Lodge home in lockdown By Ewen McRae he Grant Lodge nursing home in Bacchus Marsh was in lockdown last week ater a staf member tested positive to COVID-19. All staf and residents at the nursing home who had contact with the infected person are being tested. Staf who had contact were sent home to isolate. According to a statement from Djerriwarrh Health, the staf member was asymptomatic and was tested on May 1 as part of a statewide testing blitz for the virus.

he staf member has been isolating since then and remains asymptomatic, the health service said. he nursing home has been deep-cleaned and management is working through staing arrangements to ensure residents have adequate care during this period. Contact tracing is being undertaken to determine which residents had contact with the infected employee. “Djerriwarrh Health Services has been driving an aggressive COVID-19 testing program for staf and community, and will

rely on contact tracing to identify the source of the transmission and any possible other transmission risks,” the statement said. “Bacchus Marsh and Melton Regional Hospital continues to operate in strict accordance with current protocols.” he case is just the second within the Moorabool council area since the pandemic began more than two months ago. here have been 27 cases in the Melton council area, seven of those were active as of Sunday. But now is not the time for complacency. “We are asking Victorians to again play their part and get tested if they have symptoms.”

Reward for unsolved shooting By Ewen McRae A reward is being ofered for information about a non-fatal shooting that occurred in Melton nearly two years ago. Police last week announced a $250,000 reward for information leading to the apprehension and subsequent conviction of the shooter or shooters involved in an incident on November 30, 2018. he victim, aged 42 at the time, was driving two female friends home about 12.30am. Ater dropping one of the women of in Melton West, several shots were ired from a second car into the victim’s red sedan in the vicinity of

Linlithgow Way. he victim was then followed to Centenary and Coburns roads, where he was shot at again, one of these shots struck the victim in the face. His remaining passenger, a 21-year-old woman, was not injured and called triple-0. he victim sought refuge at a service station in Sherwin Court, Melton and was able to seek medical assistance for serious injuries before he was taken to hospital where he remained in an induced coma for several days. Police have been told that the ofenders’ vehicle followed the victim’s car for some way and was possibly a white HSV club sport. A 32-year-old Melton West man was arrested

in June last year and charged with a number of irearms ofences, but was not charged in relation to the shooting. Detective Inspector Dean homas said he hoped the reward would re-ignite the investigation. “We have hit a roadblock in this investigation, and we are hoping this reward will entice someone who has crucial information to come forward and enable us to solve this crime,” he said. “he victim in this matter was millimetres from sustaining fatal wounds and we want to get these people of the streets. “He is still recovering from his injuries and

will continue to do so for some time. We need to ind answers for him as there is no reason this man was the target of a shooting. “We’re very keen to speak to anyone who might have witnessed the incident or the ofender’s vehicle on the night, or who may know the identity of the ofender/s.” he reward will be paid at the discretion of the Chief Commissioner of Police, and will be subject to the applicant signing a deed of conidentiality prior to payment. Panther podcast points to Marsh A new podcast investigating big cat sightings across Australia has turned its attention to Bacchus Marsh. he Missing Panther podcast has collected hundreds of interviews from across Australia, but particularly in New South Wales and Victoria, and host Ben Beed has turned his attention to Melbourne’s west. Mr Beed, who is based in Tweed Heads in NSW, said he had heard a number of rumours of sightings around Bacchus Marsh, and was hoping to get some conirmation from locals. “I don’t like to ignore rumours, I like to

follow up on them and see if there’s anything in them,” Mr Beed said. “I’ve heard a few things about the closure of the old lion park and what happened to the animals that were there, as well as other stories around the area, so basically I’d just like to talk to anyone who might have some information. “hese sightings have been happening for years.” Mr Beed said the topic of big cat sightings had been a fascination of his for a number of years, and the response to his podcast had been upliting.

