As safe as houses By MONIQUE KUZEFF THE dream of a house, a car and white picket fence is looking rosy for Border residents, according to some local real estate, banking and finance experts. But others sound a cautionary note. With real estate prices in Melbourne and Sydney slowing recently, some have been touting regional areas as attractive places to purchase property with the prospect of long-term growth. An increasing number of young home buyers have been obtaining loans and purchasing property on the Border. People who previously had rented were suddenly able to buy because of the low interest rates on houses, Hutton Real Estate Principal Nigel Horne said. Both Mr Horne and MVS property valuer Peter Mitchell expect local housing prices to remain stable or perhaps have a modest increase throughout the year. “Properties are selling but the difference is we don’t have the heat in our market that exists in the capital cities,” Mr Horne said. “We don’t have 20 people coming along to a viewing with 10 of them making a bid.” Mr Horne, who has over 20 years experience in local real estate, said 2003 was the last time the Border saw a significant boom in real estate prices and that was partly due to external factors. “No-one saw it coming; neither the agents, lenders nor valuers - no-one. “There was a wave of investors from the capital cities and consequently they were paying the price that was being asked, or if the property was going to auction they were driving up the prices. “It was because the prices in capital cities were driving away investors.” After the 2008 global financial crisis, lending criteria for banks tight-

ened. According to WAW Loans Manager Phil Gavin the bank will not lend money to people if it may put them in a position of hardship. “We have to prove people have sufficient incomes to reach their commitments so we don’t put them into financial difficulties.” Mr Gavin urged caution to potential buyers advising them to take all their other debts into consideration before seeking a loan. Further warnings were made by Mr Frank Kelly and Dr Calvan Wang from the Faculty of Business at Charles Sturt University. Risks are related to expectations according to Dr Wang. “The expectations include that interest rates will remain this low, that anything you buy will appreciate and never have a housing crash, and that you will always have a good job,” he said. “The younger generation has never seen a real recession.” Mr Kelly commented that issues include job security and the ability to adapt to a fast changing employment pool, which necessitates ongoing lifelong education. “The average young person will likely need to adapt to several vocations during their lifetimes, to a greater extent than previous generations,” he said. These concerns seem corroborated by forecaster BIS Shrapnel as reported in the Australian Financial Review. Australia’s construction boom is expected to turn into a surplus by 2018 and has ameliorated adverse economic effects caused by downturn in the mining sector. Tighter lending to investors, changes in tax rules and increase in interest rates could further decrease housing activity which could potentially affect the buffering effect of construction on the economy.

A gong for Lou By MONIQUE KUZEFF IT CAME as no surprise that former MP Lou Lieberman was awarded a Medal of the Order of Australia yesterday. As a man with an extensive history of contributing to the parliaments of Australia and Victoria, and the Border communities, Mr Lieberman unquestionably deserved the honour. He has proven to be a large contributor in strategic planning in various ministerial and shadow ministerial roles which shows through a range of portfolio responsibilities. These include sectors such as health, education, planning, resources and defence and trade. Mr Lieberman, who is now the current Chairperson of Albury/ Wodonga Health, was both humbled and thrilled to receive such an award. “I am obviously honoured to have the award and to me it’s been the partnership,” Mr Lieberman said. “Nothing I’ve done has been possible without the great communities that helped me achieve these things, so I’d like to think they are a part of this award too.” Mr Lieberman said his mother and father very much influenced his aspiration and motivation to achieve all that he has already. “They were involved in helping the community particularly after the World War II where they helped exservicepeople get back their health,” he said. “I was always very inspired and interested in their activity and I think they’re an example of something that’s motivated me to remain involved in that kind of thing.” Born on 13 May 1938, Mr Lieberman was educated at Albury High School, where he formed the aspira-

tion to become a lawyer. “I learned the law and qualified as a lawyer by correspondence - it took me five years and I was learning on the job and studied at the same time.” A turning point in his life was getting married to his wife Marjorie, who has shown him continuous support for his efforts and service for Australia and the local community. His good friend, former sitting member for Indi Ewen Cameron, encouraged Mr Lieberman to go for the Liberal Party seat of Indi which saw him become the Federal Member for Indi from 1993 until 2001. “People got behind me even though a lot of them hadn’t ever voted Liberal and that was a thrill for me and a turning point because it gave me the opportunity to serve as a minister and do lots of other things,” Mr Lieberman said. “Since then I’ve been busy helping out in the community and I’ve

