Traders call for help By Goya Dmytryshchak and Benjamin Millar Inner west residents and businesses are bracing for the worst amid warnings the nation faces the prospect of entering total lockdown to slow the spread of the deadly coronavirus. Some businesses were shut down on Monday amid stricter social distancing measures and people are being asked to stay at home as the number of COVID-19 cases conirmed in Victoria by Monday passed 350 and the national tally soared past 1600. It comes as a parent from Newport Gardens Primary School last week tested positive to the virus and the statewide end of the school term was brought forward to Monday to enable teachers to plan for distant learning. Altona Village Traders Association liaison oicer Sharon Walsh said the unprecedented situation makes it essential that people pull together to share the load. “I think we are a really resilient village,” she said. “Everyone has to work together. “It’s not going to be easy but the last thing I ever want to see is no Pier Street.” Traders are calling on Hobsons Bay council to waive fees for outdoor furniture and are asking landlords to reduce rents. “For us – I’m talking predominantly Pier Street, Harrington Square, the strip shopping – they are in diabolical trouble, absolutely diabolical trouble,” Ms Walsh said. “his pandemic could be three months, six months, but some of these businesses, which are really mum and dad businesses, are not going to come out the other side. “I think everybody needs to pull together on this one. Small businesses are the backbone of the country. “Landlords play a huge role and should consider rent-free or at least a heavy reduction. “Our landlords need to, if they can, cut the rent. If they can’t, halve it – share the load a little bit. “Let’s waive the footpath-trading fees. Just anything that’s going to help these small businesses.” Hobsons Bay has waived parking meter fees for at least 90 days – which only applies to Williamstown – and is ofering to defer rates for small businesses. Yarraville Traders Association president Carla Smith said most businesses will remain open for as long as they can, but have introduced

much stricter hygiene and social distancing measures to protect customers and staf. “Places are encouraging payPass instead of money, hairdressers are spreading their business across shops and spacing people out, there’s a few places that have closed their doors like the op shop, their staf and clientele being typically older.”

Ms Smith said supermarkets and fresh food purveyors are working overtime to keep up with stock demand. “At this stage people are keeping the doors open to give that service to the community,” she said. “Maintaining calm is key. As soon as the government pulls the pin, everyone will do the

same. Really this is bigger than all of us.” Ms Smith said closing businesses for long stretches could send them to the wall unless adequate support is in place. “he government really needs to step in and help us out with funding.” ■ Coronavirus

Rare piece of history goes under the hammer It’s what you might call a trophy asset. Williamstown’s historic Stags Head Hotel at 39 Cecil Street is going under the auctioneer’s hammer. he corner pub, which has substantial accommodation on the irst loor, is one of Victoria’s longest continually-operating licensed premises. It won’t be last call for the much-loved local, with publican Michael Sneddon holding a ive-year lease to 2022, plus two additional ive-year options to 2032. Built in 1887 and listed on the Hobsons Bay Heritage Study, the building is expected to fetch

upwards of $2 million. Selling agent, Burgess Rawson’s Shaun Venables said potential buyers included people who wanted to restore it, developers and landbankers. “A property like that, it’s a rare commodity,” he said. “Most of those older original period hotels have either been demolished or developed or all that’s let is a facade under an apartment building. “’To have an original 1880s free-standing building like that … they’re just very, very diicult to ind. It’s a trophy asset, I mean it’s

something you can never really ind anymore.” While the 362 square metre site currently returns $88,000 plus GST per year, Mr Venables said the future buyer was unlikely to be motivated by a quick pay-of. “he buyer who’s going to buy this one recognises that it’s an absolute blue-chip asset in west Melbourne’s premier suburb,” he said. A state government spokesperson said while the government was mindful of the cultural signiicance these properties hold for the local community, the new hospital is a “once in a generation investment”. “With a clear site we can maximise the potential for the new Footscray Hospital from a design and operational perspective and most importantly, ensure it is safe, easily

located and accessible for the community,” the spokesperson said. “Alternatives to demolition were explored, including disassembling and relocating the buildings. “However, it was determined this was not feasible because of the complexities of the buildings’ construction.” Construction is scheduled to commence in late 2020 and the hospital is expected to open in 2025.