“When I was 13 I found some cubs up a tree that didn’t really match with any native wildlife, and the nearby vet couldn’t identify either,” he said. “So since then I’ve had an interest in it, and ater poking around and talking to people there’s hundreds of claims of seeing a big cat or a panther, so too many to just be a coincidence. “People seem to cling to this story and have a passion for it, and that’s both skeptics and believers, so it’s an interesting debate.” Details: https://missingpanther.com.au

Caroline Springs’ water supply is back to normal, following a short period of discolouration last week. A number of Caroline Springs residents noticed their tap water had changed to an orange or brown colour and had a metallic or chalky taste on May 3, with more than 100 people taking to Facebook to report the issues. A similar issue was also reported in the Taylors Hill and Hillside areas. City West Water infrastructure and delivery manager Amanda Smith said the cause of the issue was quickly found, and there was no risk to residents throughout the discolouration period. “Our investigation found the cause to be a fault in a valve in our water network, which led to naturally occurring sediments, that had settled over time in the pipes, to be released,” Ms Smith said “his resulted in some of our customers experiencing unpleasant tasting and discoloured water for a short period of time. “We lushed the system and restored normal supply on Sunday evening. We want to reassure afected customers that though the sediment made the water look discoloured, it was safe to use. “We thank our customers who alerted us to this issue, and apologise for any inconvenience caused.” Ewen McRae

Soil issue heats up

Toxic questions still linger

By Tate Papworth Community frustration continues to build over the disposal of contaminated soil from the West Gate Tunnel project. While a site hasn’t been oicially chosen, the main options being considered are all in the west. Delays in disposing of the toxic soil has pushed back completion of the $6.7 billion project by up to a year, operator Transurban conceded last week. It says the completion date will now be in 2023. But Transport Infrastructure Minister Jacinta Allan said the 2022 timeline was non-negotiable and that Transurban would be held accountable for any delays. “We’ve made it very clear that we intend to hold Transurban to that contract and what’s contained in that contract is that every day that this project is not completed beyond 2022, Transurban will lose millions of dollars,” Ms Allan said. “here are penalties around the loss of toll revenue and there are other remedies in the contract.” he delays have sparked fears that the west will be let as collateral damage if the process is rushed. Moorabool shire mayor David Edwards said the entire process was at risk of becoming a sham. “My fear is that this project team will send the application to the Minister for Planning and that the planning process will be seen as a box ticking exercise with no real consultation with the local community and no real consideration of the impacts this project will have on the local economy,” Cr Edwards said. “By rushing the decision on this project, the Minister for Planning will risk the planning process being

seen by our local community as a shambolic exercise with a predetermined outcome.” It’s also prompted multiple councils and MPs to accuse the state government of using the west as a dumping ground. Last week Star Weekly revealed that the Ravenhall Landill had begun accepting “small amounts” of PFAS contaminated soil. Ravenhall is one of three sites in negotiations

with the state government, which is in need of a facility to store 1.5 million cubic metres of rock and soil from the West Gate Tunnel project. he EPA could not conirm if the soil Ravenhall is accepting is coming from the project. Brimbank council held a meeting earlier this month an resolved to write another letter to the government, asking for greater transparency.

Western Victoria MP Bev McArthur has called on the state planning minister to answer community concerns over plans to potentially dump toxic soil near Bacchus Marsh. Ms McArthur said she tabled six questions to Planning Minister Richard Wynne on March 3, but said so far only one had been addressed. Under parliamentary standing orders, ministers have a responsibility to provide answers to questions within 30 days or to advise the member otherwise. Ms McArthur said Mr Wynne clariied on April 29 that the soil that is currently being disposed of at Maddingley Brown Coal “is not related to West Gate Tunnel soil disposal and involves the receipt of soil from other places”. “hese questions have not been simply dreamt up or created out of thin-air. hey are important questions raised with me by the community and need to be answered,” Ms McArthur said. “he minister needs to clarify whether his department was aware of the EPA’s recommendation to manage toxic soil prior to commencing the project, why the nine technical impact assessments have not been made available to the public and the logistics of potential soil disposal at Maddingley Brown Coal.” he state upper house voted on March 18 to oppose the dumping of soil from the West Gate Tunnel project at Maddingley Brown Coal. Council bid to cut speed limits By Ewen McRae Speed limits will be reduced on three prominent roads in Ballan and Bacchus Marsh if a submission from Moorabool council is approved by VicRoads. he council is proposing to reduce the speed limit on Inglis Street and Cowie Street (Ballan), between the Catholic primary school and Ballan Hospital, and on Main Street in Bacchus Marsh, between Gisborne Road and Young Street.

