A Williamstown coffee roaster has joined a group of community-spirited “makers and hackers” using 3D printing to help save lives in the coronavirus pandemic. James Davison is among a group of innovators using 3D printers, laser cutters and other manufacturing equipment at the FAB9 makerspace in Footscray to create face masks and shields for medical personnel ighting COVID-19. “We’re trying to get as much of this stuff ready to go before we have our maximum caseload,” Mr Davison said. “It could potentially save a lot of lives.” He hopes others will get involved in the global movement using open-source designs posted on the internet by HP, Formlabs and other tech companies. “Guys like myself can download … designs for masks or face shields and hit ’print’ and you’ve got that sitting in your living room,” Mr Davison said. “It’s decentralised manufacturing.” FAB9 was founded by former Silicon Valley product manager, Hans Chang. “The current pandemic has made clear the incredible beneits that can come from a community of makers and hackers like ours, who can quickly come up with inventive ideas,” Mr Chang said. Police on lockdown patrol Police have made more than 7000 spot checks in local streets as Victoria’s coronavirus cases climb, stage 3 restrictions came into efect and the Federal government revealed a $130 billion wage subsidy scheme to help keep businesses aloat. here were 917 conirmed cases of COVID-19 in Victoria by Tuesday and 4514 nationwide, with four Victorians among 19 deaths. Department of Health and Human Services igures released on Monday show 11 conirmed cases in Hobsons Bay and seven in Maribyrnong. In surrounding municipalities, there were 24 conirmed cases in Wyndham, 26 in Moonee Valley and 19 in Brimbank.

Western Health has put out an urgent call for new nurses in response to the COVID-19 pandemic and announced that visitors will no longer be admitted to Footscray Hospital’s intensive care unit. “his decision has been made in the best interests of our patients and staf as well as visitors,” it said in a statement. Under stage 3 restrictions, announced by Prime Minister Scott Morrison on Sunday night, people are only to go out for essential shopping, medical care, exercise and work or eduction that can’t be done remotely. Public social gatherings of more than two people are banned, excluding people from the same household. Playgrounds, skate parks, outdoor gyms and Altona and Williamstown beaches are closed.
On-the-spot ines of $1652 for individuals and $9913 for businesses may apply for those ignoring the rules. As businesses and the community take a hit inancially, there is a six-month moratorium on evictions for tenants who can’t pay rent because of COVID-19. Commercial tenants and landlords are advised to negotiate. he Federal government announced on Monday a Jobkeeper subsidy payment of $1500 a fortnight for all employees. Hobsons Bay council has introduced measures to support local businesses including full rental rebates until June 30 for tenants of council-owned buildings, refunds of food premises registration fees and outdoor trading permit fees, and interest-free deferrals of the May and September rates.
Sporting clubs and community groups are also being ofered inancial relief. Maribyrnong council is discounting the May quarterly rate payment for businesses by 50 per cent and allowing all eligible businesses afected by the COVID-19 virus to defer May and September payments without charging interest. Rent for afected commercial tenants of council-owned properties will be halved until June 30. Premier Daniel Andrews on Monday said that while most Victorians are doing the right thing, there have still been instances of people gathering in signiicant numbers. “Life is going to look very diferent for a while but if we don’t make these changes now, the virus will continue to spread.”

