"I think I'm really lucky that I can still ride track work for a lot of people and you pick up different ideas from different trainers, so you're always learning," she said. "It's a little bit tricky to balance because I've also got a son who is four-years-old. "I've got to drop my son at daycare in the morning, then I go pick up the horse, take him to the track, ride him, ride for a few other stables at Cranbourne, at the end of the morning I take him home, then go back and get ready to go to the races. "It's a bit of a juggle, but we manage." Being able to start the initial transition into training, while still jockeying, was the drawcard for Darose to get a dual licence back in 2016. "There were a couple of us who pushed forward and got our licences straightaway to do both," she said.
"Now there's a few more coming through which is really good because sometimes when you're riding, you kind of need to transition into something else too. "It's a bit of a transition into going from riding to training if you're heading that way." Saturday's historic, and unlikely, win at Flemington - Parwan Prince was a $12 outsider to win the race - was a moment to savour and Darose admits she isn't sure what the future holds for the gutsy horse. "He doesn't get many runs because he's got a lot of problems - he spends a lot of time on the sidelines, but he makes up for it," she said. "I just sort of have to take it as it comes because he really is a race-by-race horse. "He can't race through summer because the tracks are too hard, so you're kind of limited to winter time when the tracks are a bit softer."

Flemington is arguably the most storied racecourse in the county and on Saturday afternoon Cranbourne local Jade Darose etched her name in the track's history books. Darose became the first ever dual licence holder to win at Flemington when she rode Parwan Prince - her only horse in training - to victory in the 1000-metre All Victorian Sprint Series Handicap. "I still find it a little bit unbelievable - he's been such a good horse and to go to Flemington and win when you think you weren't quite ready is just unreal," Darose said. "He was going well, but I just thought he might need the run; I thought he'd be a run short, but clearly he wasn't!" As a dual licence holder, Darose is both a licenced jockey and trainer - a rare accomplishment that has only been possible since 2016 after rules were changed to allow those willing to do both. While being a jockey and trainer is uncommon, success as a dual licence holder is even more infrequent. Darose has trained Parwan Prince since attaining her dual licence in 2016 and claimed her first win with the horse in late 2016 at Ballarat, but on that occasion she wasn't the jockey - instead handing over the reins to Kassie Furness. In 2017, Darose claimed her first dual licence win on board Parwan Prince at Geelong. But to win at Flemington is simply extraordinary. Coming down the final straight, Parwan Prince was in the lead with the rest of the field charging home. Darose, who has been riding horses for as long as she can remember, admits she wasn't sure how the final 100 metres were going to pan out. "I thought the other horses were coming a bit quicker and the post was a bit further away, so I thought he was going to get rolled, but he's so tough and he just fought," she said. Trying to find the balance as both a trainer and jockey is a challenge, but Darose's love for

Long-term Casey councillor Amanda Stapledon has joined the Star News Group team. One of the busiest public figures in the region, Amanda will contribute a weekly Around Casey column to the Berwick News and Cranbourne News. The column is not linked to the mayoral role and will continue after the term expires later this year. It will aim to give a glimpse of the important events Amanda attends and the people she meets in the course of her civic duty. At the moment, there are between 25 and 30 appointments in the diary weekly - a number that doesn’t reduce by much when she is not wearing the mayoral robes. “I just love dealing with people and helping to solve their problems,” Amanda said. “And I have always had a dream to write for a newspaper one day, so this is a fantastic opportunity.” This week she kicks off with a tribute to good friend Rita Hartney, who passed away on Monday. Medico’s medal
Police are investigating the circumstances surrounding a fatal collision which occurred in Hampton Park on Thursday, 6 June. Officers believe a car was travelling south along Hallam Road about 4.45pm when the driver attempted to execute a u-turn. A following motorcycle crashed into the rear of the car as it was attempting its turn. The rider of the motorcycle, believed to be a man in his 30s, died at the scene. The driver of the car was uninjured and has spoken to police. Police will prepare a report for the coroner. Hallam Road was closed for a stretch in both directions between the Princes Highway and Pound Road.

Paediatric surgeon Dr Robert Stunden has been awarded an Order of Australia medal (OAM). 194420 Picture: STEWART CHAMBERS “It is an extremely well run hospital that deals with all types of things wrong with children, especially things they’re born wrong with.” While at the Red Cross Hospital, Dr Stunden met his wife, Carol, who he credits in receiving his OAM as it “wouldn’t have been possible” without her support. He also acknowledged the support of staff at Monash Health and Peninsula Health which he says is a “team effort.” “It’s not just me that’s achieving an award, it think goes to the whole of the units.”
