Wyndham’s 150th anniversary was celebrated in glamorous style at Werribee Mansion last Friday. About 200 guests enjoyed a grand ball and an opportunity to relive past glories at the city’s most historic venue, which was built by brothers Thomas and Andrew Chirnside in the 1870s.
On March 11, 1864, the Governor of Victoria, Sir Charles Henry Darling, proclaimed the Wyndham Road District – an area of 100 square miles with an annual rates collection of £1000 – as the Shire of Wyndham.

Increasing demand is stretching Werribee Mercy’s emergency department to breaking point, with the hospital failing to meet state benchmarks for the treatment of all but its most critical patients.
According to the Victorian Health Services Performance Report, released last week, just 66 per cent of the hospital’s emergency patients were treated on time between April and July this year.
During the three-month period, the hospital treated 78 per cent of its emergency category 2
patients within 10 minutes and 70 per cent of urgent category 3 patients within 30 minutes – below the state benchmarks of 80 and 75 per cent respectively.
Only 60 per cent of semi-urgent category 4 patients were treated within the one-hour benchmark.
All category 1 patients, considered to be the most critical, were treated immediately. Overall, the average waiting time for emergency department patients was 26 minutes.
Mercy Health executive director of health services Linda Mellors said that between
January and June this year, the number of patients presenting to the emergency department rose by 13 per cent, while overall hospital patient admissions jumped by 7 per cent – to just over 7000.
Between April, 2013 and June this year, there was a 27 per cent rise in category 2 patients treated at the hospital and a 19 per cent rise for lower-urgency category 3 patients.
Only 84 per cent of the hospital’s ambulance patient transfers were completed within 40 minutes – well under the state target of 90 per cent.
Aspreviouslyreportedby StarWeekly,Mercy is seeking $85 million funding for the next stage of its masterplan, including expansion of existing theatres and wards and the addition of acute inpatient services, including a critical care unit.
Dr Mellors said that without this unit the hospital would continue to be restricted in its ability to respond to the needs of the most urgentpatients. “Developmentofacritical-care unit at Werribee Mercy Hospital will address many of these identi ed gaps, ensuring the hospitalisabletoappropriatelycareforacutely unwell and deteriorating patients,” she said.

A new water play park in Werribee has been temporarily closed, just 17 days a er opening, a er complaints that children and adults had slipped and injured themselves.
Village Park, at Riverwalk Estate on the former site of the Werribee Treatment Plant, opened on October 7.

Wyndham commuters were caught out on Monday morning after an electrical storm lashed Melbourne, leaving them stranded at Werribee and Hoppers Crossing stations. The storm rolled through from about 2am and continued throughout the morning.

He described it as one of the best lightning shows he’d seen. “I wasn’t scared while taking the shots,” he said, “but as I realised the storm was getting closer I packed up my camera and watched the rest of the show from the relative safety of my garage.”

Wyndham mum Rebecca Townsend, whose sonwasinjuredattheplayparklastWednesday, said she was disappointed an anti-slip surface hadn’t been used.

e future of the B-24 Liberator Memorial has been secured, with the restoration group given a permanent home in Werribee.
Last week, the state government guaranteed the B-24 Memorial Restoration Fund a permanent home at its hangar on the corner of Princes Highway and Farm Road at Werribee. is followed years of uncertainty for the Fund group, who in 2012 feared it would be forced out of the hangar by site owner Melbourne Water to make way for the Places Victoria Riverwalk development.
Assistant Treasurer Gordon Rich-Phillips said the government had signed a land transfer agreement with Melbourne Water
and the group, securing the transfer of about 1.4 hectares of land to the restoration fund.
Mr Rich-Phillips said the agreement paved the way for the preservation and enhancement of the site’s aviation heritage.
e B-24 group has called the hangar home since 1993, restoring the southern hemisphere’s only remaining WWII B-24 Liberator bomber.
“I welcome the continued restoration of the B-24 Liberator as an important and proud piece of Victoria’s aviation heritage,” Mr Rich-Phillips said,
“ e hangar has a timber roof truss constructed with short, unseasoned timbers, which was developed at the time due to the
shortage of building material during World War II.”
e B-24 Liberator aircra and its hangar received Engineers Australia heritage markers in July.
B-24 fund secretary Judith Gilbert said the group was planning to build a museum complex on the site. “We have a blueprint for the complex,” she said. “ e rst stage will be to build a memorial wall. e second stage is hopefully a new building to put the Liberator in and refurbish the existing hangar where we will build smaller planes that were used before the Liberator.”

Ms Townsend’s two-year-old son, Isaac, slipped and bumped his head on the ground, splitting his lip.
“It was frightening,” she said. “It was extremely slippery. Myself and my husband almost slipped ourselves. We had just arrived and my son was so excited to see the water. It was disappointing.”
Ms Townsend said that while the park was a great attraction for Wyndham, she would not return unless rubber ooring was installed in the wet area.
Council urges vote for ‘us’
Wyndham council is urging residents to vote for the political party that best serves local interests when they head to the polls on November 29.
Releasing its election wishlist on Monday, the council said political parties had been ignoring the city’s infrastructure needs for too long.
Cr Gautam Gupta said the council was fed up with the steady stream of election pledges being made by both Labor and Liberal parties while the needs of the fastest-growing community in the state were overlooked.
“We may not be a marginal seat but why should our needs be largely ignored? Governments needs to govern for the whole of state, not just marginal seats ” Cr Gupta said.
e council wants funding commitments for the city’s transport and infrastructure needs, including arterial road duplications and the removal of level crossings, as well as a commitment to boosting employment opportunities in the municipality, improving existing schools and building new ones, and funding for health and welfare services.
Cr Adele Hegedich said Wyndham was “crying out” for funding for essential projects, not “luxuries”.
She said residents felt their votes did notmeanasmuchasthoseinotherareas.
Cr Glenn Goodfellow said the state government’s commitment of $120 million for basic infrastructure in growth areas was not enough. e funding will be shared between seven growth councils.

