Greater Dandenong shisha cafe owners are reeling following news that the practice will soon face the same restrictions as conventional tobacco smoking. Ali Adam from Springvale’s Cafe Asmara said bringing shisha regulation into line with tobacco laws from 1 August next year could close his business. “I don’t know how we’re going to accommodate this new legislation,” he said. About 1000 people go through his doors each week and he said adapting would be tough in the timeframe. “It’s not long enough,” he said. “Everyone’s got bills to pay and a family to support.” Western Metropolitan Region Greens MP Colleen Hartland successfully amended the State Government’s Tobacco Act Amendment Bill to include shisha in State Parliament’s Upper House on Tuesday 13 September. “We do not smoke in restaurants anymore and we do not smoke in eating places, so I do not think the water pipe should be exempted,” she said. “Water pipe smoking is as dangerous or more dangerous than smoking cigarettes due to the quantity often consumed in one sitting.” Liberal Party health spokeswoman Mary Wooldridge and her colleagues voted for the move. “There is a year until the Bill is enacted,” she said. “The Government will have time to work with those small businesses on the transition.” The Bill is now due to return to the Lower House when it next sits in the week starting Monday 10 October. A State Government spokeswoman said the Labor Party did not plan to oppose it, despite not supporting the amendment. She said the Tobacco Amendment Bill was developed following consultation about smoking in outdoor dining and e-cigarette regulation, without any intention to capture waterpipes.

“The Government expressed concerns about the lack of consultation on an amendment that will have a significant impact on hundreds of businesses,” she said. “The Government also expressed concerns about the enforceability of this amendment.” Australian Lebanese Medical Association president Wally Ahmar applauded the change and said that he hoped it would raise awareness of the dangers of shisha smoking. The cardiologist said there was a misconception that shisha was harmless. “Shisha smoking is like smoking 200 cigarettes,” he said. “You can go to a café, have food and have a shisha, yet you can’t smoke a cigarette. “It’s a double-standard law.” Mr Ahmar said children could also legally buy and smoke shisha, but not cigarettes. He said the change brought Victoria into line with the rest of Australia. “The Government had a moral obligation to act,” he said. “It’s black and white, it’s not a complex issue. “It’s not a cultural ting. It’s banned in many Middle Eastern countries. “It’s been something we’ve worked on since 2014. “It’s long-overdue.” Mr Ahmar said businesses that offered shisha would be unaffected “if their food is good enough” and that the 1 August deadline gave them time to adapt. He likened the situation to the solarium tanning bed ban. “What about the workers? There was carbon monoxide poisoning last year of a person enclosed in a shisha place,” he said. Greater Dandenong councillor Matthew Kirwan has been pushing for the change since 2013. “It is great news for not just visitors to those venues - who were often unaware of the risks of carbon monoxide poisoning and that tobacco is in most shisha - but children under 18 and workers in such venues,” he said.

Parking problem spotted The Dandenong Civic Centre car park has again sparked debate, this time over joining three spots in the coveted basement to an office space lease. At the Monday 12 September Greater Dandenong Council meeting, councillors agreed to give public notice of the intention to lease office space on level five of the Lonsdale Street council headquarters. The council included space to grow when it built the centre in 2012-13 and now intends to lease a 514 square metre space to RMBL Investments for five years. Councillor Peter Brown said the space had been vacant for at least two years. “It’s difficult to let spaces in Dandenong at the moment,” he said. “We’re lucky we’ve got a good prospective tenant who wants to move in.” But Cr Matthew Kirwan said he could not sup-

port the lease when it included providing the tenant with three car parking spaces in the basement. Councillors debated a motion from Cr Brown to close the car park to the public at their Monday 8 August meeting. “A month ago we decided to leave the basement car park open to the public during the week,” Cr Kirwan said. “The underground car park was designed as a public park for those visiting the library, customer service, council meeting rooms and council chamber. “We are in the process of coming up with better arrangements during the day to maximise usage. “That was why we voted to keep it open - now we shouldn’t be whittling the number of car parks away.” Cr Kirwan said the civic centre should have public car parking because it was a public building.

“I don’t support this lease as it is reduces the amount of car spaces for the public in their building,” he said. “It also sets a precedent for what potential tenants will ask for when the VEC have finished using level four. “Why can’t we lease the building on our own terms and offer the car parks that tenants need in our other council car parks in Thomas Street and Walker Street? “Our own council staff use Thomas Street!” Cr Jim Memeti said RMBL was prepared to pay $700,000 over five years to use the office space and parking spots. “This will build one level of a multi-level car park,” he said. “This council needs to build more parking. “We need to think about the bottom line, and the bottom line is ratepayers’ money.”

Would-be thieves brandishing machetes tried to steal a 32-year-old man’s home - his car. The victim was asleep in his late-’90s red Mazda 2 in Lawn Road or Shirley Street, Noble Park, when the incident occurred about 10.30pm on Saturday 10 September. Greater Dandenong CIU Senior Constable Riley Wesley said two men, described as of Vietnamese appearance and armed with machetes, approached and demanded the victim’s phone and wallet. When he refused, they changed the demand to his keys. He climbed into the car to retrieve the keys for them but instead locked the door and drove away. They struck the car with the machetes, causing minor damage, as the victim left.

Machete attack

Fire destroyed a stolen car in Keysborough on Monday 12 September. The CFA found the 1995 Nissan Patrol ablaze and running on Greens Road, near EastLink, about 6am. Crews extinguished the fire, which had already destroyed the car. Greater Dandenong CIU’s Senior Constable Riley Wesley said no-one was found in or near the vehicle, which was stolen from Aspendale on Saturday 10 September and was bearing stolen number plates. Carjackers in two vehicles herded their victim’s car to a stop on Springvale Road and threatened him with a baseball bat. The 18-year-old Springvale man was driving his white Honda Prelude in Springvale about 7pm on Sunday 11 September when a blue BMW and a red hatchback boxed in his car near Lenore Street. The victim stopped and two Caucasian men got out of the red hatch, approached with a baseball bat and demanded he hand over his keys. He complied and the three vehicles left, travelling south on Springvale Road. The victim was uninjured in the incident.

