The Federation of Lincolnshire Colleges extends across Greater Lincolnshire and is central to the development of skills across the region, playing an anchor role in the communities which we serve. Working hand in hand with employers, key stakeholders, the public and private sectors and most recently the newly formed Greater Lincolnshire Combined County Authority (GLCCA), the Federation serves a diverse county with a strong cultural heritage, embracing city, rural and coastal areas. Our county’s nine high-performing further education and sixth form colleges play a central role in the aspiration, economic prosperity and wellbeing of our communities.

With a combined annual turnover of £272m, the Federation of Lincolnshire Colleges is ideally placed to deliver the skills, education and training required for employers and individuals to succeed. We work with a multitude of employers across the county with a very strong track record of successfully meeting their needs across thousands of qualifications from entry level through to degrees, with a specialism in Apprenticeships. In addition to students studying annually who are supported in all aspects of their daily lives, the Federation employs thousands of staff and as such, enriches and enhances the lives of a huge proportion of the GLCCA population, supporting their daily lives and wellbeing.

The newly formed GLCCA will play a pivotal role in achieving the Local Industry Strategy and growing the wealth and prosperity of the County of Greater Lincolnshire, with a particular focus on employment, business infrastructure and transport. Central to all of these and their success are skills, education and training with a clear focus and specialism across the Federation on defence, engineering, agri-tech and the food economy, green energy, flood prevention, the visitor economy, construction, health and social care. Our colleges are pivotal to the county’s growth, prosperity and wellbeing.

This brochure introduces the nine Greater Lincolnshire Colleges and provides a flavour of our immense complexity and reach. We are ready to continue to grow and support the ambitions of our region and the GLCCA whilst retaining our roles around civic responsibility, raising aspirations and supporting the levelling up agenda, and acting as bastions of opportunity and inclusivity in the communities we serve.

A proven “Net Present Value” methodology has been applied to the combined provision of the federation colleges.

The NPV calculation projects regional economic benefits equivalent to £1.04 billion over the working lives of achieving learners, equating to an average of £52k per learner.

Strengthening and expanding the capacity of these local colleges will allow more people to access high-quality skills provision close to where they live, while supporting businesses with the talent they need to grow. In a large and geographically dispersed county like Lincolnshire, investing in the colleges that already serve local communities will maximise regional impact, ensuring opportunities are accessible across the area rather than concentrated in a single location.

Boston College is a force for the local economy, committed to delivering high-quality technical skills supporting Greater Lincolnshire to prosper. The College directly serves the communities of Boston, South Holland, and East Lindsey, tackling regional challenges of a low-skill, low-wage economy head-on. The curriculum is directly aligned with the Local Skills Improvement Plan (LSIP), with a strategic focus on priority sectors including Health and Social Care, Construction and Creative Industries.

Through deep employer partnerships with organisations like the Lincolnshire Integrated Care Board and renewable energy firms, we are co-designing and delivering T Levels, Apprenticeships, and Higher Technical Qualifications (HTQs) to create a work-ready talent pipeline, drive social mobility and energise our region’s future.

Our mission is to remove barriers and unlock potential by creating an inclusive environment where all students feel valued and empowered. We provide vital, accessible provision, from tailored ESOL and basic skills programmes to comprehensive SEND support.

With the launch of our new Mayflower adult learning campus, we are expanding our outreach, raising aspirations and ensuring residents furthest from education can gain the skills needed to thrive, energising our communities for the future.

PRIORITIES FOR THE FUTURE

Boston College is poised to amplify its impact, aligning with the Greater Lincolnshire Combined Authority’s strategic priorities, however further investment would enable us to accelerate innovation in key areas.

We are focused on expanding our specialist offer in green technologies to support the region’s Net Zero ambition, including new qualifications in retrofit and energy efficiency. Support would also fuel our Industry 4.0 strategy, scaling up training in AI, automation and cybersecurity.

We plan significant capital investment in our estates to create state-of-the-art hubs for creative and digital industries. This investment will bridge higher technical skills gaps, create local, highwage progression routes and secure a productive, resilient and brilliant future for our region.

Steven returned to education as an Adult Learner seeking a career change and a path compatible with his family life. He began his Higher Education journey at Boston College, completing Access to Higher Education: Health Professions, a degree in Sport, Fitness, and Wellbeing, and a PGCE in Post-14 Education. Studying close to home allowed him to balance academic goals with family responsibilities.

