Private cash call By Cam Lucadou-Wells Casey Council is considering a $100,000 donation towards equipment at a new private hospital in Berwick. The $120 million St John of God Berwick Hospital, with 210 new beds as well as operating theatres and birthing suites, is under construction at Kangan Drive. The council is considering the donation to the St John of God Foundation, which is aiming to raise $5 million for cancer and cardiac units. Casey’s decision will be considered in light of whether the council achieves a surplus for the 2016-'17 financial year. Mayor Sam Aziz, who led the motion, said the hospital would introduce the only dedicated cancer and cardiac units in Casey, empowering and improving the quality of life for local patients. “It gives those patients, for the first time, the opportunity to get these critical treatments near their homes.” For these “terrible diseases”, much of the battle was mental as well as physical, he said. St John of God was also seeking to invest in breast cancer treatments that would allow patients to preserve their hair, their dignity and selfesteem, Cr Aziz said. Casey had already collaborated with the organisation to fast-track planning approval for the hospital, and was in a position to help patients get the best available recovery chance, he said. “It’s a small amount of money relative to our own ($400 million) budget,” Cr Aziz said of the potential donation. Cr Wayne Smith was originally concerned about donating to a private hospital. Its services might be unaffordable to about half the population who were uninsured, he said. Cr Smith was placated by assurances that the hospital would accept public patients. Cr Tim Jackson said he wanted the issue addressed in a council report before voting on the donation. The hospital is expected to open in late 2017.

Inspector Don Brown, of Casey region police, presented a mountainous donation of 235 cartons of novelty band-aids to the hospital on 8 June. Local police members had also donated 235 boxes to Dandenong Hospital’s children’s ward recently.

Car enthusiasts raising money for a good cause are struggling to find a meeting place in Narre Warren. It could be at least partly due to being unfairly tarred by the notorious hoon meets known for their illegal drifts, drags and burnouts, South Eastern Chrome Bumpers organiser Paul Ryan says. The meets had been held at the former Masters store in Pakenham for two years without incident, raising more than $26,000 for Toomuc CFA and the Good Friday Appeal. “We’ve never had a problem with hooning,” Mr Ryan said. “(The illegal drags) gives us all a bad name. “There’s a lot of younger ones getting into our meets, and we’re getting them into a better type of car scene. “Our passion is our cars and having a great social event for people to meet, chat, drink coffee and have a bite to eat.” Its members have also provided joy rides for children at an ABLE Australia for the Deaf Blind Awareness Week, and helped raise money for Steps for Keira Foundation and other great causes. With a Facebook following of nearly 10,000, there’s no shortage of interest for the assembly of immaculate classic and vintage vehicles. Mr Ryan, who owns a stunning red 1968 Camaro coupe, says up to 500 specimens of cars have shown up. Since Masters’ closure, finding a well-lit car park large enough to accommodate hundreds of drivers and spectators is a further challenge. The Bumpers have met once in a section of Bunnings car park in Narre Warren on a recent Friday night. On that occasion, $1500 was raised for the Narre Warren North CFA. However the venue was too crowded

Union hits at cuts By Cam Lucadou-Wells A modest protest against an alleged $13.6 million of Gonski-funding cuts from local schools was held outside La Trobe MP Jason Wood’s office on 8 June. In gloomy weather, a handful of school staff showed up for the Australian Education Union protest, carrying placards counting the estimated cost to individual schools in 2018-'19 and 2019-'20. The toll would be $11 million at Berwick College, $1 million at Kambrya College and $500,000 at Berwick Fields Primary School. AEU vice-president Briley Duncan said Gonski’s deliverance of extra resources for local schools was under threat in the next two years. It would mean that students needing extra support at schools will miss out, she said. The Federal Government’s review of a needs-based funding formula was labelled as “smoke and mirrors”. “It’s a review without looking at the quantum of funding needed. It’s a diversion tactic,” Ms Duncan said. “We’re calling for a commitment for Gonski to be honoured.” The AEU has been targeting marginal seats such as Mr Wood’s, as well as leading delegations of teachers and principals to lobby at Parliament House in Canberra. Mr Wood did not respond by deadline. But in the face of a protest in March, Mr Wood said the government was trying to fix 27 different Gonski “deals” across the country which were a “corruption” of the Gonski report author’s needs-based recommendations. “There have not been, nor will

Works have started on a widening upgrade of Narre Warren North Road - which has kept horse riders in mind. In a $4.2 million upgrade, traffic lights and pedestrian signals will be added to a ‘black spot’ intersection at Narre Warren North and Fox roads. There have been five injury crashes, including a serious injury, at the intersection in the five-year period up to the end of 2014. The pedestrian crossing will feature highmounted push-buttons for the region’s many horse riders. Narre Warren North Road will also be widened between Ernst Wanke Road and near Brundett Road. A left-turn lane will be built from Crawley Road onto Narre Warren North Road. Narre Warren North MP Luke Donnellan, who is also Roads Minister, said the project would reduce delays and improve safety. “Our community is blessed with fantastic horse riding trails. “This upgrade will make it safer and easier for horse riders, pedestrians and drivers to navigate this busy intersection. ” The upgrade is part of an $11.2 million package including an improved intersection at Narre Warren North and Belgrave-Hallam roads, better freeway noise walls at Endeavour Hills and rightturn signals at Princes Highway, Fitzgerald Road and Hinrichsen Drive. The works are expected to finish late this year.

Priority list for kinders By Cam Lucadou-Wells Parents’ plans are up in the air after Casey Council announced a new “randomised” priority system to access its kindergartens in 2018. A Berwick mother, who didn’t wish to be named, said she’d registered her son soon after his birth to ensure his enrolment at their neighbourhood kindergarten. Now his placement may be up to “randomised” selection. The mother said a zone that allowed families to attend their closest kindergarten would be fairer. “We want to go to a kindergarten where we live. The primary schools are zoned, so why not the kindergartens?”

