted in a spike in excessive speeding. “he main thing we’ve seen is when traic is very low and the freeways are nice and clear, particularly in what is normally peak hour, people are going incredibly quick,” Sergeant Joannidis said. “We’ve had a number of impounds and very high speeds detected.” According to the ARSF, other risks being taken during lockdown include using a mobile phone while driving (14 per cent higher) and running a stop sign (six per cent higher). ARSF founder Russell White warned there is never an excuse to be taking risks on or around the roads. “Sadly, with fewer cars on the roads during coronavirus, we’re seeing an increase in bad driver behaviour, which is unacceptable,” Mr

White said. “Claims research from Suncorp Insurance between 2015 and 2019 shows that approximately 30 per cent of accidents occur in the driver’s own postcode, proving that even a short trip to the shops can be disastrous. “For every road death, another 35 Australians are hospitalised.”

he research also revealed that only two per cent of the surveyed drivers think about the safety of other road users when behind the wheel. In addition, more than three quarters of regional Victorian drivers admit to breaking a road law, with the most common excuses including not paying attention (39 per cent), a

brief lapse in judgement (35 per cent), or simply believing it was ‘safe’ to do so (20 per cent). While it is expected that the road toll would relect the minimal vehicles on the road, the national year-to-date road toll has only declined by 12.5 per cent compared to the same period last year.

Allegedly stolen items valued between $200,000 and $300,000 were recovered during a warrant at a St Albans property on Wednesday. Speedster nabbed Brimbank and Melton Highway Patrol members teamed up to target trafic offending in both the Brimbank and Melton areas last week. While Brimbank was pretty quiet, a driver was clocked going at 157km/h on the Western Freeway in Melton West. The vehicle was towed and a court date booked for the driver.

Truck ire More than a dozen ireighters put out a truck ire in Sunshine West on May 9. Crews were called to Fairbairn Road at 3.13am, following reports of a B-double truck ire. Our volunteers are always special to us, particularly during times of crisis when Council programs such as food services and social support are in high demand – and as part of National Volunteer Week, we say thank you. The work of our volunteers makes a big difference to so many people’s lives, from helping someone learn English, to encouraging a young person to reach their full potential through our youth mentoring program. Some even share their creative and cultural skills at our Neighbourhood Houses, or provide transport or assistance at our seniors’ centres or Men’s Sheds. In the past year, more than 120 Council volunteers have given 5000 hours of their time to help ensure these meaningful programs can reach our residents. Every day, our volunteers add value to Council programs with their expertise, compassion and dedication. Similarly, other volunteers, including those in emergency services, food banks, sporting clubs, service clubs, and charities, have an immeasurable impact on life in the City of Melton.

Thank you once again to all local volunteers for your outstanding contribution to our community. We support our volunteers by offering quality training, ensuring staff are always on hand to help, matching the right people to the right role and guiding volunteers to ensure they have a positive experience. Lake Street refresh Reconstruction works to Lake Street, between Caroline Springs Boulevard and Garretty Road, have just been completed under Council’s road renewal program. The project included replacing the road pavement with a thicker asphalt surface which has created a

Triple-0 calls drop during COVID “We are concerned, particularly for the elderly and those with pre-existing heart or respiratory conditions who may need us but aren’t calling triple-0,” Mr James said. “We’ve seen around a 30 per cent decrease in call-outs in recent weeks and are concerned that members of the community may be frightened to call an ambulance for fear of COVID-19, or just don’t want to be a burden on us during a pandemic. “If people have health concerns, such as an onset of shortness of breath, chest pains, facial

Nurses answer the call By Tate Papworth Western Health has bolstered its nursing staf as it continues to help battle the COVID-19 pandemic. More than 100 nurses at Western Health have taken part in a series of training programs giving them the skills to work in the intensive care unit. A further 20 nurses completed a course to work in emergency department triage and more than 50 subacute nurses refreshed their skills to care for more acute patients. As part of preparations for the coronavirus pandemic, the training included face-to-face and online learning, and the opportunity to shadow other nursing staf during their shits.