A Wyndham GP fears the federal government’s new north-western Melbourne Primary Health Network (PHN) will be unable to address the community’s speci c needs because it covers too many municipalities.
In July next year, the PHN will replace South Western Melbourne Medicare Local (SWMML) as the organisation responsible for preventive health and planning in Wyndham.
While SWMML covered just Wyndham and Hobsons Bay, the new north-western Melbourne PHN will stretch from Wyndham to Melbourne, Sunbury to Bacchus Marsh, and Craigieburn to Preston.
Dr Joe Garra said he was surprised by the extent of the network’s boundary, and he had called on the government to ensure the health body has local branches.
“To me, the boundaries don’t make sense. Health needs are speci c to one or two suburbs or an area – not an entire region,” he said.
“ ere needs to be local branches to look a er the health needs of areas like Wyndham, otherwise what is the point?
“Withoutlocalbranchesitwillbedi cultfor the network to provide targeted services.”
e government says its new networks will improve the e ciency and e ectiveness of health services by working directly with GPs and primary care providers.
But Lalor’s Labor MP, Joanne Ryan, said she didn’t believe the network could e ectively serve a vast area.
She fears expertise will end up centralised in Melbourne’s CBD.
“ e South Western Melbourne Medicare Local has been doing important work on preventive and mental health services, GP practice support and, most importantly, population needs analysis,” Ms Ryan said.

“We need to ensure primary health care networks will understand the needs of our high-growth community so that things like maternity, cardiac and children’s services are located where they’re needed. I’m not sure bureaucrats in CBD Melbourne will be able to balance the inner city with the high-growth and regional areas.”
Federal Health Minister Peter Dutton said the government had reviewed the performance ofMedicareLocalsandfoundthatanewsystem would deliver better frontline health-care services.
“Primary Health Networks will deliver better health outcomes for Australians over time by improving the links between local health services and hospital care, and through the better targeting of available funding on e ective health programs,” he said. “Primary HealthNetworkswillbeclinicallyfocusedwith general practice at the heart of improving the delivery of primary health care in Australia.”

e 49-year-old sustained stomach and leg injuries in the incident and had emergency surgery in Phuket last week.
Mr Goudie is believed to have stepped inside a cage at the Tiger Kingdom theme park in Phuket to pat one of the larger tigers.
He was dragged to safety by park attendants a er the unexpected attack.
At Tiger Kingdom, visitors are able to visit tiger enclosures and pose for photos with animals, which are on chains.
“We did everything as the park people advised,” Mr Goudie told Phuketwan.com.
“I’m not sure why it bit me, but I had no choice except to whack it in the face a couple
of times. e tiger was 15 months old. I was pattinghimandeverythingwas ne.Istoodup to leave and he just lunged – that was it.”
HissonJakesaidtheattackhappenedquickly and sta used a taser to subdue the tiger. But the family defended the tiger park. “ ere can be no blame attached to anyone,” Jake said. “People claimed my father must have run to trigger the tiger’s response. But my dad has two steel pins in an ankle and he never moves very fast. We all heard the taser go o . I heard him scream. ‘Get it o me’.’’
Mr Goudie said sta were “absolutely fantastic”. “I don’t want anything to happen to the tiger,” he said. “I don’t want it killed.”

An ice addict who shot and killed a burglar outside a house in Hoppers Crossing last year has been jailed for 11 years.
Werribee man Harley Munt, 23, earlier pleaded guilty to manslaughter a er ring a sawn-o shotgun in the direction of 29 year-old Zebulon Harris outside a house in Branton Road during the early hours of August19 last year.
Supreme Court Justice Paul Coghlan said Munt had been using methamphetamine when
he was asked to go to the Branton Road house in Hoppers Crossing to try to retrieve a car, which he had been told had been stolen by Mr Harris and his friends.
Mr Harris, a father of two, was found robbingthehouseandwasconfrontedbyMunt and two other men, who ordered him to drop a stolen television.
Although Harris dropped the television, Munt red a shot which hit Harris in the shoulder.Harrislaterdiedinanearbydriveway.
Justice Paul Coghlan said the shooting was “pointless and unnecessary” and it was

e slide includes a four-person ra ride that starts 12 metres o the ground and swirls thrill-seekers around a giant bowl before funnelling them down the “bowling alley”.
Its two main components – the “bowling alley” and the “topsy turvy” – were installed earlier this month.
e aquatic ride is part of a $45 million redevelopment of the centre that is expected to be completed early next year.
e revamped centre will include a 1000-square-metre health club and a new aquatics precinct featuring a 50-metre concrete pool with moveable boom, a warmwater hydrotherapy pool with built-in spa, and a four-lane learn-to-swim pool.
Other features will include a landscaped public piazza, multi-purpose community
rooms, a cafe and expanded carpark. e centre will have a solar-powered hot water system, rainwater tanks, LED lighting and external double glazing.
Mayor Bob Fairclough said the centre would be the only one of its size in the western suburbs.
“ e redeveloped facility will … [provide] a great asset to the community and a source of pride for Wyndham,” he said.
Sport and leisure portfolio holder Peter Maynard said the new centre would o er something for all ages.

“ is case demonstrates the danger of drugs, methamphetamine in particular, and the danger of rearms,” he said. “ e combination ofthembothisnowo enseentobefatalandin the most inexplicable circumstances.”
Justice Coghlan sentenced Munt to 11 years prison with a non-parole period of eight years.

Coastguard robbed Werribee Coastguard volunteers are pleading for a serial thief to stop stealing equipment and plugs from the rescue group’s trailer. The trailer has been targeted three times in the past six months, and volunteer Gary Drummond said they had to pay to replace the missing equipment and plugs. “It’s a pretty low act,” he said. Anyone with information about the thefts should phone Werribee police on 9742 9444.
Labor wants tech schools back Labor has promised to build a new tech school in Wyndham if it wins government at the state election on November 29. Opposition Leader Daniel Andrews committed to building 10 tech schools across Victoria, which will be open to secondary college students. Mr Andrews said local industries would work with TAFEs and universities to design courses so students could split their time between the new schools and their regular secondary education.

