Our suburban arterials are woefully inadequate for the volume of traffic trying to take advantage of the new Monash lanes and speed limits. And there are few workable alternative routes for when the Monash is out of action. In late 2014, a truck spill on the Monash near Endeavour Hills brought traffic both ways to a stop. Stud Road, Heatherton Road and Princes Highway were simply unable to cope, and Dandenong was in gridlock for hours. There is much work to be done. And we want your help in pushing government to commit to prioritising works in the South Eastern growth areas, where some of Australia's fastest growing suburbs and municipalities are located. In the lead-up to the State Election on 24 November, we're asking you to list the roads you consider the most congested in the South East. We intend to share your pain with the parties and contenders vying for your vote and ask what they intend to do about it. Each and every week until the election we're going to share your stories, ask the hard questions of government, the parties and the candidates, and then share their responses with you. The South East needs a better deal on roads, deserves a better deal and must get proper and appropriate financial commitments from those who seek power in your name. In July, the State Government proudly trumpeted that the Monash was open for business - all lanes on the $400m revamp open and speeds were back to 100km/h ... you could have been forgiven for thinking all our transport woes were solved. But ask any commuter in the South East who relies on access to the Monash, who weaves their way through suburban rat-runs, cramped side streets and traffic bottlenecks to either start or end their daily commute or who try to get their kids dropped off or picked up at school times ... the work on fixing our roads is far from finished. Congested feeder roads and side streets waste hours - and collectively, years - of people's lives each week in an issue that has long been identified as critical to the productivity and prosperity of workers and businesses alike. Each working day in the South East, the stress is written afresh on the faces of thousands of annoyed and helpless drivers. In Dandenong South, transport companies are avoiding the clogged major arterials in all directions at peak time. There's hope the impending Abbotts Road level crossing removal will bring some relief, but there's so much more to be done on the South Gippsland highway and freeway - and the incomplete Dandenong Bypass. Springvale Road's dreaded level crossing is long gone, but newer traffic snarls have emerged at Lindsay Williams Crossing and Lightwood Road.Elevated rail has removed three boom gates in Noble Park, yet the hairraising roundabout at Heatherton Road, Lightwood Road and Douglas Street remains. While in Lyndhurst, the increasing number of motorists on their daily commute means speeds along the ever-busy Thompsons Road drop to almost a third of normal travel speeds in peak times. Nearby Pound Road is little better.

