Three trees have been purposely felled at Bobs Park with the intention of stopping visitors from gaining entry and causing damage to the buildings located within. Though, the trees which block the access road to Bobs Park have also reduced the capacity for CFA units to respond to a fire there. Earlier this year, in March, Member for Gembrook Brad Battin wrote to the Minister for Environment, Lily D'Ambrosio raising concerns about the state of Bobs Park. It was only in October that they received a response from the Minister who claimed that it had 'been taken care of'. At the Parliament assembly on 17 October, Mr Battin put the onus on the future of the park directly on the Government's shoulders. "I rise as we approach another very danger-

"In an effort to halt damage to park assets, rubbish dumping and anti-social behaviour occurring at Bobs Park it was closed in 2008. However people continued to disregard closures, cutting gate locks to gain access." "In September 2019 Parks Victoria met with Cardinia Shire and Menzies Creek CFA to discuss how we better restrict access and all parties agreed the preferred method would be to fell three large pine trees across the closed access track to further impede illegal entry." "Since the trees have been put in place, no recorded instances of anti-social behaviour have been reported or damage to park assets." "Parks Victoria carries out bushfire risk mitigation works at the site including weed

control and strategic fuel breaks to reduce risk to communities, wildlife and the environment and in the event of a fire at the site the trees can be removed by bulldozer." In a post on the Menzies Creek noticeboard, residents were incensed by the mismanagement of the park. "CFA has conducted an analysis of the situation and I believe that they have a 10 minute window to control a fire before it wipes out Menzies Creek," wrote one poster. "We have had a number of fires deliberately lit over a number of recent years. On top of Parks Victoria negligent attitude, they have recently blocked access into the park by deliberately felling two trees just inside the entrance. This now blocks access to fire trucks and I for one am incensed at this gross negligence."

Local community groups grab a grant By Derek Schlennstedt Community groups around the Yarra Ranges will share in more than $400,000 in grants for projects, events and festivals, after funding was approved at the 22 October council meeting. The grants, to be given out under the council's 2020 Grants for Community Program, were approved unanimously by councillors at the meeting. Some 75 projects across the municipality will share in $420,930 in grants funding, separated into three streams - Arts and Heritage Development Grants, Festivals and Events Grants and Community Development Grants. Festivals and events such as the Upwey Billy Cart Race, Badger Creek Community Celebration and Halloween on the Green were all funded, with $3,500, $6,240, and $10,000 respectively. An Arts and Heritage grant worth $10,000 was given to Yarra Valley ECOSS for its project, Dreamtime Mural of the Woiwurrung people, and another $10,000 grant was allocated to Burrinja Community Cultural Centre for its project Dancing Place; Corhanwarrabul.

The Upwey Billy Cart Race and SelbyFest were among the Festivals and Events that received grants from The Council. Community Development grants were given out to The Hills Food Frontier ($4000), to plan and develop an edible village in Kallista, and Mountain Men - a project designed to deliver health based initiatives, which support positive activity, engagement and inclusion of men in the Dandenong Ranges - received a grant of $6000. An Inspiro pilot program called Young Leaders - Let's Take Action for Gender Equality and Respect received a $10,000grant. The Young Leaders pilot engages middle

