Point Cook girl Devy, who captured hearts across the nation after singing at the Eurovision – Australia Decides concert earlier this year, has written a song reminding us all to stay safe and healthy during the COVID-19 pandemic. The nine year-old performed alongside singer Kate Miller-Heidke during the Eurovision event on the Gold Coast, which was broadcast on SBS, in February. Devy said that she penned Stay Home – Coronavirus song on the second day of a 21-day songwriting challenge which she has set for herself, during the pandemic lockdown. “I do a lot of singing in my day because music is what makes me happy,” Devy said. “I write songs often because it comes naturally to me and it’s my favourite activity to do.” Devy said her dream was to become a popular pop/rap singer-songwriter. “I hope a lot of people will know me because I could bring a smile to their faces and make their day with my music,” she said. Rate cut move blasted By Alesha Capone A move by a Wyndham councillor to adopt a 10 per rate cut during the COVID-19 pandemic has been described as “irresponsible” and “a vote-grab”. At a meeting last week, Cr Intaj Khan raised a notice of motion urging the council to adopt the fee waiver for each property across the city. He described the council’s existing plan to defer rates for some businesses for six months because of the pandemic as “not good enough” and said Wyndham was home to many
migrants and young families who had already lost jobs or businesses in the current crisis. Several Wyndham councillors criticised the move, one comparing the idea to a Monty Python skit. Cr Henry Barlow, who was irst elected to the council in 1997, said: “his would have to be the worst notice of motion I’ve ever heard in my life”. “It looks as if it comes out of a Monty Python sketch.” Cr Barlow said that cutting rates by 10 per cent would give the majority of residents an
extra $2.80 to $4 per week. He said he sent Cr Khan an email on March 31, urging Cr Khan to be transparent about where the cuts would be “otherwise this just looks like blatant electioneering with a council election coming up”. Cr Kim McAliney said Cr Khan had not provided any inancial modelling to support a 10 per cent rate reduction, which would result in “severe cuts” to the council’s capital programs and staf. Cr Peter Maynard said a 10 per cent cut in rates would result in the loss of about $21
million from the council’s annual budget. “his is an ill-conceived and unwarranted notice of motion, that has no sustainability for this council whatsoever,” he said. “I think it’s nothing but a vote-grab.” Cr Tony Hooper described the notice of motion as “grandstanding at best and outright manipulation at worst”. Cr John Gibbons said: “It’s a crazy motion and I oppose it”. Cr Khan was the only councillor to vote in favour of the motion, although Cr Walter Villagonzalo abstained from the inal vote.

Pressure builds on PPE supplies By Alesha Capone Mercy Health has reassured the community that it is working to ensure Werribee Mercy Hospital staf have access to protective personal clothing during the COVID-19 pandemic. A Mercy Health spokesperson last week said that personal protective equipment (PPE) “is an essential resource for the health and safety of our employees, patients, residents and clients as we respond to the outbreak of
coronavirus”. “Mercy Health is currently managing its use of PPE in the face of national and global shortages of these items. “We are working closely with the state and federal governments to ensure we have access to the required levels of PPE as they become available.” Lalor MP Joanne Ryan has written to the federal Minister for Health, Greg Hunt, highlighting the need for PPE for local health and aged care workers during the pandemic.
he letter stated that Werribee Mercy Hospital was “struggling to access the personal, protective equipment it requires”. “Similarly, our local aged care facilities are struggling to source PPE for workers, again this is critical for staf safety and resident and family assurance,” the letter stated. Star Weekly spoke to an anonymous source earlier this month, who said that on one particular day, staf of Werribee Mercy Hospital’s palliative care unit only had access to three face masks and one gown.
he source said that it was believed the masks and gowns, along with items such as hand sanitiser, were being stolen from the hospital. Greg Hunt last week announced that the federal government would provide 11 million masks to healthcare workers across the country. Seven million masks will go to hospitals, 1.5 million to GP clinics and 1.7 million to the aged care industry. Mr Hunt said the government has also ordered a further 500 million masks.