he speed would be reduced from 50km/h to 40 km/h. A council oicer’s report said there had been three crashes on Inglis Street in the past ive years and six on Main Street in the same period, which formed part of the reason for the

speed change proposal. “Reducing road trauma is a key priority,” the oicer’s report stated. “Reducing the speed limit together with other safety measures already in place will increase safety of pedestrians, cyclists and motorists.” Cr Paul Tatchell expressed concern that reducing the speed limit further on Inglis Street could cause motorists to use nearby Simpson Street instead, leading to future problems. “hat road [Simpson Street] is already being used as a rat run to get around the main street

of Ballan because of the speed humps,” Cr Tatchell said. “My concern is that lowering the speed limit will exacerbate the problem in Simpson Street, where we have a pre-school, a childminding facility, and aged care facility and a hospital.” Council infrastructure manager Phil Jefrey told Cr Tatchell they would continue to monitor the traic on Simpson Street should VicRoads approve the speed limit change. he proposal was passed unanimously at last week’s council meeting.

Sewing for a cause While most classes at Djerriwarrh Community House have been taken of-site, one group of dedicated volunteers is making a diference in the ight against COVID-19. he English for Sewing group is still meeting at the centre, with students and tutors spaced out over two rooms, with plenty of hand sanitiser and observing all social distancing requirements. he group has been busy sewing scrubs and wash bags for Western Health since the pandemic broke out, providing much-needed support for the health service. Djerriwarrh Community House co-ordinator Tahir Naeem said they were happy to help out where they could. “Djerriwarrh has a long term partnership with Western Health, providing training for many applicants who go on to Health Services Assistance traineeships at Western Health campuses,” Mr Naeem said. “We are very proud to be able to support

Western Health at this challenging time.” English for Sewing is a group of mostly Burmese students who come together to improve their English and maths while learning to sew at the same time. Mr Naeem said sewing is a skill they can use within their family and that can lead to paid work. he group joins similar projects in Wyndham in providing support scrubs for Western Health, which operates a number of hospitals and health services across the western suburbs. Loan keeps upgrades coming By Ewen McRae A multi-million dollar loan will help ensure upgrades to the Melton Recycling Facility remain on track. he council last week announced it had secured a $4.65 million loan from the state government to ensure the upgrades being undertaken at the facility can continue. he loan is in addition to $3 million in funding from the state government’s Growing Suburbs Fund and $100,000 from Sustainability

Victoria to deliver the next stage of the facility upgrades. Once complete, the upgrades are expected to divert an additional ive per cent of materials from landill. Melton mayor Lara Carli welcomed the loan, saying it was important that projects such as these continue to be delivered. “hese upgrades are set to reduce the amount of waste sent to landill by an additional ive per cent,” she said. “It’s a signiicant achievement which will

also cut our CO2 emissions by 760 tonne per year. Growing our resource recovery means our community will have greater access to low-cost, quality secondhand items at the new resale shop. “his project will cater to our fast growing community for the next 20 years and create permanent jobs for locals. “We’re very grateful to the state government for granting us this loan, and for earlier funding commitments that are making this project possible.”

Planning for stage two of the facility upgrade is underway. Stage two will include a new drive-through resource recovery shed and a resale shop at the front of facility, encouraging better separation and recycling, particularly of items in good condition and it for reuse (including furniture, bikes and building materials). A new sorting shed and loading tunnel for bulk haul transporting, additional resource recovery and storage capacity will also be constructed.

