What was needed, she said, was the Neighbourhood Watch signage. “The residents’ group has already paid for Neighbourhood Watch signs and it’s an initiative that’s trying to be rolled out across the shire,” Ms Andrews said. “But council won’t pay for the installation, yet they’ll pay for this. “This, to me, is a complete and utter waste of time and money.” Cardinia Shire Council infrastructure services manager Andrew Barr said council was undertaking signage and line marking works throughout Lakeside Estate.
“The works are required to ensure these locations can continue to operate safely, as intended, and in accordance with the road rules,” Mr Barr said. “Similar improvements have already been carried out through Beaconsfield and Pakenham.” He said give way signs and appropriate line marking were provided where required to “ensure the legal operation of an intersection matches the design and actual use” Signage not related to enacting road rules, such as Neighbourhood Watch signs were not provided by council, Mr Barr said.

A give way sign on a communal Pakenham “driveway” amounts to misappropriation of public funds, according to residents. Wendy Andrews and her neighbours Stafford and Belinda Hibbert happily share what they say is a fivemetre driveway in Lakeside Estate. However, the neighbours are locked in a fight with Cardinia Shire Council over the installation of a give way sign at the end of the five-metre section which adjoins their two property’s driveways. They call it a driveway but according to the families council calls it a thoroughfare in need of road signage. Ms Andrews and the Hibberts were not impressed, especially as they had been lobbying for the installation of pre-purchased Neighbourhood Watch signs, only to be told there was no money for it. “I’m not often lost for words, but I’m flabbergasted,” Ms Andrews said. “There’s definitely more effective ways of using public money than installing a give way sign on a driveway.” The residents aren’t opposed to the installation of road safety measures; the two families agreed the recently painted white lines down the middle of the road and reflective cat’s eyes on corners were of benefit. They said they were frustrated their sign was one of the first erected in the estate. Ms Andrews said it “suddenly popped up for no apparent reason”, with “no explanation, no warning and no letter”. “They just did it,” she said. While other signs have since been installed in Lakeside, Mr Hibbert said it was a “ridiculous” waste of funds as it only serviced two households. He also argued against the thoroughfare labelling as “there’s no street name on the driveway and it’s not bitumen”. Ms Andrews said the neighbours had been happily giving way to each other since moving in, and the sign was unnecessary.

MPs’ remote control plan By Cam Lucadou-Wells Casey-based state Labor MPs Judith Couacaud Graley and Luke Donnellan have come under fire for living about 40 kilometres away from their electorates. Ms Graley, a Narre Warren South MP, said she lived in the bayside town Mt Martha to be close to friends and family. Ms Graley said that she had been re-elected to her seat three times by voters on the back of a “strong record” including new roads, schools, jobs and Casey Hospital’s expansion. “I listen to local residents and I respond by getting things done that matter to their families. “Three times the Liberal Party had run lazy and incompetent nuff nuffs against me, candidates who didn’t listen or care about the issues that matter to local families. “The Liberal Party has done absolutely nothing for this vibrant and growing electorate, and local residents know that.” Ms Graley also took aim at the “many useless” Casey councillors that “neglect and avoid local residents” unless “there is an opportunity to run as a Liberal candidate in a State Election”. Eastern Victoria Liberal MP Edward O’Donohue accused the two parliamentarians of treating their electorates with “contempt”. “Judith Graley in the past has promised to move into her electorate. Why hasn’t she?”
Mr O’Donohue said. “How can the Roads Minister (Luke Donnellan) understand the daily frustration of his constituents with traffic delays and congestion, when he lives in a leafy inner suburb, far removed from such daily challenges?” The issue came to light after a report in Fairfax Media on 21 February. It stated that 13 government MPs, including seven ministers, live outside their electorates.
A new crop of student leaders have been installed at Fountain Gate Primary School. The new school captains Sajjad, Zubair, Amy, Atalyia, Narwan and Sienna, and vicecaptains Rayven, Grace, Ed and Ali-Sina were
elected by peers in the first days of the 2017 school year. Students also elected the Hattslotto captains, who run the Sunsmart program. They are Anthony, Nicholas, Samphors and Jayden.