Support fruits of local labour he owners of a long-running Werribee fruit and vegetable shop are urging residents to support small businesses during the coronavirus pandemic. Priti Patel from Charlie’s Fruit Market said her store sold Australian-grown food, including produce supplied by farmers in Werribee South. She said that Charlie’s was one of the oldest fruit markets in the western suburbs, and has been running for about 18 years. Mrs Patel said the shop, which has four full-time employees and two casual employees,
has lost business since the COVID-19 pandemic began. “I know at this present time it’s convenient to go to the supermarkets as it’s a one-stop shop, but it’s the customers that keep us going and in jobs,” she said. “Please support your local business. We also want to encourage our staf, who do a good job.” Mrs Patel said Charlie’s was trying to keep its prices low during the pandemic, to give Werribee residents access to fresh fruit and vegetables. “We’re not looking for a proit in this critical
situation.” Mrs Patel said she wanted to help the community during the pandemic, so has started making free deliveries to senior citizens who were regular customers before the pandemic began. “hey ring up, because they can’t leave the house, so we pack up the fruit and deliver it to them,” she said. “I feel very good when people answer the door and are happy to see our van.”
Wyndham council will set aside $200,000 for a Small Business Entrepreneurship and Innovation Fund, to assist local businesses in the wake of the COVID-19 pandemic. he council last week voted to include the funding in its 2020-21 budget, as part of an ongoing annual program which will be reviewed in 2023. he competitive fund will ofer a maximum of $10,000 (exclusive of GST) available to each applicant. he funding will be in two streams, one for businesses which have been trading for less than 24 months and another for businesses that have been trading for longer than 24 months. he types of initiatives the council will consider funding include business training and skills development; new technology; and investments in export capacity building. A council report into the fund stated: “COVID-19 has placed unprecedented pressure on the local economy and no matter how the pandemic progresses, there will be a point in time when the pandemic subsides. “his will see a transition to a prolonged period of economic recovery, typically characterised by an initial sharp spike in consumer and business conidence. “Council is committed to planning ahead and have programs in place to leverage the opportunities of this recovery period.” he Small Business Entrepreneurship and Innovation Fund comes on top of the council’s $5 million COVID-19 package for Wyndham businesses and residents. New life for old materials

The state government has announced a Recycled First program to boost the use of recycled and reused materials in construction projects. More than 14,000 tonnes of soil excavated from the Metro Tunnel site in Parkville, which would otherwise have gone to landill, is being used in the construction of pavements beside roads in Point Cook. The Western Ring Road upgrades will also use more than 20,000 tonnes of recycled materials, and 190 million glass bottles will be used in surfaces on the $1.8 billion Western Roads Upgrade.

Brush up on art skills Children living in Wyndham have been invited to draw a portrait of somebody special, to submit to the junior section of a local art competition. Wyndham council has announced the Wynnies art exhibition for youngsters, as part of the annual Wyndham Art Prize. Wyndham’s arts and heritage portfolio holder, Cr Tony Hooper, said: “Last year, our young Wyndham residents drew beautiful portraits of themselves, their parents, guardians, sisters, cousins, aunts, uncles and friends and they were displayed outside our gallery for the community to see. “his year the Wynnies will be displayed online, so instead of submitting drawings, we
are asking entrants to take a photo of their masterpiece and submit it by email. Along with being in the running for prizes, the artworks will be included in our large online art exhibition.” Children interested in taking part in the competition have until Sunday, June 28 to submit their entry. he artwork can be submitted by sending a photo of the work to wynnies@wyndham.vic. gov.au along with the child’s name, the title of their artwork and a contact number. Potential emergency centres By Alesha Capone Four community centres located in Wyndham could be transformed into emergency relief centres, if they are needed during the COVID-19 pandemic. he council’s Emergency Management Plan states that the community centres could be used as emergency relief centres for purposes including shelter; food and water; provision of non-food items such as bedding or clothing; psychosocial support; and health services. he Penrose Promenade Community Centre
in Tarneit and the Wyndham Vale Learning Centre both have an “anticipated capacity” of being able to cater for 160 people, and house 55 sleeping residents. he Point Cook Community Learning Centre has an anticipated capacity to cater for 160 people, and the Featherbrook Community Centre could cater to 150 people. “Cater” refers to the provision of food and water. An emergency relief centre can be activated at an incident controller’s request, or by the council based on local needs or demands for assistance. Wyndham mayor Josh Gilligan
said that for an emergency the size and scale of COVID-19, Victoria’s Emergency Management Commissioner oversees the co-ordination of the overall response, relief and recovery. “Council takes direction from state government agencies about what local resources are required to respond to the emergency,” Cr Gilligan said. “Under the Emergency Management Act, council’s role is to co-ordinate the local response and begin planning relief and recovery activities.” Cr Gilligan said that while the council’s Emergency Management Plan identiied
facilities to be used in the event of an emergency, during the coronavirus pandemic Victoria’s State Response Team “will determine what facilities are required and for what purpose”. Cr Gilligan said during the past two weeks, the council has “worked quickly to protect our community by cancelling council-run events and closed facilities to comply with social distancing measures, while ensuring critical services remain operational”. “We have taken some services and community activities online, through our council website and our new website Wyndham Together,” he said.