She’d previously worked as an ICU nurse and used the program to refresh her skills. “I’d worked in ICU for about 13 years – it’s like riding a bike, I don’t think you really forget it,” Ms Lennon said. “I’d always wanted to go back to help … I’ve got skills why not use them? “When this opportunity came up I jumped at it.” Ms Lennon said the one thing that struck her was how much better equipment has become. “Medicine moves so quickly, but one thing I’ve noticed is that the equipment that’s used now is more modern and is actually easier to use. I’m just so happy to be able to get out there

learning so this was a great opportunity,” Ms Wren said. “I’d actually been looking into doing some postgraduate training just as the pandemic started. “As well as learning new skills in this program … it’s also been a really good refresher of the basics I learnt at university.”

No sign of media grants A federal government grants program aimed at supporting regional and community media outlets during the COVID-19 pandemic has been labelled as “inadequate” by Labor. Last month, the federal government announced a $50 million Public Interest News Gathering (PING) grants program in response to the economic impact of the coronavirus crisis on newsrooms. But Labor’s communications spokeswoman, Michelle Rowland said the grants program – and its administration – proved the government was out of touch with the needs of the media industry. “he PING is late, it is inadequate, it is confused and it undermines press freedom and the public’s right to know by putting the minister at the centre of grants approvals,” Ms Rowland said. “he minister should have no role in determining winners and losers when it comes to the survival of media outlets.” “he opening of the PING also comes over ive weeks ater Labor wrote to the deputy prime minister requesting COVID-19 relief funding for regional and community media. It will again be weeks before successful applicants are announced and funding lows,” she said. “he media is essential, not a service that should go into hibernation during COVID-19. Unfortunately, we have already seen suspensions and closures of local news gathering as a result of indecision, incompetence and delay by the Morrison government.”

COVID-related NBN scam warning By Tate Papworth he operator of the National Broadband Network is urging Australians to be extra vigilant about their online security following a sharp increase in predatory scammers attempting to steal personal details and commit fraud. he COVID-19 pandemic has resulted in large numbers of people working, studying, shopping and socialising online. But scammers are also increasing their eforts to steal people’s personal or inancial details.

NBN Co chief security oicer Darren Kane said scammers are using people’s reliance on connectivity at this time to mislead people into thinking that their NBN service will be disconnected if they do not provide a ‘technician’ with online access to their computer. “As we spend more time online, it is important we do not become complacent when it comes to online security as scammers prey on human emotions, like fear and uncertainty, to trick people,” he said. “Unfortunately, in times like this, phishing emails and scams soon follow as

they try to take advantage of the disruption and uncertainty. “With scammers increasing their eforts to use COVID-19 to steal people’s personal or inancial details, we are starting to see the emergence of NBN-related COVID-19 scams, so we are working with agencies like Scamwatch to continue to monitor the situation and alert the community.” Mr Kane said there were a number of protocols households can put in place to avoid falling victim to a scam. “We want to remind everyone to never give an unsolicited caller

A new brew-ha When the bars and pubs shut, Footscray’s Hop Nation Brewery pulled together beers made by struggling local independent brewers to home deliver packs of “Communitinnies”. he brewery was started six years ago by friends Sam Hambour and Duncan Gibson. Mr Hambour said the pair had to quickly rethink their business model ater the coronavirus shutdown. “We closed our bar at the brewery and over half of our customers, as in bars and restaurants, also shut their doors,” he said. “So, all our keg product didn’t have a home. “Some of our canned product still had bottle shops but many of our customers were unable to trade, so we didn’t have a usual supply chain from the people that bought our beer. “Overnight, more than half our business was not able to run.” hey started home-delivering packs of mixed beers dubbed Quarantinnies, which evolved

into Communitinnies. his was accompanied by a social media campaign urging people in isolation to “Go on a virtual brewery crawl and help with #KeepingLocalAlive!” “hink of it like an advent calendar for some prolonged time at home,” the campaign went. What council services are continuing in Brimbank? While some things may have changed, Council’s essential services are continuing across Brimbank to help keep our community safe and resilient. • We are supporting older and vulnerable people within our community by continuing to provide at-home care visits, including respite care, personal care, home maintenance and Mealson-Wheels. • Maternal and child health services are ofering consultations over the phone, and keeping in-person consultations to 15 minutes for babies aged 0-8 weeks.