enjoyed it tremendously, “I like helping with problem solving as part of a team and developing strategy.” Mr Lieberman said he enjoyed every one of the parliamentary and community positions he has been privileged to hold. “It’s been fantastic and challenging at the same time - I don’t think I’ve enjoyed one more than the other.” Mr Lieberman said the Medal of the Order of Australia was an outcome of the partnership he had formed with his family, community and friends over the years. “Their help along the way to me is recognised in this award,” he said. “It’s also a source of encouragement for many people to have a go and serve the community in whatever way they can. “It’s been an unexpected honour and I’m going to wear it with pride.”

YESTERDAY, Albury welcomed 25 new Australian’s in to the community while Wodonga welcomed 17 new Australian’s who proudly took the pledge to become citizens Down Under. The 17 proud new Australians, who come from diverse cultural backgrounds, stood confidently at the front of the assembly as Wodonga mayor Anna Speedie presented them with their Australian Citizenship certificates. “We hope this ceremony will be very special for you, your family and your friends,” Cr Speedie said. “Whether we are Australians by birth or choose we are a part of our unified and cohesive Australia.” The new Australian from nations including Nigeria, Bhutan, UK and the Philippines had chosen to settle in Australia due to a diverse array of factors. Adewunmi Adenaike was recruited from Nigeria to play with a Brisbane soccer club and played in Shepparton before injuring his knee and moving to Wodonga in 2014. He is currently playing with the Wodonga Diamonds while addressing the ongoing issues with his knee. Heather Fielding, a UK woman, moved to Australia because she had fallen in love on a holiday here. Harvir Grewal moved from India 10 years ago on a regional sponsorship visa and liked the lifestyle and job opportunities in Australia and he now works as a business manager at Big W. Parters Gauri and Naina Subedi moved from Bhutan five years ago as refugees with their son and both are currently undertaken factory work. Having been at a refugee camp for 20 years, the Subedi’s moved here because it was their dream to become Australian citizens.

Mrs Subedi said she was grateful for the people who have been helpful and kind to her and her family and appreciated the equality and liberties of Australia. Across the Murray River, 25 people from countries across the world became recognised as Australian citizens at a ceremony that they will remember for ever. Albury mayor Hank Van de Ven was pleased to welcome so many new citizens to the Albury community. “We are thrilled you have chosen Albury to take your pledge,” Mr Van de Ven said. Albury welcomed in new Australians from countries including India, Zimbabwe, Sri Lanka, South Africa, China, Nepal and the UK.

Humble award winner By MONIQUE KUZEFF “I MUST’VE impressed somebody along the way!” That was Graham Healy's surprised reaction after hearing he would be receiving an Australian Fire Service Medal. The humble Mr Healy has had over 40 years' experience with the Country Fire Authority (CFA) Victoria in both volunteer and career positions. He has served as an Assistant Chief Officer and Acting Deputy Chief Officer and has an accredited level three Incident Controller and helped during several major fires including Ash Wednesday and Black Saturday fires. His passion for fire service was first set alight at age 13 when he was standing on the back of a fire truck in jeans, a shirt and a pair of old boots. “It was like a whole new century, things were different back then,” Mr Healy said. It was in 1956 when he started with the CFA before moving on to Ferntree Gully in 1965 as a volunteer. Mr Healy said there were many facets that he enjoyed about working in the fire service. “It is the community aspects rather than the individual aspects of the job that I enjoy,” Mr Healy said. “It’s also the resilience and support the community show after bushfires and other disasters that is truly magical.” Mr Healy volunteered in the fire service in 1965 and pursued a career in teaching but the fire service overtook his aspiration to be a teacher, he said. “Just like anybody else in a career that they love, they’ll know that it just overtakes you, you don’t want to do anything else,” he said. As a key mentor of emergency management personnel across the state, it is clear that Mr Healy has obtained a lot of knowledge and skills over the years. It was only in recent times that Mr Healy said he experienced the quickest transfer of control he had ever seen. “When the Barnawartha fires in December started I said we’ll be wearing this for the next half an hour and in 20 minutes from when the fire

Graham Healy was gratified to receive an Australian Fire Service Medal. 149335 Picture: MONIQUE KUZEFF started it had gone from the smallest incident to the biggest incident,” he said. “The first hour or so is very important to us, it all has to be done very quickly and hopefully correctly otherwise we can’t achieve the first priority that we set which is preservation of life.” He said he was absolutely amazed at the resilience of communities. “I don’t think I’ve ever seen a community that has been knocked down by fire and stayed down - they don’t necessarily weaken communities, instead they seem to strengthen them. “The way communities work, particularly in country areas, is outstanding.” Mr Healy was very surprised to be selected as one of the few people to be awarded the Fire Service Medal. “It came as a complete surprise to me and I’m gratified,” Mr Healy said. “I don’t think anyone goes chasing medals you just get one.”