Stadium build on track While organised sport is currently on hiatus, construction of new sporting facilities is going full steam ahead. Contractors are preparing the site for the new Cobblebank indoor basketball stadium, which is the highest-value single project in Melton history. Work has been taking place on the site at the corner of Ferris and Bridge roads since March, with site clearing and ground levelling already completed. he project is on track with excavation works in progress and building foundations being poured. Scheduled to open in late 2021, the six-court, multipurpose facility will provide access to a range of sports including basketball, netball, badminton, table tennis, volleyball and futsal, along with school programs and community health and wellness programs. Melton mayor Lara Carli said it was pleasing to see the site begin to transform.

“It’s a fantastic feeling to see an active construction site here, and to think about how well-used these courts will be when they’re complete,” Cr Carli said. “Demand for sporting facilities is on the rise, and as a council, we’re doing what we can to support our young, active community in their sporting endeavours. “his is a massive project, the largest value we’ve ever undertaken, and something I’m certain the whole community can be proud of. “I can’t wait to see sporting clubs and community groups make the most of this stadium.” he project will include six indoor high-ball courts (including show court and seating), player, referee and public amenities, administration and reception areas, lexible meeting and social spaces, kiosk and seating areas and carparking. Guiding the way through COVID-19 By Esther Lauaki Wherever Emma Jago goes – Valmai takes the lead. he 21-year-old law student and her guide dog have been inseparable since the young labrador came to live with Emma in her western suburbs home a year ago. Emma is one of the more than 1200 people with low vision or blindness that Guide Dogs Victoria helps each year. “When I irst got Valmai, everything became easier because I now have a literal set of eyes,” she said. “Valmai is my irst guide dog, and before her, I was unsure about inding my way around unfamiliar locations, especially while following a map. “Valmai and I can both make mistakes and be unsure, but between us, we manage just ine and can basically go anywhere and survive. “She always makes me smile by pushing her head against me, wagging her tail enthusiastically, rolling on the loor on her back, or half sitting on me.” In a normal week, the outgoing duo attends RMIT University city campus most days, harmonica lessons at Footscray and woodwork in Kensington, but life is much quieter these days. COVID-19 restrictions on outdoor activities have posed a unique set of challenges for those with guide dogs. “Valmai is a dog with much attitude, and is oten too smart for her own good,” Emma said. “She is into everything and loves to chew. “Our biggest problem is occupying such an energetic dog as she becomes bored without entertainment very easily. “We still go out for walks, and do activities such as catching the train or bus, walking

through shops, and congested areas to ensure her skills are maintained, as well as lots of playtime.” Guide Dogs Victoria chief executive Karen Hayes last week acknowledged the role that guide dogs now play during this time of uncertainty. “he comfort and companionship a guide

dog provides has never been more essential for, or cherished by, guide dog handlers,” Ms Hayes said. “he coronavirus pandemic has presented challenges to us as an organisation, but the welfare of guide dog clients and our dogs is at the heart of everything we do … so we’ve simply had to ind ways to overcome these

challenges. “his has meant supporting clients through phone calls, video conferences, email and social media, while our trainers have been busy setting up obstacle courses at our campuses, or training dogs from home, so they can continue getting our guide dogs-in-training ready to change lives.”

As the world continues to battle COVID-19, the pandemic has been compared to the Spanish lu outbreak of more than 100 years ago. hat pandemic, which emerged at the end of the First World War in 1918, killed more than 50 million people worldwide. he virus spread around the world as WWI soldiers returned home. In Australia, despite quarantine measures, about 40 per cent of the population fell ill and about 15,000 people died. he irst case of the Spanish lu in Melbourne appeared in January, 1919. In the western suburbs, the local newspapers of the time were illed with articles about community eforts to ight the illness and – sadly – many obituaries, as people died. On February 8, 1919, he Independent newspaper reported the Footscray Technical School in Nicholson Street would be used as a hospital. More than 150 beds were purchased and Red Cross workers supplied bedding and other requisites. he city’s health oicer, Dr J. Ramsay Webb, paid a “warm tribute” to Footscray residents for helping to set up the hospital. Another news story stated entire families in the Footscray area had come down with the Spanish lu, and “without assistance from their friends and neighbours there is but little hope for them”.

