A strong advocate for Cranbourne, Reverend David Powys spends most days of the week working into the night. The vicar St John’s Anglican Church sent a big message to political parties in the lead up to the state election by displaying his protest painting outside his church that depicted an abandoned stretch of rail track to Cranbourne East. “Life is very difficult now for people who have to commute out of Cranbourne for work, whether by train or car,” Star News 2018 person-of-the-year explains. “Life will be much easier for everyone in this parish when the train line is extended, and when we come to rely less on Cranbourne and Merinda Park Stations to access train services.” According to Mr Powys, the rail extension to Clyde “is long overdue,” and hoped the newly elected Cranbourne Labor MP Pauline Richards “will see what was promised nearly 20 years ago by a previous Labor Government: the extension of rail services to a station at East Cranbourne.” With the population of Cranbourne East/ Clyde area tipped to hit more than 143,000 people in 2041, Mr Powys says there was “nowhere near enough” improvements being made. “It is not always easy to know what the community is thinking, but everyone who has spoken with me about the painting is supportive,” Mr Powys said. Since arriving at St John’s in 2008, Mr Powys says “we have done all that we can to foster participation by people from all backgrounds on our various committees and in our various activities.”

Ceiling comes down By Brendan Rees Mel Wilson and her family know how lucky they are to walk away unscathed after their ceiling collapsed, spilling insulation onto the floor just days before Christmas. Ms Wilson said she was walking down the hallway of her Lynbrook home when the ceiling "completely dropped" without warning in the lounge room about 9am on Sunday 16 December. She heard dad yell for help as he was lying on the couch, and had "to free himself from the plaster." "I couldn't get to him ... he just had to break himself free from it," she said. "I could hear him, I thought he was OK but it was only when he was yelling out for help that I realised he's actually stuck under there." Ms Wilson said the plaster hit her dad's head and shoulder but luckily he wasn't injured. "He pretty much laughed it off ... it was a bit of a shock to the system. He was just lying there watching TV. He saw it all happen really all within seconds." Ms Wilson recalled the incident happening "all at once," after hearing a "crack" sound. "I turned around and see all the rumble coming down." "I personally didn't hear a big bang. I think throughout the shock and adrenaline I probably just didn't focus on it. "When you look at the roof you can see all the glue spots but there's no actual plaster stuck to it." A few items were broken but no major damage, Ms Wilson added. "We have cabinets and stuff in our lounge room and thankfully that was all fine." "Somehow the Christmas tree and the presents survived." Ms Wilson said her family have had to get rid of the couches as they were "completely

In a statement, Victoria Building Authority spokesman Murray Smith advised prospective home buyers to organise a professional inspection to help make sure the home is safe and meets building regulations. "While a pre-purchase inspection will cost you money, it can save you from nasty and often costly surprise repairs down the track," he said.

Renovated Yacht Club opens its doors By Brendan Rees Warneet Motor Yacht Club's (WMYC) new-look $1.2 million upgrade has officially opened, offering members and the public a bigger renovated space. Casey Balla Balla Ward councillor Geoff Ablett joined Hastings MP Neale Burgess in opening the Yacht Club and Public Hall along with members of the community on Saturday 15 December. The refurbished building, which was first built 1952, was funded by the City of Casey, and includes an extension and renovation of all areas, including a large veranda overlooking wetlands on both levels, the renewal of all existing amenities, an internal lift and a purposebuilt community space with cooking facilities. Serious road injuries were down in the South East during the recent Christmas-New Year traffic enforcement blitz. Across the statewide Operation Roadwise, nearly 34,000 traffic offences were detected over 24 days from 14 December to 6 January. It equated to nearly an offence a minute. Senior Sergeant Clint Wilson, who oversees Southern Metropolitan's highway patrol units, said 16 people were seriously injured on roads in Greater Dandenong, Casey and Cardinia during the period. Pleasingly, this was down from 25 in the same period 12 months earlier. He said the massive numbers of police on the road played a part. Statewide, nearly 18,000 police shifts were undertaken. During the operation, 42 drink-drivers, 10 drug-drivers and 61 unauthorised drivers were detected in Greater Dandenong. Each of them was statistically more likely to be involved in a serious crash, Sen Sgt Wilson said. "We were actively removing the worst drivers off the road." Of the road casualties, the main contributing factors were speeding, alcohol, drugs and fatigue. "As a whole, drivers and road users are considerate and are taking care over the holiday period. "But we still have a core group of drivers that don't care." He said Highway Patrol police were proud of the dropping road toll, which hit a record low 214 in Victoria last year. "No one likes giving out tickets. Each of them have a passion to reduce road trauma." Across the state, Operation Roadwise netted 12,000-plus speeding offences - with a surge in drivers surpassing the limit by 10km/h and more. There were also 452 vehicle impounds, as well as 2492 unregistered vehicles and 2282 unauthorised drivers detected. Road Policing Command Assistant Commissioner Stephen Leane said the high number of people engaging in behaviours that posed a risk to themselves and others was concerning. He pointed to large numbers of drivers using mobile phones and drugs, without seatbelts and disobeying road signs. "I encourage everyone who's using our roads to think carefully about what they can do to keep themselves and others safe."

