Pedro battles on By Casey Neill Pedro Kalimnakis is one in 93.6 million - that’s four times the population of Australia. The Noble Park toddler was born blind, autistic and with a possible intellectual disability. He could start to lose his hearing from his third birthday, in six months. These are all symptoms of Norrie disease. Pedro is one of 400 people in the world with the genetic condition. Only 20 per cent of sufferers have the same severity. “He used to scream for hours upon hours,” mum Radmila Kalimnakis said of Pedro as a newborn. He wasn’t meeting his milestones but doctors dismissed their concerns. When he was eight weeks old Radmila and husband Peter took Pedro to the emergency room and soon found themselves at the Royal Children’s Hospital. Glaucoma had been causing pressure in Pedro’s eyes - that’s why he’d been crying out in pain. Both his retinas were detached and he had no light perception or vision. “He used to sleep all day long. He didn’t know night or day,” Radmila said. A blood test later confirmed Norrie disease. “That was the worst, worst case scenario. That was the worst possible disease he could have,” she said. Radmila was devastated to learn that she carried the disease, which is in the X chromosome. “I had no idea,” she said. Women have two X chromosomes, so Radmila’s body overlooked the faulty X and used the healthy one. Men have one X and one Y chromosome, so Pedro’s body couldn’t ignore the faulty gene. Against the odds he started walking in January and with intensive applied behaviour analysis (ABA) therapy at not-for-profit Abacus Learning Centre in Hastings, his vocabulary is growing. “He’s gone from being completely non-verbal to now being able to request items,” Radmila said. “I was overjoyed.” He’s mastering new tasks, like placing a block in a box, responding to the question ’what is your name?’ and transitioning between activities. Pedro’s autism makes him a fussy eater, so Radmila and Peter constantly struggle to boost

Pedro on the new deck. 167072 his weight and keep him off a feeding tube. He was diagnosed as failure to thrive from an early age. He’s now learning to use a cane to increase his mobility. “We adore him,” Radmila said. “We’ll do whatever we can to make his life better.” That included reaching out to the Rotary clubs of Springvale and Noble Park.
Large steps created a dangerous entry from their home into their back yard. “We couldn’t afford to fix it,” Radmila said. “Pedro was getting more and more independent.” So the Rotarians paid for the materials to build a deck. “He can come outside and play here and we

don’t have to worry about him,” Radmila said. “They’ve been incredibly supportive.” Pedro will soon start in the Monash Special Developmental School (SDS) early education program. Radmila and Peter introduce him to different environments and experiences and celebrate every step forward.

By Casey Neill Approving a Dandenong townhouse development was the council’s “worst, most illogical” planning decision in more than four years, said councillor Matthew Kirwan. He lodged a motion to rescind the resolution for four double-storey homes on 16 Wedge Street following the Monday 10 April Greater Dandenong Council meeting. The matter will now be considered again at the Monday 24 April meeting. “This very poorly designed development with inadequate setbacks, lack of private open space and excessive visual bulk failed our planning scheme in many ways,” Cr Kirwan said. The council adopted Planning Scheme Amendment C182 last August and is waiting for Planning Minister approval to make it law. In their report on the Wedge Street proposal, council officers said the amendment “must be taken into consideration when assessing the application”. Under the amendment, the site is to be rezoned from residential growth zone to general residential, which allows for incremental change.
“Whilst it is considered that the site is well suited for medium density housing, the proposed design fails to comply with numerous standards and design objectives,” the officers said. “These issues can only be addressed via a reduction in the number of dwellings.” Cr Sean O’Reilly followed their recommendation and moved that councillors refuse the application. “We want decent applications that meet our planning code, not just any and not those that fall under the minimum requirements,” he said. “What it comes down to is this council willing to break its own rules, its own standards?” Cr Kirwan said the application failed to even meet pre-C182 provisions and the council was breaking residents’ trust by approving it. But Cr Dark opposed the motion. He said Wedge Street was wide and was “an area where we want growth”. “It’s the heart of Dandenong,” he said. Cr Dark said the State Government had not yet made C182 law so it should have no impact, that the proposal met 73 of 93 minimum criteria and the council would be “absolutely crazy“ to reject it.
Cr O’Reilly’s motion was lost, four votes to seven, so Cr Dark put forward an alternative. He said it increased setbacks and greenery and made other improvements. But Cr Kirwan said the alternative did not address liveability and design issues. Cr Roz Blades said supporting Cr Dark’s motion would mean disregarding C182 at its first test. “You’ve shown your propensity to trash a perfectly good planning amendment for what reason I don’t know,” she said. Cr O’Reilly said: “This council should have consistent planning policy and make consistent decisions and fair decisions. “No one has explained to me what’s special about this application? “Why don’t we apply all of them with Cr Dark’s new minimums? What is special about this application? “In black and white, on paper, it does not meet our code. “As a planning authority we cannot allow it.” But Cr Dark’s alternative succeeded, six votes to five.
Sky rail Premier beams with pride as new track rises By Casey Neill “Suburbs like Noble Park have been artificially divided by this train line for a very long time.” Premier Daniel Andrews said the sky rail project to remove the Heatherton, Chandler and Corrigan roads level crossings would “unify” the suburb. He visited the work site at Mons Parade on Thursday 13 April to celebrate a 70-tonne Super T beam milestone. “The first four beams, these horizontal beams we see behind us, were installed just a couple of days ago,” he said. “They’re the first along this project. “There are literally hundreds and thousands of these being lifted into place by cranes that have got capacity for up to 300 tonnes.” They will support the elevated tracks and stations and were made at a pre-cast facility in Melton. Mr Andrews said the project was on-time and on budget. “Even with some of the inclement weather we’ve had, we’re hitting our milestones,” he said. “This’ll be completed by the end of next year. “It will literally transform both the experience for road users, for train passengers as well, because this is how you run more trains more often. “If you try to run additional trains on this line now, then the gates would be down for literally the entirety of the peak. “That would cause chaos. “Some of these level crossings the gates are down for 80, 90 minutes in the two-hour peak every morning and every evening.” The land where the train line currently runs will become community open space. “It will be a mix of parks and gardens, playing fields, all sorts of other community open space that is currently lost to the community,” he said. “This is not going to be dark, and all the doomsday talk that we’ve seen from some.