Drugged driver rams cops By Cam Lucadou-Wells A man on bail and a mix of Valium and heroin has rammed a police car and ploughed into a family in their vehicle in an attempt to evade custody, Dandenong Magistrates’ Court has heard. Hamish Ganaban, also known as James Marcos, 39, was approached by police at a Glen Waverley servo where he was reportedly trying to sell a whipper-snipper in a drug-affected state on 2 October. The disqualified learner-driver then got in his stolen and unregistered car with stolen number plates, reversed and drove past police walking towards his car. Police caught up with Ganaban in the Glen Inn motel car park in Glen Waverley. He drove off again, crashing into a police car parked over the exit.
Two police officers jumped out of the way as he collided with the police car’s passenger side. Travelling east, Ganaban’s car mounted the median strip and crossed to the wrong side of Ferntree Gully Road. At the intersection with Springvale Road, it struck a turning car with a father, seven-yearold boy and four-year-old girl on board. The family received minor injuries, the injured Ganaban was taken to The Alfred hospital and then remanded in custody. Police seized stolen bank cards and a Medicare card from Ganaban’s car, which was impounded. A small amount of heroin was found in his clothes. On the same day, Ganaban had been due to appear at Moorabbin Magistrates’ Court. He later told police he had been “super drowsy” from a “hit” (or half a gram) of heroin
with up to four Valium tablets. On 13 August, Ganaban pleaded guilty at Dandenong Magistrates’ Court to charges including reckless conduct putting people in danger of serious injury, car theft and failing to stop for police. He was also charged with the shop-theft of $453 of Nurofen tablets from a supermarket and an aggravated home burglary yielding $800 of jewellery, electronic goods and a knife set, as well as speeding and disqualified driving in a separate incident. The incidents occurred whilst Ganaban was on bail after police found him asleep in his car with cannabis and a knife at Springvale cemetery in April 2017. A defence lawyer told the court that Ganaban had been ‘clean’ for a period after being released from jail in late 2016. He had issues
with drugs for most of his life, the court heard. “He finds being on the outside very difficult. Something needs to be there to support him on release.” Magistrate Jack Vandersteen noted Ganaban was “such a risk taker”. His criminal history, including multiple car stealing and driving offences, spanned more than 20 years. The police-car ramming would have attracted a two-year minimum jail term, had it not predated recent laws passed by State Parliament, he said. “People were affected by your self-destructive behaviour. You had five people at risk of harm (on 2 October).” Ganaban was jailed for two years, with a non-parole period of 14 months. He had already served 316 days in pre-sentence detention. He was disqualified from driving for two years.
Cable maker powers on By Cam Lucadou-Wells A Dandenong South copper cable manufacturer - the last of its kind in Australia - is using state-of-the-art technology to rein in energy costs. TyCab Australia is embarking on a $5.48 million energy efficiency project that will boost production, lower power costs and expand its workforce. It has been backed with a significant but unspecified grant from the State Government. TyCab will add an advanced design casting machine that will triple its former rautomead's capacity and cut energy use. It will also install an automatic spooling line and robotic palletiser, as well as build a new copper rod production facility with solar power. With TyCab's energy costs soaring by $500,000 a year in recent times, the project will cut the power bill by 30 per cent. It's expected to yield four extra jobs to its 72-strong workforce. The company, which has been on its Frankston-Dandenong Road site for four decades, is a rare treasure. Its the last in the country to make copper electric cable from scratch - from raw Australian product. Its products are used in mining, transport, food processing, and residential and commercial properties. In a tour of the factory, Dandenong MP Gabrielle Williams said TyCab was a "great example of a local business that was thriving and creating jobs". "We'll always back businesses so they can continue to grow, create jobs and boost our economy." In its 2017-18 budget, the State Government set aside $90 million for energy-efficiency programs for manufacturers.
Peak-time outages on a main street A series of traffic lights were out due to a power outage in the vicinity of Hammond Road, Dandenong South, on Wednesday. VicRoads advised that lights at Rodeo Drive, Dandenong Bypass and Kirkham Road were out, with police members controlling intersections by hand. Motorists were advised to expect delays, VicRoads stated. According to United Energy’s website, the power outage affected more than 300 households and businesses. Retracing a life’s journey takes a detour By Cam Lucadou-Wells Denise Lyons' grand plans to reprise her inspirational 32-kilometre charity walk in memory of her late sister Anne has taken an unplanned detour. But she and the walk, which supports research into the 'forgotten cancers', are still steaming ahead on 8 September. Ms Lyons, a personal assistant at Dandenong Hospital, had become an avid walker despite the "daily reminders" of her own cancer survival. However at the start of the year, her daily walks were cruelled by a painful foot-ligament injury, plantar fasciitis. "I'm absolutely hating it," she says. "The doctors say the only treatment is rest. It's a slow process." Last year, she raised $4200 when she trekked from her childhood home in Nar Nar Goon to
Hampton Park. She travelled via Pakenham, Officer, Beaconsfield and Berwick to St Kevin's Catholic Church, Hampton Park - where her sister Anne's funeral service was held 16 years ago to the day. The walk, in a way, covers the geographical arc of Anne's life. Next month, Ms Lyons is aiming to cover about half the trip - as well as giving strong support to her son Sam and other family and friends over the remaining 16 kilometres. In the leadup, it's been a chance to delve through old photos and remember her effervescent, life-loving sister. Anne was just 30 when first diagnosed with pancreatic cancer - the same illness that claimed her father. She still loved life even while living with the illness for seven years, Ms Lyons said.
"She could tell a story with her hands. "She was full of life, energy and fun." Ms Lyons was diagnosed with cancer herself six years ago, and underwent two surgeries, chemo and radiotheraphy. Daily, she endures lymphoedema and the occasional stinging pain. She has to avoid cuts, and take daily medication. But she considers herself one of the lucky ones. And along the way, she fell in love with walking. "When you walk you solve all the problems of the world. "It's a quiet time to think through all the things in your life. Energy, Environment and Climate Change Minister Lily D'Ambrosio said the grants would help reprocess more than 48,000 tonnes of paper, plastic and cardboard a year as well as create 19 jobs. Taxing times for Dandy ATO branch By Cam Lucadou-Wells The latest round of job cuts at the Australian Tax Office's Dandenong branch has sparked concerns over the "privatising" of the federal public service. In the past five years, about 150 positions are thought to have been culled at the branch - equivalent to nearly a fifth of its workforce. It comes on the back of the controversial closure of the Department of Immigration and Border Protection office in Thomas Street, Dandenong last year. On 10 August, a Senates estimates committee response revealed up to 50 positions were made redundant in Dandenong, Box Hill and Parramatta ATO branches before the end of June. The "client engagement" work was being transferred to Brisbane and Perth. A mix of "ongoing and non-ongoing" staff as well as labour hire workers would take up
the roles, the response states. At least 22 of the jobs have been cut from Dandenong, the branch's union believes. CPSU acting director Emma Groube said the staff did important tax-office work, such as compliance. "This is a terrible decision to strip decent, permanent ATO jobs from Dandenong and replace them with lower paid, insecure labour hire in Perth and Brisbane. 'This decision hurts these workers but also the entire Dandenong community." Ms Groube called on the Government to scrap the "illogical" ASL cap that forced the ATO to cut permanent jobs and replaced them with labour hire and outsourcing. "It's not good for these workers and it's not good for our tax base." Bruce MP Julian Hill said the ALP pledged to reverse the privatisation of public services by the Government. "I'm shocked but not surprised that Mr
Turnbull has been caught cutting and privatising up to 50 jobs from the Dandenong tax office. "When people call the tax office they expect to speak to an expert officer not a casual worker in a privatised call centre." An ATO spokesperson told Star News that none of the outgoing positions were "outsourced to private industry". The Dandenong office's staff cuts over the past five years were in line with overall reductions across the ATO, he said. "A number of positions in the Dandenong office were recently made redundant following a voluntary redundancy process in June this year. "There will be no impact to ATO service standards as a result of these changes, with the overall capability of the positions moved into separate sites across the country." The Federal Treasurer's office was contacted for comment.
Public safety grants of up to $250,000 will be available to City of Greater Dandenong Council, as part of an Opposition state election pledge. The grants would cover security infrastructure like CCTV, better lighting in high-risk areas identified by the council. South Eastern Metropolitan Region MP Inga Peulich said a Liberals National Government would ensure Greater Dandenong residents were "safe in their community". The $24 million grant program would be available to "at risk" areas across the state.
Servo shooting images released Police have released images of a man wanted over a shooting during an attempted armed robbery of a Springvale South service station on Wednesday, 8 August. The armed man followed a customer into the 7-11 store on Springvale Road and MacKay Street just before 4.30am, and demanded cash at the front counter, police say. A 40-year-old male staff member, who tried to lock himself in a store-room behind the counter, was shot in the arm. He was taken to hospital in a stable condition. The alleged shooter unsuccessfully tried to open the till, then fled on foot in a southerly direction. Armed Crime Squad detectives have released images of a man they wish to speak to in relation to the incident. He is described as being of African appearance and about 180 centimetres. At the time of the incident he was wearing a beanie, a black-and-white bandana across his face, dark top and dark pants. Police are investigating whether there is a link to an attempted armed robbery of a nearby BP service station on Heatherton Road 15 minutes earlier. An Endeavour Hills woman has been arrested and charged by police over an alleged theft from an 89-year-old woman in Dandenong Plaza toilets. The victim's bag was allegedly snatched from her walking frame as she washed her hands on 12 July. The 42-year-old accused also allegedly robbed a woman of her handbag in Newton Lane, Dandenong on 9 July. She was also charged over the stealing of food from a freezer during a home burglary in Dianthus Court, Narre Warren South on 18 July. Greater Dandenong CIU police arrested her during a raid of a home in Kennington Park Drive, Endeavour Hills on 10 August. She was charged with robbery, theft, burglary, obtaining property by deception and drug trafficking. The woman is remanded in custody to appear at Dandenong Magistrates' Court on 24 August.