Born in Yorkshire, UK, Dr Stunden graduated from Edinburgh Medical School before arriving in Australia in 1979 where he took up paediatric surgery. In 1985, he spent two-and-a-half years in Cape Town, South Africa volunteering with the Red Cross Children’s Hospital where there was mass racial violence. “There were about 20,000 political murders a year while I was there,” he said. “The work load is enormous so you learn a lot very quickly under not quite first world conditions.
Build plans stall on cinema complex
Security guard set upon by thugs A group of youths have attacked a security guard while horrified shoppers looked on at Cranbourne Park Shopping centre on Wednesday 5 June. Police were called to a shopping centre on the South Gippsland Highway about 4pm after reports of a number of people fighting. A security guard broke up the fight and was allegedly hit to the side of the head, sustaining minor injuries. Police arrested five males at the scene. A 16-year-old, 17-year-old, two 18-yearolds and a 19-year-old have been released pending further enquiries. The investigation is ongoing.
By Brendan Rees Nearly three years after announcing plans to transform the old and dilapidated Cranbourne pool site into a cinema complex, the developer says he’s still stuck in limbo. “I would’ve like to have been open a year ago but unfortunately you’ve got to go through the process,” the director of Grant St Entertainment Complex Ian Macklin says. He says he’s currently in negotiations with the land being leased through the Department of Environment, Land Water and Planning (DELWP) who controls the crown land site. “It’s been a bit of a battle ... still quite a few conditions on the planning permission but we’re working through that,” he said. A planning permit was issued on 6 June 2018 with CFA and DELWP conditions included. “They have three years to start and five years to the complete the development,” Casey manager of statutory planning and building services Duncan Turner said. would also feature a bar and terrace. Mr Macklin said he was disappointed the application had taken so long: “Unfortunately they found quite a few things which planning wise slowed everything down.” “I’m pretty confident we should start work on site for within the next two to three months
- full steam ahead then. “Everyone I speak to wants us to do it. I’ve even had people applying for jobs which is going to be good for the community,” he said. Casey Mayor Amanda Stapledon said the plan was a “wonderful initiative” and council would do everything it could to help make the project come to fruition.

Every day of the year, paediatric surgeon Dr Robert Stunden goes to work wearing short sleeve collared shirts and shorts. This, he says, helps children and their parents relax “rather than being put forward in front of a statue which they have to look up to.” “I never wear a tie except for a funeral,” the Devon Meadows resident says. As the head of paediatric surgery at Casey Hospital, Dr Stunden’s efforts, and service to medicine in the field of paediatric surgery, have been honoured with an Order of Australia medal (OAM) in the 2019 Queen’s Birthday Honour list. With a career spanning nearly 50 years, he has volunteered tirelessly with a long list of groups. This includes being the founding member of the board of management with the Koo Wee Rup Health Service where he served as chair and vice-chair. He also joined the committee of Royal Australasian College of Surgeons, and served as the secretary and Victorian representative with the Australian and New Zealand Association of Paediatric Surgeons. Today, he works at Monash Children’s Hospital in Clayton and Peninsula Health in Frankston, conceding working with children “keep you young at heart.” “I had always enjoyed working with children ... they get sick very quickly but they also get better very quickly if you treat them well,” he explains. “You have to make decisions fairly quickly ... You’ve got to revised how you’re managing the child but it’s very rewarding.”

Sally canters to a win By Brendan Rees Horse riding was something Sally Francis was born to do. The Tooradin resident of more than 50 years first rode a horse at the age of four and her passion has seen her contribute to the community for many years. Today, her dedication in volunteering with Riding for the Disabled Victoria and Riding for the Disabled Australia has earned her an Order of Australia Medal (OAM) for service to people with a disability and horse sports. Ms Francis said the best part about her role as a trainer and mentor at her Tooradin Estate riding school was helping a student grow.