A 5.5 per cent jump in crime last year has taken Maribyrnong to its highest crime rate since 2016, while Hobsons Bay’s rate remained steady. Crime Statistics Agency data, released last hursday, shows ofences across Maribyrnong climbed from 8435 in 2018 to 8898 in 2019. Footscray recorded the highest number of ofences with 2585, followed by Maribyrnong with 1742, Braybrook with 1642, Maidstone with 855 and Yarraville with 854. Stealing from a motor vehicle remained the most common ofence at 1348. Other thet (802), criminal damage (597), stealing from a store (592) and breaching a family violence order (574) rounded out the ive most common ofences. Houses and apartments accounted for 2622 ofences, followed by 1787 street crimes, 628 shopping complex crimes and 415 other retail crimes. he igures showed about 47 per cent of ofences remained unsolved. Altona North, Altona Meadows and Williamtown were Hobsons Bay’s top three crime suburbs. Total ofences recorded in Hobsons Bay remained almost the same between 2018 and 2019, dropping by 10 incidents to 6224. Altona North recorded 1206 crimes, Altona Meadows 1078, Williamstown 1001, Altona 787 and Newport 646. he top ive ofences were stealing from a motor vehicle (824), other thet (764), breaching family violence orders (521), criminal damage (495) and drug possession (370). he number of recorded ofences across Victoria increased by 4.7 per cent to 536,690 ofences. A key link to an important phase of Footscray’s past is being razed to make way for the new $1.5 billion hospital. Demolition of a strip of heritage houses deemed historically signiicant has begun, sparking an outcry from local historians. Four early 20th century houses on Geelong Road were recently fenced of and will be demolished to clear the site for the new Footscray Hospital. he buildings are protected via heritage overlays, however are being removed at the behest of the state health minister who has exemption from the controls. John Lack, who has written what is considered Footscray’s deinitive settler history, said the demolition could have been avoided with better forward planning. He said the houses are signiicant as both a strong visual representation of an important period in Footscray’s history and in recognition of the leading local families who lived in them. “It’s the people associated with those homes who played such a central role in Footscray’s civil life in the 1920s and ’30s,” he said. he Footscray Historical Society issued a statement condemning the demolition of homes it considers among “the most signiicant of the jewels” of Footscray’s built heritage. “To demolish the homes of some of our leading igures in health, education, commerce, industry, public service and philanthropy and to do it at this time of national emergency and social distancing, is a cynical, cruel and insensitive act,” it stated. “he state government has bypassed the recommendations of the City of Maribyrnong, disregarded the city’s heritage overlay, ignored the heritage advice of our most senior historian, failed to engage in wider community consultation and bypassed proper planning processes.” Maribyrnong council director of planning services Nigel Higgins said the council unsuccessfully advocated for the retention

GP specialist clinic call One of the 100 “GP respiratory clinics” promised by the federal government could be established at Altona North. Respiratory clinics are specialist clinics for people who may be infected with coronavirus (COVID-19), and are designed to help keep potentially contagious people away from other areas of hospitals and health centres. Last week, Dr Mukesh Haikerwal said his group would like its practice to become a formal respiratory clinic including testing for COVID-19. “he alternative is to shut up shop, not do any testing, send everybody to hospital, everybody wait for ive hours in the queue at the hospital and we just see people by video,” he said. “hat’s our alternative. We can’t do what we’re doing anymore because we won’t have enough garb. Churches closed amid virus concerns

