The court heard Cassidy had a troubled upbringing and started using cannabis and ecstasy from the age of 12, before becoming addicted to ice at 14. He had also never held a stable job. In sentencing, Judge Gaynor took into consideration his drug use, disadvantaged background and determination to get off drugs and stop offending but noted that she was guarded about his prospects for rehabilitation.

A drug-fuelled hoon who spun his stolen car out-of-control in a fatal crash in Cranbourne, killing two of his friends, has been jailed. Dylan Cassidy, 22, was sentenced to 11 years and five months’ jail, after pleading guilty to litany of charges including culpable driving causing death, drive in a manner dangerous, and failing to render assistance after an accident involving death during a Victorian County Court sitting on 20 August. In her sentencing remarks, Judge Liz Gaynor said: “This was absolutely appalling, incredibly dangerous offending.” The court was told Cassidy, who has never held a licence, was “wildly out-of-control” and high on drugs when the Holden Commodore he was driving veered on the wrong side of the South Gippsland Highway and slammed into another car on 11 August, 2019. The crash killed Cassidy’s teenage friends Jordy Kirkwood and Byron Hampton, a former Hallam Senior College student, who were passengers in the car’s back seat, the court heard. An 18-year-old man in the front seat climbed out, brandishing a knife and had to be restrained before police arrived. Another passenger, a teenage girl, survived but suffered severe injuries. The court heard Cassidy, who was on bail at the time of his offending, escaped through a window and fled the scene before closedcircuit television captured him returning to the wreckage and grabbing a satchel containing drugs. The court heard he made no attempt to help anyone at the scene and discarded the drugs on Camms Road as he fled but was apprehended by bystanders shortly after. The court was told Cassidy was speeding at 102km/h before mounting a centre median strip and becoming airborne. He collided into a car, trapping a mum as her two daughters aged six and nine - screamed in the back seat, the court heard. The mother suffered a non-displaced skull fracture and concussion, while one of her daughters who was a “previous active and

Sam back to face the heat By Brendan Rees Besieged former Casey mayor Sam Aziz, who left for Egypt 10 months ago, has finally returned to Australia. Mr Aziz is a ’person of interest’ regarding an ongoing Independent Broad-based Anticorruption Commission, where it is alleged he had dealings with a developer, however, he flew overseas last October, just before the hearings began. An IBAC spokesperson confirmed the watchdog was “aware of the recent return to Australia of Mr Aziz” who remains a focus of IBAC’s Operation Sandon, “an ongoing investigation into allegations of corruption concerning Casey Council”. “We intend to resume public hearings as soon as practical, in line with the directions of the Chief Health Officer,” the spokesperson said. “For legal and operational reasons, IBAC is not able to provide further comment at this time.” Mr Aziz has been teaching at a business school in Cairo but it is understood his contract ended in July. He last spoke to Star News in February, saying his lecturing duties at Bloom Business School were “sporadic” as he battled a heart failure condition. According to The Age, Mr Aziz flew into Sydney last week and is now in hospital. The nature of his condition is not known but in a

Court documents revealed in November last year that Mr Aziz had brought forward his return flight from Cairo to Melbourne by a month, however on the day of his return flight, Mr Aziz was said to be “suffering from symptoms including heart palpitations, shortness of breath and was visibly perspiring” and therefore had to cancel his flight. The former councillor left Australia after IBAC investigators executed search warrants on his properties in Berwick and Roxburgh Park. A significant amount of Mr Aziz’s personal property, including documents and electronic devices were seized during the raids, court documents stated. Mr Aziz allegedly sold his home in Berwick prior to fleeing the country but the sale of the house was seized as proceeds of crime - with a restraining order also in place. Mr Aziz is alleged to have committed offences including misconduct in public office, bribery of a public official, and dealing with the proceeds of crime, according to a court document filed by IBAC with the County Court. He continued to claim paid leave from the City of Casey while overseas until the State Government moved to sack the council in February. Mr Aziz could not be reached for comment.

Active cases down 200 in a week as Covid rate plummets By Brendan Rees Casey’s active Covid-19 tally has continued to fall, with data showing a drop of nearly 200 cases in the seven days to Wednesday 26 August. Despite Casey recording three new cases in the 24 hours to Wednesday 26 August, the local government area active case tally dropped by eight to 151, according to the latest health data. Victoria recorded 149 new cases of Covid-19 in the 24 hours to 26 August, with the total number of cases now at 18,608. The state’s total has 3488 active cases, including 434 active cases of infected health care workers. There have been 24 new deaths from Co-

vid-19 reported in the 24 hours to Wednesday 26 August. They include one woman in her 60s, three men in their 70s, three women in their 80s, seven men in their 80s, six women in their 90s and four men in their 90s. In Neighbouring local government areas Greater Dandenong has 117 active cases and Cardinia 34. On Wednesday 19 August, 349 cases had been listed as currently active within Casey, but that number has dropped by 198 in the past week. Meanwhile, Victoria Police issued 156 fines to individuals for breaching the Chief Health Officer directions in the 24 hours to Wednesday 26 August including 22 for failing to wear a face covering, 16 at vehicle checkpoints, and 46 for curfew breaches.