The aptly named Heritage Preschool is celebrating 40 years in the community. The Noble Park North kinder will hold an open night to mark the milestone, from 5pm to 6pm on Thursday 6 October. Denise Royal has worked there since 2001. “It was originally just a maternity position. I was going to be here for six months,” she said. “The girl came back for six months and then she got pregnant again and she left. I’ve been here ever since.” Heritage started out with only one or two groups. “Then we’ve had a major renovation a few years back, and it became a double unit,” Ms Royal said. “We increased from three four-year-old groups to three four-year-old groups and two three-yearold groups.” There are almost 50 kids enrolled at any given time, and 11 staff members. “I love the fact that we’re so multicultural here, and we’re so diverse,” Ms Royal said. “The kids and the families are just great, they’re so different. “Early on it was more Australian and Vietnamese mix. “Now we just have children from all over the world. It’s just fantastic.” She learns from the children and their families through cooking, handicraft and chats. “We encourage the families to come into the centre and share a bit of their culture and family life and celebrations with us,” she said. “We do have a multicultural day once a year - Harmony Day - but we tend to just encourage them all the time.” Ms Royal said many children couldn’t speak English when they started. “That provides a lot of challenges,” she said. “We use gestures and signs and we have photos. “We try to get the families to give us some key words that we can use. “When you use it, the child’s face lights up. It’s a word that they’re familiar with. “We sing lots of songs and we find that sing-

A Springvale man will face court next month after scoring straight Ds for his driving on Sunday 11 September. Police allege they detected the 29-year-old disqualified driver drink driving in a drive-thru about 12.05am. They were called to the Springvale Road fast food outlet after the man held up traffic in the queue. Police allege the driver returned a positive preliminary breath test and a .303 per cent blood alcohol concentration in an evidentiary breath test. They impounded his car for 30 days and he will have to pay $961 towing and storage costs to get it back. He was bailed to appear at Dandenong Magistrates’ Court on Thursday 20 October charged with drink driving, driving while disqualified and driving under the influence.

Looking Back 100 years ago 14 September 1916 Farewell ‘Lizzie’ At the last meeting of the Dandenong council it was decided, with the idea of disposing of the shire’s traction engine ‘Lizzie’, that a tender be submitted to the Hampden Shire Council, who were advertising for an engine, and the shire engineer (Mr RH Woodcock) accompanied by Cr Abbott made a trip to Camperdown district to further the sale. ‘Lizzie’ had been, however, under offer in another quarter and we are given to understand has been disposed of subject to certain tests. The matter will come before the council at its meeting today.

The deputation from Oakleigh Council will demand a program of development to replace all existing crossings in the area with overpasses. This is the latest move in a campaign to eliminate what drivers and many traffic authorities regard as one of the most dangerous and frustrating road conditions in existence.

20 years ago 16 September 1996 24-hour shopping spells doom: trader The State Government’s decision to allow 24hour shopping, seven days a week, will spell the end for many small business, warns a Dandenong retailer. While many larger retailers have welcomed

the move, Mr Bruno Cannatelli of Ultimate Male Fashions in the Hub Dandenong said the extended hours will cut into the only time small retailers can spend with their families. He has already decided to put his business, one of the most established in the centre of Dandenong, on the market. “People do not get the bigger picture,” he said. “What this will mean is that small retailers will be spending more time in their businesses when they are already working 60 to 70 hours per week just to keep their heads above water. “That time is the time they spend with their families. It is their kids who are going to suffer.”

Dandenong police station will be open to the public on Sunday 21 November, the first time since it opened in 1994. Sergeant Pat Green is organising the open day to allow the community to see first-hand how police “go about their business”. All people being held at the station will be moved to neighbouring stations for the day so people can tour the cells, and anyone arrested during the open day will be processed elsewhere. The day will feature hourly tours of the station taken by two officers, information displays and Transport Accident Commission show bags. Sgt Green said some minority groups within the Greater Dandenong community did not trust police and he hoped to change that. “Were aiming to break down the barriers with minority groups,” he said.

Historic market gets in the blood This year Dandenong Market is celebrating its 150th anniversary. Not many people realise that Dandenong Market is one of Melbourne’s oldest - only Prahran Market is older - and that there are many traders like me who have been here for decades. I’m a third generation fishmonger and my family has made the market our home for 80 years. It’s a great place - all hustle and bustle, customers always wanting a deal and traders always selling. I have made many friends and consider the market my second home. In 1930 my grandmother Alice and her sister Joyce purchased an existing butcher shop at the Dandenong Market and reinvented it as a fishmonger. At that time Dandenong Market was only open on a Tuesday until 2pm, and there was also a stock and cattle market - farmers would come and purchase and sell their stock and at the same

time they would buy their meat, fish and veggies. My dad, Merv, spent a lot of time as a boy helping at the shop. In 1947 my dad married my mum and together they took over the running of the fish shop. At that time they sold seafood and also cooked fish and chips - mum would make homemade fish cakes that were so popular that people would queue up just to buy them. Like my dad, I spent a lot of the time at the market when I was little - I remember sitting in the shop in my pram, my brother next to me,

sucking on a dummy. When I was a bit older I would spend my time playing at the footy field next to the market and visiting the stockyards. I loved chatting with the traders - one of my favourites was one gentleman who brought his pet monkey to the market. The monkey was trained and would sit on his owner’s shoulder - I don’t think you’d get away with that today! In 1976, Dandenong Market started trading on Fridays and in 1982 started trading on Saturdays. I was training as an apprentice pastry chef but with the extra days Dad needed extra help so I started working with him. We’d work full-time at the wholesale fish markets in West Melbourne, starting at 2am and finishing at 7am, as well as trading at the market. On market days we would load our van with fresh seafood and sell our fresh catch from the market shop.