Sir - On behalf of High School committee we desire to make an appeal to the public for funds to assist us in liquidating the expenditure to be incurred in the erection of the High School at Dandenong. We have to raise £1000, and to do this, we appeal to all those who are interested in the advancement of education in Dandenong. There are many residents who are not property owners, and are therefore free from taxation, who are able and willing to assist, and this will give them an opportunity to help in so good a cause. Any donations left with the proprietor of this paper or the undersigned will be acknowledged.
A Dandenong bound train lost its whistle last week and dozens of travellers were lat getting into the city. the train on its way from Melbourne to Dandenong was scheduled to leave Dandenong for the return trip at 10.24am. It never made it to Dandenong while commuters sat wandered, cursed or wondered, the train waited patiently at Oakleigh Station - minus it's whistle. The whistle mechanism failed just before the train arrived at Oakleigh. Railway Department officials decided that because of the number of open level crossings between Oakleigh and Dandenong the train should not be used on this section of its scheduled journey. Would be train travellers at Dandenong were put aboard a bus to join the whistle less conveyance at Oakleigh
for the remainder of their trip to the city. Because the bus stopped to pick up other passengers the train finally made it into Melbourne after noon.

Five drivers will face court following a police crackdown in Dandenong on August 8. The Automatic Number Plate Recognition (ANPR) operation lasted six hours and detected seven unregistered vehicles, one unlicensed driver, two learner driver offences and two un-roadworthy cars. Each received on the spot penalty notices. The disqualified drivers who were detected will face court including one whose car was impounded and two other drivers over interlock device offences. Dandenong Acting Sen Serg Duncan Bartley said the results served as a reminder that impound laws affected not only hoons and that having a licence was a privilege.
17 August 1998 Counterfeits Police have warned shopkeepers to be on the lookout for a series of counterfeit notes circulating in the Springvale area. Dec Serg Peter Stirling Springvale CIB said that many stores had accepted false $50 notes in the past fortnight. "It is just crucially important that all store owners are aware of what is happening and they are vigilant when it come to accepting money" Sg Stirling said "I would describe the current batch of notes as being a reasonable quality, so shopkeepers will need to stay alert".

Ribs to tickle your fancy By Cam Lucadou-Wells Who would have thought chicken ribs could be so delectable? Introduce yourself to this surprisingly tender and fleshy offering at Ease Garden, one of Dandenong's few remaining Cantonese-style Chinese restaurants. Served in a light batter and a simmer of spice, the ribs have become a cult favourite. Here's a classic Chinese restaurant atmosphere with soft tones, porcelain statuettes, paper lanterns and lobster tanks. But it's certainly not a typical back-story with owner Alan Tam and sister-in-law Elsie Fung, both of whom have run their own Cantonese restaurants and RSL kitchens in Dandenong, Frankston and Oakleigh. During the latter era, they expanded their repertoire to steak-and-kidney pies, Christmas roasts and spaghetti. At Ease Kitchen, they've eased back to tra-

Ms Fung says she likes to introduce customers to the little-known allure of chicken ribs as well as other new culinary experiences. Such as even the humble green bean. They're tossed with chicken mince and a chilli-laced soy sauce. Even the fried rice is a little different here. Pink-coloured squares of chicken replace the bacon pieces often found elsewhere. In fact there is no pork at all on the menu. It's simply adapting to the fact that many customers don't eat pork, Ms Fung says. Chinese restaurants have become more scarce in the suburbs. "They shut down because not many of the young generation are going into the industry," Ms Fung says. "There's a lot to Chinese cooking - it's really hard work to learn. "The children aren't doing what their parents do. "Instead they're going to uni and learning professions like IT." Ease Garden is at the level 2 food court, Armada Dandenong Plaza.

11th charge: drink-driving By Cam Lucadou-Wells A Dandenong man has pleaded guilty to his 11th drink-driving charge and faces likely jail time, a magistrate has told him. William Sam Tut, 26, also pleaded guilty to two charges of refusing a blood-alcohol test as a driver, and multiple disqualified driving charges at Dandenong Magistrates' Court on 13 August. Tut refused to accompany police to Pakenham police station for further testing after being breath tested at Cardinia Road, Officer on 22 July, 2017. "Because I'm already in trouble, I'd rather go to a magistrate," he told police. He had to drive because his cousin was intoxicated, police were told - despite Tut being disqualified from driving for four years. The still-disqualified Tut was pulled over with three friends in the car about 10.30am on 2 December. They had been out all night drinking in the Chapel Street bar precinct, with Tut's eyes observedly blood-shot. He was smelling of alcohol and his words slurred, police said. He refused to go to Moorabbin police station for a final blood-alcohol test, saying he had to go to work. His car was impounded, and Tut and his friends caught a bus to Dandenong, the court heard. In October, he crashed his friend's Commodore with three occupants and false-number plates in Allan Street, Dandenong. The car caught on fire, and Tut initially denied being the driver.
Again disqualified, he submitted to a bloodalcohol test and blew 0.171. Tut had been driving carelessly, which was backed up by the skid-marks in the street and witness statements, police said. He was also charged with disqualified driving in May 2018 and August 2017, as well as failing to appear in court while on bail. Defence lawyer Nadine Daniel conceded Tut had an "appalling driving history" with the recent offending "more of the same". She argued for a deferred sentence, given Tut's life had "transformed" since working up to six days a week as a bricklayer. He provided $500 a week for family members in Egypt, and would lose his job if jailed, she said. "It would be regressive to jail him now. "He continues to drink but only on the weekend." Magistrate Jack Vandersteen said he would not defer sentence because Tut's considerable risk could not be managed. "It's one of the most potentially serious prior histories. "It's too much. It's very rare that we get someone come to court with so many drink driving offences and at the same time driving while disqualified." Mr Vandersteen said Tut would likely be jailed, then consigned to a CCO with judicial monitoring, and alcohol and mental health treatment. Tut was remanded in custody for final sentencing at Dandenong Magistrates' Court on 17 August.