years children aged 8-12 from three schools in the Yarra Ranges in the development of a student voice project promoting gender quality and respect. Participants will share their voice on what gender equality means for them and their peers, and how gender stereotypes affect their school's community. The motion to accept the grants was moved by Walling Ward Councillor Len Cox and seconded by Ryrie Ward Councillor Fiona McAllister. "This is one of Council's best activities, I believe," Cr Cox said. "This is a great system which enables council to give money to groups and individuals who want do something for our community, and if you look at the list we've got groups promoting environmental stewardship, combatting youth homeless, and providing platforms for mental health initiatives." A grants celebration event will be held on 28 November, for the successful applicants - the report said the event will also showcase successful projects from 2019. Great mates go side-by-side into AFLW By Romy Stephens It's not every day a young football player achieves their dream of joining the largest football club in the country, let alone doing it with one of their close friends. For Monbulk Football Netball Club's Laura McClelland and Emma Horne, that was their reality on 22 October. The pair were selected by Richmond in this year's AFLW draft with Laura going at pick 25 and Emma at pick 73. Not only is Monbulk both girls' local club but they also played at Eastern Ranges together for the past three years and grew up together. "It's pretty insane, I don't think we've quite realised how cool it's going to be, especially until we actually get down there and start training," Emma said. "Considering we were really close friends in primary school and we used to play footy on the oval at lunchtimes. "To end up here, it's never something I thought would happen but I'm so glad it has." Left-footer Laura is known for her aerial work and is the Eastern Ranges captain. She started playing in the boy's team at Monbulk when she was nine years old and stayed until she was 14. At the time, the club didn't have a women's side so she relocated to Ferntree Gully before

Laura said being selected by the team she supports still hasn't sunk in. "It's still pretty surreal for me but it's getting there, I'm starting to take it all in," she said. "It means the world, you're living your dream. You get to do something you love and for a club I've loved since I was little." Emma, on the other hand, didn't start playing football until she was 15 years old. As someone who always kicked the football around when she was young, she finally joined a team when Eastern Ranges started its women's program in 2015. She said it means a lot to finally reach the

ultimate pinnacle of women's football. "It's really fulfilling, especially because the women's competition wasn't even a thing when I was a kid," Emma said. "When I started being interested in footy it was all about the boys. "It's such a privilege to be playing for the Tigers next year and I'm so excited to get started and get around the girls." Jo Rutherford is Monbulk Junior Football Club's under-14 women's coach and is the Eastern Ranges Futures and development coach. Having seen the girls play throughout their junior years, Jo said their work ethic and commitment to the sport has been key to their success. "They've always just loved doing what they do, but they're both very humble girls," she said. "They just purely want to play team-orientated football and they want to be part of a good environment." Jo said the girls' success will help inspire others throughout Monbulk Football Club and the local community. "There are pathways now for the girls," she said. "Beforehand it really wasn't, before we felt like you weren't really looked at in this area. Now they (recruiters) look everywhere, so it's fantastic.

Animal cruelty allegation Emerald Police are investigating an animal cruelty incident in Avonsleigh along BelgraveGembrook Road. It's alleged that a group of young people walking along the fence line have tormented the pigs by throwing items at the animals. According to Police the owner alleges that they have thrown items such as branches and star pickets and since the incident the owner has discovered a burn mark on one of the pigs. It's understood that this incident took place between 22 September and 7 October. New laws for police Victoria Police has today released details of a new policy that will empower officers to take decisive action in the event of a hostile vehicle attack. The hostile vehicle policy will support police officers' use of all tactical options to stop an attack, including the ability to ram offending vehicles, use roadblocks, box the vehicle in or, as a last resort, shoot the offender. Deputy Commissioner Shane Patton said this is the first time Victoria Police has included such explicit guidelines in a force-wide policy. It is also the first time any Australian policing jurisdiction has released a specific policy on how to respond to a hostile vehicle attack. "These attacks are fortunately not a regular occurrence; however, we must be prepared in case they do happen," Deputy Commissioner Patton said. The hostile vehicle policy does not replace the current pursuit policy, although there may be circumstances where a pursuit evolves into a hostile vehicle attack. This policy empowers police to take the appropriate action in these circumstances and provides officers with authority to act. To support the new policy, a new training package will be rolled out to ensure police are aware of their options and associated risks so they can make rapid decisions. From mid-December, police officers will undergo a compulsory online training package where they will work through a number of scenarios.