I took over the shop in 1992 when Dad passed away and mum wanted to retire. I hand pick the best quality seafood from the wholesale market each market day and like to focus on Aussie seafood - I sell everything from fresh oysters, smoked trout and salmon to mussels and pippies, prawns, octopus, squid and whole fish. I still work every day - sometimes I think about retiring but I’ve been told by customers I’ve got to keep going. They won’t let me retire! I have some very loyal customers who have been buying their fish from me for years - I have one customer who has been shopping at Schwarze Seafood for 62 years! I like being here - I just like being in the market, with something different every day. Market people are different from shopping centre people - customers, too. Everyone says hi to you. The market sort of gets under your skin and you miss it if you’re not here.

Post voting call for next election that don’t have major backers.” Cr O’Reilly said postal voting would give voters who didn’t speak English as their first language the chance to “get language assistance to understand the important decision they are making”. During the debate in the council chambers in February, Cr John Kelly said 81 per cent of councils across Victoria used postal voting and supported the switch. Cr Matthew Kirwan said in February that a “genuine election” - with in-person voting - was worth the extra cost because voters could meet candidates and their teams at polling booths and assess which were genuine. “Attendance voting doesn’t get rid of dummy candidates but it lessens their impact,” he said. But following the postal voting changes, he said that if the measures did significantly reduce dummy candidates “I would support changing Greater Dandenong to postal voting, too“. “Candidates may just spend more money sending out how to vote cards on behalf of dummy candidates – time will tell but it is great this change went through as it will be an experiment that Greater Dandenong can learn from in making a decision next time,“ he said. Budding artists get expert know-how By Casey Neill Budding artists at Noble Park Secondary College are learning the ropes from those in the know. The school has engaged five professional artists to work with arts and technology teachers and students during Term 3. “The theme of the students’ artwork is identity and personal stories,” teacher Katie Stewart said. “Students will work with artists and teachers to create music, films, photography and plays, exploring ideas and issues surrounding this theme. “The students work closely with the professional artists and their teachers to gain a deeper understanding of industry skills and knowledge needed to produce quality work.” The work will culminate in a showcase at Dandenong’s Drum Theatre on Monday 10 October. “It will celebrate the partnerships made between local artists, teachers and students and, most importantly, it will be a celebration of the students’ creative work,” Ms Stewart said.

Greater Dandenong should switch to postal voting for future local government elections, Councillor Sean O’Reilly says. Voters will need to turn up to polling booths across the municipality to fill out their ballot papers on Saturday 22 October after the majority of councillors - including Cr O’Reilly - voted to stick with in-person voting at the 22 February council meeting. At the time he said, “the exercise of democracy shouldn’t be about saving money” and attendance voting made it clearer to see which candidates were more organised and therefore likely to be better councillors. His change of tune followed a legislative change on Wednesday 31 August to stop council candidates from sending how-to-vote cards in Victorian Electoral Commission (VEC) postal voting packs. Cr O’Reilly said the change would kill ‘dummy candidates’, who nominate solely to attract and funnel votes for another candidate, not to get elected. He said a change to postal voting would save the council $150,000 and make campaigning cheaper for genuine candidates. “Candidates don’t have the cost of printing thousands of how-to-vote cards,” he said. “It helps grassroots community candidates

Bridge to future Work on a bridge to connect Dandenong South with central Dandenong will start this month. Dandenong MP Gabrielle Williams joined Greater Dandenong Mayor Heang Tak at Allan Street on Tuesday 13 September to make the announcement. The new bridge will be a two-lane vehicle and pedestrian link and will run from Allan and Keneally streets over Dandenong Creek to Morwell Avenue. It’s the final piece of infrastructure in the Metro Village 3175 estate development and is expected to be completed in May next year. “The new Allan Street bridge will better connect residents on both sides of the creek, and make it easier and safer for Metro Village residents to get into Dandenong’s CBD,“ Ms Williams said. “The community has been calling for this bridge for a long time.“ Greater Dandenong Council will own the bridge and Places Victoria will deliver the project

on its behalf. Cut and Fill Civil Engineering Contractors will build it. “The bridge will not only provide for vehicle traffic, but will also provide an important connection for pedestrians and cyclists forming part of the Dandenong Creek Trail,” Cr Tak said. “The Revitalising Central Dandenong project has seen a significant transformation of our city, and is a great example of how different levels of government can work together to achieve great outcomes.” Revitalising Central Dandenong, led by Places Victoria, has instigated more than $550 million in private sector investment in the Dandenong area, forecast to grow to $1.2 billion by the time the project is complete. Places Victoria recently transferred ownership of the former Masonic Hall in central Dandenong to the City of Greater Dandenong. The council will convert the building into an arts centre.

Market book looks back By Casey Neill Celebrations for Dandenong Market’s 150th year kicked off with a launch for a 20-metre mural and a book rich with history. The produce hub’s doors first opened for trade on 10 October in 1866. Author Michael Schmith has captured its evolution over the years since in Dandenong Market: Celebrating 150 Years, launched on Tuesday 13 September. He had just six weeks to prepare the 128-page hard cover book, which features original photographs and historical records. “The best thing was to come to the market and talk to the people who matter the most, and the people who matter the most in the market are the traders and the customers,” he said. “You see how it works and you see this whole spirit of community which, like its produce, is fresh daily. “It depends on people. It’s not a supermarket. It’s not a shopping mall. It’s got give and take and a community spirit that’s unquenchable.” A 20-metre photographic mural and a new name for the laneway it adorns - Rosling Lane were also unveiled at the event. The name pays tribute to an auctioneer from the market’s early days, Thomas Rosling. Judy Legg and daughter Michelle Davidson attended and appear on the mural in a larger-thanlife photograph of their 1970s trip to the market. Judy can’t remember the snap being taken, and Michelle marvelled at how the market had changed “since the old days when the stalls were little carts”. One of the market’s newest traders, Melina’s Bakery and Larder, created a 1.5 metre cake for the occasion. Celebrations will continue on Sunday 16 October with the Dandenong Market 150th Jubilee. A bronze sculpture reflecting life in the market will be unveiled on Friday 4 November. The Dandenong Market: Celebrating 150 Years will be available from the Dandenong Market management office for $30 from Saturday 1 October.