The new system may force families into long peak-hour drives to more distant kinders, or into more expensive, private child care, she said. Under the new access system, kindergarten allocation will no longer be on a first-in basis nor decided by the child’s geographic proximity. Preference is given to high priority children, such as those at risk of abuse or neglect, those with special needs, Aboriginal and Torres Strait Islander children, and asylum seeker and refugee children. Children that are not on the high-priority list may be then in a “randomised allocation” lottery for a spot if their preferred kindergarten is oversubscribed. According to Casey, the allocation is driven by

the family’s “listed preferred kindergartens”. When Casey announced the priority system on Facebook, more than 300 commented - mainly in opposition. One railed: “Every child is important and a priority ... I’m a rate payer, supposedly ‘we are all equal’, but never where my family concerned it seems!!!! “I put my son’s paper work as soon as he was born, I want him at the same centre my other two boys are/were at.” A Berwick mother told Star News she had no problem with high-priority children getting preferred access, but said there was mounting pressure on getting a place at Casey kindergartens. “There’s so many young families with young kids moving into the area.

“There’s a lot of pressure on the resources, even though there’s a couple of new kindergartens opening up. “I don’t think they can keep up with the demand.” Casey currently has 2922 children enrolled in its kindergarten system this year. It doesn’t have an exact figure for place numbers in 2018. Casey child, youth and family services manager Virginia Lloyd said the council was in a “fortunate position” to provide every registered family a place at a kinder within the municipality. “However, due to the growing demand, council has never been able to provide every family with their first preference.” Ms Lloyd said children from vulnerable backgrounds had always been prioritised in the enrolment process, as required by the State Government.

Christmas costs An extremely expensive Bunjil Christmas ... I am not disputing council’s ideas in re-inforcing and supporting the spirit of Christmas throughout Casey. I do however have serious concerns in what I see as excessive expenditure on achieving this goal! If my reading of the figures supplied (Berwick News, 8 June) is correct then spending around $184,000 to achieve this is, I believe, an unnecessary burden on ratepayers. There is slight discrepancy between Cr Crestani’s assertion that the life-size nativity scene could be sourced for around $100 and the council estimate of around $50,000 plus a further $58,000 for a made-to-order Christmas tree including associated costs and all of this on top of the existing $76,000 annual cost. It’s very easy to spend someone else’s money councillors, in this case part of my council rates. And yes councillors, I do realise that both the nativity scene and the tree are re-usable. The news that Casey Council was bringing back Christmas at Bunjil Place - at a cost of tens of thousands of dollars for a bespoke Christmas tree and nativity scene - drew a sharp Facebook response from News readers. I am all for a nativity and would greatly appreciate Christmas displays as a Christian, about time they bought Christmas back to Casey ... surely they can find cheaper quotes! George a man of the times By Victoria Stone-Meadows Former business tycoon and Botanic Ridge resident George Frew has been awarded a Medal of the Order of Australia (OAM) this Queen’s Birthday for his services in historic restoration. Mr Frew has a long history of being involved in the preservation of history. He has been recognised for his work raising money to restore the Polly Woodside sailing ship and saving the Goldsbrough Mort building in Melbourne’s CBD. Mr Frew was the founder and builder of the Commodore Hotel and Motel Chain in the 1960s, '70s and '80s. He did not have a maritime background and confesses to knowing very little about ships and sailing. But that did not stop him from working hard to raise the funds to restore the Polly Woodside. Mr Frew was approached by Dr Graeme Robertson of the National Trust of Australia to help with fundraising. The restoration of the Polly Woodside would cost $300,000 which is equivalent to $3.3 million in 2017 with the government contributing $200,000 to the project. Mr Frew came up with a genius idea of how to raise the remaining $100,000 needed to restore the ship. He was unsure he wanted to commit to being involved in such a project, but it was an interaction with a passerby when he first saw the ship that changed his mind. “Doc Robertson from the National Trust and I went out to see the ship,” he said. “I remember when I looked off the bridge I thought ‘what a mess’; it was devoid of sails and not sailing anywhere.”

When I was up there I thought it was pretty solid, but still thought it was a flight of fancy trying to restore it,” he said. “That was when a woman walked down below and called out saying we should ‘take it out to the middle of the bay and sink it’.” “My blood rose. Fancy someone making a comment like that.”

Thanks to the throwaway comment from this woman, Mr Frew’s determination came to the fore and he dedicated himself to making sure the Polly Woodside would be refurbished. “That was the decision-maker; I was irate and thought to myself it wouldn’t be impossible to restore.” It was from there that Mr Frew decided his fund-raising efforts should centre on the kinds of people that really cared about restoring and preserving history. So he decided he would raise money for the Polly Woodside directly from the members of the National Trust of Australia.

Mr Frew had made 1170 small models of the Polly Woodside and what she would look like once restored and sold them at $100 each to the members of the National Trust. Each model ship had a personalised plaque that recognised the buyer of the ship as a contributor to the resurrection of the Polly Woodside. “We sold so many gifts people were being shamed by other members to contribute to the Polly Woodside,” Mr Frew said. “Once we raised the money it went straight to the National Trust and the balance of the money was raised by the State Government.”