COVID-19 A MESSAGE FROM THE MAYOR Commercial Rate Relief I understand the concerns that our community has in this challenging time. Every single one of you has no doubt been affected. All of Council has been working to come up with measures that we can implement to lessen the financial strain that a large part of our community is going through. Last week we agreed on the first part of our support package which is aimed at business. Small business is the lifeblood of our community - it employs lots of our residents and keeps our economy strong. We have also been considering support measures for residents and I’ll make an announcement about that in the coming days. For all eligible commercial businesses affected by the COVID-19 virus, we will defer payment of the next 2 quarterly rate payments - that is the May and September payments for this year. In addition, we will discount the next quarterly rate payment – the May payment - by 50% and we will not charge interest on any unpaid quarterly rate payments. We will also refund all food registration permits and outdoor trading permits paid during this financial year – that is, any paid since 1 July 2019. An important part of our recovery is getting the local economy get back on its feet as we move through this crisis. We want to make it easier for new businesses to start up so we will waive a range of planning application fees for small businesses starting up in the next 6 months. Rent payment for commercial tenants of Council owned properties, who have been disrupted by COVID-19, will receive a 50% discount on rent up until 30 June 2020 and I encourage all landlords to look at supporting commercial tenants with rent relief. We are looking at other ways that we can support local business and we are working on a support program that will provide access to help and information. Further details of this support package are on our website. It’s important that all of us support our local businesses and buy locally – a large number are now offering home delivery or special services and our website contains a listing of these. This is by no means the only support that we will provide. I want to assure you that Council is keeping up to date as the situation evolves and we will consider more support mechanisms in the coming months. Finally, let me stress how important it is to practice social distancing – this is the most effective way to minimise the spread of this virus. Please stay safe and healthy, look after one another and I’ll update you as further measures are available.

ASRC calls for donations By Benjamin Millar he Asylum Seeker Resource Centre is sufering from food shortages and a dive in essential donations as it battles to ensure some of society’s most vulnerable people don’t fall through the cracks during the COVID-19 crisis. he Footscray-based organisation has been inundated with requests for help but struggled to keep up with demand as panic buying clears the shelves of essential staples. Fundraising and marketing director Alan White said that as an aid and advocacy
organisation, the ASRC is being stretched to both meet people’s immediate needs and push for more to be done at a government level. “We will continue to keep our doors open while there are vulnerable people out in the community who are in need of our support,” he said. Mr White said one of the best ways people can ensure the ASRC’s community food bank and health and legal services can continue is by supporting its emergency fundraising appeal. “For us, our message is not how much you give, it’s that you give at all, even if it’s the
amount you save having your weekly cofee at home or not going out for Friday night drinks.” People can also drop non-perishable food at the ASRC to assist it in preparing emergency food packs and to keep its community kitchen ticking over as it prepares takeaway meals for those most in need. he ASRC’s Foodbank provides groceries and essential items to almost 700 people each week, almost half of them children. Portraits document social changes A Kingsville photographer is putting the human face on the social isolation being forced by the COVID-19 pandemic. Strict social distancing rules have all but ended work commissions for professional photographer Kristyna Hessova, but the creative urge and desire to keep the community connected have sparked the idea for a new series capturing people living in virtual lockdown. Hessova put out a call for people to take part in her ‘Lockdown Portraits’ photo series and was quickly inundated with requests. “I love taking photos, I am doing it for myself as much as anyone else, just to keep sane,” she
said. Each session takes about 20 minutes and is conducted from a safe distance, with Hessova shooting the portraits from over the fence so as to keep a safe distance from her subjects. “I want to make it very documentary and truthful so I’m prepared for any kind of response on the shoot,” she said. “If you don’t feel like smiling you don’t have to, but if you wan’t to that’s OK too. “I’ve got a lot of people lined up, people are keen to share their stories.” Hessova said the social restrictions, shortage of staple items, job losses and other impacts of the coronavirus pandemic are all challenging,
but she has also seen some good emerge from the crisis. “It’s a scary place for most of us I would say, but a lot of people around me – and we live in a beautiful bubble in this hood – are checking in on other. “We are all doing what we love doing, a lot of people are baking breads and making jams, and that’s what I’m doing with my photography.” Hessova’s ‘Lockdown Portraits’ series can be viewed via facebook.com/LockdownPortraits and instagram.com/lockdown_portraits
Hobsons Bay’s waste and recycling collections have altered due to coronavirus measures. Bins must be out by 5am on collection day so contracted workers could maintain social distancing, the council said in a statement. he four-bin system introduced last month has weekly collections for food and green waste, fortnightly for garbage and recycling, and monthly for glass. “Like many workplaces, under normal circumstances all drivers come together at the start of each working day to their headquarters to review their collection routes for the day and meet with their colleagues,” the council statement said. “Having drivers start at diferent times reduces the number of staf onsite at any given time, and minimises face-to-face interactions.” Hobsons Bay’s customer service staf are now handling queries by phone and online. During the shutdown of the Hobsons Bay Civic Centre at Altona, work is continuing on a $7.15 million upgrade. he council’s food services is continuing to deliver ‘meals on wheels’ to registered residents, combined with wellbeing checks and toilet paper for each client. Eligible new clients will be fast tracked. Youth counselling will continue via online and Skype, while library services are being delivered in diferent ways such as live-streamed storytimes. A 50-year-old man from Footscray has been arrested in relation to a break-in at a Coburg school. Police called to a school on Moreland Road about 11.40pm on Saturday were joined by an oficer from the Dog Squad and police dog Max, who sniffed out the alleged offender hiding in the playground.