Spat over Long leave absence By Casey Neill Councillor Angela Long is “ripping off residents” if she accepts her councillor allowance during a 10-week holiday, colleague Maria Sampey says. But Cr Long said voters would respond at the next election if they were unhappy with her representation. Cr Sampey left the chamber during an otherwise unanimous vote to approve Cr Long’s leave of absence request at the Monday 10 April Greater Dandenong Council meeting. She said about six or seven weeks was the previous longest leave approved, taken by now mayor Jim Memeti. “She’s taking seven council meetings which is nearly three months,” she said. “She’s getting paid $7500 for the three months. “Does she want to represent her residents or does she want to rip off her residents? “I know it’s not a wage, it’s an allowance. “Maybe, what she could do is donate the last month to the benevolent society or something like that.” Cr Sampey questioned how Cr Long could represent residents while overseas. “She’s going to run up an enormous phone bill,” she said. She called other councils to find out how long other councillors had taken leave, and asked the CEO John Bennie to seek legal advice regarding what constituted a reasonable amount of leave. Cr Long pointed out that Cr Sampey took 12 months off in 2014. Her absence followed an investigation into Cr Sampey and then-Cr Peter Brown and was “stress leave”. “I was handing in a medical certificate every month,” Cr Sampey said. “It shows that she doesn’t have any remorse. “I’m just fed up with her. She just doesn’t get it.” Mr Bennie confirmed that the council sought legal advice following a councillor request. The advice related to “whether there were any established legal precedents about what council could typically consider either reasonable or unreasonable in terms of requests for leave of absences”. “The legal advice was that there were no established benchmarks and it remains up to each individual council to determine what is reasonable,” he said. Cr Long’s leave will run from 7 June to 20 August inclusive, and will include the 13 June, 26 June, 10 July, 24 July and 14 August council meetings. “It’s frustrating sometimes that our resources are wasted,” she said regarding the legal query. “There’s no actual policy on it. There’s no limit or minimum or maximum. “It’s up to the voters next time there’s an election. “If they’re not happy with what I’m doing, they can vote me out.”

100 years ago 19 April 1917 About People We regret to chronicle the death of Sergeant E A Orgill, who was killed in action on 23 March. Word was received on Saturday and the flag at the town hall was at half-mast on Sunday as a mark of respect for the deceased soldier, who was the son of Mrs Orgill, “Rutland”, Scott Street, Dandenong, and an old and highly respected member of the community. Mrs Orgill has two other sons serving with the colours. Deceased was a native of Dandenong, of good quality and extremely popular. Sergeant Orgill was wounded in France whilst serving with the artillery and was sent to England. Upon recovering from his wounds he again took his place in the firing line.

50 years ago 25 April 1967 “You need help rather than punishment” These were the words of Mr D L Stott, SM, in a fatherly talk to a lonely and frustrated youth who appeared before him last week. The story unfolded before Mr Stott was that of a farmer’s son leaving the country town, his birthplace, where his mates lived. He came to the city as an apprentice electrical technician. This youth of 18 was shy in the presence of girls. He settled down in his job, a job where there were no girls. He secured board in a guest house where there were no girls. He was studious and worked hard, but he
was as completely cut off from feminine society as if he were in a monastery. Living in a cocoon of loneliness and shyness, this youth continued to sit amidst conveys of pretty girls in the train to and from work. Finally he succumbed to temptation to touch a girl. So it was that in the train between Kooyong and Jordanville, he touched the leg of a girl, and then he touched the leg of another girl. Inevitably he was caught by Railways Investigation Officers. Placing the youth on probation for 18 months, Mr Stott said “You must develop the ability to mix with girls in a proper social way.”