Puppy learns online Just like the students at Heathdale Christian College, puppy Ziva is learning online during the coronavirus pandemic. he 12 week-old Labrador puppy is in training to become a therapy dog for students at the Werribee school. he school’s principal of secondary, Deborah Letcher, is Ziva’s new owner. Mrs Letcher said that during the COVID-19 lockdown, she was unable to take Ziva to puppy school. Instead, she and Ziva are participating in classes with Mernda-based herapy Animals Australia, via the video conferencing platform Zoom. “Just like our students, she (Ziva) is learning online,” Mrs Letcher said. “She’s having weekly online puppy classes and fortnightly classes with the head trainer Brad, who has been fantastic for us.” Mrs Letcher said that if Ziva passed her training to become a therapy dog, she would
help Heathdale pupils with anxiety and special needs, and assist them to become engaged in learning. Mrs Letcher said Ziva would also greet students before exams, and be led around the playground by shy pupils, to help them talk with other youngsters. “She will spend most of her time between the principal’s oice and the pastoral care oice, and students will be able to drop in to see her if they want to,” Mrs Letcher said. She said Ziva would not start interacting with students until reaching a certain point in her training, hopefully early next year. Mrs Letcher said that in the meantime, she has been ilming videos of Ziva to send to families and students from the school. “While it’s a new puppy at my house, it’s also a new puppy for all of them,” she said. Business hopes to outlast virus By Alesha Capone A family business that has been manufacturing ammunition in Melbourne’s west for about 40 years is hopeful that it will survive the COVID-19 pandemic. Ballantine Ammunition was founded by Mark Ballantine, an electrical engineer who went on to work at Eley Ammunition, a division of ICI in Deer Park. When Eley was discontinued, Mr Ballantine purchased the lead-shot and clay target manufacturing section and obtained three

Mark’s son Tim, a keen clay target shooter, became chief executive of the company ater his father passed away. “With a bit of luck, this might push on,” Mr Sawczak said. “We might have to shut-up soon, because we’re going to run out of components that we import from Italy and France. “We should be able to continue manufacturing until June, but we might be
lucky – we don’t know.” Earlier this month, the state government announced a temporary ban on additional access to irearms and ammunition for recreation and sporting shooters. Mr Sawczak said that being a wholesaler meant that Ballantine Ammunition had not been greatly afected by the decision. However, he said many shooting and recreational stores have been forced to shut down in the wake of the COVID-19 pandemic. “We’re all in the same boat anyway, all the shops have closed,” he said.
Easter joy for patients A special Easter delivery arrived at Werribee Mercy Hospital last week. Volunteers from the Werribee Hospital Foundation gathered Easter treats, which were distributed throughout the hospital’s Paediatric Department and Special Care Nursery. he Easter treats, which were donated by Werribee supermarkets, were given to hospital staf, patients and families. Werribee Hospital Foundation chief executive Leanne Down and community fundraising manager Lisa Field presented the donations to the hospital last Wednesday. “he Easter bunny wanted to ensure that children waking up on Easter Sunday still received their Easter Eggs,” Ms Down said. Paciic Werribee also donated a car full of items including cofee machines, kettles, sandwich presses, toiletries, food hamper, candles and chocolates to Werribee Mercy Hospital and Mercy Place Wyndham
Residential Aged Care earlier this month. Paciic Werribee centre manager, Patricia Gardiner, said she was extremely proud that Paciic Werribee had been able to make the donation to healthcare staf. “We are in awe of what our health workers are doing to help tackle this pandemic, and we wanted to do something practical that would help them through their shits,” Ms Gardiner said. As well, the team from Hoppers Crossing Shopping Centre and Bakers Delight delivered 144 hot cross buns to residents and frontline staf at Mercy Place Wyndham Residential Aged Care. Stay active together Wyndham council is urging residents to exercise for 30 minutes every day, while social distancing to reduce the spread of COVID-19. Wyndham’s sports development portfolio holder, Cr Peter Maynard, said it was important to keep active to support health and mental wellbeing. “Council has developed a new website, Wyndham Together, and together with WynActive, we will show you easy ways to exercise and stay healthy, while keeping up social distancing measures,” Cr Maynard said. “WynActive will deliver a diverse range of live itness and sports programs, which will be available on-demand on the Wyndham Together website. “You will have access to free online yoga