Motorist flees to police refuge Police are looking for the occupant of a grey Nissan Pulsar who injured another driver when he threw a Jim Beam can at a car on the Monash Freeway on Friday 10 February. The two cars were travelling outbound on the freeway near EastLink just before midnight when an occupant of the Pulsar threw the can into the driver’s
side window of a black Honda. The can hit the driver, a male in his sixties from the Casey area, in the face and caused a laceration. The vehicles then continued down the Monash Freeway in and out of traffic before the victim exited at Stud Road and then turned into Heatherton Road, with the offending ve-
hicle still following. The driver of the Nissan continued to harass the driver of the Honda on Heatherton Road by tailgating, flashing headlights and cutting the driver off. The driver of the Honda eventually did a U-turn at James Fawkner Drive and pulled into Endeavour Hills Police Station.

Not retiring on road worry By Bonny Burrows Residents of Pakenham’s Main Street Village have called for upgrades to the road because they fear a fatal accident is imminent. Village residents Laszlo and Brigitte Sinclair are two of 23 occupants who have signed a petition calling for the enforcement of the road’s speed limit and implementation of a one-way street on the busy Pakenham road. There is currently no pedestrian crossing or traffic signals alerting motorists of the retirement village and the couple said residents were scared to cross the street due to the sheer volume of traffic and their aging bodies. “We can’t do what younger people do. We’re not just going to quickly dash across the road, our reflex, eyesight and co-ordination is diminished,” Mr Sinclair said. “It’s a split second decision you need to make and if you get it wrong, you can pay for it with your life.” Residents who do drive would like to see a clearway opposite the facility’s driveway so they can pull out safely “without having to try and see past parked cars”. Mr Sinclair described the cars parked like “cans of sardines”. “They’re all parked up against each other, and you can’t see coming out of the driveway,” he said. “We aren’t telling council what do to, but what we’re saying is there’s a problem, please do something before someone gets hurt.”
Main Street Village residents are concerned about safety on the busy road. 165161 Cardinia Shire Council Manager of Infrastructure Services Andrew Barr said as the main access point to the shopping centre, Main Street, Pakenham, experiences high volumes of traffic, about 9000 vehicles per day. “Due to its relatively short length, this collector road is signed at 50km/h
and given the high volumes of traffic, it would not be suited to a one-way traffic arrangement,” Mr Barr said. “At present, there are no plans for a pedestrian crossing at the retirement village location mentioned.” Mr Barr said the facility’s devel-
oper was required to undertake “certain works” on the road relating to minimum requirements for access and parking under its planning permit, including line marking and parking restrictions. “Council has not received any complaints regarding parking and traffic
Water, dollars down the drain for users By Victoria Stone-Meadows South East Water is reminding customers to be cautious of their water use following the results of recent water use data that shows households are wasting water on hot days. Data from the South East Water trial is collected by data logging technology, attached to the existing water meters of 169 customers. The project uses information from the technology from households in inner Melbourne and the south-eastern suburbs. Consumption data is then analysed using flow algorithms to determine which appliances are using water and when. The data shows that many households in the South East Water service region are watering their garden between 10am and 4pm, when evaporation rates are at their highest. The trial also showed that watering the garden was the number one use of water around the home with watering their gardens accounting for about 27 per cent of water use around the home.