Casey crime rate down

Lucky to be alive By Brendan Rees Five people have survived a light plane crash in Tooradin after their aircraft experienced a loss of engine power on Saturday 6 January. The Australian Transport Safety Bureau (ATSB) is investigating the incident whereby a Cessna 182 was being used for parachuting operations, with a pilot and four parachutists on board. The pilot reported that soon after take-off, at about 400 feet above the ground, the engine sustained a sudden power loss. An ATSB spokesperson said after being unable to resolve the problem, the pilot conducted a forced landing in a nearby paddock. "During the forced landing, the aircraft collided with trees and a fence, which resulted in substantial damage," the spokesperson said. Emergency services were called to the incident about 10.45am where one person was treated for a sore arm while the others did not require emergency medical care. Firefighters from Tooradin CFA also attended the scene. As part of the investigation, the ATSB will interview the pilot and other occupants, review video footage, and obtain aircraft maintenance and inspection records. A report will be released at the conclusion of the investigation, which is anticipated to be released in the second quarter of 2019. "Should a critical safety issue be identified during the course of the investigation, the ATSB will immediately notify relevant parties so appropriate action can be taken," the ATSB spokesperson said.

By Brendan Rees Crime in Casey has dropped slightly in the past 12 months, latest crime statistics show. The number of recorded offences in the City of Casey fell by 11 per cent, according to the Crime Statistics Agency report released in December. There were 20,145 offences recorded in Casey compared to 22,619 in the same time the previous year. Crimes against the person including robberies, as well as property and deception were among the offence categories which had fallen. This included burglaries (1,711) compared to this time last year at 2,212. Thefts were down 13 per cent while deceptions fell 18 per cent. However, drug dealing and trafficking was up 39 per cent. Minister for Police and Emergency Services Lisa Neville said the State Government's record investment in Victoria Police had given "them the powers, tools and resources they need to keep the community safe - is making a real difference, but we know there's more to do." "We're turning around a six-year trend as crime rates continue to drop in Victoria, by delivering 3,135 new police officers and new laws to keep the community safe," she said. Gembrook MP Brad Battin said crime has risen an alarming 14.65 per cent under Daniel Andrews and Labor since elected to Government in 2014. "A total of 20,209 offences in Casey were reported in the latest crime stats for 2018 - that is an astounding 2,583 more than reported in 2014," he said. "The proof is in numbers and the numbers reflect the community's sentiments. The people of Casey do not feel safe."

Casey Highway Patrol intercepted a Hyundai Accent Coupe on Monaghans Road where they discovered a 24 year old female driver from Cranbourne West allegedly had a suspended learner's permit. Police also observed the driver had not displayed L plates or carried her learner's permit. Her vehicle was impounded and she will be required to attend court in relation to the charges. It is an offence for a learner driver, probationary driver or driver under 26 years of age to not carry their licence while driving.

School digs deep to celebrate Christmas By Brendan Rees Over the Christmas season, students from Lynbrook's St Francis de Sales Primary School gathered food hampers and gifts to bring Christmas joy to those in need. Grade 5 and 6 students of the Pastoral Care Team, also known as the Mini Vinnies collected gifts, foot items, and toiletries from the school community which were placed under a Giving Tree. Eighteen classes had the task of filling a hamper which were donated to St. Vincent de Paul at St. Kevin's Parish in Hampton Park

Teacher Giuliana Faiola said "Congratulations to the St Francis de Sales community and the Mini Vinnies group for all their efforts in collecting hamper items and Christmas gifts to help all those less fortunate to celebrate Christmas." Police hope to identify these three males riding bikes in the vicinity of where the explosion occurred.