"It's just so rewarding to see them communicating with the horse and communicating with me and the people that are also helping them," she said. "In turn, just preparing them for life and improving their general living skills, so that's very rewarding." When told of her honour, she said was "incredibly shocked and honoured." "I love horses, and I've got a wonderful team of school horses; love how much they give as well to ensure the success of the program." Ms Francis, 58, has volunteered her time in coaching and mentoring in Para Olympics over the years including Beijing, Rio, London,
Sydney, and Atlanta. But it was her time as the Australian para equestrian team manager at the London Paralympics in 2012 where she helped a rider from Broadford take out gold, that was most memorable. "The Para Olympics is very satisfying and very rewarding, very moving, and we've had quite a bit of success as well," she said. "It's lovely helping a team of riders and horses to pair get overseas and them for them to compete in the main area." Ms Francis, who also teaches at the Tooradin Dalmore Pony Club, contends she finds any achievement - even at a local level -
"just as important." "I think it's really the magic of horses. What the magic of horses can really bring to people to achieve great things." Ms Francis' parents, who she described as "good horse people" moved from Mt Eliza to Tooradin in 1996 where they began the riding school in Tooradin. "It was on the cards that I was going to take over the business. I didn't actually take it over until my mum passed over, so that was 2008." Ms Francis says she will celebrate her Queen's Birthday honour with friends and family during an afternoon tea party at home.

Mulch fire at old golf course
Hub of discovery By Brendan Rees A new marine discovery and visitor hub is on the cards for Tooradin - 17 years after the once popular marine life education centre burned to the ground. Tooradin Business Association (TBA) has advocated for the proposal, and is working closely with the Healesville to Phillip Island Nature Link (HPNL). However, a site for the centre has yet to be determined, and no planning application has been submitted to Casey Council, TBA marketing and media director, Nicole George said. The plans would include a cafe, gift shop, access point to kayak tours of Sawtells Inlet, a conference room and meeting room, and an outdoor play area. A competition was set earlier this year for third-year design studio students from Monash University to come up with the best design for the centre. The TBA will view the designs on Thursday 13 June at Monash University's Caulfield Campus. The students also sought inspiration during a 3-week trip to China where they viewed some of the world's leading contemporary public landscape designs. Ms George said the new centre, would be the "ecological learning hub of importance." "The marine eco centre would not only be of ecological importance on a state level but also an international level due to the Blue Carbon Initiative," she said. "We have only engaged Monash University students to develop some proposed plans to further scope and develop the project in relation to securing investors and gain interest in the project," she said. "The development of the Tooradin Mangrove Trail boardwalk system would also allow for all visitors to learn about the pivotal role

Firefighters put out a mulch pile fire which spontaneously combusted at the old Amstel Golf Course in Cranbourne on Saturday 8 June. Fire crews from Cranbourne and Langwarrin CFA brigades were called to the incident about 3.15pm on Cranbourne-Frankston Road. CFA members discovered the mulch pile about 100 metres long and 50 metres wide had caught fire. Firefighters made contact with site workers who helped control the blaze by separating the pile and turning over the mulch which was about three to four metres high. The fire was brought under control about 3.40pm and workers continued to control the fire with their onsite water tanker. Cranbourne CFA station officer Ugur Ali said a smoke warning was issued due to smoke blowing onto nearby roads and communities. He said the fire was a natural occurrence and "was just putting up a lot of smoke." "All we did was put a little bit of water on it, and then we're able to find the developers there so we used heavy machinery to spread it all out," Mr Ali said. Fifty-two hectares of land at the old golf course is currently being developed into a contemporary residential and open space environment.

Fashion expo opens By Brendan Rees An exhibition of traditional sarees and wedding attire from countries along the famed Silk Road will be launched at Bunjil Place library this weekend. This event, 'She Blossoms,' which is part of the City of Casey's 17th annual Winter Arts Festival, will be presented by Kalpavriksha Sarees and Handicrafts and the Circle of Peace, Inc. Activities include flower crown making, henna body art, and community art pieces. The event aims to create a platform for women's empowerment through art and fash-
ion, says secretary of the Circle of Peace Naureen Choudhry, who came up with the project idea with her friend Revati IIanko, who is also a member of Casey Arts and Cultural Advisory Committee. "We chose this name because we want women, especially brides who are starting a new phase in their life, to feel inspired and emboldened to bring about a change not only in themselves but in the people around them," the pair said. The launch will be held on Sunday 16 June at 11.30am and everyone is invited to partake in the unveiling of the mannequins and an art activity. The free event will run until to 27 July.