and Pilates sessions, sports coaching drills, low impact chair-based workouts, and healthy nutrition tips, with a focus on supporting mental wellbeing.” Cr Maynard said the council and WynActive social media pages would have new videos uploaded regularly. “If you don’t like the internet, there are also plenty of other options to keep active. Volunteers at the ready By Alesha Capone he Asian Business Association of Wyndham Inc is extending a helping hand to the community. he not-for-proit organisation, also known as ABAW, has more than 1000 members who live in the Wyndham municipality. he association received a $12,000 community grant from Wyndham council last month, to run a free 12-month program of Wushu, (or Chinese kungfu) tai chi and qigong workshops at schools, sports hubs and community centres. he association’s president Larry Zhao said that although the COVID-19 pandemic has put an end to these plans, ABAW was still keen to run a community health program. “We have been thinking, is there anything we can do at the moment to help local residents solve problems?” he said. Mr Zhao said this had prompted the association to put together an initiative titled the Wyndham Emergency Assistance Program. “We have a group of volunteers ready – if we can’t do tai chi, we still want to be able to help the community,” he said. “For example, if elderly people can’t go shopping, or get medications, we can help them out. “Even if they want to talk, we can chat with them on the phone.” Mr Zhao said ABAW wanted to hear from residents who would like to help, plus people of all cultural backgrounds who could ofer assistance to others during the pandemic. “We know there are lots of good people in the community who want to help,” he said. “Because Wyndham is so big, we need people from diferent suburbs.” Contact Mr Zhao at larryzhao2020@gmail.
Level crossing works carry on he organisation removing level crossings across the state, including in the west, has implemented anti-coronavirus measures at its construction sites. Major Transport Infrastructure Authority (MTIA) director-general Corey Hannett said that strict health and safety policies have been rolled out across all project sites to protect both workers and the community from the spread of COVID-19. “he construction sector is currently considered an essential service and we are working closely with industry partners, unions, employers and workers to protect both their safety and jobs,” Mr Hannett said. “Project sites have strict rules in place around physical distancing, increased industrial cleaning, provisions of personal protective equipment.” A safety team of MTIA staf is monitoring project sites, including carrying out inspections. MTIA has a pandemic response plan in place, although there have been no conirmed cases of COVID-19 within the authority or its projects. Near Cherry Street in Werribee, construction on the new road bridge between Tarneit Road and the Princes Highway is well underway, with crews piling for bridge foundations on the southern side of the rail line. How Wyndham got its name By Esther Lauaki Visitors to Werribee Cemetery might have passed Elliot Armstrong’s gravestone time and again never knowing who he was or what he meant to Wyhdham. Mr Armstrong was one of the area’s most prominent early settlers and gave Wyndham its name. Last month marked the 140th anniversary of his death. Local historian Jan Penney, of he Greater Metropolitan Cemeteries Trust, said Mr Armstrong led an “interesting and diverse” life. “It was Elliot who suggested the name Wyndham be adopted for the local district
because of his relationship with Sir Henry Wyndham, a famous Waterloo soldier,” Ms Penney told Star Weekly. A lieutenant in the 6th Inniskilling Dragoons, a cavalry regiment in the British Army, he and his wife Ellen migrated to Australia in the late 1840s and went on to have 12 children. “By 1850 Elliot was running a punt across the Werribee River between Melbourne and Geelong and when the land around Wyndham was ofered for sale in the 1850s, Elliot began buying up several allotments,” Ms Penney said. Mr Armstrong became a publican in 1851 when he was granted the licence for the Bridge Inn at Werribee.
“he hotel had been built around 1850 on the banks of the river close to his punt. At the time, the Bridge Inn was the only accommodation for those travelling along the Melbourne-Geelong Road and was used just for that purpose until the liquor licence was granted,” Ms Penney said. “As the only substantial building in the district, the hotel was used for local meetings including the Roads Board and later the shire meetings. Elliot became a councillor in 1866.” he site is now home to the Racecourse Hotel. Mr Armstrong also allowed a school, known as “Miss Armstrong’s School”, to be established in the hotel grounds, where one of his daughters taught 19 pupils.