The 16 Days of Activism campaign runs each year across the globe from 25 November (International Day for the Elimination of Violence Against Women) to 10 December (Human Rights Day). This campaign aims to raise awareness of family violence and violence against women, including the role that disrespectful and sexist behaviour has in causing violence. Preventing violence against women is an ongoing, year-round effort. National organisation Our Watch leads this work through the ‘Change the Story’ framework, which sets out how gender inequality leads to violence against women and should be the focus of the efforts to prevent violence against women and their children. Australia was the first country in the world to establish a national shared framework on this issue. Nonetheless, we still have a long way to go in this effort. According to the Crimes Statistics Agency, in Victoria during the last financial year there was a 6.4 per cent increase in the rate of reported family violence incidents (per 100,000 people). There were 1598 incidents reported in the Yarra Ranges alone, the second highest number for the eastern metropolitan region. There has also been a 12 per cent increase in incidents where Victoria Police have applied for court orders to protect family members af-

fected by violence. The police can do this immediately by applying for a family violence safety notice, or later, by applying for a family violence intervention order. If a person experiences family violence and the police are not involved, that person can make an application for an intervention order themselves. Eastern Community Legal Centre (ECLC) provides free legal advice in relation to all family violence related court orders and applications. ECLC is proud to support the 16 Days of Activism campaign through partnership with other local services, to raise awareness in the Yarra Ranges community around family violence and the causes behind it, so that as a community we can stop family violence before it begins. New farm law fears By Romy Stephens Yarra Valley farmers could be hit hard by new labour hire licensing laws introduced at the end of the month, according to Evelyn MP Bridget Vallence. The new laws, overseen by the State Government's Labour Hire Authority, will require providers of labour hire services to hold a license from 30 October. After this date, it will be illegal for hosts such as farmers - to use providers that have had their license application declined. Ms Vallence said the Labour Hire Authority has lagged behind processing applications, which could put local fruit and vegetable growers at risk as they head into a busy time of year. "Crops do not stop growing or ripening while the Andrews Government's Labour Hire Authority lags behind processing applications," she said. "The Government's poor implementation of these new laws puts local fruit and vegetable farmers at risk of significant financial loss if crops cannot be picked, packed and delivered to market on time." Fruit and vegetable growers typically rely on seasonal labour, sourced through trusted pro-

viders of labour hire services, to ensure produce is harvested and delivered to market on time. To obtain a license, providers need to pass a 'fit and proper person test' and show compliance with workplace laws, labour hire laws, minimum accommodation standards and report annually on their activities. Minister for Industrial Relations Tim Pallas said the scheme is intended to protect vulnerable workers while cracking down on dodgy operators. "We're putting a stop to the widespread exploitation of workers in these key industries - it is not acceptable," he said. "Our message to dodgy operators is clear: if your business model relies on the abuse and underpayment of workers, then your business is simply not viable." There will be a six-month transition period from 29 April in which providers can continue operating until a final decision on their application is made. According to the Labour Hire Authority, that final decision covers appeal or review periods and decisions. The Authority also claimed that during this transition period, hosts will have at least 28 days from the final decision to make arrangements with an alternative labour hire provider.

Ms Vallence said that so far 100 licenses have been approved leaving a backlog of over 1600 pending applications. Because hosts cannot assign themselves to a provider, it's expected that after the cutoff date they will need to search through the list of applications on the Labour Hire Authority's website to ensure their provider's license application has not been declined. The Authority claimed it is building a function to help hosts and other interested persons list an interest in a provider. Host employers that use unlicensed providers face a maximum fine of more than $500,000. Ms Vallence said the State Government should introduce a grace period to protect farmers. "Unless the Government's Labour Hire Authority can streamline the current licencing process in less than two weeks before the new laws come into effect, a 'grace period' must be implemented to protect our local growers from unfair penalties." Ms Vallence has raised the issue in Parliament and called upon Industrial Relations Minister Tim Pallas to urgently address the concerns.