he “ladies of Yarraville” were praised for helping stricken households. In nearby Williamstown, according to an article by he Royal Australian College of General Practitioners, “hotels were closed, trains were deserted and public entertainment cancelled”. On February 16, 1919, the Werribee Shire Banner reported that three cases of the Spanish lu had been recorded by the local health oicer. he Werribee Mechanics Institute was used as an isolation hospital and 400 residents were vaccinated within a week. he article stated that several events had been cancelled, such as the Werribee Farmers Picnic. he Banner said that church services were to be held outside, and if mass was held indoors due to inclement weather, parishioners were advised to wear facemasks. he Melton Express ran a story about the Shire of Bacchus Marsh’s medical health oicer, John Pollock, who warned that any household which did not report a case of inluenza to the council would face a ine of 20 pounds (£20). A well-known resident of the west who died of the Spanish lu was Lieutenant Louis Edwin Trawin, who lived in Footscray. At the age of 19, he enlisted for WWI and was allocated to the 7th Battalion. He served in Gallipoli and France, and was shot three times. Sadly, Lou died in the Spanish Flu epidemic in April 1919.

When home is no longer home Star Weekly reporter Esther Lauaki had to return to New Zealand for a family emergency. She is now in strict quarantine. his is her story.

Home doesn’t feel like home anywhere any more. I’ve travelled to New Zealand so many times in the past eight years that I could walk the length of Auckland Airport with my eyes closed. But COVID-19 has turned our world upside down and governments implore everyone to “embrace a new normal”. Stay home, save lives. It’s a simple message – but what happens when your dad is in the inal stages of leukaemia and you live overseas? My family in New Zealand was told by doctors on New Year’s day that dad had months to live.

Any plans to make the Trans-Tasman trip home as oten as possible were shut down in March when COVID-19 sent the nation into lockdown and, for the most part, closed Australia’s borders to the world. Travel is reserved for healthcare aid workers, diplomats, “urgent personal business” and compassionate reasons. Living, working and building a future in Australia, like my parents did when they migrated from Samoa to New Zealand, is no easy feat. Doing that while my dad ights a rare and brutal blood cancer is a burden too heavy for me. Leaving Australia last week in the thick of a pandemic required a few calls to the Health and Human Services Department, the New Zealand consulate and the airline, as well as a letter from the hospital stating my dad’s critical condition. Melbourne airport is an empty, dark and cold place now. About 10 border force oicers crowd the check-in desk ensuring everyone has illed out a form agreeing to self-isolate in a government managed hotel for 14 days in New Zealand. Customs oicers are relaxed, discussing their favourite pork recipes while processing just 40 passengers for the day. through the staf bypass corridor you have to walk through to get to your gate. he light was a speedy three and a half hours with no air traic and good lying conditions into Auckland where I was born and raised. An idyllic Kiwi childhood of breakfasts at the beach, jandals, walking to the corner dairy with a dozen cousins, Jelly-Tips and kina (sea urchin) ishing. But in this post COVID world, warm smiles

are hidden behind surgical masks, there are no handshakes or hugs – just a health check and a sterile, “Welcome home Ma’am”. Green crosses taped on the loor are two metres apart and the assumption is that everyone is infected. We are ushered onto a tour bus bound for a hotel that nobody will tell us the name of. he New Zealand Army, Police, Navy, border patrol and health department are on site at the

hotel to help enforce strict isolation, social distance and hygiene measures. Home for the next two weeks is a compact hotel room with an en suite and a queen-sized bed. hree meals a day are delivered to your door with one hour of supervised exercise allowed each day. Time is what I have on my hands right now before I can see my dad and, more than anything, that’s all I want.