It’s all heart for council award Tackling heart disease earned Greater Dandenong Council a state award and the chance to take home a national prize. Heart Foundation Victoria CEO KellieAnn Jolly presented the council with the ’Councils with populations greater than 25,000’ Heart Foundation Local Government Award at the Municipal Association Victoria’s (MAV) annual conference in Melbourne on Thursday 8 September. The council is now in the running for the national award, to be announced later this year. “The City of Greater Dandenong won this award due to two excellent initiatives that were backed by sound community consultation and encourage more physical activity in the community,” Ms Jolly said. “The judges were impressed with the Ross Reserve Youth and Urban Skate Park, which has become a state of the art skate park and youth precinct that provides more social and recreational opportunities for the community - particularly families, children and young people. “The Greater Dandenong Walking Strategy, which was endorsed last year, also demonstrates an increased commitment to walkability with a range of improvements and activities already in place.” Ms Jolly said the awards were in their 24th year and recognised the outstanding achievements of local governments in the fight against heart disease - the single biggest killer of Australian men and women. “Local governments play a pivotal role in introducing structural change, implementing policies and creating supportive environments which allow people to be physically active, reduce smoking and improve their nutrition,” she said. Councillor Peter Brown said the award included a $2000 prize, which the council intended to spend on a defibrillator in the name of the Heart Foundation.

Blind faith draws family together By Casey Neill Sharon’s Curtains and Blinds is a real family affair. “They’re all one heart, one focus,” said owner Sharon Habib. Sharon started the Dandenong business after arriving in Australia from Lebanon where she was a teacher. “When we came here I couldn’t speak a word of English,” she said. “In Lebanon I used to do sewing for my kids, for my friends. So when I came here, I had some knowledge of sewing.” With help from her husband, Sharon successfully approached a sewing shop for a job. She later found a curtain shop closer to home and her children’s school in Box Street. “I used to do 30 curtains a day while the others were doing 10,” she said. “I’d finish at 4.30pm and take home 50 curtains. “I used to stay in the garage until 1am or 2am. The kids were small. They used to help me, hold the tape for me.” Sharon went into business for herself, working in her garage for about two years before buying a small factory in Cheltenham Road, Dandenong, in 1979. “My oldest daughter Suzanne, she joined me too,” she said. “She married and now she has her own business in curtains with her husband. “My other son, Bruce, he finished high school and took on a carpentry apprenticeship. When he joined the business he was able to help with installation.” Bruce remains with the business today as the sales and production manager. The Cheltenham Road site soon became too small so Sharon’s moved to its current Princes Highway location about 16 years ago.

Sharon’s Curtains and Blinds continues to grow and expand year after year. Sharon’s son Jack and daughter Peggy also joined the business in sales and accounting respectively. “Then my other son, Francois, he’s by trade an electrical engineer but he was working at ANZ bank for 19 years,” explained Sharon. “One day he came to me and said ‘mum I want to join the business’. “I said ‘Francois, I can’t afford you’.” She said he was stressed at the bank and relished the change of pace. In 2006 National Blind Suppliers went bust. The company owed Sharon’s about $90,000. The family assessed the situation and decided to acquire National Blind Suppliers. Bruce negotiated a good deal in the acquisition. Francois now manages the Gippsland Highway site, which employs about 65 people. National Blind Suppliers also grew under the Habibs’ management at a rate of 10 per cent per year. Sharon manages the work room and five or so workers at the Sharon’s site and is as passionate as ever about window furnishings. “I like decorating houses, plus you’re with people,” she said. “Our customers, most of them become friends.” Both Sharon’s Curtains and Blinds and National Blind Suppliers support Australian made fabric and Australian made products. A new police taskforce has arrested more than 15 wanted people in the south-east in just a fortnight. But more fugitives remain on the run and the Divisional Response Unit (DRU) is appealing for the public’s help to find them. “The best outcome for us and the community is a safe environment and that’s what we’re hoping to provide,” Detective Senior Sergeant John Bergin said. “We’d encourage anyone who has information on the whereabouts of these individuals to contact Crime Stoppers.” Det Sen Sgt Bergin said that 33-year-old John King was of Aboriginal appearance, 185cm tall and of medium build with brown eyes, brown hair and a dark complexion. He is known to frequent Dandenong, Doveton and Pakenham and is wanted in relation to failing to appear at court, motor vehicle theft and handling stolen goods. Nyamer Nhial, 22, is of African appearance and 183cm, tall with a medium build, brown eyes, brown hair and a dark complexion. She is wanted in relation to failing to appear at court, criminal damage and assault police offences and is known to frequent the Officer, Endeavour Hills and Pakenham areas. Det Sen Sgt Bergin said 18-year-old Adam Scherwinski was Caucasian in appearance and 175cm tall with a thin build, brown eyes, dark brown hair and a fair complexion. He is wanted in relation to failing to appear at court, crimi-

nal damage, theft and aggravated burglary, and is known to frequent the Dandenong and Noble Park areas. Earlier this month, the Journal reported that Det Sen Sgt Bergin had established the 20-member unit at Dandenong Police Station to tackle drug crime and fugitives in Greater Dandenong, Casey and Cardinia. Det Sen Sgt Bergin encouraged residents to keep an eye out for signs of cannabis-producing, hydroponic grow houses and clandestine laboratories, generally used to manufacture ice. “We obviously rely on public information,” he said. He said the usual signs of a lab included people entering and leaving a property at odd hours, strong chemical odours - often similar to cat urine - unusual noises, and dumped chemicals or chemical bottles. Det Sen Sgt Bergin said usual signs of drug trafficking included people attending addresses for short periods of time, and people loitering in cars or on foot. He said observed patterns of times, dates, descriptions of cars, registrations, suspects and addresses could help police. “I think it’s fair to say that the whole division is impacted greatly by drug-related crime,” he said. “We’re hell-bent on targeting that.” He urged anyone with information to call Crime Stoppers on 1800 333 000 or submit a confidential crime report at www.crimestoppersvic. com.au.