Fatal driver: More charges By Brendan Rees The truck driver who is accused of killing four police officers on the Eastern Freeway has been hit with 33 additional charges. Mohinder Singh, 47, from Cranbourne, was initially charged with four counts of culpable driving, an offence which carries a maximum 20-year jail term, after his truck allegedly veered across multiple lanes and struck the officers on 22 April. A Victoria Police spokesperson said that Mr Singh had been served with the new charges on 17 August including four counts of dangerous driving causing death, drive under the influence, trafficking methamphetamine, trafficking cannabis and other drug-related offences. Leading Senior Constable Lynette Taylor, Senior Constable Kevin King, Constable Glen Humphris and Constable Josh Prestney died while they were dealing with a Porsche driver in the emergency lane of the freeway. Mr Singh has been remanded in custody since facing the Melbourne Magistrate’s Court on 27 April. He is due to return to court for a committal mention hearing on 1 October. The additional charges come after detectives from Taskforce Paragon charged 49-yearold Simon Tuteru following his arrest in Lyndhurst 2 August in relation to the crash. The Frankston man, who is understood to be the Victorian manager of trucking company, Connect Logistics, has been charged with four counts of manslaughter. Days after the crash Victoria Police raided properties at residential addresses in Frankston and Croydon linked to a refrigeration chicken company. The four Victorian police officers were killed as they prepared to impound a black Porsche 911 after the driver Richard Pusey was allegedly caught speeding. When asked for her reason for travel, she told police she was going to a convenience store to buy some donuts. A man who was found drunk in the passenger seat of a vehicle at 4am. toria’s state-of-emergency powers by a year - a move Opposition Leader Michael O’Brien said the state coalition would vehemently oppose, describing it as a “power grab” by the Premier. “Daniel Andrews caused this second wave by his government’s incompetence managing hotel quarantine and now he wants to extend his power without being accountable for it,” Mr O’Brien said. The extended powers, which the Premier plans to introduce on 1 September, would mean mandatory face coverings and requiring workplaces to have a Covid Safe Plan. “Without a vaccine, this pandemic is far from over,” Mr Andrews said. “These legislative changes will mean we continue to have the right protections in place until it is.”

Teens charged for string of theft, assault offences Five teens have been charged following a string of alleged incidents including a pursuit in the south east on Wednesday 19 August. One girl and four males were arrested in relation to five incidents that occurred over six hours including: A theft of motor vehicle in Valencia Circuit, Cranbourne at midnight. A theft and assault at a business on Thompsons Road, Patterson Lakes about 3.50am. An aggravated burglary in Governor Arthur Drive, Patterson Lakes about 4am. An attempted aggravated burglary in Moxham Drive, Clyde North at 5.20am. An aggravated burglary in Reflections Boulevard, Clyde North at 6.20am. It comes after police received information that a car allegedly stolen from a Cranbourne address earlier in the morning was in the Cranbourne North area and soon spotted by police in Lesdon Avenue. Police attempted to intercept the vehicle before a brief low-speed pursuit ensued about 8am. The vehicle stopped on Endeavour Drive where an 18-year-old Narre Warren South man and a 19-year-old Hampton Park man were arrested at the scene.

Southern Metro Crime Team detectives charged the pair with aggravated burglary, theft of motor vehicle, attempted aggravated burglary and theft from motor vehicle. Both were bailed to appear at Dandenong Magistrates’ Court on 3 December. A 16-year-old girl was later arrested after police were called to reports of a car crashing into a number of parked cars in Mulgrave about 4pm. Police attended and arrested the driver of the vehicle, allegedly stolen from Clyde North this morning. Detectives charged the Cranbourne North girl with 16 offences including aggravated burglary, theft of motor vehicle, unlicensed driving, careless driving, leaving the scene of an accident and commit an indictable offence while on bail. Police also located two boys, a 14-yearold from Cranbourne North and 16-yearold from Wonthaggi, in the garage of a Mulgrave address a short time later. The 14-year-old has been charged with 10 offences including aggravated burglary and theft of motor car. Both teens were remanded in custody to appear at a children’s court at a later date. Changes to permits Casey landowners whose properties are in a bushfire prone area must now apply for a council permit to remove trees or vegetation from their land under new rules. Previously, all landowners in municipalities across the state could remove a tree within 10 metres of their house, and shrub and vegetation within 30 metres of their home, without requiring a permit, if the vegetation was protected by planning controls. However, the permit exemption has now been amended by the Department of Environment, Land, Water and Planning (DELWP). This change in rule, which applies to local government areas throughout Victoria, includ-

ing Casey, will prevent some of the oldest trees and vegetation from being cleared unnecessarily, which had been the case over previous years. Those properties with land sitting within the Bushfire Prone Area (BPA) can continue to have trees and shrubs cleared without a permit, providing the removals comply with the exemption requirements. Casey Council chair of administrators Noelene Duff said council was committed to protecting local homes and properties from fire and allowing homeowners whose houses sit within the BPA is demonstrative of this. “This change in policy will help protect

some of Casey’s oldest, native trees and vegetation and ensure we preserve our local environment, where we can,” Ms Duff said. “This will not prevent landowners whose property does not sit within a BPA from clearing trees, and Planning Officers at Council are here to work with you to assess your permit.” To find out if your land sits within a BPA visit the Landata website or contact the City of Casey’s planning department.