Worked at heart of community What’s In a Name delves into the fascinating stories and personalities behind some of the city’s best-known street names. This week the Journal looks at Dandenong’s Eric Wilson Way. Eric Wilson was born in Carlton on 27 December 1930 and educated at the Oakleigh, Clayton and Dandenong West primary schools. He left school in 1943 aged 13 to support his widowed mother and worked as a casual labourer in the market gardens around Dandenong until he was almost 21. Eric worked in the Kraft factory for the following nine years before at age 30 moving to Bush Electric as a fitter and turner. He worked there for six years before moving to Safeway, where he was employed for nine years. In 1962 he met and married Jan. They moved to Dandenong and had a son, Craig, in 1968. Eric had a severe car accident in 1964, spending seven months in hospital. The experience led him and Jan to join the Australian Labor Party, where they worked to help initiate Medibank

From 1985 until his retirement, Eric worked as electorate secretary for the Federal Holt MP and was Honorary Chief Returning Officer for the Federal and State branches of the ALP for 28 years. Between 1986 and 1995 he served as a councillor for the City of Dandenong and was Mayor in 1992-1993. Eric was involved with Dandenong’s senior citizens clubs, helped to establish clubs for nonEnglish speaking migrants, and worked for the market radio station, Red Cross, school committees, the Jan Wilson Community Centre and the

Jan and Eric Wilson. Dorothy Bailey House Project. Eric was named a Greater Dandenong Living Treasure in the leadup to the city’s celebrations for Australian Federation in 2001. He died in 2004. Jan was among 25 new inductees to the Victorian Honour Roll of Women in March this year. The posthumous honour recognised the late
Dandenong North MP and Dandenong councillor for her advocacy to improve animal welfare practices across the state. Mrs Wilson migrated to Australia from Scotland in the early 1960s and in 1977 became the second woman to be elected to the City of Dandenong. She represented the North Ward until 1986, and in 1985 was elected the first Member of the Legislative Assembly (MLA) for the new seat of Dandenong North. Following her retirement from politics in 1999, Mrs Wilson was appointed to the board of Greyhound Racing Victoria (GRV) and shortly afterwards became chairwoman. In 2009, Mrs Wilson was awarded a Medal of the Order of Australia for services to the racing industry and to animal welfare. She died on 5 March 2010. By Casey Neill Greater Dandenong Council is pushing to keep an Immigration and Border Protection presence in Dandenong. The Journal revealed on 7 April that word was spreading that the Foster Street office would be closing. Councillor Roz Blades addressed the news as a matter of urgent business at the Monday 10 April Greater Dandenong Council meeting. She successfully moved that the council write to Immigration and Border Protection Minister Peter Dutton seeking clarification on the future of the office, and outlining the council’s “longstanding position on the importance of such services to this city and to the people of this city”. Cr Blades’ motion also included a reiteration of the council’s priority and focus on the growth and sustainability of jobs in the city and expressing concern for any incremental job losses should that be a possible outcome.
According to the motion, the council will also engage with the Immigration and Border Protection Department to determine whether any alternative occupancy or service delivery options could be developed to help the department maintain its presence in the activity centre. Community and Public Sector Union (CPSU) organiser Nina Taylor said closing the Department of Immigration and Border Protection’s Dandenong office would be a real blow to the local community, and “highly disruptive for staff who work so hard to provide important services”. “Dandenong has one of the highest proportions of overseas-born residents in the country, with more than half of them coming from nonEnglish speaking countries,” she said. “The department wants to push these people into using second-rate online services, but this is a totally unsuitable for vulnerable customers who face language and cultural barriers.” Ms Taylor said the CPSU was standing up for the 16 jobs and other benefits the office provided.
“If it closes, customers would be forced to make the long trip into central Melbourne, which would be cruel and unrealistic for many newly arrived migrants,” she said. A Department of Immigration and Border Protection spokesperson said the Dandenong office lease would expire in October. “Consultation around the future of the office is being undertaken with the affected 15 staff members, their representatives and key stakeholders,” they said. The spokesperson said that whatever the outcome, affected staff would have the opportunity to stay with the department. “The department is always looking for ways to deliver services more efficiently and equitably to all of our client groups,” they said. “In recent years, we have moved many of our services on-line. “We also provide a telephone inquiry service for clients.”

Emmanuel Vella joined Keysborough Fire Brigade four years ago when he moved over from the northern suburbs to make friends and learn new skills. The 40-year-old said he had a desk job outside the CFA “so I don’t get out much”. “As soon as that pager goes off, it’s different every day,” he said.