Parents can weigh their babies in our waiting room, to help limit physical contact during an appointment. • Our infant immunisation service is also continuing to support parents and babies, with some changes in place to ensure social distancing is practised. • Household waste collection is continuing, including one ‘no charge’ hard rubbish collection per residential household available each inancial year (1 July – June 30). Capital Works Works underway

• Kevin Flint Memorial Reserve sportsground lighting upgrade – Council, in partnership with Cairnlea Soccer Club, has recently completed the upgrade of sportsground lighting to LED at the two soccer ields at Kevin Flint Memorial Reserve, thanks to Federal Government funding.

• Hampshire Road Master Plan Stage 3 Upgrade - Civic Green – Works are progressing well on the $5.85 million project to create a new Civic Green on Hampshire Road in Sunshine. This new civic green will transform the heart of Sunshine, beneitting local traders and the community. Since works started in February 2020, signiicant progress has been made in upgrading and relocating underground assets.

• Dalton Street Reserve Stage 2 suburban park upgrade, Sunshine West – Dalton Street Reserve has recently been upgraded, including a new circuit path with outdoor gym equipment, half basketball court, naturebased play area, additional seating and tree planting. The works were completed by Council thanks to $200,000 funding from the Victorian Government’s Community Support Fund. • Moorland Park Neighbourhood Park Upgrade, Cairnlea – This $100,000 upgrade to Moorland Park includes new play equipment, a new triple swing and a reinish of park furniture and paving. • West Esplanade Shared User Path (Stage 2) – Council has completed a path for shared use by cyclists and pedestrians in St Albans. This $135,000 project is part of the Sydenham Rail Corridor Bicycle track network and runs along West Esplanade, between Ruth Street and Margrave Street.

• Alfrieda Street Civic Plaza Project – Update – The St Albans Town Centre is currently a hive of activity with works on the $1.67 million Alfrieda Street Civic Plaza underway. This soon-to-be unveiled space will be an exciting place for people to meet and socialise, as well as being a new cultural and event gathering space. • Errington Reserve, St Albans – Council is nearing completion of a $4.3 million sports and community pavilion and new tennis courts, which will replace the existing pavilion. Paving works are currently underway around the building, the ceiling has been put in, and looring inishes are near complete along with the kitchen it out. The tennis courts, valued at $1.9 million, have reached the end of construction, including lighting, landscaping and planting.

• Albion Station Western Access Improvements – Works have been completed adjacent to Albion Station to improve access and safety around the station. These $600,000 works have created a raised pedestrian crossing with lashing lights, new roundabout, road and footpath upgrades and tree planting and landscaping.

Highlights of recently completed road projects: Rehabilitation works completed: • Murray Street between Nina Street and Allison Street, Sunshine West

Intersection improvement works completed: • Devonshire Road and Alexandra Avenue, Sunshine Roundabout construction works completed: • A new roundabout at the intersection of Blanche Street and Lawrence Street, Ardeer is one of four new roundabouts that have recently been completed in Ardeer.

• Selwyn Park - new change rooms – Council is constructing a new change room block to replace the existing sport change rooms at the reserve. The change room is a modular building, which is a irst for a sports building in Brimbank. Construction on the project started in April and is due to inish in September. This project is part of the $850,000 Rolling Female Friendly upgrade program in the Sports Facility Development Plan. • Roseleigh Reserve Suburban Park Upgrade, Sydenham – Roseleigh Reserve will soon be a wonderland for kids, with a maze garden, castle and baby dragons, thanks to a new $450,000 upgrade. The upgraded park includes a large castle structure, multiple swing set, see-saw and rotating play units. A second play space is centred on a medieval theme and includes a giant Excalibur sword and a large dragon head with baby dragons cracking out of their shells. The new landscape will feature a maze garden and picnic areas along with benches and seats, as well an upgraded circuit path with newly planted trees.