The top stop in previous trials was showering which has slipped to second spot and average shower times sitting at six and a half minutes, compared with the suggested four minutes. Sharon Robinson, Acting Customer general manager at South East Water said while spike in water use during summer was expected, people should still aim to reduce their water use. “It’s no surprise that customers are using more water in the summer months, but there are some simple steps we can take to reduce water consumption and keep bills down,” she said. “With a garden hose or sprinkler using as much as 900 litres per hour, watering the garden for 45 minutes each day can double the average domestic bill.” “An efficient watering system, used at the start or end of the day, can pay big dividends when bills arrive.” “Showering also provides opportunities for greater water efficiency. Cardinia residents are encouraged to sign up for the H30 Challenge and improve their health. VicHealth’s H30 Challenge encourages Victorians to make a 30-day pledge to replace every sugary drink they would normally drink, with water. Cardinia Shire Council is one of 18 councils participating in this year’s challenge. Sugary drinks may include sugar-sweetened soft drinks, energy drinks, fruit drinks, sports drinks, ready-to-drink iced tea, flavoured water and cordial. Cardinia Shire Mayor Brett Owen welcomed the challenge, and said that making smarter food choices and increasing physical activity were two of the most important steps to leading a healthier life. “One of our biggest priorities at Cardinia Shire Council is focusing on improving the health and wellbeing of our community. We want everyone who lives, works, learns and plays in Cardinia Shire to be healthy and active,” Cr Owen said. “With around 17.5 per cent of our residents consuming soft drinks on a daily basis, the H30 Challenge is the perfect opportunity for us to all get involved and kick sugary drinks to the kerb.” Participants of group fitness classes at Cardinia Life will be asked to sign up, with an array of prizes on offer as incentives. A mobile lighting trailer is on its way to Narre Warren SES after receiving a $45,000 State Government grant. The trailer not only supplies up to 20 hours of light from a tower but doubles as an emergency power generator. Currently, the unit’s only mobile lighting unit is mounted on one of its vehicles. Having the trailer frees up that truck for other emergency work, says
member Tim Howell. Deputy operations controller Sally Higgs said the unit had its busiest year of callouts since the 2011 floods. More than 1100 callouts were recorded in 2016, spiked by more common storm and heavy-rain events. That was an average of three call-outs a day for the unit’s 45 volunteers. As the only unit for Casey’s vastly-spread 300,000-plus
population, it is lobbying for an extra branch in Cranbourne. The grant was part of a $15 million Emergency Services Volunteer Sustainability Grants program. By Cam Lucadou-Wells Coming at a small fraction of the cost of a traditional Melbourne home, are Tiny Houses the solution to unaffordable homes? Casey Council is investigating how the “Tiny House revolution� of small, portable homes that could be carried on trailers and parked in backyards can be incorporated into Victoria and Casey’s planning regulations. Fred Schultz, of Castlemaine-based Fred’s Tiny Houses, says his two-storey corrugated-steel homes with solid timber interiors aren’t for everyone. It requires an austere lifestyle, including living “off the grid� with solar panels on the home’s roof and minimal electric appliances. But it also helps create a better work-life balance, Mr Schultz said. “It’s about not having a huge mortgage, not having to work so hard to afford a house.� His 7-metre homes - though some are as short as four metres - cost $120,000 for an off-the-grid version. But “shells� in which buyers can have their electrics installed could cost as low as $30,000, Mr Schultz said. “Some are just basically a bedroom that can be parked close to other services, such as a bathroom in a main house. “They’re probably for a single person or a couple that gets along well.� Mr Schultz first moved into a Tiny House after turning 50 and realising he was never going to afford the “dream� house. “I believed my parents when they said if you work hard, you can have whatever you want. “But I found it wasn’t the case.� Cr Amanda Stapledon, who raised the council motion on 7 February, said Tiny Houses in medium-to-high density areas could contribute to housing diversity and affordability. The initiative also offered portability, reduced stamp duty costs and was an alternative to renting. “They tick so many boxes,� Cr Stapledon said. Cr Geoff Ablett, in welcoming the investigation, said the “unique proposition� worked well in parts of Gippsland and offered an alternative to the housing developers’ estate model. Cr Steve Beardon, who opposed the motion, said he didn’t want “design suburbs of trailerpark living�. “The government needs to invest in quality affordable housing at subsidised rental, close to activity centres, hospitals and schools. “Tiny homes are a solution for our homeless but not a lifestyle or suburb vision I share.�

