Clinic on the front line By Goya Dmytryshchak An Altona North medical practice has become the first GP respiratory clinic testing for coronavirus in Melbourne’s west, as part of the federal government’s roll-out of 100 such pop-up clinics Australia-wide. It comes as Health Minister Jenny Mikakos on Tuesday announced Victoria would have the widest testing criteria of COVID-19 in Australia. She said anyone experiencing fever and respiratory symptoms such as a cough or shortness of breath could ring ahead to a clinic to be tested. As of Tuesday, Victoria had 1291 cases, an increase of 10 since Monday. There have been 14 deaths statewide, while 40 people remain in hospital, including 15 in intensive care. There are 13 cases in Hobsons Bay and 10 in Maribyrnong.

Victoria’s state of emergency has been extended to May 11 to help continue to contain the spread of COVID-19. At Altona North, Dr Mukesh Haikerwal and partners run the Blackshaws Road pop-up clinic which was assembled from portables and tents over 10 days. Dr Haikerwal said the respiratory clinic enabled treatment of multiple patients with breathing conditions, including COVID-19, who were unable to be seen in a normal GP practice. Tests can be conducted without a change of personal protective gowns and masks, or shutting down and deep cleaning rooms between patients. The clinic had been the first in Victoria to start swabbing people for coronavirus in the carpark until it ran out of gear. “There were no masks and then there were no gowns and then there were no swabs, so we had to do something different,” Dr Haikerwal said. “What we are doing now is … 50 or 60 tests

with only one or two sets of gowns, one set of masks, and all you’re changing is your gloves.” Dr Haikerwal said more coronavirus cases were expected to be detected as testing restrictions were relaxed. “There’s more people now who are eligible for the test so there’s more coming forward to be
tested,” he said. “When this whole thing started, the joke was Indonesia is the safest place in the world to be because they weren’t reporting any cases, but they weren’t testing anybody. “And of course, Bali was one of the earliest places that shut down after China.

Call for online council meetings By Goya Dmytryshchak and Benjamin Millar Maribyrnong and Hobsons Bay councils have supported calls to be allowed to meet virtually instead of in-person for council meetings during the COVID-19 state of emergency. The Municipal Association of Victoria (MAV) is calling on the state government to urgently amend the Local Government Act to enable council meetings to take place online. The MAV says requiring councillors to meet face-to-face goes against current advice to
adopt social-distancing measures to slow the spread of coronavirus. The act requires councillors to be physically in attendance at a council meeting in order to participate in council decision-making. If there isn’t a majority of councillors in attendance, councils cannot make a quorum and the meetings cannot proceed. MAV president Coral Ross said in-person meetings were neither practical nor safe. “Inflexible council meeting requirements under state legislation is a significant concern for local governments across the country
as many council chambers do not allow for appropriate social distancing,” she said. Both Maribyrnong and Hobsons Bay councils live stream their meetings. Hobsons Bay’s chief executive Aaron van Egmond has been given more powers during the coronavirus pandemic in the event that council is unable to maintain a quorum throughout the period of the state of emergency. Hobsons Bay mayor Colleen Gates said the council supported the push for meetings to move to an online forum during the state of emergency.
“The Local Government Act 1989 currently stipulates that council meetings require the ‘physical’ attendance of councillors,” she said. “This places councillors, staff and important decision-making at risk. It is important that the business of council can continue without interruption during the pandemic.” Maribyrnong’s next ordinary council meeting is scheduled for Tuesday, April 21. “Any measures aimed at minimising risks to elected representatives while performing their public duties are welcomed,” Maribyrnong chief executive Stephen Wall said.