• East/West shared user path works – Station Road to McKechnie Street, St Albans – Council has started construction of a $500,000 shared user path for cyclists and pedestrians, which will connect Kororoit Creek in Deer Park to the Western Ring Road Trail. This link will provide a safe and attractive path to encourage alternative modes of transport such as walking and cycling. It will also connect residents from Cairnlea and Albanvale to Victoria University and St Albans Town Centre, by creating a muchneeded connection between McKechnie Street, St Albans (near Victoria University) to Station Road, Cairnlea. The irst stage of construction is at Egret Crescent, Cairnlea. Construction is anticipated to be completed by mid-year. • MB Lynch Memorial Gardens Upgrade – Council is upgrading MB Lynch Memorial Gardens on Hampshire Road, with works including pathways, seating, feature lighting, shade trees, lawn areas, interpretive signage and new garden beds. These $800,000 works are expected to be completed by mid-2020. • Barclay Baseball Field – Council is reconstructing the main synthetic baseball ield at Barclay Reserve, with completion expected by mid- 2020. Works are currently underway on the surface to prepare the ground prior to the installation of the new synthetic ield. This project is part of the $900,000 rolling sports surface/ ground reconstruction program in the Sports Facility Development Plan.

Recent improvements

• JR Parsons Tennis Courts – Council is reconstructing two tennis courts at the Sunshine Park Tennis Club. The new courts will have a hard court surface installed. Initial demolition works have been completed onsite, and more preparation works will take place in coming weeks, with works expected to be completed by mid-June 2020. This project is part of the $900,000 rolling sports surface/ground reconstruction program in the Sports Facility Development Plan.

Looking forward • Dempster Park Tennis – Upgrade works will include resurfacing two tennis courts with synthetic grass and extending the courts to provide a walkway between them. The tender has recently closed with an appointment of a contractor in the coming weeks. Construction is planned to start soon after. The project is funded by Council, North Sunshine Tennis Club, Tennis Australia and the Federal Government’s Stronger Communities Programme. • New sports pavilions – Three new sports pavilions will be built at More Park, Ardeer; Delahey Reserve, Delahey and Bon Thomas Reserve, Deer Park. These pavilions will include a social space, kitchen, toilets, change rooms, irst aid rooms and storage. Tenders for these three projects are either being advertised, or will soon be awarded. Construction is expected to start in mid-2020.

Leisure centre staff keep parks network thriving Council’s leisure centre staf are helping to keep Brimbank’s parks looking great for the community while doors to the centres have been closed to the public during the COVID-19 pandemic.

A total of 18 leisure centre staf have taken on alternative duties since mid-April, including in parks and maintenance, and working in community care delivering Meals on Wheels to older and more vulnerable people across Brimbank.

A major attack on local chemical factories producing Agent Orange components will be launched with Sunshine support, a solicitor told he Advocate last week.

ICI Australia, one of the largest manufacturing companies in the western suburbs, has warned of possible job losses as a result of poor economic performance for the past six months.

Plans to build a 23-metre high minaret in a suburban street has sparked outrage among neighbouring residents. Residents of President Road, Eaton Court and surrounding streets in Deer Park have objected to an application by the Australian Bosnian Islamic Centre (ABIC) to build the minaret, as part of plans for an existing mosque at 283-285 Station Road.

While Brimbank council is spruiking one of the lowest rate rises around at 4 per cent, residents living in Keilor North, Ardeer and Sunshine may not be so pleased, with their rates bill to rise by more than 10 per cent.

By Tate Papworth Western Health staf working on the frontline in the ight against COVID-19 won’t lack personal protective equipment. St Albans’ generous Quang Minh Temple community recently donated 10,000 medical masks, 5000 gloves and 50 plastic protection masks to Western Health and local nursing homes. Dr Nhan Phuc Pham said the community didn’t want doctors, nurses or health care workers to go without masks and were concerned when they heard about a lack of supply.

Residents ready to rally By Tate Papworth Kealba residents are again preparing to ight a proposed development at the former Kealba Secondary College site. Last year, hundreds of residents protested against a development which included more than 200 townhouses and apartments. he application received more than 700 objections and was knocked back by the Brimbank council. he developer appealed to VCAT in October, which upheld the council decision and raised a number of concerns with the plans. An appeal against the VCAT decision was to be heard later this year, but the developer has now listed new plans for council consideration.