I’m thrilled to have been asked to write a column each week to showcase the wonderful events, news and people who do so much in the Casey community. Each week events and newsworthy items will be featured along with a piece on The People You Meet and a glimpse of “what’s coming up”. I hope you enjoy this column as much as I will writing it.
Rita a remarkable woman It is with much sadness to learn that Rita Hartney passed away on Tuesday morning, 11 June. Rita was someone very special to me and to so many others; she was our Senior Citizen of the Year in 2015, an international speaker, a business coach/mentor, author of three books and staunch women’s advocate. I will always remember Rita for being a positive, happy, funny, determined lady who entertained us as guest speaker at so many events. She also co-presented on my radio program “Women of Today“ and attended every event possible when Senior Citizen of the Year and held many conversation groups that attracted great attendance and participation. Rita’s love of her family was something she always expressed when chatting and my thoughts are with them today. I will be honouring Rita’s life in council on Tuesday of next week at 6.30pm. BEAUTY AND THE BEAST Opening night for this fabulous production was sold out, many attending were in costume including our friends from Casey Radio, who laid out the red carpet for interviews prior to and after the show. The night was complemented by a fabulous orchestra, very professional performances with some real surprises and delights. A Cranbourne family have been left frustrated after CCTV captured the moment a man and woman walked up there driveway and rummaged through their ute. Kellie said the bandits targeted her husband's Holden Colorado about 2am on Sunday 2 June. She explained the passenger door was unfortunately left unlocked while it was parked outside their home near Stevensons Road. A flashlight could be seen wavering around in the inside the car, which was left trashed, she said. "We aren't 100 per cent sure what was stolen but something was as we can see when they walk away the male passes something to the other person," Kellie said, who did not wish her surname to be published. "The police are checking other cameras of residents in the street to see if they had a car somewhere. "Definitely not a good feeling when you have a eight-month old baby at home and expect your home to be your safe haven," she said. The couple have appealed on Facebook's Casey Crime Page in the hope to identify those responsible. Anyone with information is urged to contact Crime Stoppers on 1800 333 000.

Big-ticket pools plan open for comment By Andrew Cantwell A new aquatic facility for the Clyde region, updates to Casey RACE and Casey ARC, and a new masterplan for the Doveton pool are all canvassed in Casey City Council’s draft pools strategy for the next 20 years. Casey expects $130 million will be needed over that period to deliver all projects planned. The draft Casey Aquatic Facilities Strategy is now on public exhibition, until early July. A key component of the draft strategy is the development of a masterplan for the Doveton Pool in the Park, with investigation into how best to deliver aquatic education, outdoor water play and multi-use spaces. The outdoor pool, built in 1968, is run seasonally in partnership with Doveton College, and has been the subject of discussions in council over the past few years over its future. The draft strategy provides a figure of $24
million for necessary works to meet expected community needs. Consultations with the community and key stakeholders is already underway, with funding for a masterplan included in this year's draft capital works program. The big-ticket item in the draft strategy is planning for a new facility around Clyde, to meet the needs of that area’s expected 90,000 residents. The figure suggested here is $73 million for any new aquatic centre. A business case and funding strategy would need to be undertaken to nail down the facilities and cost - and identify funding sources for what is seen as a major future project. Meanwhile, $15.5 million for Casey RACE and $17 million for Casey ARC have been suggested in the draft strategy to deliver additional services and facilities in the city’s most popular existing centres.
Consultation involving 1200 survey responses helped inform the draft strategy, with the facilities seen as highly valued and necessary. But there is a concern the current facilities will not be able to cater for the city’s rapid growth. As Casey’s population continues to mushroom - growing from its current 356,000 to over 545,000 by 2041 - the upgrades and new facilities are seen as vital to meeting the future health and fitness, aquatic education, and social needs of the various communities. The current facilities have racked up some impressive figures. In the year 2017-2018, they recorded almost 2 million attendences, hosted 8229 health and fitness members, 6154 ‘learn to swim’ participants, had 2487 aquatic members and 417,302 recreational swimmers. Public submissions on the draft strategy will be reported to a future council meeting.