Mr Frew has also been recognised with an OAM for his preservation of the Goldsbrough Mort building that sits at the corner of Bourke and William Streets in Melbourne. The building had been used by various companies when Mr Frew purchased it in the late 1970s, and was in a state of disrepair. “It was a terrible mess,” he said. “There was refuse from storage in the rooms for what was then a telephone company and there was stuff everywhere.” After purchasing the building, Mr Frew said he and his crews removed about 100 tonnes of rubbish from the building. “We then had to design the interior and undertake restoration of it, which with the help from the Melbourne Council took about three years.” Mr Frew said he had fond memories of the times he spent working on the Goldsbrough Mort building. “It’s a magnificent building and renovating then in the city was nothing new to me and it proved to be a very worthwhile doing.” Among other historic achievements, Mr Frew rescued the gigantic chandelier from the Regent Theatre when it was scheduled for demolition, then gifted it back to the new owner once it had been saved. Throughout all these tasks and undertakings to preserve important parts of Melbourne’s history, Mr Frew said he hadn’t done it for the recognition. “In one sense, I can’t help but say throughout all these things no-one has given me much recognition,” he said. “But that’s just life - I feel grateful that somebody has said this is not right and decided to give me this honour, and that’s more than good enough for me.”

Parole call By Victoria Stone-Meadows The Victorian State Coroner has recommended changes to the prisoner parole system in the state while handing down her findings on an inquest into the death of Dermot O’Toole in 2013. Mr O’Toole was stabbed to death in his jewellery store in Hastings on 12 July 2013 by Gavin Perry, who was on parole at the time of the murder. Now four years later, on 8 July 2017, the coroner has released findings regarding Mr O’Toole’s death and how the parole system failed the O’Toole family. Mr O’Toole was survived by his wife Bridget, who now lives in Lynbrook, and was also assaulted during the attack that led to his death. On 10 December 2015, Mrs O’Toole wrote to the Coroner’s Court requesting an inquest as part of the investigation into her husband’s death. In her request she stated that there were, in the O’Toole family’s view, serious issues specific to Mr O’Toole’s death which could not be addressed by findings in other investigations into deaths that were caused by people who were on parole at the time. In her letter of request, Mrs O’Toole said the conditions of Perry’s parole and the lack of oversight regarding his previous drug use were failures of the system that caused her husband’s untimely death. The coroner’s findings were mainly based on a submission

from the Deputy Commissioner of Operations Mr Roderick Wise, who is responsible for overseeing Victoria’s prison system. Mr Wise outlined that while there had been major changes implemented in the parole system since Perry’s arrest that address many of the issues raised by Mrs O’Toole, there was also room for improvement. The coroner’s report shows Mr Wise had “no doubt” that Perry would have been assessed as being at high risk of reoffending under the new tools used by parole assessors. One point of contention bought up during the inquest was the lack of access correction officers have to parolee’s medical records as a method for assessing the likelihood of reoffending in relation to drug use. The coroner has put forward a recommendation that the Minister for Corrections explore whether Corrections Victoria and the Adult Parole Board should be granted coercive powers to obtain the health and medical records of offenders. The coroner recommend the change as a way to keep the parole board accurately informed of all relevant matters when conducting risk assessments for parole applications. The coroner also recommended that Corrections give consideration to integrating random drug testing into the supervision and reporting regime for any parolee subject to a drug and alcohol testing condition as

part of their parole order. Currently, parolees with a history of drug use are subject to drug tests at set times and the coroner would like to see random testing introduced to avoid a system of self-reporting of drug use by parolees. Mrs O’Toole said while the family were disappointed the coroner’s court didn’t conduct a full inquest to Mr O’Toole’s death, any recommendation was a step forward. “Any recommendation is a good recommendation and hopefully they will be implemented and officers will be allowed to go knock on parolees’ doors and get a random sample drug test,” she said. “They have to not allow them to report in half an hour or an hour because anything can happen; they can swap samples, these people are very clever.” Mrs O’Toole says she feels as if the inquiry into her husband’s death is never-ending, but recognises the importance of looking over every detail. “The coroner had said she wasn’t interested in looking backward, but we have to look back in order to move forward,” she said. “The government and ministers have three months to respond to the report and the coroner’s officer will be in contact again to let me know their response, so it’s never over.” “But, if it highlights in adequacies in the system, that’s a great thing and we need to keep pressure on governments to make these changes happen.”

Jobless up in Cranbourne By Victoria Stone-Meadows The State Opposition has lashed out at the government on the back of statistics showing the unemployment rate in Cranbourne has risen over the last three years. Figures released by the Australian Department of Employment indicate that since December 2014 the number of unemployed people in Cranbourne has risen by 25.5 per cent. The figures show this increase represents 782 more unemployed local people across the suburbs of Cranbourne, Cranbourne North, Cranbourne

South, Cranbourne East and Cranbourne West. Member for South-Eastern Metropolitan Region Gordon Rich-Phillips said the rise in unemployment pointed to incompetence from the State Government. “Daniel Andrews promised jobs for Cranbourne, but has delivered higher unemployment, higher taxes, and higher costs of living,” he said. “A 25 per cent increase in the number of unemployed people in Cranbourne, including a 66 per cent increase in Cranbourne East, shows Daniel Andrews’ plan for local jobs has been a comprehensive flop.”

However, Ministry for Industry and Employment Wade Noonan said the government was doing everything it could to create jobs in the rapidly expanding area. “Across the Cranbourne area, we have a pipeline of jobcreating projects - including upgrades to the CranbournePakenham train line and works to remove the Thompsons Road level crossing,” he said. “We know that unemployment remains a challenge across parts of our state - and that’s why we’re supporting employment providers and services to put more jobseekers into work.”