By Goya Dmytryshchak Williamstown’s tourism and hospitality industry is reeling amid a nationwide coronavirus shutdown. he Seaworks maritime precinct is closed to the public until April 13 and all events – some of which attract thousands of people – have been postponed. Events manager Chantell Matus said eight events had been been cancelled at this stage. “It’s unprecedented times and we’re all in unchartered waters,” she said. Williamstown Chamber of Commerce vice president Craig Turton, who owns Santorini restaurant and manages events such as the Williamstown Seaport Festival, said events towards the end of the year were in jeopardy. “One of ours is Oktoberfest West, which is huge – normally you would start selling tickets around this time for the event,” he said. “You’re not going to be able to generate ticket sales at the moment because everyone’s in a little bit of uncertainty.” Mr Turton urged the community to continue to buy local and support cafes and restaurants as they implemented take-away and home-delivery models during step one of the shutdown. “A lot of the pubs have closed down,” he said. “Food is certainly a big part of what a pub does, but it’s not the biggest part – it’s the drink element. “I’m just sitting here today looking at my bar going, I don’t know what I’m going to do with all this stuf because we can’t sell it. “We have to adapt and be a little bit innovative in what we do and how we operate. “Our restaurant’s probably lost half its turnover so what we had to do fairly quickly was move to a delivery model, which most

restaurants are doing now. “he other challenges … the delivery models that are out there at the moment … take 35 per cent of your sales. “So, at the moment it’s myself and my wife going out and doing deliveries.” He urged people to continue to spend their

money locally. “It’s just as simple as shopping,” Mr Turton said. “Diverting those funds, if you’ve got those funds, diverting them to local where possible. “We’ve been sufering anyway as local businesses but I think of this as the time to really consolidate a community.”

Church masses have been suspended but weddings and funerals can continue, following a ban on non-essential internal gatherings of 100 or more people. Prime Minister Scott Morrison announced the ban last week to help contain the spread of COVID-19. Earlier this month, the Australian Catholic Bishops Conference recommended its churches temporarily remove holy water from stoups in doorways, stop giving Holy Communion from the chalice and to put the communion bread in the parishioner’s hand not the mouth. Archpriest Michael Kalka of Altona’s Mary Help of Christians parish said it was important for the community to band together. “I just see it as a very sensible move while we are all in a situation that we don’t fully understand,“ he said. “At this diicult time in the history of our world all Christians need to be prayerful and practical. “We are all in this together so we all need to do our very best for each other.“ he Catholic Archdiocese of Melbourne says it is monitoring advice from health authorities and working with the Department of Education to monitor the impact of the virus in its schools and wider school communities. Forced shutdown “devastating” By Benjamin Millar he inner-west hospitality industry is reeling from closures that are being enforced as part of eforts to slow the spread of COVID-19, with warnings that businesses are at risk of folding without urgent help. All pubs, bars and licensed clubs nationwide have been shut since noon on Monday, along with cinemas, entertainment venues, casinos and nightclubs. Restaurants and cafes have been restricted to takeaway and delivery services, while bottleshops have been spared for now. Yarraville’s iconic Sun heatre has been closed until further notice, a decision supported by its owners Michael and Anne Smith. Footscray Traders Association president Stuart Lucca-Pope – a co-owner of popular Footscray bar Littlefoot – said the forced shutdown of businesses will have a devastating impact on the hospitality industry. “I think the big thing for us is that anything they do needs to be sustainable for six months,” he said. “Small business provides so much of the economic engine and losing them would destroy the country.” Mr Lucca-Pope said the situation requires a swit and strong response from all levels of government if businesses are going to survive. his could include fee rebates, cash payments and freezes on council rates and property rents. “he Footscray Traders Association is asking Maribyrnong council to get their comms team getting people going door-to-door with accurate information,” he said. “It has to happen at a federal and state level too, but local councils have those direct conduits with local business.” Mr Lucca-Pope said a lot of the messaging had been unclear and people had been confused