Haraza volunteers honoured for hard work Hazara volunteers of the United Cultural Support Inc have been congratulated at a Hazara volunteer recognition event held on Saturday, 8 June. The event was attended by more than 50 people, which took place at the Selandra Community Hub, Clyde North. Narre Warren South MP Gary Maas joined Casey Mayor Amanda Stapledon; local business owner Adam Sadiqzai, and president of the United Cultural Support Inc, Sadia Ali, to acknowledge the important work of 15 Hazara volunteers. The City of Casey has the highest Afghanistan-born population in Victoria and the Hazara are one of Afghanistan's largest ethnic minorities. Mr Maas said the United Cultural Support Inc. volunteers make an invaluable contribution to the community, dedicating their time to promoting social inclusion and active community engagement. "Volunteers are the backbone of any successful community, working hard for no financial reward," he said. Cops’ wild chase
A Casey resident has described the moment a driver "hurtled" towards her after an alleged stolen car wound its way through Hampton Park on Monday 1 April.

It came as police were led on a two-hour wild pursuit which began about 12.30pm after a four-wheel-drive was allegedly stolen from Cranbourne. The vehicle was later set alight, police say, before the speedsters fled in a station wagon and later hijacked a ute in Hampton Park. The ute crashed where police say the driver was seen getting out carrying a rifle, which was used to carjack a Ford ute in Carrum Downs. Witnesses say they saw the vehicle driv driviing on the wrong side of the South Gippsland Highway in Cranbourne.
Cardinia Highway Patrol arrested two men and a woman who attempted to flee on foot after their ute crashed into a truck on the South Gippsland Highway. The driver, a 26-year-old male from Cheltenham, tested positive to methamphetamine and had his licence disqualified disqualified. He was charged with aggravated carjacking;
counts of obtain property by deception and eight counts of theft. A 22-year-old Pakenham man was charged with aggravated carjacking, four counts of theft of a motor vehicle, arson, two counts of burglary, obtain property by deception, two counts of theft. Both men were remanded to appear at the Melbourne Magistrates' Court on Tuesday 2 April. A 21-year21-year-old Dandenong woman was charged with ttwo counts of theft of a motor vehicle. The Cavs are on the rise By Hayley Wildes As the saying goes; the proof is in the pudding. After making substantial changes to the junior development programs at Casey Basketball Association last year, there is no doubt that the results are showing and the hard work is paying off. There are more Casey junior athletes than ever playing high-level representative basketball, making state teams, attending major Basketball Victoria events and simply getting better. "The biggest thing for us is that we've gone through massive change at Casey with our systems of play and our style of play," Casey Basketball development manager, Darren Best said. "Having that updated curriculum and having worked in the state and national pathway myself, a lot of the things that we now do at practice are very similar to the things that are being done in Basketball Victoria pathways." Recently, 14 Casey juniors - an association record - were selected to take part in the Basketball Victoria Showcase; the first step of talent identification for Basketball Victoria. Only 80 boys and 80 girls are selected to participate in the tournament. Casey's Elisa Brown, Dynahia Masters, Tiearra Meredith, Kendra Rivet, Maddison Rogers, Sophie Toth and Bindi Wood will take place in the girl's showcase, while Jack Byrne, Aiden Collinson, Nickolas Davies, Caplen Dexter, Marcus Donaldson, John Efunkanbi and Parker Rivet were selected to the boy's showcase. Those athletes are continually practicing hard at Casey Stadium and the development programs are helping them take the next step. "Those kids are practicing three or four times a week through our programs, let alone what they're doing outside," he said. "We have a program called Cavs Advantage
which is open to all of our representative kids - it's another quality practice and we have five coaches that come to those practices and have a really good coach-to-athlete ratio." With so many juniors seeing improvement in themselves, the vibe around the association is terrific and the hard workers are being rewarded. "There's definitely a good feel around the stadium, particularly on competition night with everyone pretty pumped to play," he said. "I think what it has done is made sure that the kids who are really committed have that pathway now. "We're definitely on the rise as an association - all of the property development around us is only going to keep us growing, so our job is to continue to evolve and come up with ways to facilitate basketball for everyone in our area." Having dedicated and experienced coaches has been one of the most important aspects of Casey's rise and Best explains the programs in place for the association's coaches to continue to develop their skills. "There's been a fair bit of coach education going on," he said. "We have several coach development opportunities throughout the year; we have coaching clinics, we bring guest coaches in and we also run coaching accreditation at the association." With just under 7000 registered members, three quarters of which are juniors that make up close to 700 junior domestic teams and 44 representative teams, Casey Basketball Association is providing a platform for locals to achieve their basketball dreams. "Big things are on the horizon for Casey and it's just going from strength to strength," he said. "We're really happy with how it's going, but definitely not satisfied."