She stole $240,000 By Cam Lucadou-Wells A single mother has been jailed for a year after stealing more than $240,000 from her employer’s accounts and credit cards. Bridget Jones, 34, had worked as a national payroll and accounts assistant for just over 12 months at Premium Floors in Dandenong South before her fraud was discovered, the Victorian County Court heard on 9 June. Up until that time, Jones had used a combination of false accounting, transfers onto her credit card, using two employees’ credit cards and making a fraudulent Motorpass card account between November 2015 and December 2016. She had justified it by helping others, such as buying her mother a car or paying towards a funeral plan for her son’s late friend. According to a psychiatrist, it was more to promote an image of success,

to keep up appearances as a cover for low self-esteem. “I wanted to be the one people came to for help,” Jones had told the therapist. At the time, Jones was on a suspended sentence for similar offending in 2014. It was part of a “litany” of “entrenched behaviour”, Judge Elizabeth Gaynor said during sentencing on 9 June. The judge summed up Jones’s “problematic” world-view as: “It’s all about you. “Your outlook is skewed, fractured and wrong. “You might have seen the world as a tough place to negotiate. It doesn’t make you more needing or vulnerable than anyone else.” Jones’s past offences - which had not been disclosed to Premium Floors - included as a book-keeper, misusing her company AMEX card.

High cost of medical certificate in court A man has been convicted for submitting a false statutory declaration to Dandenong Drug Court that he’d lost his medical certificate. Beau Price, 27, was sentenced to a two-year community corrections order for attempting to pervert the course of justice by Victorian County Court judge Meryl Sexton on 5 June. Price had lied about the doctor’s certificate in an attempt to avoid jail for failing to turn up to his scheduled review at the drug court on 21 October, 2015, Judge Sexton said. He had attended a doctor’s clinic to get a certificate on the day, but was unable to get an appointment, the court heard. Price’s claim that he had heart problems at the time was later verified by hospital records. He’d attended an emergency department complaining of chest pain three days earlier. Price, who maintained his lie in a talk with his case manager, had failed to appreciate the seriousness and level of dishonesty of the act, the court was told. He denied he had sent the stat dec to avoid a urine drug test that day. Price’s offending was at the low-end of a serious charge which carries a maximum 25 years’ jail. It was unsophis-

ticated and simple to detect, Judge Sexton said. “You were old enough to know better, but young enough to learn from your offending. “You must realise, that at age 27, this is your turning point.” Price had descended into drugs after getting in a “bad crowd”. From 15, he was using speed. Later he fell into a raging ice habit and mental health issues during a series of tragic bereavements. He was smoking up to two grams a day. The judge took into account the delay in charging Price until just before his scheduled release from jail on 9 June. During his recent stint at Fulham jail, he was drug free, completed courses and was team leader of nine inmates. He expressed goals of starting work and reconnecting with his family. Price’s prospects for rehabilitation were reasonable “provided you stay off the drugs”, Judge Sexton said. “The (CCO) will be a punishment and must be regarded as such or you will fail.” The supervised order includes 100 hours of unpaid work, as well as drug, alcohol and mental health treatment.

She’d wrongfully used customer credit card details for personal gain while working in a call centre for Pizza Hut in 2006. In 2007, Jones had been convicted for altering a cheque from an unfair dismissal case for $400 to $4000. On another court appearance, she was found guilty of using stolen credit cards. Jones is also set to contest subsequent offences of the same ilk against another employer, Judge Gaynor said. Jones’s dysfunctional upbringing in Shepparton, sometimes-abusive relationships, abuse of pharmaceutical drugs at the time and financial problems were noted by the court. Judge Gaynor emphasised the “nightmarish situation” endured by Jones’s immediate manager at Premium Floors, whose career and wellbeing suffered “gravely” as a result of the offending. “The unfairness must rankle with

him all the time,” Judge Gaynor said. “How dare you do that to another human being, Ms Jones?” Judge Gaynor said there was a high risk of repeat offending unless there was intense psychiatric intervention. She said the offending warranted a prison stint, though it might make Jones’s condition worse. “How someone thinks it’s OK to knock off money to buy a car for your mum while on a suspended sentence for the same thing? “That shows me how psychologically disturbed your thinking is. You must have known this would be uncovered.” After Jones serves 12 months in jail, she will be subject to a three-year community corrections order. It includes supervision, judicial monitoring, mental health and drug treatment and up to 300 hours of unpaid work.

Samsung blaze a surprise A blaze at Samsung’s kiosk at Fountain Gate shopping centre on Monday was not what you might think. Gags on social media came thick and fast about Samsung, which endured a nightmare 2016 with well-documented combusting products including washing machines and Galaxy Note 7. However Hallam CFA’s senior station officer Steve Keating said the fault lay in the electrics within one of

the kiosk cabinets, which had been issuing smoke. Three fire brigades were called to the kiosk just before 6pm, isolated the area from a crowd of onlookers at a nearby cinema and brought the smoke under control within minutes. “There was no further damage or need for evacuations,” Mr Keating said. “There was a bit of an audience from the cinemas up-

stairs, but no-one was affected by smoke.” Witness Ryan Peterson said he’d initially thought a phone may have caught fire inside the booth but on reflection, it was probably an electrical fault under the cabinet. “I’m not entirely sure,” Mr Peterson said. “The moment the cabinet had smoke coming out of it, security guards barricaded the area off.”