Sanctuary Lakes residents have lost their bid to have their estate recognised as a suburb.
In June, Sanctuary Lakes Resort Services wrote to Wyndham council asking it to write to the O ce of Geographic Names (OGN) to recommend Sanctuary Lakes be granted suburban status.
e letter, from resort chairman Ian Brown, followed a council decision on June 23 to write to the OGN on behalf of the Manor Lakes
Residents Association, asking that the Manor Lakes estate become a suburb.
Mr Brown said Sanctuary Lakes, which commenced development in 1996, had reached a state of “maturity” and, as such, should be recognised as a suburb in its own right rather than being a part of Point Cook.
He proposed that the new suburb include the estate, Sanctuary Lakes shopping centre and Sanctuary Lakes hotel, representing a community of about 9000.
But on Monday night, the council voted
e safety of drivers travelling between Wyndham and Melton has been improved by the completion of roadworks on DerrimutHopkins Road, the state government says.
e government spent $5.8 million on safety improvements along Derrimut Road between Leakes Road and the Western Freeway as part of the Safer Road Infrastructure Program.
e works included a new roundabout at the intersection of Derrimut and Dohertys roads, which Western Metropolitan Liberal MP Andrew Elsbury said would make the intersection safer.
e speed limit has been lowered from 100km/h to 80km/h on the road, which carries about 20,000 vehicles a day.
e intersection has a history of nearmisses and collisions, with 11 crashes resulting in four serious injuries in ve years to last December. e most recent crash was on October 9 when a car and a truck collided.
Other safety improvements along the 9.8-kilometre stretch include wire-rope barriers and guard rails, upgraded signs and the removal of roadside hazards such as tree stumps.
“ ese works have been speci cally designed to reduce the risk of further serious crashes and provide immediate safety bene ts for motorists,” Mr Elsbury said.
“Residential and business development in Melton and Wyndham is rapidly increasing so it’s essential that we implement a safe road network that will support growth in these regions.”

to reject the request because the name did not comply with state government naming guidelines, which stipulate suburbs cannot be named a er an estate, business or trading name. e council said while it had supported Manor Lakes’ bid to be recognised as a suburb in June, the OGN had since made it clear it would not grant estates an exemption to the guidelines.
A report to council raised concerns that recognising Sanctuary Lakes as a suburb would impact on the Point Cook community.
“ e request may lead to segregation within the Point Cook community and set a precedent for other estates and subdivisions within the municipality,” the report said.
Cr Glenn Goodfellow said while the council had knocked back Sanctuary Lakes’ request, the estate may one day become a suburb. He asked the council to consider compiling a list of possible future suburb names to send to the OGN, as well as setting up a community advisory group to help guide council in its suburb name decisions.

[Re: ‘Wyndham’s race for the robes’, Star Weekly, October 22] The mayor must be more than a gurehead. We need someone who is not afraid to ght for the Wyndham community loudly and passionately, to bang on doors, put our issues to politicians so they understand how serious we are.
Importantly, we need a mayor with no hidden personal agenda. Is that person among our councillors?
We need someone to not just “give it a go” but to dedicate themselves to ensuring Wyndham is heard – not neglected and continually overlooked.

Crossing delays – but no trains
The proposed closure of the Aviation Road level crossing without making an alternate route for residents is short-sighted. How do we get to the other side of Laverton? Do we have to get on to the freeway and travel all the way to Kororoit Creek Road, then go back?
The problem is not the trains – it is that the boomgates stay down during gaps between trains. These gaps can be eight minutes – without seeing a single train. If the boomgate was raised during this time, the congestion on Point Cook Road would not be as great.

Council’s parking shame
I agree that the parking situation in Werribee’s main street and at the train station is a disgrace. I am so annoyed that the council can continuously ne people for parking longer than time limits.
At my work, we are constantly moving our cars every two hours. This is a waste of time and sometimes we forget because we’re busy working.
I understand some people could help by working or riding to work. But what about people who work in real estate and need their cars throughout the day? Or people who don’t live locally? We have no option but to drive to work.
The council should be ashamed of themselves to keep ning people who have no other option available for parking.

This is not short-sighted planning but lack of it. Quality of services and basic infrastructure such as schools are being sacri ced for the lucrative cash ows of housing growth.
We may as well concede that Melbourne is becoming one huge and spreading concrete monolith of wall-towall houses with little room for such inconveniences as schools, hospitals, public transport and open spaces.

The real estate Ponzi housing pyramid is swallowing everything in its wake and will leave future generations living in high-density deprivation due to greed and over-population.

Police are appealing for witnesses to an altercation between a man and a seven-year-old boy at a Hoppers CrossingplaygroundonOctober23.
e boy was playing on a swing set just a er 3pm when he was approached from behind by an unknown man.
Police allege the man began pushingtheboyontheswingbefore pushing him to the ground.
is was followed by a scu e between the pair in which it is believed the boy bit the man on the hand.
Police said the man ran o and the boy ran home and reported the incident to his parents, who called police.
Wyndham criminal investigation unit’s Detective Sergeant Dennis Williams urged anybody who saw the incident to come forward.
e man is described as tall, of thin build and with ginger/blonde hair.

e owner of a Little River puppy farm faces a potential ne of up to $24,000 and may be banned from owning dogs for 10 years a er beingchargedbyWyndhamcouncillastweek.
e charges follow a joint raid by council and police on October 14 when nine breeding dogs and seven puppies were seized.
e owner of the property had previously been issued with a notice to cease operating as a domestic animal business.
Without a permit, a maximum of four adult dogs, older than 12 weeks old, are permitted to be kept on a rural property.
Information gathered from the raid led council o cers to a Hoppers Crossing property where a further two breeding dogs were seized on October 16.
e owner, Anthony Sammut, has been charged with 14 o ences, including failing to provide proper and su cient water, failing to provide veterinary attention, operating a domestic animal business without a permit, and failing to register all animals.
e council and the RSPCA had previously attended the Little River farm twice in the past year a er reports that up to 50 dogs were living in squalid conditions, denied adequate shelter and veterinary care.
Dogs were allegedly living in cages inside a corrugated iron compound with cement oors covered in excrement, while bowls were over owing with mouldy food and drinking water provided for the dogs had turned green.
Wyndham mayor Bob Fairclough thanked animal activist group Oscar’s Law for the information it provided to the council and warned the illegal puppy trade would not be tolerated in the city.