Landowners will now have to apply for a council permit before removing trees or vegetation from their property.

Parks open up again As Victoria continues to fight the Covid-19 pandemic, residents have had some reprieve in Casey as access to outdoor areas begin to ease. Casey Council recently announced it had re-opened the gates to its parks and reserves to allow people to exercise within 5km of their homes under the stagefour Covid-19 restrictions. Parks and reserves that have reopened include: Wilson Botanic Park Berwick Betula Reserve, Doveton Frog Hollow Reserve, Endeavour Hills KM Reedy Reserve, Hampton Park J and P Camm Reserve, Cranbourne Power Road Reserve, Doveton Ray Bastin Reserve, Narre Warren Sweeny Reserve, Berwick Bayview Park, Narre Warren (1001 Steps) Robert Booth Reserve Residents are reminded that stage-four restrictions still apply including: Not to travel more than 5km from your home Exercise limited to one hour Wear a mask Remain 1.5 meters apart at all times, and Only walk with one other person, unless you are with children who need supervision, in which case they can also accompany you. Risk takers cross the line By Brendan Rees From distracted pedestrians to a car slamming into a train, alarming footage has emerged of recent near misses on the Cranbourne and Pakenham lines. While less people are travelling due to Melbourne’s stage-four restrictions, the Transport Department has urged people to be alert and pay attention to crossing signals and signs. It comes as the Department released shocking video during Rail Safety Week to highlight the risks people take with recent close calls recorded at Dandenong, Beaconsfield and Cardinia Road. Metro train driver Stephen King knows all

too well the “far reaching effects” of peoples risky behaviour on the railway. “I personally know of colleagues of mine that have been involved in one incident and have been forced to resign from their roles,” he said. “They’ve actually had to move on and find another career. “The impact of these incidents isn’t just for that one person who is up the front, which is the train driver, but it is to absolutely everybody - family, friends, colleagues and everyone else concerned.” The Department has documented a number of dangerous acts including people ignoring pedestrian gates to run across the tracks and driving through boom gates when traffic

has banked up, which “can have devastating consequences resulting in deaths and serious injuries”. Near misses and trespassers on the network result in delays to services and can cause significant distress to train and tram drivers and other witnesses. On average there were 328 trespasser incidents each month on the metropolitan network in the year to July. On the regional network, there is a near miss every four days on average. Train drivers who are exposed to near miss incidents often require trauma counselling, and in the most extreme circumstances, don’t return to work. The State Government has committed $10

million to installing fencing at key metropolitan and regional locations across the rail network, to help improve safety and protect lives. Although Rail Safety Week finished on 21 August, the Department has stressed rail safety was all year round. “Serious incidents and near misses on our rail network can cost lives and have devastating impacts on drivers and other passengers so please take care when around trains and trams,” a Transport Department spokesperson said. “Please put away your mobile phones when at rail crossings, only cross at marked crossings and stay behind the yellow line at platforms and tram stops.”

Schools and community groups can now apply for sun shade grants thanks to a State Government sun smart initiative. Narre Warren South MP Gary Maas announced the Shade Grants Program round five had open and encouraged all those eligible to apply. Under the Shade Grants Program government schools can apply for up to $25,000 for shade development while eligible community groups can apply for grants of up to $50,000, both of which can include up to $700 for sun protection items. Applicants may also request up to $700 for sun protection items only. Since the initiative began 1325 shade grants have been awarded totalling more than $12 million since 2015. The State Government said it had continued to invest in prevention and early detection of skin cancer with a $15.1 million commitment, including $10 million to the future of the Shade Grants Program from 2019 to 2023. “Two in three Australians will be diagnosed with skin cancer by the time they’re 70 and yet it’s one of the most preventable forms of cancer,” Mr Maas said. “That’s why the Andrews Government’s commitment to the Shade Grants Program and skin cancer prevention in our communities is so important.” The schools application stream closes on 28 August and the community group stream closes on 11 September. $1b promise By Brendan Rees Works are ramping up on the Cranbourne line as a mammoth $1 billion upgrade gets underway, with buses to replace trains next month. With 11 level crossings already removed on the Cranbourne line, major work is now underway to duplicate eight kilometres of track and remove the last four remaining level crossings between Cranbourne and Dandenong. To allow crews to complete critical work on the Cranbourne Line Upgrade, a one-week rail closure will take place in September with buses to replace trains between Cranbourne and Dandenong Stations from 8.30pm Tuesday 8 September to last service Sunday 13 September. The spring disruptions will also allow for piling and earthworks at Eumemmering Creek as well as critical power and signalling equipment installations along the line from Cranbourne through to Greens Road in Dandenong South. Crews will relocate the Greens Road boom gates to prepare for construction of the new rail bridge to accommodate the duplicated track. Works have begun at Merinda Park Station which will be completely rebuilt to accommodate the new, duplicated track as parts of the old station are removed. This will be staged to keep the station as operational as possible during construction. The upgrade will take the Cranbourne line one step closer to being Melbourne’s first crossing-free corridor. Once complete, trains will be able run every 10 minutes on the Cranbourne Line - and