Call to defer council elections he Municipal Association of Victoria is calling for the Victorian local government elections to be deferred for 12 months. he elections were due to be held in October, but MAV president Coral Ross said with COVID-19 restrictions in place, a deferment is needed. “We are calling on the state to legislate the deferral by no later than the end of May so as to avoid unnecessary cost to councils and to provide the community with certainty,” Cr Ross said. “We acknowledge that there are both pros and cons to deferring the election, but in our view the pros far outweigh the cons. In the current climate, community health and safety must be the overriding consideration.” She said that holding an election at such a time would be irresponsible. “Councils do not want to put residents, council candidates, electoral oicers and scrutineers at risk by proceeding with the elections this year. “Given the economic implications of coronavirus for councils, it is also critical that councils stay focused on organisational recovery and future planning, rather than election campaigning. “A 12 month deferral would allow for fairer elections and also enable the state and councils to implement important reforms provided for by the Local Government Act.” Tate Papworth

Pregnancy clinic gives parents hope West Footscray’s Sharon and Chris Reay have shared their experience of heartbreak and hope in a bid to help others at high risk of losing their baby. he pair share a healthy 18-month-old daughter Ellie, who was delivered at 37 weeks at a clinic at Frances Perry House. Hailed as the irst of its kind in Melbourne’s private sector, the clinic helps women who have experienced a stillbirth or loss of an unborn child or who are at high risk of having a preterm delivery. Ms Reay credits the clinic’s Preterm Birth and Pregnancy Loss Group, run by obstetricians Scott Shemer and Mark Umstad, for giving her the “greatest git” – the birth of her daughter.

Ms Reay had her irst pregnancy soon ater getting married. When due for her 20-week scan, some bleeding occurred. She said she rang and subsequently visited her GP, and was told to proceed with the scan. “We came back home and I just told my husband that I’m not feeling right about this, so called the hospital,” Ms Reay said. “Within probably 10 minutes of us being there [at the hospital], my waters broke.” Ms Reay sufered a condition known as cervical insuiciency, or short cervix. “To this day, I kind of have blanked out that hour of my life,” she said. “hey moved us … to, they call it the Butterly Room, which is where all the babies

that they know are not going to survive … all the mums get sent there to have their babies. “My husband and I, we had our baby boy. His name was Oscar.” he couple decided to go through Frances Perry House with their second pregnancy. At her 21-week appointment, Ms Reay was advised by Dr Shemer to get a cervical stitch. “To this day, I always tell him that he’s given me my greatest git and he’s literally saved Ellie’s life,” she said. “What Scott and Mark Umstad … are trying to do by promoting this service is actually going to change so many people’s lives and will save so many babies.”

Bibliophile’s unite, the Brimbank council wants your help to shape it’s library collections. It takes an army Each May, volunteers from the Salvation Army hit the streets of Melbourne with donation tins to raise money for the annual Red Shield Appeal. But the coronavirus crisis has forced this year’s doorknock online, writes Laura Michell. he annual appeal is the Salvation Army’s main fundraiser, with donations going towards the organisation’s social and community services. Craigieburn Salvation Army captain Pete Brookshaw says the Salvos made the decision to hold a digital fundraiser this year because the COVID-19 pandemic meant volunteers wouldn’t be unable to door knock or collect donations at shopping centres and key intersections. He is urging anyone who is able to make a donation to do so online. “he Salvation Army always lends a hand to the most vulnerable in our community, so even though these are diicult times, our aim is to ofer hope and support to people in need,” he says. “Right now, we are working with our local community, as we have always done, to ensure that we leave no one in need.” he Salvation Army runs a number of initiatives to support the Craigieburn community, including a breakfast program at four schools, community lunches, a food van, and welfare services. Mr Brookshaw estimates that the Craigieburn Salvos served 20,000 cheese toasties to school children last year. He says the demand for help has increased each week as more people begin to experience inancial pressure as a result of the pandemic. “Our welfare service is busier than ever. “We have new people accessing our service who have not done so before. We welcome anyone who is in need to give us a call as this is a diicult time for people.” he Wyndham Salvation Army is experiencing a similar surge in demand for help. We’re an essential service,” Mrs Abram says. “We have been doing online [food] vouchers for people who access our support and don’t have transport. “We are seeing people who have never had to access services before, they have never been on welfare before – it is an unknown for them.” Mrs Abrams says the Red Shield Appeal is more important this year than ever before. “More than ever, we need people’s continued generosity,” she says. “We are struggling as a lot of our income