What’s the escape plan? By Cam Lucadou-Wells There's no shortage of suggestions -and frustrations - among traffic-jammed readers for Star News's Unlock the Gridlock campaign. "A new freeway towards Cranbourne," Agron Zeneli suggests on the Dandenong Star Journal's Facebook page. "It's (a) disaster to drive from Dandy towards Cranbourne." According to readers, there are notorious afternoon peak-time bottlenecks. They include parts of the Westall Road extension, and the Princes Highway outbound lanes on approach to the overpass across South Gippsland Freeway. Mark Lanyon - and Clyde Ditch Dunkley bemoaned the South Gippsland Highway logjam between Dandenong Bypass and Pound Road. South Gippsland Freeway was a "death trap afternoon peak" , according to reader Kathy Gonzalez. Greater Dandenong councillor Matthew Kirwan noted the peak-hour congestion on Heatherton Road and Cheltenham Road - both of which lack a 10-minute-frequency bus service. He also highlighted the Webster Street level crossing and the growth area around Perry and Chapel roads, Keysborough. Cr Sean O'Reilly nominated the log-jam at the Lindsay Williams Crossing bridge that crosses the railway line at Springvale. "While the grade separation at Springvale train station has improved flow immensely, there's still improvement needed at the right
turn from Lindsay Williams Crossing into Lightwood Road." Dandenong MP Gabrielle Williams said the Government was "getting it done" with the largest ever investment in Melbourne's roads, such as the recent Monash Freeway widening. "We have received positive feedback from the community - Dandenong drivers are reporting that the new lanes are already making a very real difference in their commute times." Stage 2 of that project was underway. In Dandenong South, the Government's projects would make a dramatic difference for 45,000 motorists each day. Abbotts Road level crossing's removal was "well under way". The most recent State budget allocated funding for a rail-overpass conncection at Remington Drive and Pound Road West, Ms Williams said. "We know congestion causes delays, and in the largest manufacturing precinct in the country, time is money and money is jobs." Ms Williams had also "escalated discussions within government" for a safe pedestrian crossing at Stud Road, near Dandenong Basketball Stadium. South-East Metropolitan Liberal MP Inga Peulich said if elected in Government, the Coalition would invest up to $5.3 billion to remove 55 dangerous, congested intersections across Melbourne. The Opposition would also build East West Link and North East Link in tandem - both completed by 2026 and 2027 respectively. "Only a Liberal National Government will effectively tackle traffic congestion so commuters in Melbourne's South-east spend less time in traffic and more time with their families and loved ones. "Labor has been ignoring the South-east for too long and now local streets and arterial roads are becoming car parks - one thing is certain: if you stick with Daniel Andrews, you'll be stuck in traffic."

Interface Councils - a lobby group that includes some of Melbourne's fastest growing outer suburbs - is encouraged the Victorian Government has locked roads funding into legislation, with the announcement on Thursday 9 August of $2 billion guaranteed to improve outer suburban roads. Roads Minister Luke Donnellan announced new legislation to establish the Better Roads Victoria Fund, which will mean residents of Melbourne’s Interface Councils will receive better and safer roads more quickly. “This is a big step forward. Improving roads in Melbourne’s outer suburbs is one of our top priorities,” said Interface Councils spokesperson Cr Peter Maynard, Mayor of Wyndham City Council. “Roads in the Interface Councils region have not kept up with the rapid population growth we’re experiencing. This is great news because our residents drive extremely long distances to and from work each day, with more than 80 per cent of people dependent on cars.” According to the proposal, all revenue from on-the-spot speeding fines and traffic cameras will be directed to improve outer-suburban roads. Both outer-suburban and country roads will each receive a minimum of 33 per cent of the fund. Over the past four years, Interface Councils has welcomed nearly 200,000 residents, which has resulted in the region accounting for nearly half of Melbourne’s growth. As a result, the
quickly expanding communities who call it home are straining already stretched services and public infrastructure they rely on daily. “Really what this is about is making sure residents have the same access to road infrastructure that the rest of Melbourne has. Congestion is one of our biggest problems and it has a significant impact on the daily lives of residents,” Cr Maynard said. Interface Councils is pleased the Victorian Government is focused on improving the livelihoods of Victoria’s newest and most vulnerable communities. The additional funding for roads will help to enhance liveability in Melbourne’s outer suburban communities and ensure residents have equitable access to essential community infrastructure and services. In order to identify top priority road improvements for residents of Melbourne’s outer suburbs, Interface Councils continues to work in collaboration with VicRoads and provides regular updates to Victoria’s State Parliamentarians on the status of roads in the region. Interface Councils is a group of 10 municipalities that form a ring around metropolitan Melbourne, which comprises Cardinia Shire Council, City of Casey, Hume City Council, Melton City Council, Mitchell Shire Council, Mornington Peninsula Shire Council, Nillumbik Shire Council, City of Whittlesea, Wyndham City Council and Yarra Ranges Shire Council. Trapped in the traffic By Cam Lucadou-Wells Disgusting - that’s how transport operator Craig Membrey describes Dandenong’s daily gridlock. At peak time, every arterial road around Membrey’s Transport and Crane Hire yard on South Gippsland Highway is clogged. A 2-kilometre trip from Hammond Road to the yard can take up to half-an-hour at the day’s worst. The alternative routes along Greens Road, Abbotts Road and Dandenong Bypass are jammed. “We can’t run our business in peak-hour traffic,” Mr Membrey says. “If we don’t get our trucks away by 6am, it will take double the travel time. “I’d be too scared to count the cost (of the lost hours on the road).” Mr Membrey welcomes the level crossing removal at Abbotts Road, but the boom gates at Greens Road also have to go. He said the mooted ‘final leg’ of Dandenong Bypass through to South Gippsland Freeway also needs to be done. “Look at all the (housing) growth out at Pakenham and Officer, but the roads haven’t improved to keep up. “It needs to happen quicker because it’s unfair to everyone.” Another local transport operator, who
didn’t wish to be named, says entire new roads are needed, not just new lanes. “There’s only one way in and one way out to Melbourne - that’s Dandenong’s biggest problem.” If there’s a crash on the Monash - which happens several times a week - the feeder roads are quickly “buggered”, he says. “There’s no alternatives. “Yes, you can go on the Princes Highway. But they push everyone else on there. “It impacts on the whole area.” Five years ago, a trip from Morwell in Gippsland to Laverton in Melbourne’s west would take just over two hours, he says. These days, it takes at least an extra 30 minutes. “Nobody has used any foresight or good planning - we’re just trying to catch up. “It’s not going to go away until someone (in Government) has a crack.”