“ e farming of puppies in this manner is abhorrent and we will do everything within our power to shut down operations,” he said.
“In this instance, the issuing of a previous notice meant o cers were able to act swi ly once we received noti cation that activity was occurring without a permit.
“O cers must act within the bounds of the
law and the process previously put in place meant that this time, we were able to seize the dogs immediately,” Cr Fairclough said He said the council will also be seeking that the owner be banned from owning a dog for the maximum period of 10 years.

e rst sod has been turned on construction of a long-awaited community hub at Point Cook’s Saltwater Promenade.
Children and Early Childhood Development Minister Wendy Lovell announced the start of works last Tuesday.
e $6.7 million centre is being built by Wyndham council and the state government, with the council spending $5.2 million on the project.
By 2016, it will provide both early childhood and kindergarten services for children living at Saltwater Coast estate. e centre will also have consulting rooms for maternal and child health services, early childhood intervention services, community meeting rooms, an amphitheatre and community gardens.
Ms Lovell said the hub would provide 132 kindergarten places and give more local families access to high-quality, early-years services.
“Bringing these services together is not only more convenient for families, it allows a child’s progress to be better monitored, ensuring any issues can be identi ed and addressed early on,” Ms Lovell said.
“ e development of this children’s centre is a wonderful example of what can be achieved when state government, council and community work together.”

Held in more than 20 countries around the world, Relay for Life is an opportunity for communities to recognise and celebrate those who have overcome cancer or are undergoing treatment and remember those lost to the disease.
Teams take part in an overnight relay, which includes an opening lap by survivors and carers andanemotionalcandlelightceremony,during which people are encouraged to light candles to celebrate memories of loved ones.
In 2013, more than 480 people took part in the Point Cook Relay for Life, helping to raise $60,000. Organisers are hoping to better that gure at this year’s event, which will raise funds

Raising awareness of this year’s relay, volunteers recently yarn bombed Point Cook Town Centre.
Relay co-ordinator Adam Josifovski said he was expecting a big turnout at this year’s 18-hour relay, on November 15 and 16.
“We’ve already got 32 teams signed up,” Mr Josifovski said.

A prisoner last week lost his bid to appeal a nine-year sentence for kidnapping an Altona woman at gunpoint.
e Supreme Court also refused John Booth’s application to appeal his conviction.
Booth was last year convicted in the County Court on charges of criminal damage, aggravated burglary, assault and kidnapping, and sentenced to nine years and three months with a minimum of seven years.
On April 26, 2011, Booth had gone to Volt nightclub at Werribee Plaza, where his friend and another man got into an argument over the latter’s girlfriend. e dispute escalated into a ght between two groups outside the club.
Booth and his friends drove from Volt to the Altona home of the other man’s girlfriend and broke every window of her unit. He then returned with two other men early the next morning.

and red into the air before the car was driven to Booth’s home.
e woman was locked in the boot of the car for about eight hours before being released. She said her kidnappers opened the boot several times, including once when Booth wanted the phone number of the victim’s boyfriend.

Booth applied to appeal his conviction on the sole ground the trial judge erred in admitting into evidence the victim’s boyfriend’s statement about the events at Volt nightclub. Supreme Court Justice Robert Redlich disagreed, saying the boyfriend’s evidence provided a motive that was highly relevant.
“ e ruling was, if I may say so, impeccable,” Justice Redlich said.
Booth sought leave to appeal his sentence on the grounds that the trial judge erred in rejecting evidence relating to his IQ and failing to obtain a forensic assessment of him.
Justice Redlich said the sentencing judge had concluded Booth su ered no relevant intellectual de cit or mental disorder and refused to order a forensic assessment.

ey say if you want something done, ask a busy person, and it would be di cult to nd a busier man than Daniel Ramudu.
Although he retired four years ago, the Werribee resident continues to dedicate his time to helping and giving back to the community.
e former police o cer and anaesthetic technician, who immigrated to Australia from Britain in 1984 and spent 25 years working at Melbourne’s Royal Children’s Hospital, was one of 17 people recognised as a local hero by Federal Lalor MP Joanne Ryan last week.
In a typical week, Mr Ramudu volunteers at St omas’ Church in Werribee every Monday, provides comfort to visitors to Werribee Mercy Hospital’semergencydepartmentonaTuesday and feeds breakfast to hungry school children, who may otherwise go without, through the Red Cross Breakfast Club on Fridays.
He also helps out at the St Vincent De Paul op-shop at Werribee Plaza and fundraises and delivers for SecondBite, a charity which redistributes fresh food to the homeless and people in crisis around Victoria.
Until a few years ago, Mr Ramudu supported young people taken into police custody through the Youth Referral and Independent Persons Program, and he still volunteers with the Melbourne International Air Show at Avalon and the Weerama Festival, and helps the MS Society with its fundraisers.
“I enjoy every minute of it,” he said. “It’s important to give as much back to the community as you can. I encourage people to use their spare time and not let it just pass by.
“Giving just one hour of your time to help others makes a big di erence.”

refreshments and support to people waiting in the emergency department, and reads books and plays games with children, o ering them support at times of signi cant trauma.
“Having worked in a hospital for 30 years, I knowit’saplacewhereeverybodyisstressed,so my job is to relieve that in whatever way I can,” he said. “I’ll o er people tea, co ee and biscuits and provide them with moral support.”
A keen sportsman in his youth, Mr Ramudu
continues to walk six kilometres a day and, on Fridays, walks from home to the breakfast club at Wyndham Park Primary School.
“Some parents can’t a ord to provide their kids with breakfast, so many children are waiting for us to open,” he said. “We give them corn akes and milk and teach them good habits, like saying please and thank-you, and washing their dishes.”
Despite his hectic schedule, the 70 year-old
has no intention of slowing down because he enjoysgettingoutandmeetingdi erentpeople.
“My brain is always ticking. If you do nothing, you get bored.”