Keys are one of those items that tend to pile up, because most people are uncertain what to do with them once they have outlived their usefulness. To address that problem, Emerald Commu-

nity Recycling has come up with an easy alternative that's good for the environment and raises money for the Friends of the Helmeted Honeyeater. Throughout the month of November, hills residents will be able to drop off any old keys and padlocks that they no longer have use for at collection places located around the Dandenong Ranges. In early December all the keys and padlocks will be collected, sorted, taken to

the metal recyclers and cashed. All the money raised will then be donated to Friends of the Helmeted Honeyeater. Collection places include Emerald Library, Emerald Stock Feed, Mitre 10 Emerald, Emerald Community House Office, Monbulk Community Hub, Selby Community House, and the Upwey Community Hub. Have say on lake precinct By Derek Schlennstedt Cardinia Shire Council is inviting the community to provide feedback on the Emerald Lake Precinct Strategic Plan 2020-2025 draft. The draft Strategic Plan includes an overview of the strategic direction for the precinct, which will guide activities, maintenance, promotion and improvements for Emerald Lake Park and Nobelius Heritage Park. The plan was developed with assistance from the community, who shared their aspirations for the precinct and the ways in which it could be improved for the future. Community members now have an opportunity to provide feedback on what they like about the draft plan, or what they would like to see added or changed. Cardinia Shire Mayor Cr Graeme Moore encouraged all visitors, surrounding residents, local businesses and community groups to provide feedback on the draft document, which will help shape the precinct's future. "Input from our community and stakeholders back in 2018 was crucial to the development of the strategic document, which represents a shared community vision for the future of this vital space. "Now, we want everyone to review it and share their feedback, which will play an integral part in ensuring a vibrant precinct now and into the future," Cr Moore said. The inaugural CJD fun run kicked off on the weekend and despite inclement weather the event attracted around 450 runners. The first event of its kind was held in Emerald on Sunday 27 October and it was Craig Appleby who took out the men's 10km fun-run, with Kellie Emmerson winning the 10km women's event. Organiser Melissa Williamson thanked everyone for the support and said the final donation tally will be announced in the coming week. "So many people helped out the local CFA units and groups, and it's a reminder the amazing place we live in. there were so many people that came together and chipped in which was amazing."

Street Party in pictures The Mount Evelyn Street Party came to life on Sunday, with market stalls, stage performances, dancing, classic cars, vibrant 1950s costumes and more. The fun run was dedicated to Sandy, a close friend of Melissa's who was diagnosed with CJD and passed away in 2013. Sandy's mother attended the event and presented Mel with a special medal.

Mayor bids year farewell By Derek Schlennstedt Tony Stevenson bid farewell as Yarra Ranges Mayor at the Yarra Ranges Council meeting on 22 October. In his final speech as Mayor Cr Stevenson expressed his gratitude to his fellow Councillors for their vote of confidence and reflected on the events of the past year - most notably, Council receiving federal funding to seal over 180kms of roads. "This is the last Council Meeting of this Mayoral Term so thought I would take the opportunity to reflect on a year that has gone fast," Cr Stevenson said. "Among my first words were that being elected Mayor was both a great honour and a responsibility. I certainly thank my fellow Councillors for the trust they placed in me. "It's been a very busy term which has encompassed a State Election, Federal Election and the recruitment and appointment of a new CEO, as well as addressing many local issues and opportunities."

There’s something creative in the Aerie at Burrinja By Derek Schlennstedt Although Burrinja Cultural Centre has been undergoing internal redevelopment they are preparing for a grand reopening and are calling on local artists to start applying for the new Burrinja artist studio. Applications for the new Burrinja artist studios which will be known as The Aerie Creative Ecology open Friday 1 November. The Aerie is all about like meeting likeminded people, and then finding underlying connections with other artists and creative enterprises.

The Aerie is a place that aims to be a playful, creative, social, and cultural space that is accessible to all. This new initiative includes purpose built studios, co-working habitats, an exhibition program and creative professional development opportunities. At the heart of the Aerie is studio tenancy for artists, creative enterprises and arts businesses across most disciplines, ranging from visual artists, to writers, from game developers to graphic designers, and everything in between.