New skills, friendly faces and an adrenaline rush it’s all at Keysborough Fire Brigade. The crew is recruiting volunteers for firefighting and support roles, and will host an information evening on Thursday 27 April. It recently added seven recruits to bring its membership to about 25, but would like to increase that to 30. Mark Baverstock, 31, is one of the newest members. He started training in October, and is now able to attend callouts. “The whole team’s just made it really easy. They’re there to support you,” he said. Wai Leong’s job requires him to work two weeks on, two weeks off. “I generally have free time when I’m at home, and I wanted to do something constructive,” the 43-year-old said. “I thought being part of the CFA would be a good way to be part of the community.” Gillian Grigg joined alongside Mr Baverstock and Mr Leong. “I’m a big believer in volunteer work, and wanted to try something different,” she said. “I thought this would be a great way to meet local people.” She’s learnt more than she thought she would and said the brigade’s teamwork and camaraderie made the time she’d devoted worthwhile. “Don’t be afraid to have a go,” she said. “We’re all from different backgrounds and ages and different fitness levels.” Rocky Luong, 22, was also part of the latest recruit intake. He was looking for a way to be productive when he wasn’t at university or his part-time job. “I obviously thought helping out the community would be the best way to stay productive,” he said. “I had a friend that volunteered for the CFA, but he lives in Mt Dandenong. He always talked about it.” When Mr Luong spoke to the Journal, he’d just attended his first callout the previous night. “I didn’t expect it to be this intense,” he said. “Just knowing that there’s a lot more to learn keeps me here.”

Carpet of crimson over the freedom steps A sea of red poppies will spill down the steps at the Pillars of Freedom in Dandenong this Anzac Day. Carole Bloomer and Leslie Whitiskie led a project to create the crocheted carpet. “It sort of started last year when we had volunteers get together down at the RSL,” Ms Bloomer said. “Somebody thought it might be a nice idea to make some poppies.” She later asked who was taking charge but nobody seemed to know. “I thought I’d better get on with it,”
she said. The Saturday knitting group and Monday craft group at Willow Lodge in Bangholme made “a huge number”. Residents at Herbert Street Village in Dandenong made lots too,” she said. Ms Bloomer and Ms Whitiskie gathered them all up and attached them to old carpet bowl mat, creating 4 by 1 metre runners covered in poppies. “They look fantastic. Once they’re rolled out down the steps at the pillars, I think they’ll look mighty,” Ms Bloomer said. The poppies range in size from
about 2cm up to 15cm. “Everybody had their own idea of what a poppy looked like,” Ms Bloomer said. “They’re all different shades of red. “A lot of people have put a lot of hard work into it.” One lady, Dot Heard, knitted 376 on her own over three or four months. “Her husband was a returned serviceman, he passed away last year,” Ms Bloomer said. “She enjoys being down at the RSL. “She wanted to give something back and she certainly has.”

Fearful Keysborough motorists are dodging a main junction they say is chaotic and dangerous. Bob Malcolm said he and other locals avoided using the Cheltenham-ChandlerKirkham roads intersection. He said that the lights did not adequately control the amount of traffic that moved through the busy junction, and wrote to Keysborough MP Martin Pakula to ask for help to improve safety. The Journal reported in April last year that Keysborough resident Ismail Demiri said the community was “constantly living in fear” because of the intersection. He labelled it “chaos” and said motorists found it difficult to turn left or right into the service road with big trucks blocking the road. “For 200 to 500 metres, cars and trucks that are turning left into Cheltenham Road currently have the issue of a gravel road that contains big holes which need to be filled, as cars are struggling to drive by,” he said. A year ago he called for an extra lane on the left side turning into Cheltenham Road and new asphalt, “which would assist in better regulation of the traffic and enhance road safety for school children and all community residents”. At the time, Greater Dandenong Council engineering services director Julie Reed said VicRoads had previously advised “they do not support the suggestion of adding a left turn at this location, as it would likely result in encouraging more motorists to make this turn”. “It is preferable for motorists to use alternative, higher-standard routes from the
Dandenong Bypass to access Cheltenham Road, for example Perry Road,” she said last year. In response to renewed calls for change at the intersection, Ms Reid said that “any decision relating to changes to this intersection rests with VicRoads”. “If VicRoads seeks the council’s view on any proposed changes, the council would be more than happy to meet to discuss this,” she said. Keysborough MP Martin Pakula said the safety of all road users was a top priority for the State Government. “I am aware of the concerns of some local residents, and I understand the Roads Minister has asked VicRoads to continue to closely monitor the intersection,” he said. VicRoads transport and planning director Savoula Lidis said VicRoads reviewed the traffic lights at the intersection “and found that they are operating safely and efficiently”. “We have no plans to change the sequencing, however we are happy to continue to monitor the operation of traffic lights at this intersection,” Ms Lidis said. “Drivers are reminded to be aware of their surroundings and other road users.” VicRoads data showed there were eight crashes at the intersection in the five-year period, ending 31 December last year. None involved pedestrians. Two were considered “serious" but were due to driver behaviour, not road condition or the traffic light sequence. The traffic light sequencing of this intersection has been in place since 2011, and it is standard sequencing across similar intersections in metropolitan Melbourne.