Students’ inspired goals Casey-Cardinia’s soccer-loving students at Hope Australia Soccer Academy have received a much-needed shot of inspiration when they were treated to an online party featuring an international soccer hero. Living in lockdown conditions has been a challenge for HASA’s students, a non-profit soccer program for children aged seven to 18, who have been keen to get back on the field playing their beloved game. The online party began with students receiving balloons and masks in the mail that they could decorate and a program involving an emcee, trivia and a skills show. But the highlight was access to Afghan national soccer player Zelfy Nazary, who made his international debut for his birth country when he played against Palestine in August 2018. Nazary, who is more used to fielding questions from the media than from children and teens, said he found the experience of engaging with the students personally enriching. “It was good to tell them my story and how I got to where I am today. I really enjoyed talking to the students and answering their questions,” the midfielder said, who currently plays for Dandenong Thunder SC. “A lot of the kids come from the same background as I did as a refugee. There are a lot of struggles when you come to a country like Australia, and you see the potential for where you could end up if you worked hard and had the desire to succeed,” he said. HASA student Zabi Mohammadi, 15, said the experience of meeting Nazary at the party was special and was able to relate to his inspiring story, having grown up playing in the streets of Afghanistan, kicking water bottles like soccer balls on the way to school. Another highlight of the party was when Brazilian World Cup player and HASA guest coach Mineiro surprised the students, appearing with his son Juan to perform soccer tricks, including a blindfolded juggling act.

Casey’s first home buyers cash in By Brendan Rees Casey residents buying their first dream home have cashed in on $72,645,002 in stamp duty savings or waivers - the highest of any local government area in the state. The latest data shows 3704 people in Casey have got their foot in the property door and were among the 40,000 first home buyers to save a collective $724 million in stamp duty in the 12 months to 30 June. Local government areas of Hume and Wyndam also topped the list of savings with Casey while in regional Victoria, it was Geelong, Bendigo and Ballarat. More than 9400 Victorians paid no stamp duty at all and 381 received the concession when buying their first home in regional Victoria, saving $120 million all up. Under the Victorian Government’s Homes for Victorians scheme, applicants do not pay any stamp duty at all on properties under $600,000 and receive a stamp duty concession for property valued up to $750,000. All applicants who build or buy a new home are also eligible for a $10,000 First Home Owner Grant, which is doubled to $20,000 for new homes in regional areas. The global pandemic is having an impact on the property market and the economy, but the State Government’s stamp duty concessions are making it easier for young Victorians to get their foot in the door of the housing market. More than 103,000 Victorians have saved close to $2 billion in stamp duty since Homes for Victorians was introduced in 2017. Preps celebrate 100 days By Brendan Rees This year may have proven to be a little topsyturvy for schools but preps at Tooradin Primary School have had reason to smile. The youngest pupils reached a significant milestone, having recently celebrated 100 days of schooling. To mark the occasion, preps dressed up as either their 100-year-old selves or wearing an item of clothing with 100 items on it at home. Foundation Teacher Maja Maracic said the school was proud of how well preps had embraced learning from home during this challenging year. “This milestone was one for the memory books as this is the first year our students have had to learn from both school and home,” she said. “A special mention to all the wonderful families for their support and efforts during this challenging time. We could not do this without you. “It was so wonderful to see so many of the students dressed up and we hope they enjoyed their special day.” Ms Maracic also thanked her fellow Foundation teachers Liz Hill and Kirsty Johnson. Two Foundation students also shared what their favourite part of school has been so far.”My favourite thing to do at school is playing outside on the playground with my friends!” Havana said. Exercise in togetherness By Brendan Rees As the president of the Cranbourne Arthritis Group, Anne Coley is making sure none of her members are being left behind during the Covid-19 pandemic. The group, which recently celebrated its 40th birthday, usually enjoys exercising and having a cuppa over “morning melodies” but all that has changed due to Melbourne’s lockdown restrictions. Ms Coley said many were isolated during the pandemic but were doing their best to stay connected virtually and keep “an eye on each other”. “I ring a lot to make sure we’re all OK and my secretary does too,” Ms Coley said. “Everyone is missing the pool (at Casey RACE) but most of us are exercising at home and walking.” The group of 120 women is part of Musculoskeletal Australia, formerly Arthritis Australia, which helps support people living with musculoskeletal conditions that affect bones, muscles and joints. It has now launched its biggest survey of people living with musculoskeletal conditions or those caring for someone with a condition, to determine how their care can be improved. CEO, said the prevalence of musculoskeletal conditions in Australia was becoming “exceedingly high” and can have a profound impact on people’s lives, including their mental wellbeing and socio-economic circumstances. “Our national consumer survey is the first step to providing us with a broader understanding of their experiences, needs and how to best support them,” he said. A pilot survey in July showed 70 per cent of participants said their day-to-day physical activity, like walking or climbing stairs, was affected. Half the survey respondents were of working age (aged 25-64), with 39 per cent of respondents actually working, while 43 per cent were retired, nine per cent unable to work, and five per cent studying. Three quarters of participants were also living with another condition such as high blood pressure, heart disease, a mental health issue or gastrointestinal disease. Entertainment goes online By Tania Phillips Well-known musical director John Foreman is heading back into loungerooms across Australia as part of the Arts Centre Melbourne’s Big Night In program each Wednesday night from 9 September from 7pm. Following the success of the first season, broadcast earlier this year a second season has been commissioned with six new episodes providing more light entertainment from Foreman and the Aussie Pops Orchestra together with artists and musicians live in their own homes. Art Centre Melbourne CEO Claire Spencer AM said the program is part of the centre’s digital program Together With You. “In a time where audiences have had to find new ways to connect with their favourite artists, it has become clear that music and song have the power to tell stories when we often can’t find the words,” she said. “Seeing audiences engage with John, the Aussie Pops Orchestra and some of their favourite artists in these challenging times has been a highlight of the series and why it was such an important initiative for us to bring back.” Before the second season airs, audiences have been treated to two special encore episodes featuring fan favourites David Campbell, Marina Prior, Casey Donovan and Human Nature as some of the best interviews and musical moments from the original digital season. The first was held on Wednesday 26 August while the second will be played 2 September. She’s our hero By Brendan Rees Bridget O'Toole has tried to block out the painful memory the day her husband was tragically killed by two stab wounds to the upper chest. "I've got to be kinder to myself because you torture yourself thinking could've done more," says Mrs O'Toole. "Survivor guilt isn't good." It was 5pm on 12 July 2013 when a man wielding a 20-centimetre carving knife entered Bridget and Dermot O'Toole's jewellery store in Hastings. "I thought it was a customer coming in and I just got up to serve him," she said. However Mrs O'Toole, of Lyndhurst, was attacked by the armed assailant who pushed her into a glass cabinet and stabbed her several times. "He was screaming like a lunatic," she recalled. During the attack Mr O'Toole, who suffered from Parkinson's Disease, came out from the workshop to defend his wife and began wrestling with the assailant. "We were just trying to fight him off ... Dermot was desperately trying to save me." "Dermot fell over, he tripped over and he turned on him and stabbed him to death," she said. Mrs O'Toole attempted to pull the offender away from her husband and in doing so she was