An average of 29 cases of melanoma are diagnosed in Wyndham each year, latest statistics from the Cancer Council reveal.
e organisation says the skin cancer has become the most common cancer in people aged 12 to 24, with more than twice as many cases recorded across Australia than any other kind of cancer.
In a bid to reduce the number of high school students diagnosed with melanoma, the Cancer Council is installing shade sails at schools, including MacKillop College.
Principal Rory Kennedy said the sails would be built on the school oval to keep sports teams and spectators shielded from the sun.
“We’re more aware than ever of the need to create a shade-friendly outdoor environment for our community,” he said.
When Wyndham councillor John Gibbons rst became mayor (or shire president, as it was known then), Werribee’s population was about45,000,itwasstillknownas“thecountry suburb”, Point Cook had only a handful of residents, Werribee Plaza didn’t exist and Manor Lakes and Williams Landing were still more than 20 years in the future.
at was 1983, when Wyndham wasn’t even a city. It was still known as the Shire of Werribee.
Plenty has changed in the past 32 years, but Cr Gibbons and his dedication to serving the community have remained a constant.
At last Monday’s council meeting, the Cha ey ward councillor was recognised a er recently being presented with the honorary
title of Mayor Emeritus, which is awarded by the Municipal Association of Victoria and recognises councillors who have served three or more terms as mayor.
A Werribee resident for more than 40 years, Cr Gibbons was elected shire president in August, 1983.
HeservedtwotermsintheroleuntilAugust, 1985, before returning as mayor of the City of Werribee between August, 1992, and August the following year. He returned to the council in 2012.
Cr Gibbons is a foundation member of Victoria University and in 2004 he received an Order of Australia for services to education and the Wyndham community.

Cancer Council chief executive Ian Oliver said two in three Australians would be diagnosed with skin cancer in their lifetime, and adolescence was traditionally a period when people put themselves at risk.
“Without access to proper shade at lunch time, when UV levels o en peak, our teenagers are put at risk of developing skin cancer in the future,” he said. “However, we know that if the shade is there, they will use it.”





























Volunteers are busy pruning 5000 roses ahead of the State Rose and Garden Show at Werribee Park next month. Wyndham Legal Service is on a mission to educate young people and migrants about family violence.

Pupils at a Tarneit school are putting their best foot forward to improve their health.
Baden Powell College, with the help of Wyndham council’s Health Together Wyndham team, has developed a plan aimed at encouraging pupils to walk or cycle to school. About80percentofitspupilslivewithintwo kilometres of the school, but only 27 per cent ride or walk there each day.
Assistant principal Jason Vandy said the
school had chosen ve safe travel paths and walking school bus routes to encourage pupils to choose walking over being driven to school.
“We want to decrease tra c congestion and hazards at peak times around the school and educate our students about healthy choices in and out of the classroom,” he said.
Mayor Bob Fairclough said the council was supporting the active travel plan because latest health statistics showed 57 per cent of Wyndham children were not getting their recommended daily minimum amount of

physical activity. “I encourage families who live a long way from the school to drop their children at the start of the marked routes and walk with them or, if they’re old enough and con dent enough, allow them to walk to school without mum or dad,” he said. “ is is an easy way to get children in the habit of walking or riding and giving them a healthy start to life.” e school received $5000 from the council to help implement the plan, while Bicycle Network has given the school $2500 to help with mapping the walking routes.


Next month, community lawyers will perform a series of short plays, titled November NoViolence, acrossthewestern suburbs and will then lead audience discussion.
e legal service hopes that discussing family violence in a more creative way will get its message out to more people. e plays were written by Peloton Production Company head writer and lawyer Nick Musgrove.
Mr Musgrove says the plays are short, sharp and dramatic and embedded with obvious and subtle forms of domestic violence.

What’s your connection to the local community?
I’mchiefexecutiveofUnitingCare’sWerribee Support and Housing and have been for 15 years. Our agency, with the help of 20 sta and 60 volunteers, focuses on homeless prevention. We run programs on housing support, foster care, emergency relief, parent and adolescent mediation, crisis and early intervention counselling to Wyndham residents, a young parents’ support group, and independent living skills. We use data to identify trends and develop new programs that answer people’s needs
Having worked in the sector for 41 years, I’ve enjoyed many aspects. Having students on placement who contribute to the agency and community is great, as is working with volunteers, everyone collaborating together and helping vulnerable people by providing advocacy and empowerment – that’s rewarding. e daily challenges keep me going and I never know what each day will bring.
Wyndham is a community-focused area as shown by the support given through local service clubs, residents, the Geelong Cats, and Aldi supermarkets.
I’m also treasurer of the Hoppers Crossing Club darts club and have been involved in tennis and squash committees. I’ve lived in Hoppers Crossing since the late ’80s.
What do you like about your neighbourhood?