Theft accused freed on tough bail conditions By Cam Lucadou-Wells A Keysborough ice-user accused of four vehicle thefts has been bailed to start work at a car-interior repair workshop. Police had opposed bail, declaring in court that the unemployed Luke Camillo, 22, was a danger to the public. Camillo repeatedly drove while suspended, was caught excessively speeding, carried weapons in the past, used drugs and fled police when confronted, police informant Senior Constable Neil Comrie told Dandenong Magistrates’ Court on 10 April. “He hasn’t learnt from his mistakes and continues to make them,” Sen Const Comrie said. Camillo was accused of riding a motorcycle stolen from St Kilda during a petrol drive-off in Dandenong on 25 March, and speeding away from police at up to 110 km/h as they followed him from the servo. The police called off the pursuit, later arresting him after an alleged 100-metre foot chase near Bourke and Clayton roads, Clarinda. During his arrest, Camillo - still in his motorbike helmet and gloves - turned around to face an arresting officer while fidgeting in his pockets, Sen Const Comrie told the court. Camillo allegedly failed to comply with orders to get his hands out and get on the ground, causing the officer to pull out a gun. A second officer grabbed Camillo and brought him to ground. Sen Const Comrie told the court that an “aggressive” Camillo shouted abuse and was noncompliant during the arrest. At a police interview, Camillo admitted to the petrol theft, unlicensed riding, speeding and

breaching his bail conditions, but denied knowledge that the bike was stolen. He claimed it was an unnamed friend’s vehicle, the court was told. At the time, Camillo was on two counts of bail, accused of multiple speeding, petrol and vehicle theft, drug and suspended driving charges. He was also charged with possessing tools believed to be used for break-ins. One of the allegations stemmed from Camillo seeking to claim a $5000 reward posted on Facebook by the Brighton owner of a stolen $20,000 Daytona 675R motorbike. Camillo allegedly messaged the victim and then returned the bike with co-offenders. He received $800 from the victim and was shortly after arrested by police. Camillo’s lawyer argued the accused was homeless during part of the offending, and was now being offered a stable home with a relative and a job at that relative’s workplace - at a car interior-repair shop. On the witness stand, the relative said he was offering Camillo “one last chance”. He said he wanted Camillo to do drug rehab and a weekly urine test. “I’m disappointed (in Camillo) to be honest.” Magistrate Barry Schultz noted Camillo’s likelihood of serving a short term in jail - with a community corrections order - for the offending. To remand the accused in custody could form an “inappropriate” sentence, he said. Camillo’s bail conditions included a $500 surety, thrice-weekly reporting to police, a night curfew, a ban on driving and drug-use, adhering to CREDIT bail and living at a fixed address. He was bailed to appear for mention at Dandenong Magistrates’ Court on 24 May.