Arts industry feels strain By Benjamin Millar housands of artists and arts workers living in Melbourne’s inner-west are facing an unprecedented loss of livelihood due to the worsening COVID-19 pandemic. Nearly all of the country’s major arts and cultural events have been cancelled and tight restrictions on indoor venues to promote social distancing have led to almost all live music, performance and events being called of. A website set up to track the lost income in the arts to date, I Lost My Gig, has recorded the loss of $200 million nationwide from the cancellation of more than 200,000 events, impacting more than 400,000 people. Footscray Community Arts Centre (FCAC) is shutting its doors until at least April 14, with a longer closure likely. he decision means postponing or cancelling all exhibitions and events, including the lagship Wominjeka Festival which was set to employ more than 100 artists and contractors next month. FCAC artistic director Daniel Santangeli said the pandemic is having a far-reaching economic and social impact. “he arts plays a critical role in how we connect to each other,” he said. “We understand the critical role we play as an employer and key organisation in the independent community arts sector, and will be working closely with our artists and communities during this time of uncertainty to minimise the impact to their livelihoods.” Mr Santangeli said the cancellations and

closures have a knock-on efect to other creative and local businesses in the Footscray area, including bars and restaurants already sufering from a steep loss in trade. West Footscray music studio and all-ages venue Wrangler Studios has put out an urgent call for inancial assistance, starting an online fundraiser. “We have seen millions of dollars lost, thousands of jobs lost without any kind of future income or government support and these numbers will continue to climb for some time,” organiser Dean Tellefson said.

Support services evolve While health authorities continue to make the case for “social distancing” to slow the rate of COVID-19 spread, the inner-west’s support networks are swinging into action to make sure nobody falls through the gaps. West Footscray Neighbourhood House marketing and programs co-ordinator Rebecca Gelsi knows better than most how close to the edge some of our most vulnerable residents are, and has made it her mission to make sure they are not forgotten. Ms Gelsi has joined a number of people working through social media to help ensure people’s basic needs are still being met. But she has taken things literally a step further, walking the streets and dropping lyers into letterboxes to spread the word that it is

time to all support each other. “here’s a lot on social media, but … not everyone is on social media,” she said. “If we have the ability, we need to be that support so when people are saying ‘please help, I’ve got nothing’, we can be there.” Ms Gelso said the closure of the Neighbourhood House will be a blow for those who depend upon the service for support and social contact. “We are closing our program, but we are putting in place a buddy system between staf members and the community members who come in who are particularly vulnerable so we can look ater them.” Benjamin Millar

Arts centre inally opens By Tate Papworth Caroline Chisholm Catholic College has inally opened its new arts centre. he $5 million St Madeleine Arts Centre, at the school’s all-girls Christ the King campus, was opened recently. he building replaced the old centre and former convent for the Society of the Sacred Heart nuns, and was transformed into more than 1400 square metres of space over two-storeys for the school’s creative programs. It will host drama, dance, music, studio and visual arts and is lexible enough to also cater for large gatherings and performances.

Support for small business Small businesses facing tough times can draw on more support ater Maribyrnong council signed a pledge to become a Small Business Friendly Council. he coronavirus spread is already taking its toll on the area’s small businesses, which are bracing for months of disruption and lost trade. he council has signed up to working with the Victorian Small Business Commission, committing to measures including supporting local business networks, making prompt payments to small businesses for goods and services and helping manage any impacts on trade stemming from infrastructure works. he pledge relates to more than 7400 local businesses in the area across industries including transport, construction, retail and healthcare, areas all hard hit by the pandemic. Mayor Sarah Carter said small businesses are at the heart of the local area and the council is well placed to provide them with information and guidance. Victorian Small Business Commissioner Judy O’Connell said it was positive to see the council sign up, ater earlier working together to help deliver a business pop up event on retail leases. MY PLACE Footscray artist Rosie Kalina has art in her blood, drawing particular inspiration from her creative mother. She speaks with Benjamin Millar. What’s your connection with Footscray ? I’ve lived in Footscray for 20 years, my mum and I moved here from Echuca when I was ive years old. My mum was single, juggling work and study, we had nowhere to live for a while, but ater a long wait on this list for Aboriginal housing, we found a place in Footscray.