further assaulted. The assailant then ran out of the shop. Mr O'Toole, 64, was fatally wounded and tragically died at the scene. Mrs O'Toole was taken to hospital where she had to undergo plastic surgery for the extensive serious stab and slash wounds and the glass shards that were embedded in her back. For her actions, Mrs O'Toole was awarded the 2018 Gold Clarke Medal during a presentation at the Melbourne Town Hall on Thursday 23 August. "It was a beautiful day," says Mrs O'Toole. "I was totally humbled and to be deemed worthy of such a prestigious award I couldn't believe it." The medal is an award of The Royal Humane Society of Australasia and is the Society's highest award for the most outstanding case of bravery. Mr O'Toole was posthumously awarded the Star of Courage in 2017 - Australia's highest bravery accolades which recognises "acts of conspicuous courage in circumstances of great peril". The robber, Gavin Perry, 27, was high after taking ice and on parole at the time of the murder. He was jailed for 27 years in 2014 for the crime. Mrs O'Toole remembers her husband of 41 years as a wonderful man who was a funny, kind and loyal man."I had the best husband and we had a great life together," she said. "Life has just been horrible since."

Market wins reprieve By Brendan Rees Stall holders will be allowed to trade at the Berwick Farmers Market after it was abruptly banned in what was labelled as a “shambolic debacle”. It comes after the State Government moved to close farmers’ markets across the state from a list of permitted food retailers under Covid-19 stage-four restrictions on Friday evening 21 August, leaving many farmers blindsided and forced to cancel markets before the weekend. But following public outrage and pressure from the Victorian Farmers’ Markets Association (VFMA), the State Government had backflipped its decision by 8.30pm last Friday, allowing farmers’ markets to stay open. Hanna Hamod, a Baxter farmer who runs a fresh fish stall at the Berwick Farmers Market, said the decision had left his small business “extremely vulnerable” and resulted in insufficient time to prepare for last weekend. He said the last-minute reversal also meant “there was nowhere near the customer volumes because everyone was confused” when he and other farmers traded at farmers’ markets last weekend. “We don’t know what the government’s going to do next. We have no security in what they’re going to do,” he said, but added: “To now know that Berwick and a few of the other markets just gives us a bit of certainty”. Geoff Rankin from the VFMA who also oversees the Berwick Farmers Market, said the decision came without warning and a “total shock to the industry” and the only way it was found out was when someone had viewed the Department of Health and Human Services website. “A few of us in the industry ... mustered our combined effort to ask for a please explain from the State Government and a request for the decision to be overturned,” he said.

The Berwick Farmers Market, which Casey Council ordered to shut down in March despite the State Government saying food markets could stay open, will hold its next market on Saturday 12 September at the Old Cheese Factory thanks to the efforts of Mr Rankin who pushed the council to lift its ban, allowing trade to resume in August. A Victorian Government spokesperson said after concerns were raised around density requirements, the Chief Health Officer and the

Minister for Agriculture reaffirmed that farmers’ markets could continue for takeaway. “We want to ensure Victorians have access to the fantastic local produce our farmers and artisan producers have to offer, keeping local providers afloat during this pandemic,” the spokesperson said. “Markets are limited to takeaway food and drink sales only - to be consumed offsite - with Covid safe restrictions in place including density requirements, signage and cleaning.”