City of Greater Dandenong hosted a soccer tournament and dance competition to engage young people who live, study or work in the municipality on Friday 7 April. Greater Dandenong Mayor Jim Memeti said the YOUTH UP breakdancing competition and Street Style Your Style soccer tournament were a chance for young people to get together in a safe, positive and supportive environment. Construction on new traffic lights at Princes Highway and Robinson Street in Dandenong will start mid-year and be finished late in the year. VicRoads said the works could include reduced speed limits and lane closures, but would remain open to all traffic during peak hours throughout the project. More than 35,000 vehicles pass through the intersection each day. It has a poor safety record with 12 recorded casualty crashes, including four serious injury crashes, in the five-year period, ending December 2015. Councillor Angela Long has been rattling tins for the Royal Children’s Hospital Good Friday
Appeal for 41 years. She said this year would likely be her last with the Pied Pipers team, which stood on the corner of Kings Way and Albert Road in South Melbourne. The collectors are on their feet from 8am to 3.30pm. Peta Rose was the first participant in Greater Dandenong Council’s new public question time. She was present at the Monday 10 April meeting, and was invited to read out two questions she’d submitted and receive the answers in-person. Ms Rose asked if the council could be doing more to let people know about activities and facilities in the municipality and about safety for children around Dandenong Creek and other waterways. Directors explained the plans and policies in place relating to both questions. Greater Dandenong groups will share in more than $9600 for shade protection. Dandenong MP Gabrielle Williams announced that Dandenong City Soccer Club and the Dandenong Agricultural and Pastoral Society would receive Community Shade Grants Program funding to improve shade in outdoor public spaces when they host soccer matches and community events. Quirks and all in Short Cuts films Greater Dandenong’s Short Cuts Film Festival promises “a quirky and humorous take on contemporary life” - and free popcorn. Festival curator Richard Moore whittled almost 700 entries down to the 21 that will screen at the three-hour event at Drum Theatre in Dandenong on Friday 5 May. The event is now in its second year and welcomed new and experienced film-makers to submit animation, documentary and dramatic films. “It is so exciting to see locally-made content holding its own against some quality films from around the country,” Mr Moore said. He said the program included some serious dramas that tackled serious issues, but most were light in tone. “On the whole the program is a quirky and humorous take on contemporary life,” he said. “It also has a strong local flavour will a number of films shot in and around Melbourne.” Greater Dandenong mayor Jim Memeti said the festival provided a platform for local commu-
nity members, emerging artists and accomplished industry professionals to share their stories. “This festival is a great opportunity to unearth new untapped talent in the film industry,” Cr Memeti said. “It is a true celebration of film and storytelling.” There’ll be prizes for category winners and a $3000 mayoral prize that all screened films will be eligible for. The mayoral runner-up will receive $750 and the individual category winners will receive prizes totalling $750 in value. Audience members will also have the chance to choose their favourite film by a show of hands, with the winning film-maker to receive $500. Short Cuts screenings will start at 7.30pm sharp at Drum Theatre, corner Lonsdale and Walker streets, Dandenong, on Friday 5 May. There’ll also be live entertainment and free popcorn. To help navigate what can be a difficult and stressful system, the Springvale team has prepared some quick tips for making your WorkCover journey as smooth as possible. · Regardless of whether it was your employer’s fault, your fault or a complete accident, you are covered by the WorkCover statutory benefits scheme if you are injured at work. · As soon as practicable, after you notice your injury, you need to notify your employer. You should also complete an incident report. Ensure you get a copy of the incident report for your records. · Complete a WorkCover claim form and provide it to your employer. Your employer is required to pass the form onto their insurer within 10
days. You will receive correspondence from the insurer within four to six weeks. If you do not receive any correspondence, make sure to follow up and ensure that your claim has been properly lodged. · Injured workers are required to lodge their claim form within 30 days. If this does not occur, your claim can be rejected on the technical point that it was not lodged within the required time frame. State’s tram order trickles down By Casey Neill It’s not only Bombardier hoping for a new tram order in the May State Budget. Committee for Dandenong’s Jill Walsh said a new tram order would keep the Dandenong manufacturer going with a level of confidence to sustain and grow highly skilled jobs in the region. “It is vital for the tram extension and it needs to be a substantive number,” she said. “It needs to keep that site alive.” Ms Walsh is a partner at Actco-Pickering Metal Industries in Dandenong South, which is a major supplier of welded components for the trams. “We rely on that ongoing work to keep our skilled workforce engaged and to keep employing apprentices and so on,” she said. South East Melbourne Manufacturers Alliance (SEMMA) executive officer Adrian Boden said an order for more rolling stock from Bombardier would flow on to the manufacturer’s supply base. “If the work at Bombardier dries up, then the position of the supply base across the South-East would be critical,” he said. During a visit to Bombardier on 21 March, Premier Daniel Andrews said the final 20 E-Class trams in the State Government’s 70-tram order would be finished by the end of June next year. “There’s a State Budget in just a few weeks’ time, and if everyone is just patient, I know a really strong future for this business, a strong future for these workers and the outstanding quality product that they have been turning out and will continue to for many, many years to come,” he said. “Bombardier are actually exceeding the local content requirements that we wrote into the contract, creating jobs and skills and opportunities along the way and creating a much better experience for the travelling public. “You can’t get a better outcome than that.” Mr Andrews inspected the 51st E-Class tram to roll off the production line. It was the first of a $295 million State Government order for 20 trams, made in 2015 and following its previous order for 50 trams. “This project is 500 jobs. That’s the best way to look at this,” Mr Andrews said. “Five hundred livelihoods depend on these orders.”

Study group offers second chance for at-risk students By Casey Neill Operation Newstart Group has celebrated its 50th intake of students who struggle in everyday schooling. The Martin Culkin Theatre at Dandenong High School hosted the event on Friday 24 March. Operation Newstart South Eastern youth worker Caroline Wagner said a police officer founded the program with the Department of Education and Training in Frankston in 1998. The South-East arm started in term one of 2004, and has since worked with 381 students deemed to be “at significant educational risk”. 30 DANDENONG JOURNAL Monday, 17 April, 2017
They’re aged 14 to 16 and have failed to attend school regularly over a significant period of time, are at risk of school expulsion, or are at risk of not successfully completing high school. Eight students enter the program and work with a teacher, a youth worker and different facilitators in a variety of outdoor adventure activities and indoor reflective workshops. Over eight weeks, students attend Operation Newstart Wednesday to Friday and their school on Monday and Tuesday. The program focuses on the young person’s relationship with self, family, school, broader systems and the community.
Students complete a follow-up 12 months after completing the program. Up to 90 per cent of the students have successfully graduated from the program, gone back to school and turned things around. Operation Newstart South Eastern has 17 feeder schools in the Greater City of Dandenong. It’s a partnership between the Department of Education and Early Childhood Development (DEECD), Southern Metropolitan Region, Cleeland Campus of Dandenong High School, The Department of Human Services (DHS), The South East Local Learning and Employment Network (SELLEN) and headspace Dandenong.
Narre Warren North-based orchard Montague has pledged 1 million apples to national food-rescue charity SecondBite. The apples will be distributed to groups such as The Salvation Army and Uniting Care as well as under-privileged primary schools across Australia. Montague director Scott Montague said it was the company’s largest donation of apples since it was established in 1948. It has been partners with SecondBite for eight years. Montague will also donate 10 cents for every kilogram of the orchard’s Jazz apples sold at Coles supermarkets from 17-24 April. Coles will match the donation dollarfor-dollar. SecondBite provides access to surplus fresh, nutritious food for people in need in Australia. It has redistributed 32 million kilograms of food across Australia, equating to over 64,000,000 meals.