What are your favourite local places? My two favourite restaurants are Sapa Hills and Footscray Kebab House. For a drink it’s Bar Josephine. I get my nails done at Voila Nails, they’re amazing, and for shopping I can always ind something great at Savers. For arts and events, it is Footscray Community Arts Centre of course. How and why did you become involved in art? Both of my parents are visual artists. I grew up around the arts, roaming around art galleries since before I could walk, it’s deinitely in my blood. For as long as I can remember I’ve loved to paint and draw. Footscray arts centre helped

What do you like most about the area? I love Footscray because everything I need is right here, and it is so close to the city. Aside from the practical, I’m thankful to live here on Boonwurrung country, to live near the river where I take regular walks, and the central area of Footscray is so lively. I love the community I’m a part of.

nurture me as an artist. I participated in the Emerging Cultural Leaders program when I was 18 and fresh out of high school. Ever since then I’ve received so much love and support by the Indigenous Advisory Group and FCAC staf, which has helped me blossom in my arts career. What can you tell us about your next FCAC show? I’m now curating my third show at FCAC

Blak to the Future III is the third and inal instalment of the series. he consistent theme has always been about young First Nations people determining our own future on our terms, creating and displaying works that relect our autonomy and sovereignty as young Blak people. his year features a mural done with over ive young First Nations people including two of my beautiful nieces which relects our cultures and connections to each other and country.

Who has been your biggest inspiration in life? My biggest inspiration in life is my mum. She’s an incredible artist, educator, community woman, writer, academic, and mother. She has raised me to be a resilient young woman with an endless amount of support. he “Blak to the Future III” exhibition has been postponed until a later date due to Footscray Community Art Centre’s temporary closure.

Subaru has launched fuel-saving, emission-reducing petrol-electric hybrids to its two biggest selling models – the XV and Forester. One XV Hybrid AWD variant is ofered and two Foresters: Hybrid L AWD and Hybrid S AWD. Subaru XV Hybrid ofers more than 14 per cent improvement in fuel eiciency over equivalent petrol variants in the urban cycle and more than seven per cent improvement in the combined cycle. Forester ofers improvement of more than 19 per cent in the urban cycle and more than nine per cent in the combined cycle. hese numbers are compared to 2.5-litre petrol variants. Both hybrid models feature what Subaru terms e-Boxer power. A 2.0 litre horizontally opposed Boxer engine linked via Motor Assist to a high voltage lithium ion battery. he four cylinder 2.0 litre engine produces 110 kilowatts of power at 6000 rpm and 196 Nm of torque at 4000 rpm. he electric motor produces 12.3 kW of power and 66 Nm of torque, and is self-charging, via kinetic energy captured by regenerative braking and coasting. he e-Boxer logic adjusts the power split between petrol and electric to match driving conditions. It automatically changes between three modes: Motor Assist EV driving; Motor Assist electric (EV) + petrol engine driving and Petrol engine driving. From standstill or at low speed, the vehicle is powered by the electric motor only, for quiet, zero-emission driving. Depending upon driving environment, vehicle and battery condition, it can operate in fully electric mode up to 40 km/h. system emits a sound when the vehicle speed is 24 km/h or less. At high speed, the petrol engine exclusively powers the vehicle, while regenerative braking or coasting with foot of the accelerator, recharges the lithium ion battery. Under certain driving conditions above 40 km/h, when decelerating or coasting and the battery is charging, the petrol engine can turn of, achieving fuel saving. As soon as the

accelerator is pressed, the engine will re-start. A cooling system draws air from the cabin to help maintain the battery at operating temperature and to help ensure better longevity. Subaru Australia chief, Colin Christie, said: “Forester and XV are long-established sales successes in our range and we know there is pent-up demand for hybrid variants among one of the most loyal customer bases in the industry.

“We’re already achieving signiicant leet successes with our hybrid variants, in an area where our engineering, safety and whole-of-life costs make a compelling story.” Advance orders for the pair of e-Boxer Subarus have far exceeded expectations so none were available for even the shortest of test by journalists at the press event. As soon as things settle down we will put an XV and a Forester through our normal test drive program.