COOL CAKE FOR SPRING WEATHER By Tania Phillips

Ingredients

The weather is warming up and it’s time to get out into the backyard or further afield if lockdown allows but it’s not so warm that butter melts off the bread! So it’s the perfect time to enjoy a cake straight from the fridge. This tropical papaya refrigerator cake comes all those beautiful summer flavours without needing to be close to fridge to keep the cake from melting down your arm.

· 250 g cream cheese (one block) · 300 ml pure cream · 1/4 cup sweetened condensed milk · 1 tsp lemon juice · 1/2 tsp vanilla paste or extract · 1 1/2 packets Nice biscuits · 300 g papaya, thinly sliced · 1 x 440 g can crushed pineapple in juice, drained

Tropical Papaya Refrigerator Cake Serves 12, Prep Time: 25 minutes Refrigerator Time: 8 hours

Method 1. With a hand-held mixer beat the cream cheese until smooth. Slowly add cream, beating to incorporate well as you pour, then continue to beat for 1 - 2 minutes until it thickens and holds soft peaks. 2. Add the condensed milk, vanilla and lemon juice to the cream and beat until the mixture begins to re-thicken and the beaters leave trails in the surface. Spoon 1/2 cup of the cream into a separate dish, cover and place in the fridge for toping the cake when it’s ready to serve. 3. Line a 1.5 litre loaf tin with cling-wrap to cover the base and over-hang on all four sides. Spread 1/2 cup of the remaining cream in the bottom of the prepared tin and arrange a layer of biscuits on top, cutting a few into smaller pieces to fill any gaps. Dollop over a quarter of the cream (about 1/2 cup again) and spread to cover the biscuits. Top cream with a third of the papaya slices and a third of the drained pineapple. 4. Repeat with biscuits, cream and fruit for two more layers, then finish with a final layer of biscuits and the remaining cream. 5. Cover the surface of the cake with the over-hanging cling-wrap. Press gently to compress and refrigerate 8 hours or overnight - giving the biscuits plenty of time to soften.

6. When ready to serve, peel the cling-wrap off the top of the cake and invert onto a serving platter. Remove all cling-wrap and discard. Spread the top and sides of the cake with the reserved cream. Decorate with the coconut, almonds and extra papaya. Keep cake refrigerated until ready to slice and serve. TIPS To toast coconut and almonds, spread over a tray and bake for 5 - 6 minutes in an oven preheated to 180°C, or toss in a hot pan until just golden. As long as the cream is thick enough to stay on the biscuits without running quickly off the edges it will do the job perfectly, however if you feel it’s too thin at the end of Step 2 you can refrigerate it for an hour and beat again. To cut biscuits into smaller pieces use a serrated knife in a sawing motion so they don’t shatter or crumble. They’re staying connected By sports editor Russell Bennett What started as a simple idea for a group of club-mates to stay connected during the Covid pandemic could have a lasting impact on the broader landscape of community sport. Clyde Cricket Club president Paul Duyvestyn explains what the Cougars are doing to stay in touch, socially, when they can’t communicate face-to-face. “I got put on to this idea by one of our players,” Duyvestyn said. “I put up a social media post about just reaching out and being there for each other while we’re in lockdown, and one of our past players touched base with me and asked if I’d thought about doing this phone check.” From there, Duyvestyn formed the idea of putting the names of those interested at the club into a random list generator website, and wherever a player, committee member, or club person finished up in the list, that person would call the person directly above and below them to touch base over the phone. “We knew the best way of going about it was having it as an opt-in type of thing,” he explained. “You can’t force people to do it, but it’s just so easy - a couple of times a week we shuffle the order and touch base with the people above and below us on the list. It’s as simple as that.” Duyvestyn coined the concept ‘CougarConnect’, and more players are joining in each week. “It’s not about forcing anyone to open up to you if they struggle to do that - it’s about

“They might open up and it might just be that right moment when they’re down in the dumps and get a lift from a message by someone they might not even know that well at the club. “That’s the other positive with it - we’ve got a range of people doing it now across all