Village is still part of community By Casey Neill For 30 years Valley Village Mews has been helping life-long Dandenong residents to stay in their community as they age. “Dandenong people like to stay in Dandenong,” the retirement village’s manager Cynthia Mack said. “Ninety-nine per cent of our residents are from Dandenong, so when they come in here they usually know a heap of people. “They can keep their own doctor and keep their clubs. “They feel comfortable because they’re still in their own environment.” About 180 people live across the Stud Road site’s 148 units. “The average is about 79, I think, now,” Ms Mack said. “We’ve got some in their 60s, some in their 70s. “I think we’ve got about eight in their 90s, a couple in their 50s, too. “One of the original purchasers just moved out into further care about three or four months ago, and she was 100.” The village will celebrate its 30th anniversary in December. “When we had the 20th we did combine it with our Christmas party,” Ms Mack said. “Possibly we’ll do the same again this year. We might even do something in the pavilion.” Residents can regularly take part in exercise, carpet bowls, line dancing, adult colouring classes and even bocce on a court that the village installed last year. Ms Mack said there were also “magnificent parklands” on-site to explore. “We were the Ordish brickworks,” she said. There’s a vegie garden and a men’s group. “We were finding that when they came to functions, the guys on their own didn’t mix with

the ones with partners,” she said. “We started up this men’s group once a month. “They cook a sausage sizzle and have a chat. At least 20 of them come, they really enjoy it.” A residents committee of about 20 members organises excursions and events. “Recently they went down to Gippsland for the day,” Ms Mack said. “Friday night they had a chicken and chips night.” A podiatrist visits every six weeks and Robyn from the office runs craft sessions. “She’s an artist, so she and her mother run the craft group,” Ms Mack said.

“Sylvia Catic our hairdresser, she’s been here longer than me. “She’s here two days a week and she’s fantastic with our residents.” Ms Mack said the residents looked out for each other and made firm friends. “They come up here, they have a chat,” she said. “In summer time they’ll come up in the afternoon and have a coffee on the verandah.” She’s worked at the village for 11 and a half years. “I started here just doing the accounts,” she said.

“The manager retired and asked me if I wanted a job. “It’s a great job, it really is. It’s just the nice atmosphere around here. A pregnant Noble Park woman was struck with a hammer during an armed robbery on Tuesday 13 September. Southern Metro Regional Crime Team’s Senior Constable Stephanie Groom on Friday 16 September appealed for public help to identify those responsible. She said police had canvassed neighbours but had not yet found any witnesses. “She’s terrified. It was a very traumatic experience for her to go through,“ she said. The 24-year-old victim was walking home from a friend’s house and just a few streets away from home when the incident occurred about 11.30pm. She was travelling west along Walsh Street toward Simpson Street when a car turned onto the road from Myrtle Street. Sen Const Groom said the silver or blue Ford Falcon XR6 sedan drove past her and one of the occupants whistled at her. The victim quickly walked along Simpson Street and turned right onto Myrtle Street, but the vehicle performed a u-turn and drove up behind her. Four men wearing masks left the car and approached the woman, one armed with a baseball bat, another brandishing a hammer and one holding an axe or similarly-shaped weapon. Two men stayed in the front seats of the car. The men demanded the woman’s handbag and one swung a hammer at her before she could hand it over. Sen Const Groom said the man swung it three times and one blow struck the woman’s arm as she raised it to protect her head. They snatched the handbag and returned to the car. “The victim has pleaded for her mobile phone as she is pregnant and she wanted the photos from

her phone, and they’ve thrown that phone onto the ground,“ Sen Const Groom said. The car performed a u-turn and was last seen turning right onto Heatherton Road. The victim told police the car appeared to be lowered and sounded like it had a turbo engine. “She called a friend who called police,“ Sen Const Groom said. “The offenders in this incident are described as African in appearance, all with masks on and darkcoloured clothing. “It’s believed these same offenders were involved in an attempted carjacking at approximately 11pm that night in Huntingdale.“ She said a 25-year-old man told police that a blue Ford Falcon G6 overtook him on Huntingdale Road before breaking heavily and forcing him to stop. Three men then got out of the passenger doors of the Ford and approached the victim’s car armed with hammers. The victim, who was travelling with a 26-yearold man, put his car in reverse and the would-be carjackers ran back to their vehicle. The victim performed a u-turn and the Ford did the same, almost resulting in a collision. The attempted thieves continued to pursue the victim as he travelled north on Huntingdale Road. The Ford then turned left onto Burlington Street and the victim continued on Huntingdale Road and onto the Princes Highway. The victim described two of the men as about 180 centimetres tall, and the other as about 170cm tall. He described all three men as African in appearance and said they were wearing black clothing and dark-coloured ski masks. A chuckle spilled from the mourners at the funeral for Jack ‘Roy’ Aspinall as the song Camptown Races started to play. It wasn’t hard to imagine the jolly Dandenong stalwart doing the same. The Dandenong Retail Traders’ Association founding president lost a near two-year battle with illness on Saturday 3 September, aged 69. About 70 people gathered to celebrate his life at Le Pine Funerals in Dandenong on Monday 12 September. Megan Spencer delivered the eulogy for Roy who’d been part of her family for 38 years. He ran Highway Bowls Centre in Dandenong with her mum Margaret Spencer from 1980 to 2012, and they were also “great friends and social companions”. Ms Spencer said Roy arrived in Australia with his parents in 1963 with a job as a sports reporter in his sights. “He loved to tell and retell stories,” she said. “They were his lifeblood.”

Roy wrote for national and daily newspapers as a journalist for more than 50 years and for several local papers in the last 20 years of his career as a freelancer. “Roy was still writing only days before he passed,” Ms Spencer said. Murray Thompson spoke about Roy’s longstanding contribution to the Liberal Party and Ms Spencer read a statement on behalf of former Liberal MP Andrew Robb. Racing reporting colleague Tim Habel said Roy was known for his meticulous approach to detail. Fellow Hawks fan Geoff Ablett placed a Hawthorn travel shirt on Roy’s casket. “I shook every player’s hand wearing that shirt,” he said. “Farewell one of the greatest guys to ever walk this planet.” In his final weeks, Roy organised with Melbourne Racing Club to have his ashes scattered at the finishing post at Sandown Racecourse. “I was there the day it opened. Sandown has been my life,” he said.