Last drinks at the pubs By Goya Dmytryshchak It’s a waiting game for everyone, says Michael Sneddon, as he stands in his shuttered Prince Albert Hotel. he Williamstown publican also holds the lease on the Stags Head Hotel, both establishments among Williamstown’s original pubs and entwined in the suburb’s history. he Prince Albert, trading since 1856, like the Stags built in 1887, has survived through wars and depressions, now last drinks have been called as the government introduces tough restrictions on gatherings in a bid to slow the spread of COVID-19. “hey’ve both sat there for over a hundred years so hopefully can stay for another hundred,” Mr Sneddon says. “But, you know, we’ll have to see how everyone can get out of what’s going on at the moment. “All staf have been stood down because nobody knows the time frame on it … the sooner that all the staf can have that, the sooner they can hopefully be able to get some type of government assistance. “You can plan for some things but something of this scale is a bit diicult to plan for.” he pubs don’t have adjoining bottle shops so can’t continue as a takeaway only business. “he stock that we would hold is basically kegs … and a few wines,” Mr Sneddon says. “I don’t know how fully it’s sunk in but obviously there’s that many businesses impacted on such a large scale. “You just think a bit wider and go, there’s so many people impacted. “It’s just a waiting game at the moment. You’re just sort of walking around the venue and it’s a bit weird.”

Connection is key to wellbeing Regular routine, exercise, sleep and being “in the moment” are all vital to maintaining wellbeing during the COVID-19 pandemic, according to a mental health expert at Victoria University. Alex Parker, professor of physical activity and mental health in VU’s Institute of Health and Sport, said it is important people also ind ways to stay connected while practising social isolation to help slow the spread of the virus. She warns that worries about health risks, inancial pressures and the onslaught of information have created a perfect storm of stressors. “his is such a diferent experience, change and disruption from the way we go about life,” she told Star Weekly. “We should acknowledge the extent of that to start with – it is OK to be worried and it is OK to be stressed because of course, we would be.” Professor Parker said people can help by focusing on things that are in their control, such as giving full attention to whatever they are actually doing at the time. “hat could be fun with family or people online, it could be pulling out board games or puzzles from the back of the cupboard,” she said. “Being physically present is an important part of our relationships, so keeping up online or telephone connection is the best substitute for these times.” Benjamin Millar

Now it’s wills on wheels By Goya Dmytryshchak An Altona North lawyer is ofering to do “wills on wheels” for people while they stay home during the COIVD-19 outbreak. Russell Cocks, principal at Local Lawyers, said it was an attempt to help people concerned about getting their afairs in order. While his oice is open, like many others it is discouraging people from coming in during the COVID-19 outbreak. Mr Cocks said he would visit the client and set up a small signing table outside their home, all while maintaining social distance. “here might be some people who might be worried about their position with their wills,” he said. “Whether they don’t have one or whether they would like to change something that they’ve had in the past, or whether there’s a fairly urgent need for power of attorney so somebody can start handling their afairs. “It’s initiated as a response to people who might be sufering concern about the state of their afairs.” Mr Cocks said appropriate protective measures would be taken when visiting clients. “For instance, we will be taking our own, sanitised, signing table and we will set this up in places like the front porch or even the driveway to minimise the risk of exposure,” he said. “I’ll make sure I take new pens to every person so there’s no issue about people having handled pens. “hey’ll sign the documents, we’ll leave them their copies, and we’ll depart ater sanitising the table again.” Standard prices of $350 for individuals and $600 for couples will be charged.