Springvale hub to rise The first sod has been turned on Springvale’s new library and community recreation precinct. Mayor Youhorn Chea, with councillors Sean O’Reilly and Heang Tak, kicked off construction at the site of the former civic centre on 8 August. The project replaces the existing library and demolished civic centre with a modern leisure facility with a 5 Star Green Star rating. It will include a world-class library, rooftop solar and landscaped green spaces for events and gatherings.
During construction, the existing library is expected to remain open, engineering services director Julie Reid told a Greater Dandenong council meeting on 14 August. To facilitate this, a buffer has been made from the construction zone, and a new library entrance has been created. When the new facility is built, the current library will be demolished, Ms Reid said. The $50 million project - which includes the recent renovations of the neighbouring Springvale Town Hall - is expected to be finished by 2020.
IT’S NONE OF OUR BUSINESS BUT… Finding more treasures Greater Dandenong’s precious stock of ‘Living Treasures’ may be set for replenishment. A decade ago, the council named and acclaimed 33 of its most adored senior citizens who had contributed significantly to the community. Just 11 of those ‘treasures’ remain with us. At a 13 August council meeting, Cr Maree Sampey said it was time to bestow the honour on more elders. It was better to recognise the worthy awardees while alive, she said. The suggestion met with approval from several other councillors at the meeting.

Speaking of little-known regulations, what’s
the rule on businesses requiring to provide a public toilet? A supermarket near Springvale Junction recently closed its public toilet, prompting the question by Cr Sean O’Reilly at a recent Greater Dandenong council meeting. Well, the minimum turns out to be 600 - according to building regulations. And that’s worked out according to the floor space, not on actual popularity.
Scouting for members A local success story is the 2nd Springvale Scouts group, which has doubled to 80 members in the past year. The news “overjoyed” former Scout and now councillor Sean O’Reilly, who said: “Scouts is not just about teaching youths to tie knots”. The members learn leadership, problemsolving and face-to-face communication skills. By Cam Lucadou-Wells A 39-year-old Narre Warren father is fighting a further jail term for sending a barrage of foulmouthed texts and threats to publish intimate photos of his ex-partner. A day after his release from jail in October, the man sent two photos of his "partially naked" ex-partner to her, with the message "not to f*** me around", a court heard. He warned that intimate photos and videos of her would otherwise be spread on Facebook. On the same day, he texted her that the Department of Health and Human Services would "love" the photos of her. The man was on an 18-month community corrections order at the time, and also faced a drivingwhile-suspended charge in Noble Park in January. Pleading guilty, he told the court that his expartner had ground his business down while he was in jail. He was demanding the $30,000 that she'd "stolen" from the enterprise, he claimed. A defence lawyer said the man was trying to turn his life around, was complying "in large measure" with his corrections order and
no longer using meth. "That relationship (with his ex-partner) is well and truly over," the lawyer said. "It was a fairly destructive one for both of them." The lawyer said "there was enough there" for the man to remain on an extended corrections order. "He's approaching middle age, he's not a young fellow. "He would be in a very difficult position when he's released." Magistrate Jack Vandersteen noted the man's prior offences leading to his corrections order in 2016 were "not dissimilar" to his latest charges. On that occasion, the man had made comments for his ex-partner to jump off the West Gate Bridge. The latest abuse was "incredibly sharp and terse, to put it mildly," Mr Vandersteen said. He cancelled the man's corrections order, and resentenced him for prior offences associated with the order. The man was jailed for 90 days, but was soon after bailed to appeal the sentence at the Victorian County Court.

Ride of their lives By Cam Lucadou-Wells Something magic happens when children hop in the saddle at Riding for the Disabled. It's a process that can unlock rare smiles, says RDA Doveton coach Barbara Caulfield. "One of the kids before RDA never touched an animal. He would panic if there was a cat in the house," Ms Caulfield says. "So he had to step out of his comfort zone to get on a horse." Now the boy lights up as he is escorted around the farm on horseback. "It's amazing, and we see it all the time. I'm
just passionate about it." RDA recently held a Showcase Day at Myuna Farm so parents could witness their children's new-found skills, co-ordination and confidence. The children flourish in the safe, relaxed, and out-of-school environment, Ms Caulfield says. "If you've got a learning disability and everyone is ahead of you at school, it's not good for your confidence. "With disabilities, it's so often about what people can't do. So let's celebrate what they can do."

Many of the volunteers have special needs themselves, which adds to the inclusivity. Ms Caulfield had always loved horses. She joined RDA because she wanted to "give back" in a direct way. "It has real rewards. It was nice to be there to see the results of what you do." The charity is rich in volunteers and riders - about 60 of each. However, it needs two more horses to share the load. Creatures of winning habits An internationally-acclaimed short film shot in Greater Dandenong has now claimed a lofty prize at home. All These Creatures was recently named as best Australian Short Film at the 2018 Melbourne International Film Festival. It comes on top of a stunning awarding of the prestigious Palme D'Or at this year's Cannes Film Festival. Film-maker Charles Williams shot the film nearly entirely on location in City of Greater Dandenong, tackling complex issues of mental health and family relationships. The project was partnered by Greater Dandenong Council. Chief executive John Bennie said the council was proud to see local stories told to an international audience and recognised at such a high level. "It is particularly exciting to see this film make its Australian premiere in Melbourne where it all began almost 18 months ago. "This film continues to exceed our expectations and is proof that by working together we can really make a difference." The film was recently accepted to screen at the Concorto Film Festival in Italy in August and the Toronto International Film Festival in September. It ensured the poignant film's "powerful and important message" continued to reach a global audience, Mr Bennie said.