Image inspiration number’s up By Casey Neill “The mural isn’t just a painting of someone I’m proud of, but something for the community to be proud of.” Street artist Mike Eleven returned to his home town of Springvale South and transformed a blank brick wall into an image of inspiration. His sister Alisa Souvanthalisith is the subject of the striking blue portrait at Wardale Road and Noble Street. The eyes show an inner strength and determination while the overall picture conveys vulnerability and compassion. Mike grew up around the corner and attended the nearby Keysborough College, then Heatherhill Secondary School. “I felt obligated to give back to the community that brought me up,” he said. “Being one of the very few artists in my wave of kids growing up, I never saw any inspiring public art that I could relate to. “With this mural, I hoped to show my oftenconservative but always curious suburb and the rest of Melbourne that there was more to Springvale than just a notorious reputation for trouble and being the butt of tired racial jokes.” Mike chose his sister as the face of his “mission” to connect with viewers on a human level. “You can’t get any more personal than a face,” he said. “I’ve moved out of home now, but to her Springvale South is still home. “It made sense that I painted a local face someone for the locals to be inspired by, to aspire to be, fall in love with and believe in, even if they never meet her in person.” He wanted the wall to reflect how special his sister was to him. “My sister has always been my inspiration and beacon of hope for the next generation of migrant-born Australians from the sleepy suburbs,” he said. “I can safely say I wouldn’t be painting as much as I do now if not for her. “Lord knows, Springvale wasn’t the most glamorous place to grow up in back in the ‘90s.

“At least this way I can contribute to the culture that the next generation after my sister will be swimming in.” Mike has spent the past year focusing his work on Asian female identity. “My work aims to tackle the common misconception and stereotype that Asian women are docile and submissive,” he said.

“Initially inspired by spending a lot of time with my sister, I went further into exploring the duality between the gentleness and vulnerability of my sister and mother, to their often unseen strength and perseverance in today’s society. “Through talking and listening to the struggles of my family and friends, I’m learning how to create a more coherent visual language as well as

Playmates wanted for Rugratz fun By Casey Neill Rugratz Playgroup was close to closure 18 months ago, but is now seeking more kids to support a second session. After reaching out to the Journal last year on the brink of shutting its doors, the non-profit Keysborough group is introducing a new session at Springers Leisure Centre on Thursdays from October. It will follow the existing 9.30am to 11.30am session, from 11.30am to 1pm. Rugratz has been around for nine years and involves parents in planning and setting play experiences, supervision and packing up. Mum Eva said Rugratz provided an opportunity for kids to play together and learn social skills in a safe and structured environment, and for mums to find support. Development in a Dandenong court has again divided Greater Dandenong councillors. By six votes to five, they approved plans to extend the existing home and add another dwelling to 3 McNab Court at their Monday 12 September meeting. In April, the councillors quashed plans for a three-unit development in the court after receiving 17 objections raising concerns about overdevelopment, traffic issues and neighbourhood character. This latest application received seven objections relating to traffic, parking, and neighbourhood character. But councillor Sean O’Reilly said this was a reasonable application because only one dwelling was being added to the block. “Overdevelopment is normally when you’re packing them in,” he said. “This could not, on a fair basis, be seen to be packing it in.” He said the site was close to schools, reserves

and public transport, and that bus routes serviced the area. “Naturally residents don’t want any development in their street, I understand that,” he said. Cr Peter Brown said the proposal would be an efficient use of the available space on the corner allotment. “I think it’s a good application,” he said. It was Cr Brown who introduced a successful motion to refuse the April application on the grounds that the project was an overdevelopment that did not respect neighbourhood character. Cr Angela Long put this latest application in the same basket. She pointed out that the two nearby schools were not government schools open to all students - Emerson School caters for students with learning difficulties and intellectual disabilities, and St Gerard’s is a Catholic primary school. “I believe number 3 McNab Court should stay as it is,” she said. “I believe it’s an overdevelopment of the site and the proposal will increase traffic congestion. “People in this area are fed up with the traffic now.”

Lost order risks region’s jobs By Casey Neill There’s a question mark over thousands of jobs in the south-east after Dandenong manufacturer Bombardier missed out on the state’s single largest train order. On Monday 12 September the State Government announced that the Evolution Rail consortium - including Downer Rail, CRRC and Plenary - would build 65 new high capacity metro trains (HCMT). It prompted the south-east business community to encourage lobbying of local MPs and promotion of the region as a key manufacturing centre. South-east Melbourne Manufacturers Alliance (SEMMA) said the decision to award the $2 billion-plus contract to a “foreign, state-owned company” was “a major blow to the local existing supply chain”. “We are convinced that this is not a good decision for neither the retention of skills in Victoria nor the employment outlook,” the statement said. “With local content currently at 70 per cent delivered from the south-east suppliers, the decision to move to a company who will reduce this to 60 per cent local content is actually a step backwards. “The outcomes from this decision will be very similar to the impacts the south-east has already endured from the automotive industry closures. “Well over 3000 people may be concerned by this decision.” SEMMA questioned whether the carriages would be supplied from China. “If this is the case, what then happens to the local supply chain that currently supplies the majority of components for the carriage assemblies?”

Bombardier Transportation's Dandenong team. the statement said. “How will the government control and monitor a new company achieving the reality of local content promises?” Committee for Dandenong chairman Gary Castricum said suppliers from the south-east should be a critical partner to achieve the promised 60 per cent local content. “Bombardier - which directly employs 400 plus staff including a vital engineering team - has 629 local Australian suppliers 45 per cent of which are located in Melbourne’s south-east,” he said. “Further new-build rail contracts are desperately needed to sustain the south-east’s diversified train manufacturing supply chain.