Western Health staff working on the front line in the fight against COVID-19 won’t lack personal protective equipment. St Albans’ generous Quang Minh Temple community recently donated 10,000 medical masks, 5000 gloves and 50 plastic protection masks to Western Health and local nursing homes. Dr Nhan Phuc Pham said the community didn’t want doctors, nurses or health care workers to go without masks and were concerned when they heard about a lack of supply. “Our community has a very good sewing tradition, in the past women made clothes for soldiers to fight in the war, today we make masks for the white-shirt soldiers [health care staff ] at hospitals that are the main force,” he said.
While times of adversity can bring out the best in people, generous residents are also being warned to be aware of scams. Tania Burstin, a founder of one of Australia’s leading crowdfunding platforms mycause.com.au issued the warning, following reported cases of people falsely raising funds from the outbreak of coronavirus. “Since the outbreak of the virus and with jobs and livelihoods being cut, we’re seeing a huge influx of people to mycause who are asking their friends, family and community for support,” Ms Burstin said. “Ninety nine per cent of the time, these requests for help are genuine but that doesn’t mean platforms like ours can become complacent.” She said there are simple ways that people and charities can perform verification checks to ensure their safety. “It’s a common myth that creating a fundraising page you will receive random donations from strangers. It never happens. “For fundraisers, make sure you know who is donating to you. If you don’t know them, report them. “Don’t donate to anyone you don’t know.” She said that while generosity was to be applauded, the safety of the community was paramount. “People are very generous in extreme times of need but we need to ensure the online safety and security of everyone.” She urged the community to report any suspicious crowdfunding to the appropriate platform or Consumer Affairs.

Spotswood Kingsville RSL is among sub-branches holding an Anzac Day Dawn Service with just two people, in line with public gathering and social distancing rules. President Glen Best, a serving Air Force veteran for the past 31 years who spent Anzac Day 2004 in Iraq, said it would be a very different commemoration.

Not once during self isolation has Kate* felt like a drink. Kate, who previously attended Alcoholics Anonymous meetings at the Newport area, said COVID-19 had forced the support fellowship to quickly change the way it connected people. Libraries still popular Maribyrnong and Hobsons Bay libraries have been surging in popularity during the coronavirus shutdown, with people at home taking up no-contact book deliveries and watching live streamed storytime sessions. Hobsons Bay mayor Colleen Gates said although library branches had shut their doors, services were still being delivered. “While the coronavirus pandemic has impacted face-to-face services at council, our teams have been working hard behind the scenes to adapt as many of our services as possible to deliver them in alternative formats,” she said. “The popularity and increased uptake of the live Facebook storytime, eBooks and our ‘book a book’ service has been fabulous. “Our library staff were able to think outside
the box and quickly modify our services to still give people access to online books and/or the ability to flick a real page.” Hobsons Bay’s library branches closed on March 17. The day before temporarily closing, more than 9000 items were loaned out including 3000 in the final hour. Over March, there has been a 21 per cent increase in e-lending (eBooks and eAudio). There have been 249 new registrations for eBook services and more than 560 registrations for Hobsons Bay’s ’Book a Book’ home delivery service. Business hopes to outlast virus By Alesha Capone A family business that has been manufacturing ammunition in Melbourne’s west for about 40 years is hopeful that it will survive the COVID-19 pandemic. Ballantine Ammunition was founded by Mark Ballantine, an electrical engineer who went on to work at Eley Ammunition, a division of ICI in Deer Park. When Eley was discontinued, Mr Ballantine purchased the lead-shot and clay target manufacturing section and obtained three
Vacini cartridge-loading machines from Italy. He leased a site in Deer Park, producing 12 gauge ammunition and targets, and later moved to an industrial area of Laverton North. Mark’s son Tim, a keen clay target shooter, became chief executive of the company after his father passed away. Company manager John Sawczak said the business, which sells to every state in Australia, was hoping to outlast the coronavirus pandemic. The business has five employees.