ALBURY and Wodonga have been witnesses to the kind efforts of selfless citizens in the last year, and these valued individuals have been recognised for their contributions towards making the Border an even more liveable and likeable place. The Australia Day citizenship ceremony kicked off at 8.30am at Les Stone Park in Wodonga. The Wodonga community attendance was high and their attitudes were cheerful as they gathered to congratulate the city’s Citizen of the Year Marie Elliot, while Albury residents gathered at the popular iconic venue Noreuil Park to praise their Citizen of the Year David Milne. Both locals were recognised for their contributions and commitment to building stronger foundations for the community through dedicated years of selfless work and dedication. Mrs Elliot has provided support and comfort for people over 21 years and was diagnosed with breast cancer in 1991. After resigning from the Border Cancer Support Group in 20013, Marie became a volunteer palliative career in homes, hospitals and institutions on both sides of the Border.

Albury Young Citizen of the Year Ram Chandra Khanal with Member for Farrer Sussan Ley. 149371 Over the course of 2003 to 2012, she was involved in helping to raise funds for motor neurone disease by collecting used corks, which she then sent to Motor Neurone Disease Victoria. “Thankyou to my wonderful friends and those who voted for me,” Ms Elliot said. “It was an absolute blow-out surprise.” Ms Elliot said the secret of happiness was making someone else happy, or at least making their journey a little bit easier. “If you see something that needs to be done, stand up, speak up and do it,” she said. Across the river at Albury’s Noreuil Park, David Milne was

humbled to receive such a high honour and be recognised as Albury’s Citizen of the Year. Mr has held many roles on the side of full-time employment including vice chair, athletics coach, basketball coach and netball assistant coach. He has been involved with Special Olympics Ovens and Murray for over 24 years since his passion began as a quest to find a sport suitable for his own children who are intellectually disabled. “Just the way they get a thrill when they get a medal and the smiles on their faces even if they don’t win and their satisfaction with themselves is all you can ask for,” Mr Milne said.

By MONIQUE KUZEFF THE Australian Deaf Games, a major social and cultural festival, has named Albury as the host alongside Wodonga as co-host for the event that will be held from 20 to 27 January, 2018. The festival is expected to attract thousands of visitors and a large number of competitors from around Australia and the Asia-Pacific to regional NSW. Albury MP Greg Aplin said the national event would provide a unique opportunity to showcase the Albury region and encourage local participants. “Albury is home to a great range of sporting facilities and is rich in natural beauty and outdoor activities,” Mr Aplin said. “There will be a enormous influx of participants and visitors to the area and the opportunity for the local community to become involved as well.” Mr Aplin said the event would produce a major economic and tourism boost for Albury. “At a time of the year when the main tourist season of Christmas and News Years is over, it’ll bring more people in to the community and that’s fantastic for local businesses including accommodation, shops and cafes.” The Australian Deaf Games is a unique multi-sport event that offers a involves

a large selection of sport for deaf Australians. The Albury and Wodonga deaf community and those hard of hearing, hearing impaired and cochlear implantees will have the opportunity to be exposed to a national competition format and the event will promote the development of deaf sport on the Border and in the surrounding district. “Given the high profile of the event there is a chance offered to participate at a level of endeavour and encourages greater participants to support those games and activities,” he said. The 2018 Australian Deaf Games will be hosted through a partnership with the AlburyCity Council, City of Wodonga, Destination NSW, and the Victorian Government. “We look forward to working with Deaf Sport Australia on delivering a terrific event and showcasing all that our region has to offer to competitors and spectators,” Mr Aplin said. “I think the organisers were very impressed of the enthusiasm received here and they believe the games are extremely beneficial to regional areas.”