Battle wins it for the Doveton Eagles over Keysborough By Hayley Wildes SOUTHERN FOOTBALL LEAGUE DIVISION 2 - ROUND 5 (SPILT ROUND) Another standalone fixture over the weekend pitted an unbeaten Keysborough team against the Doveton Eagles and it was a thriller. When the game was there for the taking, it was the Eagles' Nick Battle who rose to the occasion and produced the match-winning goal after a back and forth contest all day. The Eagles entered the first break with a one-point lead but, despite dominating proceedings in the second quarter, were unable to make the most of their chances in front of goal in windy conditions as they kicked 1.8 (14) in a wasteful term to lead by just nine points at half time. With stars from both teams playing well - including the likes of Tim Werner and Matt Carnelley for the Burras and Cameron Carmody and Nick Beer for the Eagles - it was a gripping battle. Keysborough came out firing in the second half as its work around the contest, coupled with Doveton's continued inaccuracy, saw the side take control of the quarter. The Burras booted three goals, while the Eagles could manage just six behinds and, with a quarter to play, Keysborough led by seven points, 7.6 (48) to 4.17 (41). The fourth quarter was a fitting conclusion as both teams fought tooth and nail for the ascendency. As the final minutes ticked down, the Eagles led by one point after missing gettable chances to put the game to bed. But as the saying goes; cometh the hour, cometh the man. Andrew Ray was superb for Doveton in a brilliant display, while Troy Cullen did all he could for Keysborough. MORNINGTON PENINSULA DISION 2 - ROUND 9 Pearcedale was no match for Crib Point on the road after a dominant first half from the Magpies had them 54 points up at the main break. The Panthers fought back in the second half, but with Tom Panich bagging nine majors, Crib Point went onto win by 51 points, 18.16 (124) to 11.7 (73). Max Gearon and Travis Bravo were best for Pearcedale in another loss. Devon Meadows almost claimed a win
against Somerville, but fell short by one goal. In a seesawing battle, the Panthers were in the game all the way as Patrick Harmes and Riley Thorpe battled manfully, but couldn't get over the line, falling 10.15 (75) to 9.15 (69). VFLW ROUND 5 After a heartbreaking loss last weekend, the Casey Demons again fell agonisingly short of a win at Casey Fields on Sunday against Collingwood. The Demons got off to a strong start to lead by seven points at the first break, but the Magpies kicked into gear in the second term to hold Casey scoreless while scoring three goals of their own. With Harriet Cordner making her presence felt around the contest, the Demons fought back strongly in the third and entered the final
term three points adrift. Collingwood kicked the first major of the fourth quarter to skip out to a nine-point lead, but Cordner gave Casey hope with an important goal halfway through the term. The final 10 minutes of the contest were brutal as both teams gave their all in search of the four points. Casey just couldn't get the job done in the closing stages and fell by three points, 5.4 (34) to 5.1 (31). Maddy Guerin (two goals) was important up forward, while Cordner led from the front all day. WEST GIPPSLAND ROUND 9 The famous rivalry between Tooradin-Dalmore and Kooweerup was re-ignited over the weekend for the first time since the Seagulls entered the WGFNC. Despite being well within striking distance entering the fourth term, the Seagulls couldn't answer the Demons' final punch and fell by 39 points, 16.18 (114) to 10.15 (75). Kooweerup's forward line trio of Luke McMaster, Darren Sheen and Jason Wells (three goals each) was in fine touch and with the likes of Joel Gibson and Mitch Collins dominating across the ground, the Gulls had their work cut out for them. The Seagulls were just 11 points adrift at the final change as Brad Butler, Lewis Hill and Julian Suarez (three goals) kept their side in the game, but when the Demons pushed hard in the final term, the visitors' defence was under all sorts of pressure and couldn't keep up. AFL Outer East is set to shun the traditional relegation process in 2020, with region head office confirming it is going to make a raft of changes as it searches to fast track the structure for its Outer East football and netball competition moving forward. Star News understands that clubs will be provided the opportunity to apply to move down a division in 2020, even if they do not finish last in 2019. Premiership teams and teams placing last will follow the relegation promotion system, however it means that next year, Outer East rather than implementing the traditional one up, one down model - will see plenty of movement occurring between divisions, a process that region general manager Aaron Bailey explained to Star News as requiring a “whole club consideration”. “As we get any indications of clubs looking to move down, which we will do in Premier and Division 1, we will seek indications from clubs who wish to move into higher divisions. This may see increased movement in 2019 than we traditionally see,” he said. “We will continue to look at our competition structure, however at this stage nine, nine and eight is preferable for 2020. “Being a new structure - and the Division 1 and 2 being really good competitions - the Premier Division at the moment is not as competitive as we’d like, and this will allow clubs to have