“With a bit of luck, this might push on,” Mr Sawczak said. “We might have to shut-up soon, because we’re going to run out of components that we import from Italy and France. “We should be able to continue manufacturing until June, but we might be
lucky – we don’t know.” Earlier this month, the state government announced a temporary ban on additional access to firearms and ammunition for recreation and sporting shooters. Mr Sawczak said that being a wholesaler meant that Ballantine Ammunition had not been greatly affected by the decision. However, he said many shooting and recreational stores have been forced to shut down in the wake of the COVID-19 pandemic. “We’re all in the same boat anyway, all the shops have closed,” he said.
Smart gardening Altona couple Rabea and Steve North have cultivated a food-producing garden using just 10 square metres of open space in their rental unit. Just over a year ago, the two joined My Smart Garden, a free program across Maribyrnong, Hobsons Bay, Brimbank and Moonee Valley, that helps residents grow food and connect with fellow gardeners. “Before we moved to Australia, we lived in Germany and we did a little bit on the balcony,” Ms North said. “When we had more space here, we didn’t really know where to start – like what to grow or when to grow.” Mr North said the My Smart Garden workshops had helped the pair expand their garden. “It was just lots of useful workshops and practical tips,” Mr North said. “Since then, we’ve expanded our garden so we’re producing about 50 kilos of produce a year at the moment. “It shows that gardening’s
really not expensive to get into either – given that there are some people at the moment who have experienced job loss or, even with subsidised wages … are still probably short on money compared to what they’d normally get.” During the coronavirus pandemic, My Smart Garden is offering online workshops. Backyard olives is on Saturday, April 18 from 9.30am-12.30pm. A beginner’s guide to growing herbs and vegies is on Saturday, April 18 from 2-5pm. Some of Melbourne’s expert food gardeners will take part in a live online Q&A about food gardening on Saturday, May 2 from 9.30-11.30am. Pool hall front for drug syndicate By Goya Dmytryshchak An Altona North man has been jailed for nine years for trafficking more than two kilograms of heroin as part of a syndicate operating from an Abbotsford pool hall. Thuy Dong, 54, pleaded guilty in the County Court to trafficking a drug of dependence in a large commercial quantity between March 26 and April 10, 2019. The court heard that in August, 2018, police commenced an investigation into a syndicate that was using a pool hall in Abbotsford as a front for heroin trafficking. Police surveillance captured Dong and his co-accused restocking heroin and talking about the trafficking of drugs, including organising drug transactions, the court heard. On April 10, 2019, police executed search warrants at five different properties linked to Dong and his co-accused, including the pool hall and Dong’s Altona North home, which he rented with his wife and their young daughter. In the pool hall, police found nearly $40,000 and 39 compressed rocks of heroin, of either 18 or 19 per cent purity, weighing 149 grams. In a spare bedroom at Dong’s home, police found a further 39 compressed rocks of heroin, of 19 per cent purity, weighing more than two kilograms. The court heard that Dong grinned and said, “You found it” when police uncovered the drugs. He was arrested and made a no comment interview. Dong will be eligible for parole in five years and five months.

Sports precinct designs unveiled New concept designs have been released for a sports precinct to replace West Footscray’s RecWest building. Maribyrnong council has unveiled refined designs under the West Footscray Community Facilities Plan, which also covers Barrett, Johnson and Shorten reserves. Mayor Sarah Carter said the plan aimed to meet growing community needs over the next 10 years and beyond. “Some of the new highlights in these exciting updated plans include a new community pavilion at Johnson Reserve,” she said. “They also include a brand new community facility including a new gymnasium, a cafe, indoor stadium, increase in meeting spaces, kitchen spaces and storage at RecWest, and also new and improved Scout facilities. “There’s also more places to play so we’ve got improved playgrounds and a new multi-use court for basketball, netball, tennis and other sports, and a new bocce court.” Cr Carter said the council was “making more efficient use of on-street car parking on the surrounding streets” under the plan. An expose of life in isolation By Goya Dmytryshchak Altona photographer Judith van Daalen is documenting people at their homes for her Life in Self-Isolation project as a way of giving back. After moving to Australia from Netherlands six years ago, van Daalen opened a photography studio in Altona. However, she said the COVID-19 pandemic has all but killed business. “In these uncertain times where most of us feel anxious about what’s happening and what might happen, I felt the urge to do something to help others and myself stay positive,” van Daalen said.

“I was inspired by my good friend Shavita, who started giving free online yoga classes after someone bought her a carton of eggs. “In an act of kindness and community spirit, she decided to pay it forward, and that inspired me to do something for our wonderful community too.” Hence, her Life in Self-Isolation (LiSi) project was born. van Daalen said her photographs captured people’s lives at an unprecedented time in history, documenting families, pets, and how people were spending their days. She asks her subjects what they are doing now that they didn’t normally do, and what’s something positive that has come out of this situation.