Rachael Williams knows all too well the importance of teaching parents vital rst-aid skills.
As an emergency rst responder, the Tarneit resident has seen the di erence that basic rst-aid knowledge can make in an emergency.
To help more parents and carers learn what to do in an emergency, Ms Williams has begun o ering rst-aid classes.
e two-hour classes teach participants how to perform basic rst-aid on children aged up to eight, how to help an unconscious child and how to manage di erent scenarios including drowning, choking, burns, asthma attacks, seizures, bites and stings.
Parents and carers also learn how to improve safety around their home.
Ms Williams said summer was the ideal time for parents to learn rst-aid, with children likely to spend more time around swimming pools and water.
“I believe all parents should know these basic skills,” she said. “I have a true passion for rst-aid, having seen the di erence these vital skills can make in an emergency.
“I’vehadatleastfoursituationswhereparents have come back and told me about incidents that have occurred a er they have been to one of my courses, and they have had to do CPR on their own children. Having the con dence to step in has made all the di erence for them.”

The Hoppers Crossing Cricket Club and Hoppers Crossing Football Club moved to Moss el Reserve at Hogans Road in 1983 and the venue became the Hoppers Crossing Sports Club in 1992.
Today, the club is home to seven sporting organisations including cricket, netball, golf, darts and football codes.
“This development is the culmination of the extreme hard work of the club committee, its members and social clubs,” general manager George Csifo said.
“Our mission is to deliver excellence in sporting and social activities to our members, their guests and the local community by providing the very best facilities within our daily environment.

This year’s charity golf day hosted by the club raised $6000, which was donated to the Open Family Wyndham division.

The future of Wyndham, the west, and indeed anywhere, is youth.
Wyndham and Hobsons Bay Local Learning and Employment Network – or WynBay LLEN – works for the betterment of youth.
Statistics show that one in ve young people leave school early, with associated negative effects on further education, training and employment.
The network was established in 2001 as an independent incorporated association of members involved in the education, training and employment advancement of young people in Wyndham and Hobsons Bay.
WynBay LLEN is part of a network of 31 local learning and employment networks across Victoria funded by the state government to support their objective that 94 per cent of all young people will achieve year 12 or its equivalent by 2015.
Its pivotal role has been to act as a regional strategic and facilitation body, bringing together local government regions to collaboratively contribute to improving the education, training and employment outcomes for local young people.
WynBay LLEN also has a particular focus on young people who are at risk of disengaging, or who have already disengaged from education and training and are not in meaningful employment.
To this end, the network is contracted to broker strategic, sustainable partnerships that support improved education and transition outcomes for young people, including increasing year 12 or equivalent attainment rates.
The network uses its knowledge of the region to in uence strategic planning and broker partnerships among key stakeholders

to improve education outcomes and support young people to remain engaged, or re-engage, in education or training and realise their full social and economic potential.

Platypus Junction has recently opened its fourth early learning centre and kindergarten – at Point Cook’s Featherbrook Estate. Platypus Junction has three other centres at Mentone, Mt Eliza and Montmorency.
Catering for children from three months to ve years, including a government-funded kindergarten program, each age group has its own special areas for indoor and outdoor learning and play that is challenging and fun.
The centres’ educational curriculum is based on the Early Years Learning Framework Curriculum.
The kindergarten program has been developed by Platypus Junction especially for its centres. It operates ve days a week, in collaboration with a degree-quali ed teaching team.
The focus is on preparing kindergarten pupils for school by increasing self-con dence, self-esteem, independence and promoting problem-solving skills.
The framework identi es ve learning outcomes – identity, community, well-being, learning and communication.
Platypus Junction kindergarten educators manage school readiness and liaise with prep teachers assigned to pre-schoolers to ensure a smooth transition into school.
Platypus Junction operations director Michelle Jones says she is committed to working alongside the teams to support a quality early-learning service for children, families and communities.
Dale and Julie Pearce established Platypus Junction in the mid ’90s, inspired by their own search for a more caring and nurturing approach to childcare.
The centre management is still family-owned and operated.
Each centre focusses on the importance of early learning and, in particular, learning through play.
As part of this, Platypus Junction has introduced iPad minis for kinder kids.
Michelle says educational apps are proving a wonderful opportunity to positively challenge children by adding another learning dimension.
“We have found them [iPad minis] to be invaluable – they have been a fantastic resource,’’ Michelle says. “Many children are very uent on the iPad and it’s certainly increasing their language, literacy and ne motor skills.”

Wyndham and western suburbs residents looking to further their education through tertiary study can do so with the new Werribee Learning Centre, a partnership between The Gordon TAFE and Deakin University, Geelong.
“We recognise that vocational education and training aligned with community needs is essential to support sustainable growth. Werribee Learning Centre will help people living in Melbourne’s west work in their chosen career,” the centre’s marketing manager Raelene Woods says.

All drivers are on notice
– Victoria Police will be out in force for Operation Furlong, a highly visible traf c operation, from Friday, October 31, to Tuesday, November 4.
Senior Sergeant Ross Burbidge, road policing advisor for Brimbank and Melton, together with Roadsafe Westgate, wants everyone in the community to travel safely and enjoy the Melbourne Cup holiday weekend.

Large volumes of traf c are expected on our major freeways and highways during the Spring Racing Carnival weekend, particularly the Friday, Monday and Tuesday. Drivers travelling long distances are urged to take regular rest breaks to ensure they arrive safely.
Police will use speed cameras and other speed measuring devices to detect offending drivers.
Automated number plate recognition vehicles will be strategically placed to detect disquali ed, suspended and unlicensed drivers, as well as unregistered vehicles.
Marked and unmarked police vehicles will be used during Operation Furlong.
Police in booze buses and mobile patrol vehicles will intercept and test drivers for alcohol and drugs.
There will be a focus on speeding, alcohol and drug impaired driving, mobile
phones, seat belts, child restraints and fatigue, which are main contributing factors in fatal and serious injury collisions.
Police wish the community a safe and enjoyable long weekend and urge motorists to take care on the roads. “Remember, all members of the community have a role to play in road safety,” senior sergeant Burbidge said.
RoadSafe Westgate Community Road Safety Council chairman Jim Giddings said speed was a contributing factor in most road crashes, and urged drivers to stay within speed limits and drive to suit the conditions.
Speed affects both the risk of a crash happening and the severity of injuries sustained when a crash does happen.
Jim says the work of his group, along with initiatives, such as Operation Furlong, will hopefully reduce the number of serious road crashes on the state’s roads.
He asked the community to report speeding drivers to the Crime Stoppers number 1800 333 000.
The Victorian Community Road Safety partnership program has provided contributions to support RoadSafe Westgate and help address local road safety issues within Melton, Brimbank and neighbouring municipalities.