grades, so it’s connecting the club on another level as well as just the mental health aspect.” From Duyvestyn as the president, to coaches and captains, to junior players - there are people involved right throughout the grades at the club, of all ability and experience levels. “We’re always looking for ideas on how to catch up and stay together as a group. This is just another simple option - it’s the simplest idea around, just about,” Duyvestyn said, adding he’d communicated with the West Gippsland Cricket Association about the concept in case any other clubs were interested in implementing it. “Of the guys I’ve spoken with already, all of them have started off with asking each other how they’re going through Covid. “There are a couple of guys in there new to the club, and now I know more about them, too. “It’s basically about getting to know each other better, first and foremost. The south east comes together to rally around Ryan By Russell Bennett As Ryan Frazer prepares for his biggest fight yet, he’s spurred on by the astonishing generosity of the south east community that’s rallied behind his cause. He turns 22 next month, and has just learned that the brain cancer he first fought with every fibre of his being in 2017 has returned. Ryan hasn’t stepped foot on to an oval for a competitive footy game for his beloved Kooweerup for more than three years, and now that wait doesn’t have a foreseeable end date. But that day - when he can pull on the red and blue guernsey again - well, that’s what’s fuelling him. Ryan - a game development officer with AFL Gippsland - struggles to put into words just how blown away he is by the level of support he’s received from the community since he revealed his second battle with brain cancer. A GoFundMe page, created by one of Ryan’s childhood mates Troy Dolan - himself a highly-respected footballer at the Demons staggeringly raised more than $26,000 within the first two days of it being posted. More than 290 donors contributed, on average, nearly $90 each. Many of those donors Ryan has never met. And the total is still rising. That - at a time when the community is battling with both the health and financial challenges of the Covid-19 pandemic - has left Ryan gobsmacked. “It just made me feel so loved, to be honest,” he said. “Half those people I don’t even know, and they’re donating money at such a tough time for everyone in the community given the pandemic. “It’s a truly incredible feeling, and it’s really empowering to know so many people are behind me and it’s taken so much pressure off us as a family.” He’s not scared of the battle he’s facing or outcomes beyond his control. Pictures: SUPPLIED Back in July of 2017, after months of misdiagnosis, he was told he had a medulloblastoma - the most common kind of cancerous brain tumour in children, but rare - and often aggressive - in young adults. At just 19, Ryan’s life changed completely. But through it all, his fighting spirit has only continued to strengthen. After having surgery in mid-2017, he underwent six straight weeks of radiation from that September onwards. Six weeks, five days a week. Remarkably, he’d played footy right up until just a few weeks before his diagnosis. He was nauseous and would vomit most mornings, but he had no idea why. After finally being encouraged to get an MRI - following his initial misdiagnosis - he was at home alone when he got the call to say he had a mass on his brain. “I was more filthy I had to leave home - that I had to be in hospital,” he explained with a laugh. “I was watching the Blazers in the (NBA pre-season) Summer League final and I was absolutely dirty I had to leave. I was watching it in the car on the way to the hospital while everyone else was pretty upset. I’ve been pret-

ty level-headed through it all. I’ve taken it on pretty well, I think.” In January this year, before the Covid pandemic took hold, Ryan - a Portland Trailblazers diehard - headed to the United States, with his family and his girlfriend Megan, for the trip of a lifetime to celebrate being in remission. Ryan simply idolises Blazers superstar Damian Lillard and even got his likeness tattooed on his forearm. In January, not only did Ryan get to meet his hero before a home game against the Charlotte Hornets, he showed him his tattoo. Lillard, one of the NBA’s biggest names, even recognised the game the tattoo was based on, and signed Ryan’s arm so he could add to it the following day. Since Ryan’s initial diagnosis, he’s gone from not fully understanding the role of an oncologist, to being inundated with information on brain cancer. He said his initial diagnosis was “almost a relief” because he then knew what he was facing - what he could take on, head-on. “Then it became ‘now we know what’s going on, let’s get it fixed. Let’s get on top of it’,” he said. This time around, Ryan became aware

that his cancer had returned through a routine six-monthly scan. “I feel the best I’ve felt in ages - I don’t feel sick at all right now,” he said. “It’s obviously a bigger challenge now - it’s worse because it’s a relapse. I have four little tumours now, and I’ve been told how we’re going to treat it.” The only time he’s felt scared through this second diagnosis was when the subject came up of having palliative care as an option down the line, if his condition worsens. He doesn’t want to know his prognosis, given the uncertainty. “I don’t know what’s going to happen. I could be perfectly fine soon, or it could go the other way - we just don’t know. But what we do have is a lot of treatment options on the table,“ he said. “And what I do know is how important it is to just live your best life and keep doing it, because you just don’t know what’s in store.” Ryan will undergo clinical chemotherapy trials through a hospital based in Memphis, Tennessee. They will run for more than two years, but he won’t have to spend each day in hospital. Racing’s Covid-19 scare By Russell Bennett A confirmed Covid-19 case linked to a Cranbourne trainer led to a number of runners being pulled from Saturday’s racing at Moonee Valley. Racing Victoria subsequently organised for testing to take place at the Cranbourne Turf Club for all impacted participants, and on Sunday was advised that the 88 Covid-19 tests conducted all returned a negative result. Racing still continued at Moonee Valley on Saturday until the worsening track conditions - caused by the wet weather - brought about the abandonment of the meet after the fifth race on the card. Earlier in the day, Racing Victoria confirmed it was advised late on Friday by Cranbourne trainer Richard Laming that a staff member from his stable had tested positive for the coronavirus. Laming had only one starter in the preceding nine days, which was at Sandown last Wednesday. The staff member in question wasn’t attendance on that day. Since being notified of the positive case, Racing Victoria immediately started contact tracing to determine whether or not any other stables or industry participants outside the Laming stable may have been exposed to the staff member or designated close contacts. Stemming from that, Racing Victoria stewards - acting on the advice of Racing Victoria’s chief medical officer (CMO) - placed the following stables into lockdown: Richard Laming Trent Busuttin and Natalie Young Wendy Kelly Nathan Dunn Michael Trotter Adrian McGregor Tom Nikolic

Elite footy is set for big-time change By Nick Creely There are set to be drastic changes to some of Australia’s premier football competitions, with the VFL and NAB League to be majorly overhauled in 2021. With both football competitions - which provide the bulk of AFL draftees each season - cancelled due to the ongoing impacts of the Covid-19 pandemic in Victoria, the AFL this week announced a series of key changes. The VFL, which sees local club Casey De-

mons compete, will merge with the NEAFL in 2021 - the league that hosts nine teams across Queensland, New South Wales, and the ACT, with AFL clubs Brisbane, Gold Coast, Sydney and GWS all in the competition and set to field teams. Described by the AFL as “a year of transition”, the NEAFL will be absorbed into the VFL in a major change as the Covid-19 pandemic continues to take a toll on the football industry. It will mean that there will be just one state-league competition in Australia’s eastern

seaboard from next year. Meanwhile, the elite junior competition, the NAB League, which hosts local outfits Dandenong Stingrays and the Gippsland Power, will switch from under-16 and under-18 competitions to under-17s and under-19s. However, the AFL has confirmed that the draft age for both the AFL and AFLW will remain at 18, while the VFLW model is under review with a revised model to be announced in due course.