Anzac art lives on Art therapy for RSL veterans has moved online during the coronavirus outbreak. Altona RSL’s Henk Eykman, who facilitates the classes as part of the statewide RSL Active program, said activities may be impacted but the Anzac spirit lived on. Classes, which many ind useful for mental health, are being conducted via group webcasting. “With what’s been happening with the coronavirus, we wanted to keep the RSL Active … so we came up with this idea,” he said. “I’m there to give back and anything I can do to help the veterans and the cause is more than enough reward, and that’s why I do what I do. “I think art can say a lot – sometimes more than words – and that’s why I do it.” Yoga classes for the veteran community are also being conducted online. Virus raises family violence risk By Alesha Capone Women’s Health West says it is expecting to see a “spike” in reports of family violence as the COVID-19 pandemic continues. he not-for-proit organisation provides services such as court support, crisis housing and case management to women and children who experience violence in Wyndham, Hobsons Bay, Maribyrnong, Melton, Brimbank, Moonee Valley and Melbourne. WHW’s chief executive Dr Robyn Gregory said: “Our expectation is that we will see a rise in demand over the coming months.
“Due to local and international research, we expect there to be a spike in family violence.” Dr Gregory said reports of family violence oten increased during times of disaster and emergency. She said an example of this was research, conducted by the Gender & Disaster (GAD) Pod – a partnership of two Victorian Women’s Health organisations and the Monash University Disaster Resilience Initiative – which found there was an increase of family violence reports made during and ater the Black Saturday bushires. Dr Gregory said it was “absolutely normal” to feel out of control at a time when people
were going into isolation, losing jobs and experiencing inancial hardship, but that individuals could choose how they responded to such a situation. “Violence is never acceptable in the home and a pandemic is not an excuse for violence,” she said. Dr Gregory said it was important for those who needed assistance with family violence to realise they could still seek help, even under coronavirus regulations. “Women’s Health West is continuing to deliver services to women and children who experience family violence, including
gender-diverse and non-binary communities,” she said. Dr Gregory said WHW was using phone calls, video-conferencing and online assistance to communicate with clients, when possible. Some WHW employees, especially those involved with refuges and crisis accommodation, still needed to attend work in person. “Ater hours, there still might be a time when women and kids have to leave home with absolutely nothing,” she said. Good news channel When Andy Fithall began his new job he hit the ground running. Just three weeks later the world was a very diferent place. he rapid shutdown of much of the Australian economy resulted in the Kingsville father joining hundreds of thousands of fellow Australians suddenly losing their job. Rather than let the situation drag him down, he has set out to deliver a ray of sunshine into the homes of others. Mr Fithall and his family are delivering a nightly news segment via social media to highlight the positive local stories emerging from the unprecedented situation. Streamed via Facebook, “In Other Good News” has quickly built a loyal following. “he idea came to me last weekend when I noticed that I was starting to feel a bit down and anxious about the whole coronavirus
situation,” Mr Fithall said. “Like many others in the community I was made redundant and the gravity of the whole situation became clear to me – it was happening not just to me but to the whole community.” Mr Fithall drated in his young sons and set to work on the production, which now takes up much of their day. He has taken on the role of news reporter, with his son Reuben, 8, the co-anchor. Sonny, 6, is the producer. “I’m trying to do something that helps people’s spirits, just to bring a bit of joy to the community,” Mr Fithall said. “In Other Good News” is streaming nightly via Facebook groups including the Kingsville Good Karma Network and Inner West Buy Swap Sell and Mr Fithall’s own page. Both models feature an extensively reinforced bodyshell with a lightweight aluminium plate bolted beneath the engine to increase front-end torsional rigidity.
