Business as un-usual Melton is still very much open for business. The COVID-19 crisis has hit businesses hard, prompting Melton council to adopt a number of relief measures including the recently launched ‘Open for Business’ campaign. Open for Business aims to provide businesses with opportunities to promote the trades and services they can still offer. Melton council manager engagement and advocacy Sean McManus said a number of measures are in place to support the survival of local businesses. “We’ve entered a council partnership with the Star Weekly newspaper, whereby local traders can place an advertisement in the paper at no cost to them,” he said. “The Melton City Much More Facebook page has become a conduit of information for both community and local traders about the goods and services that local businesses can still offer. MP slams double standards By Tate Papworth A western Victoria MP has lashed state government-imposed restrictions during the COVID-19 pandemic. Member for the Western Victoria Region Bev McArthur said a number of restrictions in place – including those around irearms and ishing – were too city-centric. “he ban on the sale of irearms and ammunition was clearly a method of appeasing the fears of inner-city Melburnians, who thought a pandemic might mean there would be armed criminals roaming the streets because they saw
it on the television,” Ms McArthur said. “It is integral that households obey the stay-at-home directive from the federal government, but the state government’s restrictions display serious double standards. “To allow running around the suburban block, when you might pass several individuals on the route, but ban ishing, when you might not see a single other individual besides passing them in your car, makes no sense.” Ms McArthur said there didn’t need to be speciic exemptions for regional Victorians, but rather a rule of common sense. “Lower population density in the country
means that recreational activities in the bush have a much lower risk of spreading the virus and while obviously abiding by social distancing rules. “he ines [for breaching restrictions] should be based around the social distancing measures in place, not the activities. “If there are 30 people ishing on St Kilda pier, clearly that’s unacceptable. If there’s one bloke ishing alone on a lake in rural Victoria that the police happen to notice, there is no reason to hand out a ine.” She warned that people would quickly tire of being told how to live.
“If public messaging is confusing, the rules are inconsistent and some sections of the community feel as if they are being unfairly targeted, like law-abiding shooters, then some will become increasingly unhappy and less compliant.” “Our state government needs to beware of overreach when it comes to curtailing all individual freedoms and liberties. Locking people up in lats and houses will also have consequences. We need to continue to listen to experts, use common sense, and governments need to stop using the crisis to take more control over individuals’ lives.”

No time for complacency: Chief By Tate Papworth he spread of COVID-19 has slowed within Melton and Moorabool, but the state’s chief health oicer is warning the community not to get complacent. he number of conirmed cases in Melton when Star Weekly went to press was 18, while Moorabool remained at just one. Of the total 1228 cases, 225 have been detected in regional Victoria. Several cases remain under investigation and the Department of Health and Human
Services says there are 110 conirmed cases of community transmission. Chief health oicer Brett Sutton implored the community to keep playing its part. “It’s important that we have the right measures in place to slow the spread of this virus and protect the most vulnerable in our community,” Professor Sutton said. “We know these restrictions will be hard for some people, but everyone needs to comply with the measures to the best of their abilities to keep yourself and your loved ones safe. “here is no doubt about it – physical
distancing will save lives. “I urge people not to look for loopholes, but to follow the advice and do the right thing. “Our message is clear: if you can stay home, you must stay home.” Meanwhile measures to help keep the economy aloat during the shutdown are beginning to low. Fortnightly payments of $1500 will begin lowing to six million Australians from the irst week of May as part of the $130 billion JobKeeper scheme. Locally, both the Melton and Moorabool councils have unveiled relief packages of
their own. Melton council is set to launch an Open for Business campaign to promote businesses that are still trading during the crisis and is also ofering free membership to the ‘Venture Melton Network’ where business can access free workshops and mentoring with advice and support. Meanwhile, Moorabool is taking a more targeted approach, encouraging afected businesses and residents to contact the council so it can put steps in place to support them.

While times of adversity can bring out the best in people, generous residents are also being warned to be aware of scams. Tania Burstin, a founder of one of Australia’s leading crowdfunding platforms mycause.com.au issued the warning, following reported cases of people falsely raising funds from the outbreak of coronavirus. “Since the outbreak of the virus and with jobs and livelihoods being cut, we’re seeing a huge inlux of people to mycause who are asking their friends, family and community for support,” Ms Burstin said. “Ninety nine per cent of the time, these requests for help are genuine but that doesn’t mean platforms like ours can become complacent.” She said there are simple ways that people and charities can perform veriication checks to ensure their safety. “It’s a common myth that creating a fundraising page you will receive random donations from strangers. It never happens. “For fundraisers, make sure you know who is donating to you. If you don’t know them, report them.” “Don’t donate to anyone you don’t know.” She said that while generosity was to be applauded, the safety of the community was paramount. “People are very generous in extreme times of need but we need to ensure the online safety and security of everyone.” She urged the community to report any suspicious crowdfunding to the appropriate platform or Consumer Afairs. Third runway plans still on radar By Tate Papworth While it may resemble something of a ghost town because of the COVID-19 outbreak, Melbourne Airport remains committed to building its third runway. Jai McDermott, the airport’s executive of corporate and public afairs, said the airport had taken a beating due to the heavy restrictions on travel, but said planning for the future shouldn’t stop. “Coronavirus has hammered international and domestic travel in the short-term. We are
still managing the impacts of that with our critical partners and suppliers on a daily basis. he airport is a big employment hub and that is top of mind,” Mr McDermott said. “We think about the third runway as a 50 year asset so coronavirus is a short-term disruption in that context. hrough the Ansett collapse, 9/11 and other major shocks, aviation has proven to be resilient and we are conident demand will return. “So the runway is still needed and given the long lead time for consultation and approvals, our work is continuing.”