By MONIQUE KUZEFF BARNAWARTHA will receive a portion of $340,000 additional assistance from the Andrews Labor Government to assist with local recovery initiatives in the wake of the December bushfire that destroyed homes, livestock, farming infrastructure, and equipment. Property recovery including demolition assistance and cleanups will be appointed to fire affected areas in Barnawartha and Indigo Valley.

The Indigo Shire will receive a $60,000 portion of the funding for a community recovery coordinator to help assist with the recovery. Indigo Shire Mayor James Trenery said the officer would be of great benefit to the community for various reasons. “Recovery can take sometime and a co-ordinated approach through a single officer will make recovery efforts a bit easier for residents,” Cr Trenery said. “They will direct staff to do

other things around their normal work for council. “The officer will identify community needs and resource requirements, work collaboratively with the community in their recovery activities and act on recommendations from the Community Recovery Comittee, recovery agencies and council.” Cr Trenery said the officer would be in position for six months and would develop short, medium and long-term recovery plans and ensure that the community was well-informed.

“Six months is a reasonable time to help out with the major recovery, however full recovery will depend on the community. The December bushfire has drawn the community closer together, according to Cr Trenery. “They have been fantastic and they’ve worked very closely with the council. “The things the community is doing now through communicating with one another has been extremely positive,” Mr Trenery said.

Proven right A FEW weeks ago I declared in your paper that Europe would be in big trouble with letting all of those supposed asylum seekers into their country - we have seen how Chancellor Angela Merkel opened her mouth and said all come in! Just because she wanted to feel warm and fuzzy about it all, with a great deal of ‘look at me’ and ‘how kind am I’! Real bleeding heart and do-gooder stuff. Our Western World is suffocating in it all, and the tradition keeps going on. Now Germany wishes it had never ever seen or heard about the asylum seekers, as well as their Chancellor Angela Merkel, who can blame them?

The same thing always rears its head. Nobody else was even asked their opinion at the time. “As ye sow, so must ye reap.� These sort of people like Angela Merkel are everywhere, they think they are God’s chosen people for their country, but bring the devil down on others. Now Europe can repent at leisure. We are supposed to be a democratic country, let’s live like it! WALWA Vet Practice recently welcomed a new graduate veterinarian Dr Rory Burton to the practice. Dr Burton, who is originally from Orange, NSW, graduated as a Doctor of Veterinary Medicine at Melbourne University in December. Dr Burton said he had always planned to get in to rural practice so he could work closely with cattle which is his major interest. “I have always been interested in cattle and my lecturers and mentors told me I should go in to a dairy practice to progress my skills with individual cows. “I wanted to be able to compare the differences between that and cattle work and that’s why I spent some weeks working with dairy cows down south before coming here.” Dr Burton did 20 weeks of placement in his final year at university and part of that was rural placement. He said he enjoyed being able to work outside and travel to various jobs to look at different animals. “At Walwa Veterinary Practice, you get to do different jobs with cattle but also there is a fair bit of horse work we do here as well. Dr Burton has been at the practice for six weeks and plans on staying for quite a while. As a graduate he said he had been led in gently and another vet was teaching him new

HAPPY New Year everyone – 2016 is certainly shaping up to be a very exciting year in the motorcycle world and what a terrific way for it to start with Toby Price winning the Dakar rally in only his second attempt. This is a truly outstanding effort as there is no more difficult event in the motorcycle world. It's a shame that he didn’t receive the coverage he deserved in the mainstream media, but he has certainly been applauded by all in the motorcycle world. The Albury Wodonga Motorcycle Club has also hit the New Year running after an outstanding 2015 packed full of events January 9 saw the running of the first round of the Sky lift summer series, a three-round series on the oval track under lights. There was some terrific racing to be seen and with the next round to be held on Saturday 30 January, if you want to see some very talented riders go hard at it with some very close and intense racing and a great family night, get on down to the Lincoln Causeway complex. Racing kicks off about 6.30pm. January has also seen the running of the Troy Bayliss Classic at Taree that saw some terrific racing in front of a bumper crowd in excess of 5000 before the weather threw a spanner in the works with rain forcing the meeting to be abandoned before the finals could be run. The weekend just gone has also seen the running of the Australian Motorcycling News International