Have a look on YouTube for the latest prank LG has pulled to publicise its big ultra high de nition television. It has replaced a window in a skyscraper with the television.
As job candidates sit through their interviews, they see in the “window” a ery comet crash into the city, the shockwave racing towards them. Most wind up on the oor.
If you haven’t seen a UHD telly, wander into a big electronics store. When you see a screen that stops you cold, there it is. ese things are amazing – the picture is so sharp you can see the ligree in a resort hotel’s balcony rails clear across a shimmering lake. It’s breathtaking.
And prices aren’t bad for new tech. For between ve and six grand you can take your pick of 165-centimetre televisions from any of the big brands.
Lesser brands are half that. ey come much bigger too, but they don’t go much smaller than 140 centimetres or so because below that size it’s hard to pick the improvement over regular full high de nition screens.
You stand there, quietly spellbound, and start doing the sums, a salesperson murmuring siren-like in your ear.
But there is a catch and you won’t discover it until you get home. You’re never going to get picture quality like you saw in the store. Well, not for a while anyway.
What you saw was a demonstration reel specially recorded in UHD.
Currently demo reels are about the only
things that have been recorded in UHD. ere are no UHD movies in the shops (there are a few Blu-rays that have been mastered to perform at their best on a UHD screen, but the native recording is still regular FHD – full high de nition), there are no UHD broadcasts and no UHD downloads.
UHD is four times sharper than FHD so demands four times the data handling. Recording it is expensive and complex. Once recorded, anything movie-length won’t t on a Blu-ray disc.
If and when native UHD becomes available, it will probably be provided on USB or by download. A er 3D broadcasts fell at as a tack, it’s unlikely television stations will start UHD broadcasts any time soon.
Raise this with salespeople and they’ll say the television upscales the image – whether it be broadcast, DVD, Blu-ray or YouTube – to UHD.
But while upscaling works with varying success,it’sstillnotasgoodasthosedemoreels.
e question you should ask yourself, however, is this; how much de nition do you need? Look at the big FHD tellies on display. eir resolution is still terri c. You can get so ware that brings out their best anywhere. e killer point is they cost a lot less than UHD.
By the way, when you’re investigating UHD, you’ll also hear about 4K. It’s exactly the same thing.
Some manufacturers call it UHD and others, ever helpful, call it 4K.

It’s o en said the best wines are made in the vineyard rather than the winery. Just as you can’t make a great meal with average ingredients, good wine can’t be made with crappy grapes.
However, there’s one key element of winemaking – o en overlooked in discussions about wine – that can elevate very good grapes to great wine: the creation of the nal blend.
Part of the winemaker’s bag of tricks to get extra complexity into their wines is to split grapes from di erent vineyards into small parcels and treat them slightly di erently in the winery.
Winemakers will also use di erent yeasts, which can a ect avour and texture, and mature them in a range of oak barrels.
Smaller or younger barrels impart more tannin and oak characteristics. Barrels made of French oak add cedar, spice and vanilla characters, while American oak adds coconut and vanilla avours.
At the end of the process, all these di erent wines get blended to produce the nal wine.
“Blending is di erent for every wine,” says Wynns Coonawarra winemaker Sarah Pidgeon.
“ e most obvious blending people think of is if you’ve got more than one variety, you’ve got to sort out what’s going to taste good in terms of getting that varietal mix right; getting the avours and structure right and balancing that.
“We blend with one variety as well – for wines such as our Black Label Cabernet Sauvignon. It’s the ultimate selection of great vineyards from up and down the Coonawarra strip, but we have to make a selection to blend
those.” Pidgeon can blend grapes from up to 20 vineyards to produce that wine. e process can take up to two years.
“We look at the 20 vineyards – that’s a good year–andwelookateveryoneofthoseparcels in barrel every month and that gives us a rough idea about how the wine is tracking and how much maturation it needs,” Pidgeon says.
“ e time each wine spends in oak is very individual and varies from year to year and it also varies with the vineyard.

“You’re monitoring that throughout its maturation until you think they’re ready to come out – around 14 months at this point [for Coonawarra cabernet sauvignon] – and you start planning which wines come out rst.”
Blending isn’t limited to wines made from multiple varietals, such as cabernet shiraz or cabernet merlot blends, or vineyards. Single vineyard wines are generally blends, too.
“Normally, for a single vineyard wine, it’s picked just once – some of our vineyards are really small and we can only do them in one pick. We’ve got one shot,” Pidgeon says.
“Larger vineyards will get picked three or four times and we’ll treat each picking di erently in the winery. Even then, we’ll choose the batch that we like the best.
“But, of that batch, the wine has gone into di erent barrels – with di erent ages and made by a mix of coopers – and we need to get the blending of those right before bottling.”

Werribee captain Shaun Dean turned the blowtorch on his out-of-sorts middle order batsmen a er the side fell by 26 runs to Yarraville in a gripping run chase in the Victorian Sub-District Cricket Association game at the Yarraville Oval on Saturday.
e Tigers built a solid foundation early, largelythroughtheDeanbrothers–Shaun(69) and Matt (41) – who put on 68 for the second wicket, before crumbling in the middle of the innings to be all out for 257 in their chase for 284 set by the Eagles on day one.
Heath Pritchard was the exception, starring with 67 to back up his 66 not out in the season opener. He had to stay focused while the wickets tumbled around him.
“You need our middle order to do a little bit more than they have been doing,” Dean told Star Weekly
“It’s an issue that I pointed out at the end of the game and it’s a bit of a common theme that’s happening – it’s not just this game.

