Virus shuts down region By Tate Papworth Schools have closed and all pubs, clubs, casinos, cinemas, gyms and places of worship have been shut as the state battles the COVID-19 pandemic. he state government announced that essential services would continue to operate, including banks, supermarkets, chemists and service stations. he prime minister on Sunday asked all Australians to cancel non-essential travel. he government has also urged everyone to implement strict social distancing practices in the wake of the pandemic. While major supermarket shelves lie empty, so to do many restaurants and cafes. Sunshine Business Association president Carson Luk implored the community to support each other. “You can feel the impact just walking down Hampshire Road … there’s not as many people out and about,” Mr Luk said. “Traders are very, very worried … sales are down, there’s not as many people coming in, stock isn’t moving quickly. “If it’s like this for six or seven months as forecast, then we’ll start seeing businesses fold … if it’s prolonged any more than that, you’ll really start to notice it.” Mr Luk said the council’s decision to close essential services, combined with current upgrades to Hampshire Road will also hurt businesses. “We expected an interruption with the civic green development, but nothing to this extent. Businesses in the irst few weeks of construction were hit hard … down 40-60 per cent.” In diicult times, Mr Luk had one message for the community. “Buy local. hink local. If you’re uncomfortable eating in at a restaurant, you can still support it with Uber Eats and those sort of options. In tough times we need to support each other.” In St Albans, the situation isn’t as dire. St Albans Business Association president Sam Agricola said there was still people out and about. “here’s still movement on the strip … obviously we’ve got a bit of panic buying, but that seems to be lowing on.” ■ Services

Landill compensation claims By Tate Papworth Compensation for residents impacted by the closed Sunshine Landills could be on the horizon. Last month, Star Weekly revealed a number properties could be impacted by the old landills, with many sitting on buried waste and exposed to methane gas. Several residents have told Star Weekly they had no knowledge of the situation when they purchased their property. Slater and Gordon practice group leader Manisha Blencowe, last week briefed residents

on the possibility of a class action. he law irm is currently investigating possible claims for residents. Ms Blencowe, who led the 2008 Cranbourne Landill class action said two possible claims, negligence and nuisance, were being investigated. She said there were a number of avenues for a negligence claim. “here are a number of red lags in terms of events which have occurred over time which will be the basis of our investigation,” she said. “Some of those events to date include the removal of references to the landill site on the

planning scheme in 1999. “he consequence of that appears to be from that point onwards that the property they were purchasing was either on top of or next to a closed landill site.” Residents were told there may also be claims in nuisance if landill gases are travelling from the council’s landill sites into homes and works to reduce impacts of gas or to reduce risks are required. Ms Blencowe said if it is discovered that their is a legitimate claim, the law irm would look to move forward with a class action. It comes as the council calls on the state

government to help it deal with an issue it says the government helped create. Mayor Georgina Papafotiou said determination on next moves and how to deal with the issue would require a taskforce as more information was uncovered. “As we continue our discussions with impacted households we will gain further insights into the best ways to respond to this issue,“ she said. “For example chronic health issues have been raised by some households and we have requested the EPA investigate these concerns.”

Garden home to ‘hottest’ chillies In a much loved garden tucked away in St Albans lies some of the hottest chillies on the planet. Horticulturist Len Panecki has been perfecting his chilli range for three decades and says his oferings are up there with the hottest in the world. “When I irst started you could only get one or two varieties on the shelves and my wife, who is a bit of a chilli-head, said they weren’t very hot.

“So I went on a quest to ind the so called Mt Everest - the hottest chilli.” Mr Panecki did just that – cultivating chillies as hot as the famed Carolina Reaper in his backyard. “It brings everyone to their knees … it’s actually quite lethal stuf. I have to wear a respirator and gloves when I blend it down into chilli powder. “Even the smallest amount of dust on the hands followed by a touch of the eyes nose … or even going to the loo has you

singing and dancing for a long time.” Ater years of perfecting the crat, Mr Panecki has the growing process down to a ine art. “To grow from seed, you have to start in late June/early July. I use warming trays to do that. “When they germinate, I put them inside a hot house to get up to size before potting. “By time spring comes they’re ready to go out in garden.“ Tate Papworth

Incidents of family violence rose 5.7 per cent in Brimbank for the year ending December 2019, according to the latest statistics from the Crime Statistics Agency. A total of 2,904 incidents were recorded across Brimbank, with women listed as the victim in 2,168 of them. Women aged between 25-35 were the most heavily impacted, with 730 incidents, while women aged 35-44 were also highly represented with 635 incidents. Overall crime in Brimbank spiked 4.1 per cent. In total there were 15,178 recorded criminal incidents across Brimbank in 2019, up from 14,577 for the same period in 2018. St Albans was the crime capital of the municipality with 3089 incidents for the year. Sunshine (2623), Deer Park (1283) Taylors Lakes (1275) and Sunshine West (975) rounded out the top ive. All recorded an increase in the total number of criminal incidents. het was the most common crime committed with 2109 incidents, while there were also 2001 incidents of stealing from a motor vehicle. Criminal damage was the third most common criminal incident, however the number of incidents dropped from 1052 to 998. he vast majority of incidents occurred in houses. Crimes against the person also rose. Sexual ofences rose from 234 to 251, while assault and related ofences jumped from 1510 to 1586. But drug dealing and traicking ofences fell to their lowest total since 2011 with 131 incidents recorded. Tate Papworth

In an efort to help slow the spread of the COVID-19 virus within our community and workforce, Sunshine and St Albans leisure centres are currently closed to the public until further notice. This includes 24 hour gym access at Sunshine Leisure Centre.