Now employed as a PE Instructor at a local SEMH school, Steven also teaches Science, applying the skills gained through his studies.

Success

The partnership between the NHS and Boston College has grown over several years, rooted in a shared commitment to strengthening pathways into health and care careers. Before T Levels were introduced, the Talent Academy supported careers events and work experience, while the College championed Aspiring Careers events, laying strong foundations.

T Level industry placements have since expanded opportunities, enabling students to explore roles across the NHS, including Dietetics, X-ray, Occupational Therapy, Physiotherapy and clinical wards. This hands-on experience deepens understanding of patient care.

DN Colleges Group (DNCG) is a leading provider of education and skills development across South Yorkshire, North Lincolnshire and the Humber, playing a vital role in supporting regional growth and opportunity.

Our campuses include Doncaster College and University Campus Doncaster (DC/UCDon) in Doncaster, North Lindsey College (NLC) and University Campus North Lincolnshire (UCNL) in Scunthorpe, along with our Humberside Energy Skills Training Academy (HESTA) satellite centre in Hull. Both main campuses are proud members of the Institutes of Technology network, with DNCG acting as a lead provider and member in South Yorkshire and as a member in Greater Lincolnshire, strengthening collaboration between education, employers and innovation.

DNCG’s provision is extensive in both curriculum breadth and learner numbers, spanning Entry Level to Level 7 across Apprenticeships, Study Programmes for Young People, Adult Learning, Higher Education and SEND provision. With just over half of the region’s population holding a Level 3 qualification, our significant Higher Education offer plays a key role in raising skill levels and supporting progression beyond Level 4.

“I’m so glad that I decided to follow the Apprenticeship route.”

Former Tollbar Academy student, Aurelia, is currently completing a Level 3 Safety, Health and Environment Technician Apprenticeship at RWE. Now in her second year of the qualification, Aurelia spends lots of her time getting hands-on in her learning, and has recently led an industry-first and award-winning project that saw her release 2,500 juvenile lobsters into their windfarm to promote biodiversity in the North Sea.

“I believe an Apprenticeship opens so many doors to a whole host of opportunities. An apprentice is able to gain real technical hands on experience whilst achieving the qualifications alongside this. You are able to develop key workplace skills and surround yourself with a range of knowledgeable subject specialists in your chosen industry who support your personal development.

Franklin Sixth Form College in Grimsby plays a key role in driving regional skills, growth, and opportunity across North East Lincolnshire. It would also support the development of higher-level technical qualifications, apprenticeships, and adult reskilling programmes to meet evolving workforce needs.

Strengthened collaboration with local employers and education partners would create more work placements, mentoring, and progression pathways, helping retain skilled talent in the area. Targeted investment in transport, digital connectivity, and community outreach would widen access and participation across North East Lincolnshire. Overall, Combined Authority support would amplify Franklin’s impact, accelerating inclusive economic growth, supporting social mobility, and ensuring the region has the adaptable, skilled workforce needed for longterm success.

Former A Level Biology, Maths, Further Maths, and Physics student Jonathon maximised every opportunity during his time at Franklin, taking part in Franklin’s High Flyers Programme and STEM Career Academy through our Centre for Professional Development. These programmes provided him with access to expert-led workshops, inspiring guest speakers, interactive sessions, professional conferences, and visits to prestigious Russell Group Universities.

Jonathon’s determination, hard work, and commitment to his studies have led him to successfully progress to Warwick University, where he is now studying Maths and Physics.

Grantham College is committed to driving innovation and Greater Lincolnshire’s future economy through continued investment. Additional investment from GLCA would enable us to accelerate curriculum innovation, strengthen and develop our infrastructure and embed advanced digital technologies, including AI, across all learning environments. Planned expansion of our higher education provision with Lincoln Bishop University, along with our Institute of Technology, will help to further strengthen our position as a local option for affordable, careerfocused progression routes, particularly into sectors with defined skills gaps. Grantham College is financially stable and, by continuing to combine state of the art resources with strong employer partnerships, we will not only equip individuals with future-ready skills but also strengthen the talent pipeline that underpins economic growth and competitiveness in Greater Lincolnshire.