In baseball, basketball, netball, soccer and cricket we have overseas players in local teams. This promotes an exchange of ideas and styles which is good for all.
■ Soccer is on the rise in Australia and I can’t believe the talk generated by Melbourne’s two A-League teams, Victory and City. While it isn’t yet Collingwood v Carlton, it’s well on its way. Many of the Victory heroes live in the west and that certainly helps, but the game itself is growing in participation and popularity. The crowds at Etihad Stadium and AAMI Park prove that. I have also noticed lots of kids kicking soccer balls at schools and parks in the area. While I don’t think the AFL is quaking in its boots, it needs to be aware the landscape is changing. When I asked my nine-year-old son which he preferred, he said soccer. Victory’s win the night before was still fresh in his mind but it may also be a sign of the times.
■ Plenty of footy rumours doing the rounds but I’m pleased to see Brad Julier named as senior coach of Port Melbourne for 2015, Laverton has appointed Christian Spence, Wyndhamvale has gone for Troy Beamond and Nathan Juegan will take Parkside back into Division 1 next year. Sorry to see Joel West leave St. Albans for Northcote Park and Jason Cloke heading to Craigieburn.
■ I had the privilege of being MC at the closing ceremony of the Special Olympics national games at the Palais Theatre on Friday. It was a joy to see more than 1000 athletes and their carers, volunteers, families and friends celebrate a wonderful week of activities. The games were created to give those with intellectual challenges the chance to show their athletic abilities. I’ve never worked before a more responsive and enthusiastic audience.

ere has been a shi in mindset at Bellbridge Cricket Club over the past 12 months since long-time player Andrew Wilks took on the coaching role and li ed spirits.
e watershed came at the end of his rst season in charge, when the club trekked to the WilliamstownandDistrictCricketAssociation A-turf nals for the rst time.
e Bridge has turned from a club once fearful of mixing it with the best to one that holds a mental edge over most in its division.
“ ere were a few years there where we weren’tassuccessfulonthe eldasweshould’ve been,” Wilks told Star Weekly
“We always believed we had the talent but probably didn’t have the mental application.
“It’stryingtoinstilthatbeliefthatwedohave the ability and to go out there and be con dent in yourself and get the job done.
“A little bit more application was needed across the board, whether that be at training or on match day.”
e Bridge has brought in speedster Jake Styles, from Wyndhamvale, and English wicketkeeper-batsman Josh Downie as an overseas import. eir introduction further breaks down the mental scars of years past.
“Getting a few new faces into the club has helpedusaswellbecausetheydon’tunderstand some of the stigma that had been around previously,” Wilks said.
Downie’s arrival has been a long time coming. e talented teen was in talks to come Down Under in the middle of last season, but both parties decided it would be better for him to commit to a full season and delayed the arrival.
Downie now has a whole summer in front of him to become familiar with his teammates and acclimatise to the local conditions, and he should hit his best form at the business end of summer.
He will slot into the top order nicely and has already made an impression behind the stumps.
“He’s a good clean hitter of the ball and looks like a really good keeper, so the early indications are good,” Wilks said. “It’s a good experience for him to come out for six months, and a lot of the sides seem to get somebody from out that way to their clubs.”
Bellbridge has sparkled with three consecutive wins to start the summer and the side will only get stronger with the return of injuredbatsmencreatingcompetitionforspots. e club is desperate to prove it’s not a one-summer wonder and wants to back up its new-found positivity again this season.
“Last year was the rst time in A turf we’ve made nals,” Wilks said. “To back it up with a solid start to the year has given the guys a fair bit of con dence. ere’s the motivation to get back in there and try to prove that last year wasn’t a uke. We want to push up there again and I think we’ve got the personnel to do so.”

AFL Victoria is set to trial a measure aimed a closing the gap between suburban football clubs with nancial clout and those on shoestring budgets.
A combination of a salary cap and points system has been mooted for next season, but the new framework is still in its infancy.
A working party has examined the escalating costs of player payments in local leagues and how they impact on a club’s bottom line.
AFL Victoria general manager Steven Reaper said the working party had examined a range of possible solutions in order to develop a robust and exible set of guidelines.
He said any salary cap mechanism needed to incorporate both demographic and geographical challenges faced by individual leagues across the state.
“A salary cap needs to be supported by other measures, such as a player points system or an alternative equalisation provision, to have the desired impact on escalating player payments, and it must also be enforceable,” Reaper said.
e Western Region Football League had to take its own equalisation measure last season, introducing a third division toensureclubsinthelowerreachesofthe competition were matched.
In 2010, the issue made national headlines, when North Sunshine was obliterated by 401 points by Albanvale in one of the most lopsided games in history.
Western Region Football League chief executive Bob Tregear said he was open to the idea of his league being part of the trial phase. “Clubs are looking for a way of regulating player payments and minimising player payments,” he said.

Werribee Giants came back from a three-run de cit to beat Fitzroy Lions 6-4 in Baseball Victoria summer league division 2 at Merri Park on Sunday. Young Giants pitcher Wes De Jong found the strike zone with regularity and only a three-run rst inning got in between him and a win as he left the game with scores deadlocked at four apiece after six. Giants reliever John Curnow and closer Wade Balzer kept the Lions batters in check for the remaining three innings before Jonathon Lowe sealed the victory with a solo home run in the ninth.
Wyndhamvale has appointed Troy Beamond as its senior coach for the 2015 Western Region Football League division 2 season. Beamond has worked on the coaching staffs at various clubs, including as an assistant coach at Geelong West St Peter’s and Sebastopol, and senior coach at Portarlington. Beamond will replace long-time player-coach Luke Dennerley.
Little River is poised to notch its rst win of the summer in the Geelong Cricket Association division 3 rsts. The Redbacks skittled Winchelsea for 162. Matt Robbins was chief wicket-taker for the Redbacks with 5-34 off 18 overs, while Troy Smith took 3-24. The Redbacks survived the three overs before stumps to be 0-5.