Man sought after bashing

60 years of seniors Springvale Senior Citizens’ Multicultural Club has cut the cake to 60 years of success at a celebration on 14 August. Since it opened in 1958, it has flourished with 92 full members, 98 social members and 35 line dancers from a wide array of backgrounds.
Even when members move out of Greater Dandenong, they keep coming back to the club. Led by a hard-working volunteer committee and president Mary Borg, the club provides a place for companionship, special lunches and day trips.
Police have released an image of a man wanted in relation to a bashing outside a Dandenong laundromat. A 22-year-old Dandenong man was verbally abused by another man at the Ingrid Street business about 1.10pm on 23 July. The alleged offender made a demand for the victim's phone and keys, Greater Dandenong Crime Investigation Unit detectives say. The victim walked outside to get away from the man, who allegedly followed and punched the victim in the face. The victim suffered bruising to his face but didn't require hospital treatment, police say. Nothing was stolen during the incident. Detectives believe the alleged offender may have attended the laundromat earlier in the day to wash his clothes. Police have released an image of a man they believe can assist with their enquiries. The man is described as Caucasian, 20-35 years old, with short hair and distinctive front teeth. He was last seen wearing a black jacket, black T-shirt, black shorts, black beanie, no shoes and carrying a large bag containing clothing. A new goal to shoot for By Brendan Rees A game of netball has helped women from the Hazara community to become more inclusive in Hampton Park. Hampton Park Football and Netball Club welcomed women from the Hazara community to their club during a netball activity morning at Robert Booth Reserve on Friday 10 August. The event is part of a partnership project with the Australian Hazara Women's Friendship Network and community development organisation Community Four. Community Four CEO Gavin Ackerly says it was a great example of how diverse community groups can work together to tackle social challenges.
He says the project aimed to assist Hazara women to develop their English language and life skills, as well as bring new members to the Hampton Park Football and Netball club. According to Mr Ackerly, the venture was not about charity but achieving a win-win for both community organisations. "We worked closely with Zakia Baig, the president of the Australian Hazara Women's Friendship Network, to design this project. She is passionate about expanding the networks of the women in her community," he said. "We agreed that any English language program for Hazara women had to include ways for them to build their networks with the wider Australian community."
Mr Ackerly says Community Four approached Hampton Park because of the strong role grassroots football and netball clubs play in bringing communities together. "Hampton Park was our first choice because they have a reputation of being inclusive. Our experience working with them has been very inspiring. They are genuinely committed to diversity." The Hazara Women's English and Lifeskills Project is made possible by the Scanlon Foundation and runs every Friday at the Southern Migrant and Refugee Centre in Dandenong. Growing membership and an expanding executive - it adds up to a beautiful set of numbers for Greater Dandenong Chamber of Commerce. It held a rapid-fire 10-minute AGM - amid plenty of convivial networking - at NAB Business Banking Centre in Dandenong South on 15 August. The 70-year-old chamber was rejuvenated by a new logo and branding. A membership drive helped swell the ranks by 40 per cent, the meeting was told. In turn, there were more events, 50 per cent more attendance, and now an executive that's
expanded from nine to 12 members. Olivia de Sousa-Ferres, Ian Grant and Richard Payne were welcomed onto the executive at the AGM. The chamber plans to continue its successful Women in Business events, including a charity lunch and an International Women's Day breakfast. The late Tom Hartley, wife Margo and son Todd. Todd said his father "had a great mind for lean thinking". "His continual mentoring on waste whether it be movement, offcuts, rejects or excess inventory was a common theme. By doing this well, it allowed us to invest back into the business to ensure our long term sustainability," Todd said. "He challenged staff to always find a cheaper and smarter method to manufacture a product, whilst supporting them via his experience and wisdom. "These are just some of the reasons Hilton become a preferred supplier to many of our blue chip customers. We became the 'go to' company over the years for customers who required solutions to manufacturing problems." Todd said his parents also passed on the
importance of the family's relationship with staff, customers and suppliers. Their message - all are equal. "As the company grows in excess of 300 people, the challenge now is to maintain the family business feeling to ensure everyone feels welcome and part of the team." Tom Hartley received a Medal of the Order of Australia (OAM) in the Queen’s Birthday Honours List shortly before his death last year. In 2014 Mr Hartley joined the Victorian Manufacturing Hall of Fame Honour Roll, a nod reserved for individuals or organisations that have made an outstanding contribution to manufacturing excellence in Victoria. Greater Dandenong Chamber of Commerce inducted Mr Hartley into its Hall of Fame in 2015.

She’s been a vestry member at St James’ Anglican Church in Dandenong for more than 25 years, has been attending its services for 50 and helped to organise the church’s 150th birthday celebrations, held in July last year. She met Tom through the church’s youth group and started her 20-year service to the Scouting movement when a vicar asked her to be a 9th Dandenong St James’ Scouts Cub leader at age 17. “The promise I made to do my best is one I’ve kept ever since,” she told the Journal. Margo raises funds for Dandenong Hospital and has been involved with Mercy Ships since 2007. Margo is also the founder of care and empowerment centre Brand New Day. The restored 1920s home in Foster Street East is a safe haven to enjoy activities, learn new skills and meet new friends. The care the Hartley’s show their employees is illustrated by a story Margo tells about a “guy from the country” who asked for a job at Hilton. His dad had worked with the company so the Hartleys were happy to offer him extra support – an apartment, furniture, even sending his supervisor to get him out of bed when he failed to show up. “He now owns a signwriting business,” she said. “Simple acts of care can indeed change lives.”