We are really calling for every community group to get on board, as well as individuals.” According to Salvation Army Lieutenant Star Conlife, the Red Shield Appeal allows the Salvos to target their support programs to meet the needs of their local community. Ms Conlife says the Hobsons Bay Salvos used money raised last year to construct a small food trailer to help out with their food relief program. While construction of the trailer was put on

hold as a result of COVID-19, the Salvos are hopeful it will be up and running soon. Ms Conlife says social distancing has forced the Hobsons Bay Salvation Amry to rethink how it ofers support to the community. Life’s never bin better Putting the bins out has never looked so good. Star Weekly put a call out on Facebook asking for photos of residents who have dressed up to take out their bins during the coronavirus pandemic. We were overwhelmed with the response and loved seeing all your photos. Sally Hanley said that she dressed up as a dinosaur to put out her bins. Ms Hanley said her father passed away on March 1, when the pandemic started to hit home across the world. “Since the irst of March, nothing has been right, the whole world is upside down, and people are freaking out,” she said. “Two of my friends, who don’t know each other, saw the bin isolation page on Facebook and they challenged me to wear my T-Rex costume to put the bin out.” Ms Hanley said her husband took photos of the occasion, while her daughter recorded it. “I work in childcare at Wallaby Childcare Centre, and I’m a student with Dynamic Performers Australia, so these days I’m not exactly shy, unlike in my younger years,” she said. “I like to make people smile, and if I can help someone forget their troubles for just a moment, then me dressing as a T-Rex was totally worth it.”

Sport won’t be the same By Russell Bennett Sporting clubs right across the nation need to be prepared for what’s coming. As the world continues to come to grips with the magnitude of the Covid-19 pandemic, its sporting codes – both at professional, and community level – are planning for their return at some stage in 2020. In making that call, they’re rightfully following the advice of the various government and health bodies. But there’s a stark reality facing some clubs that a return this year, to a drastically-reduced season – could cause much more inancial harm than good. Inluential West Gippsland footy igure, Cora Lynn’s Terry Dillon – through his company TD Solutions Sports Administration – has developed the ‘Community Football Covid-19 Financial Assessment Tool’ in conjunction with the AFL. he AFL has then forwarded it to all community clubs across Australia, and it’s been shared with all state sport and recreation departments across the nation. Efectively, it’s designed to help clubs clearly understand the efects that the coronavirus could have on their inancial bottom line. While there’s currently a working group in place conducting a Victoria-wide review into the salary cap and points systems in light of the pandemic, Dillon’s personal view is that caps should drop from 65 to 75 per cent across the state. Dillon said a statewide, proportionate salary cap shit is “critical”, and explained why. “Playing half a season doesn’t mean clubs get half the revenue,” he said. “We’d all love for the season to proceed – given the obvious community beneits, and the return to normality it would provide. 28 BRIMBANK & NORTHWEST STAR WEEKLY Tuesday, 19 May, 2020

“here’s no one who wants footy and netball to return this year more than me, but there’s a greater risk for many clubs’ viability if the season proceeds. “If we don’t take the hard line here at the current time there will be more clubs in inancial trouble than not at the end of either this year or next. Sadly, some won’t recover.” TD Solutions has predicted that up to 80 per cent of clubs won’t be ready for what’s to come, and a good percentage of those will end up in debt. Dillon also predicted a participation drop-of of sorts, with the retirement of some senior players likely hastened by the new environment. “AFL Victoria has a diicult job in balancing regional clubs’ need for players to travel to play, and their own viability,” he explained. “And there’s a need to protect regional clubs. “here’s an argument for zero player payments for 2020 if the season does begin. here are just too many unknowns. Drastic