Ferrari thief ‘straight’ to jail A Cranbourne man has been jailed for at least four years over the theft of two valuable Ferraris, both of which were later found dumped and torched in paddocks. Matthew Ludwig, 32, and Langwarrin co-offender Bradley Abela, 31, had stolen the Ferrari Daytona and Ferrari 328 during a ram-raid burglary of a Braeside ‘supercar’ business on 6 November 2015, the County Court of Victoria had heard. The Daytona, valued at between $1.5 and $2 million was stored at a Langwarrin address until the following morning. It was later found incinerated in a Langwarrin paddock. The 328 was burnt out in a Frankston paddock. Neither Ludwig nor Abela were charged with setting fire to the vehicles. At the time, Ludwig was on parole. His offending that same night - which included the theft of three vehicles from a Frankston car yard - was described as “prolific”. Half an hour before the ram-raid, Ludwig broke into two Subway stores in Chelsea and Patterson Lakes, stealing more than $3000 cash in a safe and soft drinks. On the same night of the burglary, the pair had stolen a black Ford Territory used for the ram-raid. Police later found the abandoned Territory in Bangholme, with Abela’s wallet and two grams of ice left inside. Abela, presumably to explain the lost wallet, made a false report to police that his mother’s car containing his wallet had been stolen. Prior to his arrest, Ludwig had escaped from police in Dandenong by reversing his vehicle at speed into an intersection. His open car door struck a pole during the manoeuvre. In sentencing on 9 June, Judge Paul Lacava noted Abela and Ludwig’s decade-plus history of similar convictions, their ‘ice’ addictions at the time as well as multiple stints in jail. He concluded both offenders’ prospects for rehabilitation were “poor” despite pleading guilty at the earliest opportunity. The judge took into account the stress and financial cost to the victims of the car thefts as well as the need to denunciate these “prevalent” crimes. Ludwig, who pleaded guilty to eight charges of theft, four burglaries, two attempted thefts and offending while on parole, was jailed for a maximum of six years - including four years’ non-parole. Abela pleaded guilty to five thefts and possessing methamphetamine. He was jailed for three years, with a minimum of two years. His term includes 352 days of pre-sentence detention. Both offenders were disqualified from driving for three years.

At the council meeting on Tuesday 6 June, Cr Stapledon put forward an alternative recommendation that council hold an urgent meeting to discuss joint use of the court. “Council officers didn’t seem to know that the school has attempted to get help from Casey several times since 2012 to upgrade the floor and toilets, though not recently,” she said. “The report shows a forecast shortfall of basketball and netball courts and it seems logical that the new Casey Stadium alone won’t meet the demand.” Councillor Wayne Smith

supported Cr Stapledon’s alternative recommendation, saying it was unwise to wait for the development to be finished before entering into the agreement. “Why wait for 12 months to see what happens?” Cr Smith asked. “It’s clear that the current basketball and netball needs aren’t going to be met by Casey Stadium and the Cranbourne Secondary College opportunity is cheaper than building two courts from scratch.” Casey Council CEO Mike Tyler was hesitant to support the new recommendation, cit-

ing cost to council as a concern of any joint use agreement. Mr Tyler wondered why Casey Council would be required to fund this project when it was already funding Casey Stadium up the road. He suggested councillors wait and see what happened after Casey Stadium opened. However, a majority of councillors passed the new recommendation that will see interested councillors and the principal of Cranbourne Secondary College, Mr John Jovic and Susan Bergman meet to discuss moving forward with the agreement.

Choose your water bill By Victoria Stone-Meadows South East Water has launched a new project that will allow water customers from all over the South East have a say in how their water is charged in the future. The new online bill simulator gives customers a chance to have a say in what initiatives and services the water company pursues and at what costs. Customers of South East Water can log into the bill simulator online and tell the company what services they are or are not willing to pay for as part of their regular water bills. The simulated bills will not affect current water bills, but will form part of a new billing direction for South East Water from 2018 to 2023. The new bill simulator forms part of wider customer services reforms within the company that has included surveys, focus groups, online forums, and social media engagement. The results from these initiatives show that South East Water customers are happy to pay more on their bills for environmental initiatives, support for customers struggling to pay, and fault response times. Data collected through the bill simulator as of 5 June shows some emerging trends among South East Water customers: * 30 per cent people would pay an extra $2.50 or more to assist South East Water in achieving next zero carbon emissions by 2025 or sooner. * A third of customers are prepared to pay $6 or more for technology to alert them about water leaks or unusually high water use and provide access to real time water use information. * One in five people would pay an extra $2 or more to increase community education on water efficiency. South East Water Acting Customer General Manager Sharon Robinson said the bill simulator would give the company a clear picture of what people want from their water supplier. “Customers have made it clear what they value most from their water utility,” she said. “Now they can help us direct our focus based on their willingness to pay or save on their water bills. “The end result will be a price submission and ongoing plan that aligns to customer expectations while ensuring our water and sewerage services remain effective and affordable.” Customers will have until 20 June to have their say via the bill simulator, however ongoing input will continue to be sought at yoursay.southeastwater.com.au. South East Water will submit its 2018-'23 price submission to the Essential Services Commission in September.

By Victoria Stone-Meadows Greyhound racing adds millions to local economies according to a new report, but not everyone is happy with the sport. A report commissioned by greyhound Racing Victoria (GRV) shows that the Cranbourne and Healesville racing clubs employ a combined 4414 people. The report also shows that greyhound racing in Cranbourne and Healesville injected $63.54 million into the local economies. Across the state, greyhound racing generated $298.3 million in direct expenditure, and the economic impact totals about $408 million when the flow-on effects of jobs, salaries, spending and profits are considered. GRV chairman Bernie Carolan said the greyhound racing industry had made many efforts to clean up its act recently and now the industry could be proud of what it had achieved. “The industry has gone through an unprecedented period of reform in the past two years, and we have come a long way in that time,” he said. “The industry will continue to grow and change, which is why we need a comprehensive picture of where it is now, so we can plan, meet the needs of the grey-

hound racing community and build a sustainable and vibrant future for greyhound racing in Victoria.” “What comes through strongly in this report is the extent of the industry’s economic, social and community impacts on communities across Victoria through job creation and flow-on effects, especially in regional Victoria.” GRV CEO Alan Clayton said trainers and dog owners cared deeply for the welfare of their animals. “They are the lifeblood of the industry, the great majority are passionate about what they do; it’s part business, part hobby for them and they are demonstrating that they care about the welfare of their dogs,” he said. “Additionally, GRV clubs play an important social and community role, providing jobs and supporting community organisations through donations and sponsorships, especially in regional centres.” Dr Eleonora Gullone from the Coalition for the Protection of Greyhounds and the Animal Justice Party and Animals Australia raised concerns over the future of greyhound racing in the state. Unfortunately, they were unable to provide specific comments by deadline.