Arson and Explosives Squad detectives are appealing for information following an explosion at a Cranbourne skate park on Sunday evening 16 December. Investigators have been told an explosion was heard within the vicinity of the Merinda Park skate park, which borders Endeavour Drive and rear properties of Blaxland Avenue, about 10.15pm. The alarm was raised when nearby residents heard the loud noise and felt their houses shake. Detectives believe an improvised explosive device was placed on one of the skateboard ramps causing extensive damage. A hole was blown through the solid steel structure base and damage caused to the steel mesh wall frame. Police have released CCTV of the explosion and vision of three males riding bikes within the vicinity of the skate park around the time of the explosion and are appealing for them to come forward. They are looking to determine their involvement if any in the incident and or establish their reasons for being there. The males are all described as caucasian in appearance and are believed to be aged between 15 to 25 years with slim builds. Anyone with information or who may have witnessed the incident is urged to contact Crime Stoppers on 1800 333 000.

Driver twice over the limit A 25 year old Narre Warren man has allegedly been caught high range drink driving and speeding. Police observed a Mazda 3 travelling east on Monash Freeway at 188km/h between Narre Warren Road and Clyde Road about 4.15am on 5 January. The vehicle exited on to Clyde Road where it was allegedly detected travelling at 108km/h in a 60 zone before being intercepted by police. The man had a breath alcohol reading of 0.139. Police say the driver's P1 Probationary driver's licence had been previously cancelled and disqualified at court. The vehicle, which belonged to his future father-in-law was impounded for 30 days. He is expected to appear at court at a later date with charges including reckless conduct endangering life and speed dangerous.

Forgiving tree helps those in need More than $10,000 worth of gifts and non-perishable food items was donated to the Casey Cardinia Libraries (CCL) Forgiving Tree Appeal in the lead up to Christmas. In years past, library members were able to get their library fines waived in return for donated gifts and food. However in 2018 CCL permanently removed overdue fines, which changed the focus of the campaign. The Forgiving Tree has provided a call to action for people wanting to pay it forward and help people doing it tough. CCL Chief executive Chris Buckingham said it was inspiring to witness the generosity of library members, even when the waiving of overdue fines was no longer an incentive. The removal of overdue fines at CCL has proved a great success. There has been a relatively small increase in overdue items, more items are being borrowed and there has been a marked reduction in 'lost items'. Mr Buckingham said, "Our members have demonstrated just how committed and giving they are. It's clear that they are motivated to help others and we're delighted to be able to facilitate their compassion through our libraries." "This time of year can be difficult for many. There are a lot of added pressures. The Forgiving Tree encouraged our community to step up and contribute to a brighter Christmas for locals in need", said Buckingham. CCL partnered with eight local charities during the six-week campaign, including WAYSS, Cranbourne and Casey North CISS, Transit Outreach Service, Hampton Park Community House, Barry Plant Emerald and Emerald Community House, to ensure the donations were distributed to those who needed them most. "Public libraries can contribute to stronger and more resilient communities in so many different ways. Libraries really do change lives" Mr Buckingham said.

Community celebrates By Brendan Rees Residents took a trip down memory lane during the 150th birthday celebrations in Cranbourne in February. There were lots of memories shared as former shire members, current City of Casey councillors, community groups and residents gathered at Greg Clydesdale Square on Saturday, 24 February. The event, which celebrated the 150th anniversary since the Shire of Cranbourne was proclaimed in 1868, included a historical photo display, performances, free activities, and a sausage sizzle. Then Casey Mayor Cr Geoff Ablett said the celebration was an opportunity to commemorate Cranbourne's history and celebrate its evolution over the past 150 years. "When the Shire of Cranbourne was declared on 24 February 1868, it serviced a population of about 1,000 people made up of grazing and agricultural land and contained most of the Koo Wee Rup Swamp," Cr Ablett said. "It's a stark difference to the Cranbourne we know today; a large, growing and vibrant suburb home to more than 80,000 residents across Cranbourne North, South, East and West. One of the attendees was Cranbourne resident, Peter Giles, who was a former councillor of nine years and the last Cranbourne Shire president before the amalgamation with Cardinia in 1994. "To serve at the time was a real privilege," Mr Giles recalled. Casey Cardinia Libraries Local History Librarian Heather Arnold said it was amazing how the population of Cranbourne had grown so much since 1860 when there were only 115 people. The Shire of Cranbourne became the City of Cranbourne on 22 April, 1994 before part of the municipality was joined with most of the City of Berwick and a small part of the City of Knox, officially becoming the City of Casey on

15 December 1994. But the event left some residents a little upset that more wasn't done to celebrate the milestone. Cranbourne resident of 60 years, Peter Kelly said there was only one marquee tent "had anything to do" with Cranbourne's history.