The Aerie provides affordable space to support artists to undertake ambitious projects, sustain their practice and work collaboratively. Studio tenancy is through a competitive application process that will be assessed by a selection committee. There are 8 independent studios available, as well as a co-working space and a shared casual studio. Successful applicants will be offered a three year tenancy in the available studios. Stage one applications (for the independent studio spaces) opens on 1s November

"In today's society it's unnerving for the elderly or a single parent to let someone into their home, but we have had such positive feedback from customers that we have made them feel safe in getting work done," he said. "Because of that, our customers have told their friends also who in turn come to us for a variety of jobs from putting in new clothes line wire to painting the exterior of their house and everything in between." The couple claimed their attention to detail and always going that one step further has ensured the Henke's are becoming the go to local property maintenance business. Beth said the Henke's pride themselves on honesty and openness and that is what sets them apart from others. "We not only want to make sure the cus-

Tess is a Star on debut By Steve Brown While cricket followers are talking about new teen batting sensation Phoebe Litchfield from Orange, NSW in the WBBL series, local girl Tess Flintoff has made her debut for the Melbourne Stars. The 16-year-old former Knox Gardens junior is yet to be dismissed in her opening four games against the Hobart Hurricanes, Sydney Sixers and Sydney Thunder. Flintoff batting at number six and seven has scores of 34 not out (from 22 balls), 18* (18) 10* (12) and 3* (4) facing the likes of Australian frontline bowlers Ellyse Perry, Tayla Vlaeminck and Nicola Carey. She also took 1/20 from four overs against the Thunder capturing Australian batter Rachel Haynes. The talented all-rounder will lead the Victorian U/18 team in Tasmania early next year in the National Under 18 championships and is the first Ferntree Gully and District Cricket Association female selected in the Victorian Cricket Team having played ACT and South Australia earlier in September. Both Phoebe and Tess are members of the Australian Pathways Squad and have played against each other during various underage National Championships. Mixed results for bowlers By Eric Markham Monbulk Bowls Club faced tough conditions and opposition over the weekend. Monbulk 1 travelled to Ringwood on Saturday to face a tricky green, howling winds and intermittent rain and hail. Eric Markham's rink bowled well early and led by 10 shots by the twelfth end before Ringwood came within two shots on the last end. The Monbulk rink soon steadied and won by three shots, 19 to 16. Richard Cookson's rink led by three shots after the thirteenth end but then won only two of the next eight ends to go down 14 to 17.

Brian Smiths rink was level after fourteen ends but they then lost eight shots in the next three ends to lose by seven shots, 17 to 24. Andrew Bell's rink was down by seven shots after 10 ends but fought back to level the scores with two ends to go. However, Ringwood steadied and the Monbulk rink went down 17 to 22. Ringwood won the overall 67 to 79. Monbulk 2 played Croydon at home with big swings in scores across numerous rinks. Case Broekhof's rink was 15 shots down after seven ends but staged a comeback, only to go down 20 to 21.

Eric Furby's rink took control early and ran out winners, 23 to 14. Graeme Goller's rink had a close tussle early but grabbed the win, 22 to 12. Norma Clerke's rink was one shot down after fourteen ends but won the next five ends with a couple of multiples to win 21 to 13. Monbulk claimed victory by 26 shots, 86 to 60 and top spot on the ladder. On Tuesday Monbulk 1 played the highly fancied Vermont South away on their new green. Eric Markham's rink was down by eight shots after four ends and it looked like being a tough day.

However, they turned things around and only lost three more single ends for the day to win 28 to 13. Richard Cookson's rink won the majority of ends but dropped several multiples which meant they lost by 15 shots, 14 to 29. Andrew Bell's rink had a close contest throughout the day but Vermont South grabbed two shots needed to draw the rink and tie the overall score at 58 shots each. Monbulk 2 played away at Eastwood Golf and found the home side too strong, going down 43 to 68. Monbulk 3 played at home against Eastwood Golf and had a convincing 55 shot win, 91-36.