Local business and government representatives have been appointed to a new partnership platform between the local governments of Melbourne’s South East. The new Metropolitan Partnerships has representatives from Cardinia, Casey, Frankston, Greater Dandenong and Mornington Peninsula as part of the Southern Partnership. The partnership will allow local councils to work towards providing employment, services and infrastructure to grow the various parts of the greater Melbourne area. The Southern Partnership is chaired by Dr Elizabeth Deveny who is CEO of the South Eastern Melbourne Primary Health Network and was formerly the CEO of Bayside Medicare Local. Each partnership has eight community and business representatives who will meet with the CEO of each council in that region, a senior Victorian Government official and a representative from the metropolitan Regional Development Australia Committee. The meetings held by the metropolitan partnerships will help direct State Government investment in Melbourne to create thriving local economies across the regions. Minister for Suburban Development Lily D’Ambrosio said the partnerships will allow the communities of Greater Melbourne more input into the way government invest in their areas. “Through Metropolitan Partnerships, we are giving Melburnian’s even more direct input into the planning and development of their regions, so they get that the jobs services and infrastructure they need and deserve,” she said. “Melbourne is a great place to live and we want to ensure we protect our liveability as our population continues to grow.”

Volunteers enjoy a ‘helper’s high’ Volunteering can be a rewarding and satisfying activity in later life. With a fantastic array of opportunities available in all sorts of areas, people report that volunteering is one of the most enjoyable things they can do. Every year in Australia volunteering contributes billions of dollars to the economy. In a societal sense, volunteering helps to strengthen communities, foster connectedness and improve participation. It is a great way to meet new people and gain new friends, and it provides a purpose and a reason to get out and about. Volunteers can do something they are interested in, work flexibly

and really make a difference to the lives of others. Sue Noble said the community should really value its older volunteers. They have the experience and the patience which is often required, they are genuine about making a contribution and really understand and are connected to their community. And for the volunteers themselves, volunteering results in a “helper’s high”, a powerful physical and emotional feeling people get when they help others. Senior volunteers can often provide the emotional warmth and insight that provides service users with real value. And the volunteers themselves love it. It really is a win-win-win - for the volunteer, the person, organisation or cause they are helping, and for the Victorian community, she said. There are estimated to be more than 120,000 not-for-profit community organisations operating in Victoria. The majority are informal and rely entirely on volunteers. Downsizing policy needs work By Ian Henschke, Chief Advocate, National Seniors Australia. National Seniors’ Rightsizing proposal was pretty straightforward. We asked that $250,000 be quarantined from the profits of the sale of the family home and exempted from the Aged Pension means test. Older Australians could keep this money to pay for essentials such as health and aged care as they grew even older - and keep their part or full pension, and the concessions that go with them. Around one in four National Seniors’ members have told us they live in unsuitable houses they are too big, too expensive to maintain, or even unsafe if mobility is compromised. Our aim was to help those older Australians who most needed it - the ones on part and full aged pensions, that top out at $888pf for a single person and $1339.40pf for a couple, including supplements. The government’s initiative is more about superannuation than downsizing. It’s complex and relies on the transfer of surplus sales proceeds into superannuation. That money will then be considered for the means test. So those who want to downsize will lose some, most, or all of

their pension depending on the calculations. That was a key reason why many home-owning pensioners were staying put before the budget, and it’s hard to see how that will change because of this initiative. There’s also the added issue of stamp duty costs, which vary from state to state. But here’s a couple of scenarios. A single pensioner in a house worth $870,000 (the Melbourne median house price is $850,000) sells and downsizes to a $320,000 single bedroom unit. They make $550,000 on the sale and would be able to put $300,000 into a super account, leaving $250,000 cash. This puts them over the pension threshold, without considering any non-home assets (e.g. car and furniture). They would need to earn a return of 4.25 per cent pa on their $550,000 in super and cash just to replace the pension (now $23,096pa, including supplements, with no tax payable), and that’s a tall order in today’s economic climate. They’d also lose the pension concession card, which is worth $2-3000 pa. Now let’s look at a different example. A couple who are selffunded retirees have more than $821,500 in non-home assets so are not eligible for a pension. They are asset rich because they have a home worth $2.4

million. They downsize to a unit worth $1.8 million. They can add a further $600,000 in proceeds from the sale to their super, taking it to a total of $1,421,500. The minimum income they allowed to draw is $71,075 pa, with no tax payable. They are winners, but hardly living a life of luxury. One estimate I saw in postBudget analysis estimated 10,000 homeowners may take advantage of the new scheme each year. That’s a fraction of the number of pensioners in Australia who would be helped by a genuine downsizing policy. National Seniors believes it’s good to have incentives for Australians to better fund their retirement. But as you can see from our examples above, this policy is hardly a game-changer. At the same time, some full and part-pensioners may look at this as a significant disincentive to downsize. National Seniors will continue to campaign for a genuine downsizing policy and with almost 2 million pensioners who are homeowners, this is a policy the Federal Government needs to get right. - Ian Henschke Chief Advocate National Seniors Australia

Walk of life By Casey Neill Mall walking is keeping people active, safe and out of the elements in Dandenong. The Dandenong Plaza has hosted the Plaza Pacers walking group for the past 12 years. Up to 30 people stroll, stride and step their way around the shopping centre from 7.30am to 8.30am each Thursday. Rodney Benstead from the YMCA leads the group in stretches to warm up and cool down pre and post-walk. Participants cover up to four kilometres, but each walker is

encouraged to walk to their own ability. Pam Young, from Doveton, first started mall walking at Parkmore in Keysborough. “I was so impressed with it that I came here to the management and said ’How about one for Dandenong?’,” she said. She enjoys the energy and the company. “The current pacers range in age from their fifties to their eighties and we cater to all fitness levels,” she said. “We had a walker that was recovering from the effects of a stroke and they had fantastic improvements.