The late Tom Hartley once described his business, Hilton Manufacturing, as being “like a family“. Based at Dandenong South, Hilton employs about 300 people from 25 cultures. It was founded by Tom and his wife Margo in 1976 in a tin shed in Hilton Street, Dandenong, with three employees. Tom worked from 7am to midnight, while Margo cared for sons Todd and Mark. Mr Hartley had arrived in Australia in 1956 as a third-year apprentice toolmaker. He met Margo through the youth group at St James' Anglican Church, Dandenong. “This company is like a family to Margo and I. You do the right thing by your people and that manifests itself,” Mr Hartley said in an interview with the Journal in 2014 when he and Margo were named the newspaper's People of the Year. “People are proud here, they’re proud to talk about working here, and the vibes go to your customers, to your suppliers.” Mr Hartley died in August last year aged 80. However, his legacy lives on with Hilton Manufacturing going from strength to strength under the stewardship of Todd Hartley. Hilton manufactures precision engineered sheet metal products. The company is the preferred supplier to Volvo and Mack, Kenworth, Mercedes, Iveco and Western Star for fuel tanks and associated mounting components. Hilton Manufacturing also supplies all Australian truck companies with after market products and is a major supplier of its own unique fuel tanks via its distributors located around Australia. Hilton recently established a second manufacturing plant in the South West region of Brisbane.

Council opts out of NDIS By Cam Lucadou-Wells Greater Dandenong Council has opted out of becoming a National Disability Insurance Scheme provider. Councillors approved the move at a meeting on 13 August, with the council instead turning its attention to its HACC clients ineligible for the federally-funded NDIS. A tabled council report reasoned that
Greater Dandenong was not a specialist disability service provider, and no other metropolitan councils had become NDIS providers. Under the NDIS, the council also faced a funding shortfall of about $1.39 million over two years due to being unable to charge user fees. "If Council becomes an NDIS provider this shortfall would need to be funded through Council rates."
The council was unable to compete on service cost with private and not-for-profit agencies, the report stated. There was no guarantee that cleints would choose their NDIS provider on an ongoing basis - which meant providers needed "flexible workplace strategies". Greater Dandenong currently has about 400 clients registered for HACC-PYP services. It believes about 190 will be eligible for NDIS.
The council will continue to provide services for more than 200 HACC-PYP clients not covered by the NDIS. This will be funded by the State Government for the "foreseeable future". "However it is unclear what this funding will look like once the NDIS has been fully implemented," the report stated.

Man charged with serial burglaries By Cam Lucadou-Wells A Springvale man has been charged with four home burglaries in Springvale South this year. The 34-year-old was accused of stealing jewellery during break-ins at Dangerfield Drive on 15 February and Corio Road on 24 July.
He also allegedly stole car keys and a Mazda CX-3 from a Clarke Road home on 22 July. The car has since been recovered, police say. The man was also charged with stealing several iPads and jewellery at Montclair Close on 2 August. Police arrested him with a small bag of the
stolen jewellery at the corner of Walker and Thomas streets, Dandenong on 7 August. He was charged with four burglaries, three thefts, car theft, criminal damage and dealing with the suspected proceeds of crime. He was remanded to appear at Dandenong Magistrates’ Court on 11 August. 8

The Australian Taxation Office is launching an extensive data-matching program to identify taxpayers receiving income from short term rentals. Information from online platform sharing sites for around 190,000 Australians will be examined to identify taxpayers who have left out rental income and over-claimed deductions. Assistant Commissioner Kath Anderson said the ATO is aware that some taxpayers are not declaring all their short-term rental income and "therefore we are launching an extensive data matching program to identify taxpayers who have left out income or over claimed deductions". "The availability of short-term rentals has exploded thanks to the online revolution, and there is evidence that some taxpayers don’t understand their taxation obligations," Ms Anderson said. "The ATO will now source information from online rental platforms and match it against
the information included in tax returns. This new data complements data the ATO has been obtaining for some time in relation to longterm rentals. "Where a discrepancy is identified, the taxpayer will be given the opportunity to explain and if necessary, lodge an amendment. "While improvements in technology are helping people find ways to make extra money, technology is also assisting the ATO to obtain and analyse large sets of data to identify noncompliance. "As well as looking for undeclared income, we will use the information to identify taxpayers who use sharing economy platforms to list a property that they actually have no intention of renting out, so that they can claim deductions that they are not entitled to."

Wearne just wants it all By Hayley Wildes The NBL is arguably better than ever, so for former Dandenong Rangers junior and SEABL player Michael 'Fuzzy' Wearne, getting a taste of the action has him wanting more. Wearne, who will return to the US next week to play his fourth year of college basketball, has spent the last three months working out with the reigning NBL Champions; Melbourne United. Over that period, he has not only worked out with the team, but has suited up in Melbourne's three pre-season games against the Chinese Taipei national team, Saint Mary's University and against Loyola Marymount University at Casey Stadium on Thursday 16 August. It's been three months full of learning and growth for the 22-year-old guard. "It's good to have my foot in the door with United and it's been a great experience," Wearne said. "Guys like Chris Goulding, Mitch McCarron and Dave Barlow, they're such a massive help - they're always talking and helping me out on the court. "It's really easy to look up to people like that who know exactly what they're doing and so experienced with the game. "It's just easier to listen to people like that and it's making me a much better player just from being around them." Wearne returns to Australia after each college season and the aim is the same every year. "Every time I'm here, I'm just trying to better myself and look for what the coaches want and just give them everything they need both on the court and off the court," he said.
Wearne's college career includes two seasons at Eastern Washington University, before transferring to Saint Rose for the 2017/18 season. While he admits it hasn't always been smooth sailing, his focus has never been stronger. "The whole [college] experience has been great - there's been a lot of ups and downs, but at the moment I'm happy with where I'm at and my mind is just tunnel-vision right now on basketball," he said. "I'm just trying to do everything I can so that when I do come back for good, I'm ready to play in the NBL. "Obviously, I'll pursue what's best for me at the time, but my mind right now is set on wanting to make it to the NBL." With the ultimate goal of being a professional basketballer in his home country, Wearne certainly hasn't forgotten where he came from and will always be thankful for how Dandenong Basketball helped shape the player he is today. "[Dandenong] was great - I had guys in my corner like Darren Perry that were just letting me play and getting me into SEABL nice and early," he said. "I played with a lot of experienced and NBL guys at Dandenong. It gave me a lot of experience and elevated me to another level and got me to college. "Dandenong was just the best move for me at the time and I was definitely happy to play for Dandenong." With a game built on speed, there's no slowing down Michael Wearne in his quest for greatness.