Heidi is completing the Level 3 Engineering Technician (MOET) Apprenticeship at Grantham College, delivered in partnership with Anglian Water. After 30 years in varied roles, she returned to education. Through practical electrical and workshop training and on-site mentoring with Anglian Water, Heidi has developed strong technical skills and confidence. Her Apprenticeship has created a clear progression route, and she will move into an Asset Maintenance Technician role in Clean Water, specialising as either an Electrician or Mechanic.

John Leggott College

JLC empowers students and communities.

CONTRIBUTION TO REGIONAL SKILLS, GROWTH AND OPPORTUNITY

John Leggott College plays a pivotal role in addressing regional skills needs through its sector aligned Upskill programme. With all year 1 students enrolled across 13 industry-specific pathways, including STEM, Allied Health, Business and Digital, JLC delivers weekly sessions that integrate employer-led projects, live briefs and work-based learning. In 2024/25, the College facilitated over 1000 work-based opportunity interactions, 45 employer talks, and 22 visits from education and training providers. Partnerships with organisations such as HETA, NHS, and North Lincolnshire Council ensure curriculum relevance and progression into priority sectors. The programme directly supports the Local Skills Improvement Plan (LSIP) by embedding employability, communication and digital skills into the curriculum. Outcomes are strong: 69% of leavers progressed to Higher Education, 25% to regional Apprenticeships and employment, with high-grade vocational achievement at 77% for Year 2 learners.

JLC empowers students and communities through inclusive, place-based strategies that promote social mobility and progression.

The Upskill programme, developed in response to regional disadvantage highlighted in the Social Mobility Commission’s 2024 report, targets Gatsby Benchmarks 4–7 to address gaps in labour market awareness and opportunity. Students engage in tailored sessions that build confidence, develop industry-relevant skills and foster professional networks. Initiatives such as the Level 2 Upskill pathway supports all learners with progression planning, CV writing and interview preparation. The College’s pastoral and Progress Tutor teams provide wrap-around support, ensuring equity for disadvantaged and SEND learners. Notably, 80.5% of FSM students progressed to university, exceeding the cohort average. Community engagement is embedded through partnerships with local schools, charities, and employers, including events like the Year 6 Christmas programme and Morrisons’ Marie Curie fundraiser.

PRIORITIES FOR THE FUTURE

Further investment from the Greater Lincolnshire Combined Authority would enable JLC to scale its high impact Upskill programme, enhancing digital transformation, curriculum innovation and workforce development. Planned improvements for 2025/26 include standardised planning tools, increased employer engagement and enhanced monitoring through collaborative staff structures. Investment would support the expansion of immersive learning environments and digital infrastructure, enabling more live briefs, virtual employer interactions and industry-standard project work. Strengthening the Learner Pathway team’s capacity would ensure consistent delivery and accountability across departments. With over 1000 students already engaged in sector specific Upskill pathways, further support would amplify JLC’s contribution to regional priorities, particularly in STEM, health and digital sectors. The College’s proven track record, 98% pass rate and 88.3% achievement at Level 3, demonstrates its readiness to lead on regional skills development with the right backing.

Progression: Studying Aerospace Engineering at the University of Manchester

Reuben’s commitment and drive were recognised when he was named JLC Student of the Year.

Reuben fully embraced the opportunities offered through the Science and Maths Upskill programme, immersing himself in subject-specific workshops, employer-led sessions and enrichment activities that brought engineering and applied mathematics to life. Through exposure to real-world problem solving and visits to Russell Group universities, including Manchester, Reuben gained a clear understanding of the academic pathways and ambitions required to succeed in a competitive STEM field.

These experiences played a key role in shaping Reuben’s decision to pursue aerospace engineering, a subject he now studies at university. He credits the Upskill programme with helping him grow in confidence, refine his communication skills and approach his future with clarity and purpose. Reuben’s commitment and drive were recognised when he was named John Leggott College Student of the Year prior to progressing to higher education.

North Lincolnshire Council has become a key employer partner within the Upskill Programme, working closely with John Leggott College to support the development of future public sector professionals. One of the first ever cohort of 60 commercial pilot trainees as part of the Jet2FlightPath programme.

Will Lees, 18, who has recently graduated from the Aviation Operations pathway at the College’s aviation college has secured his place against around 18,000 applicants to become one of the first ever cohort of 60 commercial pilot trainees as part of the Jet2FlightPath programme.