Library members can use the online library at brimbanklibraries. vic.gov.au to access online services and resources, and you can register online to become a member. There’s no charge for library membership or accessing online resources. The Home Library Service will continue to operate and the after-hours return chutes at all libraries will remain open 24/7.

the project to ensure it wasn’t let with a hole in the ground ater construction stopped. Work has now resumed on the project, which is slated to be completed by mid-2020, albeit on a reduced scope. Cr John Hedditch said it was a good starting

point. “It’s an example of a project that didn’t quite meet the outcomes that were expected of it, but I think the importance of this report is that it talks … about the importance of the continuation of advocacy for additional funding to complete the Upper Stony Creek Transformation project,” he said “For the people of that area it is so important. What we have for the residents who live beside that creek now is a complete loss of the vegetation that was stripped out before the work

started and now a whole bare section is there.” Work will include wetland and associated vegetation, soil capping along the channel including a geotextile separation layer between new and existing soil, and the planting of trees, shrubs and grasses alongside the concrete channel to create an urban landscape. Cr Sam David vowed to have the project completed to its entirety in the future. “I wish we had the money to continue to inish the jigsaw, but eventually it’ll be done,” Cr David said.

Park gets green light Brimbank’s Sydenham Park could soon be open to the public. he council gave the green light to a master plan which would open up the 231-hectare park for public use, at its March meeting. he council says the park could increase its community proile and bolster tourism opportunities by hosting events. he council says the main attractions of Sydenham Park would be landscape-based nature-tourism opportunities, as well as cycling, walking, jogging and bird watching. he park could also tap into sports tourism, with the introduction of sports-based functions and spaces. Cr Virginia Tachos said it was vital the park was opened up to the community. “It’s one of the most magniicent pieces of biodiversity that exists in Brimbank, completely diferent from any other reserve,” she said. “I’ve been privileged to attend tree plantings once a year, but when I talk about

the beauty of Sydenham Park, it’s very hard to convey because people can’t actually go there.” She said while activation was needed, protecting the area’s natural beauty was required. “I hope … we as a council inally make that step to fund this through the budget process and support our community in having access to this amazing reserve. “When I say access, I mean a controlled access … a gentle access where we pay respect to the existing biodiversity. “Our community is crying out to learn about its heritage.” Tate Papworth

A neighbour alerted occupants of a house in Andrea Street, St Albans after a ire broke out just before 2am on March 15. About 30 ireighters arrived on scene within seven minutes to ind the house engulfed in lames. All occupants had evacuated the house before MFB crews arrived. Restrictions imposed at health sites

By Tate Papworth Brimbank council has closed a number of non essential services in a bid to prevent the spread of the COVID-19 virus. Large facilities, including the Sunshine and St Albans leisure centres, council libraries, community centres and the Keilor basketball and netball stadium were all closed to the public at the close of business last Wednesday. Changes were also made to maternal and child health services, with appointments switched to over the phone consultations. Only limited face-to-face appointments would be available. Planned activity groups, council-run seniors groups and the hiring of council facilities has also been cancelled due to the high risk to elderly members of the community. A number of council events have been either cancelled or postponed. Brimbank mayor Georgina Papafotiou said the situation called for drastic measures. “Like many councils across Victoria, we’ve put in place a number of measures, ranging from cancelling events that would draw large numbers, to closing council facilities that are high traic zones,” she said. “We’ve tried to strike a balance to ensure essential services can continue in a safe and responsible manner, and make sure supports are in place for the elderly and more vulnerable.” Essential services, such as garbage collection, immunisation, meals delivery, personal care, roads and cleansing, parks maintenance, health and building inspections and customer service continue as normal. New rules for visitors have been implemented at all Western Health sites, amid escalating cases of COVID-19. Under strict new rules, no visitors under the age of 16 are permitted at the organisation’s sites, which include Sunshine and Footscray hospitals. Western Health says exemptions are in place for people under 16 if they are the parents of hospitalised children. Visiting hours have also been slashed and will be from 4pm-8pm, except for maternity and paediatric patients. But there will be a limit of one visitor per patient in all areas. Exemptions to the visiting rules will apply in special circumstances, such as palliative care. Western Health last week released a statement promising frequent communication. “With a pandemic now declared by the World Health Organisation (WHO) in relation to the novel coronavirus, we want our communities to know that Western Health has been planning for many weeks for this possibility. “Our response is now moving to the next stage and measures are being put in place in line with the rapidly changing nature of this situation. here will need to be diicult decisions made as we go but we ask for your understanding, knowing that these will be made in the best interests of all.” Tate Papworth

MY BRIMBANK Nick Gabb knows irst-hand the challenges impacting Brimbankâ€™s education centres. He spoke to Tate Papworth about how heâ€™s trying to make a diference. Whatâ€™s your connection to Brimbank? Iâ€™ve been working at Ardoch as the education partnership co-ordinator for the past six years for the western suburbs, which has a large focus on Sunshine and Brimbank. What do you like best about the community? I love the communities. I really love working with a diverse community. While thereâ€™s challenges, I like that we have the opportunity to provide education and support programs and make a real diference. What do you think could be improved.