Re: The death toll on Victorian roads. With an average of 262 deaths each year in the last five years, the death toll has increased. In 2016 the death toll was 292 which is the highest of the five years. There has been a dramatic increase from 2015-'16, so we need to find a solution to this horrible issue that we are facing. Studies have shown that in 2014-'15 about 48 people die from drink-driving on Victorian roads. A solution to this is to install an alcohol tester in every car and if the tester finds the blood alcohol over the limit of .05, the car should not even start. Seatbelts are another thing, in 2015, 31 people have died because they were unrestrained. There should also be a way for car to detect if all occupants are wearing seatbelts before the car starts. Everyone gets tired while driving but your life depends on it - in 2015, 50 people have died from fatigue and 300 have been injured. With four seconds of a driver helplessly driving at 100km/h they have already gone 111 metres with no control, so everyone should install a tracking device which will start beeping if it thinks your car is a bit out of control to solve this problem. The most common age-group of death on the roads are people aged 70-plus because

Add colour to the model show The largest and most popular model train show in Australia is returning to Sandown on the Labour Day long weekend, 11-13 March. The 2017 show includes an F1 air race on the track on Sunday, market stalls on Sunday, train rides every day, club displays every day, model and hobby displays, a plane simulator, model and hobby retailers, operating train layouts, activities and much more. Founded in 2007, the show has gone from strength to strength showcasing some of the best train layouts and train modellers in Australia. In 2017 this successful formula has been expanded and organisers hope the show will
become a must-see for all the family. The show will feature exhibits, displays and activities over three days in five locations at Sandown. On Sunday the F1 Air Race on the race track viewed from the grandstand. Organisers say their mission is to inspire, enthuse and foster interest in models and hobbies for all ages. The Train and Hobby Show as also released a new series of 200 collectible swap cards featuring model trains, cars, planes, tanks, trucks, ships and boats that are available from all good model and hobby shops for free. Not only are these swap cards collectible, but they are also a free admission
ticket for any child 15 years and younger when accompanied by a paying adult for the entire three days of the show. Children can also get into the show for free by colouring in the attached picture and presenting it at the ticket office. The picture must be the original clipping from the newspaper and the child must be accompanied by a paying adult. If handed in with a name, phone number and email address, the coloured drawing will go into the draw for a prize. Tickets to the show are adults, 16 years and older, $15; Children 4-15 years of age $5; children 3 and under free. Sandown is accessible by car and train with free on-site parking.

Tylah’s path is on track By David Nagel National titles and qualifying for world championships - Pakenham’s Tylah Meunier has some lofty ambitions as he prepares for the most intense two months of his fledgling track-cycling career. The 17-year-old powerhouse has earned selection for the National Championships to be held in Brisbane form March 2-5, where he dreams of earning selection for the UCI World Championships in Hong Kong from April 12-16. The St Francis Xavier student earnt qualification with a dazzling display at the recent Victorian Elite J19 Track Championships, winning the 200-metre sprint, the Junior Men’s Keiren, and finishing second in the Standing Lap and Junior Men’s Time Trial. He also came second overall in the Victorian Winter Track Series A Grade, won the Melbourne Track Grand Prix and the State Team Sprint as the third rider doing 14.2 seconds for the last lap. His personal best for the 200-metre qualifier is 10.7 seconds and for the kilometre time trial is 1.04 minutes. He currently holds the state title in
the U19’s Men Keirin and Sprints. Not bad for a kid who started cycling at his local track at Warragul when he was just 12, inspired by Cadel Evans’s win in the 2011 Tour de France. “I went to a ‘come and try’ day at Warragul, loved it, and things just kicked off from there,” Tylah said. “I started off in the juniors and within a year I was riding with the seniors. I enjoyed it at Warragul but made the move to Caulfield-Carnegie and I’ve been in the elite team there for a couple of years now.” The move to Caulfield-Carnegie has seen Tylah the recipient of some elite coaching that has resulted in some rapid improvement to his times. So has it sunk in that he is now considered one of the hottest cycling prospects going around? “Not really, it’s been two years of really hard work, full on, and it’s been a big jump from being a country kid to riding against some of the best cyclists in the state,” he said. “I really appreciate the help that everyone at Warragul gave me, I’ll never forget that, but I needed to make the move to keep on improving. etly confident he is a realistic chance of achieving his short and long term goals. “My target for the coming year is to firstly become the Australian Under-19 Keirin, Kilometre Time Trial and Sprint champion,” he said.