Joe has designs to help Werribee South inventor Joe Ferlazzo is helping the medical community during the COVID-19 crisis. Mr Ferlazzo is a familiar face to many residents, thanks to his work with the Wyndham Repair Café. He is also part of Grow With Joe, a group of volunteers who strive to make a diference for disadvantaged individuals and the environment by upscaling recycled materials into useful items. Before the coronavirus lockdown began, Mr Ferlazzo worked with charity Envision and the Wyndham Rotary Club in a project which turned recycled plastic bottle caps into prosthetic arms and hands for children. Mr Ferlazzo said that while at home during the COVID-19 pandemic, he began reading about how people overseas were using 3D
printers and laser-cutters to make face-shields for health workers. He said he was inspired to embark on his own projects, including printing ilter mask hooks, designed to prevent pain behind the ears of healthcare workers who are required to wear a facemask. Mr Ferlazzo is also working on 3D-printed face-shields and a hands-free sprayer, which would automatically dispense liquid hand sanitation without the need to squeeze a trigger. Werribee Shire Council is concerned at the possible proliferation of coin-operated amusement machines which need no permits from council. Legislation proclaimed recently allows the operation for four machines free of any controls of local councils.

Sharp rise in dog attack reports By Alesha Capone Reports of dog attacks in Wyndham more than quadrupled in the past year, according to council igures. he council’s director of city operations, Stephen horpe, said that between January and December, the council received reports of 198 dog attacks – 69 reports were of dog attacks on people and 129 were attacks on animals. In 2018, the council received reports of 47 dog attacks. here were 64 reported in 2017.
Mr horpe said there are currently nine dangerous dogs and 17 menacing dogs resgistered with the council. “Once there has been a report of a dog attack, rangers will investigate the alleged attack and determine if an attack has occurred,” Mr horpe said. “Rangers speak with the victims, witnesses, and the dog owner, and locate the dog believed to be involved. “If council declares a dog ‘dangerous’, it means they could be guard dogs or a dog that
has attacked an animal or a person, causing serious injury,” he said. “Council classiies a dog as ‘menacing’ when the dog causes minor injury to an animal or person, or rushes at a person.” He said the owners of menacing dogs are legally obliged to obey strict housing and safety controls for the dogs and the animals are monitored by council oicers. Mr horpe said all dogs in Wyndham must be kept on a lead in public areas, unless they were a designated of-lead area.
On July 15 last year, a 17-year-old Jack Russell-chihuahua cross was euthanised ater being attacked in Hampstead Drive, Hoppers Crossing. he dog, named Minnie, was being walked by her elderly owner when a dog on the loose attacked. In a separate incident on June 17 last year, a woman who was walking her dog in Sycamore Street, Hoppers Crossing, was taken to Werribee Mercy Hospital ater being mauled by another dog.
Charity begins at home A Point Cook father and his two young sons have participated in some hair-raising antics in the name of a good cause. Rajan Rao said that he recently decided to shave his head, and the heads of ive-year-old Rayaan and six-month-old Zidaan. However, before the shave, Mr Rao – with the assistance of his wife - cut his and his sons’ hair into Mohican shapes, before taking photos and posting them on social media. Mr Rao also donated $100 to Werribee Mercy Hospital, and used the #coronacut hashtag to urge other community members to do the same, to show their support for the hospital during the COVID-19 pandemic. Mr Rao said that with many barbers and hairdressers shut, it made sense to take things into his own hands. “We thought we would make this fun and inspirational for other people too,” he said. “It’s important for all of us to stay positive, and acknowledge what hospital and general
practice workers are doing in this time - if you can, donate.” Mr Rao said he had been encouraged to see other people join in the #coronacut eforts. “I’ve had one person do it in Wyndham and a few others have said they will do it, I tagged people across the world, to try and get it to go viral,” he said. Mr Rao said both he and his wife worked in healthcare, so it was “good to do something light-hearted” at a time of stress and anxiety. Mr Rao is the regional manager of ive medical centres in the west for Healius, including Werribee Primary Medical and Dental Central, while his wife is a GP at Arrowhead Medical Centre in Point Cook.