"Yes there was some music, some talk from some local councillors and a sausage sizzle, but that was basically it," he said, "It is such a shame that they (community members) weren't given the recognition they deserved on such an important occasion."

CEO Tyler’s shock exit City of Casey's former durable chief executive Mike Tyler stepped down in sudden and mysterious circumstances last February. Mr Tyler had "mutually agreed" with Casey that "now is the right time to move on," according to a statement by the council on 21 February. He left the job on 22 February, with no official explanation from the council of why there was a parting of ways. Mr Tyler had served as the council's one and only chief executive for 23 years, overseeing a municipality that rapidly grew from 130,000 residents to more than 300,000. He'd worked for Casey and City of Berwick for more than 36 years. Nearly three years ago, Mr Tyler's reign was extended for four years - until 2020. The re-appointment was made by a previous term of councillors, who controversially chose not to advertise the $350,000-plus annual position. Mr Tyler said it was time to move on and allow other leaders to shape the council's future direction. He told Star News he had it in mind for

some time that it would be his last year in the job but there had been on official decision until this week. The move into Bunjil Place heralded the right time for Casey to move into new leadership, he said. Asked to describe his emotions, Mr Tyler said he was "very happy". "I am going out on

a high," he said. "I can look back with a lot of pride at what has been achieved and Council and I have come to a fair agreement." Then Casey mayor Geoff Ablett says there was "no war" between councillors and the council's administration despite losing two chief executives within a month.

Sheena Frost had come and gone as acting chief executive, replaced by director Steve Dalton on 21 March. Ms Frost continued in her role as Casey's corporate services strategic director. "Everyone's happy," Cr Ablett said. Glenn Patterson was announced as the council's new chief executive officer in July. Mr Patterson brought a wealth of experience serving as CEO at Yarra Ranges Shire Council since 2008, and previously as CEO at Baw Baw Shire Council. Mr Patterson said he was excited by the challenge of leading the organisation into an exciting future. "I'm keen to build on Casey's reputation as a leader and innovator in local government and ensure the organisation is able to meet the needs of a community growing to more than half a million residents in the next 20 years," he said. "I can't wait to get stuck in and lead the organisation into an exciting future." Cr Ablett said council was excited by Mr Patterson's vision for guiding the organisation into the future.

Warren-Cranbourne Road would be one of 14 key roads to be upgraded as part of a $2.2 billion project across Melbourne's outer north and south-east. Extra lanes would added in each direction between Thompsons Road and South Gippsland Highway to boost capacity and reduce congestion. In Star News' congestion poll, Clyde Road was voted as the worst congestion road in the City of Casey by a long mile - and also took the title as the worst congestion road in the South East Furious motorists also said South Gippsland Highway, Thompsons Road, Sladen Street, Hall Road, and Western Port Highway were among the worst roads. Thompsons Road was pinpointed in RACV's biennial Redspot survey where a roundabout between Taylors Road and Dandenong-Hastings Highway was a source of long delays. Average speeds slowed down from 76km/h to 30km/h during peak times, the survey revealed. Casey Council also ticked off a massive $3.5 billion in its rail and road project wish list - in one of the most successful local government advocacy campaigns in Victorian history. In the lead up to the state election, council launched its 'Commit to Casey' campaign calling on the State Government and the Opposition to fix Casey's roads and limited public transport options. One of the biggest ticket items was the Liberals promising to provide $487 million in extending the Cranbourne line to Clyde. The State Government pledged to deliver a $750 million upgrade of the Cranbourne line and planning for a new rail link to Clyde. Then Cranbourne MP Jude Perera also pledged a $169 million upgrade which would see the duplication of 5.2 kilometres of road on Hall Road from McCormicks Road to Cranbourne-Frankston Road "Construction will include new traffic lights at the intersections of McCormicks Road, Taylors Road, Western Port Highway and Evans Road, with an upgrade of the intersection at Cranbourne-Frankston Road," Mr Perera said.