I think we could always do with more money. Funding for programs is a big need in the west. From a personal point of view, we do the best job we can with what we have, but being volunteer-based â€Ś things can be challenging. Tell us about your role.

What are those programs?

We have over 25 partners in the west across three levels of education; early, primary, secondary. Iâ€™m a connector and so my role is connecting these partners with programs.

We have many programs. One of the main ones is educational volunteers. We screen and train them, then we place them in schools and classrooms to help support

classroom learning. We also have programs where we can take kids out on excursions and connect young people to possible role models. Whatâ€™s the biggest challenge?

Increasing workload because there is a need. All levels have needs and weâ€™re growing. It would be great to have more multi-year funding. We donâ€™t have a lot from federal and state governments, so more in that space would be great.

Brimbank council will undertake its most aggressive rabbit control program, in a bid to thwart an outbreak in the area. Parks conservation oicer Mr Jason Summers said the former Keilor tip, bounded by McCrae Boulevard, Taylors Creek and Green Gully Road, was seeing concentrations of about 900 rabbits a square kilometre, which had the potential to cause major environmental damage.

New Italian chef changes things up He trained as a chef in Italy, worked in kitchens around the world, and now Alessandro Giancinti is shaking things up at Club Italia in Sunshine. For starters, he plans to make the club’s bistro the destination in Melbourne’s west for pasta dishes.

amie-Lee Selvidge from the club says Alessandro, alongside sous chef Javier, is putting his own Italian stamp on menus in both the bistro and the Allegra Function Venue within Club Italia. “Alessandro is keeping our two most popular dishes, the Club Calamari and the chicken parmi – or there might be riots,” Jamie-Lee says. “But he’s introducing some exciting new dishes, including share plates, and other creative tweaks for our diners. “You could say that Club Italia is, well… even more Italian!” Polpette al sago (meatballs in fresh tomato sauce) is a newbie on the entrée list. So is the plate of sizzling prawns, served with chilli, garlic, fresh herbs and EVO. And the new twist on calamari – chargrilled, with shaved cucumber and cherry tomatoes – could rival the old fave. A new way with prawns is also on the mains list: pan-fried, served with a brandy cream sauce and rice. The word on mouthguards Sports-related concussion is a hot media topic right now, and in light of that, it’s timely to talk about mouthguards and what scientiic research has to say about them. Custom-made mouthguards to be precise. Sam Robertson, an expert prosthetist from KND Denture Clinic in St Albans explains the connection.

“A

study from peer-reviewed research and clinical journal, published about six years ago,” says Sam, “reports that parents who want to reduce their child’s risk of sports-related concussion should visit a clinic such as KND instead of a sporting goods store. “It goes on to say that contact sports players who wear a properly itted mouthguard can help absorb and prevent the impact from a blow to the face, keeping the jaw, mouth and teeth safe and reducing the chance of injury.” Kathy Danoucaras and her brother Nick Danoucaras are also professional prosthetists at KND Denture Clinic. Kathy explains other advantages of KND’s custom-made mouthguards. “A properly itted mouthguard stays irmly in the mouth and is more comfortable to wear,” she says. “The thickness of the mouthguard doesn’t restrict breathing or the ability to talk.” She says the lead author of the study concludes that the beneits of protecting a child with a custom-made mouthguard far outweigh costs. “Depending on the level of health cover, you may be fully or partially covered for the cost of your new mouthguard. Custom-made mouthguards can also be made to match sports team colours.” Obviously KND Denture Clinic offers more than mouthguards, as important as they are.

Sam has a particular interest in implant-retained over-dentures. “These are constructed to cover much less of the tissue in the mouth, and movement of the denture is much less than that of a conventional denture,” he says.

In a strange ending to the 2019-20 division 2 grand inal against Newport-Digman at Bryan Martyn Oval, the Crows were notiied by the VTCA of their premiership status in an e-mail on hursday night. Having won the game by 39 runs on irst innings, it was the only logical result, but captain-coach Troy Stone was still relieved when the verdict arrived. Only two of the four days were played because of the COVID-19 outbreak, forcing most sporting associations to bring their seasons to a screeching halt. “We won the game on irst innings, so I knew that it’s good enough to win the game,” Stone said. “I was a bit worried there for a while. “hey sort of held of the decision over who was going to be premiers for a little bit.” With training called of on hursday night, Stone sent out text messages to each of the Sunshine players to inform them of their premiership.