“The Worlds are also a big carrot and who knows from there. Athletes are never satisfied; I think the saying is ‘a happy athlete is never a good athlete”. Tylah said it was hard to pinpoint just what exactly he loves about the sport. “I just love the overall mix of cycling,” he said. “At times you can feel the speed and power and at other times if feels poetic when you’re smooth and quick out of turns. It’s just a great feeling, going elbow to elbow to with the other cyclists and trying to beat them across the line.” Tylah, whose training regime consists of riding and gym work over a six-day roster, was quick to acknowledge the help he has received along the way. He paid particular attention to his parents Ricardo and Jacqui, his first coach Mariah Dastey, Steve Muggeridge, Brett and Trev Rollinson, current coach Hilton Clark and his gym coach Paul Parker. He also thanked Grind-A-Stump, Drouin Cycles and Melburn Made Ink for their ongoing support.

Green conceded it’s just the way of football these days. “Look, it’s disappointing to lose those guys, we would have preferred that they had stayed but that’s football, players either retire or move on to other clubs at some stage,” Green said. “They’re all welcome back, and new players are welcome as well, but we can’t dwell, we’ve got to move on and it gives some young blokes the opportunity to show us what they’ve got. We’ve got a good bunch of kids coming through and we’ll see how they go.” Players like Tyler Guan, Matt Wheeler and Liam Tyrrell will be better for a taste of senior football, while the return of Nathan Fry will add pace
through the midfield. Green said the Lions' list was ever-changing and its final make-up would dictate the style of play to be adhered to. “You need to take the list into consideration, height, leg speed, those types of things, but we’ll play a modern style of football, an attacking brand where we like to run,” he said. “We’ll see how we go in the next four to six weeks, see what our list ends up like, and we’ll train and play accordingly.” The Lions leader made a general comment about the meat-market that is now local football. “I don’t know what the answer is, but as a general philosophy it would be great to see the best players playing the best standard of footy available,” he said. “But the market dictates what players are worth, so that won’t always be the case.”

Returning Pakenham coach Ash Green will rely on a fresh and hungry pack of Lion cubs to claw the once perennial finalists back into premiership calculations in 2017. The Lions have been part of the September action just twice in the last five years, unacceptable for a club with a winning culture -gathering 30 premierships on its journey. Green, who was at the helm for one of those premiership triumphs in 2000, said his return to the Lions’ den brought back some fantastic memories. “The older faces are here, a bit wider and a bit greyer like me, but it just feels right,” he said. “I had great opportunities down at Warragul but always had ambitions to return to Pakenham, the time’s right and it’s a very professional outfit. We’re basically playing suburban football, and we’re going to be playing against really good opposition each week which is really exciting.” The Lions unveiled two new recruits on Monday night, former Warragul midfielder Tom Fusinato and imposing ruckman Zak Calvert. Dozen sixes in Mathers’ ton By David Nagel Just two questions remain as the West Gippsland Cricket Association Premier Division begins its final round of the season this Saturday. Will Pakenham or Tooradin join ladder-leader Kooweerup in hosting a home semi-final, and will Emerald or Pakenham Upper/Toomuc be relegated to District Division next year? The first question answered on Saturday was that Kooweerup (9/197) will finish top of the ladder after a hard-hitting century from Jess Mathers (104) guided the Demons to victory over their semi-final opponent Cardinia (177). Mathers smashed 12 sixes and two fours in a brutal display of power, launched particularly over mid-wicket and straight. He took great joy in despatching the best bowler in competition, Dwayne Doig (3/84 off 20), to 20 to 30 metres over the fence at Denhams Road at times. “You can’t let him (Doig) dictate
because then he’ll be all over you,” Mathers told the News. “You can make 30 off 30 overs against him, or you can have a crack.” Mathers shared vital partnerships of 27 with skipper Mark Cooper (36) and 62 with Chris Bright (27) to steer his side to victory. Cardinia won’t be too disappointed with its performance -it took the innings of a lifetime to deny them of victory. Kim Bentick took bowling honours for the Bulls. Tooradin (4/180dec and 0/22) has jumped to second on the ladder after embarrassing Emerald (164 and 35) at Westernport Oval. Declaring overnight with a 16-run lead, the Seagulls rolled through a fragile batting order with ease. Russ Lehman and Josh Lowndes claimed three wickets each with Kade Burns and Cal O’Hare also chiming in with two apiece for the Gulls. The Seagulls will need to defeat Kooweerup in round 14 to retain their second ranking.