“We start at the centre management office on level two and then we go around the first floor to the top floor.” Many walkers catch up for a coffee after their stroll, and enjoy donations of fruit from plaza retailer Market Place. Centre manager Mark Tannahill invited anyone who wanted kick start a fitness program over the winter months to try out the free program. “It is especially ideal for mums with prams looking for a warm and safe environment to walk in,” he said. Wally in miracle survival By Victoria Stone-Meadows A Cranbourne man has attracted international attention from the media and medical professionals after he survived and recovered from a rare form of stroke called ‘locked-in syndrome’. Wally Ballard was unaware he would be making news headlines when he went to bed about 9pm on Thursday 1 June. “I went to bed about 9pm and about midnight, I felt a cold flash move all over my body,” Mr Ballard said. “I was quite alert and could see but I couldn’t speak or move.” What followed for 83-year-old Mr Ballard was a terrifying full night of being trapped inside his own body, unable to speak out or move at all except for his eyes. “I was like that all night until my wife came in next morning,” he said. “Just lay there awake then the wife came in and brought in a cup of tea just after 8am and I think she realised something wasn’t right when I didn’t drink the cuppa.” Wife Sheila Ballard said she thought something was off because Mr Ballard had said to her the night before he wanted to get up early to run some errands. “When I had shuffled around a bit but still there was no sound from Wally, I thought I had to make my way to his bedroom to check on him,” Mrs Ballard said. “When I opened the door, he was grunting and I just thought he was snoring and thought he would wake up to a cuppa. “When I got to his bed to put the cuppa down, I glanced along the side of his face and saw he was foaming at his mouth.”

During this time, Mr Ballard was still trapped inside himself but could hear everything that was going on and despite the terrifying circumstances, he kept his mind clear. “I could hear everything they said out through the front door,” he said. “I wasn’t even thinking anything except wanting them to hurry up and do something about it; I just wanted something to happen.” Before he could be removed from the house, Mr Ballard was placed in an induced coma to avoid any further damage to his nervous system. He was unconscious for about 24

hours while doctors at the Monash Hospital were able to remove a blood clot from the base of his brain that was preventing messages getting to his brain stem. Before the doctors operated on Mr Ballard, the family were advised he would not survive and they were to say goodbye as there had only been one other case of a full recovery from locked-in syndrome recorded at Monash Hospital. “We were supposed to go in to turn off the life support and I couldn’t sleep Friday night and I was praying for a miracle,” Mrs Ballard said.

“Once he spoke to me on the phone from hospital I said ‘Thank God, I have finally got my miracle.” However, Mr Ballard said he did not feel like a medical marvel and had only one thing on his mind when he woke up in hospital a full 24 hours after he was admitted. “I just wanted to know where I was and that I was hungry,” he said. Since he returned home from hospital on Friday, Mr Ballad has made an almost complete recovery from his ordeal and says he feels like his old self. “I don’t understand what all the fuss is about; I’m my old self with no slurring of my voice or anything,” he said. “The doctor did say I have a bigger chance I could have another stroke, but now I’ve had one I don’t feel like anyone special.” Mr and Mrs Ballard’s daughter Sharon Salsbury had moved in with the couple for the time being and said she had a lot of people to be thankful to for keeping her father alive. “Even to the man at the door at the hospital; everybody has been brilliant, the nurses, everyone,” Ms Salsbury said. “You don’t realise how much work they put into the patients at the hospital.” Mrs Ballard was particularly thankful to the doctor who changed his mind at the last minute and decided to operate on her husband. “The doctor said he thought about what if it was his own grandfather lying there and what he would want done,” she said. “Without them and the ambulance and the firemen, he wouldn’t be here now.”

Young step up for mentors By Victoria Stone-Meadows A new youth mentoring program in the Cranbourne area is seeking participants to help keep young people off the streets and away from crime. The Mentoring to Employment program hopes to help disadvantaged young people by teaming them with mentors from businesses and communities to help them gain valuable skills for life and employment. Mentoring to Employment Program Co-ordinator Vanessa Hammond said the program was a big time commitment, but worth it for those involved. “The program provides young people with 10 weekly workshops developed with the intention of increasing confidence and self-esteem, while working on important employability skills,” she said.

“This program has been funded by RACV and Westpac. And our hope is that a successfully run pilot program in 2017 will allow for additional funding in the future, allowing us to support more young people in gaining employment.” “Our biggest hurdle at this stage is reaching young people to participate in the program.” The program is run by Life Central Services, a branch of the Life Central Ministries church based in Cranbourne. The program will see young people aged 16-24 years mentored by a person selected by a host organisation. Host organisations will provide a workplace mentor to the mentee who will share their skills, knowledge and experience, while the mentee performs jobs relevant to the workplace.