SPORT Stingrays launch wobbly attack By Nicholas Creely Effort and intensity is likely to be the theme at training for the Dandenong Stingrays after a wobbly and at times inconsistent start to the season. With the TAC Cup enjoying a week off due to the Easter break, the Rays sit in sixth spot with a 2-1 record, and despite being a promising attacking side, they sit in the bottom-four for points conceded (280). The Rays have been heavily outscored in the last-half and in particular in last-quarters over the course of the first three matches, with a 25-point differential from their opponents. Starting the season with a solid first-up win against Gippsland Power, the Rays were dismantled by a slicker, bigger and more professional Geelong Falcons side by more than 12 goals before scrapping over the line an inconsistent win over the Greater Western Victoria Rebels by 20 points. Assistant Coach Nick Cox said there are things that need to be worked on over the break to ensure the team remains competitive and gets the best out of themselves, but also remains wary of over-working the players. “If we get beat in a contest by a bigger and better opponent, then so be it, but it’s just effort that we want - there’s a couple of things we need to do before we play Sandringham,” he said. “We want the kids to play well for as long as they can - right now that inconsistency is there, but at the same time it is a development program. “A lot of our players have had a pretty heavy workload so far and we have to be wary of that -

Cotter, the youngster from Rowville who doesn’t turn 18 until September this year, is probably leading the Stingrays’ Best and Fairest so far this season. The young midfielder is averaging 21 disposals per game so far this season, and is also averaging an impressive six tackles. Zijai, 17, from Noble Park is another midfielder making a name for himself - averaging close to 22 touches per game so far, he has laid a whopping 24 tackles to date and has also regularly hit the scoreboard. He recently featured in the Channel 9 program Future Stars in which he was nominated for the Young Multicultural Player of the Year in the TAC Cup after an impressive performance against the Rebels. The TAC Cup girls head into the break with a 3-1 record and in third spot. The Rays return to the field on 22 April with a massive clash against Sandringham Dragons at Frankston Oval, with the first-bounce at 10.30am.
Roads to recovery lead star pair to Team of the Year Legends enter By Nicholas Creely hall of fame James Pattinson and Brendan Rose have both been recognised for their outstanding seasons with selection in the Victorian Premier Cricket Team of the Year. At the annual Ryder Medal on Friday 7 April at Crown Palladium, Pattinson and Rose were both selected for the first time. Pattinson had an extraordinary year back from major injuries that have derailed him for several years, plundering 560 runs from just 10 innings, while also taking 18 wickets at an average of 11.17 for Dandenong. The superstar all-rounder, who has also played 17 tests for Australia, was in vintage touch with the Panthers throughout the 2016/17 season. He was instrumental in several victories for Dandy, with his two centuries (137 and 131) in particular showcasing his talent with the bat. He also came third in the Ryder Medal with 23 votes despite playing very little cricket after Christmas due to Victorian duties, and is currently overseas in the UK playing County Cricket. Other Panthers to feature predominantly in the Ryder Medal were Lincoln Edwards (18 votes), Brett Forsyth (15), James Nanoupoulos (12) and skipper Tom Donnell (9). Dasun Opanayaka also came third in the Men’s Premier Seconds award with an impressive 23 votes, while Mark Boraston came equal-third in the Men’s Premier Fourths award with 16 votes. For the Swans, Rose (19 votes) finished inside the top 10, while Lachlan Sperling (10), Nathan Lambden (9) and Luke Manders (8) were among the top 50. Rose was one of the competition’s biggest improvers, taking a brilliant 39 wickets for the season and almost topping the wicket-tally across the competition. Stars upstaged as Joyce snags 11 for Doveton By David Nagel SOUTH EAST FOOTBALL NETBALL LEAGUE - ROUND 2 Doveton full-forward Taylor Joyce has upstaged former Melbourne stars Russell Robertson and Daniel Ward with an 11-goal haul in the Doves mightily impressive 135-point victory over Hampton Park at Robert Booth Reserve. Joyce’s stellar Good Friday contribution is the highest individual tally from a Doveton player in more than a decade, falling one short of Peter Greenstreet’s perfect dozen against Cranbourne in round 18, 2006. Joyce ran rampant in the first half, kicking four in the first quarter and three in three minutes at the start of the second, heading to half time with nine on the board. Only the great work of Hampton Park youngster, CJ Layfield, kept things in check in the second half. A big crowd turned out at the Redbacks spiritual home ground to see if Robertson and Ward could bring some competitiveness to a side that has won just four of its last 84 outings. The answer -well it was an emphatic no! Joyce had two on the board inside five minutes, the Doves three goals up after Nick Battle sandwiched one in between. Battle and Lachie Batten added to Joyce’s heroics to leave the Doves six-goals up, 7.2 to 1.2 at the first break. Hampton Park coach Dean Warren had his headaches to deal with. “We need to be stronger at the ball and cover their outlets at the stoppages,” Warren began. “They (Doveton) have had nine scoring shots from 10 inside 50s. Going at 90 percent, which means we’re not applying enough pressure.” Warren is trying to match motors with some of the elite midfielders in the competition but -while it’s an admirable attitude to have- just doesn’t have the cattle to do so. The Redbacks were too loose at the stoppages in the first half -ball hunting- allowing the likes of Michael Henry, Sam Raru, Battle and Batten to take full advantage of Russell Gabriel’s dominant form in the ruck. The Redbacks clearly have several areas of high deficiency this season, but the big-man department is most concerning. Gabriel monstered hard-working but illequipped types like Heath Peach, Aaron Holden and Tom Marshall to provide his midfield with a feast of Easter goodies. As a consequence the Redbacks’ defence was put under an enormous amount of pressure. Layfield, Josh Craig and Jackson Philpin stood tall against a constant barrage from the Doves and -despite Joyce’s 11-goal haul- could hold their heads high for the remainder of the long weekend. Layfield was particularly impressive, keeping Joyce to just two goals after half time. Warren now needs to decide whether to continue down the path of trying to play an exciting brand of football or go one-on-one at the stoppages and try to deflate the opposition’s buoyancy.