“To stay in the top two we have to beat them and you always enjoy coming up against a good team with something to play for,” Seagulls skipper Tom Hussey said. The Bombers will likely hold on to a place in the top-flight next season, but will need to be careful against bottom-of-the-table Pakenham Upper/ Toomuc this weekend. If the Bombers make 120 and the Yabbies answer with 350 ... the Bombers get relegated. The Yabbies (116 and 8/71) were hardly impressive themselves losing 18 wickets for the day and narrowly avoiding outright defeat at the hands of Pakenham (5/394). The Lions could rue batting on to a massive score on day one, far too many for the Yabbies to hunt down, losing the coveted second place as a consequence of not gaining maximum points. Big names flock to the Big V By Russell Bennett It can be a real balancing act to navigate the line between sustained success and the ability to provide a meaningful pathway for young talent, but the Pakenham Warriors feel they’ve got the mix just right. The local Big V basketball club has more members than most neighbouring football and cricket clubs combined and has teams stacked with star youngsters - including its Youth League men’s and women’s sides. Leading the way for the Warriors in the spotlight is the Division 2 men’s outfit, led by first year senior coach Brent Russell. In his mid-20s, he’s younger than a number of the players he’ll be coaching but he’s massively excited about the challenge that lies ahead and the potential for championship glory. Russell is confident that his group can win its way out of Division 2 but he and his group - know how much hard work lies ahead. Big man Brad Bridgewater will be Pakenham basketball’s biggest drawcard this season and his impact will be felt as much on the court as it will off it. He has played for many years at State Championship level and is also a graduate of LSU - the same US college that Shaquille O’Neal and Ben Simmons once called home. He’s also a former Harlem Globetrotter who acquired the nickname ‘Dunk Man’ for his ability to score above the rim. “I want this team to be about the next four or five years,” Russell said. “The aim is to develop, and to win and take that next step and give a better pathway for our juniors to come through and play some good standard basketball.
“Brad is a huge pick-up and he’s a big key for our success story. He’s someone who really wants to help build this club and get the right pathways in place.” Bridgewater will mentor the Warriors’ rising crop of young big men including Tyler Hogg, who will also step into the men’s program this season. Pakenham favourite James Topp has returned to the Warriors and will provide plenty of versatility and invaluable leadership on both ends of the floor. A real stat sheet stuffer, Topp has an incredible all-round ability. “He’s kind of the underdog now, or the dark horse,” Russell said. “He’s come out of nowhere and his leadership straight away is one thing that we’ve really noticed his leadership of both the senior and junior guys is through the roof. “He really wants to be around the club - he’s been down at Sunday trainings helping out with our junior program so he’s really putting his hand up with that side of things too. “He’s a fantastic bloke too so to have him in the team and the club is huge.” Ben Gaze, who had a stellar 2016 campaign, will return to the Warriors as captain this season and Russell could barely contain his excitement. “I honestly didn’t think we’d get Gazey again but I’m so, so glad that we did,” he said. “He’s our captain this year and again he’s just a phenomenal leader - both on the floor and off it. He’s a local boy and one of the hardest working players on the team.