times require drastic measures.” While Dillon acknowledged that would cause a huge adjustment for players and coaches at a community level, he said there’d be a short-term impact on the game for a long-term beneit. At one stage this year, TD Solutions sampled 30 community football netball clubs in a span of 45 days. Incredibly, 25 of those were in debt. “Two thirds of clubs were already under inancial pressure pre-coronavirus,” Dillon said. “So what about now, or post-corona?” Dillon urged all clubs to utilise the Community Football Covid-19 Financial Assessment Tool to identify the shit in inancial models moving forward, and to plan accordingly. “Complete the free model and ind out where your shortfall is,” he said. “Act now, and get moving. “Eighty per cent of clubs have not done a budget, post-Covid-19. hat is a red lag for all community clubs. “We need to focus on the long-term survival of clubs, but the next 12 months is a critical period.” Based of the free club inancial estimator on the TDS website, it’s estimated that some clubs will experience a more than 70 per cent revenue drop in the wake of the coronavirus pandemic, given negative impacts to sponsorship, fundraising, membership, registrations, consumer disposable income, and a range of other factors – including potentially starting a season in the winter months. “If the clubs do nothing, their revenue shortfall will be in that range, however we’ve provided six here-and-now revenue solutions that will reduce the clubs’ exposure,” Dillon said. “It’s one thing to identify the problem, but we’re also helping with the solution.”

Former AFL Gippsland commissioner John White explained just what the Covid-19 pandemic has highlighted for community clubs. “What it has done, particularly in country football, is expose our vulnerability to external factors – things we haven’t got control of, but things we aren’t making any contingency plans for,” he said. “We’ve not been aware of these outside inluences, which can really damage us. “Here we are, in what should have been the opening rounds of the season, with no prospect of playing football or netball in the near future and we’ve got clubs that are seriously in doubt about their inancial futures. “Without a contingency plan, and no real position of inancial strength to fall back on, there are going to be some massive problems.” White said, in his opinion, many clubs would prefer not to resume at all this season if the earliest commencement date for the season is May 31. “I’ve heard the terminology used several times now that to play would be inancial suicide for a lot of clubs,” he added. Dillon is running a series of webinars to educate clubs on how to minimise their exposure during the pandemic. TD Solutions brings his lifetime’s work including working for 17 years at AFL clubs such as Collingwood (as chief inancial oicer under Eddie McGuire), Hawthorn (as chief operating oicer under Ian Dicker and Jef Kennett, and acting chief executive), and St Kilda (as chief operating oicer) - to the fore to help those running local sporting clubs. Mercedes pulls out the big guns By Ewan Kennedy, Marque Motoring Two new Mercedes-AMG models featuring the world’s most powerful 2.0-litre turbocharged four-cylinder engine in series production are on their way to Australia. he Mercedes-AMG A 45 S 4MATIC+ hatch and Mercedes-AMG CLA 45 S 4MATIC+ four-door coupé not only turn up the power but have been thoroughly redesigned. “We have completely redesigned our 45 models – from the engine and transmission through the chassis, the elaborately constructed drivetrain to the body structure and of course the design itself – all with one goal: to raise vehicle dynamics and the sporty driving experience to a level previously unimaginable in the compact class,” said Mercedes-AMG chief executive Tobias Moers. he engine generates 310 kW of power and 500 Nm of torque and transmits it to all four wheels by way of an AMG SPEEDSHIFT DCT-8G transmission with eight ratios and gearshits measured in milliseconds. he hatch sprints from zero to 100km/h in just 3.9 seconds, the coupe takes an extra tenth due to it being a little heavier, but 4.0 seconds is still pretty quick. Both models feature an extensively reinforced bodyshell with a lightweight aluminium plate bolted beneath the engine to increase front-end torsional rigidity. Further reinforcement supports the suspension system. his results in highly precise responses even at the physical limits, giving the driver clearly deined feedback, plus less rolling and pitching on bends, when braking and during load cycles. he AMG RIDE CONTROL adaptive damping system is itted as standard, and enables the driver to choose between three diferent suspension control modes, from

comfort-focused to sporty. he system automatically, adapts the damping forces for each wheel according to the driving situation and road conditions. he high-performance braking system ensures fade-resistant deceleration and short braking distances, with six-piston ixed callipers and 360 x 36 millimetre brake discs at the front and single-piston loating callipers with 330 x 22 mm discs at the rear. he discs are internally ventilated and perforated to better dissipate heat and prevent brake fading, even

with extreme use. To let others know your Mercedes-AMG means business the brake callipers are painted red with a black AMG logo. Visual features are an AMG-speciic radiator grille with a wider lower contour and 12 vertical louvres; wider front guard; lared wheel arches. he front apron has what AMG calls a “jet-wing” design. Wider AMG side skirts visually lower the A 45 S 4MATIC+, while the rear view is characterised by two pairs of round 90mm-diameter tailpipes