She broke in at Billy McMahon’s and he rang me and said she’s a superstar, she’s a freak - that’s his words - he said she’s a freak.” The win was the biggest for White since making the move from New South Wales to Victoria in October 2015 and there may be more to come. With a top-two spot on the line, Barnes was simply magnificent once again, leading the Dandenong Thunder to a commanding 3-1 victory over a highly-rated Goulburn Valley in Shepparton. In front of a strong Suns’ crowd, the Thunder silenced them with some brilliant passages of play generated from an in-form defence line, with Barnes reaping the rewards. Barnes has now scored 13 goals from just 10 starts in what has been yet another unbelievable performance. Tigersharks jump in to show off their skills at nationals By Nicholas Creely The 2017 Georgina Hope Foundation Australian Age Swimming Championships over Easter was set to provide the perfect opportunity for the Tigersharks Swimming Team to show off the talent that has been developing for several years. The competition, which will be held at the Sleeman Sports Complex in Brisbane from 16 April to 23 April, features some of the country’s most talented young swimmers. It’s an exciting young team, with Kyle Young, Jy Macgregor, Shaun Banzon, Tyson Caddy, Rebecca Henderson and Rachel Emmett to take to the pool and represent the south-east region. The Tigersharks are well known to produce champions from all other the Dandenong and Casey regions, with Olympian Josh Beaver, Para Pan Pacific representative Eli Cole, Australian representative Matson Lawson and Commonwealth Games representative Mitchell Pratt all coming through their program. The team, which is going through a transitional phase, has seen several young swimmers raise some eyebrows so far this year, something Albery believes will make the organisation even stronger in the future. “We are in a big redevelopment phase at the moment and what has been really pleasing is to have several of our younger and less experienced swimmers post times within two seconds of the national standard,” he said. “That, of course, is very exciting for them and will, hopefully, see us in a better position as an organisation this time next year.” The club’s Vice-President Doug Vohs praised the group of young swimmers who have the capacity to do great things in the competition. “We are really proud of the swimmers who have qualified for this year’s Nationals in Brisbane,” he said. “They have all worked really hard throughout the year.”

The Dandenong Rangers are flying in the SEABL at the moment, with both the Men’s and Women’s team sitting in solid positions heading into a well earnt Easter break. In Round 3 on 7 April, the men travelled down to Geelong Arena to take on the Supercats and, in what was a tight-tussle, it was the Rangers who emerged victorious, 62-75. But it wasn’t tight until the second-half, with the Rangers burning up the court to take a 21-point advantage into half-time. And despite the Supercats throwing all they could at the Rangers, the backcourt pair of Lucas Barker and Chauncey Orr lifted when it mattered to combine for 30 points and 11 assists in an impressive display. Both have been massive players in their strong start to the season with their all-round abilities. The Rangers Men then backed it up with an equally impressive all-round team performance the very next day against Canberra, putting the Gunners to the sword in the very last seconds to register a thrilling 80-77 victory. Once again, Barker (20 points) and Orr (31 points) were dominant, racking up almost the entirety of the Rangers’ points in another eyecatching display. They now sit comfortably with a 3-1 record and in fifth spot ahead of a crucial block after Easter - they will take on Mt Gambier on Friday 21 April in what looms as a huge task against one of the in-form teams of the competition. Equally so, the Rangers Women are flying with a similar 3-1 record and in second spot after a dominant previous round. Starting their weekend off with a clash against Geelong, the Rangers pipped the Supercats 73-68, with star WNBL player Aimie Clydesdale dominating with 30 points on 57 per cent shooting, highly influential numbers.