Glory for Hallam girls at Kardinia Park By Hayley Wildes The Hallam Secondary College senior girls football team headed to Kardinia Park on a mission on Wednesday, 8 August. With the Herald Sun Shield on the line, and facing the dominant team of the last four years in Ballarat Girls Grammar, the Hallam girls knew they had to be on their game from the first bounce. And they were. A barnstorming opening quarter saw Hallam jump out to a 23-point quarter time lead after holding the defending champions scoreless. Coach Brett Alexander had set the scene for that first quarter dominance earlier in the day. "In the morning I showed them a presentation I'd put together about the history of the program," he said. "That was sort of a lead-in to the opportunity that they had and how it had taken us
three years to get this chance to have another crack at the Division 1 title. "I just wanted to make sure they understood the significance of the day." The opening quarter set the tone for the game and with Emily Browning, Courtney Jones and Lucy Grocock dominated proceedings, Hallam held a 22-point lead at half time. The second half was a battle of attrition as both teams defended tirelessly. Despite not scoring in the second half, Hallam's defence - led by Jess Lidsey - stood tall and kept Ballarat to just one-goal in an intense second half battle. "They had a heap of inside 50s, but our backline was just fantastic and we were able to repel," Alexander said. "We played some smart footy and implemented the things we had been training. "To the girls' credit, we were able to play exactly how we wanted to by making smart

Wade shows his support By Nick Creely With the deadline nearing for the A-League expansion process, Socceroos legend Paul Wade - a Dandenong local - has signed on as a Team 11 ambassador. As the sixth-most capped international in the country's history, and a long-time Australian captain, Wade is one of the most renowned figures to come out of the south-east corridor. Wade was born in England and moved to Australia when he was 11, and went to high school at St John's Regional College - just two kilometres from the site of Dandenong's proposed rectangular stadium - and played junior football with Dandenong City and then Doveton. The 56-year-old played as a midfielder for NSL powerhouse South Melbourne while playing for the Socceroos between 1986 and 1996, before moving to Sydney where he primarily travels the country as a public speaker with his Paul Wade Life Skills programs in schools, sports clubs and corporate settings. But as the deadline for the A-League's expansion process nears, Wade wants to bring an A-League club to his sentimental home - the south-east of Melbourne. "I'm proud to tell people that I come from the south-east suburbs of Melbourne," Wade said. "I want everyone else to know who we are and what we stand for. "Don't be surprised if Team 11 wins the grand final with an average crowd of 20,000 fans - I sure won't be." Wade joins good friend Theresa Deas who he attended St John's with - as well as Vince Grella, Debbie Nichols and Clint Bolton as official Team 11 ambassadors, strengthening the bid in the final stages of the process. Current day players and coaches such as Jackson Irvine, Bailey Wright, Scott McDonald and John Hutchinson are among the increasing amount of south-east Victorian products to have publicly backed Team 11's bid for A-League and W-League inclusion. Dandenong Thunder backs Team 11 bid The Dandenong Thunder will use its final home game of the 2018 NPL Victoria season as a show of support for Team 11’s A-League and W-League bid. Thunder players will don the club’s green and black away strip for its clash with Northcote City on Saturday 25 August at George Andrews Reserve, with kickoff at 7pm. The club has extended an invitation to the more than 100 sister clubs it has in Victoria’s south-east - stretching from Mulgrave to East Gippsland. It is hoped this will be a huge show of support for the region’s A-League and W-League push just days before the 31 August bid deadline. Dandenong Thunder is offering free entry for kids and half price entry for adults wearing their local club colours. At half-time during the seniors game, the club will conduct a special and exciting show of support on the main pitch.
Alongside the likes of fellow local NPL clubs Dandenong City, Springvale White Eagles and Langwarrin, Dandenong Thunder has been a supporter of the Team 11 bid since day one. It has also written the bid’s project team a letter of support for its submission to Football Federation Australia. Thunder vice president Arif Aliu said the club felt it was its responsibility to lend any support it could to Team 11’s bid as one of the largest clubs in the region. “If Team 11 is admitted into the A-League and W-League, it will transform football in this region forever,” Aliu said. “We were among the many clubs to attend what was an amazing night at Casey Fields (recently). “There was such a collective enthusiasm for this bid and what it can do for our sport and our clubs. “There were so many fantastic ideas flowing around the room.

Noble Park dealt a bitter blow to Rowville’s quest for a top-four finish with a thrilling upset win over the Hawks in Division 1 of the Eastern Football League at Seebeck Oval on Saturday. A five-goal to one second term set up the win for the Bulls as Jake Gains, Cosimo Anagnostou and Piva Wright (three goals) played pivotal roles across the ground. The Hawks came storming home in the final term, but were unable to pull off the comeback, falling short by 10 points - 11.13 (79) to 10.9 (69). Aaron Bond was impressive for Rowville in a disappointing day that now sees the Hawks fall to fifth with a round to play. In Division 2 of the Southern Football League, the Doveton Eagles sent an ominous warning to the rest of the league on the eve of finals with a brutal 103-point win over the fourth-placed Keysborough, 23.16 (154) to 8.3 (51). A barnstorming nine-goal second term set up the win as the Eagles - led by Darren Sheen (seven goals), Russell Robertson (four goals) and Nick Battle - flexed their muscle. Riet Pal stood up for the Burras. In Division 3, Endeavour Hills took care of the lowly Black Rock with an 11.9 (75) to 4.5 (29) win. Nathan Reid and Byron Hoe were dominant for the Falcons. Hallam came agonisingly close to claiming its first win of the season but fell 7.4 (46) to 5.9 (39) against Ashwood. Rory McIvor and Dylan Thompson almost got the Hawks over the line with superb performances. Hampton Park’s dominant season continued with a demolition of South Yarra. A ninegoal to one opening term had the game all but won at quarter-time and the Redbacks went on to win 22.18 (150) to 3.8 (26). Michael Henry was sublime for Hampton Park.