The 18-month training programme means Will and his cohort will be fully funded for a package worth around £150,000.

Ambitious and determined, Will’s work experience, self-funded flight training and job as a Jet2 Customer Helper in his spare time have all been positives that he believes made him a great candidate.

Since 2021, Lincoln College has been delivering its hairdressing curriculum through Lee Stafford Education. The framework enables students to learn award-winning techniques, connect with leaders in the hair industry, and become industry-ready.

As part of the Lee Stafford Academy, our students get to experience live workshops with Lee himself, sharing insights and techniques so learners can be the best they can be. Runner-up in in the prestigious TORO Young Student Greenkeeper of the Year competition.

Alex Fox recently completed his Level 2 Golf Greenkeeping Apprenticeship at Woodhall Spa Golf Club. Aged just 17, he was runner-up in the prestigious TORO Young Student Greenkeeper of the Year competition in September 2024.

In March 2025, Alex volunteered as a greenkeeper at The Players Championship. Alongside his Apprenticeship, he works as a match day groundsman at Lincoln City Football Club and Wembley Stadium.

Alex passed his end-point assessment early due to his dedication and has since secured a permanent role as Skilled Groundsman at Lincoln City Football Club.

Riseholme College works closely with AGCO to tackle skills shortages through an innovative agricultural engineering Apprenticeship. Launched in 2021 in response to declining entry into the sector, the programme combines academic learning with realworld industry expertise, delivered in partnership with AGCO and its dealer network.

Apprentices divide their time between College and the workplace, developing practical skills in diagnostics, hydraulics, and precision farming technologies. With AGCO providing advanced equipment and training, learners access the latest industry innovations. The results are clear: every graduate to date has progressed into sustained employment, supplying AGCO dealers with skilled, confident engineers and demonstrating the impact of strong education–industry collaboration.

Our Modern Methods of Construction Centre, created in partnership with Allison Homes, was born from direct consultation with employers and is now helping to tackle local housing shortages by producing workready tradespeople.

As part of the Inspire Education Group, Stamford College was rated the highest outcome of ‘Strong’ in meeting skills needs under the new enhanced Ofsted inspection framework for colleges and schools in England.

Former Level 3 Air and Defence Public Services student, Callum Thacker, eagerly anticipates a long and exciting career, as he joins the Royal Air Force (RAF) as a Mover. Responsible for planning and executing the movement of RAF personnel and equipment by road, rail, air and sea, the role offers Callum the exciting opportunity to travel the world.

Marked by hands-on, practical experience, Callum’s educational journey within Stamford College’s Air and Defence department has been instrumental in preparing him for the challenges of a career in the Royal Air Force.

“The lecturers gave me so much support with my initial RAF application, as well as throughout the interview process and aptitude tests. They also helped me achieve peak physical fitness, to meet the RAF’s requirements.”

As one of the East of England’s fastestgrowing housebuilders, Allison Homes partnered with Stamford College to deliver the skills the sector urgently needs. Together, they launched a Modern Methods of Construction (MMC) Centre, giving students hands-on experience with the latest techniques.

The collaboration has already earned recognition, with Allison Homes named ‘Best SME Business of the Year’ and Inspire Education Group ‘Training Provider of the Year’ at the 2025 Peterborough Apprenticeship Awards.

Serving the Lincolnshire region, the TEC Partnership which includes the Grimsby Institute, University Centre Grimsby, Skegness College, The Academy Grimsby, and National Employer Training, is the largest provider of education and skills in Greater Lincolnshire. We deliver a range of FE, commercial training and HE to 15,000 students and 2,500 employers. Despite serving some of the most deprived wards nationally and working with challenges including rurality and high concentrations of worklessness, our provision is a force for improvement. One example of how we are changing lives is through trailblazing Skills Bootcamp provision – programmes co-designed with employers providing opportunities to train in a new industry or progress in current careers. In 2025-26, we are contracted to deliver £1m+ of this provision to 500+ adult learners. From 2023-25, TEC Partnership led the hugely successful Lincolnshire Local Skills Improvement Fund programme. We engaged employers and led a ten-provider partnership on three projects:

• Digitisation and Smarter Working

• Work Readiness and Essential Skills