The offer for a private sale ONE of the most frequent questions REIV members are asked is how to make an offer to buy a property privately. While high auction numbers were recorded throughout 2015, more than 70 per cent of homes change hands through a private sale process. If you are intending to make an offer there are a few things to keep in mind. For example, the seller does not have to accept your offer. He or she may want to wait to see what other offers are made, or may want different settlement terms. This may result in a negotiation between you and the seller. The agent will act as a gobetween. When negotiating, keep in mind the agent acts for the seller, not the buyer. Many buyers use a buyer’s agent to assist with the negotiation process. As the negotiations continue, ensure your offer is in writing and must be accepted by a fixed date and time. You can also make it sub-

ject to obtaining finance, or the sale of an existing property. Offers must be in writing and in the form of a contract signed by you. If the seller accepts your offer and countersigns the contract before your offer expires, this becomes a binding contract. The contract sets out the terms of the sale, including the names of the buyer, seller and the estate agent, the title details, price, deposit, the balance owing and the date on which settlement will occur, at which time you can move into the property. With residential property, cooling-off rights apply for a period of three clear business days from the time you sign it, unless the property is being auctioned. If you are unsure about the contents of anything you are asked to sign, obtain legal advice before signing any documents. It is important to undertake appropriate research before making an offer on a property, so you can move into your new home confident you made the right decision.

Tri turns on top turnout By MONIQUE KUZEFF IT WAS a terrific turnout at the triathlon on Sunday with 70 individual competitors and five teams participating in the sprint event. This time the triathlon course consisted of a 500-metre swim, 20-kilometre ride, and a five-kilometre run. The event was won by Luke Baker in the time of 53 minutes and 37 seconds, followed by Caleb Noble and in third place was Brendan Murray. First female across the line was Taryn Heather with a time of 63 minutes and 58 seconds. She was followed by Heidi Poole, and in third place was Gabrielle Wilson. The triathlon was a further success as Luke Baker set a new age category record for 17 to 19-year-old males. The competitors enjoyed the great weather the Border produced as well as the course, which was by no means an easy one.

Local Sport Keeping selfies sober COMMUNITY sporting clubs continue to risky drink - but some club members are bucking the trend by taking the #SoberSelfie Challenge and proving sport and alcohol don’t have to go hand-in-hand. It’s not easy telling your team-mates you’re taking the night off the booze it’s generally followed by a barrage of questions, starting with ‘Why?’ With peer pressure comes thinking it’s just too hard. Until now. The #SoberSelfie Challenge is a way to say no to a drink for a weekend or a fortnight. Be your best selfie this summer and take the Challenge, which is proudly run by the Australian Drug Foundation (ADF). While you’re enjoying all the ben-

efits of being hangover-free, take a photo and post it on Facebook or Instagram using the hashtag #SoberSelfie. Community sporting clubs are being offered a $3000 prize if they get over 20 members signed up for the Challenge. Every club that gets over 20 people registered goes in the running to win big. Richmond Football Club Captain Trent Cotchin is right behind the campaign and said there were so many things you could do instead of drinking or nursing a hangover. “Like most young people in Australia, I’m not immune to peer group pressure but I’ll be taking the Challenge to prove to my mates it’s totally fine not

to drink and take some time off the booze,” said Trent. “I know when I have a weekend on the softies or water, I get so much done and I train better. It’s a no-brainer for me.” Campaign manager Petra Keckeisen said breaking the historical link between alcohol and sport wasn’t an easy task- but it could be done. “It’s weird because sport and being boozed don’t go together very well at all. Even just training after a night out can be a mission, and most people know a slab of tinnies on a Friday night isn’t the best way to stay match-fit,” Ms Keckeisen said. Sports players and spectators are up to nine times more likely to risky drink

Some 5500 people die a year from alcohol-related injuries, illnesses and accidents, and 157,000 people are hospitalised each year due to alcohol. Nearly two in five Australians want to cut down on their drinking. “Taking the challenge is a pretty great incentive to keep fit, train hard, and get in a little off-field competition against other clubs. “The ADF’s Good Sports program (www.goodsports.com.au) works with more than 7000 clubs nationwide to help them create a better future for our younger generations.

Research shows that there is no negative impact on club finances by taking the emphasis off alcohol and placing it on creating that family-friendly environment. “So sign up and get your teammates cracking, and hopefully if someone asks if you’re thirsty over the next couple of months, you can be like nah, I’m taking the #SoberSelfie Challenge.” The campaign will run until midFebruary 2016.