Public consultation is a major issue for the airport. Additional noise which would be generated by extra aircrat has been a hot issue in Brimbank, particularly the suburb of Keilor. Mr McDermott said the airport would do its best to keep the lines of communication open with the community.
“Clearly, traditional consultation is pretty challenging when people are doing the right thing by staying home to prevent infection,” he said. “We’ll monitor the situation carefully, but it doesn’t change our commitment to listen to our communities and take their views into account as we develop our runway proposal. “In the meantime our community engagement team is still available, even if it’s on the end of the phone or a video call.” he master plan for the third runway is scheduled to be put out for public consultation in early 2021.
Brides embrace technology Brides across Australia had plans for their special day thrown into disarray ater the government announced tight restrictions to slow the spread of COVID-19. Weddings can be conducted with no more than ive people; including the couple, the celebrant and the witnesses. But like so many industries during these times, people are adapting. Aneta Pazeski who owns the Bridesmaids Dressing room in Keilor East said technology has played a massive part in helping brides plan their weddings. “We’ve taken measurements over video chat, shown colour and designs … pretty much everything we’d do in person,” Ms Pazeski said. “Some brides have opted to actually even have their weddings online, some have had smaller ceremonies, while others have postponed.” Bride-to-be, Lauren said she was still unsure what to do.
“I was supposed to get married in July, so it’s not far away, but there’s so much information constantly changing, that it’s hard to follow. “When reality hit I was let wondering if we want a ive person thing or do we wait and do it properly? “For now we’re planning as if it might happen, but aware it might not … there’s a lot worse things happening in the world right now and ways to get around these things.” For Bianca Spagnolo it was a diferent story. “We were meant to get married in Italy in June, so that’s deinitely cancelled,” Ms Spagnolo said. “We had over 100 people coming and 30 of my family members all booked lights … we’re scrambling for refunds at the moment.” Ms Spagnolo has rescheduled her pending nuptials for June, 2021. At this time of year, Melton City Council would normally put its draft budget out for community comment. It would include things like upgrades to local parks, roads, and playgrounds, and an outline of the rates, fees, and charges for the next financial year. In light of the COVID-19 crisis, Council has decided to delay the 2020/21 draft budget so it can consider any changes that will need to be made in funding allocations across the organisation. As part of the draft budget review, Council will specifically look into relief packages for residents and businesses who have been impacted financially. This adds to a number of measures already implemented to ease costs for residents, businesses and organisations.
Among them, Council has dropped all fees and charges for sporting clubs and associations, refunded all community venue hire bookings, and is reviewing assistance for clubs and associations under financial hardship. For businesses, Council is running the Open for Business campaign to promote businesses that are still trading during this crisis, as well as offering free and vital advice, mentoring and workshops, waiving a number of permit fees and deferring rates for those traders experiencing hardship. Our Hardship Policy is also there to help residents who are concerned about making Council payments due to financial circumstances. Oficers from Melton Highway Patrol are appealing for information following a fatal motorcycle crash in Melton on March 30. A 44-year-old female rider was travelling north on Coburns Road, over the Western Freeway overpass, when she left the road and crashed about 3.15pm. Police are appealing for the rider of a white motorbike believed to have been in the area at the time of the crash to come forward.

Storytime goes digital While libraries across the region are closed, young children can still enjoy popular storytime sessions – online. Storytime sessions are being ilmed by library staf so children can still hear their favourite books brought to life. Every Tuesday and hursday, library staf will livestream an event to the library Facebook page. It will include nursery rhymes and stories, and plenty of actions. Moorabool mayor David Edwards said it was important that children stayed engaged with learning and books throughout the lockdown period enforced by the COVID-19 pandemic. “his is just one small thing we can do for kids in the shire during these school holidays – provide a small service that they might
be missing,” Cr Edwards said. “We would normally have school holiday programs running in our Bacchus Marsh and Ballan libraries …this holiday period is obviously going to be very diferent to normal so any small way we can make a diference and give children some normality is a great thing.” Ryhme-time will be livestreamed on Tuesdays at 10am and storytime on hursdays at 10.30am.