some control of their own destiny, and able to identify where the best fit is to build a long and sustainable program at their club. “This allows clubs to speak to their players, coaches, sponsors and members and set clear direction for next year and beyond. Movement up from divisions below will be confirmed once we have a clear indication of club preferences in the division above. “Clubs who are at the bottom end of divisions, but believe that division is best fit for them, now can put the steps into place to be successful in that division and start building for the next three to five years.” Bailey added that there has already been some initial discussion about next year, with Star News understanding that several clubs have already indicated their preferences. “Clubs have spoken to us (already) about their best fit for 2020, so the conversations have certainly started, but the formalities will be a four to six week process, and once we know who wants to go down, we’ll be able to outline to all clubs the promotion and relegation model for 2019," he said. “We expect there will be increased movement this year.” But as for some north-east clubs competing in Division 2, Bailey said that for the long-term future in the region, there is still some work to do to find the best solution. “We are working with AFL Goldfields and AFL Goulburn Murray to find the best structure for football in that region, which will be finalised over the next six months. We will work with those clubs to identify the best structure for football in the Murrindindi Region,” he said. “There is work being done in regard to whether there can be a standalone league, and that’ll be out of that region, and if not, what will be the best long term fit for each club. “We want these clubs to be sustainable, have increased opportunities to play finals, and compete every year - we need to look at how to do that, so we’ll work with all those clubs individually. “This is a consultative approach with them, they’ll be part of the process - our preference is to create a standalone league where they can compete across the central Goulburn, northeast region.
“What we want to do, is make sure they are sustainable, that they have pathways, and they have the opportunity to have success, and playing finals. “We’re hoping to have an answer on that by the end of the year.” Bailey said that AFL Outer East expects to deliver all aspects of the ‘Future Direction of football and netball’ document by 2021, with the current priority to provide three senior divisions, where clubs find their level in senior football, netball and under 18 football. But being meticulous, and ensuring they don’t do damage to any club by placing them in a division they can’t be successful in, is vitally important moving forward. “Our key is to get the structure right, and to get all the clubs in the right divisions - if we go one up, one down, we don’t want a club languishing at the bottom where they’re not suited. That could do long-term damage,” he said. “We’re seeking feedback on clubs on their current position and what level will provide each club the best chance of building strong, vibrant football netball structures. “But for us, our future direction is set, we are where want to be as a competition, a divisional model in Casey, Yarra Ranges and Cardinia. That allows growth and entry points for new clubs and sustainability within the existing clubs. “We need to be flexible, listen to clubs and move clubs around more than what we would normally do to find the model that works. “Once clubs tell us where they want to be, we will start to move towards that and its on clubs to build and grow within that.” Another major change set to come in as of next year is in the under-18 football model, with the potential for senior sides to not be competing in the same division as their pathway sides. “We are currently seeking feedback for clubs on their preferred model with underage football moving forward,” Bailey said. “Creating competitive underage competitions is a high priority for us. The model used by the EFL and Geelong, where teams are graded, is one we are keen to implement. “The structure for the under-18s will hopefully come out by the end of June this year for 2020, and that may see some changes to the traditional under 18 model of the past. “Under age football and netball continue to be key areas in our restructure.” As for new clubs set to enter AFL Outer East in the future, Bailey said that ensuring the region gets its structure right was the priority for the time being. But he also indicated that Berwick Springs was tracking along well, and is not too far away from being a senior club. “Berwick Springs have done a really good job in developing under 18’s and netball, and by 2021 they will be a senior club. We are hopeful that as early as 2020 they will enter a side(s) at senior level,” he said. “But we’re keen to work with new clubs, and Berwick Springs is a very good start. It is crucial we develop more clubs in the Casey Cardinia region and we will continue to have conversations with clubs, particularly in the South East Juniors around becoming senior clubs. As our competition structure finalises over the next two years, opportunities for existing clubs to join the Outer East competition may emerge. “In the short term, our focus is on getting the structure right. We are confident that as that happens, more opportunities for clubs will develop.”