The hope of the program is that young people who have previously struggled to gain employment or suffer from behavioural issues will be able to turn their lives around. Following the work placement and mentoring participants will take part in a three to four month volunteer employment opportunity. Participants will have the chance to work with a mentor on a one on one basis, building on targeted goals developed during the Life Skills Program. While the program is being supported by the church, the code of conduct prohibits either mentors or mentees imposing their beliefs on one another. Volleyball fanatic By Nick Creely Berwick and Haileybury College youngster Nathan Dowsett is a good old-fashioned sports fanatic. Whether it is kicking goals playing for the South East Juniors interleague team in footy, or playing representative basketball for the Casey Cavaliers, Nathan is a rare and exciting talent - and he’s only going to get better. But the 13-year-old's next challenge is conquering the world of volleyball - a thrilling and physically gruelling sport that perhaps goes under the radar. After putting in the hard yards, he is now set to represent his state in September’s Australian Junior Volleyball Championships, to be played in the sunny Gold Coast suburb of Coomera. “It will be an absolute honour to represent Victoria in the State Volleyball team and it has always been a goal in my sights,” he told Star News Group. “I am extremely excited about going to Coomera in Queensland for the volleyball tournament. It will be a very good experience for me and all the other boys playing at a very high level, representing our state. “Although it comes with a lot of excitement, it also comes with lots of nerves.” Nathan’s training schedule is demanding, but will only increase as he enters a professional set-up led by his Victorian coach in the White Team, Colin Priest. “A lot of hard work has gone into it

for my school team, training 2-3 times a week and playing every Saturday morning,” he said. “My coaches at school and Volleyball Victoria have been fantastic helping me get to this point. They really encourage me and help me improve each week. “Now that I’ve been selected, we train for three hours every Sunday.” Nathan has been playing football and basketball since the age of eight, and has used elements of these two sports to guide him into the rigours of volleyball. “The sport has a lot of upsides which has really drawn me to the game, such as playing as part of a team and learning lots of new skills,” he said. “It’s something different for me as well having played many other sports, both basketball for Casey Cavaliers and football for South East Juniors. “Learning all the time is a real positive for me. All the coaches and the boys I’ve met along the way have been great. “ As a tall youngster, Nathan has a significant advantage, but said the game is beyond the individual and requires dedication and hard work. “My height can be used to my advantage, like playing up at the net and spiking, but the main key to success in any sport is team work and working together, giving 100 per cent at training and in the games, and having respect for your team-mates and coaches,” he said.

Oscar’s a natural born leader, on the field and off it too By Nick Creely The Under-18 National Championships provide Oscar Clavarino with a unique opportunity. Not only will the star young backman ply his trade in front of AFL recruiters as the most sought-after key defender in this year’s draft, but he will also co-captain the Vic Country side in another chapter of his impressive development as a leader. He is a natural born leader of men, and a young man that thrives on responsibility. “To be recognised in the football region of Vic Country as a leader is really special - it’s an absolutely honour,” he told Star News Group. The 18-year-old from Berwick, who is also a member of the AFL Academy, is an exceptional reader of the ball in the air and on the ground, and will be arguably the most important player for the Big V throughout the month-long tournament. As a member of Vic Country as a bottom-ager in last year’s National Champs, Clavarino said the lessons learnt will hold him in good stead this time around. “The biggest thing I learnt from last year is simply how ruthless and switched on you have to be at that level,” he explained. “The fast ball movement and elite skills makes it especially hard as a backman but at the same time it’s a great challenge and I can’t wait to be a part of it all again.” His development as a leader continues to evolve - he has been described by many recruiters and team-mates in the last few years as a potential AFL captain in the next decade, and someone who will fight tooth and nail to get his team over

“Of course there’s still a long way to go but I love the direction I’m heading with my leadership. “Working with ex-St Kilda captain, a 300game player and now a leadership mentor in Nathan Burke is a great way to learn as well. “He puts us on a path and pushes us in the right directions while still giving us responsibility.”

He anticipates a strong carnival for Vic Country, with a number of prospective first rounds picks set to shine - and he simply can’t wait to get stuck in. “This year’s squad looks really strong in my opinion,” he said. “With the likes of James Worpel (fellow cocaptain), Hunter Clark and Luke Davies-Uniacke running through the midfield we will be a very strong force. “Having said that, the other teams also look quite strong on paper so I think it will be how well we can bond together and work as a team that will define our success and I reckon we’ve got that in us, it’s just something that the Vic Country boys can traditionally do.” Although Clavarino is on the Stingrays’ list as co-captain, he has been tied up with school football commitments with Haileybury this season. “I love the balance of footy and academics that I can still have in this busy year,” he said. “I don’t look too far into anything and don’t put any expectations on myself. Rather I just set myself goals to work towards that I know are achievable and that will keep me honest. “I’m feeling good at the moment but I know it’ll be an especially busy couple of months coming up so I’ll have to really knuckle down with both study and organisation to be able to keep myself in the right mindset before things get too overwhelming.” Clavarino’s Country side kicked off their Under 18 games against the Allies in Blacktown, NSW, on 11 June, winning by 12-points, and now return for three matches in Victoria.

Young guns in state cricket squad Dandenong Cricket Club pair Adam McMaster and Edward Newman have been named in Cricket Victoria’s Futures League Winters Training Squad, which features 21 of Victoria’s best emerging talent. McMaster, a Kooweerup favourite son, enjoyed a breakout season for the Panthers in 2016/17, taking 27 wickets at 28.6, and impressing with his fierce pace and aggression. Coaching the side for his second season, Hussey has a clear structure in mind to keep the squad busy over the winter and prepared for the season ahead. “It’s great to be able to bring the squad together during the winter, which gives us plenty of time to work on developing their skills and techniques for both batting and bowling,” Hussey said. “We’ll hit the ground running towards the end of June and it’ll be good to finally get back into the swing of things.” Players will complete numerous sessions between June and September, which will be a combination of skills, strength and conditioning, and performance management sessions.