Hero honoured By Brendan Rees Bridget O'Toole was awarded the 2018 Gold Clarke Medal during a presentation at the Melbourne Town Hall on Thursday 23 August. She has tried to block out the painful memory the day her husband was tragically killed by two stab wounds to the upper chest. "I've got to be kinder to myself because you torture yourself thinking could've done more," says Mrs O'Toole. "Survivor guilt isn't good." It was 5pm on 12 July 2013 when a man wielding a 20-centimetre carving knife entered Bridget and Dermot O'Toole's jewellery store in Hastings. "I thought it was a customer coming in and I just got up to serve him," she said. However Mrs O'Toole, of Lyndhurst, was attacked by the armed assailant who pushed her into a glass cabinet and stabbed her several times. "He was screaming like a lunatic," she recalled. During the attack Mr O'Toole, who suffered from Parkinson's Disease, came out from the workshop to defend his wife and began wrestling with the assailant. "We were just trying to fight him off ... Dermot was desperately trying to save me." "Dermot fell over, he tripped over and he turned on him and stabbed him to death," she said. Mrs O'Toole attempted to pull the offender away from her husband and in doing so she was further assaulted. The assailant then ran out of the shop.

Mrs O'Toole remembers her husband of 41 years as a wonderful man who was a funny, kind and loyal man."I had the best husband and we had a great life together," she said. "Life has just been horrible since."

‘Vigilantes’ raided By Brendan Rees A group of Cranbourne East residents were infamously featured on national media and labelled as being a part of a 'No Fear' gang after being worried about the rising crime in the area. Police raided two properties following the airing of an A Current Affair (ACA) feature on Monday, 5 February which showed residents using deadly weapons such as a compound bow and nunchakus to protect themselves against a spate of burglaries. Cranbourne Police Sergeant Graeme Pearce said a pair of nunchakus was among "multiple items" seized at one property on Tuesday evening, 6 February. Resident James Read, who was filemd fumbling to the ground of his backyard while providing a nunchuck demonstration, faced the Frankston Magistrate's Court on Tuesday 30 October and entered a guilty plea to a charge of possessing illegal weapons. He was handed a 12-month good behaviour bond with no conviction recorded. "I've got so much stuff on my plate right now with my son being injured in an accident, to drag it on any further wouldn't be good for my family," Mr Read said. A resident, Dion Watling, said he owned a compound bow but was "disgusted" by claims he was a human-hunter.

"I have a compound bow to go out rabbit hunting and deer hunting. That's it. It's not for turning around hunting humans." "If I was in fear of my life and I saw blokes coming towards my house with weapons, I would go for a butcher's knife, a compound bow, whatever I've got to deter them," Mr Watling said. "If my life is in danger I will kill the b****** if I was left with no other alternative." "I'm not a violent person; never have been. I don't want to use it (compound bow) and I dread the day that I have to." Mr Watling, who had taken legal action against ACA, said the producer Luke Mortimer even tried to push him and the other neighbours in getting "together like we're a big gang." "This bit about Wolf Creek being my favourite movie, that's crap. They didn't even ask me any of that s***," he said. Mr Watling said police raided his house on Tuesday evening, 6 February but they did not seize any items. He said he patrolled the streets at night because of the lack of police presence but adds "I don't carry any weapons with me." "We're ringing the police and they're not turning up. We do have people here that are petrified."

Junction Village Men's Shed has been busy producing their annual wooden toy collection - and this year they have received a helping hand. Its members, which are based at Aveo Botanic Gardens Retirement Village have made 223 wooden toys which have been donated to the Salvation Army Cranbourne Christmas toy fund. For the past seven years members have made over 200 toys per year which gives them great joy that they are helping disadvantaged children. For the first time, six VCAL students from St Peter's College, Cranbourne Campus, contributed to the Toy Fund by making twentyeight dolls cots under the supervision of Shed members. These cots were also decorated with dolls, bedding and dolls clothing made by the retirement village Ladies Craft Group.

The VCAL students were able to access funding for the cot making project through a VCAL Innovative Community Partnership Grant from the Catholic Education Commission of Victoria Ltd. Cranbourne Campus VCAL Coordinator Chris O'Hara, said he was pleased with the outcome of the project. "This was an excellent project for our students to undertake which in turn resulted in many positive outcomes for both our students and the members of The Men's Shed. The students were so proud to produce a product which will benefit another person in our community," he said. Both students and staff are looking forward to building on this relationship in 2019.