“We understand that a decision for supply of upgraded regional trains is imminent early next year.” Mr Castricum said there were many auto component manufacturers in the south-east already hard-hit by the Toyota and Ford factory closures. He urged local MPs to “stand up and fight for business and employment”. “The prospect of train manufacturing also going overseas represents a very real threat to many businesses and jobs in the south-east,” he said. “With the demise of auto manufacture in Australia, it is critical to sustain the heavy rail design and manufacturing capacity that exists in Dandenong and the south-east.”

Gerry Ryan buys in as Gumbuya changes hands Jayco Australia founder Gerry Ryan is among the new owners of well-known attraction Gumbuya Park. A consortium bought the Tynong North amusement and wildlife park for $4.65 million, and has plans for a major revamp and expansion. Standard Roads founder and Greater Dandenong Chamber of Commerce Hall of Fame member Ron Rado established the park in 1978 on a former pheasant farm. The giant pheasant statue visible on the Princes Highway frontage is listed alongside other Australian ‘biggest things’ landmarks alongside the likes of Coffs Harbour’s Big Banana. Car Megamart’s Ray Weinzierl, Adam Campbell, Brett Murray, Jamie Johnson and Wal Pisciotta are the other new owners. They’ll add accommodation to the 430-acre site to build on its appeal as a tourist attraction and conference and wedding venue, plus new features and rides. Mr Weinzierl said he took his children Max and Ruby to the park and bought it the following day. “There hasn’t been a lot of work done to the place for a while,” he said. “It’s just tired and needs a bit of work.” The function centre and grounds are in the process of being renovated. A train is on the way and new merry-gorounds for the younger children will soon arrive, too. The toboggan, paddle boats, mini cars and more will then be improved one by one. Looking over the amphitheatre area, Mr Weinzierl said it could host a more boutique version of the Day on the Green concerts.

Greater Dandenong Council’s business group manager Paul Kearsley said the council was calling on the business community to lobby local MPs “to ensure the importance of this region is recognised and rewarded”. “The news that the contract was awarded to someone outside of Greater Dandenong was extremely disappointing,” he said. “More work and investment now needs to be done in promoting the industry and the performance of this region. “We must ensure the supply chain companies receive access to the HCMT contract and Bombardier receives additional contracts for V/Locity trains and the new trams from the State Government. “This region has the largest number of supply chain companies and we must maintain that status, not only for the benefit of the region but for Victoria as a whole. “The promotion of this region as a key manufacturing centre for the state is vital at this time.” Australian Workers’ Union Victorian secretary Ben Davis said that if Bombardier had won the contract “there would have been something like 400 more jobs created than 1000 estimated under the deal with Evolution Rail”. Australian Manufacturing Workers’ Union (AMWU) state secretary Steve Dargavel said the decision provided “security and certainty to hundreds of workers and their industry, it also commits to long-term jobs and training opportunities for a new generation of highly-skilled workers”. The Journal contacted Bombardier but the manufacturer declined to comment.

Signal for new line contract Bombardier Transportation has been shortlisted for a $1 billion signalling and communication systems contract as part of a consortium with CPB Contractors. The other shortlisted bidder for the Metro Tunnel Rail Systems Alliance (RSA) is the MetroConnect consortium of John Holland, Siemens and UGL. They’ll be asked to submit a formal proposal by early next year, with a contract expected to be awarded later in the year. The successful bidder will install highcapacity signalling (HCS) on the new Sunbury to Pakenham line that will run through the Metro Tunnel. It will be the first roll-out of HCS on an existing network anywhere in Australia as part of the largest public transport project in Victoria’s history. “The world’s best have been shortlisted to deliver the biggest and most advanced signalling package in Victoria’s history,” Public Transport Minister Jacinta Allan said. “The successful bidder will install next generation signalling, which will allow safer, more frequent and reliable services in and out of the city in peak hour.” Ms Allan said the advanced technology would allow up to 30 services an hour to run, with the potential to create the twominute services experienced in some of the biggest cities in the world. A Centre of Excellence will be established in Victoria as part of the project to support skills, jobs and opportunities in the rail signalling and communications industry. “The Centre for Excellence will provide skills, jobs and opportunities to local workers in the growing rail signalling industry,” Ms Allan said.