The Australian women’s cricket team is set to have a distinctly local flavour to it as international cricket prepares for its return in late September, with Sophie Molineux and superstar Ellyse Perry named in an 18-player squad for an upcoming series against New Zealand. The pair - who are listed for Dandenong in the Victorian Premier Cricket competition - are expected to play a big part in the series against the White Ferns, with the three Twenty20s and three One Day Internationals set to be the first played since the world champions played in front of 86,174 people at the MCG on 8 March, prior to Covid-19’s lockdowns around the world. Incredibly, Australia has won 18 ODIs in a row and has a chance to equal the world record for consecutive ODI wins held by Ricky Ponting’s men’s team of 2003. Perry - who is a global icon in women’s cricket in what has been a remarkable career - has been included in the squad despite undergoing hamstring surgery in March, and has been able to progress in her rehabilition process despite Melbourne’s Stage 4 restrictions. The superstar all-rounder, who will be hoping at some stage to make her club debut for Dandenong, has an imposing international record, which includes a double-century against England in an Ashes clash in Sydney last year. National selector Shawn Flegler told cricket.com.au that Perry was right in the mix to be ready and raring to go come next month. “Ellyse is progressing well from a significant hamstring injury and we want to give her every chance to be available for selection,” he said. “So we’ll continue to monitor her progress over the coming weeks.” Exciting Bairnsdale product Molineux - who has risen through the ranks at Dandenong since joining as a teenager in 2013/14 to become a domestic star - will be hoping to lock down a spot in the Australian side after promising performances to date. The 22-year-old - who has taken 21 wickets from 21 Twenty20 internationals, four wickets from a single Test match, and six wickets from three ODIs - was impressive in the 8 March clash at the MCG, snaring 1/21 in the Aussies’ dominant win over India. With the matches scheduled to be played in New South Wales and Queensland, Cricket Australia said in a statement that it will work with revelvant authorities to ensure cricket can be played. “The schedule for the series has matches in both New South Wales and Queensland but given the current Covid situation changes may be required. Cricket Australia will continue to work with relevant authorities and advise any changes,” the statement read.

‘Job done’: DBA’s chief executive officer walks away By Cam Lucadou-Wells In the midst of a Covid crisis, Dandenong Basketball Association chief executive Stephen Walter has quit - just 15 months after being hired to rescue the sporting giant. Citing differences with the board, Walter said he tendered his resignation effective from mid-August. “My contract was up and I wasn’t seeking an extension,” he said. Regarding some of the board’s proposed initiatives, “I didn’t think (they were) the right thing to do at this juncture,” Walter said. “I had the opportunity to present my case. “I left on my own terms. “I wish the DBA the best of luck. I think I’ve steered them through a difficult financial situation in 15 months - and my job was done.” As of 23 August, the DBA had yet to announce the news. The sport’s frozen in indefinite Covid-19 lockdown, with no income flowing. But Walter says he’s left the DBA in a better place. During his tenure, he says he rebuilt strong relations with clubs and cut costs, cranbournenews.starcommunity.com.au

The renamed side - now the Southside Flyers - owned by Jayco’s Gerry Ryan, still works closely with the DBA, Walter says. He inherited an association bleeding with heavy annual losses - including more than $400,000 in 2018-’19 - and limited cash reserves. In the 12 months prior, four board members had departed. Chief executive Graeme Allen was terminated. After “significant financial challenges”, the association will turnaround a “healthy” profit for 2019-’20. But now without Walter, the DBA faces the stern challenge of Covid-19 with no competitions. Its $90,000-a-week income from more than 800 domestic, state and national teams has dried to zero. In early July, the stadium briefly reopened for limited training. Two days later, it closed as Victoria plunged into more severe shutdowns. The new season is likely to be delayed beyond its hoped-for October start, Walter said.

Since March, many staff were stood down, with some retained on the $1500-fortnightly JobKeeper scheme. The DBA has also been aided by about $50,000 in state grants and payroll tax relief. Greater Dandenong Council has waived the DBA’s stadium rent since March. “The fact we improved our balance sheet, we were able to weather the storm,” Walter says. “There’s still significant overhead for businesses that manage and run stadiums. “Hopefully there’s several months in reserve to see it through and then to get the kids playing again.” On joining the DBA, Walter was hailed for previously turning around Knox Basketball from near-receivership to profits. “With Knox now thriving at an elite, representative and domestic competition level, (Mr Walter) will no doubt look to do the same at Dandenong,” a DBA statement said at the time.