Sea’s just swell Dive into a sea of underwater adventures in Greater Dandenong these school holidays. Under the Sea is the theme for the fifth annual Greater Dandenong Children’s Festival, which will run from Saturday 17 September to Sunday 2 October. Seven-metre high inflatable tentacles will adorn the Dandenong Civic Centre at 225 Lonsdale Street, Dandenong, throughout the event. The artwork Leviathan first featured at Hamer Hall on St Kilda Road during the Summer Salt and White Night festivals last year and was installed in Dandenong on Thursday 15 September. The Children’s Festival is the only one of its kind in Victoria and will this year include live performances, sea-themed workshops, shows at the Drum Theatre and more. Black now devotes his time to his prestigious Simon Black Football Academy after resigning as Assistant Coach for the Brisbane Lions at the end of 2016 to focus on the expansion of his academy product. On Monday 12 September, Black was on hand at the Beletti Restaurant Cafe Bar in Dandenong to launch his new academy in the Dandenong region with the academies in Victoria, Tasmania and Queensland already a raging success among young people. Speaking at the official launch, Black said he was thrilled with the progress of his academies and bringing one into a football heartland of Dandenong. “It’s obviously really exciting to be able to bring an academy into Dandenong. “We know the importance of education and knowing that footy doesn’t last forever, unless you’re Boomer Harvey and get to play to 39. “We know that the game is extremely loved out in Dandenong and I know a lot of players from the Lions have come through this area,” Black said. By Nick Creely The Casey Scorpions had a very successful night at the Peter Jackson VFL and Swisse VFL Women’s awards at Crown Palladium on the night of Monday 12 September. The Scorpions, who are facing a massive preliminary finals showdown with Williamstown on Sunday, were in good spirits as they enjoyed the festivities on the night. Ruckman Oscar McInerney, who is a big chance to be drafted by an AFL club, was rewarded for a standout season for the Scorpions, taking out the A. Todd Medal as the Development League’s best and fairest. The 203-centimetre ruckman played 12 games in the Development League and four times at VFL senior level this season, including a near best-onground display against Essendon in just his second VFL appearance. The VFL Team of the Year was also announced with Scorpions trio Jack Hutchins, Tim Smith and Declan Keilty all featuring in the team. Hutchins, 24, has been the cornerstone of the Scorpions’ defensive unit all season and his remarkable consistency saw him play 19 games, averaging 13.9 disposals and 4.7 marks per game. Forward Tim Smith enjoyed a consistent season, averaging 13.7 disposals, 3.9 tackles, 4.4 tackles and 1.5 goals per game, while utility Dylan Keilty had a strong year in what was due recognition of the trio’s hard work and consistency at VFL level. Other winners at the awards night were Michael Gibbons of Williamstown, who took out the coveted J.J. Ben McGee of the Simon Black Academy said that the program could be a massive opportunity for the Dandenong youth and lauded its professionalism and possibility for engagement in sport and education. “The benefits for our Dandenong youth is that it’s an opportunity for them to be engaged in a sport, and using the vehicle of Australian Rules Football to offer further engagement in their community. “Whether it’s playing at a local football club, coaching at a junior football club, we want to see our product, our boys and girls, be able to use the experience of being in the Simon Black Academy to go out and obviously engage them further as young people,” McGee said. The Simon Black Academy is open to students who are 16 years and older who have left high school and are interested in completing further study while pursuing their passion for football. Dandenong Cricket Club has announced Nick Speak as the new Head Coach for the 2016/17 season. Speak, 49, has an impressive cricket resume, enjoying a decorated and successful career spanning 15 years in the first class arena. Representing both Durham and Lancashire in County Cricket in the UK, Speak amassed 15 centuries across a 177 game career, before retiring at the end of 2001 season. He brings wisdom and knowledge to a club that struggled on-field last season, finishing 10th in the Premier Firsts competition. Speak briefly spent time as a player at Dandenong before returning for the English season. On a coaching sense, Speak has endured a successful stint as Assistant Coach/Batting Coach of Melbourne Cricket Club. The new coach recently spoke to the Dandenong website and said he was excited about the challenge of guiding the strong club, leaving the ceiling high for what they can achieve this season. “Top six, but top four would be nice”, Speak said in regards to the club championship. Speak has already set challenges for his club, and in particular the batting group that struggled at times last season. “Fifteen hundreds to 20 hundreds, but there is no ceiling on that figure”, Speak said. Dandenong is currently in the midst of a series of pre-season practice matches before starting its season on 30 September against Footscray Edgewater at Shepley Oval.

Merger decision is historic new round for golf clubs Members of Churchill Park Golf Club and Waverley Golf Club have voted to merge their two clubs into one entity, to be known as Churchill - Waverley Golf and Bowls Club Limited, with the intention to consolidate onto the current Churchill Park land in Churchill Park Drive, Endeavour Hills. The clubs held separate special general meetings where both groups of members voted overwhelmingly in favour of the merger, marking an historic moment and milestone in the history of both clubs. “This merger is the culmination of extensive work by our clubs exploring options to secure our long-term future,” said Geoff Ellis, President of Churchill Park Golf Club. “Both of our clubs have suffered for some time from the oversupply of golf courses in Melbourne, however, we both have committed and passionate member groups and we are confident the merger will allow existing and new members to be part of a competitive and exciting club for many years to come.”

This sentiment was supported by the President of Waverley Golf Club Roland Nicholson who highlighted some of the future plans for the new club and talked of the thorough process of analysis and planning both clubs completed prior to the decision. “The merger provides the foundation for a long-term sustainable vibrant club,” said Mr Nicholson. “We can now look forward to quality golf, bowls and leisure facilities underpinned by a diverse community business model.” The new board will set upon delivering the vision for a premium, family friendly sporting club and community precinct in Melbourne’s south east, which will set new standards in leisure activities and affordability. When the merger is fully implemented the existing Waverley Golf Club in Bergins Road, Rowville, will close and be sold for redevelopment. The club will then consolidate onto the existing Churchill Park site approximately 2.5kilometres away.

The first step to achieving the final vision will include continuing the current operation of both club facilities during a transition period. During this period extensive works to upgrade golf courses, bowls greens and clubhouse facilities will be completed at the Churchill Park site. It is anticipated that the transition period will be in the order of three to five years. A limited number of memberships in the new club are currently available in addition to the opportunity for the public and the community to enjoy the club and its facilities. Both presidents expressed great appreciation to the members, club general managers, staff and boards from both clubs for the significant amount of work and positive energy that has contributed to this milestone. They thanked Parks Victoria, City of Casey, City of Knox, Golf Victoria and Bowls Victoria for their encouragement, support and assistance.

Dandenong Thunder striker Brandon Barnes is edging closer to an A League contract, taking out the Playstation 4 NPL 2 Victoria Best and Fairest on Friday 9 September. The Gold Medal Night, held at the Melbourne Convention and Exhibition Centre, saw Barnes take out the award with an impressive 40 votes, well ahead of the next best. The star striker has been a stunning revelation for the Thunder, having also won the Golden Boot as the competition’s leading scorer and the Player’s Player award, which is recognition from his opponents and team-mates that he was the competition’s best player. The Englishman scored 41 goals in 25 matches this season, including an extraordinary eight goal effort against Nunawading City FC in May this year. This haul was the most goals scored by an individual in the top two tiers of Victorian football since the inception of the NPL. “Every game, every time I get one, I’d like to think the next chance I’m going to score,” Barnes said after his eagle-eyed eight. “I’m going stay as positive as I can and today clearly, one went in and they kept coming so it was good.” In a six game stretch mid-season, Barnes scored 18 goals, an astonishing average of three per game. Barnes’ magnificent season led the Thunder to second on the table behind Kingston City. When he was younger Barnes spent time in various academies in the UK, including Bristol City, Swindon Town and Southampton but was unable to break into the tough professional circuit and decided to pursue his dreams overseas. The closest he came to earning a professional contract was back in 2014 when a Spanish club was interested in his services. However this fell through and led to the journey across the world including a stint with
